B
A
B
Thank
you.
Colleen.
This
morning
we
have
Sheila
Dillon,
Chief
and
director
of
the
mayor's
office
of
housing.
Moh
has
six
votes
on
the
agenda
for
today.
The
first
three
votes
will
be
presented
by
Teresa
stratilla
program
manager
for
the
director's
office
division
of
moh,
but
one
is
a
request
for
conveyance
to
Edward
L,
Cooper,
Community,
gardening
and
education
center
Incorporated.
This
is
for
vacant
land
located
at
three
unnumbered
Cedar
Street
Parcels
in
Roxbury.
The
purchase
price
is
recommended
at
three
hundred
dollars
Teresa.
If
you'll,
please
present
vote
number
one.
B
D
This
manner
was
last
before
you
in
March
of
2022,
when
PFC
voted
to
approve
the
tentative
developer
designation
of
elcc
to
refresh
the
commission's
memory.
Moh
conducted
a
public
process
that
led
to
that
vote.
In
this
subsequent
request,
moh
held
a
community
meeting
in
January
2021
to
discuss
with
community
members
the
preservation
of
these
Parcels
as
open
space.
D
D
D
D
D
In
summary,
if
PFC
approves
the
vote
request,
it
will
result
in
the
following
public
benefits:
preserve
approximately
19
000
square
feet
of
land
as
protected
open
space
after
over
59
years
in
moh,
inventory,
preserve
food
production
space
in
a
neighborhood
with
high
rates
of
food
insecurity
and
improve
safety
and
accessibility
of
a
community
pathway,
providing
access
to
Gardens
and
open
space
I'm.
Here
to
answer
any
questions
you
may
have.
Thank
you.
B
Aye
nice
habit.
Thank
you.
Bone
number
one
is
hereby
approved.
Number
two
is
a
request
for
rescission
of
a
tentative
developer,
designation
vote
of
April
14
2021
and
conveyance
vote
of
July
14
2021
to
Boston
food
for
Forest
Coalition
Incorporated.
This
was
for
vacant
land
located
at
632,
Morton
Street
in
Mattapan.
The
purchase
price
was
recommended
at
one
hundred
dollars
Teresa.
If
you
please
present
vote
number
two.
D
D
In
November
of
2022
moh
became
aware
that
the
primary
volunteers
engaged
with
Farmers
for
collaborative
had
stopped
working
together
and
Farmers
collaborative
had
effectively
dissolved
without
a
responsive
partner
to
operate.
The
greenhouse,
bffcc
and
moh
have
agreed
that
bffc
does
not
have
the
capacity
and
expertise
to
develop
and
operate
this
project.
D
D
D
So
the
the
community
members
have
been
very
active
and
interested
in
the
future
of
these
parcels,
and
so
we're
anticipating
beginning
that
new
community
process
now
we're
starting
with
reaching
out
to
the
both
members
of
farmers
collaborative
to
assess
their
their
current
and
future
interest
in
using
those
Parcels
to
determine
if
they
still
have
interest
as
individuals
and
based
on
the
outcome
of
those
inquiries.
We'll
determine
whether
to
hold
a
new
community
meeting
so
hoping
to
move
forward
the
community
process.
This
spring.
B
Number
three
is
a
request
from
recision
of
the
tentative
developer
designation
vote
of
June
25th
June
25th
2021
and
the
tentative
develop
developer,
designation
extension
vote
of
June
15
2022
to
the
Boston
Food
Forest
Coalition
Incorporated.
This
is
for
vacant
land
located
at
44,
Aspinwall
Road
in
Dorchester.
The
purchase
price
was
recommended
at
100
Theresa.
If
you
please
present
vote
number
three,
please
thank.
D
By
the
time
of
the
execution
of
the
mou
in
February
of
2022,
it
had
become
clear
that
supply
chain
issues
and
Associated
increased
costs.
Construction
costs
had
made
the
originally
proposed
budget
insufficient
for
the
development
of
the
intended
design.
On
this
basis,
moh
recommended
a
PFC
approved
and
PFC
approved.
A
six-month
extension
of
the
tentative
developer
designation
in
November
of
2022
moh
became
aware
that
the
primary
volunteers
engaged
with
Farmers
collaborative
had
stopped
working
together
and
Farmers
collaborative
had
effectively
dissolved
without
a
responsive
partner
to
operate.
D
The
greenhouse,
bffc
and
moh
have
agreed
that
bffc
does
not
have
the
capacity
to
end
expertise
to
develop
and
operate
this
project.
The
vote
request
includes
a
comprehensive
memo
about
the
project.
Npfc
vote
request,
including
a
letter
from
bffc
submitted
to
moh
in
November
2022
withdrawing
from
the
project
I've
also
provided
a
handout
related
to
the
vote
request
which
is
displayed
on
the
screen.
This
is
an
aerial
map
of
the
parcel
if
PFC
approves
the
rescission
of
this
request,
moh
plans
to
start
a
new
community
process
for
the
disposition
of
the
parcel
I'm
here.
B
B
This
is
a
request
for
Amendment
to
the
vote
of
March
16
2022
to
extend
the
tentative
designation
intent
to
sell
period
from
36
to
48
months
to
the
urban
Edge
housing
Corporation
for
vacant
land
located
at
an
unnumbered
parcel
on
Emory
Street
in
Roxbury
Josephine.
Please
present
vote
number
four.
Please.
C
Since
the
PFC
vote
earlier
this
year,
Urban
Edge
has
commenced
construction
of
the
affordable
housing
building
next
door
and
construction
of
the
public.
Open
space
will
be
folded
into
this
housing
Construction
and
it
will
be
completed
concurrently
with
the
completion
of
the
affordable
housing
or
shortly
thereafter.
C
The
request
for
a
Time
extension
is
a
result
of
delays
experienced
by
Urban
Edge,
stemming
from
staff
changes
at
their
organization,
which
had
significant
impacts
on
the
organization's
capacity
over
the
summer
to
advance
the
designs
and
budget
for
the
public
open
space.
However,
Urban
Edge
has
a
strong
track
record
of
advancing
its
projects.
Many
with
considerably
more
complexity
than
this
one
and
moh
is
confident
that
its
staff
does
currently
have
the
capacity
and
expertise
needed
to
resolve
the
open
tasks
prior
to
construction.
Getting
started.
C
C
C
An
extension
of
the
tentative
developer
designation
will
allow
Urban
Edge
to
continue
to
progress
designs
and
permitting
and
finalize
all
necessary
steps
for
the
conveyance
to
take
place
if
PFC
approves
the
time
extension
request.
Moh
expects
to
return
to
the
PFC
for
a
conveyance
vote
request
before
the
end
of
2023.
D
While
motion
to
approve.
B
B
This
is
a
request
for
Amendment
to
the
vote
of
December
15
2021
to
extend
the
tentative
developer,
designation,
intent
to
sell
period
from
12
to
24
months
to
DVM,
Consulting,
LLC
and
name
change
to
DPM
Consulting
Corp.
This
is
for
vacant
land
located
at
10,
28,
10,
44
and
10
15
10
19
and
1039
Blue
Hill
Avenue
and
6
Fabian
Street
Mattapan
Leo.
If
you
please
present
vote
number
five,
please
and.
E
I
am
here
requesting
POC
approval
for
a
12-month
extension
of
the
tenant
of
developer
designation
of
DDM
Consulting
for
the
partial
identified
info
package.
All
right
number,
five
in
the
mattapanic
road
EFC,
initially
voted
to
approve
the
developer
disconnection
of
DPM,
consulting
which
all
refer
to
DPM
up
from
now
on
on
December
15th
of
last
year,
a
comprehensive
memo
about
the
project
and
the
TFC
vote
request
is
included
in
the
package.
E
So
since
the
developer
was
designated,
they
have
used
the
time
to
significantly
Advance
our
designs
and
also
refine
their
private
financing
to
ensure
that
they
can
finalize
the
development
budget
and
close
on
the
project.
The
developer
also
participated
at
a
moh
sponsored
community
meeting
on
March
31st
of
this
year,
and
the
community
continues
to
support
the
project
and
is
very
excited
about
working
with
the
developer
and
the
prospect
of
these
projects
of
these
units
being
built
on
the
sites.
I
have
included
slides
for
the
PFC.
E
This
is
an
aerial
view
of
the
sites
and
the
location
on
Google
Avenue.
So
this
is
the
matter
pan
section
just
short
of
the
writer
pan
square,
the
next
slide.
So
this
is
a
rendering
or
current
rendering
for
the
1039
Global
lab
site
at
68
mystery,
and
this
is
different.
You
know
you
have
a
view
from
Google
Avenue,
as
well
as
a
view
from
Faith
Ministry,
and
then
we've
also
included
some
of
the
locations
as
well.
E
This
slide
is
so
this
is
10
15
and
1019
Google
Avenue,
and
then
we
also
have
a
couple
of
different
views
of
the
renderings.
In
addition
to
the
elevations
of
for
the
building.
E
And
this
is
the
last
site.
This
is
on
10
28
1040,
Provo
Avenue.
This
is
the
view
of
the
project
from
Lewis
Avenue,
and
then
you
also
have
some
elevations
on
the
right
as
well.
E
So
since
the
developer
was
designated,
they
have
accomplished
the
following
task:
they've
actually
finalized
their
schematic
design,
phase,
they've
also
engaged
code,
structural,
mechanical
and
electrical
Consultants,
as
well
as
farming
consultants
for
the
project.
They've
performed
environmental
Assessments
in
your
technical
work
and
they've
also
taken
certified
plot
plans
for
the
sites.
The
project
was
also
approved
for
a
pre-development
loan
from
the
list.
E
E
So
some
of
the
tasks
will
be
completed
during
the
extension
period,
so
we
expect
that
they
will
receive
zda
approval,
but
they
will
complete
the
design
of
construction
drawings
for
review
and
approval
by
moh
and
also
receive
approvals
from
the
bpda
I,
bought
some
water
and
store
permission.
Public
works
department
and
other
agencies,
as
required.
E
I
also
receive
all-perman,
sign
offs
and
receive
building
permits
and
then,
lastly,
finalize
their
budget
and
receive
a
fund
on
which
commitment
of
funds,
if
PFC
approves
more
requests
of
a
result
in
the
following
on
the
project,
will
create
18
new
units
of
affordable
home
ownership,
ranging
from
80
Ami
to
100
AI.
That
will
also
create
floating
units
of
affordable
rental
housing
making
from
50
Ami
to
ninety
percent.
E
The
project
will
also
create
1800
square
feet
of
ground
floor
retail
space
for
sale
at
an
affordable
rate,
and
it
will
also
create
1600
square
feet
of
ground
floor
retail
space
for
at
least
another
at
the
affordable
rate.
As
we
mentioned,
it
will
create
artists
live
workspace
and
it
will
also
include
seven
parking
spaces
and,
lastly,
the
project
will
Revitalize
seven
underutilized
vacant
city
on
box
I'm.
Here
to
answer
any
questions
that
you
may
have.
Thank
you.
B
Aye
rule
number
five
is
hereby
approved.
Rule
number
six
is
also
being
presented
by
Julio
pillier.
This
is
for
Amendment
to
the
vote
of
December
15
2021
to
extend
the
tentative
developer,
designation
and
attempt
to
sell
period
from
12
to
24
months
to
Habitat
for
Humanity
Greater
Boston
Incorporated.
This
is
for
vacant
land
located
at
three
bears:
Street
982
978
Blue,
Hill
Avenue
and
1085
Blue
Hill
Avenue
in
Mattapan
Julio.
If
you
please
present
vote
number
six,
please
thanks.
E
Ct,
when
you're
requesting
PLC
approval
for
eight
so
I
want
the
extension
of
the
tenant
of
the
developer
designation
of
Habitat
for
Humanity
Greater
Boston
for
the
person
that
identified
in
both
patent
number
six.
In
the
matter
of
fact,
neighborhood
POC
initially
voted
to
approve
the
developer
designation
of
habits
at
Boston
on
December
15
2021,
a
comprehensive
memo
about
the
project
and
the
POC
vote
request
is
included
in
the
package
as
well.
E
Habitat
Boston
has
used
developer
designation
period
to
advance
your
designs
working
on
finding
the
requirement
financing
ensure
that
we
can
finalize
the
development
budget
and
in
similar
fashion.
This
was
actually
part
of
the
same
RFP,
where
we
designated
dbm
Consulting
community
meeting,
sponsored
by
moh
on
March
31st
of
this
year,
and
they
have
received.
They
have
received
continued
community
support
for
their
product
as
well.
I
have
included
some
slides
for
PFC.
E
F
E
First
slide
is
just
a
Locus
map
of
the
three
sites
on
Google
Avenue
and
the
site
on
Fair
tree.
E
E
Thank
you
so,
some
of
the
accomplishments,
since
they
were
designated
for
the
sites
they
have
certificates
of
insurance
submitted
and
they've,
also
acquired
licenses
to
the
sites
and
they've,
also
resumed
recycling,
site
maintenance
duties
for
the
parcels
they
have.
They
have
a
completed
pot
plants
as
well
to
confirm
the
boundaries
of
the
sites
and
they've
also
finalized
our
schematic
designs
and
submitted
to
moh
for
review
and
the
Boston
Planning
and
Development
APC
as
well.
E
So
some
of
the
tasks
will
be
completed
on
during
the
extension
period,
so
we
expect
that
the
project
will
receive
zba
approval
if
the
developer
will
complete
their
design
work,
construction,
drawings
for
mlh
approval,
and
also
that
they
will
receive
approvals
from
all
the
relevant
agencies
related
to
design
such
as
bpva
Boston,
modern
store
public
works
as
well
and
that
they
will
receive
permanent,
sign-off
and
building
permits
and
then
also
that
they
will
finalize
the
budget
and
obtain
our
construction
loan.
So
this
project
does
not
seeking
moh
funding.
E
If
TFC
approves,
the
vote,
request
will
result
in
the
following
public
benefits,
so
the
project
will
create
15
units
of
affordable
home
ownership
and
commercial
retail
space
across
three
sites.
All
the
units
will
be
affordable
to
buyers
at
or
below,
80
of
Ami
and
the
product
will
also
Revitalize
three
underutilized
City
on
site
and
provide
housing
business
with
opportunities
in
the
community
compared
to
answer
any
questions
that
you
may
have.
Thank.
B
Have
it
thank
you.
Phone
number
six
is
here
by
approved.

you
just
confirm
the
address
for
harvestree

122.,

Yes,
okay,
I
just
want
to
note
from
the
record
that
the
correct
address
should
be
114,
122,
Harvard,
Street,
there's
a
scriveness
there.

says

will
note
that

make
sure
that

correct
for
the
