Description
Bossier City Council Meeting February 19, 2019
A
B
C
Please
bow
your
heads
Heavenly
Father.
Thank
you
for
this
day,
Lord
Lord.
We
thank
you
for
all
of
the
blessings
that
you
have
given
to
Bossier
City.
We
thank
you
for
each
person
who
was
at
this
council
meeting
today.
We
pray
for
those
Lord
in
our
community
who
are
sick
or
hurting.
While
we
pray
for
our
nation
pray
for
our
state
and
we
pray
for
wisdom
in
a
city
council
meeting
today
in
Jesus
name,
we
pray,
amen.

Council
we
have
one
add-on
for
today:
it'll
be
the
new
business
number
11,
adopt
a
resolution
appointing
David
a
Montgomery
jr.
as
authorized
representative
of
the
Bossier
City
Council
in
the
Bossier
City
mayor,
Lorenz
Walker.
In
all
matters
with
the
Louisiana
Department
of
Health.
First
and
final
reading,
I.

The
last
page
of
the
Water
and
Sewer,
we
have
some
timing,
differences
and
it's
kind
of
early
in
the
year,
and
this
happens
occasionally.
So
it
appears
that
January
wasn't
very
strong,
but
we
had
some
expenses
this
year
that
we're
in
a
different
month
last
year,
and
if
you
look
at
to
budget
we're
still
at
a
hundred
and
thirty
seven
percent
and
the
most
accurate
data,
which
is
the
rolling
twelve
months,
is
a
hundred
and
seven
percent.
A
Shed
Road,
we
have
about
two
days
of
concrete
work
to
do
on
shed
Road
and
then,
after
that,
there'll
be
about
two
days
of
sealing
joints
and
cracks
in
the
concrete.
And
then
after
that,
we'll
spend
about
four
days
grinding
down
the
hot
spots
in
the
pavement,
and
then
it
takes
about
three
days
to
put
down
the
stripes.
So
that's
11
days.
A
The
problem
is
you
can't
do
this
two
days
where
the
concrete,
with
the
weather,
we're
having
to
seal
the
joints,
the
concrete's
got
to
be
bone-dry
to
stripe
the
concrete
it's
got
to
be
bone
dry
and
to
grind
down
the
concrete
there's
just
one
or
two
guys
in
the
state
that
provide
that
service.
So
probably,
hopefully
our
contractors
made
arrangements
to
get
here
him
here
as
quickly
as
possible,
but
11
work
days
left
I'd,
be
surprised
if
we're
finished
by
March.
A
A
A
Kommen
street,
while
I
was
in
Baton
Rouge,
had
the
opportunity
to
visit
with
our
project
manager
recall
we
redesigned
the
project
to
avoid
Fort
Smith
Park,
and
that
was
a
good
play
on
our
part
and
dotd
told
us
to
proceed
up
to
the
90
percent
check
point
on
our
prints.
So
we're
we're
back
at
work
on
our
plans
for
Coleman
Street
highway
80
project
our
contractor
best
yet
is
eager
to
get
started.
We
have
a
pre-construction
meeting
Thursday,
so
I
expect
to
be
have
broken
ground
by
the
next
time.
A
I
report
to
you
guys,
innovation
drive
were
set
on,
go
we're
waiting
for
some
very
last
letter
from
the
Corps
of
Engineers
to
proceed
with
our
mitigation
there
well
I'll,
try
Big
B,
carriageway
I
brought
this
for
show-and-tell,
it's
one
set
of
plans,
and
these
are
ninety
percent
and
it's
a
big
deal.
We've
been
waiting
for
these
for
fifteen
years
eighteen
eighteen
years,
they're
called
90%
in
dotd
jargon.
A
That's
an
advanced
set
of
check,
prints,
they're,
essentially
finished
myself,
and
others
just
need
to
thumb
through
them
sheet
by
sheet
to
see
what
last-minute
revisions
we
might
want
to
make.
But,
like
I
said
it's
a
big
deal
to
be
at
this
point,
the
east
bank
parking
lots
or
all
the
pavings
poured
and
with
the
weather
permitting
you
know
another
month,
we'll
be
finished
with
that
project.
I
think
we
added
196
parking
spaces
that
we
needed
to
have
down
there.
Melrose
extension.
This
is
the
portion
that
goes
from
Walmart
to
plantation
I'll.
A
Have
those
plans
in
about
a
month
and
we'll
bid
and
build
that
this
summer,
Kroger
Walmart
connections
got
a
little
set
of
plans
put
together.
I
should
have
had
my
right-of-way
drawings
by
now
I'll
check
on
that.
But
what
to
have
those
in
hand?
Jimmy
and
I
can
work
with
the
stores
to
try
to
get
that
accomplished.
A
A
We
got
a
project
to
provide
high
mass
sliding
at
shed
road
and
I-220.
That's
a
project
we
identified
a
few
years
ago,
but
we
didn't
go
through
with
it,
but
knocking
the
dust
off
those
plans
and
getting
ready
to
rebid
that
councilman
Darby.
We
got
the
survey
done
on
Northgate
to
initiate
the
design
of
the
sidewalks
on
Northgate
and
at
the
arena
we're
finished
refurbishing
the
parking
lot
I'm
glad
we
did
that
it
looks
nice
and
it's
going
to
add
years
of
life
to
that
parking
lot.
We
need
to
do
that
from
here
on
out.
A
C
D
A
D
And
I
would
like
to
have
a
you
know:
a
ceremony
groundbreaking
like
we
used
to
do,
though,
in
the
old
days,
with
a
shovel
and
have
the
mayor
and
mark
and
invite
Walt
big,
be
the
late
judge,
Big
B's
son,
to
be
there
and
possibly
the
grandson
who's
in
law
school
at
LSU
as
well.
That
would
be
possible.
Make
it
a
you
know,
a
public,
let
the
media
know
and
have
everybody
I
think
it's
a
big
deal
like
you
were
talking
about
and
I
think
we
should
treat
it
as
such.
