going
to
start
the
meeting
with
a

the

the
central
virginia
community
college
board
to
remove
that,
for
this
evening's
meeting

problem

the
bedford
regional
water
authority
was
going
to
charge
me
to
hook
up
my

lines
to
the
cities
to
their
sewer
and
water
system,
and
my
bill
today
is
fourteen
thousand
two
hundred
and
forty
five
dollars.

that
make
it
worse
and
I'm
not
here
to
litigate
the
case,
I'm
gonna
tell
you
what
I'm
here
for
that
wouldn't
be
fair,
but
to
just
say
a
couple
of
things
about
that.
I
have
a
new
sewer
line
on
my
property
that
was
put
in
by
the
city
10
years
ago,
had
no
expense
to
the
bedford
regional
water
authority,
I'm
not
out
in
the
county,
I'm
not
a
project
developer,
I'm
a
citizen
in
town
just
built
a
home
on
a
lot
I
own
for
my
daughter
and
I
okay,
that's
the
circumstances.

We
could
not
afford
this.
Fourteen
thousand
two
hundred
forty
five
dollars,
that's
their
policy
just
to
give
you
a
quick
comparison.
Rocky
mount
is
two
thousand
one
hundred
for
water
and
sewer
in
town
out
the
vistas
four
thousand
three
hundred
in
town,
even
lynchburg's,
a
big
city
old
city,
older
than
bedford,
it's
five
thousand
five,
six
hundred,
so
we
can't
afford
to
pay
it.
So
what
has
happened
the
last
six
months
and
why
this
has
been
litigating?

We
don't
have
running
water,
of
course,
so
I
have
to
heat
it
on
the
stove
and
we've
gone
through
we've
suffered
through
this
during
the
covid,
the
panda
I
mean
the
the
covid,
the
holidays
and
the
winter,
and
we
can't
take
it
anymore,
especially
with
the
litigation
could
take
another
year
two
years
to
litigate
out.
So
what
I
want
to
propose
is
that
this
board
cannot
control
the
water
authority.
I
understand
that
all
you
can
do
is
make
a
suggestion
to
their
board
members.

my
my
the
way,
I
think
we
a
way
forward
on
this
issue
would
be
for
the
water
authority
to
accept
me
paying
them
two
thousand
dollars
to
connect
the
water.
That's
what
they
that's.
What
their
bill
is
just
to
connect
it.
The
other
twelve
thousand
dollars
is
for
capital
recovery
fees,
but
those
are
going
to
be
determined
by
the
court
hashed
out
in
the
court
system,
and
the
court
will
decide
whether
I
pay
only
2
000
or
I
pay
14
or
somewhere
in
between.

So
the
other
remedy
is
for
the
county
and
the
town
to
put
up
the
14
000
minus
my
2000,
so

the
county,
six,
the
town,
six
and
then,
when
this
is
lit
and
and
they
they
have
to
hook
it
up
because
they

authority's,
been
paid
the
14
245.
They
cannot
hook
it
up.
Then
then
I
can
get.
We
can
get
our

we
haven't,
we
were
allowed
to
live
there
right
now,
but
I
don't
know
how
much
longer
this
can
go
on.
So
that
would
be
the
other
remedy.
And
then,
when
the
court
decides
that
either
the
authority
pays
you
back,
let's
say:
if
it's
only
two
thousand,
they
have
to
pay
you
back
twelve
thousand
dollars,
but
meanwhile
we
get
our
water
and
sewer
on.
We
can
live
like
everybody
else.

can
pay
get
our
co
pay
our
monthly
bill
and
then,
when
the
with
this
hashed
out
at
the
end
by
the
courts,
whenever
it's
all
said
and
done,
that's
that
capital
recovery
fee
will
have
to
be
paid
by
me.
If
there
is
any
capital
recovery,
I
don't
believe
there
will
be
any
capital
recovery
fee.

repairs

I'm

ask
for
your
support
for
the
resolution
authorizing
bedford,
county
fire
and
rescue
to
submit
a
grant
application
to
the
virginia
department
of
fire
programs
in
the
amount
of
hundred
and
seven
dollars
to
complete
necessary
up,
fits
and
repairs
to
the
burn.
Building
that
we
train
in
here
in
bedford
and
this
there's
no
match
to
this.
We
would
perform
the
repairs
as
quoted
and
then
the
county
would
pay
for
that
and
then
be
reimbursed
by
the
state.
If
we
are
awarded
the
grant.

Many
of
you
know
that
for
well,
since
I
came
on
board
in
january
of
2020,
I've
been
working
very
hard
and
pushing
hard
to
try
and
get
the
fuel
tanks
in
montvale
back
up
and
running,
and
it's
become
a
big
important
point
for
me.
The
folks
in
montville
don't
have
much
business
to
speak
of
and
when
the
fuel
tanks
in
montville
were
running.

Not
only
were
they
shipping
out
about
1.4
million
gallons
of
fuel
daily,
they
were
also
providing
jobs
for
folks
they're,
providing
benevolent
resources
funding
to,
for
instance,
the
montvale
fire
department
and
and
they're
using
a
lot
of
water
from
mount
veil
water
which
they've
got
plenty
of
water,
and
it
was
just
really
a
great
relationship
in
the
community
in
2018.

There
probably
was
an
opportunity
for
bedford,
county
colonial
pipeline
and
the
trucking
companies
to
get
together
and
discuss
how
they
might
pay
for
the
rebuilding
of
a
part
of
the
pipeline
that
runs
from
nelson
county
to
mount
veil.
But
nothing
was
done.
The
tanks
were,
it
was
voted
on
to
shut
those
tanks
down
and
again
I've
been
trying
to
get
that
back
up
and
running
on
friday
or
saturday
march,
the
4th
or
the
5th.
I
was
notified
by
jimmy
robertson
who's,
the
chair
of
the
economic
development
authority.

That
motiva
was
not
only
going
to
they're
going
to
dismantle
their
tank
on
their
32-acre
facility
in
montvale.
This
came
in
shocking
news
to
me.
That
was
very
disheartening,
because
on
january
the
4th,
many
of
us
in
bedford,
county
delegate,
terry
austin,
megan,
lucas,
john
putney,
some
folks
from
richmond,
had
a
meeting
in
bedford
or
by
phone
in
which
we
discussed
possibilities
for
providing
fuel
to
the
tanks
in
montvale,
and
we
were
looking
at
perhaps
bringing
it
in
by
rail
or
even
at
the
end
of
the
meeting.

had
some
room
for
optimism
that
delegate
austin
would
talk
to
colonial
pipeline
and
perhaps
get
them
to
rebuild
the
pipeline,
the
section
of
pipeline
that
needed
upfitting.

Had
it
been
my
duty
I
or
had
I
had
the
chance,
I
would
have
told
every
single
one
of
those
tank
line:
companies
those
that
had
allowed
their
permits
to
expire
and
those
such
as
transpontain
that
were
keeping
their
permits
in
hopes
of
reopening
the
tanks
that
hey.
We
have
some
good
news
to
report.
It's
it's
not
great
news,
but
we
have
some
room
for
optimism.

I
don't
know
know
why
I
wasn't
included
in
this
meeting
but,
like
I
said,
I
was
really
disappointed
and-
and
I've
also
heard
it
mentioned-
that
amazon
built
a
a
structure
on
one
of
these
facilities
that
motivates
shut
down.
I
hope
nobody
in
this
county
is
naive
enough
to
believe
that
amazon's
going
to
put
a
warehousing
facility
in
montville
virginia,
and
I
mean
that
with
no
disrespect
toward
montville
or
the
citizens.

So
I
would
like
to
think
that,
at
this
point
perhaps
ms
bailey
from
the
eda
has
approached
mativa
asking
them
if
they
would
consider
transferring
that
asset
which
has
got
to
cost
him
a
fortune
to
tear
down
it
could
be
a
it
could
be
an
asset,
a
real
asset
to
this
county
and
and
I'm
sure,
there's
a
whole
lot
of
thought
that
has
to
go
into
that,
but
rather
than
just
pay
to
destroy
it.
What
it?

if,
if
in
hopes
of
holding
out
a
little
bit
longer,
that
colonial,
perhaps
and
in
the
tank
lines
in
the
state
and
possibly
even
bedford
county,
could
look
at
investing
in
that
pipeline
project
to
to
bring
fuel
back
to
mont
vale
and
the
jobs
and
the
other
benefits
that
go
along
with
it
all
my
life.
I
have
never
been
a
quitter
and
my
mother.

about
the

we

may

have

march
21st

budget
work
session
kind
of
depends
on
how
much
we

accomplished

have
information
and
so
forth,
ready
to
have
a
good
budget
work
session
that
evening,
not
entirely
sure
about
march
21st.
