C
G
Good
morning,
if
approved,
this
vote
will
convey
the
epping
street
parcel
to
carbon
square
health
center.
This
process,
which
is
located
at
the
corner
of
washington
and
epping
streets
in
the
carbon
square
section
of
dorchester,
was
once
part
of
a
larger
process.
At
six
epping
street,
the
sixth
ebbing
street
parcel
was
two
thousand
six
hundred.
Sixty
square
feet
was
transferred
from
the
transportation
department
to
dnd
on
august
14
2019
after
the
transfer,

with
the

vote.
Two
is
a
request
to
accept
an
extended
grant
from
the
new
commonwealth
of
racial
equity
and
social
justice
fund
in
the
boston
foundation
to
implement
development,
consulting
services
and
technical
assistance.
The
grant
amount
is
50
000
julio.
If
you
please
present
vote
number
two,
please.
E
Thank
you
ct
good
morning,
commissioners.
I
am
here
requesting
pfc
approval
of
an
ex
accept
and
expendable
for
a
grant
award
of
fifty
thousand
dollars
for
the
blue
live
action
plan.
This
grant
was
awarded
by
the
boston
foundation
on
behalf
of
the
new
commonwealth,
racial
and
equity
social
justice
fund
dnd
submitted
a
grant
application
to
the
boston
foundation
in
april
of
this
year,
requesting
120
000
to
hire
a
development
consultant
for
the
lab
action
plan.
E
Dnd
was
recently
awarded
a
grant
of
50
000
from
the
boston
foundation
on
behalf
of
the
new
commonwealth
fund,
and
these
funds
will
be
used
to
hire
a
development
consultant
to
engage
and
assist
with
the
designation,
I'm
sorry
to
help
and
assist
designated
developers
on
the
sites
along
blue
avenue.
The
consultant
will
be
will
engage
with
the
designated
developers
to
provide
technical
assistance
as
needed
to
the
applicants
and
select
the
developers,
and
this
is
something
that
we
think
will
be
crucial
to
the
success
of
the
lab
action
plan.
E
The
development
objectives
for
the
program
are
essentially
based
on
feedback
that
we've
heard
from
the
community,
but
it's
basically
to
support
re-energize
retail
stores,
re-establish
community-based
shopping
districts,
along
with
anchor
retail,
promote,
promote
mixed-use
housing
and
promote
residents
and
businesses
to
contribute
and
participate
in
the
development
process,
and
this
is
something
that
we
think
will
be
will
be
really
important,
but
that's
sort
of
a
summary
of
of
where
we
are.
With
this,
I'm
happy
to
answer
any
questions
that
the
commissioners
may
have.
D
No,
no,
I
apologize.
I
just
wanted
to
make
a
note.
Catherine
chia
craven
has
lost
her
audio,
so
if
the
other
two
commissioners
could
just
take
over
I'd,
appreciate
it
great.
F
Thank
you
secretary,
just
one
question:
this
is
a
continuation
of
the
presentation
of
last
month.
Is
that
correct,
or
is
this
a
separate.
E
Oh,
I
think
there
were
some
questions
around
the
like
the
relationship
between
the
boston
foundation,
the
new
commonwealth
fund,
but
I
don't
think
this
was
presented
last
month.
Basically,
the
the
boston
foundation
and
the
new
commonwealth
center
sort
of
it's
like
a
branch.
The
new
commonwealth
is
a
branch
of
the
boston
foundation
which
is
actually
distributing
the
funds
that
we've
applied
before.
So
that's
that's
sort
of
the
relationship,
and
I
think
we
outline
it
a
little
bit
better
in
the
memo
as
well.
B
Yeah,
I
have
the,
I
think,
it's
great
always
to
accept
money,
but
did
I
understand
correctly
you
applied
for
120
000
dollars.
H
B
You
only
receive
50..
Is
there
a
difference
in
the
dollar
value?
Is
it
coming
from
somewhere
else,
or
are
we
doing
a
smaller
budget
based
on
a
smaller
program
based
on
what
money
you
have
available.
E
C
Vote
number
two
is
hereby
approved.
Thank
you.
Vote
number
three
is
also
being
presented
by
julio.
This
is
a
request
for
commands
to
405
washington
street
llc
for
vacant
land
located
at
405
washington
street
in
dorchester.
The
purchase
price
is
recommended,
100
julio.
Would
you
please
present
vote
number
three.
E
Dc
you're
requesting
pfc
approval
for
a
convinced
vote
for
405
washington
street
llc
for
one
parcel
of
vacant
land
identified
in
the
evo
package
in
the
dorchester
section
of
boston,
pfc
approved
the
tentative
developer
designation
of
a
nominee
created
by
urbanica
inc,
which
we
referred
to
as
urbanica
on
may
13
2020
and
further
approved
an
extension
of
the
developer
designation
on
june
25th
2021.
E
This
was
increased
from
12
months
to
18
months,
washington
street
llc
was
created
to
develop
the
parcels
under
dnd's
neighborhood
housing
program
for
rental
and
homeownership
projects.
There
is
a
attached
memorandum
submitted
to
pfc
with
the
commission
vote
request
which
highlights
the
designation
background,
development
process
and
community
process
as
well.
E
So
since
pfc
approved
the
developer
designation
on
may
13th
2020
405
washington
street
llc
has
advanced
all
of
their
site
plans
and
design
documents
to
a
schematic
design
point
they
filed
plans
at
the
spectrum
services
department,
they've
received
a
zoning
port
of
a
zoning
board
of
appeals
approval
and
they
secured
an
award
of
subsidy
from
dnd
in
last
year's
competitive
funding
round.
E
The
community
will
benefit
from
this
project
by
the
creation
of
13
home
ownership
units
that
will
remain
restricted
for
a
period
of
up
to
50
years,
a
variety
of
income.
Next,
a
variety
of
income
mixes
will
be
served,
including
five
units
affordable
to
households
at
or
below
80
ami
four
units
affordable
to
households
at
or
below,
100
mi
and
four
units
available
to
households
at
or
below
120
of
ami.
E
This
project
would
revitalize
one
parcel
that
is
currently
underutilized
in
the
neighborhood
and
it
will
also
create
15
899
construction
hours
among
building
trades.
The
sell
of
the
parts
will
yield
long-term
benef
financial
benefits
of
the
city
by
removing
future
costs
and
liabilities
associated
with
with
the
maintaining
of
these
properties
and
returning
these
properties
of
the
tax
fields.
The
city
can
expect
to
recoup
an
additional
twenty
thousand
six
hundred
seventy
three
dollars
in
annual
tax
revenue.
E
If
poc
approves
the
conveyance
vote,
request,
405
washington
street
llc
will
receive
dnd
funding
commitments
to
support
the
development
of
the
13
units.
It
will
finalize
their
design
and
construction
documents,
receive
all
permit,
sign-ups
and
receive
building
permits
close
on
land
and
the
nd
funding
and
commence
construction.
E
E
And
the
fourth
flag
is
a
rendering
of
the
side
of
the
building
from
bradley
street,
based
on
the
foregoing,
dnd
respectfully
requests
that
pfc
approves
the
conveyance
vote
request
for
405
washington
street
llc.
The
vote
will
enable
four
or
five
washington
street
llc
to
move
forward
on
the
project.
Closing.
Thank
you
for
your
time
and
review
of
this
important
matter.
I'm
here
to
answer
any
questions
that
you
may
have.
C
Thank
you
vote
number
three
is
hereby
approved.
Finally,
we
have
vote
number
four,
also
presented
by
julio
pillaire
as
the
last
vote
presented
by
him.
This
is
for
a
conveyance
to
120
hancock

for
vacant

located
at
120
and
122
hancock

in
dorchester.
Purchase

is
recommended
at
200
julia.
Would
you
please
present
vote
number
four.
Please.
E
Oh
sorry,
thanks
dc,
so
this
project
is
very
similar
to
the
project
that
we
just
presented.
But
I
will
I
will
highlight
the
the
project.
E
Basically,
what
we're
doing
here
is
we're
doing
405
washington,
street
and
120
hancock
street
on
parallel
development
paps,
but
I'm
here
requesting
pfc
approval
for
the
conveyance
vote
for

for
two

of

was
created
to
develop
the

under
dnd's

E
E
Since
the
since

the

120,
hancock

has
has
held

dnd
held
a
series
of
design
review
meetings
with
the
jones
hill,
neighborhood
association
and
hancock
street
civic
association
throughout
the
winter
of
2020.
E
E
E
The
community
benefits
of
this
project
are
that
it
will
create
15,
affordable
homeownership
units
that
will
remain
deep,
restricted
for
up
to
50
years,
and
these
units
will
serve
a
variety
of
income
mixes,
including
eight
units
affordable
to
households
at
or
below
80
ami
and
seven
units
affordable
to
households.
At
below
100
ami,
the
project
will
also
revitalize
two
parcels
that
are
currently
under
utilized
in
the
neighborhood,
and
it
will
create
20
433
construction
hours
and
generate
employment.
It
would
also
generate
employment
of
105
jobs
among
building
trades.
E
The
sell
of
the
two
parcels
will
also
yield
long-term
financial
benefits
to
the
city
by
removing
them
from
the
inventory
and
removing
future

and

associated
with
maintaining
these

Returning
the
properties
of
the
tax
rate,
the
city
can
expect
to
recoup
an
additional
thirty.
Six
thousand

The

This
