Description
Bossier City Council Meeting May 19, 2020
A
Please
bow
your
heads
Heavenly
Father.
We
thank
you
for
this
beautiful
day
that
you've
given
us
Lord.
We
thank
you
for
all
the
blessings
that
you
have
bestowed
on.
Bossier
City.
We
pray
Lord
for
those
who
are
affected
by
the
current
health
and
economic
crisis.
We
pray
for
those
who
are
sick.
We
pray
for
those
who
have
lost
their
jobs.
We
pray
that
they
have
peace
in
solutions
to
their
challenges,
mostly
Lord.
We
pray
for
wisdom
for
our
nation
and
our
state
and
for
us,
and
it's
City
Council
meeting
today
in
Jesus
name.
A
A
A
B
A
A
C
Afternoon,
council
I've
distributed
the
financial
statements
for
the
month
ending
April
twenty
twenty
page.
One
is
our
revenue
and
although
April
compared
to
last
year's
down,
sixteen
percent,
we're
still
favorable
one
hundred
and
fourteen
percent
to
budget
and
the
sales
tax
related
to
the
general
fund
is
still
at
107
page
two,
our
expenses
by
fund
and
we
are
at
89%.
C
C
A
B
D
A
D
The
reason
being
that
mr.
Larkin
and
I
have
met
with
the
mayor
and
mr.
Hudson
and
mr.
Hydell
and
I
think
there's
a
few
things.
It's
going
well.
Mr
Hudson
is
being
of
tremendous
assistance.
You
know
in
this
transition
process
that
we're
going
through
and
I
think
there's
just
a
few
minor
items
that
need
to
be
tweaked
within
that
contract
and
I.
Think
the
extra
two
weeks
will
allow
us
to
iron
out
those
minor
details
so
that
we
end
up
with
a
good
contract
and
with
the
assistance
of
mr.
Hudson
as
well
going
forward.
So.
E
E
You
know,
I
just
have
all
the
confidence
in
the
world
that
this
is
really
the
right
direction,
we're
going
and
that
we're
doing
the
right
thing
and
I
just
the
the
this
is
a
project
that
that
has
just
become
I,
think
very
apparent
to
in
the
meetings
that
David
and
I
have
had
that.
That's
so
it
just
needed
more
horsepower.
E
E
So
it's
a
perfect
situation,
there's
a
just
a
few
administrative
things
that
just
because
of
the
size
of
this
and
the
time
that,
if,
if
we
could
just
hold
it
offer
to
the
next
meeting,
it
would
work
great
and
I'd
like
to
point
out
that
that
there's
you
know,
there's
there's
a
I,
guess,
there's
a
kind
of
an
implied
trust
that
exists
here
between
the
city
and
and
Manchac
right
now,
they're
they're
working,
you
know,
they're
I
mean
and
of
course
they're
there
they're
working
are.
We
have
a.
B
B
D
A
D
Okay,
well,
I
would
request
that
the
administration
make
that
known
to
the
public
just
in
case
and
I
mean
the
the
faster
we
get
all
of
our
operations
back
up
and
running
and
normal
and
producing
the
revenue.
The
better
off
we're
going
to
be
financially
so
I
would
strongly
recommend
and
encouraging
that
sir.
Thank
you.
F
A
B
Adopt
an
ordinance
authorizing
the
city
of
buzzer
city
state
of
Louisiana
to
proceed
with
not
to
exceed
fifty
million
dollars,
financing
through
the
Louisiana
local
government,
environmental
facilities
and
Community
Development
Authority
and
providing
for
other
matters
in
connection
therewith
final
reading.
So.
A
B
Adopt
an
ordinance
to
declare
that
an
emergency
did
exist
in
the
city
of
our
city,
which
affects
property,
public
health
and
safety
due
to
the
requirement
to
repair
ruptured,
forced
main
from
the
big
airline
pump
station
at
a
cost
of
forty
three
thousand
two
hundred
and
twenty
four
dollars
and
fifty
six
cents
to
come
from
the
sewer
capital.
Contingency
funds.
First
and
final
read
some.
A
B
A
B
D
A
A
D
A
A
So
that
motion
carries
that's
all
of
our
agenda.
I,
don't
so
we
had
pretty
short
agenda
today.
Mara
had
a
question
for
you
regarding
we've.
Had
some
emails
go
back
and
forth
regarding
parts
and
I
know
we're
in
the
process
of
opening?
So
could
you
just
mark
the
only
benefit
for
the
benefit
of
the
public?
Explain
where
we
are
on
parts
being
open
and
maybe
the
timeline
of
what's
happy.
F
To
do
that,
I've
been
trying
to
feed
information
to
yo
as
soon
as
decisions
are
made
or
as
soon
as
we
get
information
that
impacts
previous
decisions.
We've
done,
I
think
a
very
good
job.
I,
don't
want
to
sell
him
a
president
Trump,
but
I
think
we've
done
a
pretty
good
job
of
preparing
for
and
responding
to
this
whole
coronavirus
thing
specifically
answer
your
question.
I
gave
directions
this
morning
with
Justin
to
all
of
you,
a
copy
of
with
regard
to
parks.
F
The
left
signs
place
on
all
parks
by
this
time
tomorrow
they
probably
all
be
up.
My
decision
is
that
parks
will
be
open
only
for
walking
and
jogging
and
tennis.
The
use
of
children's
play
equipment
and
basketball
courts
is
prohibited.
I
know,
a
lot
of
people
would
be
unhappy
with
that
decision,
but
the
criteria
is
what
is
best
to
get
us
out
of
two-phase:
will
hunt
to
qualify
for
phase
two
and
we've
got
to
keep
the
incidence
of
Pro
positive
results
down
it's.
F
The
decision
we
were
going
on
was
to
open
on
June
in
the
field
that
we're
still
sticking
with
that.
That's
the
date
that
the
governor
would
come
out
with
his
next
Proclamation
and
he
he's
on
TV
about
three
times
every
week
or
two
o'clock
in
the
afternoon,
and
he
gives
a
little
application
application
on
these
and
other
things,
but
we're
sticking
strictly
with
a
criteria.
That's
printed
from
the
federal
government
and
the
state
government
in
interest
of
trying
to
get
us
to
face.
F
So
that's
the
situational,
porks
and
we'd
go
out
to
ball
fields,
I've
quirt,
several.
What
we
should
do,
but
in
looking
at
all
the
content,
responses,
I
think
the
best
decision
is
and
I've
had
to
be
done-
that
we
won't
open
air
ball
fields
to
June
the
field.
The
day
that
the
governor
will
make
his
decision
on
moving
into
phase
2
or
not.
So
if
anybody's
got
any
questions,
I'll
be
glad.
