department

a

public
health
action,
together
with
scientific
and
technological

opportunities

adopt
preventative
lifestyle

health

mayor
set

hand

beaumont
to
be

on

health

medicine,
right
when
you
go
to
your
doctor,
you're
that
doctor's
only
patient.
But
when
you
look
at
public
health,
the
entire
community
is
outpatient
and
that's
why
we
do
what
we
do
just
to
give
you
a
little
timeline

to
where
we've
been
since
covet
january.
The
21st
of
2020
was
the
first
u.s
confirmed
case
of
covet
march,
the
4th
2020
first
texas
case
in
fort
bend
county
march,
the
18th
2020.

As
of
yesterday,
346
of
our
citizens
have
died
from
coving
december,
the
29th
2020
we
administered
the
first
covet
vaccine,
the
beaumont
health
department.
As
of
yesterday,
we've
administered
vaccines
to
79
578
people
not
all
is
from
the
city
of
beaumont,
not
all
is
from
jefferson
county,
but
I
thank
you
guys
so
much
for
all
your
support.

We've
had
a
lot
of
departments
that
work
closely
with
us
police
department,
assisted
with
patrol
fire
department,
assisted
with
ministering
vaccinations
monitoring
ems.
We
implemented
a
plan
to
ensure
that
our
most
vulnerable
citizens
at
home
got
vaccinated.
So
we
created
a
program
where
we
sent
our
paramedics
to
the
home
of
the
homebound
to
administer
the
vaccine
to
them,
as
well
as
to
family
members.

And
I
tell
them
all
the
time
they
make
my
job
easy.
They
really
do.
They
make
my
job
easy,
they've
assumed
additional
tasks
without
complaining,
it's
been
challenging
with
a
lot
of
the
outside
noise,
but
what
I'm
most
proud
of
is
that
they
kept
their
head
down
and
they
stayed
focused
on
the
mission
and
public
health.
We're
here
we're
not
going
anywhere
and
again
our
number
one
goal,
and
I
want
the
community
to
understand
this.

opportunity

This
is
tracy
middleton.
She
is
our
crisis
intervention
coordinator,
who
is
so
instrumental
in
helping
us
to
really
realize
our
goal
of
assisting
sexual
assault
survivors
and
their
family
members
in
relieving,
to
a
certain
degree
the
amount
of
trauma
that
they're
experiencing
at
the
time
of
their
sexual
assault
and
the
time
that
receive
our
services.

thank

the
city
of
beaumont
and
the
mayor

everyone

community
that
help
us
to
help
the
survivors
of
sexual
assault.
It's
not
like.
If
you
get
hurt,
you're
shot,
you're
cut,
you
have
a
wound.
You
can
see.
Healing
sexual
assault
is
different.
Those
are
emotional
wounds,
sometimes
that
never
heal
so
so
survivors
sometimes
can't
help
their
families
can't
help
themselves
without
receiving
services.
Our
services
are
crisis
intervention.
I
Sometimes
we
see
clients
three
o'clock
in
the
morning
at
a
medical
facility,
because
they're
getting
a
rape
kit
completed
because
someone
has
sexually
assaulted
them.
We
have
a
24-hour
hotline
that
helps
individuals.
They
can
call
us
any
time
of
day
or
night
and
receive
services.
We
also
communicate
with
other
agencies
throughout
the
community
to
collaborate
to
be
sure
that
no
one
falls
through
the
cracks
and
lets
survivors
know
that
they
are
not
alone.
So
we
really
appreciate
the
help
that
you
all
give
us
throughout
the
year.

support
the
survivors
of
sexual
assault
and
to
believe
them
and
to
offer
them
the
support,
that's
available,
and
also
to
say
that
this
is
a
type
of
activity
that
is
not
acceptable
in

that
people

make
an

lot

commodity

waiting

would
be
overwhelmed

cycle

from

pole

deterioration

this

the
playing
fields
remain
safe
and
operable
for
nighttime

bill
1925

enacted
september
1st

doesn't
handle
camping
in
the
cities,
and
most
organizations
said
that
this
was
meant
to
target
the
homeless
organization.

situation
in
one

historical
neighborhoods
that
has

campsite

speak
on
private
property
that
is
located

our
historic

the
adoption
of
our
zoning
ordinance,

city

establish

and
landmark
preservation,
overlay
district,
that
district
and
the
purpose
of
that.

regulate
what

the
tent
could
be

facetious,

there

that
commission
only
regulates
structures
and
tents
by
definition,
don't
meet
structures

don't
have

camping

they
are
on
private
property.

we
had

I'm
sure
that
with
this
issue
quite
a
bit
of
time,
but
we
had
someone
who
was
camping
on
public
property
right,
we
do
have
something
that
says
that
you
can't
sleep
in
our
parks
that

park
hours,
and
so
we
can
kind
of
regulate
that
in
public
places.
But
we
really
don't
have
a
lot
of
leeway
as
it
relates
to
how
we
regulate
what
happens
on
private
property
if
it
doesn't
meet
a
specific
violation
of
the
ordinance,
such
as
any
health
and
safety
standards.

historic
district
is
unique
in
the
sense
that,
when
individuals
move
to
the
historic
district,
they
understand
that
it's,
the
historic
district
you
know
in
the
historic
district
has
has
rules,
and
so
they're
complicit
in
you
know,
participating
in
maintaining
the
historic
integrity
of
that
neighborhood.
And
so
a
lot
of
what
the
historic
landmark
commission
deals
with
is
when
people
need
to
deviate
from
the
normal
and
from
a
lot
of
the
meetings
deal
with.

example,
someone
wanting
to
add
a
ramp
and
making
sure
that
the
materials
and
the
things
that
they're,
adding
to
the
property
still
meet
that
historical
integrity,
not
necessarily
denying
the
ramp
but
making
sure
that

materials

being
used
fit
with
the
time
period
of
the
home
and
so
that
the
certificate
of
purpose
is
never
to
deny.

is
only
to
make
sure
that
it's
in
line
with
the
integrity
of
the

early
on,

years

my
early
years
with
the
city,
we
drafted
a
camping
or
a
camping,
ordinance

so
it'll

needed
to

updated

some
other
cities
have
and
what
that's
what
we
base
our
awareness
off
of
and
it
may
be
needing
to
be
updated

because
it
was

years
ago

come

compliance
with
this.

people

they

camp
on
public
property,

have

city

want

citizens

understand

we
recognize
this
very
complicated
issue
that
we're
facing

a
community

they're
facing
it
across

nation.

we
are
looking
for
a
compassionate
common
sense
solution
to
this
issue.

yet

to
find

way,
a
compassionate

solution
to
this
very
convoluted
issue,
and
it's
not
easy,
but
I
didn't
want
the
citizens
to
think
that
a
we're,
ignoring
it
and
b
that
we,

all
this
authority
that
we
can
use
and
we're
just
not
using
it,
because
that's
not
true,
there's
a
lot
of
things
that
we
would
just
like
to
do.
But
we
can't-
and
this
is
an
issue
this
encampment
that
was
referred
to
and
and
the
historic
district
is
on
private
property.

to
that
point
the
city
of
houston
is
one
of
the
few
cities
that
did
decide
to
enact
house
bill
1925
and
they
have
what's
called
a
housing
first
initiative.
It's
about
a
200
million
plus
operation
they've
received
just
recently
as
a
march
45
million
dollars
from
the
federal
government
from
hud
in
order
to
assist
in
this
program,
but
prior
to
that
it
was
all
privately
funded
by
organizations
and
by
citizens
of
houston
and
so
what
their
housing
initiative.
Housing
first
initiative
does
is.

Essentially
they
have
multiple
layers,
but
they
go
out
and
they
see
who's
interested
like
do
you
want
housing,
do
you
need
and
what
services
they
need
and
based
on
their
statistics,
about
85
to
90
percent
of
people
are
interested
in
having
housing
about
two
percent.
Take
the
shelter
option,
meaning
they
they're
choosing
to
live
off
the
grid,
they're
choosing
to
not
have
housing
and
once
they
find
out
who
needs
housing.
They
put
these
individuals
in
housing
and
then
they
provide
services
so
they're
providing
housing
utilities
clothing.

If
they
need
mental
health
services
and
medical
treatment,
they
provide
that
if
they
need
job
training
and
ability
to
get
job
training,
they
provide
that,
and
so
it
is
a
multi-layered,
multi-faceted
organ
operation.
But
it's
centered
around
first
getting
people
into
housing
and
again
their
operating
cost
is
around
200
million
a
year.

was,
you
know,
I'm
looking
at
it
says,
review
and
discuss
homeless,
encampments
in
the
city
of
beaumont.
So
you
know
overall
city.
I
know
we're
talking
about
one
particular
area,
but
when
I
read
it
you

it
says
the
city
of
beaumont,
so
I
want
to
know
how
staff
kind
of
looked
into
cities
comparable
to
our
size.
I
know
houston,
I
love
what
they're
doing,
but
that's
a
pretty
big
mark.
It's
one
of
the
biggest
cities
in
the
world.
So
have
we
looked
at
any
cities
kind
of
similar
to
our
population?

So
there
are
really
no
cities
that
we
use
as
our
comparables
that
are
really
trying
to
tackle
the
homeless
issue.
A
lot
of
the
city,
the
larger
cities,
are
the
ones
who
are
really
trying
to
do
it
and
they
obviously
have
a
more
aggressive
or
more
noticeable
homeless
issue
in
their
cities.
So
austin,
dallas
and
houston.
The
major
cities
in
our
areas
have
attempted
and
tried
some
of
the
smaller
cities.
Cities
are
comparable
sizes,
aren't
necessarily
trying
to
focus
on
that.

They've
just
allowed
it
to
kind
of
done
similar
with
the
city
of
bone,
but
then
just
to
be
handled
through
their
homeless
coalition,
as
well
as
their
nonprofit
organization.
So
they
don't
have
camping
they've,
not
enacted
the
camping
band
either
they're
not
enforcing
their
camping
ordinances.
If
they
had
one.

just
to
to
echo
some
of
what
the
city
attorney
was
saying,
I
just
would
remind
y'all.
We
do
have
the
mayor's
coalition
on
homeless,
which
meets
the
first
thursday
of
the
month
and
and
has
been
for
a
while.
Looking
at
you
know
what
other
cities
are
doing
as
miss
reed
mentioned,
you
know
your
better
models
are
in,
for
example,
houston,
but
when
we
look
to
houston
it
as
miss
reed
mentioned,
is
it's
a
significant,
not
only
a
significant
amount
of
money?

To
be
quite
frank:
we
don't
have
the
kind
of
constellation
of
resources
that
they
have
in
some
of
these
larger
cities,
and
so
we
we
will
meet
again
this
thursday
and
we
will
continue
to
meet
it's
just
as
councilman
feldchall
mentioned
it's
a
nationwide
problem
and
it
is
a
very,
very
complicated
problem.
But
we
are,
we
are
looking
towards
best
practices,
especially
in
cities,
our
size.

so
some
of
the
other,
like
just
outside
of
texas,
some
other
cities
are
taking
a
different
approach,
but
a
lot.
I
think
it's
important
to
note
that
a
lot
of
the
cities
that
are
having
success
with
their
projects
are
not
using
public
funds.
A
lot
of
their
money
is
coming
from
private
donations
and
organizations
who
are
looking
to
help,
for
example,
in
like
oregon
and
seattle,
they
have
they're
building
tiny
homes
and
tiny
home
communities,
and
a
lot
of
that
is
being
funded
again
by
private
private
industry.

So
that's
not
really
city
funding
for
the
city,
houston,
their
initial
start
to
that
their
housing
first
initiative
was
through
a
private
donation
up
up
with
100
million,
and
they
were
able
to
kind
of
from
there
just
kind
of
receive
additional
donations
to
go
on
for
that.
So
very
little
of
the
city's
money
is
actually
attached
to
that.

large
percentage
based
on
the
article
and
based
on
the
individuals
we've
spoken
with,
is
from
private
donations
and
and
so
just
outside,
of
texas
outside
not
talking
houston,
but
some
of
the
other
communities
that
again
are
having
success,
are
having
either
partnerships
with
private
organizations
and
industries
or
private
organizations
and
industries
or
reaching
out
to
the
city
to
donate
their
services.
To
say,
like
we
will
supply,
we
will
build,
and
then
the
city
is
just
filtering
those
individuals
back
to
to
those
things.

problem

we

individuals

our
parks

think,
at
the
time
council
just
decided
to
make
sure
that
we
just
had
stated-

I
know
that
we've
always
had
park
hours
but
just
make
sure

enforcing

directing

say
you
can't
camp
here,
but
you
can
camp
and
I'm
just
going

pick
a
place,

can
camp
on
pine
street

have
we've
designated
that
section

send
individuals
over
there.
The
question
becomes,
is
you
know,
have
we
set
up
a
a
safe
environment?
Is
it
well
lit?
Do
is
there
you
know
facilities
available
for
individuals
right,
because
we,
the
city's,
still
held
to
the
same
standards?
We
have
to
cut
the
grass.

To
that
extent
it
is
a
public
facility
so
that
we
would
need
to
make
sure
it's
protected
right.
So
there
are
several
homeless
families
of
women
and
children.
We
would
need
to
make
sure
that
you
know
we
weren't
sending
pedophiles
into
a
campsite
where
women
and
children
so
do.
We
have
to
separate
that
like
what's
our
what's
our
legal
responsibility
and
so
that
conversation
has
been
ongoing
among
several
city
attorneys
and
several
agencies
as
to
you
know,
where
does
the
city
liability
start
and
what
liability
do
we
incur
by
establishing
camping
sites.

So
other
other
cities
did
receive
funds
but
because
established
based
on
what
they
were
already
doing,
but
obviously
the
city
of
houston
received
the
most
because
they
deemed
it
to
be
successful.
So
this
is
why
I'm
going
to
use
them
as
an
example,
but
when
they
started
their
housing
first
initiative,
they
said
we're
going
to
give
you
housing
right.
But
in
order
for
someone
to
to
keep
the
housing
they
said
we
have
to
attack,
and
we've
heard
some
of
our
our
partners,
who
you
know
are
members
of
the
homeless
coalition
speak
about
this.

are
other
factors
as
to
why
this
person
became
homeless
right.
Did
they
just
follow
hard
times
or
are
they
battling
some
type
of
mental
illness
that
prevents
them
from
being
successful
and
beneficial
to
society?
So
if
they
fail
on
hard
times
and
easily,
they
just
need
a
place
to
stay
in
order
to
have
an
address
to
get
a
job
right.
So
let
us
put
them
in
a
house.

councilman

if

follow

what

said
to
answer

question,
there
may
or
may
not
be
a
legal
obligation
if
a
camp
is
set
up,
but
we
have
you
know
again
looking
at
best
practices

may

political

moral
responsibility
because
we
have
seen
in
multiple
cities
where,
when
sanitation
becomes
an
issue,
when
security
becomes
an
issue,
you
know
who's
responsible.
Ultimately,
it
may
not
be
legally

city,

at
the
end
of
the
day,
so
that
that
is.

this
came
up
with
autumn
team,
when
we
were
at

we

asked
to
do
this
homeless
discussion,
it
was.

was
based
upon
something
that
a
council
member
was
dealing
with
in

someone

asked
him
to
address,
and
so
he
came
to
me
and
said:
hey.
Can
you
help
me
with
the
situation
and
talk
about
it?
So
it
wasn't
to
just
kind
of
pinpoint
one
particular
area
that
was
dealing
with
the
homeless
situation.
It
was
specifically
said
like.
Why
can
we
do
this?

we
allowed
to
regulate
paint
colors
to
use
this
question
but
not
regulate?
You
know
someone
living
in
intent
on
private
property,
and
so
that's
why
we
kind
of
focus
that
discussion
that
way
not
to
to
kind
of
single
out,

guess,
dismiss
what
was
happening
in
any
other
part
of
the
city.

and

to
the
issue

attorney
mentioned

proven

partnership
between
non-profits

issue,

way
through
compassion
and
common
sense

address

issues

mentioned,
we
understand

challenges
that
we
face
when
encampments
begin

up

community

neighborhood,
I
deal
with
it
on
a
daily
basis.

my
other
job,
I
deal
with
it
daily,
it's
an
issue
with
where
I'm
at
they're
on
11th
street,
and
so
I
have
to
deal
with
that
issue.

there's

clarity
and

there's
a
difference
between
one
tent
on
a
private
property

that
comes

health
issue,

it's
the
problem
when
there's

individual
and
the
private
property
owner
allows
them

remain

then

right
part
of
ordinance

owner's

and

homeless
person
moves

vacant
lot
next
door
to
it
could

construction
in
the
neighborhood.

owner
and
make
sure
that
they
don't
have
permission
to
be
there

because
I'm
asking
because
there's
citizens
out

it
happens

they

this
one,
since

intimately
familiar

this
one

it
did
involve
a
lot
of
agencies.
So
there

a
complaint
received
that
there
was
a
people
camping

private
property.

reached
out
to
the
private,
a
private
property
owner,
because
if
there
was
going
to
be
some
violations
on
the
property,
high
grass
standing
water,
any
type
of
health
violation,
it
would
have
essentially
been
issued
to
the
property
owner
right.

could
issue
littering
tickets
to
the
individuals,
but
we
would
have
issued
the
the
bulk
of
the
health
and
safety
violations
to
the
property
owner.
So
the
first
thing
we
want
to
make
sure
is
that
you
know
he
knew,
and
so
we
try
to
resolve
it.
That
way
and
we
went
reached
out
to
him-
and
he
says
I'm
absolutely
aware,
and
then
we
said
okay.
Well,
you
know
these
are
the
potential
violations
that
could
be
created
with
him
with
them
living
on
your
property
and
the
next
day
porta-potties
were
there
like
it
was
resolved.

we
have
had
situations
where
we
did
have
individuals
who
were
you
know,
camping
on
private
property.

reached
out
to
that
private
property
owner
and
they
said
no
wasn't
aware.

permission.

to
remove
them
from

property

we've
done
that
we've
had
situations
where
individuals
had
a
home
and
there
was
a
vacant
lot
next
to
their
home
and
they
were
storing
trash
and
litter

property

someone

can

city

the

some
times
where

problem

violations

as

one
of

biggest
problems
with
dealing

homeless

arresting
them

putting
them.

a
lot
of
the
times,

for
health
and

little

in

building
tiny
homes
in

donating
materials,

time,
that's
giving
their
employees,

incentives
to
go
out
and
build
this,
that's
separate,

apart
from
what
the
city
is
offering,
but
they're
just
saying,
look

care

the
housing
part,
and
so
a
lot
of
this
is
a
combination
of
both
private
funding
and
private
industry
involvement
as
well.

oversight
and
and
nonprofit
solutions.

a
year
or
so
ago
I
installed
a
new
water
pipe
there
and
left
it
stubbed
out
three
or
four
feet,
and
the
city
made
the
connection
there
to
the
meter,
and
so
anyway,
when
I
dug
it
up,
that's
where
it,
the
water
leak,
was
the
pipe
had
pulled
loose
from
the
city's
meter,
and
so
we
called
the
city
again
told
them
that
was
on
saturday
morning
and
after
a
couple
hours,
I
just
decided
well
I'll,
go
ahead
and
fix
it
myself,
I'm
capable.
I
know
how,
and
I
think
that
was
a
problem.

causes
the
biggest
problem
here
is.
The
city
is
asking
her
to
pay
something
like
a

water
bill.

hadn't
fixed
that
leak,

they

of
paperwork

something

would
have

in
my
thinking
the
city's
supposed

have
the

connection

fixed

problem,

the
city
would
have
fixed

and

all,

know
that
we
have,
we
are
still
having
to
deal
with
ditches
in
the
south
end
of
beaumont
saint
anthony
street,

those
dishes
are
full
of
grass
rubbish
and
they
need
to
be
cleaned
out
if
we're
going
to
have
to
deal
with
them.

understand
we
all
can't
get
the
regular
streets
like
flowers
and
curving.

started
letting
out

big
flare
and
majority
of
the
people
in
the
south
end
area
was
affected
by
it.

don't
know
what
steps
to
take.
I
know
I
have
spoken
to
a
lot
of
people
in
that
area,

player
started
probably
that
wednesday
morning
and
didn't
until
like
way
up
the
thirsty
sometime.
I
know
they
can
burn
their
chemicals
or
their
rubbish,
but
I
know
it
is
a
certain
amount
that
they
can
burn.
Also,
oh
my
mama
been
there
since
1992.

of
my
sleep

I
got
up
and
the
house
was
smelling
like
smoke,
I
thought
my
house
was
on
fire.

in

neighborhood
thought

same
thing
that
their
house

door
open
the
door
to
see
that
it
was
exxonmobil
still
burning
those
fumes
and
coming
in.

move

business

down

tried

permit
in
2016,
it
took

hanchey
going
upstairs
and
explaining

a
permit
within
10
minutes
of

hanchey
talking
to
them.
They
issued
me
a
permit
application
when
I
moved
down
to
the
middle
doing
exactly
the
same
thing.

tourist

the
city
of

our

fields
out
there
on
college
street,
because
I

it's
not

economic
gain
and
that
when
we
went
to
tlm
league

cities

in
washington
dc,

noticed
other

seen

lot

jobs
that
have
been
open
for

while

the
city
of
beaumont

They

put

codes
on
all
the
bus
stops,
so

literally

people

waiting

catch
the
bus
or
things
of
that
magnitude.
That's
low,
efficient
costs,
they
can
bring
them
directly
to
our
website
and
they
can
see
the
different
jobs
we
have
available.

expenses
being
so
long
that
we

the
city
of
beaumont,
can
take
advantage
of
that

try
to

it
out

how
it
