fiscal

2024
budget
with
regards
to
the
needs
of
our
community
and
its
neighbors
I,
kindly
request
your
attention
and
consideration
in
including
the
following
concerns
for
budgetary
purposes.

Pollard
Park
grounds
upgrades
we
seek
improvements
and
advancements
for
Charlton
Pollard
Park,
including
leveling
of
of
loving
leveling
and
filling
the
fields,
as
well
as
burning
the
marks
for
baseball
and
football
for
football
fields.
Moreover,
we
would
like
to
incorporate
a
more
incorporate
more
play
areas
that
are
accessible
to
youth
with
special
needs
that
would
include
softball,
softer
playing
Ground,
padding,
a
swing
set
and
other
activities
that
are
inclusive
to
the
needs
of
all
children
in
our
community.

Additionally,
we
propose
upgrading
the
splash
pad
area
with
durable
and
more
exciting
Water
Works
Street
Redevelopment
of
McGovern
Street.
We
urge
you
to
allocate
funds
for
capital
projects
aimed
at
redeveloping
McGovern
Street.
This
Redevelopment
should
include
the
installation
of
curbs
and
gutters
sidewalks
and
improved
parking
access
to
the
Charlton
Pollard
Park.
Enhancing
this
infrastructure
in
the
in
this
area
will
benefit
our
community
and
the
visitors
of
our
Park
flooding
and
mitigation.
Flood
mitigation.
Flooding
is
a
significant
concern
in
our
area,
particularly
on
the
streets
and
underpasses.

We
request
funding
for
upgrading
pump
and
lift
stations
incorporating
solar
powered
facilities
to
ensure
operating
during
blackouts
and
torrential
downpours.
Furthermore,
we
recommend
installing
permanent
barricades
at
the
underpass
to
protect
the
public
during
Flash
floodings,
thereby
ensuring
their
safety,
pedestrian
and
vehicular
access.

Neighbors
include
Street
repairs,
storm
drain
improvements
and
upgrades
to
sewer
containment
to
eliminate
Street
flooding
and
Sewer
overflow.

addressing
these
issues,
we
can
create
a
safer,

sure,

comments

first

They
certainly
allow
us
to
get
ours
in,

it
may
slow.
The
meeting

first
thing
I'd
like
to
mention
it
sort
of
goes
way
back
in
time
place,
placing
versus
Ferguson
1896
separate,
but
equal
I
would
like
to
let
you
know
I
taught
at
an
all
black
high
school.
It
never
was
equal.
It
certainly
was
separate
and
that's
what's
going
on
with
the
red
tag
program.
I
am
a
bonded
contractor
in
the
city
when
I
pull
a
permit,
I
have
one
year
and
I
have
one
year
to
renew
very
simple,
very
straightforward
I'm
here
today
for
another
red
tag,
house
I
got
150
days.

not
simple
at
all,
I've
hired
Engineers
to
tell
that
the
property
is
structurally
sound.
We
go
through

same
process
just
like
we're:
building

houses,

and
we
test

a
little
stringent

why
we

houses

houses

Beaumont
under
ninety
thousand
dollars.
Now
these
red
tag
houses

rehabbed.
Last
year,
40
houses
were
rehabbed
out
of
the
whole
list,

glad

I

of
them
and
I
had
two
more
and
I
got
to
tell
you
I'm
I'm
working
on
one
on
Magnolia.
It
is
hot
out
there
they've
cut
the
electricity
in
water.

would

lot
simpler

plug

fan

compressor

get
on
about
my
work
instead,
I
bring
it
chained
so
that
I

lose
it

think
the
last

what
we're
doing
today?
The
bids
were
received
for
the
project
and
they
both
bids
came
in
significantly
over
budget,
and
so
we
then
entered
into
a
value
engineering
phase
of
the
project
to
see
where
we
were
going
to
be
able
to
find
any
cost
savings
if
at
all
possible,
and
so
because
it
was
difficult
and
good
conscience
to
bring
a
project
before
you
far
exceeded
our
the
budget
and
the
funding
that
we
had
available.

So
we
met
with
alko,
who
was
the
apparent
low
bidder
as
well
as
first
we
worked
with
our
consultant
engineer,
frisa
Nichols
and
evaluated
the
two
areas
where
the
project
came
in
over
budget,
and
so
the
engineer
provided
a
recommendation
reviewed
that
recommendation
with
Allco,
and
so
that
is
the
change
order.
Number
one
reducing
the
amount
by
8.9
million
dollars.

We're
removing
the
resiliency
line,
and
so
that
did
give
us
some
cost
savings.
We
also
change
the
pipe
material.
So
originally
it
was
bid
with
a
bar
wrap
steel
pipe
with
an
alternate
pipe
material
called
a
steel
cylinder
pipe.
That's
got
the
concrete
mortar
around
it.
Both
of
those
came
in
excessively
over
budget.
There
is
a
new
pipe
material.
It's
new
to
water
is
often
used
for
sewer.
The
manufacturer
now
is
using
it
for
water
applications
where
the
pressures
are
lower,
and
so
it's
a
fiberglass
pipe
and
so
by
switching
to
that
pipe
material.

We
also
don't
have
to
dig
as
deep
and
so
that
saved
us
material
costs
and
then
also
the
pavement
section,
because,
as
we
finish
with
installing
the
water
line,
we're
redoing
the
road,
and
so
we
incorporated
the
use
of
a
geotextile
fabric
which
allowed
us
to
make
modifications
to
the
pavement
section
to
get
the
same
performance
at
a
lower
cost.
So
both
all
those
three
items
together
are
what
led
to
this
cost
savings.

O
When
you're
talking
about
doing
value
engineering
preferences,
you
can
in
some
cases
when
you
have
only
one
bidder,
you
can
go
directly
into
that
process,
but
when
what
they
did,
the
comparison,
the
other
bitter
would
have
still
been
higher.
So
Alco
is
still
the
lowest
bidder,
but,
like
she
said,
we
can
confirm
with
our
engineering
company
who
we
contracted
with
that.
Both
companies
were
given
a
chance
to
go
through
that
process.

Sir,
we
are
sorry
60-day
clock
from
the
date
that
bids
were
opened
and
talk
expires
next
Wednesday
and
also
too,
we
are
on
a
clock
for
the
actual
construction
of
the
project,
because
the
the
Grant
from
the
Glo
also
has
and
we're
we're
getting
close
on
the
expiration
of
when
that
money
has
to
be
spent.

However,
as
Molly
mentioned,
they
recognized
that
there
was
some
opportunity
to
get
cost
reduction
prior
to
the
start
of
the
contract,
which
would
allow
for
reduction
in
both
time
production
and
materials
as
well,
and
so
they
started
the
value
Engineering
Process
before
the
contract
was
awarded,
to
bring
to
council
reduction
in
in
price
doesn't
mean
that
they
won't
come
back
with
additional
change
orders
to
lower
or
increase
the
price.
It
just
means
at
the
outset
that
the
price
is
lower
and
closer
to
what
we
estimated
it
could
be.

No
sir,
that
was
one
of
the
one
of
the
serious
concerns
that
we
had
and
why
we
had
initially
gone
with
the
steel
pipes,
because
we
don't
want
to
dig
that
back
up,
but
the
the
opportunity
did
present
itself
with
the
fiberglass
pipe
the
spiral
well
pipe,
and
we
are
also
working
with
the
consultant
and
our
city
staff
to
be
very
detailed
in
the
construction
inspections
of
that
as
well.
To
make
sure
that
we
do
not
have
to
that.
We
have
the
full
confidence
in
this
pipe.

Later,
though,
because
they
were
both
going
to
be
in
that
section
of
Pine
Street,
we
did
not
want
to
have
to
go
back
into
Pine
Street
to
build
that
section.
However,
we
recognize
that
we've
got
to
get.
We
have
to
get
this
raw
water
line
in
in
the
ground,
so
we
in
talking
with
the
contractors
they
were
comfortable
that
with
the
alignment
that
we
we
have,
that
they
will
be
able
to
excavate
safely,
not
disturb
the
raw
water
line
and
build
the
42
inch
resiliency
line.

neglected

mention
there.
Another
aspect
of
the
cost
savings
is
we
reduce.
We
removed
a
portion
of
the
water
line,
that's
within
the
footprint
of
the
Colliers,
Ferry
Pump
Station
project,
and
so
that
will
be
built
so
you'll
see
a
change
order
coming
to
the
college,
Ferry
Pump
Station
project.
In
my
opinion,
it
probably
should
have
been
part
of
that
project
originally,
but
that
will
get
the
discharge
line
from
The
Pump
Station
past
the
past.

The
access
drive
into
the
pump
station
site,
so
that
was
the
other
cost
savings
that
we
had.
We
removed
about
about
500
feet
of
this
so
that
the
pump
station
pays
entirely
for
everything
within
the
pump
station
footprint
and
then
the
water
line
project
pays
for
the
remainder
coming
down.

I'm
just
going

say
this,
because
I've
been
against
this
project
from
the
beginning,
I
think
I
was
the
only
one
voted
against
it.
This
all
stems
from
Harvey
knocking
out
our
water
supply
for
about
12
days
and
our
existing
public
station.
The
one
we're
using
today
was
overrun
with
flood
water.

spending
quite
a
bit
of
time
talking
about
this
project,
but
I
want
to
make
sure
the
citizens
of
Beaumont
understand
what
we're
truly
talking
about.
Can
you
speak
to
the
benefit
of
the
project,
the
benefit
from
the
staff
standpoint
of
why
we're
even
discussing
this
project
absolutely.

So
the
new
Colliers
Ferry
Rob
water
pump
station
will
improve
our
resiliency
in
the
event
of
a
catastrophic
flood.
As
councilman
Getz
mentioned,
Harvey
did
inundate
the
station.
We
were
very
fortunate
that
it
suffered
The
Limited
damages
that
it
did
the
colors
the
Lawson's
Pump
Station,
which
is
the
one
that
flooded
pumps
to
a
water
line
that
runs
inside
of
Lawson's
canal.
In
that
Canal
it
is
within
a
sensitive
Wetland
area
and
so
to
Mr
Krabs
comment
about
constructing
the
discharge
line
along
that
Canal.
Just
we're
start.

We
started
the
environmental
permitting
process
about
six
months
ago,
we're
anticipating
to
go
about
another
18
months
just
for
permitting
before
we
can
go
in
and
make
any
changes
to
that
water
line.
So
it's
a
water
line
that
we
don't
have
access
to
it's
very
expensive,
it's
environmentally
sensitive,
and
so
it
is
a
place
where
we
just
do
not
have
real
resiliency
to
a
disaster.
By
having
the
new
pump
station,
we
have
the
new
water
line
down
Pine
Street.
Heaven
forbid.

We
ever
have
to
enter
that
line
for
any
reason,
but
it's
in
an
accessible
location,
because
it's
down
the
middle
of
the
street
and
make
any
necessary
repairs,
but
also
two.
We
have
two
ways
to
get
water
from
the
Neches
River
to
the

days
we
have
very
long
meetings.

short

They

average
of
our
meeting
times
about
two
and
a
half
hours,

longest
meeting
being
about
four
and
a
half
hours
that
doesn't
include
breaks
or
executive
sessions.

That's
important
because
during
our
meetings
we
have
security.
The
meeting
is
during
the
daytime.
The
building
is
open
to
the
public,
and
so
those
officers
can
essentially
be
in
here
to
help
maintain
order
in
the
meeting
but
after
hours.
When

building

closed,
we
would
still
need
to
leave
City
Hall
open
so
that
as
citizens
who
would
want
to
enter
the
meeting
would
still
have
the
ability
to
do
that
as
well
as
citizens
who
wanted
to
leave.

meeting
would
do
that,

we
would
need
additional
officers
or
security
to
to
be
mindful
to
put
traffic
downtown
or
also
downtown,
which
leads
to
the
concerns.
Downtown
typically
doesn't
have
a
lot
of
action

night,

possibly
see
some
increase
of
a
traffic.

been
mentioned
earlier.

to
accommodate

later
meeting,

to
accommodate

schedule
changes.
This
kit
would
be
different

department

employee

it

of
our

staff
on
the
days

hourly

department
directors,

so
we
would
just
be
receiving
comp
time,
but
some

our
salary
employees
as
well
would
also
receive
comp

is
aware,
comp
time
doesn't
have
a
monetary
value,
but
they
do
occurred.

staff

impacted,
as
it
relates
to
overtime,
part-time
staff.

schedules
would
most
likely

be
augmented,

would
probably
in
talking
with

staff

additional
people,
because
the
individuals
who
work
at
night,
their
schedules,
regulated
tonight
and
individuals
who
work
in
day

regulated

able
to
clean
in

have
individuals
who
are
here
to
make
sure
our
audio
and
our
mics
and
everything
are
working
executive
staff
as
well,
so
each
office
kind
of
had
they're
on
the
next
slide.
There
were
also
impacts
to
Legal
police
and
events
facilities,
event
facilities.
Although
individuals
who
clean
the
building
police
for
security
reasons
my
office
in
terms
of
again,
if
there's
some
changes
that
need
to
be
made
to
any
documents
or
ordinances,
that's
a
coordination
between
my
office
and
the
clerk's
office.

So
there
were
several
several
impacts:
I
created
most
across
the
board.
The
biggest
issues
that
came
out
is
that
there
would
be
increased
overtime
or
additional
Staffing.
That
would
be
required
for
that.
It's
primary
concern
was
a
loss
of
productivity,
which
is
detailed
on
this
side,
because
technology
probably
has
the
biggest
impact
on
how
our
meetings
are
ran.

So
one
of
the
major
drawbacks
to
having
Council
meetings
in
more
locations
at
some
of
the
community
centers
really
came
down
to
equipment
and
Technology.
As
I
mentioned
earlier,
council
chambers
is
the
only
facility
that
has
everything
we
need
to
have
a
a
fully
streamed,
properly
audioed
and
videoed
meeting
it's
it's
specifically
designed
and
set
up
with
camera
and
lighting
and
AV.

When
we
have
meetings
off
site,
we
do
need
to
rent
additional
equipment
such
as
mics
and
audio
systems,
in
order
to
accommodate
those
needs
and
that's
at
a
cost
about
1600
per
meeting.
We
have
the
ability
to
video
the
meeting
in-house,
but
streaming
it
on.
A
different
platform
typically
does
not
allow
for
the
the
same
quality
that
we
that
we
use
inside
the
city
hall,
conference,
Chambers
and
so
quality
of
the
video
would
be
greatly
decreased.

Another
big
thing
to
consider
is
that
our
community
centers
aren't
all
equal
that
they
vary
in
size,
I'm.
Sorry,
you
can
just
go
back
to
that
concern.
No
it's
fine,
but
they
vary
in
size,
and
so
the
the
Wi-Fi
capabilities
in
some
centers
are
different
and
some
of
them
don't
have
it.
So
that
would
be
an
additional
cost
to
make
sure
that
we
have
the
appropriate
resources
in
order
to
stream
on
those
sites.

The
next
big
thing
would
be
the
staff
in
those
facilities.
If
we
move
to
different
facilities
site.
If
we
in
the
community
centers,
we
would
now
be
using
our
parks
and
recreational
department,
which
is
also
part-time,
and
we
could
again
logistically
reduce
their
Staffing,
but
we
would
also
impact
the
ability
for
rental
use
in
those
areas.

During
the
summer
time
the
buildings
are
puts
a
fairly
good
use,
especially
around
graduations,
and
you
know
celebration
time,
birthdays
and
whatnot.
So
we
would
actually
be
impacting
those
rentals
because
they
would
need
to
make
sure
that
the
building
was
set
up
prior
to
the
meeting
and
organized
in
a
way
in
terms
of
bringing
in
that
additional
AV
Equipment.

The
benefits
are
the
flexibility
again
Town
Hall
meetings
allow
for
less
stringent
requirements
as
it
relates
to
what
we
talk
about.
You
can
focus
more
on
the
specific
issues
in
the
ward.
You
probably
have
increased
participation
by
the
citizens.
Historically,
in
council
chambers,
night
meetings
have
not
yielded
a
big
turnout,
but
if
you
had
something
in
someone's
word
specifically
to
those
those
needs
potential
for
a
greater
Community
involvement,
the
impact
of
Staff
would
also
be
greatly
reduced.

One
of
the
other
things
that
we
could
do
is
potentially
just
have
is
in
changing
the
format.
One
of
the
things
you
could
look
at
is
removing
some
of
the
excess
that
we
have
in
our
meetings
and
just
separating
those
out
into
separate
meetings.
So
proclamations
and
recognitions
can
be
done
prior
to
the
start
of
the
meeting,
moving
workshops
and
work
segments
to
be
held
separately
at
a
different
meeting,
currently
counseled.

As
about
a
quarterly
Workshop,
where
we
focus
on
a
lot
of
different
issues,
you
can
change
that
and
have
maybe
a
monthly
Workshop
where
you,
after
a
meeting
you
say
you
want
that
to
be
held
at
a
workshop,
it's
already
predated
and
pre-scheduled.
We
know
when
that
Workshop
is
going
to
occur
or
that
work
session
is
going
to
come.
You
can
also
do
the
Great
Compromise.
You
can
start
the
meeting
at
three
meet
somewhere
in
the
middle,
so
individuals
who
wanted
to
attend
Kitty
there.

You
know
who
work
could
either
leave
work
a
little
early
or
come
to
the
meeting.
I'm
doing
this
middle
again,
our
meetings
run
about
that
time
period,
so
they
would
get
at
that
time.
Another
suggestion
was
speaker
registration
to
give
Advanced
time
to
individuals
who
registered
in
the
beginning,
and
that
would
be
no
impact
to
individuals
who
registered
on
the
day
of
the
meeting.
People
could
still
register
and
speak
at
that
time,
which
is
kind
of
change.

Overall,
the
biggest
concerns
were
the
challenges
to
moving
the
meeting
off
site
in
terms
of
Av
support.
That's
needed
in
Technology
support,
as
well
as
breaking
down
those
facilities
and
setting
up
those
facilities
requiring
a
lot
of
Manpower
and
time
as
well
as
impact
to
staff
and
those
overtime
needs.

So
a
town
hall
meeting
would
be
something
like
all
of
council
attends.
We
would
post
post
specific
items
to
that
particular
award.
Council
would
attended
almost
a
curriculum
meeting,
so
the
same
posting
requirement,
so
it
would
be
notified,
but
you'd
have
a
more
guest.
You
could
say
like
relaxed
meetings,
because
those
citizens
would
be
able
to
talk
to
counsel
and
Council
will
be
able
to
address
those
kind
of
concerns
to
be
more
about
the
dialogue
than
it
would
be
a
formal
meeting.
That's
what
I
mean
by
being
less
stringent
and
more
Community
involvement.

You
can
get
up
here
fairly
easily
during
the
day
in
the
afternoon,
if
you're
a
younger
person-
and
you
have
children,
you
really
have
a
hard
time
coming
up
in
the
evening
because
your
children
are
out
of
school
and
you've
got
dinner
and
homework
and
that's
a
bad
time
to
come
up
here.
So
you
know
you're
always
going
to
have
difficulties
accommodating
some
people.

And
that
was
one
of
the
things
we
considered
as
well.
In
the
terms
of
the
great
compromises
at
three
o'clock:
that's
right
around
the
town
and
drop
off
and
pick
up
it's
kind
of
coming
in
so
someone
who
did
have
a
family
and
kids
who
wanted
to
kind
of
swing
by
and
just
kind
of
speak
on
an
issue
they'd
be
able
to
do
that
at
a
three
o'clock
meeting.
You
know
you
start
pushing
back
into
five.
You
start
talking
about
extracurricular
activities,
some
cities
kind
of
have
a
split.

They
have
a
alternating
schedule,
for
you
know
earlier
meetings
and
night
meetings,
there's
some
complications
that
go
along
with
that
as
well,
making
sure
it's
it's
heavily
advertised
so
that
you
know
if
you're
going
to
have
a
morning
meeting
people
know
that
that
this
Tuesday
it's
in
the
morning
and
don't
show
up
in
the
evening
and
vice
versa,
to
make
sure.
So
you
know
one
of
the
things
that
we
we
have
that
works
well.

Is
people
know
that
the
meetings
are
on
Tuesday
and
the
meetings
are
at
this
time
and
at
this
location,
and
so
you
know,
as
you
guys
know,
when
we
had
some
work
done
in
council
chambers.
Previously
we
had
the
meeting
off
I
kind
of
rattle
a
couple
of
people,
so
making
sure
having
a
steady
meeting
location
is
really
important
and
having
a
steady
time
is
also
important.
So
so
that
was
a
big
concern.
Is
that
you
know
sometimes
when
we
we
do
make
adjustments
that
kind
of
it's
disruptive
to
citizens
who
who
regularly
attend.

get
a

suspect
it
may
not
be
that
difficult
to
do
is
get
a
projected
cost
because
I'm
seeing
that
it
would
evidently
cost
a
good
bit

money

we
have
lots
that
we
want
to
do
and
I
want
to
be
mindful
of
our
spending
and
don't
want
to
create
an
increased
cost
unnecessarily.

do
believe
that
it
is
important
to
be
the
steady
time.

months

two
days
since
I
got
sworn
in,
and
we've
had
three
Council
meetings.
That
did
not
happen
that
were
by
calendar,
followed,
holidays
and
but
I
was
here
and
I
noticed
that
people
came
all
three
of
those
days
because
people
get
used
to
coming
on
the
council
meeting.
So
I
understand
how
important
that
is,
but
in
terms
of
the
compromise
I'm,
certainly
open
to
that,
and
but
I
would
like
to
just
get
a
dollar
figure.

But
I
understand
too
that
the
stretch
on
the
staff
is
important
and
the
fact
that
it's
not
as
easy
at
this
point
to
hire
people
as
we
as
people
in
the
business
world
and
certainly
the
city
experiences.
So
keeping
all
that
in
mind.
I
I
am
hearing
what
you
say,
I
think
in
a
more
perfect
world,
but
I
don't
get
to
live
there
any
other
time
evening.

Meetings
is
better
because,
as
councilman
Getz
was
saying
is
that's
when
most
of
the
meetings
that
we
attend
for
neighborhood
associations
and
everything
else,
but
that
is
a
different
situation
than
this
so
I
appreciate.
The
thoroughness
of
the
report
was
unaware
of
all
the
challenges
it
was
going
to
create
and
but
I
appreciate
the
work
that
was
that's
been
put
into
this.

So
mayor
we
did
attempt
to
try
to
gauge
some
type
of
cause
and
where
we
were
able
to
kind
of
attribute
some
costs,
as
it
relates
to
AV
costs
and
some
other
needs.
We
try
to
the
the
biggest
thing
we
have
is
Manpower
and
that's
obviously,
staff
is
the
biggest
concern.
It's
really
hard
to
determine
how
that
would
Impact
Staff
as
it
relates
to
that
for
two
reasons:
one,
if
we're
adding
additional
staff,
that's
always
going
to
take
a
hit
to
the
budget.

So
we
you
know
that
has
to
be
approved
and
if
we're
modifying
schedule,
a
lot
of
that
deals
with
you
know
comp
time.
So
it's
not
really
a
big
monetary
value.
The
biggest
things
are
those
intangibles
that
you
really
can't
add
up,
like
the
loss
of
productivity,
like
what's
that
gonna
cost
to
the
city
in
order
to
put
us
behind.

So
those
things
could
you
know
the
numbers
that
we
could
present
today
might
be
different
after
October,
1st,
okay,
one
of
the
bigger
things
obviously
was
security
and
the
increased
cost
of
that,
and
just
we
wouldn't
know
right
off
the
bat.
What
that
looks
like
you
know,
police
were
very
honest
with
this.

We
assume
that
they're
here
to
do
City
business,
but
they
can't
really
wander
through
the
offices
too
much,
because
employees
are
here
but
at
night,
when
the
building's
empty.
When
there's
a
very
small
crew
here
in
the
and
the
doors,
are
open
for
people
to
come
in.
That
could
create
additional
security
risk
and
concerns.
So
they
wanted
to
have.

At
least
it
was
recommended
that
we
would
increase
at
least
three
officers,
one
outside
and
two
inside
I'm,
sorry
for
a
car
part
outside
officer
at
the
door
and
then
our
normal
two
inside,
which
would
obviously
encourage
some
overtime.
Then.
But
if
the
meeting
was
heavily
attended,
that
might
that
number
might
be
increased
just
for
officer
safety.

Well,
I
appreciate
the
presentation,
but
I
I
do
feel
like
a
lot
of.
It
was
all
the
reasons
why
it
couldn't
be
done
and
I
don't
know
if
enough
Focus
was
on
why
we
should
consider
at
least
doing
it.
Even
when
it
comes
to
security.
I
know
it's
options.
Just
such
as
you
know,
Patriot
security
like
we
do
with
our
private
events,
other
less
options
just
to
do
things
like
security
building,
I
understand
with
the
comp
time
and
flexing
schedules
and
just
adjusting
times.

kind

would
like
to
see
would
have
liked
to
seen
some
of
the
hard
numbers,
and
you
know
the
possibilities
to
actually
doing
it,
and
even
with
the
median
age
in
Beaumont
is
roughly
33.
It's
a
family
City
that
five
o'clock
time
will
still
be
safe
for
our
seniors,
and
that
would
actually
give
parents
time
because
the
pickup
time
for
school
is
between
2
55
and
14..
I
do
I
run
a
caravan
every
day
with
my
kids,
so
I
know
the
pickup
time.

up

kids

school
and

the
elementary
level
and

Middle
School
level

times
personally

just
kind
of
feel
like
this

thankful

think
enough
effort
was
put

the
reasons
why
it

considered

biased

reluctant

people

meetings
attend

they

an
effort
to
be
here

they

item

want

speak

attenders

to
come
regardless
of
where
the
meeting
is
or
what
time
the
meeting
starts.
They're
going
to
be
here
because
they're
interested
in
things,

it

don't
know
that
it
was
intended
for
it
to
be
a
negative
focus.

was
just
intended
to
report
back
on
what
that
would
look
like
if
we
did
change

think
the
impacts,
whether
they're,
negative
or
positive,
we're

consideration

we
were
making
proposed
recommendations.
But,

you

a
later
start
meeting
for
staff
would
kind
of
be.

sure
they
would
be
excited
for
the
extra

spoke
up
on

months

address

servants

wanting

help

be

budgetary

staff
needs,
but
definitely

will

at
how

citizens

worst
possible
timing
and

think
he

looked,

coming
from

business
world
having
a
business
mistakes
get
made
or
processes
aren't
perfect,
and
when
things
like
this
show
up,

prevent
it
from
occurring
in
the
future
and

think

been
looked
at.

I've
gotten

several
conversations

him

it

it

certainly
everybody
is
concerned-
and
the
city
has
taken
additional
steps
and
there

cooling
stations
across
the
city,
but
oftentimes
people
don't
see
the
homeless
using
those,
and
that
is
by
their
choice,

sometimes
it
may
not
be
that
they
have
all
the
information.
But
we
get
the
information
out
as
best
we're
able
to
through
the
sources
that
we
have
to
do.
That
and
I
will
say
that
it
is
still
very
much
on
the
city
council's
mind
and
we
are
continuing
to
look
at
the
options
on
we
are
not.

has
not
stalled.
We
understand
we
have
a
homeless
problem
here
in
this
community
and
we
are
looking
at
options
in
order
to
help
our
community
across
all
communities
to
better
better
take
care
of
that.
I
certainly
appreciate
the
presentation
tonight
on
the
evening
meetings
and
the
amount
of
work
that
was
put
into
that
and
perhaps
maybe
doing
a
study
or
survey
or
poll.

also
give
us
some
Direction
so
that
that

show
people
I
know
the
city
Charter
for
those
that
there
is
going
to
be
some
proposed
changes
is
my
understanding
and
that
will
be
presented
and
that
will
have
to
be
voted
on

citizens
in
November,
and
that
is
why
we
have
that
timeline.
So
everybody
will
have
plenty
of
time
just
because
something
is
presented,
it
doesn't
mean
it's
going
to
go
into
effect.

voters
here
in
Beaumont
get
to
make
that
decision
and
I
I
just
want
to
say
too
that
for
those
of
you
that
go
to
church,
you
will
see
myself
and
and
Dr
Allen
and
I
I,
think
our
city
manager,
and
certainly
any
of
the
council
people
that
would
like
to
we're
going
to
be
making
going
to
churches
to
remind
people
how
important
it
is
to
be
involved
in
our
community.
We
do
have
challenges
in
this
community
and
that
exist
in
other
communities
as
well.

They're,
not
they're,
not
just
Beaumont
issues,
but
the
issues
that
are
in
Beaumont
are
all
of
our
issues
and
as
a
community,
we
need
to
tend
to
them
together.
So
we're
going
to
help
invite
people
for
those
that
may
miss
Council
meetings
in
their
other
places,
I'm
going
to
encourage
people
to
please
volunteer,
because
our
youth
is
our
future
and
that
when
we
want
to
see
a
different
result
and
a
change,
we
are
going
to
have
to
be
a
part
of
that
change
individually.
