reasons

important

there
were
so

several
issues

brought
up
in

last
meeting
where
people
got
up
and
talked-
and
I
know
you
have
the
latitude
as
you've
explained
to
me
to
not
necessarily
address
the
issues
the
people
bring
when
they
come
up
to
the
council,
but
there
are
a
couple
of
significant
issues
that
I
think
the
public
I
go
to
the
council
minutes
before.

see

I

it

There
are
two
significant
things
that
people
talked
about
in
that
meeting,
that
I
thought
needed
to
have
some
explanation.

whether

go
there.
One
was
when
miss
dennis
made
kind
of
a
heart-wrenching
concern
about
how
her
husband
was
discarded.
There
were
bad
word
said,
and
then
we
voted
to
approve
to
have
somebody's
job
responsibilities
increased
to
do
the
same
jobs
probably,
and
it
doesn't
seem
like
that.

seen

explained
a
little

didn't
even
say
that
she
spoke

a
month
ago,
I
learned
about
this
problem
with
the
railroad
crossing
at
old
shed
road.

opinion,
there's
only
one
path
forward
to
do
this,
and
that
is
to
close
the
old
shed
road
crossing
at
the
completion
of
the
project,
and
I
mean
the
completion
of
the
project.
This
is
the
only
solution
which
will
allow
us
to
keep
this
construction
project
moving,
which
we
are
obligated
to
do
under
our
contract
with
jb,
james
and
other
subcontractors.

council
has
chosen
to
lay
this
vote
on
two
different
occasions
so
that
we
could
explore
as
many
options
as
possible.
We
have
done
that.
I
appreciate
appreciate
all
the
input
that
everyone
has
given
and
I
appreciate
that
we
have
worked
together
and
have
tried
all
to
find
an
alternate
solution,
but
all
of
these
delays
and
all
of
the
other
ad
additional
investigations
and
all
the
extra
meetings
we
find
ourselves
in
the
same
position.

only

one
option

is
to
agree
to
close
the
old
shed
road
crossings.
We
still
need
to
read
an
agreement
from
union
pacific
to
move
forward
with
construction
on
their
property
or
within
their
right

way.

told
us
verbally
and
in
writing.
They
will
not
give
us
this
consent
until
this
council
votes
to
agree
to
close
the
old
shed
road
crossing
at
the
completion
of
the
carriageway
project,
we
simply
have
no
other
options.

been
in
the
works
for

years

gone
too
far,

city
has
invested
too
many
tax
dollars
to
put
projects
in
jeopardy
and
to
do
more
delays.

keep
looking
in

rear

the

there

community
college

pair

schools,

with

school
board

fun
that
I

has

million
dollars
in
it

be
spent

state
of
louisiana

the

railroads.

regulate
railroads,

public

revolt,

parishes
from
texas

middle
of
the
mississippi
river
and
I
regulate
them,
and
I
know
all
about
them,
and
I
know
what
they
tell
you,
and
I
know
you
what
I
I
want
to
tell
you
what
I
know
about
them.
First
of
all,
this
company
that
you're
dealing
with
here
made
1.8
billion
dollars
in
the
second
quarter
of
this
year.

billion
net
profit.

year
they
made

billion

their

by

they

railroad

right

call

meridian
speedway

time

a
crossing
and
it
shook
my
car.

mean
it
just
shook
my
car
they're,
going
through
there
60
miles
an
hour,

I
had
a
guy
working
for
me
named
bill
robinson.

called
him
up.
I
said
bill,
write
a
letter
and
tell
these
people
to
slow
down
somebody's
going
to
get
killed
here.

he
wrote
him
a
letter.
Sure
enough.
Two
years
later,
the
railroad
car
hit
a
lady
and
her
kids
she's
a
paraplegic
the
rest
of
her
life.
She's
now
passed
away,
two
of
the
kids
were
mentally
disturbed
and
she
sued
him
in
being
a
parish,
and
I
told
the
trial
lawyer
who's
a
friend
of
mine.
I
said
you're
going
to
get
zeroed
over
there.
Now,
oh,
no!

No,
I
said
listen
to
me
you're
going
to
get
a
zero
verdict.

He
calls
me
back
foster.
I
said
oh
nice
hearing
right
now,
guess
what
we
got
zero.

The
railroad
got
a
zero
verdict
against
them,
killing
these
people,
here's
what
happened.
They
fixed
the
crossing,
but
they
put
garbage
bags
over
the

warning
signs
because
they
didn't
want
to
call
out
and
pay
overtime
to
the
employees,
so
they
put
a
garbage
bag
over
this
lady
got
killed.
Her
children
are
mentally
so
he
said:
what
do
you
think
if
we
can
go
to
kansas

domicile

kansas

to

he
went
to

court
of
appeals.
They
let
him

that
represented

items

concern
by
providing
some
facts
pertaining
to
the
history
of
this
project.

21st
2003,
the
city
executed
a
design
contract
to
begin
the
design
process
and
in
july
of
10th
2003,
the
first
public
hearing
held
regarding
the
first
public
hearing
was
held
regarding
the
hamilton
road
project.
There
were
handouts
provided
at
the
meeting.
That
stated,
specifically,
the
need
for
proposed
action
is
based
on
current
congestion
on
the
roadway
and
at
the
intersection
with
the
union
pacific
railroad.

The
hamilton
road
project
is
reclassified
and
changed
to
the
current
alignment
of
the
walter
o'bigby
carriageway
on
january
17,
2017,
there's
an
agreement
for
preliminary
engineering
services
between
the
city
of
bossier
city
and

union,
pacific
railroad,
which
is
submitted
to
union
pacific
by
the
city
and
in
there
that
agreement
states.
It
is
understood
by
both
parties
that
railroad
may
withhold
its
approval
for
any
reason,
directly
or
indirectly
related
to
safety
or
its
operations,
property
issues
or
effects
to
its
facilities.

the
city's
design
consultant

up
initiated
discussions
of
the
plans,
including
the
shed
road
reconstruction
on
june
27
2018.
The
city's
design
team,
has
an
on-site
meeting
with
up
to
discuss
the
at-grade
crossing

shed
road.

has
previously
been
reported
to
the
council
on
august
14
2019.
The
city
engineer,
receives
an
update
from
up
asking
for
files.
Again,
as
some
emails
have
been
lost,
these
files
were
provided
as
requested
on
november
21st
2019.

city
learns
that
ups
engineer
left
the
company
and
ups
shifted.
The
review
process
to
real
pros
and
information
is
submitted
to
real
pros
that
very
day
on
november
6
2019,
the
city
engineer,
sends
preliminary
plans
to
dotd
their
highway
rail
safety
engineer
and
they
get
an
email
back
on
november
27
2019.

think
it's
important
to
note
that
the
june
2000
u.s
department
of
transportation
they
release
a
guide,
an
informational
guide
on
roundabouts
and
chapter
eight
of
that
guide,
discusses
safety
considerations,
part
two
specifically
pertaining
to
act,
grade
rail
crossings
and
they
give
two
methods
of
that
great
cross
crossings
adjacent
to
roundabouts,
but
they
further
state
that
locating
an
intersection
near
an
at-grade
crossing
is
generally
discouraged.

july
2019,
that's
the
latest
update
of
the
highway
rail
crossing
handbook,
it
states.
Although
roundabouts
and
traffic
circles,
are
designed
to
operate
without
traffic
signals,
they
may
become
congested,
resulting
in
blockage
of
a
crossing
on
an
approach.
Leg
mitigation
may
require
installation
of
traffic
control
signals
or
cue
cutting
or
a
cue
cutting
signal.
We
talked
about
that
before
our
concerns
with
the
at-grade
crossing
backing
up
into
the
roundabout.

These
design
manuals
obviously
are
concerned
about
those
same
issues.
The
first
alternative
in
this
particular
manual
states
that
should
always
be
considered
for
a
highway
rail
crossing
is
elimination
which
can
be
accomplished
by
replacing
the
crossing
with
a
grade
separated
facility,
a
bridge
or
underpass
the
july
30th
2021
union,
pacific
railroad,
public
projects
manual
states.

code
of
regulations
that
I
mentioned
before
indicates
grade
crossing
elimination.
All
crossings
of
railroad
highways
at
grade
shall
be
eliminated
where
there
is
full
control
of
access
on
the
highway,
regardless
of
the
volume
of
railroad

highway
traffic.
The
mutcd
section
has
a
guidance
in
there.
That
indicates
any
great
crossing
that
cannot
be
justified
should
be
eliminated.

crossing
identification
number
recorded
in

element
of
this
report

must

states

when
crossing
data
reported

the
form
does
not
match
the
information
on
file

the
usdot
national
crossing
inventory

it's
not
uncommon
for

there
to
be
errors
in
these
reports,
the
crossing
inventory
history

this
crossing
shows
that
form
from
1988
to
2000.

indicating

the
roadway
plans

roundabouts
were
95
percent
complete
and

ordinance

to
provide
services
for
the
walter
o'baby
carriageway
project,
and
I'm

reading
that
to
you

to
provide
factual
information
regarding
the
history
of
the
project,
because
it
goes
back
a
long
time.

through
boxes
of
information

hope
that
that
proves
helpful,
as
you
guys

a
decision
this

circle
