A
A
A
As
a
council,
we
will
act
in
the
best
interests
of
the
roommate
community
and
consider
the
immediate
and
long-term
impacts
of
our
decisions.
We
will
make
these
decisions
fairly
and
without
bias.
We
will
uphold
all
of
our
obligations
under
awards
and
victoria
and
councils
state
rewards
and
will
act
in
accordance
with
our
code
of
conduct.
A
A
A
Thank
you,
okay,
always
in
favor.
Please
raise
your
hand
that
earthquake
carries
and
there
are
no
condolences
for
this
evening
in
terms
of
congratulations,
I
think
the
involvement
of
the
council
I'd
like
to
move
this
version
of
congratulations.
A
A
Brenton,
thank
you
and
just
to
speak,
a
bit
background,
she's.
Actually,
the
second
female
counselor
of
sunshine,
city,
council
and
she's
been
a
proud
activist
and
long.
Life-Long
advocate
for
women's
rights,
especially
for
people
in
the
trade
union
movement
and
we're
just
receiving
from
her
son
the
other
day
that
all
her
hard
work
and
her
efforts
are
now
being
commemorated
and
plucked
at
victoria
trade's
hall.
So
I'd
like
to
say,
congratulations
to
gwen
and
her
family
yeah
from
the
sunshine
herself.
That's
quite
amazing,
and
do
you
want
to
spend
saying
guys,
sir.
C
Yes,
I
just
like
to
say
that
I
I
knew
gwen
gudaiki
for
a
long
time,
the
late
60s
or
mid
60s
alone,
words,
and
one
of
course
was
inactivates
at
its
very
best,
and
she
worked
at
the
time
crossed
across
the
road
from
the
civic
center
in
devonshire
road.
We,
the
former
treasurer
of
australia,
delayed
jim
kearns.
C
She
made
lots
and
lots
of
friends
madame
with
the
new
migrants
coming
in
assisting
them
in
various
difficult
times
and
at
the
later
on,
it
became
a
counselor
also
for
the
city
of
sunshine,
and
she
finished
up
marrying
a
council
of
jack
ty
at
the
time,
a
very
good
couple.
She
was
living
in
north
sunshine,
which
we
spent
many
meetings
at
her
house.
C
She
be
remembered
as
a
extremely
good
activist,
as
I
said,
a
true
activist
for
the
good
and
I'm
sure,
if
she's
looking
down
now,
she'd
be
very
proud
to
see
that
they
trace
whole
castle
came
up
with
a
good
gesture
and
that
she
deserves
something
well
done
to
the
family.
Thank
you.
A
My
question
is
for
their
counsellor
reported
in
the
start,
its
council
election
wishlist,
the
declared
climate
emergency
in
brimbank
has
been
relegated
to
a
bronx.
Surely
an
emergency
should
be
raised
as
a
gold
plus
priority.
We
prepared
care
to
explain
how
that
rating
came
about
and
the
reasoning
behind
this
conflicted
decision.
A
For
me
has
one
of
our
top
three
priorities:
advocacy
is
only
one
element
of
a
multi-pronged
approach
to
council
addressing
climate
change
through
debate.
Climate
emergency
plan,
which
was
founded
in
june
2020
council,
has
outlined
five
ways
remembering
to
tackle
this
emergency,
one,
which
is
imperative
community
number,
two
shipping
to
100
renewable
energy,
three
build
more
resilient
infrastructure,
four
greening
and
cooling
the
city
and
five
moving
towards
a
low
waste
central
economy.
A
Greenback
is
aiming
for
zero
net
emissions
or
council
operations
by
2030
and
the
very
much
municipality
by
2014..
You
can
see
our
progress
reported
on
the
cancer
website.
Just
use
climate
change.
As
a
section,
we
received
a
question
from
max
a
warlow
without
referring
to
industry
standards
or
financial
considerations
can
happen
directly
and
perfection
yes
or
no.
Will
the
new
orleans
leisure
centre
have
gym
only
group
exercise
only
off
the
energy
only
feeds
to
directly
answer
your
question.
No
council
will
not
be
offering
a
gym
only
group
exercise
only
or
off-peak
membership
fee.
A
The
bees
adopted
for
the
roommate
acquisition
and
wellness
centre
are
aligned
to
the
membership
categories
totally
on
offer
at
the
sunshine.
Ladies
center,
the
gym
early
membership
was
only
introduced
at
tequila
downs,
public
gym
for
the
duration
of
the
construction
of
new
permanent
aquatic
and
wellness
center.
There's
no
appointed
participation
opportunity
for
available
on-site
dreams
time
we've
received
two
questions
from
anton
nissan.
First
question
is:
what
is
the
council
doing
to
advocate
and
community
interests
regarding
the
proposed
third
runway
at
melbourne
airport?
A
A
Council
has
already
resigned:
its
development
airport,
air
since
australia,
the
australian
government
achieved
medical
officer,
the
victorian
chief
health
officer,
the
aviation
noise
ombudsman
and
the
federal
government
about
potential
health,
noise
and
immunity
related
concerns.
Silly
concerns
having
already
been
raised
for
the
state
government.
A
Second
question
is
the
department
of
transport
sunshine.
Master
plan
appears
for
well
short
run
based
on
sunshine.
Priority
precinct
vision,
2015
in
short,
changes
the
community
with
minor
cosmetic
changes
that
do
not
reflect
needs
the
needs
all
of
the
council's
own
vision.
What
is
the
council
doing
to
ensure
the
victorian
government's
plans?
Sunshine
meet
the
council's
vision,
2050
and
take
advantage
of
this
once
in
a
century
opportunity.
A
A
We're
looking
forward
to
hearing
from
the
department
of
transport
how
its
latest
round
of
community
engagement
will
be
used
to
better
develop.
The
nine
ideas
outlined
in
the
draft
plan
council
will
continue
to
advocate
for
alignment
unclear
division.
A
D
A
And
any
perceived
conflicts
of
interest
to
any
groups
awarded
funds
in
accordance
with
the
grammate
community
grant's
major
policy
council
determines
right
categories
and
lot
of
accounts
suggested
objectives
than
emerging
community
parties.
The
offices
are
involved
in
the
allocation
of
grants.
The
management
and
assessment
community
grants
is
the
responsibility
of
council
offices.
A
A
We
receive
a
second
question
from
jamie
ramsey.
Camden's
council
admires
that
all
community
grants
are
being
spent
as
intended
and
that
there
are
no
known
issues
regarding
any
grants
council
launches
and
that
has
funded
grant
applicants
for
conducting
a
progress
assessment
six
months
into
the
funding
and
an
equivalent
report
at
the
end
of
the
funding
period.
A
The
board
enables
council
to
support
applicants
and
full-funded
projects
are
on
track
as
assessed.
The
acquittal
report
outlines
the
funding
project
outcomes
provides
a
detailed
budget
that
accounts
for
how
elegant
funds
were
spent.
Approved
funds
must
be
used
according
to
your
group
budget
and
any
conditions
outlined
in
funding
agreements.
A
Evidence
delivery
and
group
of
expenditures
are
required
to
visit.
As
part
of
the
equity
report,
we
received
two
questions
from
ben
tran
first
question:
if,
at
the
let's
talk
room
bank
forum
held
on
the
3rd
of
april
2022,
I
was
advised
that
broomband
council
has
a
cap
on
multi-thumb
story.
Dwellings
permit
please
line
of
the
cap
number
and
how
many
have
been
issued
today
in
the
cure
launch
area.
A
There
is
no
cap
on
the
number
of
multi-value
developments
or
multi-story
volumes
that
can
be
built
in
any
given
area
of
room
bank.
Every
application
is
infected
and
get
the
roommate
in
accordance
with
the
requirements
of
the
planning
and
environment
act.
Like
second
question
from
lynn
tran
and
our
final
question
this
evening,
is
my
understanding
that
a
restricted
covenant
of
no.
A
A
A
A
I
have
a
question
of
clarification
on
those
minutes.
Is
that
possible.
A
To
go
to
a
director
in
the
minutes,
I
draw
attention
that
it
says
that
there's
an
operational
budget
shortfall
for
league
west
of
38
061.
A
I
did
attend
the
last
meeting,
but
I
had
to
leave,
and
there
were
two
questions
outstanding
that
I
wanted
to
to
ask,
and
I'm
happy
to
take
them
on
notice.
A
Is
that
why
have
our
fees
to
lead
west
increased
from
fifty
thousand
dollars
to
eighty
thousand
dollars,
as
outlined
in
the
minutes,
and
also
given
that
mooney
valley
has
also
lived
league
west?
What
are
the
tangible
benefits
of
our
membership
for
being
in
lake
west?
Are
two
questions.
A
And
for
the
increasing
membership,
fees
is
what
you
referred
to
as
the
since
moody
valley
have
left,
lead
west
court
completely
supported
from.
F
Member
councils
from
the
council's
down
to
five,
so
that's
the
main
reason
for
the
change
there
and
take
the
question
I'll
notice
about
the
pattern.
That's
a
good
big
part
of
the
request.
A
Your
hands,
I'm
not
very
feminine.
Thank
you.
Now
we're
now
moving
on
to
your
eye
control,
regular
officer
reports.
Now
there
are
17
officer
reports
for
consideration
house
plan
johnson.
I
wish
you
advised
that
in
the
interest
of
conducting
all
the
businesses
on
tonight's
agenda,
I
will
not
be
granting
extensions
for
speaking
time
this
evening.
A
If
you
have
any
alternate
or
amended
merchants
this
evening,
you
must
drop
these
motions
and
provide
them
to
the
guidance
team
by
email
to
maybe
shed
on
screen
and
form
part
of
the
meeting.
Otherwise
we
might
have
to
further
that
up
until
the
version
has
been
written,
allow
the
meeting
to
proceed,
uninterrupted.
A
Can
I
please
ask
mr
shane
to
speak
his
director,
mr
boyd.
E
E
F
F
Hi
everyone,
along
with
my
fellow
counselors,
I'm
proud
to
present
to
you,
bring
back's
draft
budget
for
2022
choi
23..
The
budget
is
important
because
it
shapes
the
finances
and
delivery
of
services
and
priorities
for
our
community.
It
underpins
our
recovery
efforts
through
kobit
19
all
while
delivering
much-needed
services
and
programs
across
our
community.
We've
consulted
extensively
with
our
community
over
the
last
year
on
a
wide
range
topics,
including
the
council
plan
and
vision
for
our
city
and
we've
taken
this
feedback
into
account
in
the
draft
budget.
F
F
Now,
let's
look
at
some
of
the
key
projects
that
we'll
deliver
for
the
community
while
the
biggest
projects
we're
finalizing
is
the
new
broombank
aquatic
and
wellness
center.
This
once
in
a
generation
project
has
been
a
long
time
in
the
making
and
will
open
its
doors
to
the
community
later
this
year.
F
A
tennis
pavilion
upgrade
of
750
000
at
lionheart
reserve
in
taylor's
lakes
and
950
000
for
several
female
sports
facility
upgrades.
The
drop
budget
also
includes
spending
that
supports
our
environment,
community
well-being,
curving
recovery
and
mental
health.
Now
this
is
where
you
come
in.
Tell
us
what
you
think
of
the
draft
budget.
So
together
we
can
achieve
a
beautiful
friday
and
healthy
room
bank.
It's
easy
to
provide
feedback
visit,
your
say
the
broombank.big.gov.edu
or
call
council
on
nine
two,
four
nine
four
thousand
the
consultation
closes
on
thursday
19
may
2022.
A
So
did
I
please
have
a
member
of
the
notion
I'd
like
to
move
an
alternate
motion?
Oh
sorry,
is
there
any
questions
for
this
report?
Yes,.
B
E
Really
doing
couple
works
for
the
budgets
assessments
guidelines
into
some,
where
you
think
yourself,
dedication
how
the
its
projects
are
being
good
thing
in
private
and
he's
a
guideline
at
the
system.
E
Capital
works
budget
each
year
is
provided
basically
based
on
a
whole
range
of
council
strategies,
depending
on
which
particular
asset
class
surface
supports
facilities
within
the
sports
facility
development
plan.
It's
a
community
facility
with
the
community
services
implementation
plan,
as
well
as
those
key
strategies
across
all
of
those
asset
classes.
E
There
also
is
a
number
of
addition,
assessments
that
are
undertaken
on
a
triangular
basis
and
also
maintenance
and
response
inspections
which
determine
what
the
priorities
are
for
a
number
of
different
budgets
within
the
capital
works
program,
so
that
that
is
prepared
essentially
on
a
rolling
basis.
So
we
have
a
10
year
rolling
program,
because
often
projects
will
go
over
a
number
of
years.
One
year
might
need
some
funding
for
design
work
and
investigations,
which
then
subject
to
council.
Adoption
would
then
proceed
to
construction
over
perhaps
year,
two
and
three
of
that
cycle.
E
So
a
ten-year
program
is
prepared
and
on
an
annual
basis.
It
is
presented
to
council
as
part
of
the
draft
and
budget
process
for
consideration
for
endorsement
subject
to
the
community.
Consultation
process
will
come
back
to
council,
and
then
the
officers
will
obviously
implement
that
once
adopted.
Thank
you.
A
You
and
all
the
directors
for
the
budget,
it's
completely
the
focus
on.
G
A
On
our
community
sports
facilities
and
also
heart,
upgrades
and
mental
health
have
been
care
priorities.
So
I
like
to
congratulate
you.
The
only
thing
I've
added
is
under
point
a
that
a
the
kitchen
upgrade
program
at
keyword,
sports
club
be
brought
forward
and
put
it
into
the
budget
and
be
the
strategic
company
portfolio
review
be
deferred
to
223.24,
and
the
risk
remains
the
same
as
30.
A
officer
recommendation.
Thank
you
is
a
thing
that.
C
E
I
did
the
upgraded
kiron
sports
club.
Most
money
was
that
recommended
by
officers
in
the
budget,
and
why
was
why?
It
was
not
great,
it
could
be
obviously,
electric
glasses
upgrading.
A
I
was
not
part
of
the
the
current
capital
awards
program
for
this
year,
so
that
particular
kitchen
upgrade
is
recommended
in
the
future.
Here.
E
I
understand
when
you
officers
indicated
that
it's
in
prioritizing
capital
works
and
upgrades
values,
understand
those
assessment
criteria
list,
and
I
want
to
know,
is
that
prioritized
and
what
is
not.
A
Just
to
be
for
the
improvement
of
our
crane,
thank
you
man,
so
this
particular
kitchen,
upgraded
sports
ground
in
sports
club
is
actually
fifth
on
the
priority
list,
and
so
it
is
not
the
current
priority
for
the
22-23.
E
A
G
E
Whether
those
facilities
are
still
required
for
service
delivery
essentially
is
a
strategic
piece
of
work
that
would
set
up
council
for
future
understanding
of
its
property
holdings
across
a
whole
range,
and
so,
while
initially,
I
will
probably
get
that
up
to
be
across
the
whole
of
the
council.
E
Upgrade
would
be
required
from
capital
works,
no
element
of
council.
The
strategic
property
assessment
would
be
undertaken
through
operating
voters,
essential.
C
C
Question
because
I
couldn't
hear
you
somehow,
my
reception
is
not
the
best.
I
was
asking
if
that
money
is
available
for
the
cure
sports
club.
If
not
what
that
means,
we
have
to
take
money
out
of
the
budget
to
do
that,
and
why
is
that?
That's?
That
was
my
question.
D
Project
on
property
portfolio
review,
so
that
project
won't
happen
and
include
the
killer
force
club
into
the
budget.
So
one
project
would
come
out
and
the.
A
Okay,
so
any
more
questions
as
the
mover
council
talks,
which
you
like
to
speak
to
university.
A
I
just
wanted
to
say
that
from
the
outset,
I'm
not
acting
on
behalf
of
my
board.
This
is
not
an
award-based
challenge
that
I've
asked
for.
I
was
equally
supportive
of
albion
football
club
when
they
wanted
to
upgrade
their
kitchen.
I
believe
kitchens
are
the
foundation
of
every
sports
club
and
the
purpose
not
purpose,
but
one
of
the
fundamental
key
issues
that
create
revenue
when
they
are
solely
grassroots
clubs.
Now
the
situation
at
keylor
football
club-
and
this
has
not
been
something
of
a
women
by
myself
to
do
this.
A
This
has
been
an
ongoing
dialogue
for
nearly
two
years
that
this
club
now
longer
has
has
a
not
fit
for
purpose
kitchen
and
toilets.
They
are
not
just
accommodating
for
over
2
000
users
a
week
which
are
sports
users.
They
are
also
accommodating
for
life
activities,
of
which
we
know.
There's
an
elderly
component
in
cure
over
250
people
are
based
at
the
hill
or
sports
club
using
that
facility
with
toilets
that
do
not
accommodate
people
with
disabilities,
a
kitchen
that
I
could
only
describe.
B
A
Not
fit
for
purpose,
so
this
club
is
growing
every
single
year
and
it
needs
a
kitchen
that
will
accommodate
it,
because
once
it
does
have
that
kitchen,
it
will
be
able
to
generate
more
income.
It
will
also
be
safer
for
more
of
those
diverse
users
to
be
using
it.
So
it's
not
just
a
sports
specific
upgrade
that
I'm
asking
for
it
accommodates
it's
more
of
a
community
hub.
A
If
I
could
use
the
word,
because
it's
used
by
the
life
activities
club
two
to
three
times
a
week
for
everything
from
choir
to
walking
groups
to
engagement,
so
I'm
not
doing
this
on
a
award
basis.
I'm
doing
it
because
this
underneath
post
pandemic
has
grown
and
amplified,
and
we've
had
an
ongoing
dialogue
with
the
director
and
with
my
fellow
councillor
colleague,
council
papa
with
this
club
for
months,
and
we
believe
that
this
needs
to
be
prioritised,
and
I
hope
that
my
council
colleagues
can
support
it.
Thank
you.
A
This
club
is
growing
at
a
rapid
rate
and
they're
outpouring
the
facilities
that
are
available
to
them,
and
I
just
wanted
to
make
one
thing
clear
that.
H
A
Restaurant
council
titles
is
moving
is
not
to
push
back
any
other
sporting
facility
from
not
receiving
a
kitchen
upgrade
or
or
missing
out
on
anything.
This
is
purely
to
under
the
kitchen,
and
it's
only
because
of
the
rate
that
this
party
is
growing
at,
and
I
don't
know
if
you've
seen
the
kitchens.
H
Or
facilities
in
1986
they
do
need
work.
E
Certain
facilities
for
capital
work
and
that's
been
trusted
on
the
office
and
expertise
with
a
guideline
assessment,
and
they
will
come
to
recommendations
and
we'll
enlighten
that
give
equalities
throughout
the
whole
city,
not
just
one
wall
or
another.
So
if
balance
of
college
throughout
the
whole
municipality,
but
every
sport
facilities,
whether
it's
any
hubs,
churches
or
whatever
the
instructor
is,
it
is
based
on
the
system
and
we
rely
on
their
guidance
and
expertise
to
attend
our
community
and
prioritize
certain
jobs.
E
We've
done
that
that
goes
on
and
on
so
and
that's
the
reason
why
I'm
totally
consistent
on
the
11th
hour.
You
cannot
pick
one
or
you
have
a
chocolate
cube
without
understand
and
I'll
cover
it
exercise
with
constant
carpets
and
comfortable
clothing
right
indeed,
obviously,
but
now
there
are
also
our
hardness
out
of
facilities
in
blue
bank
and
also
a
lot
of
other
sports
clubs
who
are
in
the
same
situation,
and
we
cannot
pick
and
choose
everyone.
If
we
have
a
process
we,
I
know,
I
can't
speak
for
other
councils
prior
to
this
one.
E
E
Five
it'll
probably
be
the
next
budget,
so
we
just
don't
want
to
start
a
reason,
but
we
start
pushing
people
up
the
cube
just
because
they
say
they
need
it.
We're
not
in
the
situation.
We
can
do
an
assessment
ourselves,
so
that's
where
we
rely
on
expertise
of
officers
and
staff
to
do
their
job,
and
this
is
the
last
time
I
hope
is
working
with
happiness
council.
We
are
talking
about
economies
and
wellness
vision
of
all
the
capital
work
throughout.
A
I
just
want
to
say
that
my
my
concern
is
about
moving
budget
from
one
area
to
another.
I
understand
the
reasons
to
try
and
get
this
one
done
sooner,
but
I
I
I'm
uncomfortable
with
holding
off
on
they're,
basically
investing
for
years
and
years
down
the
track.
The
sooner
we
do
that,
the
better,
because
it's
property
and
it's
volatile.
A
A
A
E
E
E
I
understand
it's
been
a
very
hard
two
years
and
it's
not
easy
after
coming
to
the
program
and
we
have
to
minimise
and
prioritise
all
the
capital
work
or
the
service
beyond
responding.
A
A
good
range
throughout
from
north
to
south
auburn,
australia
or
the
works,
and
thanks
again
congratulations
to
the
staff
to
do
their
work.
Thank
you.
A
Thank
you,
ascendant
cancellation.
Speak,
yes,
look.
I.
I
would
like
to
endorse
thanking
to
the
words
of
counselors
and
say
that
certainly
there
has
been
a
lot.
D
Of
work
putting
by
the
council
officers-
and
I
know
the
work
we've
had
to
put
into
this
budget
as
councillors
have
been
significant,
but
behind
the
scenes
enormous
amount
of
work
has
been
put
into
it,
and
these
are
difficult
times.
We've
had
rank
cabin
for
several
years
now
it
gets
every
year
harder
to
form
a
budget
for
council.
D
And
to
say
that,
as
you
mentioned
your
video
in
nightmare,
it
is
really
important
for
the
public
to
have
a
good
look
at
this
budget
and
and
certainly
get
back
to
council
with
any
comments
on
things
we
might
have
missed
or
changes
needed.
But
certainly
I
would
encourage
all
members
of
the
public
to
have
a
good
look
at
the
budget
and
make
these
issues.
A
A
A
Yes,
the
purpose
of
this
report
is
to
present
accountants
looking
for
status
of
planning,
permit
applications
and
trends
planning
approvals
in
the
city
made
under
delegated
authority
and
market
and
the
status
of
current
planning
scheme
amendments
officers
recommend
that
council
notes
both
planning
activity
and
the
planning
scheme.
Amendment
update
are
shown
at
attachments.
D
I
understand
this
amendment
has
been
sitting
with
the
minister
now
club
over
a
year
that
has
been
followed
up
by
our
parliamentary
staff
on
why
this
should
be
such
an
important
amendment
that
we
put
so
much
working
too,
has
been
just
sitting
there
for
years.
Is
there
any
feedback
from
the
department
as
to
why
they
should
be
delayed,
given
that
it
has
legal
significance.
E
Through
madame
airing
response
should
throw
a
clarification
here
previously.
What
advice
was
the
city
with
the
department
we're
unaware
of
where
in
the
department
it
is
actually
sitting?
As
council
will
recall?
Last
month
we
wrote
under
the
mayor's
signature,
seeking
order
for
resolution
of
the
matter.
E
As
recent
as
last
week,
I
made
inquiries
of
the
department
we've
not
received
any
understanding
of
the
reason
why
this
amendment
has
not
been
brought
to
conclusion.
A
Thank
you
there's
never
should
you
want
to
speak
to
them.
Thank.
D
You
very
briefly
just
it
is
noted
that
the
cost
of
development
of
new
applications
between
march
21
and
march
this
year
has
gone
from
28
billion
to
45.8
million.
We
certainly
hope
that's
a
sign
that
we
are
economically
pulling
out.
Thank
you.
A
Let's
report
12.3
planning
compliance
activity
update
from
the
first
january
to
the
31st
of
march
2012.
E
A
E
The
officers
recommend
the
council
endorse
the
submission
and
submit
it
to
the
department
of
environment,
landform
planning
delegates
to
officers
to
facilitate
and
determine
the
form
of
the
final
submission
to
the
government's
land
standing
advisory
committee
at
its
hearing
undertake
a
range
of
other
administrative.
A
Moves
to
facilitate
that
submission
and
notes
also
some
of
the
potential
implications
of
the
council's
future
budget
as
detailed
in
the
report,
and
also
to
receive
a
further
report
on
the
findings
and
recommendations
of
the
advisory
committee
once
they
were
released.
Thank
you
very
much.
Thank
you,
mr
any
questions
from
the
director
thanks
a
lot
michelle.
D
E
E
However,
in
terms
of
considering
the
next
year's
budget,
as
I
mentioned,
it
depends
on
when
the
developments
occurs,
but
as
detailed
in
the
report
by
the
tale
of
the
impact.
If,
if
the
amendment
is
successful,
would
impact
future
budgets
of
the
council.
B
B
B
A
B
Sorry
paper
that
this
is
also
compounded
by
the
fact
that
such
vulnerable
people
will
be
placed
within.
H
B
A
As
she's
been
following
this
and
supporting
the
community
for
months
now
on
this
journey,
as
the
state
government
has
taken
over
in
the
most
recent
amendment
to
become
the
plain
authority,
and
that
leads
us
as
council
only
as
a
role
to
be
as
a
submitter
in
the
process,
it's
really
important
to
consider
that
developing
victoria's
proposal
for
infrastructure
over
space
roads
are
not
fully
funded
and
are
not
built
to
council
standards,
but
are
expected
to
be
transferred
to
council
for
ownership
and
future
maintenance.
This
also
includes
costly
drainage
systems
and
ongoing
contamination
management.
A
A
The
intense
densification,
the
lack
of
trees,
the
eradication
of
established
trees
as
well,
the
removal
of
the
established
sugar
gums
alone
and
the
two
established
grasslands
on
the
site
to
which
they
are
endangered,
legless
lizards
place
a
huge
width
to
a
rare
and
diminishing
fire.
A
This
plan
is
also
also
is
not
met,
it
does
not
make
the
tree
can
be
covered
which
the
council
has
set
at
30
and
shows
that
there
is
nothing
more.
It's
nothing
more
than
a
land
grab
to
build
high
density
housing
with
debatable
social
services
and
infrastructure
to
support
it
afterwards.
It
puts
tremendous
pressure
on.
A
H
H
B
The
concerning
for
the
community
so-
and
I
also
thank
you
to
the
director
and
all
the
staff.
A
Carries
now
report
12.5,
which
is
the
amendment
c
225
room
exhibition,
remains
in
review
for
the
players
playing
policy
framework
in
that
translation.
Mr
walsh,
please
meet
your
report.
Thank
you,
madam.
The
purpose
of
this
report
is
for
council
to
note
and
consider
the
submissions
received.
E
We
recommend
the
council
receives,
notes
and
considers
all
submission
notes
and
endorses
the
summary
of
submissions
and
requests
the
minister
for
planning
a
planning
panel
to
consider
all
submissions
also
to
refer
all
of
those
submissions
to
that
plan
or
planning
panel.
There
are
a
range
of
other
matters
there
that
we
asked
council
to
endorse,
delegate
and
note,
and
also
to
write
to
submitters,
to
thank
them
for
their
submissions
to
the
amendment
and
advise
of
council's
decision
tonight,
and
also
to
note
that
officers.
A
D
This
is
an
extremely
important
change
to
our
planning
scheme,
as
we
understand
with
planning
applications
when
there
is
an
injection.
It
goes
to
the
cat.
What's
being
said
here
with
planning
scheme
amendments,
if
there's
submissions,
then
it
goes
to
paddle.
That's
the
difference
process
that's
occurring
and
where
we
are
up
to
at
this
point
in
time
and
just
to
say,
when
I
started
in
planning
planning
schemes,
were
an
a5
booklet,
they've
grown
to
two
volumes
and
now,
of
course,
it's
online,
but
this
latest
process
is
massive
in
terms
of
its
change
to
the
planning
scheme.
D
The
amount
of
work
that
our
strategic
planners
in
processing
this
major
upgrade,
which
is
right
across
every
council
in
victoria,
is
a
substantial
body
of
work.
So
congratulations
to
the
payments
and
I
certainly
appreciate
if
you
could
pass
it
on
to
all
the
work
that
they've
done,
this
major
change
to
try
and
consolidate,
simplify
and
make
our
planning
seem
more
workable.
A
And
thank
you
to
the
officers.
A
Mr
morgan,
would
you
like
to
present
your
report?
Thank
you,
madam
mayor.
The
governor's
report
is
a
standing
items,
monthly,
counselor
agenda.
It
is
predominantly
a
summary
of
recent
governance
and
operational
activity
within
compliance
with
the
local
government
act
of
1989
and
2020.
this
month.
The
office's
recommendations
for
noting
the
content.
H
B
H
A
A
A
A
A
A
We
will
also
be
calling
for
increased
funding
for
local
learning
and
job
immigration,
programs
and
initiatives
designed
to
reduce
unemployment
and,
finally,
we'll
be
asking
the
state
government
to
support
local
business
by
establishing
a
dedicated
and
ongoing
covenanting
economic
response
package
that
involves
further
payroll
tax
relief,
as
well
as
additional
business
grants
and
business
development
programs
that
support
business
recovery
and
growth,
as
was
the
case
at
the
2021
bad
state
councilman.
We
are
confident
that
all
of
britain's
expectations
will
be
endorsed
and
I
commend
this
report
to
council
councils.
Is
there
agreement
a
breathable
dispersion.
B
A
B
H
That
the
local
government
will
be
formally
engaged
in
identifying
challenges
and
opportunities.
B
H
A
Located
on
council
land
in
kings
park,
honduras,
it
provides
a
range
of
sporting
opportunities
to
local
communities
and
also
operates
35
electronic
gaming
machines
from
the
site.
The
club
has
sought
a
permanent
indoor
children's
play
area.
This
report
outlines
the
analysis
undertaking
to
understand
the
likely
impacts
of
the
proposal.
Thank
you.
A
Does
the
club
actually
currently
have
an
indoor
play
playground?
I
understand
that
they
have
a
temporary
non-permanent
playing
fixture
within
the
area.
H
H
I
did
not
prepare
to
get
scrambling,
because
I
am
against
gambling,
but
at
the
same
time
I
wanted
to
understand
that
it's
going
to
make
easier
for
those
people
to
make
money
or
make
more
money
for
what
to
survive
or
the
schools
have
to
survive
if
they
do
have
reception
and
if
have
applications
to
it.
If
it's
going
to
turn
away
people
from
paying
for
phone
case
and
gambling,
they
do
have
or
deliver
different
gambling
activities.
H
Activities
to
provide
alternating
entertainment
outside
the
gambling
activities,
as
I
said,
build
this
session.
Is
it
any
other
way
to
help
them
actually.
A
So
I
might
just
respond
to
the
question
about
the
reception
death
from
from
what
we've
been
advised
from
the
club
in
their
report
that
is
to
this
report.
The
reception
desk
is
being
put
in
place
to
definitely
be
able
to
supervise
if
they
are
approved
to
a
playground
in
the
australia
area.
It's
also
there
for
other
reasons,
to
welcome
guests
and
patrons
to
also
like
their
martial
requirements.
A
There
are
a
number
of
other
reasons
for
the
reception,
yes
to
understand
the
whether
the
playground
will
bring.
A
You
come
to
the
club
difficult
for
us
to
say
that
certainly
the
club
from
wanting
to
be
able,
instead
of
that,
their
main
reason
is
provided.
E
E
A
child's
play
in
a
destroying
or
a
facility
has
impacted
to
their
health
or
their
future.
There
are
two
particular
reports
that
we've
referenced
in.
A
California,
there
has
been
teachers
which.
A
Was
named
period,
one
of
the
gambling,
which
is
is
led
by
the
australian
institute
of
family
study,
the
other
report
that
we've
made
reference
to
these
children's
managements
towards
them
and
shades.
A
A
H
A
B
G
B
H
Sorry,
that's
a
good
point
actually,
because
if
you're
gonna
have
two
parents
to
find.
A
Supervising
worth
going
and
possibly
gambling
you
can
have
that
parent
looking
after
their
child
at.
H
H
So,
as
I
said,
you
know,
if
it's
two
of
us
and
I'm
going
to
gamble,
my
husband
will
stay
at
home
and
look
after
that
child.
So
if
I
was
going
to
gamble,
I
would
anyways
go
to
gamble
and
he
would
regardless
look
after
the
child.
H
A
The
the
main
issues
around
children
being
spoiled,
and
so
if
the
children
are
actually
present
in
that
it
normalizes
the
exposure
to
sporting
venues
and
getting
these
being
sort
of
one
location.
So
that's
one
of
the
main
concerns.
C
C
E
Thank
you
just
when
you
answer
normalization
having
kids
in
in
the
facility
how's,
that
we
use
impact,
listen
to
all
the
other
gambling
manual,
where
there's
a
pretty
strong
event.
A
A
The
the
line
of
I
guess
thinking
around
this
is
that
if
you
have
a
playground
that
you
will
be
attracting
more
children,.
E
A
Why
can't
every
every
single
bistro,
when
we
are
debating
quite
clearly
something
that
is
on
council,
grant
ground?
It's
not
every
other
history
and.
H
E
A
To
help
with
this
understanding
that
many
of
the
gaming
venues
that
are
improving
also
have
things
like
a
bistro
or,
and
most
of
them
would
probably
allow
children
into
their
history.
A
So
that
is
not
something
that
we
have
any
control
over.
This
is
a
council
site
that
we
do
actually
own,
and
certainly
children
are
coming
into
that
history.
A
What
we're
saying
is
having
a
playground
actually
adds
more
attractiveness
for
children
to
be
bought
into
that
site,
so
it's
actually
potentially
adding
compounding
towards
your
knees.
A
A
G
A
But
also
the
emitted
motion:
it
must
not
be
negative
or
substantively
contrary
to
the
original
motion.
So
it
sounds
here
that
you're
moving
toward
a
alternative
motion
and
which
exactly
you
listen
to
the
substantive
motion,
then
that's
the
size
of
everything
it's
not
all
through.
We
can
put
up
the
alternative
version.
A
Counter
provides
is
predicated
on
evidence
space
for
the
last
six
seven
years
that
I've
been
on
council.
I've
been
heavily
watching
the
damage
that
gambling
has
been
doing
to
our
community
and
that
damage
can't
be
quantified
just
in
numbers,
but
in
corridors
of
real
disadvantage
in
our
community,
and
that
disadvantage
is
concentrated
across
areas
where
there
are
high
ponies,
high
exposure
to
pokies
and
gaming
venues
in
general
normalizes
gambling.
A
A
Gambling
is
recorded
in
their
mindsets
and,
as
we
know,
during
the
pandemic,
many
children
turned
to
online
gambling,
which
has
been
also
devastating
for
our
community
and
which
we
are
also
lobbying
by
putting
notices
of
motion
through
math
and
other
areas.
So
this
council
has
consistently
supported
the
strategic
support
of
harmonization
in
this
report.
The
evidence
shows
gaming
venues
with
children's
play
areas
reported
at
22.6
increase
in
average
of
daily
losses.
G
A
And
white
in
this
office's
report
compared
to
a
6.5
increase
in
those
without
children's
play
area,
even
minimal
changes
like
that
impact
heavily
on
our
community.
The
cost
of
gambling
and
people
are
sitting
here
saying
I
support,
you,
know,
harm
minimisation
and
I'm
against
gambling.
Yet
I
think
this
might
be
okay.
Think
again,
because
these
children
can
still
play
that
we
have
got
sports
clubs.
A
We
have
got
sports
clubs
within
green
bay
that
do
not
have
playgrounds
where
children
children
are
able
to
develop
without
that
influence
and
clubs
still
thrive,
and
there
are
classic
examples
that
I've
given
even
earlier
today.
The
keyword
sports
club
that
does
not
rely
on
gambling
and
children
are
made
to
feel
welcome
in
that
club.
They
can
have
a
sit-down
meal.
There
is
no
need
to
have
these
inside
playgrounds.
In
fact,
tailors
likes
hotel
removed
their
internal
playground
because
there
was
an
accident.
Now.
This
is
on
council
land.
A
Although
it's
temporary
in
this
art
sports
club
mine
is
my
concern,
is
that
we
as
adults,
model
behaviour
and
whether
we
say
to
ourselves:
well,
it's
just
a
playground:
it's
fine
I'll,
just
go
in
and
play
for
half
an
hour.
People
lose
track
of
time.
Children
are
left
there
and
I
have
been
to
some
of
these
bistros
where
children
have
been
left
there.
While
parents
have
gone
on
yeah.
A
H
Congratulate
councillor
tarkovs
for
really
articulating
the
issue.
Well,
I
guess.
A
A
Backgrounds,
but
yet
we're
the
second
largest
losers
with
pogies
in
victoria.
So
I
just
can't
support
you
know
a
kids
player.
A
And
I
really
do
want
to
support
the
club
and
the
playground,
but
when
it
comes
down
to
it,
it's
against
what
I
stand
for
the
academic
research
in
this
case
doesn't
lie
the
result
of
writing.
We.
H
A
B
A
Just
wanted
to,
I
suppose,
clarify
it.
Maybe
it
sounded
like.
A
Would
stay
the
same?
The
problem
is
about
what
the
kids
are
doing
while
they're
there
the
reason
they
want
the
playgrounds
and
they
say
that
in
their
application
I
think
it's
because
they
want
to
attract
more
families.
So
the
actual
problem
is
that
more
children
will
be
there.
It's
not
that
they'll
be
on
the
playground
or
in
distro.
Instead,
all
families
will
be
drawn
there
because
there's
a
playground.
A
H
A
A
H
A
Closely,
if
you
want
to
speak
yes,
okay,
great,
thank
you
before
asking
all
those
questions.
I
wasn't
asking
it
because
I'm
going
to
school,
I
wasn't.
H
Asking
them,
because
I'm
not
going
to
support,
I
was
asking
them
just
to
clarify
a
few
things
because,
as
I
said
receiving
that
letter,
I've
read
it
before
and
I
read
it
briefly
today
and
I
couldn't
understand
that
we
did
have
temporarily
playground
there,
but
then
we
don't
want
to
let
them
have
the
background.
So
I
wanted
to
better
understand.
Why
did
we
even
have
temporarily
regular
playground
there?
So
we
shouldn't
even
start
without.
H
E
That
we've
put
forward
for
all
this
gambling
venue
to
take
on
programming
to
do
my
arm
and
this
club
has
to
administer
the
knight
club
this
extent.
This
has
gone
in
the
last
five
years,
trying
to
move
away.
We've
got
policy
away
from
gambling.
They
try
to
do
that.
That's
what
that's
going
to
be
doing
last
five
years
after
solve
their
gambling
intake
has
decreased
due
to
our
program
and
that
day
it
knows
that
they'll
want
to
move
away
from
that,
and
you.
G
E
Outside
the
municipality
rely
on
an
income
and
believe
it
or
not,
we
is
part
of
the
income
and
this
club
is
trying
to
move
away
from
and
that's
why
they've
accepted
our
policies
and
it's
always
supporting
some
program
as
a
result,
they're
losing
income
and
they
have
found
a
strategy
to
subsidise
their
income
by
creating
a
more
inclusive
family
atmosphere.
That
is
the
playground
for
the
kids,
while
their
parents
are
there.
Now
I
don't
know
about
your
offer.
Five
kids.
I
don't
go
to
a
place,
different
gamble.
E
E
What
we're
doing
is
punishing
those
who
actually
are
buying
to
what
we
requested
to
do.
We
set
out
quite
serious
very
correctly
to
do
it
and
they
do
that,
and
at
the
moment
you
guys
are
basically
punishing
those
who
accept
it.
So
what?
How
are
we
going
to
move
forward
with
our
policy
if
they
they'll
take
up
our
policies
in
the
bible,
then
you
punish
them
enough
by
grant
command.
D
D
And
I'd
certainly
like
to
speak
against
this
motion.
The
smorgans
support
the
club
is
the
only
electronic
gaming
venue
in
brimbank
that
has
a
gambling
harm
reduction
program
of
council.
D
This
club
is
considered
to
be
best
practice
in
this
area
and
a
model
for
other
venues
to
follow,
and
I
would
certainly
agree
with
council
of
trump
that
is
most
unfair,
to
treat
this
club
in
this
manner
when
they
have
done
so
much
to
to
help
in
this
area.
D
D
Bob
wooten
from
gamblers
health
also
provides
some
evidence.
In
this
regard.
I
would
regularly
attend
meetings
as
I
am
advised.
He
rates
this
venue
as
the
number
one
venue
in
brimbank
for
training
and
their
harm
minimisation
program.
This
club
should
not
be
treated
like
this
given
they're
doing
such
good
work.
Directors
of
the
club
will
also
receive
gaming
modules,
training
modules.
As
part
of
this
program,
the
club
promotes
and
participates
in
handling
calm
awareness
week
club
promotes
and
participates
in
one
non-gambling
industry-funded
academic
research
program.
D
It
will
be
also
recommended
that
they
do
another
such
program.
At
the
request
of
a
council
officer,
they
participated
in
in
the
production
of
a
short
documentary
film,
targeting
the
harm
of
pokies
in
the
sudanese
community.
They
delivered
at
least
five
non-gambling
activities
to
provide
alternative
entertainment
outside
of
gaming
venues.
No
one
else
does
this:
over
recent
months
we
have
built
a
rift.
They
have
built
the
reception
area
to
overlook
the
proposed
playground.
D
The
gaming
machines
cannot
be
viewed
from
anywhere
outside
the
gaming
room.
The
club
have
engaged
sports,
chaplaincy
australia
for
any
patrons
who
may
like
a
confidential
chat
about
gambling
mental
health
issues
or
just
talk.
The
proposed
playground
is
to
be
placed
for
the
most
point
from
the
gaming
room.
D
The
reason
the
club
would
like
playground
is
that
they
surveyed
their
members,
and
there
was
overwhelming
support
for
the
club
to
proceed
with
the
application.
D
C
Council
rolando
shall
said
it
what
we
are
doing,
we,
I
think
we
scare
manga
in
cancerous
as
those
kids
that
want
to
turn
out
to
be
gamblers.
Now,
look
australia
is
famous
in
reference
to
gambling
outside
china.
Australia
is
the
second
very
close
to
china
in
gambling,
australian
people
that
can
gamble
on
two
flies
on
the
wall.
That's
the
word
now,
these
kids.
C
They
are
there
because
the
mother
and
father
young
young
marriage
couples.
They
were
both
of
them
work
during
the
week
and
they
got
two
days
saturday
and
sunday
to
go
out
and
have
a
good
lunch
somewhere
have
their
kids
in
a
safe
environment.
C
Type
of
thing
you've
got
security,
persons
there
looking
after
them,
and
I
can't
see
the
reason
why,
because
the
proposed
building
is
too
far
away
from
the
gaming
room
for
a
start,
and
I
can't
see
why
I
know
the
reason
why
it
came
before
us
about
back
in
2017,
the
vlga
was
just
came
and
gave
us
yeah
a
lot
of
talking
in
in
remember
about
the
the
two
clubs
that
we've
got
and
believe
it
or
not.
Every
year
we've
got
certain
councillors
that
they
groundstand
about
money
going
away
from
us
city.
C
That's
true,
but
not
from
these
two
clubs,
the
money
they
make
they're
staying
in
our
city.
They
got
people
working
for
us
there
from
our
city.
The
money
stay
with
us.
They
it's
a
true
community
clubs.
This
is
what
the
other
club,
the
pubs
and
hotels
before
the
gaming
machines
came
over
to
victoria.
C
They
you
can
buy
them
next
to
nothing
now,
they're
worth
millions
and
that's,
mr
canada.
At
the
time
russia
to
sell
to
the
pubs
in
every
other
state
in
in
australia,
the
clubs
got
the
gaming
machines
they
before
they
came
to
us
every
weekend.
The
senior
citizens
groups
at
clubs
they
used
to
fill
up
the
buses
going
to
chuca
muamma
at
delaware
and
in
new
south
wales
to
to
have
a
bit
of
fun
to
play
the
machines
and
have
lunchroom
a
couple
of
days
out
what's
wrong
with
it
30
seconds.
C
What
am
I
just
to
say
just
to
say
that
this?
If
you
go
to
these
venues
pubs
and
clubs,
you
will
not
see
any
young
people
there.
That's
guaranteed!
You
go
there,
anybody
from
your
child,
your
counselors,
go
there,
you
don't
see
they're
middle-aged
people,
some
of
them
the
rest
of
all
these
they're,
very
old
people,
especially
women,
elderly
women.
That's
the
one
that
got
to
these
premises,
not
the
children,
the
children.
Using
this.
Now,
that's
the
mobile
phone.
That's
what
do
that's
what
they
do.
Can
we
stop
this?
No,
I
don't
think
so.
B
G
B
A
A
Excellent.
Fundamentally,
this
council
has
committed
to
the
minimisation
of
harm
and
we
have
been
the
losers
of
gambling
for
the
last
beyond
a
decade.
A
It's
our
community
that
has
suffered
and
the
social
costs
of
gambling
are
far
and
wide.
They
include
crime,
they
include
poverty.
They
include
a
whole
range
of
social
impacts
that
this
council
is
faced
with
mopping
up,
and
poverty
includes
children
of
gambling
parents.
That
gamble

to

without.

it's
interesting
to
note
that
more

staff
members
will
be
required
for
its
operation.
The
staff
will
be
trained
ready
for
the
opening
of

It's
also
important
to
note
that
every
project
has
included
a
strong
partnership,
focused
approach
and
commitment
to
delivering.

Role
in
council
succeed
transport
projects
in
municipality,
with
substantial
investments,
from
both
the
state
and
federal
government
to
deliver
new
road,

and
active
transport
infrastructure
within
the

The

it's

to
the

Since
the

was
last
updated
in
2018,
a
number
of
important
strategic
documents
have
been
adopted
by
council
and
the

has
also
resulted
in
significant
changes
to

Based
on
this,
the
transport

has
been
updated
so
that
it
may
develop
in
a
reflective

current

Policy
has
been
developed
as
a
framework
to
provide

a
long-term

for
how

could
look
function
and
support
our

now
and
into
the

The
livability
of
grid

is
intrinsically
tied
to
the
quality
of
its

The
purpose
of
this

is
the
council
would
consider
endorsing
the

creating
streets
for
people
publicly
attached,
one
to
the

for
community
consultation
for
a

of

I
think
it's
an
excellent
report
and
the
identification
especially
of
hot
streets
and
how
we
need
to
increase
the
trade
canopy
to
call
them
in
the
next
10

will
be
particularly
important,
as
in

in
my

which
is
one
of
the
hottest

in

I
feel
that
this

in
some
areas,
needs
better
connectivity
to
remedy
parks

from

for
example,
for
some
auburn's
and
kyogre.
People
who
are
only
100

Do
not

As
someone
who
does
a

of
walking
in
my

and
much
of

would
better
improve
if
there
was
more

to
reduce
reliance
on
cars.

A
A
A
Prince
thomas,
would
you
like
to
speak
on
your
mission
thanks
mayor
mayor
brimham
city
council
has
two
epa
licensed
sites
that
continue
to
cause
considerable
distress
to
our
local
community.
Despite
the
faro
group's
cowboy
landfill
and
the
exo
nobel
in
north
sunshine,
local
communities
have
been
promised
strong
and
sweet
action
by
the
epa
to
resolve
the
these
issues.
A
A
The
epa
promises
remain
unfulfilled,
but
I
cannot
tell
you
the
distress
my
community
is
feeling
at
the
moment
in
kyogre,
with
the
rising
of
the
odors
and
with
absolutely
no
communication
coming
from
the
epa
as
to
time
frames.
They
are
finding
everything
out
through
the
media.
My
notice
of
motion
seeks
to
get
more
information
that
the
community
deserves
and
should
be
given
as
a
matter
of
course.
G
H
A
Which
will
be
an
interesting
meeting
because
both
are
quite
different,
yet
just
as
bad.
You
know
in
terms
of
the
suffering
for
our
community
with
the
owners,
but
the
local
community
deserve
to
understand
also
what
the
state
environment
protection
authority
is
doing
to
ensure
that
the
compliance
with
operating
licenses
for
these
sites
on
bring
back.
I
commit
this
notice
of
motion.
I
just
want
to
explain
to
the
community
that
the
epa
is
there
to
protect
the
community
and
the
environment
and
and
what
one
of
their
roles
with
the
licensing
is
to
ensure
that.
B
A
Odor,
no
pollution
leaves
the
boundaries
of
these
two
licensed
companies
to
date.
That
has
not
been
able
to
be
properly
controlled,
and
I
see
that
in
this
meeting
there
are
some
assurances
given
to
our
community
that
this
will
finally
result
with
barrow
landfill
and
exomobile
with
accidental.
I
know
it's
been
going
on
for
over
10
years,
but
barry
landfill
over
two
and
a
half
years.
Thanks,
maybe.
A
A
But
I'll
speak
to
it.
Basically,
for
the
last
two
terms
that
we've
been
elected,
we
have
been
calling
for
meetings
with
broadband
park
and
parks
victoria
board
to
talk
about
the
long-term
future
of
these
two
magnificent
parks.
Today,
a
lot
of
promises
have
been
made.
We've
asked
everything
from
some
better
signage,
better
facilities,
better
amenities,
activation
indigenous
education
programs,
management
of
adults
on
on
sites
to
a
whole
range
of
other
things,
like
a
thousand
steps
to
try
and
promote
health.
A
In
these
paths,
these
parts
are
unpolished
gems
and
we
we
feel
that
we've
been
asking
year
and
year
again
and
councils
from
the
previous
term
will
remember
all
the
meetings
we've
had
with
parts
victoria
board
if
there
are
no
master
plans
for
these
two
two
parks
without
us
plans
where
funding
comes
along.
Where
does
it
go?
We
need
this
to
be
mass
planned
and
we
need
a
vision
and
strategic
direction
for
both
these
parts
to
become
parts
that
are
attractive
for
tourism
parts
that
also
encourage
greater
activation.
A
Know
and
the
facilities
are
really
run
down.
I
know
that
organ
pipes
is,
is
an
amazing
site
geologically,
but
it's
very
tired-
and
you
know
the
facilities
need
an
upgrade.
So
this
is
basically
calling
on
that.
We
have
a
strategic
master
plan,
just
what
we
do
with
our
sydney
master
plan.
We
now
have
the
bonus
where
we
can
fund
something.
This
needs
to
be
done
for
these
two
parts
seriously
lacking,
and
I
urge
all
counselors
to
support
this.
Thank
you.
H
And
have
raised
the
issue
with
the
government,
especially
to
resolve
urgent
maintenance
and
safety
issues
that
council
thomas
has
mentioned.
I
was
fortunate
enough
to
attend
an
announcement
of
hundreds
of
thousands
of
dollars
announced
for
upgrades
to
photograph
and
open
pipes
by.
A
A
B
On
that
role,
since
2016.,
it
is
dangerous
and
deeply
wrong.
Therefore,
I'm
asking
for
the
councillors
support
to
write
the
letter
to
the
minister
for
rose
and
rose
etsy
and
the
honorable
carol
to
question
urgent
action
to
implement
private
financial
missions,
including
the
veteran
family
nation,
along
with
east
and
middle
east.
H
A
A
I
congratulate
council
adapt
for
affording
this.
We
have
also
supported
this
in
the
past
years
as
well
because
of
their
concerns.
There
has
been
so
many
new
misses.
A
The
risk
is
unexpectedly
high,
but
also
the
strip
along
safeway,
the
exit
out
of
the
barrier
theatre.
That
whole
area
needs
to
be.
A
You
know
re-looked
at
because
the
speed
that
people
come
over,
the
rail
are
extremely
high
for
a
busy
business
precinct
when
there
are
kids,
multiple
kids,
crossing
roads,
etc
and
healthily
so
fully
support
this
and
let's
hope
he
gets
the
prioritization
it
needs.
Thank
you.
A
H
A
A
What
is
your
moment
and
do
you
have
an
emerging?
Yes,
I've!
It's
on
the
shared
screen
now
that
in
there,
their
council
received
a
report
detailing
across
the
council
the
amount
of
services
in
the
level
of
community
support
and
contribution
in
order
to
hold
the
european
festival
in
key
law
at
the
end
of
the
year,
in
partnership
with
local
trades
and
associations.
A
Yes,
I
think
it's
a
good
first
step
to
ask
for
a
report
detailing
the
costs
to
council
in
regards
to
the
resourcing
and
the
level
of
community
support.
However,
towards
the
community
support
aspect,
I
can,
I
assure
you
that
the
community
in
kyolo
park,
keylor
kealban
keyboard
downs
that
whole
area
has
not
had
a
festival,
did
have
a
festival.
Many
years
ago,
however,
what
we've
seen
is,
with
the
business
associations
approaching
us
saying
that
there
is
not
enough
activation
and
support
for
businesses
and
for
the
cultural
boom.
A
It's
becoming
a
very
much
a
food
destination,
so
this
festival
is
very
much
about
celebrating
that
now
the
business
association
approached
myself
and
maria
and
said:
how
do
we
go
about
doing
something
like
you
know,
a
food
festival
celebrating
all
of
this
diversity,
and
so
hence
we
have
brought
this
to
you
into
the
chamber
to
say:
let's
have
investigated
what
it
would
look
like,
what
it
would
cost
could
be
something
smaller
park
or
even
reserve,
or
even
in
our
shop
strips
doing
food
tasting
there
and
dancing
and
music.
So
that's
basically.
G
H
H
H
H
This
motion's
purpose
is
to
celebrate
our
diverse
cultural
history
in
kiel
and
bring
bank
to
showcase
the
diverse
range
of
culture,
folk
dancing,
food
stalls,
music,
arts
and
crafts
sport
and
to
attract
tourism
to
bring
back.
We
have
so
many
diverse
cultures,
macedonians,
italian,
croatian,
greek,
maltese,
czech,
polish.
H
A
A
Killer
gift
had
been
formally
funded
under
the
estimated
vets
grant
program,
so
the
secure
sports
club.
D
D
E
The
board-
and
I
do
support
this
amendment
with
with
the
european
festival,
but
I
do
encourage
the
traders
down
here.
E
Value
generally,
council
do
not
organize
the
able
to
do
and
fundings
and
in
other
ways,
so
I
do
suggest
that
the
trainers.
A
I've
got
a
couple
of
questions
for
clarification
when
it
says
hold
the
european
festival.
What
what
role
are
you
seeing
counselling
that,
just
in
assisting
with
coordinating-
and
you
know,
working
with
the
traders,
association
and
providing
support
and.
A
What's
what's
the
usual
way
that
festivals
pulled
out?
Thank
you
s,
so
we
have
a
whole
program
that
we
provide
to
community
based.
So
that's
our
training
in
cape
fearful
festival
how
to
actually
run
the
festival,
all
the
risk
management
they
need
to
undertake.
We
also
want
to
see.
A
Facilities,
so
that's
the
practical
assistance
we
provide
to
them.
There
is
also
the
annual
community
grant
program
where
organizations
can
actually
apply
through
that
grant
pro
program
for
financial
assistance.
A
There's
also
other
funding
that's
available,
not
by
council
but
by
the
state
government.
For
example,
there's
multicultural
festivals
grant
program
state
government
run,
so
we
keep
them
into
those
grant
opportunities
or
any
other
great
opportunities
that
we're
aware.
G
A
And
also
provide
some
factual
advice
on
assisting
you
with
their
application
as
well.
So
our
approach
is
around
building
the
capacity
of
trading
groups
or
local
organizations
to
actually
run
their
own
festival.
There
is
quite
a
lot
of
work
that
does
require
a
good
volunteer
base
to
actually
deliver
a
successful
festival.
So
that's
also
some
of
the
things
that
we
talk
to
them
about.
A
I
guess
we
haven't
anything
allocated,
but
within
our
council
staffing
resources,
probably
around
a
thousand
to
two
thousand
dollars
to
report
repair.
Prepare
that
report
yeah
so
and
is
this
asking
for
anything.
A
A
The
way
yeah,
what's
the
difference
between
inspiration
and
the
way
the
community
would
get
asked
for
support,
so
we
would,
in
other
circumstances,
have
a
group
or
a
community
group
or
a
trader
group,
actually
approach
council
to
indicate
they're
interested
in
organizing
a
festival
or
they
would
just
put
in
grant
occupation
with
the
through
our
grant
program.
So
I
guess
the
difference
here
is
that
we're
actually
preparing.
A
Based
on
a
specific
festival,
we
haven't
been
approached
by
anyone
for
this
type
of
festival,
so
we
had
to
also
obviously
work
with
corrections.
I
was
approached
and
so
was
virginia
being
approached
by
associations
during
our
let's
chat,
bring
that
so
that's
how
this
came.
A
A
Different
festivals,
so
that
that
would
be
the
way
we
would
normally
understand
this
type
of
festive
interest.
So
to
do
this
report
we
will,
I
guess
you
know,
with
the
trading
group
law-
and
you
know,
go
through
the
contacts
and
councilman
cost
and
health
curve
actually
had
regards.
A
The
traders
association
there
was
multiple
people
that
approached
us
that
day
business
they've
been
crying
out
for
activation
for
months
and
you
know
can't
do
anything
okay.
So
what
I'm
hearing
here
is
that
approach
the
counselors,
but
for
istanbul,
the
council
offices
are
unaware
of
cancer.
Is
that
satisfactory
to
your
question?
Is
there
any
questions?
I'd
like
to
speak
as
well?
H
A
So
from
my
understanding
they
have
approached
you
guys
not
supporting
what
they're
doing,
which
is
yeah,
I'm
wondering
why
they
haven't
tried
on
their
own.
Yet
maybe
they
didn't
know
the
process
to.
A
That's
an
opportunity
to,
I
suppose,
keep
information
and
help
them
go
through
the
normal
process.
A
Okay,
just
to
clarify
that
we
are
the
voice
of
our
community
and
very
often
a
lot
of
community
find
it
really
complicated
to
try
and
get
a
request
through,
for
you
know,
even
basic
stuff,
but
we've
got
a
community
in
the
north
that
had
did
have
the
best
fall.
As
councillor
lance
shaw
pointed
out,
the
killer
gift
hasn't
happened
for
over
three
years.
Do
you
know
why?
Because
community
got
really
frustrated
with
the
application
process?
A
They
are
all
volunteers
and
it
took
them
months
to
fulfill
all
the
expectations
for
that
festival.
What
we
both
myself
america
and
try
and
shortcut
that
and
support
the
community
and
say
yes,
we
can
help
you
to
facilitate
something
because
believe
it
or
not.
It's
actually
a
lot
of
technical
work
and
a
lot
of
people
don't
have
the
time
they
don't
have
the
language
they
don't
have
the
resources
to
commit
to
filling
out
pages
and
pages
of
you
know.
Traffic
management
plans
risk
plans,
you
name
it.
A
I've
been
on
this
journey
with
my
community
and
they've
said:
do
we
just
give
up
and
not
ask
anymore?
Or
can
you
help
us,
and
so
they
approached
us
during
those
talk?
You
know
where
we
go
out
in
the
community
and
said:
why
can't
we
have
something
on
this
side
of
town
to
celebrate
multiculturalism?
A
Why
is
it
so
hard
that
we,
you
know
and
the
businesses
there
need
a
lift
as
well?
They
need
you
know
some
activation.
They
ask
me
to
do
several
active.
They
say
why
are
all
the
activations
and
all
these
entertainment
things
happening
on
the
other
side
of
greenback?
Why
are
we
getting
you
blended?
So
we
sat
down.
What
do
you
want?
We've
got
investible.
We
want
to
showcase
everything
out
here,
so
people
can
visit
us
once
and
hopefully
come
and
visit
us
again
so
that
our
businesses
can
avoid
as
well.
That's
basically
the
purpose.
A
A
The
question
is:
if
council,
does
this
officer
report
for
their
training
association?
Does
it,
let's
just
put
them
at
an
unfair?
Does
this
from
an
unfair
advantage
to
other
associations
who
might
also
want
to
apply
for
the
community
from.
A
I
would
say
that
we
would
write
it
in
a
general
way
that
isn't
favoring
any
particular
group,
so
it
will
be
written
to
have
a
general
understanding
of
what
that
type
of
festival
would
mean
what
the
resourcing
would
be
and
also
to
ascertain
what
the
interest
is
in
that
local
community
to
take.
I
guess
you
know,
do
the
organizing
and
application
for
such
a
festival
so
yeah,
I
guess
in
that
way
we
would
make
sure
that
we
weren't
writing
it
to
put
a
disadvantage
to
any
group.
