E
C
A
Thanks
roll
call,
please.
B
F
A
All
right
and
now
is
there
a
member
of
the
public
wishing
to
make
the
public
comment
on
an
item
not
on
the
agenda.
C
A
All
right,
let's
get
into
the
old
business,
we
were
considering
approval
of
administrative
policies
for
flag
display
procedures
in
the
flight
display
schedule
so
Professor
can't
we
ask
staff
report.
G
Today,
good
evening
committee
members
and,
as
you
recall
at
our
December
5th
meeting,
we
reviewed
a
draft
administrative
policy
for
flag
display
procedures,
and
this
was
the
short-term
solution
to
a
resident's
request
for
a
flag
to
be
flown
stand
with
Asians
flag.
In
light
of
the
hate
incidents
against
Asians
that
he
felt
was
strong.
He
felt
strongly
to
still
bring
awareness
to,
despite
the
media,
not
highlighting
them.
G
That's
being
requested
and
I
will
share
my
screens.
So
we
can
look
at
an
updated
flowchart.
That
was
with
the
help
of
Committee
Member
Carr.
We
have
a
new
software
I've
learned
about
to
devise
this
flow
chart.
As
you
can
see,
the
request
is
here
received
by
the
idea,
staff,
Ingrid
and
myself,
and
then
preferably
this
would
be
six
to
eight
weeks
out,
as
we
know
now,
for
ordering
flags
that
would
be
the
safest
so
that
we
could
have
things
in
place
when
needed
and
when
we
would
receive
that
request.
G
We
would
research
whether
or
not
this
is
a
request
that
determines
a
meeting
for
the
idea
committee
and
we
would
also
provide
a
response
to
the
requester
within
a
week
of
getting
their
initial
request
and
if
needed,
then
we
would
schedule
a
committee
meeting
with
the
idea
committee
within
the
month.
G
If
this,
if
the
request
from
the
resident
would
not
be
government
speech
or
an
expression
that
the
city
wanted
to
officially
Express,
then
we
would
inform
staff
would
inform
the
requester.
But
if
the
request
Falls
in
line
with
there
being
a
proclamation
that
the
city
council
has
in
the
past
adopted
or
passed,
then
that
would
be
further
consideration
for
the
idea
committee
to
make
a
recommendation
to
the
city
manager
and
then,
of
course,
if
there
hadn't
been
a
proclamation,
it
doesn't
mean
that
it
would
be
denied
or
anything
like
that.
G
G
But
in
hopes
of
just
having
a
understanding
of
what's
coming,
we
thought
it
would
be
great
to
have
a
schedule
in
place.
So
we
looked
more.
This
was
the
policy
administrative
policy
that
we
were
viewed
that
hasn't
changed
the
flag
days.
There
was
one
adjustment
where
we
found
that
last
year,
National
Fallen
Firefighters
Memorial
weekend
was
commemorated
in
the
month
of
October,
but
they
have
since
changed
to
the
first
weekend
in
May.
So
that
was
noted
here.
Everything
else
remains
the
same
as
previous.
G
G
G
And
we
go
to
the
lab
display
procedures
which
are
outlined
by
month,
left
hand
side
and
then
we're
looking
at
the
city
hall
flagpole
and
then
the
community
park
flagpoles
as
we're
facing
the
sunrise
Rams
on
the
left
hand,
side
and
then
the
center,
the
tallest
and
the
right
hand
side.
G
Looking
at
previous
proclamations
on,
what's
coming,
as
you
know,
when
we
talked
about
the
stand
with
Asians
flag
at
the
last
meeting
or
a
couple
meetings
we
talked
about,
if
we
were
able
to
get
that
flag
designed
and
received
in
time
for
the
Lunar
New
Year,
which
begins
this
Sunday,
that
that
would
be
flown
for
the
number
of
days
it's
about
a
little
over
a
week,
and
this
would
be
outside
City,
Hall
and
also
at
the
community
park.
G
Then,
as
you
can
see,
as
we
go
into
February,
we
have
Black
History
Month
that
there's
a
proclamation
for
that
will
be
scheduled
to
go
before
the
city
council
again
and
so
we're
we've
ordered
the
Juneteenth
flag.
If
you
are
familiar
with
that
flag,
it's
blue
and
red,
predominantly
with
June
19
1865
on
the
side,
and
so
that
was
actually
received
earlier
today
and
the
thought
was
to
have
that
flag
be
flown
at
the
Cami
Park
and
at
City
Hall
for
February.
G
So
we
go
down
the
schedule.
There's
you
know
some
months
there's
we
wanted
to
make
note
of
the
half
staff
days
maze
again,
where
we'll
see
this
down
with
Asian
Spy
Guys,
it's
Asian,
American,
Pacific,
Islander,
Heritage,
Month
May
is
also
National,
Police
Week,
and
so
there
is
a
we
had
the
Blue
Line
flag
here
highlighted,
but
we
were
thinking
and
speaking
with
a
member
of
our
Police
Department
earlier
today,
that
the
National
Law
Enforcement
Officers
Memorial
flood
would
be
flown
for
National,
Police,
Week
foreign.
G
Let
me
bring
up
my
staff
report
again
or
you
can
see
that
I
shared
and
you
can
see
that
I'm
sharing
the
design
of
that.
So
here,
if
you're
not
familiar,
looks
like
this.
We
haven't
ordered
this
one
yet,
but
the
hope
is
to
do
that
and
have
it
in
time
for
National
Police
Week
in
May,
going
back
to.
G
Let's
see
the
schedule
in
June,
we
have
a
number
of
commemoration,
so
we
have
the
juneteen
flag
and
what
is
going
to
replace
the
current
Pride
flag
is
going
to
be
the
progress
flag.
This
flag
has
been
flown
at
the
county
offices
for
the
last
at
least
year,
and
so
it
resembles
the
prototify,
but
it
also
has
the
Chevron
to
be
more
inclusive.
G
So
we
plan
to
order
that
flag
in
time
for
applying
for
mostly
the
month
of
June,
for
the
exception
of
a
week
when
it's
Juneteenth,
as
you
can
see,
there's
Flag
Day,
it's
June
14th.
So
that's
when
the
pow
Mia
flag
will
be
flown
and
then
it's
from
sunrise
to
sunset.
G
So
then,
when
that
one
comes
down
on
the
public
works
department
would
put
up
the
Juneteenth
flag
for
number
of
days
and
then
it
would
after
the
20th,
so
June
14th,
the
20th
of
June
18th
flag
would
be
flown
and
then
it
would
go
back
to
the
progress
flag
since
June
is
pride
month.
G
G
I'd
like
to
see,
if
there's
any
comments
from
the
committee
members
on
the
administrative
policy
for
flag
display
procedures
and
the
schedule.
E
E
My
question
is
whether
like
if
this
policy
will
like
how
it
will
be
shared
with
people,
I
wonder
if
folks
will
like
when
they
see
the
stand
with
Asian
flag,
be
like
wait
what's
what's
this,
how
did
it
change
and
so
I
would
just
want
to
if
there's
a
way
that
it
can
be
like
easily
accessible
the
policy
in
case
you
need
a
new
flag
and
then
they're
like
well
I
want
to
get
a
flag
up,
but
like
that,
we're
prepared
for
that
I
guess
right.
G
I
think
it
would
be
prudent
to
share
in
maybe
on
our
idea,
landing
page
Brisbane
state.org
idea.
We
can
have
the
administrative
policy
linked
under
supporting
documents,
as
well
as
I
would
say
the
schedule
for
folks
to
take
a
glance
at
and
with
the
city
council
meeting
tomorrow.
G
G
I
was
thinking
with
that
acceptance
that
that
would
be
highlighted
in
the
Friday
blast
and
on
socials
and
on
our
website
we're
thinking
about
changing
out
a
one
of
our
home
page
Banner
images
to
be
a
Lunar
New
Year
commemorative
banner,
and
so
there
would
be
ways
for
people
to
read
about
the
great
the
reasoning
and
the
significance
of
the
sandwich
Asians
flag,
so
that
it's
yeah
people
are
probably
going
to
see
and
wonder
and
want
to
maybe
go
to
the
website
or
socials
and
see
what's
what's
new,
what's
the
story
with
that,
so
yes,
we're
thinking
about
all
those
ways
to
make
sure
residents
are
aware.
G
A
And
would
have
worked
for
people
to
kind
of
go
on
the
Brisbane
idea,
landing
page
to
learn
more.
G
That
is
definitely
a
link
or
button
that
we
can
use
anytime
yeah.
We
have
changes
to
our
flags.
People
will
want
to
learn
more
for
sure.
G
So
that's
very
clear
for
anyone
who
would
like
to
request
a
comment
that
the
Committee
Member
had
recommended
that
this
flowchart
be
made
accessible
so
that
people
can
access
it
and
understand
it
and
I
think
it's
you
know.
Flow
charts
can
be
a
little
confusing
to
follow,
but
I
I
think
this
is
with
that
software
made
pretty
simplified
when
people
can
follow
this
fairly
easily.
D
I,
don't
think
it's
confusing
at
all.
You
know
great
work
Caroline.
So
thanks
for
doing
that,
so
just
a
couple
of
comments
and
I
apologize
for
not
having
emailed
this
to
you
earlier.
D
One
is
the
you
know
in
the
flow
that,
where
the
city
that
determines
that
there
is
no
Proclamation
and
there
does
the
IDF
committee
think
a
proclamation
should
be
required
created
and
if
the
outcome
is
no,
the
staff
informs
a
requester.
So
here
do
you
think
we
should
provide
reasoning
similar
to
what
the
we
propose
to
do.
When
the
you
know,
the
request
is
declined
because
it
does
not.
You
know
because
it
does
not.
D
Could
it
may
not
be
government
speech
as
in
the
previous
flow,
so
here
too,
do
you
want
to
inform
the
reasoning
why
the
idea
committee
does
not
think
of
new
Proclamation
should
be
created.
G
A
Or
accounting
I
think
you
could
just
drag
that
staff
in
the
forms
requester
down
and
then
Center.
D
D
F
D
Then
the
second
Point
here
is:
if
the
idea
committee
thinks
a
new
Proclamation
should
be
created,
then,
before
the
idea
committee
makes
the
recommendation
to
the
city
manager,
do
we
want
to
include
another?
You
know
action
there.
That's
where
the
city
council
creates
the
proclamation,
because,
as
I
recall,
you
know
for
any
every
flag
request
that
is
approved.
A
proclamation
will
be
in
place.
D
G
What
the
idea
committee
you
want
to
like
work
on
creating
that
I
think
mostly
like
staff,
does
a
lot
of
research
on
the
proclamations.
So
we
can
collaborate
or
what's
the
pleasure
of
the
committee.
B
Typically,
staff
takes
the
lead
on
crafting
the
proclamation,
but
the
request
is
sent
to
the
mayor.
E
And
I
think
if
it's
okay
in
the
interest
of
expediency,
you
know
again
I
like
I
personally,
don't
have
a
need
to
I
think
if
the
idea
committee
is
providing
the
context
of
like
what
the
proclamation
I
think,
that's
enough
guidance
to
then
hand
off.
F
G
A
good
add
to
here
and
stuff
works
on
a
proclamation,
something
like
that
in
that,
in.
G
G
A
So
I
did
have
one
question,
though:
how
long
did
the
first
flag
take
to
come.
G
A
G
That
was
for
a
custom
design,
okay,.
A
Because
then,
when
you
say
preferably
six
to
eight
weeks
before,
that's
not
taken
into
account
the
one
left
schedule,
the
committee
meeting
potentially
right.
G
A
But
then
on
the
flow
traces
within
one
month,
so
if
we
meet
that
could
just
mean
like
a
regular
meeting
at
that
point.
So
with
the
idea
committee
be
doing
Special
meetings.
If
it's
a
time
crunch.
E
I
think
my
only
other
comment
and
I
don't
know
that
we
need
to
include
it
is
just
if
it
is
a
custom
flag.
Is
the
onus
on
the
requester
to
provide
the
design
and
like
have
it
ready
to
go
or
is
the
with
the
plan
B
that
we
would
like
look
to
see
if
there
was
already
an
existing
one
and
like
use
that
one?
Unless
there
wasn't
one
and
then
we
would
ask
them
to
design
or
just
do
we
have?
A
G
Yeah
I
probably
do
that
Google
farm
and
yeah
have
paper
copies
here.
G
Yeah,
we
would
definitely
want
to
use
an
already
created
a
logo
or
emblem
just
like
in
the
case
of
the
National
Law
Enforcement
Officers
Memorial.
It
was
actually
kind
of
hard
to
find
a
flag.
That
was
the
three
by
five
size
that
we
would
need
for
ordering,
but
it
might
be
where
it
turns
into.
If
I
can't
find
something
that
will
be
able
to
be
ordered
through,
say,
flag
and
banner,
or
a
company
like
that
that
sells
Flags,
then
yeah.
We
might
have
to
do
a
custom
order.
G
But
in
that
vein
use
the
recognized
logos
first,
egg
female.
F
A
A
I
think
it
it'd
be
a
good
idea
to
kind
of
see
how
many
flags
fire
poles.
There
are
still
confusing.
Reading
like
the
U.S
flag
in
the
California
state
flag,
that's
always
going
to
be
up
right.
C
G
Correct
for
city
hall,
because
there's
only
the
ability
to
fly
two
flags
yeah,
so
the
US
flag,
always
and
then
these
are
the
various
ones
that
will
be
right
below
on
these
dates.
Okay,.
E
A
A
G
I
think
I
will
add
a
column
and
do
it
that
way.
G
This
might
well
right
now
it's
a
portrait,
oriented
document,
but
it
might
become
horizontal,
we'll
see.
A
Then,
for
example,
like
the
Ukraine
fight,
because
I
flown
under
the
U.S
flag
is.
A
Yeah
I
think
Kelly
when
you
update
this,
for
example,
kind
of
like
June
1st
to
the
14th.
It
just
has
Ukraine
flag
if
you
could
just
kind
of
listen,
exactly
which
three
flags-
okay,
just
repeat
yourself,.
A
Because
then
it
can
be
a
little
confusing
because
I'm
not
entirely
too
sure
like
like
on
June
1st
there's
a
junctive
is.
A
So
like
six
one
to
six
fourteen
yeah.
C
So
the.
E
G
G
Yeah
I'll
do
that
I
think
it's
we're
going
to
be
a
horizontal
oriented.
Let's
keep
talking
for
sure.
C
G
B
Yeah
our
committee
members
finished
with
their
questions,
foreign.
A
Then
we
can
continue
on
okay,
welcome,
Rico
glad
you
can
all
right.
Then,
let's
move
on
to
wait.
So
are
we
gonna
approve
the
ministry
of
policy
with
the
comments.
A
Let's
do
that
can
I
get
a
first-hand
second
to
approve
the
ministry
of
policy
for
the
flag
display
procedure
and
the
flag
display
schedule
with
the.
D
A
I'll,
second,
all
right,
thank
you.
Roll
call
please.
B
Well,
maybe
we
could
abstain
at
this
before
this
vote.
Okay,
his
audio
isn't
off.
Let's
go
on
with
Horton
aye
whole
head
car,
hi,
Nida,
hi,
hi.
Good
luck!
All.
A
Right
all
right,
thank
you.
Everyone
all
right.
Let's
move
on
to
tonight's
new
business
election
of
a
new
chair
and
a
new
Vice
chair,
so
for
those
who
haven't
been
there
before
we
cycle
through
this
position
once.
F
A
B
Yeah
the
chair
for
the
community
generally
is
the
main
moderator
for
the
meeting
and.
B
B
The
chair
also
kind
of
will
be
kind
of
the
figure,
prominent
figure
or,
if
there's
any
kinds
of
City
events.
They
can
also
be.
The
representative
of
the
committee
at
that
time
and
the
vice
chair
can
will
have
to
continue
those
roles
and
responsibilities
when
the
chair
isn't
able
to.
A
F
A
A
Thank
you,
my
guess,
all
right,
the
same
one
I
want
to
take
on
the
role
of
Vice
chair.
That's
you
step
in
if
Alex
is
not
available
for
a
meeting
or.
A
Can
he
just
use
the
chat
or
yeah.
B
I'm
unable
to
reach
him
at
this
time-
let's
see,
but
we
could
take
the
vote
at
this
point
accordingly,
so
we
have
medium.
Boosters
is
going
to
be
abstaining,
I
mean
remember:
Horton
hi
call
that
Carr
hi
hi.
F
F
C
F
D
Other
option
would
be
anybody
else
interested
about
you,
miyoko.
E
Oh
I
mean
I
can
share
Vice
chair
role,
as
has
not
for
me
it
was
not
particularly
labor
intensive,
but
you
know
I
think.
If
people
don't
want
the
role,
then
we
need
to
respect
that.
A
A
swap,
fortunately
I
will
not
be
able
to
do
that.
Okay,
bigger
than
my
love
too
yeah,.
A
A
E
Sorry
you're
leaving
us
yeah
day
in
the
park,
though
yeah.
A
We
will
maybe
when
they
stop
by
when
you
guys,
are
forced
to
go
back
into
City
Hall.
A
A
Close
to
Richmond,
but
not
very
Spain
yeah,
unfortunately,
I
cannot
accept
the
role
of
Vice
chair.
So
like
just
my
guess,
this
might
leave
you.
H
D
That
sounds
like,
but,
and
also
I'd
like
to
thank
you
William
for
everything
you've
done
for
the
idea
committee.
You
know
got
the
ball
rolling.
You
did
a
fantastic
job
as
chair.
You
know
in
our
very
first
term
and
I
think
we
have
made
a
lot
of
progress.
So
thanks
again
for
all
the
contributions
you
know.
A
A
D
Yeah
so
yeah
I
do
accept
the
nomination.
Thank
you.
F
A
E
Oh
sorry,
okay,
sorry!
So
can
we
get
a
roll
call.
B
H
F
E
B
So
basically,
the
governor
has
announced
that
he
tends
to
lift
the
proclaimed
covid-19
Statewide
State
of
Emergency
on
February
28
2023,
so
the
city
is
going
to
intend
to
return
to
primarily
in-person
meetings
after
that
time
so
beginning
with
the
meetings
we
started
it
already
and
as
you
can
see,
it's
a
hybrid
format
at
this
moment
through
February
28th,
the
council,
its
commissions
and
committees
will
conduct
your
meeting
remotely
or
in
a
hybrid
fashion.
B
That's
why
Caroline's
in
the
large
conference
room
right
now
that
is
Council
commissioner
committee
members
and
members
of
the
public
May
attend
meetings
either
remotely
or
in
person.
But
after
that
date
you
know
starting
March
1st.
The
general
rule
is
that
public
meetings
will
be
conducted
as
they
were
prior
to
the
pandemic
prior
to
March,
2020
and
Council.
Commissioner
committee
members
attending
meetings
remotely
will
not
be
a
common
occurrence.
The
city
clerk
and
the
legal
team
will
work.
You
know
with
committee
members
and
Commissioners
who
wish
to
discuss
these
new
Provisions.
B
So
please
take
a
note:
we'll
have
more
information
in
terms
of
how
it
plays
out
administratively
or
logistically.
B
You
know
we're
still
in
the
we're
still
discussing
like
the
final
details
around
like
the
logistics
of
it
all,
but
so
stay
tuned
for
more.
But
in
the
meantime,
if
you
want
to
also
start
attending
idea
committee
meetings
in
the
large
conference
room
with
Caroline
right
there
with
a
nice
background
and
paintings
around
you,
you
could
I
feel
free
to
do
so,
and
then
you
could
kind
of
get
a
feel
for
what
it's
going
to
be
like
before
you
return.
B
That's
it
for
me
around
that
next,
oh,
go
ahead!
A
Memo
I
do
have
a
recommendations
with
Kimberly
since
it's
going
to
be
returning
to
in
person
and
maybe
have
a
discussion
on
whether
this
time
still
works
for
everyone,
because
I
think
of
the
answer
that
she
is
back
in
office
now.
C
B
Kind
of
related
to
that
is
that
the
whole
issue
of
term
expirations,
so
Committee,
Member,
Nida
and
Bustos
have
their
terms
expiring
by
January
31st.
B
And
basically,
because
it's
their
initial
term,
they
have
the
option
to
continue
their
appointment
to
continue
their
appointment.
Their
initial
continue
their
appointment
without
re-interviewing,
so
after
that,
they'll
have
be
basically
two-year
appointments.
B
So
I
heard
back
from
Committee
Member
Nida
and
she
would
like
to
continue
her
her
work
in
the
media
committee
and
so
I'll
reach
out
again
to
Committee
Member
brustos
to
see
what
he
would
like
to
do.
And
then
we
also
will
start
recruiting
for
the
open
seat
for
for
William's
seat,
and
that
will
be
a
two-year.
C
B
B
I
got
a
chat
from
Committee
Member
buses,
but
I'll
go
ahead
and
reach
out
to
him.
B
A
B
Perfect
I'll
reach
out
to
everyone
again
and
confirm
we'll
start
the
recruitment
period
now
until
March
1st,
please
let
people
know
I'll,
let
the
committee
members
know
too
once
those
applications
are
available
as
well.
Foreign.
E
All
right,
any
Committee,
Member
reports.
A
Oh
I
guess
I'll
be
accepting
the
population
tomorrow
at
7
30.
F
A
To
stream
that
I
think
the
link
is
on
the
website,
it's
a
first
step
towards
making
the
idea
can
be
something
great,
so
we're
making
moves.
E
Great
okay,
well,
I
will
just
reiterate
my
gush's
appreciation
and
gratitude
William.
You
were
a
wonderful
chair,
the
inaugural
idea
committee
chair.
We
really
really
appreciate
how
far
you've
brought
us
we'll
miss
you.
A
lot
hope
you
hope
to
see
you
on
the
zooms
or
in
person
at
our
events,
and
just
very
grateful
for
all
that
you
did
over
the
past
year.
Thank.
