Here
in
the
commonwealth
of
virginia,
I
bring
greetings

as
well
as
bob
moser
who's,
the
secretary
of
public
safety
from
the
commonwealth.

Recently,
a
team
of
assessors
came
to
bedford
county
to
take
a
look
at
your
sheriff's
office
to
see
how
they
were
performing
and
what
level
they
were
performing
at,
and
we
took
a
look
at
the
agency
as
a
whole,
not
just
different
little
pieces
here
and
there
we
took
a
look
at
everything
and
we
were
welcomed
by
sheriff
miller
and
his
staff.
They
were
amazing
as
a
part
of
this
you
know.

Virginia
has
nearly
400
law
enforcement
agencies
and
only
102
of
those
400
or
nearly
400
or
state
accredited,
and
so
that
says
a
lot
to
achieve
this,
especially
for
the
fifth
time
like
bedford,
county
sheriff's
office.
Did
there
are
191
standards
that
we
look
at
when
we
go
to
assess
an
agency
and
out
of
those
191
there's
over
570
individual
bullets
that
that
the
assessors
look
at
to
see
how
the
agency
is
functioning
as
a
part
of
it?

Well,
the
team
looked
at
everything
from
files,
equipment,
training,
property
and
evidence,
the
vehicles,
procedures
and
policies.
They
did
ride
alongs
with
personnel.
They
spoke
to
constituents
in
the
area,
different
businesses
as
well
as
members
of
the
community,
and
they
found
that
your
sheriff's
office
was
functioning
extremely
high
level.

it

sheriff
miller
and
his
staff,
they
amplify
the

word
commitment
and
when
I
say
commitment
not
only
to
the
bedford
county
community

other
and
other
agencies
around
them,
and
I
think
that's
really
great

1998
and
we
had

correct

staff

our
drawers

difficult
time
for
law
enforcement,

not
only
did
we
put
his
agency
under
the
microscope,

we've
all
been
under

our
building
automation,
software.
We
have
train
software
that
allows
us
to
program

hvac
systems.

to
access

remotely.

2019

we
increased

fees

fee

rate

a

of

the
medicare
allowable
fee.
That

a
set
rate,
regardless

what
we
charge
medicare

percent

medicare
fee
schedule

routinely
throughout

board
approved
this
contract
amendment
in
april.
2021,
substantial
completion
was
achieved
in
october
2021

on

4th

work
that
zeitel
was
doing
in
the
trent's
ferrywood
landing
area
and
being
geographically
very
close
by
they
and
being
without
adequate
internet
in
their
neighborhood.
They
were
hoping
to
see
a
project
with
zytel
in
order
to
bring
internet
to
their
neighborhoods
as
well.
So
we've
got
to
that
point
again.
This
would
be.

We
have
an
original
contract
with
zytel
that
allows
for
addendums
to
that
contract
as
long
as
it's
under
a
certain
value,
and
this
fits
within
that
value
threshold.
So
this
would
be
part
three
of
that
original
contract,
and
this
would
be
for
audubon
drive
and
several
other
roads
that
are
nearby
or
spur
off
of
audubon
drive.

will
consist

providing

high-speed
fiber,

completely
buried

software

it
was
purchased

now
we're

it.

hate

bad
idea
for
what

best
time
for

don't
want
anything
taken
away
from

needs
to

moving
on

because
the
munis
system
has
been
such
a

problem
they're
having
to
spend

exorbitant
amount
of
time
assisting
so
in
terms
of
workload
management,

think
you
know

would
likely
agree
that
you
know,
although
the
I.t
strategic
plan
is
something
that
we
really,
I
think
we
do
need
to
conduct.

department
does.

they
service
dozens.

mean
literally
dozens
of
other
departments
within
our
organization.

have
different
software
platforms.

course,
behind
the
scenes
you

we
have
all
sorts
of
servers
and
networks
and
switches
and
all
the
stuff
that
I
email
systems
phone
systems.
I
mean
you
go
on
and
on
and
on
about
everything.
That's
I.t
related,
that's
in
addition
to
the
munis
issue
that
we're
dealing
with.
So
there
is
a
lot
of
things
that
I.t
supports.

You
know
just
making
seemingly
simple
decisions
that
aren't
so
simple
as
to
whether
or
not
you
put
a
certain
application
posted
on
site
or
hosted
in
the
cloud.
You
know
that's
something
that
would
be
vetted
out
a
little
bit
further
through
an
I.t
strategic
plan,
but
there's
this
there
is
a
lot
of
other
aspects
of
I.t
that
could
be
helpful
with
a
strategic
plan.
I
guess
I'll
just
conclude
by
saying
that
per
the
origin
of
this
idea
was
when
we
had
our
kind
of
our
I.t.

call
it

related
outage
in
this
past
november,
that
impacted
several
of
our
systems.
We
also
had
a
downtime
with
some
email
systems.
In
september.
In
november,
we
had
a
pretty
big
failure
of
some
hardware
that
went
south
and
impacted
a
number
of
departments
in
a
negative
way.

I
reached
out
as

administrator
to
a
few
different
private
sector
partners,
and
I
knew
provided
support
to
different
entities,
whether
mostly
in
the
private
sector
and
I
just
kind
of
said
hey.
This
is
what's
going

bedford,
county
there's
some
concerns
here.

what
can
you
help
us?

you
not
help
us?
What
do
you
think
and
both
of
them
I
mean
independently,
told
me
that.

what
he
wants
to
help
you
with-
and
I
said
well,
I'm
not
exactly
sure
if
I
know
what
I
need
to
do
to
help
you
help
what
I
need
help
with,
because
we
have
so
many
different
things
and
different
moving
parts
going
on
at
one
time,
and
I
they
responded
back
to
me
pretty
much
verbatim
to
say.
Well,
we
would
love
to
contract
with
the
county
and
earn
your
money,
take
your
money
so
to
speak,
and
we
can
do
all
sorts
of
things.
But
before
we
take
your
money,
we
think
it
would
be
better.

Those
tactics
that
come
out
of
the
strategic
plan
get
assigned
out
to
either
I.t
staff
or
in
some
cases,
private
sector
partners
that
we
may
want
to
engage
with,
that
could
add
capacity
to
our
it
services
and
so
forth.
So
so
that
that's
how
we
left
it,
you
know
we
talked
about
it
a
little
bit
with
the
board
of
supervisors
strategic
plan.

think
the
board
said
you
know
this
is
a
good
idea,
something
that
we
should
accomplish
at
some
point
being,
I
think
amanda
and
I
thought
that
since
we
we
continued
to
make
decisions
and
so
forth
in
the
it
department
we
thought
the
sooner
we
do
it
the
better,
but
at
the
same
time
you
know
we
understand
that
you
know
if
there's
some
hesitancy,
to
do
that
right
now,
that's
perfectly
understandable
too!
So
that's
a
long
answer.

It's
the
timing,
like
I
said
I
was
in
the
commissioner's
office
today,
they
are
so
far
behind
it's
it's
mind-blowing
and,
and
you
can
see
the
stress
on
their
faces
and
they're
just
overwhelmed
the
treasurer's
office.
The
same
way
go
down
in
the
community
development
office
to
try
to
get
a
simple
building
permit
or
zoning
permit,
and
have
to
look
up
on
gis
and
the
gis
doesn't
connect
to
the
real
estate,
because
this
whole
software
problem,
I
don't
know
how
to
fix
the
software
problem.
I
wish
I
did
have
an
answer
for
that.
I
If
we
need
to
get
some
temporary
private
sector
help
in
here
to
help
with
that,
I'll
be
all
for
doing
that.
I
just
don't
think
the
timing
that
we're
I
don't
want
to
take
away
from
from
the
I.t
department
or
any
of

other
departments
that
have
to
engage
in
a
strategic
planning
when
we're
so
overwhelmed

meeting
with
congress
morgan
griffith.
He
came
to
bedford
just
to
get
acquainted
with
some
folks
tuesday
evening,
and
I
tell
you
what
there
was
a
group
of
young
bedford
county
agriculturalists
there,
and
I
was
so
impressed
with
these
young
people.
They're
very
mature
and
in
very
forward
thinking
and
have
a
zeal
for
for
agriculture
in
in
in
this
meeting,
were
loggers
and
had
a
representative
term
in
industries
there
and,
of
course,
farmers
and
and
the
thing
that
struck
me.

The
most
is
is
where
we
are
headed
in
agriculture,
not
only
in
bedford,
county
but
statewide
and
nationally.
Farmers
right
now
are
really
struggling
with
fuel
prices.
Where
they
are,
you
know
the
the
fields,
don't
wait
for
diesel
fuel
to
drop
down
below
two
dollars
a
gallon
and
fertilizer
is
is
double
now
what
it
was
so
so
farmers
input
costs
have
just
skyrocketed.

what
they're
selling
their
production
off
the
farm
for
has
not
gone
up,
and-
and
it
concerns
me
because
we
could
just
as
easily
as
we
went
from
being
the
world's
largest
oil
producer,
an
exporter
of
oil
and
now
we're
importing
again
folks-
and
I
really
have
such
a
small
audience
here,
but
think
about
importing
your
food
and
after
this
nation,
god
blessed
with
the
ability
to
produce
it
all
to
importing
it
and
and
what's
next
and
losing
our
ability
to
produce.

is

employees

the
cannery,
because
the

county
really
depends
on
that

prices

more

need
than
we've
ever
had

and
also
just
a
thought
about.

know
you
maybe
charge
county
residents

possibly
because
I've
heard
this
too
about
the
cannery.
Hardly
making
ends
meet
kind
of
thing,
but,
and
I've
also
heard
that
people
from
campbell
county
are
coming
in
to
bedford
county
to
use
the
cannery.

So
is
there
any
way
that
we
can
have
a
bedford
county
price
and
then
a
outside
bedford,
county
price,
and
that
could
certainly
help
with
the
operations,
because
the
country
was
specifically
opened
in
before
county
for
bedford,
county
citizens,
not
to
say
that
we
other
you
know
residents
can't
come
in,
but
I
think
there
ought
to
be
a
price
difference
and
I
think
that
would
help
with
the
cost.

So
that
would
that's
the
first
thing.
The
other
thing
I've
had
a
couple
of
requests
on
and
I
don't
think
the
other
guy's
gone,
but
the
library
and
in
bedford
has
two
or
three
considerable
potholes
and
they
have
been
there
for

while

they're
getting
worse
and

it
rains
fill
up
with
rain,
and
then
you
hit
the
potholes
and
another
one.

creek
trash

facility
to
take
care
