This
hearing
is
being
conducted
pursuant
to
certain
temporary
amendments
to

open
leading
law.

allows
us
to
meet.

I'm
going
to
read
a
report
which
I
wrote
on
Sunday
June,
11th,
2023
science,
detective
William,
Gallagher
and
detective
ready,
Hernandez
assigned
to
the
BPD
licensed
premise
unit
conducted
a
license
department,
inspection
of
Fort
Hill
Barn
they're,
located
at
2810
Washington
Street
well
inside
the
restaurant
detectives
observed
that
there
was
a
disc
jockey.
Providing
music
detectives
noted
that
the
establishment
entertainment
license
does
not
provide
for
this
type
of
entertainment.

Detective
brought
this
to
the
attention
of
the
person
in
charge:
Miss
norvia
de
Leon
as
a
result
of
what
the
Texas
discovered
scientific
allegation
license.
Private
inspection
of
zero,
four
zero,
three
four,
six
or
premise:
providing
DJ
music
without
being
authorized
in
the
city
of
Boston
entertainment,
license
Miss
de
Leon
signed
for
an
accepted
notice,
and
then
it
also
picture
attached
of
the
actual
dude
they
set
up
in
the
back.

This
basically
is
rooted
in
a
confusion
as
to
what
exactly
constitutes
a
DJ
for
many
years.
My
understanding
was
is
that
the
DJ
was
someone
who
not
just
didn't
put
on
the
music,
but
also
performed
in
a
in
a
way
that
you
know
commenting
on
the
music
trying
to
get
the
you
know
the
people
to
dance
or
trying
to
get
people
into
into
the
partying
aspect
of
the
evening.

Not
just
someone
who
played
music
I
will
say
that
Miss
pina's
business
has
evolved
into
nights
where
she
caters
to
a
certain
crowd
and
that
crowd
has
its
own
music
and
she
was
allowing
people
to
come
in
with
the
person.
You
know
that
was
going
to
present
their
playlist
and
play
music,
but
not
perform
in
any
way,
and
we
have
taken
it.

we've
gone,
we've
gone
back
and
now,
as
Rebecca
knows
the
other
day,
we
have
amended
the
license
so
that
it's
updated
now
from
Radio
to
audio
device
so
that
we
now
have
our
own
equipment,
a
laptop
which
is
an
audio
device,
and
we
have
asked
people
to
come
in.
We
have
a
certain
playlist,
so
it
is
if
it's
a
certain
night,
then
that
playlist
will
be
played
by
norvia
herself
and
not
as
a
d.
There's
no
microphone,
there's
no
commentary
coming
there's
only
a
person.

the
you

playing
playing
songs.

asked
everybody
to
come
in
to
have
at
least
a
playlist,
that's
at
least
two
hours
long
and
then,
after

people
are
still
there

people
working

understand
now
exactly
what
needs
to
be
done,
that
we're
just
going
to
have
Norview
run
it
playing
playlists.

owner

a

almost
like

remember
how
they

complaint

that
the
premise
was
conducting
loud
in
live
music
and
when
we
walked
in
it
was
they
were
pretty
much
wrapping
it
up,
but
there
were
still
people
in
there.
There
were
two
people
standing
behind
the
diss
tracking
Booth,
interacting
with
the
machine.
One
of
them
did
have
a
headset
on
and
as
we
were
going
up
the
stairs
there
was
some.

were
some
correspondence
between
management
and
the
the
gentleman
there
to
to
move
away
that
we
were
there.

once
you
enter
the
premise
and
did
your
inspection
was
the
licensee
compliant.

mean
there
was
a
little
back
and
forth
on
what
is
a
DJ,
as
we've
just
heard,
but
we
told
we
told
him
that
nobody
wasn't
there
that
night.
If
we
were
dealing
with
her
daughter,
Miss
de
Leon,
and
we
told
him
I
should
not
see
anyone
behind
the
equipment
manipulating
the
equipment
with
the
headset
on,
and
you
know
they
stopped
it,
and
that
was
fine.

incident

June
11th.

so
that
incident
it
was
not
as
flat
I
think
I
might
have
been
the
one
who
called
from
the
night
before
and
also
posted
during
that
same
day,
how,
prior
to
that
event
or
after
the
previous
event,
from
the
other
night
that
her
car
her
vehicle
was
for
someone.
She
knows.
Someone
on
the
matters
vehicle
was
parked
in
front
of
the
fire
hydrant
right
on
Valentine
Street
as
well,
which
is
another
ongoing
problem.

But
it
was
the
previous
nights
that
were
loud
until
one
hour
past
1
am
with
music
and
that
night
I
think
because
the
police
did
show
up
at
11
42.
There
was
nothing
I
heard
after
midnight
that
evening
that
Sunday
evening,
but
I
also
have
the
ad
saved
from
their
party
promoters
featuring
two
DJs.
Clearly,
it's
TJ's
with
DJ
music
for
that
Sunday,
June
11th
event,
and
there
were
previous
ones
flanking
it
as
well.

So
there
was
no,
but
it
was
quiet
after
midnight
that
night,
but
I
think
because
the
police
did
show
up.

people

music

problem.

we
solved
the
problem
was

in
the
captain,
bottom
machine
and
start
measuring
the
music,

Door
they've
been
complaining
forever
and
then
when
people
come
in,
the
music
is
not
what
they
are
claiming
to
be.
So
one
of
the
things
that
I
wanted
it
for
my
favor
and
if
it's
okay
for
me
to
ask
if
the
Boston
police
or
the
live
stream
start
mentioning
the
music.

we
could
be
on
the
same
page
because
into
I
have
18
years
into
these
premises
and
it's
always
been
the
complaint,
but
then,
when
they
go
and
measuring
the
music,
it's
nothing.
What
they're
saying
when
I
don't
want
to
go
back
to
Ten
Thousand
Eleven
in
2011
and
2012.,
and
then
when
they
ended
up
measuring
the
music
I,
was
respecting
the
law.
They're
killing
my
business
for
a
complaint
and
I'm
nobody's
giving
me
the
benefit
that
I
would
either.

same
day,
we
didn't
stay
until
one
o'clock
and
you
and
those
neighbors
need
to
know
that
my
people
can
stay
on
the
premises
into
1,

and

it
go.
They
go
at
one
third,

like
I'm
holding
everybody
into

breaking
the
law

I'm
not
supposed
to
have
music,
because
this
is
the
thing

going

forever

sound
devices

close

police

believe

police
use

pretty
expensive,

licensed
premise
unit
conducted

license

suspection

the
rooftop
patio
at
cambrie
hotel
at
6.
West
Broadway
check
this,
where,
where
the
Cambria
is
not
allowed
to
conduct
any
type
of
entertainment
on
their
rooftop
patio
Tech,
this
proceed
at
the
rooftop,
where
they
observed
about
50
patrons
to
be
drinking
and
eating.
In
addition,
detectives
could
have
recorded
Amplified
music
being
played
on
the
house.

detectives
and
to
the
bar
area
they
observed
for
approximately
50
people
gathered
at
a
private
event.
At
this
time,
detectives
observed
the
DGA
to
be
performing
for
these
guests
on
inspection
of
cambria's
licenses
detectives
observe
their
DJ.
Entertainment
was
not
listed
as
an
approved
form
of
entertainment.
Current
city
of
Boston
entertainment
license
cal-410-795.
This
was
brought
to
Mr
Carrington
and
Mr
Will
O'brien
manager's
attention.
As
a
result.

observed
besides
Jacob
Gallagher,
issued
a
licensed
premise:
inspection
notice,
number,
zero,
four,
zero,
three
four
one
to
the
Camry
hotel
for
entertainment,
taking
place
on
rooftop
patio,
TV
and
music
DJ
and
first
floor.
No
current
entertainment
license
Mr
Joshua
Carrington
signed
for
an
acceptable,
essentially

night,

you
speak

Joshua
Carrington,
he

one
of
our
new
managers
on
board.
Unfortunately,
he
is
no
longer
with
us.

He
was
not
aware
of
us

able

type

music

the
rooftop.
We
were
in
the
middle
of
a
buyout
for
a
biotech
event.

downstairs
missing.
Mr

upstairs

communication

did
not
understand
that,

there
is
a

couple
of
issues
with
the
speaker

on
the
Roof.

speaker
would
be
used
for
a
presentation
for
the
client
with
the
computer.

the
only
reason
why
it
was
there
for
a
microphone.

case

the
DJ,
you

we
we
have
the
music,
it

hooked
up
down
to
the
house.

downstairs
and
ups

upstairs
as
well,
that
is
controlled
by
the
hotel

Cambria
Hotel
and
per
their
brand
standards,
which
we
have
to
add
here
to
is
having
their
music
on.
Until
that
we
were
aware
by
by
Sergeant
Gallagher
and
detective
Hernandez,
that
that
was,
you
know
against
the
law.
We
have
not
done
so
since
then.

DJ

the

floor

we

made
aware,
we
shut
that
down.

essentially
hurt

business

us
to

to
any
length

we
have

protocol,

the

rules

live
entertainment
tonight.
This
was
a
prior
inspection
they've
been
about
three
times
in
the
last
month
and
a
half
two
months
and
we
found
stuff
going
on
there
most
times
they
were
issued
by
the
board
a
one-timer.
We
did
follow
up
with
that
to
make
sure
they're
in
compliance
with
some
early
July
I,
believe
it
was
a
Haitian,
Independence
Day
event
and
there
was
a
live
entertainment
taking
place.

They
did
secure
one
time
after
that,
but
that
was
also
way
back
when
there
were
no
issues
with
that
one,
but
they've
been
quite
as
of
late.

I'm
just
going
to
make
a
comment

and
will
the
three
fossil
police
officers
you
see
on
the
hearing?
They
cover
the
entire
city
for
the
licensing
board
three
having
to
respond
three
times
in
a
month
and
a
half
to
one
license.
Premise
is
a
lot,
so
you
need
to
get
your
act
together
on
the
licensing
side,
both
entertainment
and
alcohol,
and
you
can
do
it
at
the
same
time.
