Description
Bossier City Council Meeting March 7, 2017
A
B
Heavenly
Father,
we
thank
you
for
this
day
that
you've,
given
us
Lord
LOI.
Thank
you
for
all
the
blessings
that
you
have
bestowed
on
our
community.
What
we
pray
for
each
person
present
at
this
council
meeting
today
and
for
their
families
Lord
know
we
pray
for
our
military
Lord
stationed
all
around
the
world.
May
you
give
them
safety?
Well,
we
pray
for
wisdom
for
our
nation
and
our
state
and
for
us
in
the
City
Council
meeting
today
in
Jesus
name,
we
pray,
amen.

A
A
little
puts
a
little
more
stringent
requirement
on
the
budget
engineering
estimate,
so
that
we're
not,
hopefully
it
will
close
that
gap
between
what
we
actually
received.
Okay,
when
it
comes
to
the
contractor
in
the
bed,
because
there
was
such
a
disparity
between
in
the
bid
I
was
referring
to
I
think
the
engineering
estimate
was
225,000.
The
budget
estimate
was
350,000
and
I'm
just
doing
that
in
the
actual
bid
came
in
at
65,000.
A
So
you
know
it
just
keeps
your
house
in
order,
and
that
way
when
we
submit
our
or
when
the
administration
submits
their
capital
budget
in
September,
we
have
a
little
bit
better
idea
of
how
much
money
it's
going
to
cost.
Okay,
any
other
questions,
questions
from
the
audience
council.
Please
cast
your
vote.

J
J
G
G
This
is
the
first
and
the
reading,
so
we
don't,
we
don't
address
it.
I
think
the
estimate
was
about
400,000
for
the
sidewalks
on
Northgate.
You
have
both
school-aged
children
who
goes
to
occur
and
pedestrians
who
crosses
over,
and
you
know
that
that
was
something
that
we
we
had.
A
number
and
I
was
hoping
that
it
was
reflected
in
this
five
year
budget,
and
this
is
finally
reading,
saw
really
wanted
trying
to
get
that
included.

F

For
Smith
will
still
be
there,
the
park
will
still
be
there,
but
I
mean
I'm,
not
aware
of
any
enhancement
to
it
other
than
you
know,
routine
maintenance
and
providing
the
services
that
it
provides.
Now
I
mean
we
don't
plan
to
do
away
the
park.
It'll
still
be
there,
but
there
was
nothing
incorporated
in
the
downtown
plan
to
you
know,
create
any
additional
activity.
I.
J
L
Unnecessarily
but
I
mean
that
the
commitment
is
that
we
were
gonna
build
the
road
from
to
Green
Acres
Boulevard,
all
the
way
to
innovation
drive
for
the
purposes
of
not
only
the
Honda
dealership,
but
opening
up
a
ton
of
commercial
property
and
other
developmental
property
along
there,
as
well
as
an
alternate
route
between
airline
and
Swan
Lake
Road.
Well,.
J
Again,
that
doesn't
make
any
sense
to
me
and
other
than
if
I'm
I
would
love
to
be
the
owner
of
that
land,
but
I
would
strongly
urge
that
we
number
one
if
it's
not
if
we're
not
committing
to
this.
By
voting
for
this,
then
I'm,
okay
with
that
and
but
if,
if
we're
committing
to
it
without
having
the
benefit
of
a
you,
know,
a
regional
traffic
study
and
and
and
just
really
looking
at
the
sensibility
of
fifteen
million
dollars,
then
then
doesn't
make
any
sense
at
all.
To
me.
J
So
I
wouldn't
be
in
support
of
that,
but
but
I
wouldn't
want
that
to
be
confused
with
the
thing
that
makes
all
the
sense
of
the
world,
and
that
is
extending
innovative
innovation
drive
to
accommodate
the
new
dealership
that
that
we're
doing
that.
That
part
makes
all
the
sense
in
the
world
so
which
I
think
is
be
about
a
Megan
Fox
or
something
like
that.
So
so
that
that's
that's
just
an
opinion
of
mine
and
something
ii.
Don't
really
have
anything
else
to
say.
J
I
I
got
them
to
reference
to
ensure
mr.
Darby's
annually.
We
appropriate
$300,000
for
the
ballfield
maintenance
has
to
re
surface
the
ball
fields
with
the
dirt
I
just
referenced.
Her
copy
of
the
deal
play
contracts
out
with
a
turf
provider
that
comes
in
and
make
sure
that
the
ball
fields
are
leveled
and
the
grass
is
planting
correctly
and
hydrated.
F
A
A
A
Outside
of
17
is
not
funded,
that's
correct,
so
you
know
any
changes
that
we
want
to
make.
You
know
when
we
could
change
the
capital
projects
for
budget
in
the
outlay
for
set
tene.
If
we
wanted
to,
but
going
you
know,
18
and
on
out
the
additional
four
years
or
mere
map
of
what
things
may
look
like,
but
we
can
always
change
exactly.
I
G
I
G
J
I
J
M
A
C
A
A
M
M
M
We
do
have
the
plans
to
extend
the
road
past,
the
Honda
dealership
and
a
little
past
it
to
provide
for
hopefully
another
car
dealership,
but
we
wouldn't
want
to
build
a
street
that
long,
a
great
big
dead-end
street
and
then
on
the
airline
drive
side.
When
we
built
the
Sterling
shopping
center,
we
stubbed
out
my
show
to
drive
it's
looking
straight
back
and
swanly
with
the
intention
of
extending
it
someday
and
Green
Acres
Drive.
It's
looking
back
that
way
too.
O
O
J
It
certainly
makes
sense
to
have
them
have
a
plan
where
one
day
those
good
hook
up
it
doesn't
make
any
sense
to
me
for
the
further
to
take
tax
money
from
the
citizens
and
connect
up
what
all
of
that
through
there.
For
what
purpose
I
mean,
what
what?
What
are
you
accomplishing?
What
you're
accomplishing
is
the
possibility
of
development
doesn't
make
any
sense
to
be
spending
public
money
on
that
to
me,
and
it
obviously
does
to
others,
and
that's
that's
why
it's
in
this
plan,
I
just
I,
couldn't
make
any
sense
of
it
it.
J
Transportation
plan
before
implementing
a
addition
to
our
transportation
plan,
then
it
logically
should
be
a
part
of
the
NL
cog
plan
and
then
the
NL
cog
plan
should
logically
then
be
considered
for
federal
and
state
money
rather
than
this
large
expenditure
which
to
me
we
desperately
need
in
in
in
near
term
traffic
relief
rather
than
something
that
is.
You
know
this
just
hook
up
across
all
the
land
that
is
unoccupied
so.
I
H
Any
work
on
how
much
of
a
relief
that
will
give
those
individuals
that
are
heading
to
Barksdale
that
normally
hit
the
bottleneck
at
I-220
and
sit
through
three
three
lights,
trying
to
get
on
dye
220.
So
they
can
go
to
Swan.
Lake
I
mean
because
I
envisioned
that
that
road,
also
being
a
relief
road
that
people
coming
from
the
north
will
will
turn
at
that
road
off
of
airline
drive
and
take
it
around
over
to
to
Swan
Lake
and
then
takes
one
leg
right
into
Barksdale.
F
P
That
Georgia
Mint
Boulevard
helped
us,
on
the
other
end
on
our
response
times
and
being
able
to
get
through
that
traffic
and
right
now,
this
road,
when
it's
built
what
you
Mendeley
helped
us
and
getting
our
ambulances,
because
if
we're
gonna
be
on
the
north
side
of
beam
Boulevard,
we
will
take
that
road
in
response
versus
going
down
through
air
line
of
being
be
on
the
south
side,
we'd
have
George
DeMint
as
an
option
coming
in
behind
the
old
Kroger
to
stay
south
of
220.
So
it
gives
us
options
right
now.
P
If
you
go
this
time
of
day
on
so
later
this
evening,
you're
gonna
see
engine
9,
hitting
the
oncoming
lane
at
Green
Acres
place
and
staying
on
coming
all
the
way.
Past
2:20
you're
gonna
see
Engine
3
headed
north,
hitting
oncoming
right
about
the
Plex
and
stayed
on
coming
all
the
way,
past,
2:20
and
being
Boulevard,
and
all
that
so
and
that's
our
major
response
area
as
well.
It's
not
in
Bossier
so
having
an
option
to
not
have
to
get
in
that
cross,
match
of
beam.
Boulevard
and
airline
drive
getting
a
patient
well
volume.
J
Know
what
you
bring
up
there
is.
It
makes
a
lot
of
sense
to
the
the
response
times
that
we
have
for
all
of
our
emergency
vehicles,
whether
it
be
police
or
or
whatever,
if
they're
in
situations
like
you're
talking
about.
We
should
have
NL
cog
looking
at
that,
and
they
should
be
the
ones
that
at
least
are
helping
us
find
solutions
that
consider
all
of
the
factors
when
you're
when
you're
planning,
transportation
and
growth.
J
The
problem
won't
go
away
because
it's
the
intense
use
of
all
the
services
that
we
created
there
that
are
bringing
in
all
these
wonderful
taxes
and
all
that's
a
great
thing
it.
It's
an
example
of
a
place
where
we
spend
a
lot
of
money.
We
attracted
the
taxes,
just
just
the
thing
you're
talking
about
now,
but
now
you
have
the
problem
there
and
you're
gonna
go
you're
gonna
go
trying
out
in
the
field
to
do
it
again,
and
it
just
doesn't
make
sense
to
me
to
not
be
not
be
working
on
the
problems
themselves.
P
P
J
M
A
A
From
a
practical
standpoint
and
certainly
appreciate
the
recommendation
to
have
people
study
in
engineers
and
so
forth,
and
we've
had
certainly
had
our
historical
experiences
with
engineers,
some
good,
some,
not
so
good
so
but
at
the
end
of
the
day,
drive
down
I-20
and
if
you
all
recall,
20
years
ago
or
so,
West
Monroe
was
a
similar
to
220
what
we
have
as
I
envisioned
it.
And
now,
if
you
go
to
West,
Monroe,
look
on
the
side
of
I-20.
F
A
A
service
road
so
and
I
believe
when
we
originally
put
this
fort
before
the
council
in
the
public.
We
talked
about
how
our
economy
and
our
budget,
it's
driven
here
in
Bossier,
City
80%
sales
tax.
Is
that
pretty
fair
mr.
Buffington
from
a
revenue
standpoint,
so
we
have
always
got
to
be
conscious
of
what
can
we
do
and
we've
always
done
in
the
past?
A
Have
got
to
take
necessary
steps,
and
you
know,
albeit
studies,
are
great,
but
at
this
point
and
my
personal
feelings
are
that
from
a
practical
standpoint
and
our
time
here
on
the
City
Council
and
with
our
department,
heads
and
people
in
the
administration,
you
know
I
feel
as
though
it's
a
wise
investment
for
the
taxpayers
of
Bossier
City
to
go
forth
with
this
road.
So
that's
my
two
cents,
I.
J
Yours
is
probably
one
of
the
better
hunches
of
anybody,
because
you've
done
so
well
with
keeping
the
budgets
in
line
when
at
times
when
it
wanted
to
get
out
of
line.
But
you
know
one
of
the
things
that
that
when
you
do
look
back
and
you
see
on
one
hand
the
wonderful
growth
that
we
have
in
sales
taxes
up
in
the
North
corridor,
what
a
lot
of
that?
What
a
lot
of
that
activity
actually
is
and
I
think
it's
showing
up
in
our
table
sales
tax
receipts
is
now.
J
We
are
beginning
to
cannibalize
our
own
businesses
in
the
inside
the
Kroger.
That's
up
there.
We
no
longer
have
a
Kroger
over
here.
We
have
a
Kroger
up
there.
We
we're
not
won't
be
long
before
I
think
we
will
not
have
a
Kmart
more
businesses
up.
There
won't
be
long
before
we
don't
have
a
Brookshire's
or
whatever
it
is
over
there.
What
what
I?
What
I
think
there
is
is
there's
a
balance
in
there
and
when
you
total
up
all
of
that
frontage
that
we've
built
up
in
there
behind
Kroger.
J
J
Exception,
I
I've
been
a
proponent
of
this
type
of
expenditure,
but,
but
in
in
this
case,
what
what
doesn't
make
sense
is
connecting
out
over
all
of
the
parish
road
can
somehow
guessing
that
someone
who
is
you
know,
heading
down
airline
drive,
is
going
to
use
a
road
to
switch
over
to
Swan
Lake
Road.
They
could
have
done
it
a
mile
earlier
the
anyway.
J
Those
are
all
things
that
the
studies
bring,
so
it
was
for
that
reason
that
I'm
opposed
to
that
and
no
other
reason,
I'm
opposed
to
doing
it
without
due
diligence
and
totally
for
the
expenditure
of
the
monies
for
that
initial
extension
of
innovation
drive,
which
of
course,
one
day
good
something
else.
So.
A
Again,
I'll
go
back
to
a
practical
experience
if
I
was
which
I
am
a
citizen
of
Bossier,
City
and
I
was
coming
either
out
of
Sam's
or
Academy
or
any
of
those
Target
stores
there
in
Sterling
and
around
the
vicinity
the
Walgreens
anywhere
around
there
I
ask
what
would
your
decision
be
to
get
back
on
airline
to
get
on
220?
Or
would
you
come
on
this
road
along
220
and
hit
Swan
Lake
and
get
on
220
to
get
back
to
high
20
either
way?
You
know
in
my
answer
just
my
answer.
A
A
Think
that
I
would
trust
our
fire
chief
to
tell
me
that
his
response
time
could
be
cut
by
how
many
ever
seconds
or
even
a
minute
or
two
in
how
many
lives
that
could
potentially
save
based
on
our
past
history.
Is
that
correct?
Chief
so
again,
I'll,
say:
I
think
that
there's,
as
you
pointed
out,
seven
councilmen
along
with
the
public,
that
we
can
certainly
make
that
decision
to
go
forward
with
this
road.
If
that
be
the
case
for
the
majority
of
the
council,.
F
Q
J
I
was
awkward
I,
don't
anything
else
to
say
other
than
I'm
glad
that
we
spent
some
time.
This
is
really
you
know.
It's
aired
it,
and,
and
people
can
now
see
the
issues
and
what
we're
doing
and
I
think
it
I
think
it's
a
good
thing
that
we
do
spend
time
on
something
that
you
know
we're
a
new
15,
million-dollar
expenditure
and
I'm
thankful
that
we
had
the
discussion
and
very
feel
very
good
about
whatever
the
vote
is
I
just
wanted.
M
A
A
R
N
Gentlemen,
I
would
just
like
to
keep
my
house
I
am
going
through
a
vocation,
rehabilitation
and
they've
been
having
trouble
getting
a
vendor.
They
could
get
me
a
job,
they
have
just
gotten
me.
A
vendor
and
I
should
be
getting
to
work
here
very
soon
and
having
money
coming
in
to
pay
my
back
taxes
and
bills
to
and
getting
my
house
worked
on
and
getting
my
house
fixed
and
I
just
want
to
stay
in
my
house
and
get
it
fixed,
lived
there
and
I
appreciate.
If
you
let
me
do
that,
I
really
would.
F
F
N
N
Sir
I
don't
have
any
other
place
to
go,
I
don't
have
any
relatives
and
they
can
take
me
I'd
appreciate
y'all.
Could
let
me
get
to
work
and
I
get
money
saved
and
I'll
get
money
coming
in
and
I
can
I
get
it
done.
I
I,
don't
want
to
live
anyplace
else.
That's
always
been
home.
I've
been
there
all
my
life
42
years,
it's
home
and
that's
where
I
want
to
do.
I'd
really
appreciate
it.
You
know,
let
me
be
able
to
get
it
done
and
live
there
and
and
okay
I.
F
I
F
N
Saying
to
get
this
to
get
started
on
to
get
ya
start
saving
I've,
you
know.
Hopefully
this
vendor
will
get
me
working,
hopefully
within
a
week,
I'm
hoping
the
way
the
rotation
ability
tient
all
I
have
paperwork
here.
If
y'all
want
to
see
that,
and
they
will
get
me
to
work
and
I'll
start
saving
money
and
start
doing
what
little
I
can
do.
N
I'm
not
gonna,
be
making
big
money,
of
course,
but
with
what
I
do
get
and
start
getting
things
done,
it
need
to
be
getting
take
care,
also
Diane
Chase,
which
I
think
most
y'all
know.
Who
is
the
daughter-in-law
to
missus
Mahaffey
that
lives
on
the
corner
Patricia?
She
said
she
dropped
me
off
here
today,
she's
lookin,
to
help
me
she
says
she
has
friends
with
the
First
Baptist
Church.
That
would
be
interesting.
N
Helping
me
and
I
do
have
some
other
friends
or
carpenters
and
dying's
that
you
know
when
I
can
get
some
money
to
pay
them
to
be
able
to
do
some
work
and
help
me
and
I
understand:
I'm
opposed
to
be
up
for
a
grant
I'd
already
gotten
the
grant
a
few
months
ago.
If
the
one
of
these
back
taxes
that
come
up
and
if
any
interest
could
be
knocked
off,
those
taxes,
I
appreciate
it
because
it'd
be
I'd,
be
able
to
get
them
done
quicker
too,
if
any
way
possible.
F
L
And
so
you
know
mr.
hammock
has
noticed
now
what
I'd
recommend
is
just
continuing
this
past
the
30-day
time
period
with
his
him
being
ordered
to
be
back
and
the
demolition
be
considered
at
that
time,
and
then,
if
there's
no
demonstrable
evidence
that
there's
a
change
or
some
progress
being
made,
then
you
can
act
on
it
at
that.
So
I
would
ask
that
we
would
go
ahead
and
get
Miss
horrible
to
give
her
report
today
and
mr.
L
hammock
be
instructed
to
get
come
back
on
a
date
certain,
so
that
then
you
can
either
see
if
there's
demonstrable
evidence
or
not,
and
if
not,
then
then
you
can
take
whatever
action
at
that
time
and
potentially
if
there
is
demonstrable
evidence
that
can
be
continued
in
30-day
current
increments
to
make
sure
that
there
is
a
change
in
that
it
seems
to
me
a
better
plan
than
trying
to
read,
notify
and
do
all
that
stuff.
If
the
30
days
is
given.
F
N
F
F
G
R
Hadn't
really
considered
it
usually,
when
this
kind
of
thing
happens,
it
would
be,
he
would
get
it
he'd
get
his
job
and
get
a
permeate,
get
somebody
to
pull
one
for
him
fix
the
glass
you
know.
So
some
work
being
done.
This
is
kind
of
a
unique
situation.
Cause
I
was
certain
cuz
I've,
never
I've
never
actually
dealt
with
one.
Where
somebody
actually
owns
the
house.
I
mean
he
lives
in
the
house,
and
this
is
it
obvious,
always
been
rentals
or
empty
houses
and
that
but
I
we
could
sit.
We
can
figure
something
out.
Yeah.

Gentlemen,
this
is
a
this.
Is
three
vacant
lots
they've
been
vacant
for
considerable
amount
of
time?
One
is
already
zoned
for
b1
office
use.
The
other
two
were
zone
residential.
The
current
owner
would
like
to
put
a
small
retail
center
there
about
six
thousand
square
feet
is
requesting
change
to
be
two
zoning
for
all
three
of
those
Lots.

O
This
site
is
a
small
track
left
over
from
a
larger
industrial
site
that
was
in
this
spot
years
ago.
Changing
the
Industrial
Classification
to
a
light
commercial,
which
is
a
pretty
good
thing.
You
know
get
rid
of
these
little
small
pockets
of
industrial
zoning
in
the
middle
of
town.
That
would
be
a
good
use
for
that
location.
I
D
D
F
It's
kind
of
unwritten
rule.
First
thing:
let
me
say
it
is
this:
it's
hard
to
go,
gets
a
good
colleague
and
good
friend,
but
it's
kind
of
been
unwritten
roof
the
last
20
years.
Well,
it's
counsel
that
we
don't
name
streets
after
people.
We've
had
people
come
to
us
before
and
ask
us
to
do
that.
We've
even
had
ordinances
that
we
voted
against.
I
got
a
stack
of
them
here,
but
this
is
something
that
we
don't
do.
F
We've
had
people
that
their
sons
out
at
the
ball
park-
one
name
ball
fills
out
come
this
and
that
and
we
told
him
no
I-
think
the
recent
one
was
the
reeved
family
wanted
us
to
name
rode
down
my
CenturyLink
Center
Rodney
Reeves.
We
didn't
do
that.
We
did
conclude
to
do
Ray's,
Marine,
Drive,
I,
didn't
know
mr.
big
B,
I
dunno.
A
F
A
F
A
Know
if
we,
if
we
had
some
objection,
then
we
would
apply
that
objection
and
just
from
a
standpoint
of
mr.
big
me
up
trust,
everyone
has
read
the
his
accolades
and
his
history
in
Bossier
Parish
and
he
is
truly
a
man
of
impeccable
integrity,
intelligence,
the
for
those
that
don't
know
at
the
House
of
Representatives,
the
hall
at
our
state
capitol
is
named
after
Walter,
o
Big
B.
He
was
not
solely
to
you
know
a
group
of
legislators,
but
he
spearheaded
the
effort
for
the
right-to-work
bill
which
changed
Louisiana
forever.
A
It
took
away
the
power
of
the
unions
in
this
state
made
us
a
right-to-work
state.
His
family
was
threatened,
they
had
to
have
police
protection
and,
if
y'all
would
ever
like
to
read
it's
very
interesting
reading
what
he
put
forth
his
family
as
well
as
his
self
to
change
the
landscape
here
in
the
state
of
Louisiana
and
I,
am
certainly
proud
to
call
them.
You
know.
A
F
G
G
Impressed
by
mr.
big
the
resume,
however,
the
issue
that
mr.
Williams
brought
up
I
remember:
we
had
I
think
it
was
Cox
that
we
were
going
to
rename
and
this
council
took
the
position
that
we
we
wouldn't
do
that
and
it
wasn't
done
and
I
think
this
is
parallel
to
that.
So,
in
that
vein,
I'm
not
gonna
support
changing
that
original
name
of
the
author
18
north.
A
I
J
Think
it's
really
to
hear
these
things
and
to
have
people,
hear
the
opinions
and
then
make
a
decision
on
this
I.
Certainly,
wouldn't
you
know
what
makes
sense
to
me
just
not
knowing
very
much
more
about
it.
I
do
mr.
Bob,
mr.
big
being
Hughes.
If
anybody,
if
anybody
deserved
it,
it
wouldn't
be
that
man
he
just
he
just
made.
J
He
made
a
difference
in
a
lot
of
people's
lives,
but
the
argument
that
that
doesn't
frankly
make
sense
to
me
is
that
if
it's
name
are
citrate,
eked
and
obviously
named
after
a
person,
so
I
was,
it
makes
sense
to
me
that
it
could
be
named
after
another
person
them.
You
know
that
is.
It
is
presently
named
after
a
person
on
the
south
side,
and
the
north
side
would
make
sense
to
me
to
name
it
after
another
person
or
just
for
what
it's
worth
to
intend
to
support
it.
That
reason.
A
V
My
name's
Charles
keep
it
1833
of
Revenue
to
South
Bossier
I,
wouldn't
I
would
just
like
to
know.
Why
would
you
want
to
going
and
divide
the
highway
for
more
names
or
the
other
for
south
north
and
south?
That's
just
like
a
fox
street
over
Mosier
there's
a
ditch.
You
run
between
them
one
side
of
Fox
and
the
other
side.
Fox
circle
and
I,
don't
see
where
we
gained
anything
but
changed
it
to
mr.
big,
be
from
author
team.
Just
let
it
be
the
extension.
