a
question
to
the
council

on
the
25th
of
may
2022,
where
the
question
was
taken
on
notice.
A

31st
of
may
2022
and
will
be
included
in
the

Thank
you.
That's
passed
public
question
time.
A
A
I
don't
know
what's
happening,
it's
all
over
the
shop
8.3
assembly
of
counsellor's
advisory
and
external
committees
under
councillor's
governance,
rules,

provide
the
written
record
of
the
assembly
of
councillors
at
scheduled
council
meetings.
They
are
listed
below
and
I
will.
The
recommendation
is
that
the
report
is
noted.
Can
I
have
someone
move
that
please
counselor
o'brien?
Second
councillor
davis,
all
those
in
favor?
A
9.2,
vanilla,
rural
city
council,
2022
to
2023
budget
kathy
fitzpatrick
manager
of
finance.
Welcome.
Thank
you.
Thank
you,
madam
mayor,
I'm
very
happy
to
present
our
budget
for
the
22-23
year.
I
would
like
to
recognise
that
the
staff
have
been
working
on
this
since
january
of
the
current
year
and
that
the
council
has
been
very
active
in
consideration
of
the
council
plan,
which
is
the
driving
mechanism
to
define
the
actions
that
we're
required
to
put
out
to
the
community,
and
it
has
been
taken
up
with
great
gusto.
A
We
have
had
a
few
changes
in
the
current
year,
where
we've
incorporated
a
new
public
meeting
to
let
people
attend
and
discuss
items
for
the
budget,
which
was
a
great
initiative,
and
we've
also
had
access
to
the
hive,
our
new
software
interactive
item
on
social
media.
I
call
it
but
our
internet
site,
which
is
another
great
initiative,
maybe
a
fallout
of
coping,
but
it
just
proves
that
the
community
is
interested
and
interactive
on
it.
A
There
are
some
fantastic
items
in
this
budget:
36.8
million
dollar
income
for
the
next
year,
we've
gone
with
17
1.75,
I
should
say,
increase
in
the
rate
cap
as
aligned
with
the
state
government
rate
capping
requirements,
we
will
have
total
expenditure
of
35.3
million,
which
will
result
in
a
1.5
million
dollar
surplus.
A
We
are
including
300
000
for
technical
drawings
for
the
vanilla
indoor,
recreation
centre,
review
and
update
of
the
banala
airport
master
plan
at
100,
000
development
of
a
plan
to
link
the
banana
station
increasing
to
plan
50
000
and
an
increase
in
the
christmas
decoration
allocation
for
next
year,
which
is
an
initiative
that
that
was
considered
appropriate.
A
Given
that
we
had
less
this
year,
development
of
a
feasibility
study
for
the
vanilla
city,
solar
project,
they're
all
fantastic
new
things
that
maybe
in
previous
years,
we
might
not
have
been
able
to
fit
in,
but
because
of
the
increase
in
our
revenue
and
employment
rates
due
to
the
solar
farms.
I
think
we've
managed
to
have
a
really
fantastic
outcome
in
this
budget
and
look
forward
to
the
delivery.
A
Throughout
the
pages
16
and
17,
I've
talked
about
the
operating
income
and
the
operating
expenditure.
Probably
the
one
that
I
I'd
just
like
to
highlight
at
age
17.
Is
that
we're
not
proceeding
with
the
million
dollar
loan?
It
was
originally
in
our
long-term
financial
plan,
after
consideration
of
our
cash
cash
position
and
the
fantastic
inflow
of
grant
money
that
we've
been
fortunate
enough
to
receive
in
the
current
year.
A
So
I
believe,
that's
a
positive
for
us.
One
of
the
challenges
for
us
is
the
cpi
movement
in
the
current
year
has
left
about,
but
unfortunately
that
was
not
predicted
back
in
february
march
or
april,
and
we
will
have
and
monitor
our
budget
very
seriously
over
the
next
12
months,
as
we
always
do.
But
given
the
movement
in
prices
and
the
availability
of
goods,
we
have
to
be
very
vigilant
in
our
22
23
delivery.
I'd
just
like
to
take
an
opportunity
of
thanking
all
the
citizens.
A
The
infrastructure
and
assets
team
have
had
a
challenge
to
try
and
deliver
in
the
current
year
and
as
a
result,
we
have
we're
forecasting
around
the
last
six
months
up
and
down
and
trying
to
recognise
what
a
capital
program
would
be,
and
so
the
advertised
budget
had
a
slightly
different
figure
to
what
our
forecast
outcome
is
that
we're
looking
forward
to
delivering
in
22
and
23
to
benefit
our
community.
A
D
A
B
Yes,
with
regards
to,
I
wasn't
really
expecting
to
move
this
chair.
However,
I
am
delighted
to
have
with
regards
to.
I
think
that
it
shows
something
with
regards
to
why
there
are
questions
asked
of
you,
because
we
have
said
in
this
chamber
many
many
hours
like
the
last
six
months
to
put
this
together.
So
I
think
we
all
appreciate
exactly
what's
in
it
as
much
as
everybody.
So
thank
you.
Have
you
been
fantastic
all
the
way
through
you've,
never
missed
being
here
personally
through
injury
and
everything.
B
Obviously
has
backed
you
up,
but
with
regards
to
the
actual
budget,
it's
one
of.
I
think
this
is
my
10-11
budget,
but
I've
never
been
more
excited
about.
What's
going
to
happen
once
we've
passed
this
budget
because
we
can
get
on
and
do
the
things
that
we've
been
looking
forward
to
as
we
do
every
year
we
do
the
same
things
we
deliver
services
that
we
have
to
do.
B
That's
been
three
minutes
ago
from
the
extension,
but
from
a
personal
point
of
view,
I
know
that
the
mayor
and
myself
sit
on
the
birth
management
and
the
technical
drawings
for
the
vanilla
indoor
recreation
center
for
300
000
to
be
able
to.
Yes,
we
will
do
that.
I've
been
in
many
budgets
where
that
was
just
a
dream.
You
wouldn't
be
able
to
do
anything
like
that.
We
can
do
it
and
plus
other
things,
but
other
counsellors
that
come
through
different
communities
and
passport.
A
D
Madam
chair,
I
might
waffle
just
as
long
as
I
please
do.
Thank
you
councillor,
madam
chair,
I'm
very
happy
to
support
the
recommendation
of
this
budget
tonight
and
and
firstly
following
council
of
first
suit,
I'd
like
to
extend
my
congratulations
to
kathy
and
to
the
ceo
dom
and
to
robert
barber
and
all
the
council
staff
who've
been
behind
the
development
of
this
document.
It
is
a
big
document
and,
as
council
further
said,
a
lot's
going
into
pulling
it
together.
D
So
I
thank
you
and
I'll
start
my
little
acknowledgement
on
this
budget
by
congratulating
the
ceo
and
his
team
for
the
amount
of
work
that's
gone
in
in
securing
grant
funding
for
our
community
over
the
last
12
months,
as
outlined
in
this
budget.
That
demonstrates
to
me
that
we've
got
a
strong
leadership
team.
D
It
demonstrates
to
me
that
we've
got
a
ceo
who's
building
relationships
and
connecting
with
all
levels
of
government
and
external
stakeholders
to
deliver
for
our
community,
and
I
think
that
that
really
tonight
echoes
in
this
budget,
with
the
amount
of
funding
that
we're
looking
at
that's
come
to
vanello
and
coming
to
vanilla
and
and
really
tonight
needs
to
be
acknowledged.
The
work
that's
going
on
in
that
space,
madam
chair
tonight,
the
vanilla
community,
through
extensive
consultation
and
engagement,
is
delivering
for
the
banala
community.
D
We
are
delighted
for
the
community.
Sorry,
we
are
delivering
for
the
community
on
the
services
that
they
want
services
that
they
need
and
the
services
that
they
expect
of
us
to
deliver.
This
budget
is
seeing
one
of
the
biggest
infrastructure
allocations
of
funding
that
I've
ever
seen
in
the
council
budget.
D
D
Madam
chair,
we
are
putting
forward
tonight
a
budget
of
footpath
funding
of
around
700
000
drainage,
940,
000
roads,
2.8
million
and
bridges
works
around
420
000,
significant
infrastructure
works
for
our
community,
and
that
is
what
they
have
asked
of
us.
This
is
a
huge
investment
in
the
upgrading
of
buildings
infrastructure
for
our
community,
because
that's
what
they
want.
D
We're
also
investing
in
other
aspects
of
the
community.
Again
of
what
they've
asked
us.
Three
hundred
thousand
dollars
is
alluded
to
for
the
benella
indoor
recreation
center
to
get
those
designs
done
to
get
that
project
shuttle
ready.
So
when
the
fund
becomes
available,
we
can
we
can
access
it
or
we
can
at
least
lobby
for
it
hundred
thousand
dollars
for
a
dog
park,
which
I
know
many
people
have
asked
and
lobbied
all
of
us
to
have
done
in
vanilla,
which
is
fantastic
and
a
hundred
thousand
dollars.
D
Vanilla
airport
master
plan
to
get
that
up,
get
that
refreshed
so
that
the
user
groups
off
that
facility
can
see
that
there
can
be
things
happening
in
that
space
and.
F
D
000
for
the
vanilla
station
precinct
with
all
the
work
that's
going
on
in
that
space
in
the
last
12
months.
It's
great
that
we're
also
investing
into
that
project
and
much
more.
But
madam
chair,
I'm
more
excited
and
delighted
to
be
a
part
of
the
finale's
future
with
the
great
development
happening
across
the
road
in
the
vanilla,
visitor
information
center.
D
This
project,
which
will
see
a
new
visitor
information
center
for
our
community
and
the
visitors
who
come
to
see
us
an
upgrade
for
the
manila
museum,
which
is
a
credit
to
the
volunteers
and
the
people
who
have
worked
closely
with
councillor
claridge
in
in
this
in
this
plan.
We'll
also
welcome
a
new
business
to
vanello,
not
a
council
run
business,
a
new
business,
an
independent
business
with
an
eoi
going
out
soon.
D
I
believe-
and
this
will
create
again
a
great
experience
for
visitors,
a
great
experience
for
our
community
and
importantly,
more
jobs,
more
jobs
for
vanilla
and,
of
course,
the
relocation
of
the
vanilla
cinema
which
that
and
share.
We
will
not
have
two
cinemas.
We
will
only
have
one
and
it
will
be
in
the
visitor
information
center
and
it
won't
and
sorry-
and
it
will
be
a
great
experience
for
our
community
tying
in
our
amazing
lakeside
precincts.
D
E
D
A
E
As
the
finance
management
explained,
and
we
have
brought
our
inputs
into
the
budget
as
councillors
in
the
working
workshops
and
special
and
ceo
general
manager
for
the
funding
opportunities
that
they
choose
and
gradual
budget,
there
are
a
lot
of
positives
in
the
budget,
but
basically
there
are
some
things
that
I
do
not
agree
with
itself.
Basically,
I
speak
against
the
budget
today.
E
E
Number
two
is
the
capital
project.
I'm
not
going
to
go
into
detail
and
talk
about
this.
I've
already
talked
about
this
in
my
previous
speeches,
principally
I
do
not
agree
with
the
rational
of
the
capital
projects.
There
are
more
than
the
community
have
asked
for
infrastructure
day-to-day
infrastructure.
E
A
Councillor
o'brien,
thank
you
mom
and
chair.
I
would
like
to
actually
speak
for
the
budget
and
it's
excuse
my
coughing
food
earlier.
A
Okay,
so
I
think
we
as
a
council
have
had
several
opportunities
to
discuss
and
question
kathy
and
her
team
as
this
budget
being
compiled
regions,
and
until
we
get
to
the
final
outcome
today,
we've
been
spending,
we
will
be
spending
more
money
on
roads,
drains
and
cars
in
this
budget
than
we
have
been
able
to
spend
in
many
many
years.
A
I
do
acknowledge
that
some
of
this
money
that
we're
spending
is
due
to
the
roadster
recovery
program,
but
I
also
acknowledge
that
part
of
it
is
due
to
the
assessment
of
our
asset
manager
and
planning
for
these
works
and
our
ability
to
apply
for
grants
and
be
successful
in
gaining
them.
I
think
that's
been
really
terrific.
A
D
Lucky
enough
to
listen
to
stan,
grant
who
was
a
was
a
keynote
speaker
in
canberra.
The
other
day
stan
has
been
a
a
correspondent
for
30
years,
I
think,
and
and
he
spoke
on-
democracy
and
the
importance
of
democracy
and
the
shrinking
democracy,
and
when
we
look
at
russia
and
china
with
their
autonomous
autocracies
rather
than
democracy-
and
we
are
an
ex
perfect
example
of
democracy
and
that's
what
this
is
all
about.
We've
sat
around
the
table
for
the
last
three
or
four
months
discussed.
D
These
things
come
up
with
a
with
what
we
all
agreed
on
and
john
and
tonight
we've
got
a
budget
which
I'm
more
than
happy
to
recommend,
and
I
think
it's
a
fantastic
budget
and
great
congratulations
to
kathy
and
and
the
staff.
Thank
you
very
much.
I
recommend
the
budget.
C
You,
madam
chair,
and
thank
you
council
bond
first,
because
I
think
I
agree
with
everything
you
said
tonight
and
also
council
king's
always
articulating
the
way
he
presents.
So
there's
not
much
for
me
to
say
I
think
most
of
it's
been
said.
C
I
don't
know
what's
wrong
with
this
place,
because
you
look
inside
this
chamber
and
there's
a
lot
of
confidence,
a
lot
of
enthusiasm,
a
lot
of
things
happening.
You
look
outside
that
wall
there
and
the
world
is
doing
the
demon.
Gloom
you're,
going
to
look
at
the
news
at
night
or
pick
up
a
newspaper
in
the
morning
or
look
on
you
on
your
phone
and
you
know
everybody's
taking
a
negative
attitude.
C
C
C
I've
seen
in
18
years
I
mean
everybody
in
banal
is
getting
a
little
bit
of
something
I'd
like
a
bit
more
money
for
gravel
roads,
but
tonight
I'm
going
to
concede
that
I
don't
need
that,
because
everybody's
getting
something
it
would
have
been
nice
if
we
could
have
we
look
at
the
visitor
information
center
over
the
road
like
I
wanted
something
like
that
for
years,
pat
clara
chick
the
mayor
of
pat
claridge,
she
tried
to
get
that
moving
years
ago,
but
we
never
had
the
funding
to
do
it.
C
We've
always
wanted
more
more
more
footpaths.
There
was
years
where
we
put
footpaths
into
the
budget
and
council
further
backed
us
up.
We
had
to
pull
it
out
because
we
had
we
never
had
any
money
for
it.
So
we
put
it
in
the
budget,
took
it
out
this
budget's
responsible
budget,
I'm
sure
we
can
deliver
the
wall
really
really
enthused
about.
C
Well,
I'm
sure
that
the
ceo's
going
to
have
issues
through
the
way.
Look.
We
look
at
the
cost
of
fuel.
We
look
at
where
we
get
tradesmen
and
all
this
sort
of
stuff
and
to
go
under
a
budget
like
that
is
a
very
gutsy
move
and
I
believe,
he's
gone
into
that
because
he's
got
good
staff
behind
him.
He's
got
a
good
counsellor
who's
going
to
work
with
him.
He's
got
good
right
players
out
there.
C
I
have
no
concern
with
putting
putting
the
rates
at
1.75
because
everybody
knows
costs
are
going
up
all
the
time.
Every
every
every
day
costs
are
going
up.
We
have
to
be
responsible.
If
we
don't
put
them
up
now
1.75
this
year,
maybe
next
year
we
would
have
to
look
at
doing
something,
maybe
raising
them
double
or
triple.
C
So
once
again,
mr
surya,
thank
you
very
much.
Thank
you
kathy.
Thank
you,
gm
robert
barber
and
thanks
to
your
team,
and
also
thanks
to
my
other
counselors
being
so
positive,
because
vanilla
is
streets
ahead
of
anywhere
else
at
the
moment,
because
we're
going
to
have
a
go,
thank
you
and
hopefully
what
stood
up
for,
of
course,
the
budget.
Thank
you.
A
Thank
you,
councillor
davis.
I
do
believe
we've
just
about
said
it
all,
but
since
I've
written
a
big
speech,
you're
getting
it
anyway,
it's
wonderful
to
have
so
many
submissions
to
our
yearly
budget.
The
community
involvement
and
contribution
to
the
plans
of
our
great
rural
city
are
vital
to
the
success
we
as
individuals
with
our
township
townships
play
in
achieving
collective
goals
that
improve
the
way
of
life
for
all
those
within
bernalillo
and
district.
A
The
community
has
asked
us
for
asset
renewals
and
upgrades,
maintaining
and
upgrading
our
current
infrastructure,
footpaths,
drainage
cycle
paths,
bike
tracks,
upgrades
roads,
better
town,
accessibility
and
inclusion
for
all
recreational
spaces,
attractive,
accessible
and
practical
maintenance
to
public
areas,
more
playing
grounds
for
children,
including
areas
in
rural
townships,
as
well
as
the
heart
of
vanilla,
vanilla,
indoor
wreck,
recreation
centre
development,
including
squash
courts,
dog
parks.
All
of
these
things
are
on
the
minds
of
those
drafting
submissions
from
various
parts
of
our
community
and
our
budget.
A
Managing
this
all
all
whilst
dealing
with
an
exponential
growth
at
the
moment,
5.5
as
the
census
figures
have
given
us
of
population
and
reinvigorating
our
beautiful
city.
This
is
an
incredible
feat
and
I,
along
with
my
team
of
councillors,
are
proud
of
the
community
and
proud
of
the
efforts
we've
made
in
ensuring
a
beautiful
and
strong
future.
Congratulations.
A
A
Financial
plan
23
to
2032.
kathy
fitch
patrick
again
welcome.
Thank
you
I'll.
Take
this
one
as
having
been
read
it
as
a
similar
process
was
undertaken
with
the
financial
plan
it's
undertaken
with
the
budget,
but
I'm
just
going
to
highlight
a
couple
of
things
with
the
financial
plan.
This
is
10
years
worth
of
projections.
It's
a
true
challenge:
cpi
interest
rates,
all
of
the
above,
but
it's
a
working
document-
and
this
is
the
second
year
that
we've
undertaken.
A
And
it's
a
very
interesting
read.
Many
of
you
have
contributed
to
the
items
that
are
going
through
here
and
it
is
an
enormous
amount
of
work
for
our
assets
and
infrastructure
people
to
do
the
projections,
the
asset,
custodians,
as
I
call
them
the
departments
for
it,
facilities
the
art
gallery.
The
art
collection
are
all
actively
working
to
make
sure
that
we've
got
the
10-year
plan
covered
for
all
of
our
operations,
and
things
will
change
over
the
next
10
years.
A
But
if
we
don't
think
about
it
and
look
to
the
future,
we
won't
get
there
very
proud
of
the
work
that
was
undertaken
by
the
staff
to
come
up
with
this
and
the
ceo
providing
them
through
to
get
this
enormous
amount
of
work
through
to
a
format
that
we
can
actually
try
and
read,
and
we
will
develop
it
over
the
next
few
years
as
well.
I'm
happy
to
take
any
questions.
Are
there
any
questions.
A
D
I
would
thank
you,
madam
here
just
like
to
say
this
document
clearly
defines
where
we
are,
where
we're
going
and
where
we
need
to
be
the
explanation
on
page
three,
the
document
I
think
pretty
well
says
that
all
we're
doing
framing's
work
got
this
framework
guided
to
council
in
identifying
community
needs
and
aspirations
over
the
long
term.
D
Long
term
is
community
vision,
medium
term,
the
council
plan,
the
short
term,
the
annual
budget
and
then
holding
itself
accountable
in
the
annual
report.
So
it's
a
fantastic
document
and
it's
been
an
enormous
amount
of
work
for
everyone
and
we're.
F
D
Flag's,
a
few
issues
that
have
been
taken
away
in
the
background.
One
is
the
need
for
a
waste
management
reserve
of
some
sort
and
also
the
divine
defined
benefits.
Future
call-up
reserve,
which.
D
Thank
you.
Thank
you.
Council.
Marriage,
counselor
keith.
Thank
you,
madam
chair
fully
support.
Counselor
clarity's
comments.
Every
time
this
document
comes
up
since
I've
been
on
this
term
of
council,
I
love
it.
This
is
a
great
document.
It
really
is
something
that
if
our
community
want
to
get
a
bit
of
a
grasp
on
where
we're
heading
over
the
next
10
years
grab
a
copy
of
this
and
have
a
read.
E
D
Mentioned
it's
a
live
living
document,
things
will
change,
grants
will
come
in
that'll
manipulate
the
numbers
a
little
bit,
but
but
certainly
yeah.
It
helps
to
paint
a
picture
of
where
we're
heading
over
the
next
10
years
and-
and
I
think
it's
it's
a
wonderful
document
and
I
acknowledge
the
work
that
kathy
and
her
team
and
the
ceo
and
general
manager
have
done
in
pulling
this
together,
because
how
big
is
the
crystal
ball
of
what
things
have
got
to
look
like
for
the
next
10
years?
D
But
now
it's
a
great
document,
a
great
piece
of
work
and
I'd
encourage
anyone
who
wants
to
know
how
our
future
looks
in
10
years.
A
E
You
chair
again
thanks
and
staff
everyone
to
prepare
today.
E
However,
again,
for
the
same
reasons,
the
budget
and
the
financial
plan
goes
hand
in
hand.
So
there
are
some
flowing
principles
to
the
financial
plan
from
the
budget,
which
I
do
not
exhibit,
and
we
have
learned
about
the
footpaths
and
749
000
we
spend
this
year
and,
however,
it's
a
bit
of
inconsistency
from
the
next
year
onwards,
because
it's
hundred
thousand
dollars
next
year
and
hundred
thousand
dollars,
including
five
and
then
three
thousand
there
are
so
there's
a
bit
of
inconsistencies.
E
C
You've
probably
had
a
lot
of
sleepless
nights
trying
to
put
this
together
and
thank
you
to
all
the
staff
that
have
contributed
to
this
financial
plan,
because
when
you
read
through
the
plan,
there's
probably
no
one,
no
one
in
the
council
as
far
as
staff
that
haven't
actually
put
into
it.
I
really
like
it.
C
Private
business
has
to
have
a
plan
to
go
and
go
to
the
bank.
To
borrow
money.
We'd
be
irresponsible
if
we
didn't
have
a
plan
to
work
for
because
to
balance
our
books
on
a
daily
basis.
As
councillor
king
said,
it's
a
living
document.
It's
going
to
move
it's
going
to
shake
it's
reliant
on
the
turbulence,
that's
outside
our
day-to-day
extremities,
that
we've
got
no
control
over.
C
But
if
you
do
have
a
plan,
then
you
can
move
things
around
we're
going
to
get
higher
interest
rates,
we're
going
to
get
more,
hopefully
more
income
for
our
money.
So
at
the
end
of
the
day,
thank
you
very
much.
The
plan
is
great
and
it
gives
us
everybody
a
bible
to
go
by,
because
I
don't
think
anybody
can
make
a
move
in
this
council
even
ourselves.
As
councils
will
be
responsible,
if
we
try
to
ask
for
something
that
could
be
covered
in
the
plan.
A
A
A
D
Yes,
I
would
madam
chair,
let's
refer
back
to
what
I
mentioned
before,
with
stan,
grant
our
indigenous
spokesperson,
who
spoke
on
democracy
and
that's
exactly
what
local
government
is,
and
it
shows
democracy
where
we've
got
someone
voting
against
this
and
that's
the
right
of
any
council
to
vote
for
or
against
a
emotion.
D
D
And
it's
just
a
bit
disappointing
to
to
go
to
see
this
tonight,
but
that
is
democracy
and
and
so
be
it.
So
I'm
sure
we'll
vote
on
it
tonight
and
have
a
an.
A
A
F
Thank
you.
Thank
you
very
much,
madam
chair
tonight's
report.
As
the
final
stage
of
just
updating
and
reviewing
our
facility
higher
subsidy
program
policy,
we
put
the
policy
out
for
public
exhibition
and,
as
can
be
seen
from
page
36
of
the
report,
we've
received
two
submissions,
not
so
much
in
regard
to
changing
a
report,
but
more
the
importance
of
that.
F
We
do
recognize
the
contribution
that
volunteer
groups
do
make
to
the
council
and
the
community
in
the
whole
and
one
from
the
friends
of
the
library
just
reinforcing
some
of
the
donations
they've
made
previously.
So
I
think
both
of
those
people
acknowledge
the
subsidy
itself.
Subsidy
policy
itself
does
make
a
a
worthwhile
acknowledgement
of
what
those
community
groups
bring
to
the
council
and
the
service
in
the
community.
As
such,
madam
chair,
the
recommendation
is
that
the
submissions
be
noted
that
the
policy
be
adopted
and
then
it
be
reviewed
in
august
2026.
A
E
Thank
you.
I
would
like
to
support
this
policy.
I
think
it's
a
great
policy
and
we
have
so
organizations
working
in
our
town,
the
community
organizations
for
the
community,
so
giving
them
that
opportunity
and
giving
them
that
subsidy
facilities
is
a
great
thing.
So
thank
you
very
much
and
full
heartedly
support
this
voice.
D
I
just
like
to
say
pretty
well
what
the
other
people
have
said.
It's
a
great
document
and
it's
great
that
we've
got
a
criteria
here
of
actually
scoring
groups,
so
it
makes
it
very,
very
clear
and
very
easy
to
do
and
I
think
it's
a
great
document
and
it
would
encourage
groups
to
come
to
council
and
ask
us
subsidy
as
well.
So
thank
you.
C
A
Thank
you.
Thank
you.
Would
anyone
else
like
to
speak
I'd
just
like
to
add
great
policy
and
thank
you
for
the
people
for
the
groups
that
put
in
submissions
I'll
take
that
to
the
vote,
all
those
in
favor?
Thank
you.
That's
fast,
9.5
commemorative
memorial
guidelines
policy
review
welcome
adrian.
G
Would
you
like
to
take
us
through
this?
Thank
you.
The
report
presents
a
consideration
that
reviewed
and
updated.
G
G
The
purpose
of
the
community
memorial
guidelines
policy
is
to
provide
a
guidance
for
the
establishment
and
maintenance
of
commemorative
memorials
following
the
council
resolution
at
its
meeting
on
the
25th
of
may
2022,
the
doctor.
Sorry,
the
policy
was
publicly
exhibited
with
feedback
sought
by
our
council's
website
and
promoted
on
social
media.
The
submissions
period
closing
on
thursday,
the
23rd
of
june
2022
at
the
closure
of
the
submission
period.
One
submission
was
received
strongly
supporting
the
initiatives
that
recognize
the
good
work
of
community
members.
G
E
A
G
The
purpose
of
this
policy
is
to
provide
a
guideline
for
the
solution
and
maintenance
of
right
side
fatality
memorials
following
the
resolution
at
council's
meeting
on
the
25th
of
may
2022,
and
the
policy
was
publicly
exhibited
with
the
submission
closing
period
closing
on
thursday
23rd
of
june
2022
following
the
closure,
three
submissions
were
received
and
have
been
included.
G
G
In
response
to
that,
council
recognises
that
some
members
of
the
community
wish
to
mark
a
location
of
a
fatal
crash
incident
on
the
road
network
or
public
reserve
under
the
control
of
council
by
establishing
of
a
fatality
memorial
and,
furthermore,
the
policy
provides
a
guidance
or
establishment
or
the
establishment
and
maintenance
of
the
roadside
memorials
and
requires
more
as
to
be
located
in
a
position
where
it
does
not
distract
drivers
attention.
G
The
other
submission
was
strongly
in
support
of
the
policy
and
agreed
with
the
placement
of
signs
where
the
memorial
is
located.
No
changes
to
the
roadside
fertility
memorial
guideline
policy
are
proposed.
After
considering
the
formal
submissions
and
other
feedback
received
onto
the
recommendation
that
the
submissions
be
noted
that
the
roadside
fatality
memorial
guideline
policy
be
adopted
and
that
the
roadside
fatality
memorial
guidelines
policy
be
reviewed
in
july.
G
F
D
Thank
you,
madam
chair,
only
briefly,
obviously
very
delicate
policy
and
appreciate
the
community
who
have
put
in
some
submissions
and
provided
feedback
regarding
it.
I
think
it's
an
important
policy,
because
in
a
lot
of
instances,
a
lot
of
people
may
not
know
where
to.
E
B
D
To
do
if
they
do
want
to
put
up
a
memorial
to
acknowledge
a
family
member
or
friend
who
have
been
taken.
So
I
think
this
certainly
gives
some
clarity
and
some
direction
in
how
they
can
do
that,
and
and
and
it's
a
good
policy
that
yeah
again
is
sort
of
encapsulating
a
lot
of
aspects
within
our
community
around
things
like
this,
so
well
done,.
C
You
it'd
be
great
if
we
didn't
have
to
have
a
policy
guidelines
on
the
road,
but
unfortunately
we
do
it's
a
very
sensitive
issue
and
I
think
it's
great
that
we
do
have
a
policy.
So
people
can
can
look
at
that
policy
and
it's
great
that
we've
got
staff
that
can
go
to
that
policy
and
and
look
at
it
because
at
times
like
this,
when,
when
relations
and
family
members
do
come
in,
it's
not
a
great
time.
So
thank
you.
A
A
D
A
A
A
The
recommendation
is
that
the
report
be
noted
and
that
the
ceo
will
take
any
questions.
If
there's
any
questions.
E
A
B
Attended
the
national
assembly
of
local
government
convention
in
canberra,
we
were
able
to
meet
many
of
our
contemporaries
from
local
government
from
all
over
australia.
On
the
monday
morning,
council
of
carriage
myself
attended
a
breakfast
meeting
sponsored
by
the
artc
australian
rail
track.
Corporation
chief
executive,
rebecca
pickering,
spoke
to
members
of
councils
from
all
three
states.
B
We
were
able
to
pass
on
our
appreciation
for
the
successful
outcomes
the
committee
has
been
able
to
negotiate
with
them
regarding
the
downstation
over
the
next
two
days.
We're
able
to
witness
debates
on
many
emotions
put
forward
by
councils
from
all
over
australia
and
get
a
first-hand
understanding
of
the
feeling
of
delegates.
On
many
issues.
A
D
Yeah,
thank
you,
madam
mayor
mine's,
a
little
bit.
Then
fever
will
get
through
it.
Last
friday,
the
mayor
and
myself
as
I'm
the
rep
for
the
mav,
attended
this
mav
state
council
in
melbourne.
D
The
president,
david
clarke,
gave
his
report
and
outlined
the
mav
strategy
for
the
coming
years,
which
I've
got
here
an
old
table
for
for
people
to
look
through
very
quickly.
D
What
they're,
looking
at
doing
is
calling
on
the
government
to
objectively
review
the
rate
cap
and
its
implications.
Ask
the
state
to
consult
openly
on
a
range
of
things,
but
none
more
so
than
the
planning
reforms,
increase,
funding
for
emergency
management,
responsibility,
funding
and
policy
support
for
climate
change,
adaption
and
mitigation.
D
The
rest
of
the
morning
was
taken
up
with
a
review
of
the
mav
rules
which
have
not
been
changed
since
2006.,
and
in
the
last
few
years
it's
been
discovered
that
some
of
them
were
a
bit
weren't
tight
enough,
because
there
was
a
bit
of
drama.
D
The
first
one
was
a
membership,
and
the
change
is
to
make
it
very
clear
that
councils
are
the
rep
at
the
mavs,
not
not
the
reps,
because
in
the
past
some
reps
have
moved.
B
D
D
So
if
we
want
to
put
anything
up
now
on
we'll
have
to
be
a
resolution
at
council
council
and
then
go
to
the
state,
the
other
one
is
which
I
was
alluding
to
before
is
now.
They
want
a
two-year
membership
to
the
mav,
rather
than
currently
it's
one
year
and
the
two
years
will
be
paid
annually.
So
you
don't
have
to
pay
in
advance
and.
D
Because,
prior
to
the
current
president,
that
the
last
two
presidents
have
been
forced
to
resign,
the
first
one
because
the
council
were
were
not
happy
with
the
mavs,
so
they
decided
to
withdraw
their
membership
to
the
to
the
niv
which
left
the
president.
Nowhere
to
go
so
she
had
to
retire.
D
The
second
one
was
because
the
council
decided
not
to
elect
the
president
as
the
mav
rep
again,
which
went
to
the
supreme
court,
cost
everyone
a
lot
of
money,
and
so
now
it's
fairly
obvious
that
there's
a
two
year
term
and
it'll,
hopefully
prevent
that
issue
happening
again.
D
The
other
discussion
there's
a
few
other
discussions,
one
two
there's
a
motion
to
maintain
an
equal
number
of
regional
and
metro
councils
on
the
board,
which
is
apparently
it's
five
and
five.
But
sorry,
not
there's
twelve
members.
Now
they
want
to
go
back
to
ten,
but
there
was
some
discussion
on
retaining
the
five
rurals
and
the
metros
were
then
going
to
go
through
some
other
election
process,
which
sounded
very
weird
and
anyways.
Luckily,
that
that
didn't.
D
We
have
one
because
we're
small
regional,
but
some
of
the
metros
get
two
votes
and
the
the
motion
was
to
abolish
plural
voting,
but
to
abolish
it.
Yet
those
people
had
two
days
and
they
were
the
ones
that
didn't
want
to
abolish.
Of
course.
So
there
was
a
lot
of
discussion
there.
They
a
couple
of
metros,
attempted
to
blackmail
the
maid
by
saying.
Well,
everyone
should
either,
if
we're
all
single
votes,
we
all
should
pay
the
same
amount
or
why
would
we
want
to
be
in
the
mav?
Will
leave
so
it
was
very
interesting.
D
Melvin
rowland
leopard,
who
is
a
city
councillor
at
melbourne.
City,
spoke
for
the
motion
to
abolish
plural
voting,
which
was
very
gracious
of
him,
and
he
said,
look
you
know
we're
all
in
together.
One
council,
one
vote.
Sorry,
I'm
concerned
wadonga
who
apparently
had
plural
double
votes
too
kevin
poulton
the
mayor
there.
D
Again
so
it
was
very
difficult
to
get
the
vote
because
it
needed
60
something
percent
because
of
the
plural
voting.
So
anyway
we
got
it
up
and
it
went
to.
It
was
carried
58
of
all
of
that,
so
we
it
was
carried
and
then,
when
someone
called
one
of
the
metro's
called
for
a
division,
it
came
up
at
62.
So.
D
Real
win,
and
I
think
bernie
will
tell
you
that
we
all
felt
very,
very
happy,
and
apart
from
two
or
three
metro
councils,
everyone
was
very
happy
with
that.
After
that
we
went
on
to
to
motions
from
members.
I
think
there
were
94
motions
from
members
which
took
up
the
rest
of
the
day.
They
included
banning
wood-fired
heaters
and
barbed
wire
culling
indigenous,
noisy
miners,
lots
of
other
really
interesting
things,
most
of
which
got
up
because
they
split
the
thorough
vote.
Yeah.
A
A
So
on
sunday
may
15
written
wedlands
at
the
opening
of
their
indigenous
sculpture
trail-
and
I
don't
know
whether
I
mentioned
this
before,
but
just
really
more
than
200
people
enjoying
the
sense
of
space
and
spirituality
of
the
wetlands,
young
and
old
members
of
the
community
hearing
the
story
of
the
wetlands,
the
good,
the
bad
and
the
ugly,
but
anyway
it's
all
coming
to
fruition
and
the
largest
wetland
in
the
southern
hemisphere.
So
this
is
really
just
it's
on
our
doorstep.
We
really
need
to
be
visiting
that
locally.
A
It's
terrific
may
17th
was
idahobit
flag
raising
ceremony
here
in
vanilla.
Many
of
my
fellow
councillors
attended
that
we
all
really
were
unanimous
in
agreeing
that
the
two
young
people
from
p12
that
spoke
at
the
raising
of
that
flag
were
terrific.
They
were
really.
E
A
Succinct
in
getting
their
message
across
and
it
was,
I
was
really
really
proud
of
them,
as
I
think
the
teachers
from
the
school
were,
and
they
were
themselves.
They
got
lots
of
congratulations
afterwards,
but
I
have
a
hobbit
for
those
that
don't
know
is
a
ceremony.
It's
an
international
day
against
homophobia
by
phobia,
endophobia
or
intersexism
and
transphobia.
So
it
covers.
A
And
these
areas
are
really
really
important
to
many
people
in
our
community,
but
especially
the
young
people
that
are
going
through
these
things.
Learning
about
themselves
so
well,
well
done
p12,
especially
on
that
day
and
also
council
for
acknowledging
that
today
on
may
the
17th
I
went
out
to
gurumba
to
their
agm
in
the
evening
and
once
again,
guru
and
a
great
little
community
punishing
above
its
weight.
I
reckon
and
just
really
good
to
hear
what
they're
doing
with
their
siloa.
A
The
cafe
and
the
pub
out
there
that's
really
good,
may
24th
building
better
communities.
I
attended
day
two
of
the
two
day
conference.
This
was
via
zoo,
and
this
was
an
opportunity
to
hear
from
leaders
working
towards
having
greater
awareness
for
communities
on
climate
and
community
diversity
and
equity
and
merit,
and
then
on
the
24th
of
may
I
attended
a
communities
in
control
day.
A
Oh,
that
was,
I
think,
that's
the
same
day,
I'm
just
running
one
of
the
things
that
came
out
of
that
which
I've
been
following,
and
I
find
that's
really
helpful-
is
a
27
minute
nap
during
the
day,
so
that
if
you're,
working
and
you're
feeling
a
little
bit
low
in
the
afternoon,
have
a
27
minute
nap
and
everybody
perks
up
and
much
more
productive.
So
this
might
be
something
that
we
could.
A
A
Yes
and
then
june,
six
councillor
hearn
and
myself
attended
the
albus
state
conference
over
in
shepparton,
and
this
is
the
local
government,
women's
association
in
victoria
look.
This
was
just
a
really
really
want
to
say
thank
you
for
for
us
being
able
to
attend,
but
it
was
a
very
inspirational
event,
but
it
was
an
opportunity
to
network
with
other
female
counselors
from
similar
sized
lgas
and,
of
course,
bigger
ones
from
melbourne
and
whatnot
and
the
bigger
centers
look.
A
We
have
such
a
variety
of
speakers
from
the
keynote
speaker,
just
a
wonderful
young,
indigenous
woman,
natalsha
plan
bandwidth,
she's,
a
first
nation,
jordan,
yorta
woman,
and
she
spoke
about
the
elephant
in
the
room
and
I'll.
Just
let
everybody
contemplate
that's
up
that
topic
for
a
moment,
but
she
was
so
eloquent
and
a
really
really
positive
voice
in
the
room.
She
had
didn't
she.
She
was
true
and
then
we
also
heard
from
so
many.
A
You
know
fabulous
people,
but
professor
catherine
bennett,
who
we
probably
all
seen
on
telly
during
covert
and
she's,
the
chair
of
epidemiology
at
dinkland,
and
she
just
spoke
about
post
cover
community
numbers
and
we
still
can't
relax
about
that
in
june.
On
june
1st,
I
went
up
to
wang
to
the
wangaratta
sustainability
group
workshop
on
better
homes
and
neighbourhoods
for
changing
climate.
A
This
is
really
flavour
of
the
month
since
the
recent
federal
election
results,
but
this
was
all
about
designing,
affordable
homes
to
adapt
to
changing
climate,
and
I
just
think
it's
really
interesting
to
be
hearing
about
these,
these
matters
and
being
open
to
what's
going
on,
and
that's
it.
Thank
you.
Thank
you.
A
Anybody
else
I'd
just
like
to
bring
a
report.
I
know
everyone's
probably
had
enough
for
the
day,
but
I
it
was
very
interesting
going
to
the
national
assembly
in
canberra,
as
council.
First
has
already
spoke.
A
We
attended,
we
attended
started
on
sunday,
the
19th,
so
this
assembly
is
where,
as
councillors,
we
deal
with
issues
affecting
us
and
our
communities.
We
debate
and
resolve
many
important,
relevant
and
timely
matters
that
affect
not
only
our
own
municipal
municipalities,
but
indeed
the
sector
as
a
whole.
A
There
were
106
motions
presented
and
voted
on.
These
motions
were
brought
forward
by
some
of
the
566
local
government
areas
in
australia.
The
motions
passed
by
the
assembly
are
taken
by
the
alga,
which
is
australian
local
government
association
and
presented
to
the
federal
government
with
endorsement
and
backing
of
all
local
government
areas.
A
During
our
three
days,
there
were
many
speakers,
some
of
know
whether
newly
appointed
minister
of
the
local
government,
catherine
king
mp,
christy
mcbain
mp,
and
she
was
newly
elected
minister
for
regional
development,
local
government
and
territories.
Christie
was
previously
the
mayor
of
bieger
valley
during
the
fires
in
2019.
A
She
was
an
inspiration
to
listen
to
so
down
to
earth
easy
to
talk
and
very,
very
interesting.
Her
transition
from
council
law
to
mp,
another
newly
elected
member,
was
tracy
roberts
from
peace
in
western
australia.
A
Tracy
was
a
councillor
of
wunaroo
from
2003
to
22
and
the
mayor
from
2011
to
2022.,
and
it
was
she
went
when
she
stood
for
her
election
there's
33
ballot
boxes,
ballot
areas
in
the
pierce
shop
area
and
she
won
every
single
every
single
ballot
box.
A
It
was
great
to
see
three
strong
women
in
our
new
federal
government.
Another
keynote
speaker
was
councillor
claridge
mentioned,
was
stan
grant
he's
an
international
affairs
editor
for
the
abc.
A
multi-award-winning
current
affairs
host
stan's
aboriginal
heritage
has
shaped
his
dynamic
resilient
personality.
A
He
has
hosted
major
news
and
current
affair
programs
on
australian
tv
and
being
a
correspondent
for
the
abc
and
a
foreign
correspondence
for
the
seven
network
based
in
london
and
cnn
for
10
years
in
hong
kong
and
beijing.
His
speech
on
democracy
was
an
education
into
the
history
of
the
world
leaders
and
the
effects
their
reign
have
had.
He
kept
you
on
your
attention.
From
start
to
finish
and
my
personal
favorite
was
the
uk
ambassador,
his
excellence
vasil
mironov
chenko.
A
A
Each
mayor
spoke
about
their
town
and
and
the
problems
that
they
will
be
looking
at
in
the
future.
After
his
address
to
the
assembly,
a
motion
was
put
forward
to
support
the
ukraine
and
it
was
unanimously
passed.
The
motion
was
we,
the
delegates
of
the
2022
national
general
assembly
of
local
government
stand
in
solidarity
with
the
people
of
ukraine
and
its
legitimate
elected
democratic
government
in
seeking
peace,
security
and
stability
within
the
state
of
ukraine.
A
A
I
found
the
assembly
very
informative
and
interesting.
It
enabled
us
the
opportunity
to
speak
and
network
with
many
councillors,
mayors
and
council
offices,
from
around
australia
to
stuff
discussing
projects,
funding
and
community
incentives,
and
I
thank
you
all
for
letting
the
three
of
us
go.
Thank
you.
A
D
And
obviously,
down
there
up
there
building
relationships,
building
the
calls
putting
vanilla
first,
it's
a
great
opportunity
as
someone
who's
been
twice,
because
you
really
do
do
amazing
things
in
that
place
during
that
conference.
So
a
big
announcement
for
three
of
you
for
representing
us
in
our
capital.
A
Thank
you
very
much
councillor
king.
Would
anyone
else
like
to
speak
I'll?
Put
that
to
the
vote,
all
those
in
favor?
Thank
you.
That's
fast
of
motion
notice
in
motion,
urgent
business,
confidential
business,
we're
going
in
to
confidential
business,
and
I
need
someone
to
move
that
the
meeting
be
closed
to
the
public
for
the
consideration
of
confidential
business
noted
above
pursuant
to
section
three
brackets,
one
and
section
66
bracket,
two
bracket,
a
of
the
local
government
act,
councillor
claridge
and
councillor
davis,
all
those
in
favor,
that's
class,
we're
in
confidential
business.
