A
B
B
B
All
those
in
favor
thank
you,
confirmation
of
the
minutes
of
the
previous
meetings.
The
recommendation
is
that
the
minutes
of
the
finance
and
operations
committee
held
on
5th
of
may
2021
12th
of
may
2021
and
2nd
of
june
2021
to
be
confirmed
as
true
and
accurate
records
of
the
meetings
councilor
davies
and
possible.
First,
all
those
inferior.
B
B
Here
we
have
the
meetings.
Councillors
are
reminded
of
their
behavior
at
the
meetings
disclosure
of
conflict
of
interest
in
accordance
with
the
local
government
act.
23
a
counselor
must
declare
any
conflict
of
interest
pursuant
to
section
130
of
the
act
in
terms
of
this
agenda.
Are
there
any
counselors
wish
to
declare
perfect
of
interest?
B
D
C
C
In
a
request
for
500,
what
they
want
to
do
is
seek
funding
for
the
banana
play.
Reading
group,
this
group
of
12
active
participants
hire
one
player
from
melbourne.
Each
month
has
been
active
for
three.
E
C
They'll
pay
the
500
and
pay
for
that
and
postage
to
46
dollars.
Have
you
taken
any
questions,
mr
chairman?.
B
B
G
The
interest
rate
was
10,
which
is
pretty
high
and
the
current
grades,
but
we're
not
getting
10
from
anything.
So
it's
been
very
gratefully
accepted
by
people
who
are
having
hardships
that
council
has
taken
assignment,
and
at
the
moment
it
stands
that
we
were
going
to
extend
it
to
the
30th
of
june
and
review
again,
which
is
what
this
review
is
undertaken.
G
G
Record
of
who
is
under
this
policy
and
assist
them
to
make
arrangements
to
continue
paying
more
that
we
know,
that's
what's
happening.
So
if
you
would
read
the
detail
with
the
people
who've
accessed
it
today,
and
I.
G
Reasonable
after
a
year
for
us
to
tighten
it
up
in
it,
we
have
a
an
actual
plan
with
the
people
we
will,
if
we
extend
it
for
three
more
months,
given
the
current
down
sort
of
been
happening
last
week
a
bit,
it
will
mean
that
we'll
lose
a
little
bit
more
interest,
but
I
think,
based
on
how
well
it's
been
going,
I'm
sort
of
forward
to
your
consideration.
A
Which
is
probably
a
bit
pedantic,
but
in
the
last
paragraph
in
the
draft,
the.
E
C
G
Payments
to
make
sure
that
they're
covering
it
over
so
we
have
a
number
of
people
who
are
still
yet
to
pay
and
for
their
current
rates
and
we're
about
to
send
out
reminder
notices
with
a
spin
in
the
section
to
say.
Please
contact
us
if
you
are
having
problems
with
paying
rates,
because
we
warn
you,
we
will
be
applying
the
normal
collection
process
in
the
future.
B
H
I'd
just
like
to
say
that
I'm
glad
that
we're
extending
it-
and
I
think
it's
after
the
length
of
time
that
it's
been
going,
I
like
the
inclusion
that
we
need
to
just
tighten
it
up
a
little
bit.
Thank
you.
B
Ryan,
do
you
wish
to
speak?
I
just
agree
with
councilman.
Thank
you.
Anyone
else
wish
to
speak
focus
in
favor.
B
The
debt
management
policy
review
with
you
again.
G
Thank
you.
All
of
our
policies
are
reviewed
on
a
annual
buying
basis
has
appropriate
reviewed
every
two
years.
This
policy
is
quite
detailed.
It's
a
good
reference
point,
it's
very
useful
for
officers
when
they've
got
requests
for
people
to
use
facilities
and
have
amounts
rated
or
requests
for
reductions
on
fees
and
charges
like
it
takes
away
the
questions.
It's
a
really
good
policy.
It
also
puts
the
responsibility
back
to
the
area
that
is
providing
the
service
so
that
they
have
a
relationship
with
the
debtors.
G
Dealing
with,
and
it's
not
just
a
finance
sending
off
to
the
debt
collection,
you
know
ten
days
after
the
debt's
gone
out
of
over
time.
It
is
a
relationship
we
are
having
with
great
powers.
It
is
interesting
that
the
ombudsman
recently
did
a
review
into
the
treatment
of
the
collection
of
fees
and
charges
and
came
up
with
the
review.
That
councils
need
to
consider
the
relationship
with
the
debtors.
E
E
G
I
Ken
thanks
for
the
report
of
the
policy,
I
think,
is
a
very
good,
well-written
document.
The
question
is
under
2.2
sale
of
lander
to
cover
unpaid
rates.
I
Is
it
mandatory
that
we
put
in
that
clause
where
there
is
the
council
will
not
exercise
the
power
it
has
under
section
181
of
the
act,
and
that
is
to
sell
the
property
to
recover
debt
unless
there
is
a
dwelling
constructed
on
a
land
which
is
currently
being
used
as
a
principal
place
of
residence
by
the
rate
trade?
G
I
I
think
you
can
sell
up
anything
under
the
act,
but
we
normally
are
pretty
selective
on
what
it
is.
Hopefully
we
don't
get
to
that
stage,
but
it
is.
It
is
part
of
the
policy
I'm
really
just
highlighting.
Actually
that
I
think
that's
it's
a
good
thing
that
no
people
know
that
they're
not
going
to
be
chucked
out
of
the
house.
E
Okay,
thanks
kathy
for
the
support
and
just
following
on
then
from
councillor's
statement
at
the
end
there.
How
do
we
let
people
know
do
we
do?
We
include
this
information
each
each
time
we
send
out
a
rates
notice
that
people
are
aware
of
this
policy
or
that
this
can
happen
to
them.
G
If
it's
for
rates,
we
send
out
reminder
notices
and
we
talk
to
people
normally,
it
doesn't
get
to
that
point
that
they're
reading
the
policy
we
normally
have
actually.
G
Legal
action
to
take
up
the
patient
pay
their
rates
so
that
they're
pretty
aware
of.
What's
going,
I
started
off
in
raids
a
long
time
ago
and
I've
never
sold
anyone
out
yet.
But
there
have
been
a
number
of
people
who
have
made
arrangements
and
some.
D
G
F
Thank
you.
It's
great
report.
It's
a
good
living
document
I
gave
we've
had
a
debt
management
policy
in
place
before
is
the
much
update?
Have
you
updated
the
old
one
much
into
this
year?
I
know
it's
just
a
draft
one,
so
it's
obviously
a
living
document,
but
this
is
the
much
that's
been
transferred
from
the
old
one
into
the
new
one.
Much
new
stuff.
G
The
this
one
that
we're
currently
this
is
the
first
review
of
this
step,
management
policy
and,
and
so
it's
applied
for
the
last
two
years,
and
that
was
a
really
big
overhaul.
When
we
did
the
last
there's
a
lot
of
discussion,
there's
a
lot
of
officers
who
have
services
that
have
debtors
and
we
have
a
lot
of
people
from
community
care
as
well
on
a
community
services
view
of
how
this
candidate.
F
F
Just
a
follow-up
question
because
I
haven't
read
a
lot
of
it.
Yet
there
is
room
too
to
alter
that
policy
in
time
to
include
amendments
to
it,
and
when
will
it
be?
When
will
it
be
sort
of
brought
up
to
council
again
for
in
new
york.
G
G
In
may-
and
there
has
been
a
great
deal
of
get
together
across
the
sector
on
the
outcome
of
those
recommendations
which
I
think
there
may
be
more
coming,
especially
with
the
covert
environment.
We
would
clearly
bring
back
if
we
felt
that
we
needed
to
take
different
action,
because
it
is
very
topical
and
it
is
a
difficult
situation.
People
are
unable
to
pay
and
they
still
may
need
a
service
thanks
very.
B
F
How
do
you
wish
to
speak
just
briefly
to
say
that
it's
good
to
have
a
debt
management
or
a
policy
in
place
that
our
staff
can
look
at
and
refer
to,
and
the
fact
that
it
can
be
can
be
looked
at
later,
thanks
to
it's
wilder,
if
there's
any
additions
or
amendments
to
it,
but
certainly
a
good
document
that
our
staff
can
look
at,
and
it's
also
just
correctly
looking
through.
It's
got
some
time
frames
and
timelines
that
to
be
looked
to
be
acted
on.
Thank
you.
E
Thank
you
councilman.
Yes,
I
think
very
good
document
a
bit
tricky
too.
I
would
expect
to
be
writing
something
like
that,
especially
these
times,
but
I
understand
that
it's
necessary
and
I
I
really
like
the
idea
that
we
are
trying
to
build
relationships
with
those
people
that
are
in
our
community
that
are
having
a
bit
of
a
tough
time
for
certain
things.
So
yeah
well
done.
B
B
Will
be
more
to
the
agenda
item
file,
grant
management
policy,
infrastructure
and
event
projects,
review
policy
relief?
What's
your
new?
Thank
you,
chair
councils.
I
will
take
the
policy
largely
as
read,
but
just
highlight.
The
policy
relates
to
the
council
submitting
a
grant
application
on
behalf
of
an
external
organization
and
we're
also
seeing
reporting
arrangements
for
the
delivery
of
a
successful
project
by
both
parties.
B
There
are
many
occasions
where
grant
funding
opportunities
do
come
up
a
lot
of
organizations
by
the
nature
of
their
structures.
Sometimes
it
precludes
them
from
being
able
to
submit
an
application,
and
if
this
policy
allows
them
to
be
able
to
do
that
through
the
council,
then
it
is
a
good
policy,
but
when
we
do
those
types
of
things,
we
obviously.
F
Need
a
policy
that
everyone
needs
to
abide
by
we've
had
examples
in
the
past
were
with
auspis
grants
and
hasn't
run
as
google
as,
but
it
should-
and
this
really
just
lays
the
platform
that
for
the
community
groups,
the
council
will
and
is
willing
to
assist
those
organisations
wherever
we
can.
But
there
are
some
strip
reporting
arrangements
that
go
along
with
that
particular
process,
so
this
policy
will
actually
assist
council
in
helping
more
community
groups,
hopefully
happy
to
take
any
questions.
F
Any
questions
come
to
this
concert.
This
has
been
another
part
of
contention
for
a
little
while,
but
we
haven't
really
been
getting
some
any
feedback
or
information
back
from
from
what's
been
happening
with
this
committee.
Really,
I
think
it's
probably
unfair
at
the
moment
to
ask
the
question.
We
haven't:
got
an
environmental
officer
on
board
yet
have
we
like
to
take
over
from
mrs
montgomery,
not
your
counselor,
so
yeah.
I
just
believe
that
we
painted
this
this
organisation
and
I'm
fully
supportive
of
it.
I
A
richard
bentham
incorporated
incorporated
body.
Thank
you
yeah
through
the
chair
a
lot
of
times
it
is
around
in
corporation
and
generally,
if
they
are
incorporated,
it
does
allow
them
to
apply
in
their
own
right.
So
I
think,
as
part
of
the
policy,
this
could
only
be
enacted
or
we
would
actually
host
us
a
grant
if
they
couldn't
do
it
themselves,
yeah
or
it
could
increase
their.
B
Opportunity
or
chances
of
being
successful,
yes,
yes,
this
particular
one
is
under
the
committee
of
management
of
a
is
part
of
a
committee
of
management.
So
therefore
they
cannot.
I
understand,
go
directly
for
grants
themselves.
However,
there
are
many
issues
that
they
would
love
to
be
able
to
get
some
kind
of
help
with
finance.
So
this
is
very
timely
and
it
sets
it
out
exactly
how
we
can
do
it.
So,
thank
you.
B
Are
there
any
further
questions
if
there
are
no
further
questions?
The
countless
the
recommendation
is
on
page
13
that
the
banner
rules,
city
council,
grant
management,
infrastructure
and
event
projects
policy
be
adopted
that
the
benella
rural
city
council,
grant
management,
infrastructure
and
event
projects
policy
be
reviewed
in
may,
2023
come
to
the
third
movie,
any
second
before
it
councillor
o'brien.
B
E
Just
really
just
to
follow
on
from
council
of
first
there
again,
but
I
think
it's
great
that
we
can
actually
be
doing
some
education
for
some
of
these
community
groups.
If
they've
been
having
trouble
accessing
funding
and
applying
for
grants
in
in
the
past,
just
to
give
them
an
opportunity
to
sort
of
learn
through
council
offices
and
then
hopefully
next
time
be
able
to
go
after
it
themselves.
So
I
think
it's
great
and.
E
B
All
those
in
favor,
thank
you,
that's
carried,
and
we
know
to
the
agenda
item
six.
The
golden
murray
climate
alliance.
D
Given
the
significance
of
sustainability
and
climate
change,
it's
an
important
alliance,
because
a
lot
of
rural
councils
have
limited
resources
in
this
particular
sector,
a
particular
field
of
work,
so
it
does
allow
smaller
councils,
such
as
bernalillo
city,
council
and
murray
and
other
councils.
It's
about
to
share
thoughts,
share
resources
and
come
together
and
solve
a
lot
of
those
sustainability
problems
and
issues.
D
I
think
we
can
all
admit
that
in
the
coming
years
that
that
particular
field
of
work
will
only
increase
and
the
climate
debate
will
continue,
but
it
is
about
sustainability
and
what
communities
can
do
to
become
more
sustainable
as
we
move
through.
You
know,
growth
periods
in
particular,
so
it
is
an
important
alliance.
I
will
do
it
to
council
to
support
the
re-signing
of
the
mou.
Currently
our
position
for
this
is
currently
vacant.
I
won't
look
to
fulfill
that
particular
role
until
the
new
manager
of
economic
development
and
sustainability
is
appointed.
D
So
I
would
think
that
the
officer
that
will
take
care
of
this
particular
project
won't
be
appointed
until
at
this
stage,
probably
august
or
september,.
F
That
we
could
get
an
alliance
with
those
councils
on
other
issues
as
well.
So
it's
good
that
we've
got
we've
got.
We've
got
a
member
of
our
understanding
on
this
particular
item.
However,
it
could
possibly
lead
to
other
other
sharing
or
other
resources,
which
should
be
good
for
us.
Thank
you.
B
A
Yes,
I
recommend
that
we
do
sign
this
mou.
I've
sat
on
this
committee
for
some
time
and
it's
a
very,
very
valuable
group
which
encompasses
the
whole
of
our
region
and
it's
very,
very
important.
We
continue
to
be
involved
and
I
totally
support
signing
the
mou.
E
Just
to
comment
through
you,
mr
chair,
I'm
actually
the
banala
rural
city
rep
on
this
committee
and
I've
only
been
able
to
attend
meetings
every
three
months
and
since
coming
to
office.
We've
had
two
meetings
via
zoom
the
last
night.
I've
been
on
team
because
of
the
family
emergency,
but
it's
very,
very
valuable.
If
you
like
I'll,
bring
you
back
the
the
the
reports
and
I'll.
E
Let
council
know
if
people
really
want
to
do
that,
but
I
think
it's
a
great
way
of
networking
with
similar
sized
councils
to
see
their
what
they're
doing
and
really
valuable
relationships
are
being
forged.
They
have
started
meeting
the
last
meeting
that
they
did
have
was
held
in
shepparton
with
people
going
there.
E
They
were
going
to
try
and
there's
a
lot
of
groups
of
people
to
get
together,
they're
going
to
try
and
do
three
lots
of
zooms
and
all
work
out,
but
I
think
they're
onwards
and
upwards,
and
I
think
it's
great
to
be
able
to
say.
Yes,
we
will
continue
with
this
relationship.
