B
Thank
you,
father
in
heaven.
We
thank
you
for
this
day
that
you've,
given
us
lord.
Thank
you
that
you've
given
to
us
for
our
enjoyment
and
not
just
for
ours,
but
to
enjoy
you
in
all
that
we
can,
and
so
lord
today
we
just
pray
father
for
father
that
we
would
look
to
you
for
those
things
that
that
we
know
that
you
provide
father,
you
provide
life
and
hope
and
health
and
and
lord
we
thank
you
for
these
things
and
we
look
to
you
today.
We
put
our
faith
in
you
and
lori.
B
Thank
you
for
the
this
government
and
we
thank
you
for
this
opportunity,
father
to
look
to
you
today
for
for
those
things
and
we
pray
for
this,
these
members
here
father
we
pray
for
them,
as
you
have
allowed
them
to
become
in
the
positions
that
they
are
and
that
they
are
in
position
to
be
ministers
for
the
good
and
father.
For
that
fact,
for
the
our
entire
nation
father.
We
thank
you
that
you
have
have
your
hand
on
the
leaders
and
you
have
your
hand
on
even
placing
leaders
and
removing
leaders
so
father.
B
We
just
not
today,
put
our
hope
in
in
that
in
the
government,
but
in
you,
for
you
have
given
us
these
things
so
father
today
we
continue
to
pray
for
this
body
here
that
you
would
keep
them
from
temptation
that
father
you
would
provide
to
them
health
and
wellness
and
and
even
prosperity
father.
They
may
not
be
tempted
by
anything
else
and
lord.
A
A
I'm
looking
for
just
one
second,
if
you'll
bear
with
me
near
protein,
felsha
sent
me
a
text
this
morning
and
I
want
to
make
sure
that
I
get
it
right.
He
wanted
me
to
let
everyone
know
that,
regrettably,
he
will
be
unable
to
attend
the
meeting.
Today.
His
91
year
old
mother
has
contacted
covid19
and
he
admitted
her
to
saint
elizabeth
on
wednesday
night
12
10..
A
He
has
to
stay
with
her
being
the
only
one
in
his
family
who
can
do
so
so
he
wanted
me
to
let
you
know
that.
That's
why
he's
not
here
today
with
that
we
do
not
have
any
presentations
or
proclamations
today.
So
we
will
move
right
into
public
comment.
Now
would
be
the
time
for
any
citizen
who
wishes
to
speak
if
you
would
like
to
speak
on
scheduled
agenda
items,
one
through
six
or
eight
through
10
or
the
consent
agenda,
the
time
to
do
so
is
now.
A
The
other
item
was
already
heard
in
a
public
hearing
and
is
not
available
for
comment
so
right
now,
it's
one
through
six,
eight
through
10
or
the
consent
agenda.
If
you
would
like
to
speak
on
one
of
these
items-
and
you
haven't
already
done
so-
please
fill
out
the
green
slip
at
the
rear
of
the
room
hand
it
to
the
officer
she
will
give
it
to
the
city
clerk.
We
would
appreciate
if
you
keep
your
comments
to
three
minutes.
A
The
green
light
will
come
on
when
you
approach
the
podium
and
the
red
light
will
come
on
when
your
time
is
up.
If
you're
here
to
speak
on
any
other
item
today
other
than
these,
I
will
open
up
the
microphone
at
the
end
of
our
general
business
for
that
purpose.
But
right
now
it's
one
through
six,
eight
through
12
or
the
consent
agenda.
We
also
have
a
public
hearing
which
I
will
open
up
the
microphone
at
that
time.
Is
there
anyone
that
wishes
to
speak
on
one
of
these
items?
A
A
E
Neil
thank
you
mayor
on
item
c,
regards
to
the
chamber
of
commerce
and
the
85
000
that
will
be
given,
which
seems
to
be
the
standard
that
we've
given
for
several
years.
E
A
H
Man,
council
item
number
one
is
an
ordinance
by
the
city
of
beaumont
texas,
denying
the
distribution
cost
recovery
factor
rate
increase,
request
of
entergy
taxes
incorporated
filed
on
october,
the
22nd
2020
setting
just
and
reasonable
rates
for
entergy
taxes
incorporated
for
service
within
the
municipal
limits,
finding
that
the
meeting
complies
with
the
open
meetings
act,
making
other
findings.
H

H
H
The
franchise
agreement
would
provide
for
a
term
of
one
year
from
its
effective
date
and
a
franchise
fee
of
seven
percent
of
gross
revenues
received
for
service.
According
to
the
city
charter,
franchise
ordinances
require
readings
at
three
separate
council
meetings
and
the
memo
should
have
stated.
This
is
the
second
reading.
Today
the
administration
recommends
approval.
A
L
H
Number
three
is
to
consider
resolution
of
proving
contracts
for
the
purchase
of
inventory
materials
to
be
used
in
the
water
utilities
department.
The
city
maintains
an
annual
contract
for
pipe
fittings
valves,
fire,
hydrants
and
other
related
materials
for
use
in
the
water
department
bids
were
requested
from
nine
vendors.
Three
responses
were
received,
the
administration
recommends
the
award
of
one-year
contracts
with
a
core
in
maine
of
beaumont,
and
also
with
coburns
of
beaumont.
A
A
E
Thank
you
mayor
on
the
spreadsheet.
There
were
several
line
items
that
were
said
bid
not
awarded
due
to
brand
bid,
not
acceptable
because
of
fitment
issues
and
leakage,
and
some
of
these
were
pretty
decent
price
increases
that
we're
paying
more.
For
I
just
want
clarification.
E
Like
section
three
section:
seven,
didn't
we
spec
out
exactly
what
brand
we
were
wanting?
Yes,.
G
A
H
H
H
K
A
H
Mayor
council
number
five
is
to
consider
resolution
authorizing
the
city
manager
to
execute
a
contract
with
gulf
coast,
a
crh
company,
a
beaumont
for
street
rehabilitation,
work
on
bob
street
hector
avenue
and
goliad
street.
The
administration
recommends
the
project
be
awarded
to
the
lowest
bidder
gulf
coast
in
the
amount
of
931
571.50.
H
L
F
A
Okay,
councilmember
midtown,
councilmember
getz.
I
K
The
community
development
block
grant
funding
is
a
program
that
requires
those
monies
to
be
spent
in
low
to
moderate
income,
neighborhoods,
which
this
qualifies
for
it's
a
good
use
of
the
money,
because
now
we
are
taking
not
just
the
primary
artery
streets,
but
we're
getting
into
the
neighborhoods
and
making
some
repairs
to
neighborhood
streets
as
well.
So
again,
this
is
another
example
of
where
the
city
is
doing
some
work
for
street
improvements
and
in
the
neighborhoods.
I
think
it's
well
spent.
A
H
The
contract
would
provide
for
the
replacement
and
relocation
of
the
existing
electrical
equipment
into
a
new
control
building
and
the
replacement
of
all
pumps,
piping
and
valves
due
to
damages
from
tropical
storm
harvey.
The
administration
recommends
awarding
the
project
to
mk
constructors
in
the
amount
of
721
615.
H
And
under
the
funding
source,
what
that
should
say
is
there's
649
thousand
dollars
that
we
will
receive
from
fema,
and
the
10
percent
match
will
be
paid
by
the
city
of
beaumont.
That
10
percent
match
is
a
little
over
72
000
and
those
funds
are
available
in
the
harvey
fund.
The
administration
recommends
approval.
A
H
Mayor
council,
before
the
mayor
opens
the
public
hearing
this
item
that
you'll
consider
is
to
consider
setting
the
mandatory
payment
rate
related
to
the
local
provider
participation
fund
for
fiscal
year
2
2021.
back
in
in
2015.
H
A
Nobody,
okay,
I'll
close
the
floor
for
the
public
hearing
and
you've
already
read
the
caption.
Yes,.
A
You,
okay,
so
is
there
a
motion
on
number
seven,
please.
J
A
There's
a
motion
in
a
second
on
the
floor
and
before
we
move
forward,
I
would
like
to
say
that
I
remember
when
this
first
came
before
us,
both
hospitals
or
that
are
in
our
city
are
very
much
in
favor
of
this
that
do
take
medicaid
all
of
them
actually,
and
it
is
a
great
funding
source
for
them,
and
I'm
very
happy
that
we
could
help
facilitate
this.
When
we
did
a,
I
guess
it
was
been
about
two
or
three
maybe
four
years
ago.
A
So
with
that
said,
is
there
any
other
questions
or
discussion
council
member.
G
A
G
A
A
The
motion
carries
unanimously.
Next
item
number:
eight,
please.
H
In
addition,
legacy
is
requesting
twenty
three
thousand
eight
hundred
forty
six
dollars
for
operating
funds.
Any
and
all
income
received
by
the
choto
for
any
properties
must
be
used
toward
furniture
furthering
the
organization's.
Affordable
housing
activities.
Funds
are
available
in
the
2020
home
program.
The
administration
recommends
approval.
I
A
H
Item
number
nine
is
to
consider
a
resolution
of
proving
emergency
work
that
was
done
to
install
five
control
valves
at
the
water
plant.
H
There
are
five
control
valves
on
the
discharge
of
the
high
service
pumps
located
at
the
water
plant
on
pine
street,
and
there
was
a
failure
of
one
of
these
valves
and
the
other
four
valves
were
at
the
end
of
their
useful
light.
It
was
determined
that
if
another
valve
failed,
the
city
could
be
without
water.
H
Thus,
an
emergency
contract
to
install
five
new
valves
with
our
existing
inventory
was
executed.
Three
contractors
were
solicited
by
our
staff
to
replace
all
five
valves
and
the
pipe
supports
and
other
supporting
equipment
under
an
emergency
basis.
Mk
constructors
was
chosen
to
be
the
best
available
contractor
for
the
work
the
installation
was
finished.
On
october,
the
16th
2020.,
the
total
cost
of
the
work
was
143.
H
A
A
H
Number
10
is
to
consider
resolution
authorizing
the
city
manager
to
execute
change
order.
Number
four:
accept
maintenance
and
authorize
a
final
payment
to
alco
llc
for
the
street
rehabilitation,
citywide
phase,
one
project
in
january
of
2019,
the
city
council
awarded
a
contract
alco
in
the
amount
of
5
million
one
hundred
eighty
four
thousand
four
hundred
eighty
two
dollars
and
twenty
cents
again
for
the
street
rehabilitation
project
proposed
change.
Order.
H
Number
four
is
actually
a
decrease
of
two
hundred
197
thirty
three
dollars
and
ninety
six
cents
and
that's
required
to
reflect
the
actual
quantities
used
during
the
project.
This
project
has
been
inspected
by
the
engineering
division
and
found
to
be
complete
in
accordance
with
the
provisions
and
terms
set
forth
in
the
contract.
H
A
final
payment
will
be
made
in
the
amount
of
249
thousand
eight
hundred
and
twenty
three
dollars
and
eight
cents
funds
are
available
in
the
capital
program.
The
administration
recommends
approval.
L
A
L
H
Mayor
council,
out
of
number
11,
is
to
consider
resolution
authorizing
the
city
manager
to
execute
change
order.
Number
four:
accept
maintenance
and
authorize
a
final
payment
to
king
solution
services,
llc
for
the
westgate
drive
area,
pipe
bursting
contract
in
june
of
2019,
the
city
council
awarded
a
contract
to
king
solution
services
in
the
amount
of
1
million
592
994
dollars
proposed
change.
Order.
H
Number
four
is
a
decrease
as
well
in
the
amount
of
three
hundred
and
twenty
thousand
three
hundred
and
seventy
three
dollars
and
twenty
five
cents
and
that's
to
reflect
the
actual
quantities
used
in
the
completion
of
the
project.
It's
been
inspected
by
our
water
utilities,
department
found
to
be
complete
in
accordance
with
the
provisions
of
the
contract.
H
A
K
K
I
I'd
like
to
have
bart
explain
to
the
public
what
type
of
benefits
the
citizens
might
be
able
to
realize
from
this
pipe
bursting.
K
M
Basically,
there's
a
continuation
of
sewer
rehab
throughout
the
city,
so
we're
identifying
lines
that
are
in
older,
poorer
condition
where
we
have
water
infiltration
problems
with
those
lines.
So
after
pipe
bursting,
we
should
eliminate
the
water
infiltration
on
the
city's
main
lines
and
improve
the
sewer
services
in
that
area.
J
Would
you
also
explain
to
the
general
public,
where
are
we
doing
pipe
bustings.
M
M
Basically,
we'll
come
to
council
each
year
as
part
of
the
capital
program
and
will
ask
for
money
to
do
sewer,
rehab
water
line,
replacement
improvements
to
the
water
plants,
etc,
road
improvements
and
then
y'all
vote
on
how
much
money
you
want
to
spend
in
each
of
those
areas,
and
then
we
use
those
monies
through
the
year
to
to
do
the
pipe
bursting
or
do
the
water
line
replacement
or
the
roads.
And
we
try
to
assess
city-wide
where
the
problems
are
the
worst
so
we're
starting
to
make
use
of
our
gis
mapping.
J
So
am
I
correct
that
anytime,
in
any
part
of
the
city,
there's
no
specific
area
that
is
the
actual
worst,
but
but
it
does
tend
to.
We
tend
to
see
more
problems
in
the
older
areas.
Am
I
correct.
J
And
this
is
a
part
of
an
an
overall
plan
because
we
never
catch
up
just
as
we
replace
lines,
more
lines
are
becoming
insufficient
and
we
are
addressing
those
and
we
have
an
ongoing
plan
each
year.
Am
I
correct?
Yes,.
M
J
Have
you
ever
known
us
not
to
have
to
replace
pipes.
M
I
Also,
yes,
it's
not
unique
to
beaumont
either
I
mean
most
right.
I
mean
every
city
deal
with
the
same
problem.
M
Even
newer
cities,
even
if
you
take
a
city
that
has
all
pvc
sewer
pipe
throughout
the
entire
city,
it's
modern.
You
tend
to
still
get
water
infiltration
about
40
percent
rain
event.
You
have
soil
shift,
pipes
separate,
it
always
needs
addressing,
but
with
cast
iron
and
clay
and
concrete
pipes
and
our
infrastructure
and
those
those
have
hit
the
end
of
their
useful
life
and
and
they've
got
to
be
replaced.
K
N
K
H
H
J
And
I
guess
just
one
last
comment
from
me
at
one
time:
majority
of
the
calls
that
I
would
receive
with
complaints
or
concerns
it
would
be
streets,
but
now
in
the
last
year
or
so,
a
majority
of
the
complaints
have
been
because
of
sewer
backups,
and
I
I
tried
to
explain
that
this
is
a
part
of
an
overall
system.
J
M
Well,
the
number
one
is
in
rain
events,
so
if
you
get
too
much
water
in
the
system,
then
you
reach
capacity
and
it
becomes
difficult
to
get
all
all
of
that's
got
to
be
pumped
all
the
way
through
the
sewer
plant.
So
that's
when
you'll
get
the
predominant
number
of
calls.
So
it's
not
that
you
won't
get
some.
Some
sewer
calls
that
other
times
could
be
grease
related
buildup
in
the
line
that
sort
of
thing,
maybe
roots,
but
predominantly
in
rain
events,
or
when
we
have
the
most
of
our
problems
and
it
becomes
difficult.
M
K
A
H
H
K
Okay,
well,
I
move
that
we
adopt
this
resolution.
J
Yes,
I,
since
I've
been
here,
I
think
we've
attempted
to
have
night
meetings
on
at
least
three
different
occasions.
H
J
And
I
just
hope
that,
this
time,
if
there
is
a
true
desire
to
participate
in
in
the
evening
meetings,
I
hope
it
will
be
shown
this
time.
We've
never
been
hesitant
to
bring
that
forward.
It's
just
been
a
matter
of
many
times
when
we
have
these
meetings.
There
be
more
staff
members
at
the
meetings,
as
opposed
to
actual
citizens
being
there
to
address
concerns.
A
Councilmember,
I'm
sorry
councilmember
pate.
D
I
want
to
make
a
clarification
you
do
want
to
have
the
meetings
here
at
council,
because
one
of
the
problems
when
we
go
out
to
the
different
wards
is
people
may
or
may
not
remember
where
it
is
and
if
they're
not
from
that
ward,
they
might
get
lost
or
just
go,
I'm
not
gonna.
If
we
had
them
all
here,
then
I
think
we'd
eliminate
some
of
the
possibility
of
people
not
participating
because
they
know
where
it
is.
Every
single
time
was
that
part
of
your
emotion,
yeah.
K
Me
clarify
and
maybe
even
go
further.
Yes,
I
think
they
need
to
be
here
and
to
address
part
of
the
reasoning
from
council
member
samuels
about
why
we
might
not
have
participation
is
we
need
to
have
consistency,
and
so
I
would
go
further
and
entertain
an
amendment
to
these
resolutions
that
they'd
be
on
the
first
tuesday
of
every
month
or
some
other
date,
so
that
we,
I
don't
really
care
when
just
as
long
as
it
is
consistent
or
the
first
tuesday
of
every
month
of
the
quarter
we
need
to.
K
We
need
to
be
able
to
allow
the
citizens
the
opportunity,
the
opportunity
to
come
to
address
their
concerns
to
the
council.
You
know
for
those
that
work
in
the
day,
and
so
I
think
we
need
to
have
consistency
in
that,
and
so
I
would
entertain
an
amendment
to
the
resolution
for
just
that
speaks
to
that.
A
Okay
and
if
I
may
real
quick,
I
think
we
did
have
one
we
had
decided
early
last
year
or
late
last
year.
Excuse
me
late
2019
that
we
would
do
one
in
the
middle
month
of
each
quarter,
which
we
did
february
then
of
course
covet
hit
and
we
haven't
done
another
one,
but
I
would
totally
agree
with
that.
A
I
think
it
needs
to
always
be
at
the
same
time
to
where
they
know
when
it's
coming
now
with
that
said,
we
can't
always
plan,
what's
going
to
be
on
the
agenda
for
that,
so
because
there
was
some
that
said
in
february
it
was
an
easy
meeting,
but
you
can't
you
can't
plan,
what's
going
to
come
up
unless
you
hold
it
or
whatever,
but
that
would
be
up
to
the
council
councilmember
neil.
A
D
L
A
Which
is
what
I
believe
the
amendment
was
okay
at
six
o'clock
now.
So,
if
february,
we're
still
in
this
position,
we'll
need
to
note
that
there
are
only
so
much
seating
and
maybe
what
we'll
do
is
try
to
limit
staff.
A
If
we
can
city
manager
and
they
could
come
in
when
we
need
them,
we
did
at
one
point
as
councilmember
pate
suggested,
and
this
is
many
years
ago-
maybe
an
08.
We
brought
the
meetings
out
to
the
wards
and
there
was
some
confusion
as
to
where
they
were
going
to
be.
Some
of
y'all
might
not
have
been
on
then,
but
that
was
one
of
the
things
that
I
wanted
to
do
once
I
became
mayor
was
to
bring
it
out
to
the
wards.
A
Not
only
was
it
a
little
bit
confusing,
but
it
was
also
expensive
because
you
have
to
move
all
the
equipment
and
everything.
So
I
think
this
is
a
good
compromise.
All
right
mayor.
I
A
Just
like
today,
but
I
think
we
have
plenty
yeah:
okay,
all
right,
there's
a
motion
and
a
second
on
the
floor
and
an
amendment
as
suggested
all
in
favor.
Please
say:
aye.
L
A
H
Man,
council,
we
have
one
work
session,
it's
the
discussion
adam.
Actually,
it's
to
review
and
discuss
a
plan
to
implement
a
bike
share
program
in
the
central
business
district
and
dean
conwell,
the
executive
director
of
the
convention.
Visitors
bureau
will
come
forward
and
this
has
been
a
team
effort.
H
N
This
program
and,
more
importantly,
I
hope
you
all
have
a
wonderful
holiday
season
with
your
loved
ones.
Thank
you,
mayor
members
of
the
council,
mr
hayes,
the
charge
of
the
cbb
is
always
put
heads
in
beds.
That's
where
the
revenues
drive
both
from
hotel
tax
and
sales
tax,
but
we
want
to
move
we're
going
to
continue
working
that
direction,
but
we
want
to
add
a
little
more
on
our
plate.
We
want
to
basically
add
to
the
quality
of
life
here
in
southeast
texas,
texas,
especially
in
beaumont.
We
want
to
educate
our
citizens.
F
N
Our
citizens
to
become
advocates
for
us
to
be
beau
leavers
just
really
to
step
up
and
be
cheerleaders
for
the
city,
and
we
think
this
program
will
help
a
great
deal.
What
it
is,
it's
a
bicycle
sharing
program,
it's
more
or
less
a
turnkey
operation,
we'd
like
to
buy
bikes,
racks,
a
locking
system,
a
app
and
some
administrative
software
there's
about
180
of
these
programs
nationwide,
and
we
feel
like
this
would
be
a
good.
This
would
be
a
good
outlet
for
our
citizens,
especially
during
social
distancing
time.
N
N
N
You
can
see
it's
rather
simple
and
it's
basically
a
turn
turn
key
operation.
What
you
do
is
when
you
go
up
to
where
the
bikes
are
located.
You
unload
upload
the
app
you
select
your
bike,
you
put
in
your
credit
card
information,
you
sign
the
waiver
and
you're
off,
and
then
you
can
return
it
to
that
same
spot.
We're
going
to
have
three
different
docking
stations
around
the
city.
N
I
know
this
city
spent
millions
and
millions
of
dollars
on
the
infrastructure
for
downtown
and
done
great
things
with
the
event
center
and
the
lake
district,
but
we
feel
this
will
really
add
to
bringing
more
traffic
downtown.
I
think
we
somehow
need
to
support
our
attractions,
our
museums,
our
restaurants,
the
breweries.
I
know
it's
hot
as
hell
in
the
summer
here,
and
it's
tough
to
walk
all
around
downtown.
But
if
you
have
a
bicycle,
it'd
be
easier
to
get
around,
to
see
the
murals
and
to
attend
different
events.
N
N
Also
we're
gonna
print
stickers,
two
by
two
foot
stickers,
we're
gonna
put
those
on
the
sidewalk
which
will
cost
a
couple
hundred
dollars
instead
of
metal
signage.
That
would
cost
us
thousands
of
thousands
of
dollars.
Also,
we've
divided
it
into
four
districts:
the
cathedral
district,
the
lake
district,
the
crockett
street
district
and
the
museum
district.
N
The
next
slide,
this
will
show
you
the
map.
Christina's
worked
so
many
hours
on
this.
It
kind
of
divides
it
up
into
four
quadrants
shows
you
where
the
restaurants
are
the
attractions,
the
restrooms
everything
you'll
need
to
know
in
this
slide.
Here
is
the
the
the
wayfinding
signage.
Those
will
be
the
stickers
that
will
be
on
the
sidewalk
and
designated
areas
to
help
people
find
their
way
around.
N
And
the
bottom
line
for
funding
the
cbb
is
willing
or
wishes
to
pay
twenty
seven
thousand
six
hundred
eighty
dollars
we're
asking
for
a
one-time
one-time
support
from
the
city
for
seven
thousand
dollars
and
this.
If
the
city
comes
up
with
those
funds,
then
we
will
have
additional
dollars
to
pay
for
maintenance.
J
I
love
the
idea,
but
I
do
have
a
couple
of
questions.
How
do
you
deal
with
the
fact
that
if
someone
takes
a
bicycle
outside
of
the
business
just
outside
of
the
downtown
district.
N
Well,
as
far
as
them,
taking
it
out
of
the
district,
there's
really
not
that
much,
there's
not
that
much
we
can
do,
but
when
they
check
out
the
bicycle
they
have
to
put
in
their
credit
card
information
and
sign
a
waiver,
and
we
with
the
legal
department.
We
can
pretty
much
make
that
waiver
any
way
we
want
it
to
be
so.
N
A
But
as
long
as
they
bring
it
back,
yeah,
okay,
council
member
mutant,
I'm
sorry
that's.
I
Okay,
well,
dean!
Thank
you.
I
love
the
idea
and
I
did
talk
to
our
city
manager
over
a
year
ago
about
the
same
type
of
idea.
I
also
will
discuss
another
location
with
you
for
the
bikes,
because
I
think
it's
a
great
idea
and
I
would
say
you
really
need
to
put
some
language
in
there
to
enforce
the
waiver.
I
I
Okay,
it's
just
an
another
idea,
because
somebody
may
not
have
a
credit
card
available
on
their
phone
to
to
rent
it.
But
if
it's
some
type
of
self
pay
where
they
could
possibly
put
it
in
a
machine
or
something.
I
N
I
I
H
Okay,
that's
what
I
was
going
to
councilman
was
next
and
he
said
answer
that
question.
We're
gonna
see
how
this
works
at
the
council
of
business
and
then
we
hope
to
go
to
terrell
park
and
there
we
may
do
even
possibility
of
some
free
bikes
because
yeah
a
little
different
setting,
but
we'll
have
the
amenities
once
in
general,.
I
H
N
I
N
E
N
E
A
Else
had
anything,
did
I
miss?
Well,
I
think
it's
great.
I
did
it
in
san
antonio
and
they
had
a
sponsor
a
health
care
company.
That
was
a
sponsor.
I
think
I
mentioned
that
to
you
when
I
got
back-
and
you
mentioned
that
a
little
bit
where
you
said
the
retailers.
What
were
you
were
you
going
at
like
possibly
trying
to
get
someone
to
do
a
sponsorship
where
they
have
their
name
on
the
bikes
or
whatever.
N
A
Because
I
know
that
there
was
that
there
might
be
people
that
would
want
to
sponsor
it
for
their
name
on
the
bikes
yeah.
Maybe.
I
The
hospitals
yeah
in
houston,
I
think,
citibank,
the
bikes-
have
citibank
on
theirs.
Okay,.
H
Ma'am
we'll
bring
back
a
contract
proposed
contract.
Maybe
it
may
be
a
couple
weeks
together.
H
Mayor
and
council,
we
that
item
you
discussed
in
executive
session
related
to
a
company
out
on
highway
90
about
maybe
a
month
ago.
You
have
to
post
that
30
days
in
advance,
and
mr
boone's
done
that.
So
we
are
planning
to
have
a
meeting
next
tuesday,
the
22nd
and
hopefully,
four
more
can
be
present,
but
we
had
to
meet
that
deadline.
So.
A
So
now
would
be
the
time
for
any
citizen
who
wishes
to
speak.
If
you
would
like
to
make
public
comment
today,
now's
the
time
to
do
so.
If
you
haven't
already
done
so,
please
fill
out
the
green
slip
at
the
rear
of
the
room
and
hand
it
to
this.
The
officer
at
the
rear
of
the
room.
She
will
hand
it
to
the
city
clerk.
She
will
call
out
your
name
as
mentioned
earlier.
We
would
appreciate,
if
you
keep
your
comments
to
three
minutes.
A
A
D
Thank
you
mayor.
I
want
to
compliment
bart
and
his
team,
because
this
does
get
a
little
rainy
in
this
time
of
year
and
when
the
pipe
bursting
does
take
place,
it
also
causes
the
water
to
be
discolored
or
could
doesn't
always,
but
sometimes
when
we
do
some
things
like
that,
shake
up
anything.
D
D
D
We
are
going
to
as
city
manager
said
we
are
going
to
meet
next
week.
This
is
the
time
of
the
year
when
we
celebrate
a
lot
of
great
things.
Hanukkah
christmas,
it
should
be
a
time
of
joy.
I
know.
Sometimes
we
get
so
focused
on
some
of
our
day-to-day
things
that
we
forget
about
folks
that
are
actually
dealing
with
some
really
difficult
challenges.
D
Last
week
I
made
a
point
about
praying
for
people
and
I
will
continue
to
ask
you
to
pray
for
us
as
a
council
we're
up
here
trying
to
do
the
best
job
we
can
doesn't
mean
we're
always
going
to
be
right
and
as
someone
who
believes
strongly
in
god,
I
will
continue
to
tell
people
that,
and
I
will
continue
to
pray
for
those
that
are
in
need
that
need
it.
I
I
A
Councilmember,
yes,.
K
K
On
the
fifth
day,
we
have
the
extra
strength
from
the
majority
of
the
candles
to
brighten
the
world
around
us.
This
has
been
a
challenging
year
for
many
of
us
and
we
hope
and
pray
that
the
light
of
hanukkah
can
shine
brightly
for
us
all.
Menorahs
are
lit
in
the
windows
of
our
homes,
so
we
can
spread
the
light
outwards
toward
the
world
and
tomorrow
we're
going
to
have
a
community
menorah
lighting
service.
Here
at
city
hall,
the
public
is
invited.
K
It
is
at
five
o'clock
and
it's
a
great
event
to
come
and
learn
a
little
bit
more
about
the
holiday
of
hanukkah.
There
will
be
jewish
music,
jelly,
donuts,
dreidels
and
a
lot
more,
so
I
hope
it's
not
just
for
jews,
but
anybody
in
the
community
can
come
and
attend.
Thank
you
mayor.
A
Thank
you,
councilmember.
Do
you
have
anything,
mr
e,
anything
from
legal?
Okay.
Thank
you
all
right.
So
today,
if
everyone
didn't
notice,
we
sure
talked
about
a
lot
of
infrastructure
improvements.
It
was
almost
everything
on
our
agenda
and
I
think
that's
very,
very
positive,
because
before
covid-
and
you
know
in
our
meetings
got
so
much
smaller,
that's
what
we
were
hearing
a
lot
about.
A
So
I
hope
that
those
individuals
are
able
to
see
what
we're
talking
about
when
they
watch
our
live
stream
from
our
website
or
go
back
and
watch
it
later
because
and
two
of
them
actually
came
in
less
than
we
thought
they
were
going
to
be.
A
So
I
thought
that
was
great,
so
very
good
job
to
our
city
staff,
for
making
this
happen
and
to
seeing
it
to
fruition,
and
also
council
member
mouton
touched
on
kovid,
and
I
just
want
to
say
that
we
absolutely
are
feeling
a
spike
and
our
hospitals
are
our
health
care
system
is
very
full,
but
they
they
are
doing
a
great
job
by
having
plans
of
what
to
do.
A
If
you
know
if
they
get
overfilled-
and
I
know
the
icu
has
been
very
very
busy
in
both
of
our
local
hospitals
and
the
one
in
port
author,
it's
unfortunate,
but
we
did
have
our
highest
death
rate
yesterday
of
six
people
in
just
our
city
or
our
jurisdiction,
and
I'd
heard
that
there
were
six.
Also
in
addition
in
port
arthur,
is
that
right,
sherry.
A
Okay,
okay,
but
for
six
for
sure
six
here,
and
so
I
would
just
ask
everyone
to
be
safe.
It
is
hitting
us
all
very
much
closer
to
home
than
it
was.
I
think
prayers
go
out
to
mayor
pro
tim
felshell's
mother
and
to
your
sister,
councilmember,
pate,
pate
and
all
of
those
who
are
suffering
because
they
do
seem
to
be
hitting
harder
closer
to
home.
So
I
would
encourage
everyone
to
practice
the
cdc
guidelines
and,
let's
not
let
it
spike
anymore
and
hopefully.
A
The
vaccines
that
are
coming
will
will
do
some
good
and
we're
hearing
a
lot
about
that
and
our
emergency
operations
is
meeting
and
has
we've
heard
from
the
governor
and,
what's
going
to
happen,
we're
still
a
little
bit
unclear
and
also
our
public
health
authority,
so
we'll
be
pushing
things
out
as
soon
as
we
know,
because
we
don't
have
all
the
details
yet,
but
certainly
that
is
a
good.
That
is
a
good
sign.
So
with
that
said,
I
don't
have
anything
else.
If
