From YouTube: Council Meeting | 16 September 2020
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Is
thank
you
I'll
remind
you
that
meetings
were
recorded
and
we
are
also
being
live
streamed
on
youtube.
We
expect
council
of
behaviour
to
be
exemplary,
as
it
always
is.
A
Any
conflicts
of
interest
must
now
under
the
new
local
government
have
to
be
declared
now
and
also
at
the
time
when
it
appears
in
the
agenda.
Do
we
have
any
apologies.
A
C
Thank
you,
mr
chair.
This.
Under
the
community
sponsorship
program
this
month,
we've
only
had
one
application
received
and
it's
seeking
fix
the
banana
shorts
they're
seeking
500
to
have
their
six
national
short
film
competitions
and,
of
course,
this
year,
due
to
coded
they're,
actually
going
to
be
screening
that
to
online.
So
it
will
mean
that
it
will
go
for
a
much
larger
audience.
C
It's
scheduled
to
go
ahead
in
november,
and
I
think,
what's
exciting
about
this
and
obviously
they're
having
as
you
can
see
in
the
report,
and
some
good
film
and
television
actors
help
assess
the
grants.
But
what
is
pleasing
about
this
is
the
greater
outcomes
from
when
they've
had
this.
Previously,
some
of
the
young
people
that
have
been
involved
have
actually
gone
on
to
work
in
film
and
tv
and
won
scholarships
as
a
direct
result
of
having
been
involved
in
the
short
film
festival
here.
A
A
E
A
B
Oh
actually:
okay,
okay,
thanks,
sir
thanks,
mr
mayor
I'll
talk
to
this
one
tonight,
councillors
just
to
give
some
background
and
the
reason
why
it
is
coming
to
the
council
tonight.
Obviously,
the
council
was
awarded
or
was
notified
of
some
drought
funding
way
back
in
january,
which
seems
like
such
a
long
time
ago.
That
was
back
when
the
bushfire
was
dropped.
B
If
you
recall
just
after
a
drought,
and
then
we
had
floods
and
now
we're
in
the
middle
of
covered,
so
we've
had
an
interesting
year,
so
the
process
of
actually
getting
the
the
drought
funding
approved
has
taken
some
time
and
that
appropriate
just
came
through
in
the
last
couple
of
weeks.
B
So
one
of
the
more
significant
projects
that
we
put
forward
in
the
drought
funding
was
a
community
a
community
grant
as
well.
So
we
released
this
about
a
month
ago,
we've
had
strong
applications
about
43
applications
have
come
in.
We
have
allocated
335
000
of
the
drought
funding
to
this
particular
initiative,
as
well
as
a
number
of
other
projects
as
part
of
the
drought
funding
part
of
the
process
that
the
staff
are
going
through.
B
B
As
per
the
report,
the
organisation's
could
submit
applications
up
to
20
000.
Not
all
the
applicants
have
done
just
a
quick
snapshot
of
some
of
the
projects
that
have
been
put
forward.
We
are
talking
about
community
or
toilet
upgrades
safety,
fencing
playgrounds,
water
tanks,
store
rooms,
shade
and
shelters
and
kitchen
upgrades
as
well.
So
we've
got
a
range
of
projects
which
a
lot
of
community
groups
have
taken
the
time
to
apply
for
and,
as
I
said,
the
process
from
tonight.
B
A
F
I
would
yes
to
the
chair
I'd
just
like
to
recommend.
F
F
Good,
what's
going
to
happen
in
the
future
through
this
330
000,
that
the
council
has
made
available,
where
it's
going
to
so
many
small
community
organizations
that
are
going
to
over
looking
for
the
money
now
every
single
one
of
them
is
is
a
good
thing
and
it's
good
for
the
community.
It's
good
for
the
stimulation
of
the
economy,
exactly
what
it's
supposed
to
be
doing,
and
this
recommendation
will
actually
help
it
happen
in
a
in
a
in
a
more
timely
manner,
so
more
than
happy
to
recommend
it.
Thank
you.
G
Support
my
fellow
councillor
councillor,
but
I'm
sure
he's
going
to
do
an
excellent
job
in
in
picking
out
the
candidates,
but
certainly
one
of
those
things
the
government
given
is
to
give
us
this
money.
We
don't
want
to
hold
it
up
and
the
quicker
it
can
be
can
be
put
out
there
there.
It's
not
easy
to
get
work.
Trades
people
do
to
do
work
at
the
moment.
So
as
soon
as
it
goes
out,
it's
going
to
give
what
it's
supposed
to
do.
G
A
kickstart,
the
and
I
spoke
to
one
person
today
that
put
in
for
them
putting
for
the
money
and
they
said
well,
look
whether
we
get
it
or
not.
We
don't
know,
however,
we'd
have
to
run
a
lot
of
trooper
apples
to
to
get
some
money
to
to
do
some
work.
So
I
think
it's
funny.
It's
fantastic
that
that
you
know
council
considering
supporting
together
to
to
make
sure
that
it
happens.
A
D
Thank
you
very
much,
mr
chair.
The
report
tonight
continues
on
with
our
table
19
financial
hardship
policy.
The
report
was
written
prior
to
the
premier's
announcement
yesterday
in
regard
to
regional
victoria.
Moving
on
to
stay
to
step
three,
however,
there
is
a
belief
that
local
businesses
will
still
continue
to
do
it
hard,
even
given
the
new
restrictions.
D
It's
been
now
about
some
six
months
that
businesses
have
suffered
due
restrictions
in
place
for
code.
The
report
so
far
we
haven't
had
a
heap
of
people
or
businesses
apply
for
assistance
under
the
policy
of
some
25.
At
last
count,
however,
rates
are
due
in
september
and
we
are
expecting
an
increase
as
we
get
close
to
that
date
of
people
applying
for
assistance
under
the
policy,
the
main
impact
of
the
policy
it
suspends
or
doesn't
charge
penalty
interest,
which
at
the
moment
is
10
percent
on
unpaid
rates.
D
So
it's
quite
a
hefty
penalty
for
not
paying
your
interest.
The
proposal
is
given
that
the
council's
about
to
go
into
caretaker
mode
in
the
election
period
with
the
new
council
election
that
we
actually
extend
the
policy
up
to
31
march
2021
rather
than
31
december.
We
and
we
haven't.
There-
was
some
questions
about
whether
or
not
this
would
impact
our
cash
flow
with
people
taking
advantage
of
it.
That
haven't
been
the
case.
D
Reports
from
finances
that
everyone
has
applied
for
has
been
very
genuine
in
their
need
for
assistance,
so
it
comes
with
a
full
recommendation
thanks.
Mr
chair,
are
there
any
questions
to
mr
david
just
fun?.
G
D
Mr
chair,
we
haven't
specifically
promoted
the
covert
heartsheet
policy
having
a
race
letter.
So
if
you
do
need
to
apply
for
hardship
relief,
please
contact
us
so
we've
kept
it
fairly
low
key.
We
haven't
made
it
widely
no
one's
there,
but
everyone
who
rings
that
regarding
hardship
relief
is
referred
to
the
policy.
So
it
is
not
specifically
detailed,
but
ratepayers
are
encouraged
to
contact
us
if
they're
having
trouble
paying.
A
Thank
you.
Thank
you.
If
not
the
recommendations
on
page
14
move
cancer,
often
secondary
counseling
standards,
to
speak
counter
options,
council.
E
The
effect
of
code
of
19
that
we've
experienced
will
be
harder
than
next
year,
and
I
just
don't
think
we
realize
I
think
it
will
have
a
big
impact
and
anything
we
can
do
to
help
our
okay,
especially
those
in
business
or
big
spaces,
on
which
they
pay
rent
and
on
which
they
own
and
pay
rates.
I
think
anything
we
can
do
to
help
them.
We
should.
