The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

brief
description
of
the
project
and
and
the

status
that
is
under
construction.

project

It's
located
adjacent
to
North
Station
in
the
TD
Garden
on
causeway
Street,
it's
approximately
a
million
and
a
half
square
feet

development.

series

construction
phases.
It
includes
a
below
grade
parking
garage
which
is
an
expansion
of
the
existing
garage.
That's
located
below
North
Station.

in
general,
the
first
phase
that
I
described
is
under
construction.
We
were
here
two
years
ago
on
that
mat
and
when
that
got
underway,
we
are
targeting
October
to
get
the
TCO
on
the
first
phase.
So
that's
coming
up
in

near
term.

second
phase
is
also
under
construction,
and
that
will
continue
through
next
year.
There
will
be
a
phased
in
occupancy
of
the
residential
units
in
the
second
half
of
next
year
in
the
hotel
and
then
the
third
phase.

Kevin
mentioned
two
years
ago,
the
project
presented
before
the
Commission
received
a
number
of
approvals
and
including
specific
repair
plans
since
that
time,
the
proponent
working
with
the
abutters,
which
are
the
GSA
with
the
operators,
a
TV
garden
and
also
having
found
out
a
lot
about
subsurface
conditions,
have
proposed
a
number
of
small
modifications,
a
specific
repair
plan.
These
modifications
include
some
slight
reconfiguring
of
the
planters
and
the
benches,
and
some
of
the
street
furnishing
type
improvements
in,
in
addition,
proposing
some
changes
to
the
bollard
conditions
and
the
spacing
to
provide
enhanced
pedestrian
safety.

working
with
the
staff
in
some
of
the
various
city
departments,
it
was
determined
that
it
was
best
to
represent
before
the
Commission
to
encompass
all
these
small
changes,
but
when
looked
in
total
amount
of
data,
everything
worthy
of
Commission
consideration,
as
we
sit
here
today,
we've
made
a
lot
of
progress
with
all
the
agencies.
There's
a
couple
small
items
that
are
requiring
potential
small
modifications
on
the
bollard
spacing
we
were
working
with
the
Commission
for
persons
with
disabilities,
the
DPD,
a
and
P
IC
staff
to
get
the
spacing
correct.

One
that
was
not
picked
up
in
the
first
round
is
the
request
from
the
city
to
provide
a
convenience
ramp
from
the
center
pickup
drop-off
area
to
the
sidewalk
area,
so
that
if
anyone
with
a
disability
wants
to
get
out
of
the
drop-off,
they
could
get
to
the
sidewalk
without
walking
into
the
street
lanes,
and
this
request
is
being
worked
on
by
the
team
with
the
Commission
for
persons
with
disabilities.

expect
that
to
be
resolved
early
next
week.
