From YouTube: Public Improvement Commission Hearings 9-26-19
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

D
There
are
some
outstanding
concerns
that
I
think
that
we
need
more
time
to
work
on
I'd
asked
for
more
time
in
consideration
of
this
board,
to
allow
me
to
work
that
out
with
the
Neighborhood
Association
and
some
of
the
abutters
that
we
do
have
tremendous
support
and
in
a
lot
of
areas,
and
we've
done
seven
months
of
outreach
with
the
community,
but
I
think
at
this
point.
The
right
thing
to
do
is
take
some
more
time.
I
do
ask
that
you
know
it
was
very
helpful.
D
A
So
I
appreciate
that
week
the
city
can
be
helpful
in
sort
of
whether
it's
through
the
office
of
neighborhood
services
or
through
the
Public
Works
Department
and
facilitating
conversation.
If
that's
that's,
abuse
of
interest
all
parties,
but
it's
a
question
of
whether
is
your
interest
to
continue
or
interest
or
withdraw
at
this
point.
D
A

D

G

J
It
talks
about
an
impromptu
meeting
in
the
hallway
after
the
September
12th
meeting.
The
person
identified
in
that
meeting
is
incorrect.
I
was
the
person
in
that
meeting.
It's
identified
as
an
Hirsch
Fang
advisor
to
the
Claremont
Neighborhood
Association,
which
I
am
NOT.
Just
a
neighbor
I
just
wanted
that
correction,
so
it
didn't
live
forever.
I
would
also
like
to
say:
I
did
not
receive
what's
discussed
in
here
as
a
threat
petulance,
perhaps,
but
not
a
threat
and
I
just
wanted
to
put
that
down.
A
D
That
indicated
a
range
of
1.2
percent
of
our
sales
and
a
year
a
date
most
recently
0.9
percent
of
our
sales
coming
in
after
not
after
10
o'clock,
late-night
business,
so
just
to
kind
of
paint.
The
picture
that,
even
though
we're
called
a
tavern,
were
very
much
a
restaurant
and
we're
very
much
busy
from
6:00
to
8:00
and
after
that
it
tends
to
die
out.
So
I
just
wanted
to
go
on
record
to
say
that
I
appreciate.
A
As
well,
the
average
which
you
guys
have
done
the
analysis
you've
done
as
well
as
the
outreach
and
an
interest
of
the
clare,
my
neighborhood
association,
the
tenants
of
the
building
we
will
be
if
there's
interest
on
both
sides,
real
you're,
going
to
facilitate.
Let's
have
some
conversation
and
with
that
I'll
entertain
a
motion
to
what's
wrong
with
that.
But

The
breaker
turning
your
head
to
this
plan.
This
is
the
discontinuance
plan
for
an
existing
pedestrian
along
fortune
streets,
existing
curb
line
as
part
of
the
widening
or
the
proposed
widening

The
project
is
currently
proposing
to
extinguish
an
existing
pedestrian
easement
that
is
currently
located
below
private
instruction.
E
M
I
So,
as
mentioned
previously,
the
existing
pedestrian
easement
would
be
extinguished,
and
the
plan
is
to
essentially
wine,
the
curb
to
curb
within
for
industry
and
for
your
request
for
the
pushes
request.
The
the
end
condition
widening
of
the
right
one
sultanate
and
integers,
rather
than
a
few
inches

an
integer,
for

So,
in
the
end
condition,
the
proposed
curve
line
is
going
to
be
pulled
toward
the
same
inward

the

They
are
the
owner
of
this
parcel
here
at
Landmark,
Center
to
a-1
Kirkland
Avenue,
in
addition
to
widening
14th
Street
as
part
of
this
proposal
and
also
extinguishing
in
existing
pedestrian
easement,
the
project
is
proposing
to
establish
a
new
pedestrian
easement
along
the
new
concrete
sidewalks.
This
would
be
located
along
the
back
of
sidewalk
and
also
sandwiched
between
the
furnishing
zone
and
the
building.
I
Tear
of
the
person
previous
wiping
so
currently
the
design
includes
balconies
that
are
extending
or
encroaching
upon
the
airspace
over
this
pedestrian
easement.
However,
those
balconies
have
been
studied
fairly
closely
and
the
elevation
from
the
ground
surface
to
the
underside
of
the
lowest
balconies
approximately
at
169
feet.
So
in
discussion
with
ISD
we've
been
clear
to
essentially
establish
that
the
best
amusement
and
no
further
improvements
within
that
airspace.
So.
M
It
depends
men,
it's
a
surface
easement,
so
it
doesn't
matter
what's
underneath
it,
because,
if
we're
never
putting
anything
in
there,
we're
just
giving
the
surface
rights
of
pens
to
travel
and
the
reason
that
this
wasn't
part
of
the
widening
is
to
do
our
building
encroachment
over
this
section.
So.

is
proposing
a
handful
of
streetscape
improvements
which
discuss
courtesy
but
include
essentially
new
castaways,
concrete

along
14th

and,
unfortunately,
the
commonness

as
well
as
ancillary

including
pedestrian

as
well
as

item

I
We
think
this

Commission
is
the
replacement
of
the
trading
of
existing
pedestrian

At
this

for
example,
the
existing
ramps
are
the
apex

ramps
in
working
with

from
the

at

We

a

and

I
I
I
The
curb

for
both

to
the
building,
one
of
the
thing
that
we
coordinate
closely
with
the
Transportation
Department,
was
the
curb
realignment
along
Brooklyn

It's
our
understanding
that
the
student
has
plans
for
our
future

only
slash

within
the

of

the
project
and
prepared
the
earth

plan
we're
here,
requesting
a
temporary
earth
support
license
for
West
second
Street.
Previously
this
project
was
reviewed
and
approved
in
2017.
At
that
point,
we
requested
earth
support
on
West
first
Street,
which
is
the
other
side
of
the
building.
R
Since
then,
the
building
design
has
advanced
and
changed
such
that
the
building
basement
foundation
has
moved
closer
to
West,
second
Street.
So
that's
why
we're
requesting
an
earth
support
license?
This
is
the
plan,
so
a
couple
quick
follow-ups
from
our
hearing.
One
of
them
was
that
you
can
see
that
we're
right
next
to
the
South,
Boston

and
then
the
bridge
that
goes
over,
that
on

So,
just
to

what
with
them
and
Steve
have
spoken
about,
and
also
what
we
had
discussed
during
the
new
business
hearing
a
couple
weeks
ago,
the
below-grade
excavation
for
105
West,
first
Street,
will
extend
up
to
the
property
line
which
will
require
in
order
to
enable
the
below
grade
excavation
a
supportive
excavation
system
which
extends
out
within
the
sidewalk
and
into
the
public
space.
The
supportive
excavation
system
is
intended
to
consist
of
soldier
piles
in
timber
lagging
and
due
to
the
depth
of
excavation
will
require
internal
bracing.
T
In
order
to
support
that
portion
of
the
site.
The
internal
bracing
is
intended
to
consist
of
steel
breakers,
which
will
extend
from
a
whaler
installed
along
the
supportive
excavation
system
on
West
second
Street
into
the
site.
All
elements
of
the
internal
bracing
will
be
removed
and
we
request
to
cut
the
supportive
excavation
system
to
no
less
than
six
feet
below
site
grades.
At
the
completion
of
construction,
the
blow
guard
space
will
extend
down
through
fill
play
soils
and
into
the
natural
glacial
soils.

The

in

that
we
needed
to
rectify
in
the
process.
We
are
improving
the
accessibility
of
the

at

O
A

B
So
we
did
have
some
concern
about
the
new
catch
basin.
You
were
proposing
on
Berkeley
Street
on
the
north
side,
and
then
you
were
also
on
Beacon
Street
on
the
east
side,
the
northeast
side.
Rather,
we
just
had
some
concerns
away.
You
had
moved
that
catch
basin,
so
I
was,
you
know,
to
keep
the
catch
base
and
you
could
kind
of
relocate
it
and
then
put
a
drop
Inlet
in
there.
If
you
could
work
with
Dave
Jenny
he's
the
one
that
had
briefed
you
of
this
project.
B
If
you
can
work
with
him
on
those
issues
and
the
other
issue
that
that
the
office
had
was
on
the
note
that
you
provided
about
the
gut
amounts,
we
weren't
clear
on
what
the
intention
was
so
our
intention.
What
we
want
you
to
do
is
actually
the
existing
and
proposed
catch
basins.
All
of
them
need
new,
got
them
out
to
whether
they
are
broken
or
not,
and
then
we
just
want
to
make
sure
that
that's
that's
clear.
Yes,.

you

on

of
the

we
really
appreciate
the
consideration
that
you

in

critical
improvements
to

in

for
us
to

to
put
those
improvements
into

Z
I'll
briefly
provide
a
recap,
as
many
of
you
on
the
Commission
are
aware
of
Chelsea
Street
Bridge
was
redesigned
in
Oakland
in
2012
to
address
the
public
safety
issues
of
the
waterway
users
and
and
since
then,
fortunately,
with
the
redesign,
there
have
been
no
more
incidents
on
the
creek.
The
unfortunate
consequence,
of
course,
was
that
it's
longer,
and
it's
higher
in
that,
has
at
an
adverse
impact
on
roadway
users
and
the
improvements
that
we're
going
to
be
presenting
to
you
today
in
detail
we'll
be
discussing.
Z
G
G
E
E
G
E
You
can
actually,
god
I'm,
actually
get
to
eat
steak.
Okay,
so
that,
may
you
be
able
to
give
some
consideration
because
they
are,
you
can
actually
make
a
choice
and
get
to
the
McCarty
before
the
mikado
goes
up.
This
location,
I
might
tiny
tiny,
tiny
opinion
these
that
you're
sort
of
trapped
that
you
may
not
be
able
to
do
much
so
gives
up.
I
mean
you
folks
need
to
give
that
consideration.
That's
not
for
us
to
locating
the
sign
needs
to
be
in
a
location
where
you
decide
to
be
of
use
other
than
this.
G
Larger
overhead
variable
message
signs
in
addition
to
the
real-time
information
about
the
rich
lives,
had
also
display
an
advanced
warning
when
the
next
life
to
be
predicted
again
the
full
span,
structures
and
typically
use
in
our
material,
but
we've
been
discussed
with
the
various
stakeholders.
Folks
were
ok
with
that.
There
will
always
have
the
opportunity
moving
forward
in
construction.
The
scale
back
but
proposing
this
structure
allows
us
to
have
that
pie,
their
path
of
travel,
a
come-along
viewing
distance,
because
she's
approaching
the
bridge
sick
to
see
that
sign
information,
as
well
as
the
as.
Z
Well
as
her
emergency
evacuation
as
this
an
emergency
evacuation
corridor,
and
it's
important
to
note
that
we're
working
with
the
BPD
a
and
we're
actually
partnering
with
them
on
the
community
meetings
in
East
Boston,
so
we'll
be
going
out
together.
Talking
about
all
of
these
various
improvements
on
the
East
Boston
side,
starting
in
October,
8th
I,
believe.
E
Z
Yeah,
the
purpose
of
that
bridge
is
not
to
deer.
You
it's
to
tell
you
when
the
future
lips
are
happening.
It
has
time
for
when
the
future
lifts
are
happy,
it's
advanced
notification,
not
real-time
notification.
It
can
do
real-time.
The
event,
the
real-time,
the
countdowns
are
the
signs
that
we
talked
about
before.
But
this
is,
as
you
cross
the
bridge
and
you
know,
you're
gonna
have
three
more
lifts
in
the
next
six
hours.
You
will
know
that
when
you
cross
the
bridge-
and
you
can
make
plans
accordingly,.

Good
morning,
I
remember:
we've
convinced
my
leftist
James
Griffin
santech.
The
project
architect
to
his

is
a
Benson
from
Samuel

who
is
Samuels
associates
who
are
working
with

the
owner
of
the
property
on
the
redevelopment
of
the
doclock
project,
we're
here
to
talk
about
only
two
of
the
four
buildings
that
are
part
of
this.
AA
As
you
may
recall,
at
the
last
meeting,
we
discussed
a
highway
easement
for
a
10-foot
swath
of
the
property
to
allow
for
a
future
widening
and
relocation
of
the
curb
line
of
Dorchester
Avenue
as
a
result
of
that
grant
of
highway
easement
from
the
proponent.
The
proponent
now
has
to
get
licenses
back
from
the
city
for
a
subterranean
footings,
cone,
footings
and
also
for
above-ground
light
fixtures,
awnings
and
the
like.
L
It
meant
insane
as
an
associates.
Just
brief
reminder.
This
is
the
dock
block
projects
on
480
units,
seven
multi
stocks
over
here.
This
is
Dorchester,
have
and
Cox
pretty
Pleasant
Street.
We
are
creating
a
new
connection,
that's
actually
on
private
land
through
the
projects
that
will
connect
to
the
surrounding
neighborhoods
tea
station
and
the
intersection
rebuilds
sidewalks
all
around
the
site.
P
L
L
AB
Thomas,
as
Rebecca
mentioned,
we
are
granting
to
the
the
highway
easement
along
Dorchester,
it's
about
ten
feet
wide
from
the
property
line
to
the
face
of
the
proposed
building.
So
the
two
petitions
before
you
today,
one
is
for
a
vertical
discontinuance
and
that
is
for
a
permanent
below
grade
footings,
continuous
footing
along
this
wall
and
then
column
footings
for
to
support
the
building.
So
this
describes
horizontally
and
vertically,
where
we
need
that
discontinuance,
the
footing
is
three
feet
below
grade,
and
then
it
ranges
from
two
to
five
feet:
six,
depending
on
the
final
design.
AB
For
the
architectural
design,
which
will
include
retail
signage,
signage
lighting,
a
metal
awning,
we
have
banner
signs
and
blade
science
show
horizontally
and
vertically
lighting
sconces.
And
then
you
also
have
architectural
facade
trim
on
the
edges
of
the
building
which
will
extend
into
that
highways.

to
Dorchester
Avenue,
there's
only
traffic
that
will
make
a
right
turn
into
the
project.
The
traffic
that
exits
out
of
the
project
will
exit
either
on
to
Hancock
Street
or
on
to
Pleasant
Street.
The
25%
design
comments
have
come
back
from
BTD
Howard
Stein
Hudson's
is
in
the
process
of
advancing
that
design
within
the
month.
They'll
have
75%
design
and
then,
at
that
point
in
in
the
coming
weeks,
we'll
be
back
to
the
pic4
approvals
that
related
to
the
intersections.
On
the
other
side
of
Pleasant
Street.

Could
it
be
what
time
I
forget?
Who
is
the
architect
order?
It
you,
sir,
if
you
can
do
the
service
cop
radiance,
in
such
a
way
where
people
are
discouraged
in
a
major
way
in
either
making
that
lifter
or
coming
out
on
time
the
sites
are
just
a
figment
of
my
imagination.
Has
two
people
trying
to
comply
with
it?
It
becomes
a
very
challenging
situation,
so
you
need
to
do
the
roadway
geometry
so
that
one
really
really
really
needs
to
put
in
an
effort
to
either
coming
to
your
property.

I
have
with
me
Jesse
Siegel
from
Haley
&
Aldrich,
do
tech
engineer
in
the
she'll
from
Texas
Tech
Rizzo
civil
engineer.
We
were
actually
before
you
last
December
for
a
temporary
our
support
system
for
milk
and
Olive
Street
assisting
of
slaughter
Mills,
and
that
petition
was
granted
December
20th
of
2018
we've
found
the
we
found
some
severe
utility
conflicts
on
milk
Street.
AC
The
certainly
only
operation
went
fine
along
all
of
the
street,
but
I
do
diligence
on
no-treatment
covered
significant
telephone
stock
banks
and
vaults,
so
the
mid
layer
of
cells
would
not
work
so
our
engineers
investigated
what
are
our
options?
We
could
do
there,
so
they
recommended
some
mini
piles
to
support
the
common
tawa
in
a
temporary
electric
vault
that
we
have
to
build
up
that.
So
the
team
did
an
expensive
exploratory
investigation
of
the
street
with
vac
trucks
and
by
hand
digging.
We
expose
all
the
existing
utilities.
AC
AC
We
then
presented
that
plant
Tod
naming
and
we
also
presented
the
same
plan
to
bus,
Lauren,
Sula,
Boston,
Water
and
Sewer
was
very
pleased
that
the
micropiles
would
take
the
weight
of
the
common
table
platform
and
the
falls
off
the
sidewalk
in
the
street
and
any
utilities
thereof,
and
also
they
were
well
many
of
them,
their
sewers
and
water
lines
and
drain
lines.
So
that
work
was
extensive.
That
took
a
long
time
to
put
those
sleeves
in
place.
AC
So
that's
the
application
before
you.
We
also
sent
this
application
to
all
the
utility
companies
and
we
had
no
negative
comments
back
from
utility
companies
in
this
way.
All
the
records
within
our
current
construction
management
plan
that
was
approved
by
and
tested
last
year
and
our
engineers
and
similarly
I,
can
answer
any
of
your
questions.

AC
Leads
we
found
that
the
sleeves
are
really
the
best
way
to
go,
because
we
were
able
to
expose
all
the
existing
utilities
and
and
I
were
inches
between
some
of
these
utilities
on
milk
Street
to
put
those
sleeves,
and
so
once
them
micro
files
were
installed.
We
knew
exactly
where
they
were
going
to
go.
This.

Design

This
is
just
an
easement
to
go
along
with
the
widening
of
the
sidewalk
and
the
bump-out.
We,
the
building
was
pulled
back
where,
as
the
designers
do
feedback
from
the
property
line,
so
he
widen
the
sidewalk
back
to
the
face
of
building
providing
the
5-foot
wide
yeah.
