C
C
This
community
meeting
is
conducted
in
accordance
with
the
Local
Government
Act
of
2020
and
the
vanilla
rural
City
Council
governance
rules
of
2020.
The
meeting
is
recorded
and
live
streamed
on
our
YouTube
channel
members
of
the
public
present
at
the
meeting
must
must
retain
remain
silent
during
the
proceedings
other
than
when
specifically
invited
to
address
the
committee
disclosure
of
conflict
of
interest
in
accordance
with
the
Local
Government
Act
of
2020.
C
A
counselor
with
a
conflict
of
interest
in
that
item
on
the
agenda
must
indicate
they
have
a
conflict
of
interest
by
clearly
stating
the
terms
for
which,
under
the
item
for
which
they
have
a
conflict
of
interest
with
their
conflict
of
interest,
is
general
or
material
and
the
circumstances
that
give
rise
to
the
conflict
of
interest
immediately
prior
to
the
consideration
of
the
item,
which
they
have
a
conflict
of
interest,
a
counselor
must
indicate
certainly
the
existence
of
the
conflict
of
interest
and
leave
the
meeting.
Does
anyone
have
a
conflict
of
interest
tonight?
C
Thank
you,
confirmation
of
previous
minutes.
Would
someone
like
to
move
that
councilor
Davis
secondary
Council
King,
always
in
favor,
and
thank
you
councilors
tonight,
if
you
lose
your
microphones
turned
on
with
a
green
light
on
we'll
see
how
that
works
rather
than
turning
them
on
and
off.
C
D
You
I'm
happy
to
present
this
report
tonight.
D
The
report
outlines
the
process
that
we've
gone
through
over
the
last
few
months
to
arrive
at
the
draft
budget,
which
was
out
for
public
comment,
and
there
have
been
several
engagements
with
the
community
with
public
meetings.
People
at
the
market,
councilors
will
have
had
individual
discussions
with
several
people.
D
I'm
sure
four
people
gave
us
written
submissions
they're
attached
as
appendix
one
I
appreciate
the
time
it
takes
for
people
to
put
pen
to
paper
and
to
give
due
consideration
as
we
all
do,
and
we
are
actually
delighted
to
receive
submissions
on
the
budget
in
the
agenda.
On
page
six,
there
is
a
table
summarizing
people's
submissions
and
the
comments
that
officers
have
made
in
light
of
those
requests.
D
I
think
they're,
they're
well
covered
I
would
just
let
you
know
that
we
will
go
back
to
before
people
who
did
make
formal
submissions
at
the
end
of
the
process
when
we
do
eventually
adopt
the
budget
on
the
28th
of
June.
To
let
them
know
the
outcomes
of
the
submissions.
I
I
am
happy
to
take
any
questions,
but
I
am
also
very
pleased
that
people
took
the
time.
C
C
B
B
King
only
to
acknowledge
those
scoring
videos,
we've
written
in
and
provided
feedback-
it's
great
it's
great
to
be
down
at
the
market.
A
couple
of
weeks
ago,
talking
to
the
community
about
the
budget.
E
B
About
aspects
of
it
and
and
it's
good
that
we've
been
able
to
provide
feedback
to
those
questions
I,
particularly
like
the
information
around
with
the
footprouts,
that's
been
raised
and
be
able
to
divide
that
detail
around
encounters,
but
does
it
like
in
addressing
that
so
and
I'm
very
pleased
to
have
the
community
advisement
this
feedback
and
just
helped
us
as
we
go
through
this
process?
So
thank
you
again.
C
Thank
you,
Council
King.
Is
there
anyone
speaking
against
the
recommendation?
Is
there
anyone
else,
you'd
like
to
speak
for
Council
again
right
now,
thank.
E
You
chair
I'd,
like
to
also
thank
the
people
who
send
submissions
to
the
budget
and
they're
a
good,
very
clear
table.
Kathy.
Thank
you
for
that.
Explaining
what
actions
we
take.
It's
good
to
see
the
budget
for
the
food
paths
that
being
addressed,
and
especially
the
MLA
submission
about
the
toilets,
and
it's
good
to
consider
that
in
the
future.
If
we
can
make
illustrate
admission
in
that
section
of
the
table
and
thank
you
very.
C
B
C
F
Mr
chair
the
report
seeks
the
council
authority
to
consider
whether
the
government

the

at

and
Lee

should
be

a
little
bit
of
background
back
in
June
2022.
The

At

The

the

To
close
each

the
Railway

Council
has
agreed
to
consider
the
proposal
on
the
basis
that
the
roads
are
currently
physically
closed
to
through
pedestrian
and
vehicular
traffic
and
are
not
required
for
future
use
as
roads
by
the
public.
The
proposed
discontinuance
of
the
government
roads
located
at
Flynn's,
Road
and
Lee
Road
Railway
Crossings,
went
North
I've
shown
in
appendix
one
as
the
roads
are
known.
F
Sorry,
excuse
me,
as
the
roads
are
known
to
Total
as
roads
and
our
government
roads.
They
are
therefore
roads
for
the
purposes
of
the
ACT,
which
Council
has
the
power
to
consider
discontinuing
pursuant
to
force
three
of
schedule.

of
the

to
the
respective

in
relation
to
the

F
Community
consultation
was
from
April
2023
and
closed
at
5
pm
on
the
18th
of
May
2023,
the
required
public
lands,
or
the
proposal
was
published
on
council's
website
on
the
20th
of
April
and
in
the
vanilla
and
sign
on
the
26th
of
April.
Following
the
public
consultation
of
the
public
notice,
no
submissions
were
received
by
Council.
F
In
conclusion,
Council
May
resolve
to
either
commence
or
not
commence
the
statutory
procedures
to
consider
carrying
out
the
proposal.
It
is
recommended
that
Council
proceed
with
the
proposal
by
giving
public
notice
of
its
intention
to
discontinue
the
road
in
order
to
facilitate
the
lease
of
the
roads
from
the
crown
to
the
applicants.
G
C
H
Davis,
would
you
like
to
speak
only
just
to
follow
through
and
say
it's.
It's
been
good
governance,
it's
good
that
the
winner
for
Community
consultation,
it's
good
that
the
neighbors
have
agreed
to
it,
and
it's
it's
good
that
we
could
do
it.
Unfortunately,
it
has
the
best
amazes
me
how
long
this
process
takes
to
get
through
so
yeah.
No,
it's
good
that
we've
got
and-
and
there
was
no
one
that
was
against
it
anyway,
so
that
that's
great,
we
had
a
win-win
for
everybody.
Thank
you.
Thank.
C
E
I
There
were
six
planning
permits
issued
in
April
10
in
May,
one
Amendment
and
was
in
was
undertaken
in
May,
three
Vic
smart
permits
and
two
in
May
April
in
two
in
May.
That
was
all
decided
under
officer
delegation.
One
application
was
decided
by
Council.
I
I
D
Please
just
I
know:
we've
spoken
about
it
many
times,
but
it's
just
slipped
my
mind.
Can
you
tell
me,
how
is
it
only
sheds
that
are
able
to
be
done
under
a
Vic,
smart
brand.
I
You
Mr
chair,
there's
certain
criterias
that
vix
my
permits
that
can
be
done
under
and
certain
applications
that
don't
have
any
overlay
and
that
the
processing
time
for
Vic
smart
permits
is
10
days.
So
we
must
process
that
within
10
10
days
of
receiving,
which
is
amongst
the
other
stuff,
is
really
difficult
at
this
stage.
But
yeah.
D
Thank
you
and
my
other
question
was
just
very
curious
about
number
23
in
April,
which
is
the
construction
of
a
farm
shed
on
lot.
3
Mansfield,
Road,
800
000,
that's
a
very
large
shed,
I,
hope
and
I.
Don't
know
where
a
lot
really
means.
I
It's
your
past
three
kids
through
just
past
three
Fields,
it's
on
the
left
right
inside
and
it's
a
big
machinery
shed
and
it's
encompasses
a
lot
of
things
in
in
the
ship.
So.
I
The
other
thing
is
probably
to
be
noted
that
there
was
right
costings
in
this
like
well
change,
somebody's
actually
with
the
right
cost
of
the
same.
If
I
said,
rather
than
twenty
thousand
dollars
for
a
ship.
C
H
They
won't
well
for
long
counselor
King.
Well,
the
what
a
wonderful
effort
nalesh
under
the
pressures
and
restraints
that
your
staff
are
under
at
the
moment
and
the
minimum
stuff
you've
got
it's
a
really
good
app,
but
like
10
million
dollars
a
month
per
two
months
and
everyone's
got
to
be
treated
differently
individually
and
it's
a
lot
of
work.
H
It
just
shows
you
the
confidence
that
people
are
having
vanilla.
What
and
people
want
to
come
to
Manila
and
they
want
to
spend
this
type
of
money.
800
000
on
the
shed
and
you
look
at
houses
there
for
a
million
dollars
and
I
don't
want
to
go
to
each
one
of
those
because
you
know
a
lot
of
them
are
probably
confidential
and
private.
H
But
I'd
like
to
thank
all
the
community
that
are
showing
faith
in
in
benella
and
what
we're
doing
it
shows
the
town's
in
good,
good
steam
really
and
also
I
start
to
the
working
under
extreme
pressure
and
I.
Think
anybody
that,
like
myself,
that's
got
a
planning
perimeter.
A
building
permit
in
the
system
will
fully
appreciate
why
it's
taking
a
little
bit
of
time
to
get
through
so
and
well
done.
Thank.
G
Yeah
just
said:
it's
been
quite
an
amazing
growth
and
I.
Often
I
must
point
out
to
anybody.
That's
listening
to
put
into
perspective
exactly
how
nearly
she's
done,
what
we
used
to
have
Council
meetings
and
a
quarter
would
come
up
and
you
might
have
two
or
three
houses,
that's
built
in
benallen.
They
have
21
in
two
months.
It's
just
extraordinary.
G
It's
it's
extraordinary
that
the
money
that
we've
been
you
know
the
people
are
investing
I,
sometimes
wonder
when
the
Penny's
going
to
drop
with
some
residents
and
people,
some
negative
people
and
whatever
I,
keep
getting
comments
about
saying
hi,
but
I
would
maybe
possibly
going
backwards
and
shops
are
closing
and
no
I
don't
know
what
book
you're
reading,
because
21
hours
is
being
very
in
in
two
months,
is
just
extraordinary
and
but
how
is
going
on
with
Stephen
has
been
for
some
type
and
I
would
absolutely
acknowledge
the
work
that
neilish's
team
has
done
and
Under
Pressure
that
you
know
every
single
one
of
those
permits,
after
doing
processes
have
to
be
expected,
have
to
be
followed
up
and
that's
a
huge
amount
of
work.
G
So,
thanks
for
the
team
for
doing
that
and.
C
B
Thank
you,
Mr,
chair,
I,
think
most
of
these
days,
but
as
as
being
raised
like
to
to
hear
those
numbers
of
what
we've
been
doing,
you
just
go
through
driving
those
New,
York,
States
and
you'd
see
how
quickly
those
guys
going
up
and
and
the
confidence
people
have
in
our
communities
the
investment
those
Council
births
touched
on.
B
You
know
where
these
people
working
and
so
forth,
I
think
post
covered
what
we're
announcing
a
lot
of
people
working
from
home,
they're
building
offices
in
their
homes
and
they're
being
able
to
do
what
they
do
from
home.
So
if
we
can
continue
this
momentum
and
continue
to
develop
more
mistakes
to
allow
more
expansion
and
grow,
it's
fantastic,
and
it's
great
that
we've
got
these
reports
in
front
of
us
to
see
that
we're
doing
that
and
it's
a
credit
to
Union
delicious.
Thank
you.
C
Thank
you.
Anyone
else
like
to
speak
I
just
like
to
thank
you
and
your
team
too
nalesh
like
it's
an
awful
lot
of
work.
We
all
know
that
we
just
have
to
have
a
look
at
one
of
these
applications
and
see
the
amount
of
work
that
you
put
into
it.
So
when
you
see
there's
21
of
them,
that's
an
awful
lot
of
work
and
our
next
job
is
to
learn
the
names
of
all
these
new
streets.
I
think
we're
all
getting
a
bit
confused.
C
We
hear
of
a
street
and
you
think
well
where
on
Earth
is
that
I've
never
heard
of
that
one
before
so.
Well
done
all
those
in
favor.
It's
carried
item
number
four,
the
20
22
2023
response
grants
from
Tom
Arnold.
Thank
you.
J
Thank
you.
Tonight's
report
is
for
the
2022-2023
quick
response
grants.
We've
had
one
application
come
in
since
the
grants
will
last
considered,
and
that
was
from
the
gurrambat
and
District
community
group,
they've
they're,
seeking
funding
to
paint
the
inside
of
the
community
toilets
located
in
the
grounds
of
the
gurombat.
All
the
toilets
are
established
to
provide
a
convenient
facility
alongside
the
Art
Trail
there
for
locals,
and
tourists
coming
through.
J
The
group
are
looking
for
funding
to
purchase
the
paint
and
Associated
equipment
and
they
have
volunteer
labor
that
will
go
towards
actually
getting
the
painting
done
itself.
I'd
just
like
to
highlight
the
this
particular
project.
Pleasingly
came
off
the
back
of
a
meeting
with
Council
staff,
so
the
community
group
actually
applied
for
a
community
Grant.
J
You
might
recall,
and
were
unsuccessful,
so
we
met
with
them
to
talk
through
that
application
and
off
the
back
of
that,
we're
able
to
talk
a
little
bit
about
what
other
funding
Opportunities
Council
can
provide
and
guide
them
through
the
best
way
to
submit
an
application
as
well.
So
this
is
an
application
off
the
back
of
feedback
from
unsuccessful
applicant.
So,
that's
something
that
you
know
we
we're
really
happy
to
see
and
we'll
continue
to
see,
I
think
moving
forward
as
well.
J
D
Thank
you,
Mr
chair,
who
are
you
I
was
wondering
Tom,
I
I
congratulate
you
on
actually
talking
to
them
about
their
grant
that
wasn't
approved
and
coming
up
with
this
idea.
I
just
wondered:
is
this
enough
money
for
them
to
do
this
job
that
they've
actually
starting.
J
Through
you,
Mr
chair,
they
tell
me
it
is
so
I
can
only
take
their
word
for
it
yeah.
So
when
we
sat
down
we,
they
spoke
about
a
number
of
different
projects
that
they'd
like
to
see
delivered
in
the
community.
When
we
spoke
about
the
500
that
was
potentially
available
for
this
program,
they
thought
that
would
be
adequate
for
this
particular
project.
That's.
C
H
Chair
and
thank
you
Tom
for
for
helping
them
out
in
the
situation.
What
do
you
say
like
you're
in
bed
are
very
similar
to
a
lot
of
hamlets
around.
You
know
show
us
in
our
area,
because
there
was
a
lot
of
wonderful
people
out
there
on
committees
in
and
I'm,
not
going
to
mention
where
they
are,
but
there's
a
lot
doing
a
lot
of
work
out
there
in
those
country,
towns,
you're
in
bed,
I
had
the
privilege
of
doing
their
AGM
this
year
and
Greg
Gaul
is
running
it
again.
H
This
year,
they're
a
dynamic
to
him.
They've
got
a
bit
of
age
about
them,
but
they're
still
a
dynamic
team
and
they
take
it
at
heart.
I
think
the
silo
art
has
driven
a
lot
of
these
towns
and
and
I
said
to
them
just
keep
keep
doing
what
you're
doing
and
if
Council
can
help
in
any
way,
just
keep
asking
us
I'm
sure
we'll
be
able
to
help
out
and
Tom's
coming
out
and
helped
them
out
when
they
weren't
able
to
get
the
grant
that
last
lot
of
funding.
So
thank
you.
D
Speak
yes,
thank
you,
Mr,
chair,
just
to
thank
Tom,
very
much
for
the
dead
and
his
team.
The
dedication
that
they've
given
to
these
people
that
have
put
in
Grant
applications
and
to
help
them
know
that
they
can
come
to
the
council
and
there
are
other
avenues
that
they
know.
You're
able
to
access,
and
maybe
next
year,
they'll
be
had
their
applications
in
earlier,
so
that
they
can
get
the
sheet
back
before
they're
closed.
Thank.
C
A
Have
one
Mr
chair:
we
do
have
a
item
from
the
considered
version
of
business,
so
I
do
have
a
printout
of
the
what
else
I
believe.
It's
opposed
item
has
been
determined
by
the
CEO
that
it
is
a
matter
of
urgent
business
and
Mr
chair
just
wanted
to
give
Council
a
couple
of
minutes.
E
B
C
Councilor
O'brien
yep,
you
have
been
emailed
the
same
information
if
you'd
like
to
have
a
look
yeah.
C
Has
everyone
had
a
chance
to
to
read
recommendation
first
thing
we
have
to
do
is
move
that
the
recommendation
that
the
Urgent
business
be
accepted,
Council
of
Davis,
second
to
councilor
King,
all
those
in
favor
that's
carried,
and
the
recommendation
is
that
the
finance
and
planning
committee
meeting
planning
committee,
acting
under
the
delegated
authority
of
the
council,
resolved
at
the
council
meeting
to
be
held
on
Wednesday,
the
28th
of
June
2023
at
5
30
PM
beheld
solely
as
a
face-to-face
meeting.
C
In
accordance
with
section
3.3.6
of
the
governor's
rules
of
2020
move
councilor
Hearn
secondary
councilor
King.
Would
you
like
to
speak
councilor
Hearn.
D
B
King
I
I
agree
it's
of
sensitive
nature
given
What's
being
proposed
and
and
the.
C
Okay,
is
there
anyone
speaking
against
the
motion?
Would
anyone
else
like
to
speak
for
just
for
those
people
who
are
viewing
from
home?
The
the
the
Urgent
business
is
the
sale
of
Enterprise
Park,
which
will
be
discussed
at
that
leading
all
those
in
favor.
