Agenda Items of Interest:
✔️ Heard a proclamation recognizing the Lamar University Collegiate 100 members as the National Winners of the 2023 C100 Leadership and Career Institute Conference for the second year in a row.
✔️ City Manager Williams made a detailed presentation about the proposed FY 2024 budget inclusions and cuts and the CIP (Capital Investment Program).
✔️ Council approved resolution receiving the proposed FY 2024 Budget and scheduled a public hearing for August 29. The official budget will be voted on for adoption September 12.
✔️ Council approved resolution receiving proposed 2024 Capital Program and scheduling a public hearing for August 29.
✔️ Council voted to adopt the proposed 2023 tax rate of 0.681485/$100 of valuation via record vote and scheduled a public hearing for September 12. This is the lowest rate in 10 years.
✔️ Council approved an ordinance calling for a Special Election on November 8, 2023, for the purpose of submitting to the qualified voters of the City of Beaumont certain proposed amendments to the existing Charter of the City of Beaumont, Texas. The proposed amendments include:
(A) increasing City Council terms from two years to four-year staggered terms
(B) requiring individuals to sit out after having served two (2) consecutive full terms in one office or four consecutive terms in two offices
(D) requiring the City Council to hold such regular meetings as necessary to efficiently conduct the affairs of the City
(E) clarifying the authority of the City Manager and City Council’s roles
(F) consistency and clarity with state law
(G) delete repetitive and unnecessary provisions
✔️ Council approved a resolution authorizing the City Manager to award a contract to MK Constructors, of Vidor, for the Jefferson Street Infrastructure Repair Project.
✔️ The Public Works Director gave an update on the Drought Contingency Plan.

Chapter,

established
in
2021
and
has
already
grown
to
approximately
20
members
of
brilliant
and
extraordinary
young
men
and
women,
whereas
Elite
Lu,
Collegiate,
100
members,
Terence
Winston,
president
Amy
and
I
hope,
I,
don't
mispronounce
coyote,
Talia,
Irvin,
Carla,
Johnson
and
lato
Costa.
Under
the
passionate
leadership
of
Campus
director
Dr
Catherine
Washington.
The
organization
was
named
the
national
winners
of
the
2023
c100
leadership
and
Career
Institute
conference
at
the
100
black
men
of
America's
37th
annual
conference
held
in
Las
Vegas
on
June
19th.

Lu
Collegiate
100
members
competed
against
other
universities,
such
as
Morehouse
and
Texas
Southern
universities
in
front
of
top
corporate
Executives.
This
accomplishment
was
also
a
successful
defense
of
the
title.

group
one

2022

a
leadership
conference
in
Florida
now,
therefore,
Roy

mayor
of
the
City
of
Beaumont,

very
proud
and
honored

recognize.

community
service
projects

responsibility

care

overlook

crisis.

Animal
Control
only
kept
for
four
days
before
they
euthanized
it.

frankly,
we've
been

see
the
next
door

you

folks

post.
You
have
to
ask
yourself:
what's
really
going
on

over
there,

some

copies
of

photographs
of
the
puppy.

dog

dangerous,

vicious

hear

that

recommendations

that

heard
since
I
got
here

think
that
you
continue

important

we're
building

budget.

with
Public
Safety
the
future
system,
it
seems
like
a
consensus.
Everyone
was
interested
in
the
future
system,
which
is
a
camera
system
where
we
can
monitor
what's
going
on
around
our
city,
so
these
things
are
plugged
into

budget.
At
this
point
for
sure
again,
it's
proposed
it's
proposing
to
you,
approve
it
on
September
12th.
So
today
you
hear
these
things,
but
we
can
amend
the
budget
up
into
that
point.

things

police,
tasers,

department

burden

give
us
additional
dollars
for
our
solid
wage
fund

month
for
residential
trash
collection.

create
about

thirty

dollars
in
likewise

the
landfill
about

thousand
dollars,

they

looking
at
purchasing
two
heavy
trash
trucks
and
two
residential
trucks.

to
lose

dead
issuance

the
one
million
comes
from
debt.

according
to
our
definition
of
what
we
consider
capital
projects
and
debt,

can't
take

part
of

road

school
right

front

highway

of

soil
and

that

mind

our
record

trend

to

moving

because
of

trend

more

attractive

of
the

positions

profound
disappointment
and
concern
regarding
the
recent
developments
in
the
municipal
trial
of
Mr
Christopher
Shaw
being
present
for

schedule
of
Municipal
proceedings
of
Mr
Shaw
this
morning.
It
is
evident
that
there
are
some
serious
issues
surrounding
the
proceedings
that
deserve
immediate
attention.

The
most
dis.
This
concerning
aspect
is
that
this
request
for
continuous
was
made
from
the
attorney's
office,
the
city
attorney's
office
after
previous
Communications
from
the
defense
attorneys
rejecting
the
prosecution's
request
for
a
continuance
in
favor
of
presiding
with
the
trial.
This
is
unethical.
This
unethical
action
to
prolong
the
case
further
raises
questions
about
the
integrity
and
fairness
of
the
legal
process.
In
this
case,
it
is
particularly
concerning
that
the
request
and
granted
for
continuance
was
facts.

Just
yesterday,
the
day
before
the
trial
giving
little
time
for
proper
consideration
and
response,
such
practices
cast
doubt
on
the
intentions
of
their
prosecution
and
undermine
the
principles
of
justice
that
our
legal
system
is
built
upon.
Moreover,
it
is
crucial
to
highlight
that
this
case,
involving
Mr
Christopher
Shaw,
has
been
ongoing
for
the
past
two
years
since
the
incident
occurred.
This
prolonged
delay
raises
serious
questions
about
the
violation
of
Mr
Shaw's
civil
rights,
including
his
right
to
a
speedy
trial.

aggravated
by
the
fact
that
the
attorneys
representing
Mr
Shaw

even
our
own
magistrate,

bewilderment
at

prosecution's

or

we
were
trending
last
week
through
Friday
at

the

to
the
city,
so

weekend
not
really
expecting
to
be
at
drought,
but
approaching
that
the
trend
line
was
going
up.
We

jumped
all
the
way
to
39
starting
Saturday
so
stage.

gallons
a
day
for
three
consecutive
days

gallons

for
one
day.

So
we
actually
triggered
that
on
Saturday.
We
didn't
address
it
until
Monday
when
we
came
into
the
office,

by
going

weekend,
we
triggered
stage
two
yesterday
and
then,
since
we
ran

days
in
a
row,
we
immediately

back
out

all
this

per
the
city,
ordinance

drought
restriction
plan.
That's
been
adopted
by
Council.

So,
according
to
that,
when
we
initiated
stage
two
that
was
already
mandatory,
it
limited
hours
of
irrigation
and
days
of
irrigation,
which
we
put
out
the
parameters
per

limited
car
washing
hours
at
home,
not
at

car
wash,
but
if,
if
you
were
doing
it
at
home,
limited
also
refilling
of
pools,
prohibited
operation
of
fountains
unless

recirculated

restricting
use

hydrants
to
firefighting

health
uses.

that
it

adds

more
provision
on
golf
courses

idea
of
what

million
gallons
means
to
us.

Currently
we're
pretty
much
maxed
out
on
our
pump
rate
out
of
pine
currently,
and
we
have
about
2
million
gallons
a
day
additional
capacity
at
the
current
time
out
of
low.
So
presently
we
would
totally
max
out
our
pump
rate
to
the
city
at
about
41.,
so
we
don't
have
a
lot
of
wiggle
room
on
that
and
we
need
to
have
some
wiggle
room
because
things
can
pop
up
and
the
firefighter
can
speak
to
this
better
than
I
can.

But
there
was
a
pretty
major
structure
fire
on
Sunday
and
fortunately
we
had
system
capacity
didn't
have
problems.
But
if
you
maximize
your
Your
Capacity
to
pump
out
to
the
city-
and
you
have
a
major
structure
fire,
then
you
can
have
greatly
reduced
pressures
city-wide.
If
your
pressures
go
below
20
psi,
then
you're
into
boil
water
notice
at
that
point,
so
the
intention
of
the
restrictions
is
to
get
usage
down
to
a
more
manageable
level.

good
news
I
can
give
you
today
is
an
early
indication,
as
I
said
earlier,
is
that
some
good
has
been
done
from
that
notice
yesterday,
and
the
early
indications
today
was
the
lower
demand
that
we're
starting
to
see
from

plants

hoping
to
have
a
a
total
flow
rate
to
the
city.

seeing
the
