are
paramount

awards

badly

Wills

worked

South
Bristol
for
many
years,
I'm
very
concerned
at
the
loss
of
Heng
Grove
Park
to
housing.
This
is
an
important
area
of
land
which,
if
utilized
well,
we'll
bring
housing,
jobs,
recreational
and
leisure
facilities
to
the
whole
community.
There
are
10,000
on
the
way
on
the
housing
list,
78%
of
whom
are
single.
Low
density.
Housing
doesn't
meet
these
needs.

higher
density
could
include
terrorist
town
houses
and
small
blocks
of
one-bedroom
flats.

Other
plans
have
been
produced
which
show
the
land
can
be
used
more
effectively
to
benefit
the
entire
community.
There
are
high
levels
of
unemployment
in
the
area
and
there's
no
provision
in
this
plan
to
create
jobs,
there's
a
need
for
schooling
or
GP
surgery,
shops
and
community
facilities.
This
latest
plan
has
been
produced
with
little
consultation
with
the
local
community.

I've
received
a
lot

emails

the
tent
cities
that
have
been
springing
up
in
our
parks
and
it's
just
one
aspect
of
the
reflection
of
the
high
cost
of
housing
in
Bristol
and
the
need
for
more
affordable
housing.
So
I
agree.
The
hem
growth
Park
development,
as
many
of
the
residents
have
said,
must
be
done
carefully
and
sensitively
and
I'm
sure
that
will
happen.
But
notwithstanding
that,
I
would
like
to
know-
and
I
say
this
in
my
statement.

you're
aware,
48
percent
of
the
electorate
nationally
voted
to
remain
within
the
EU
and
in
Bristol
that
figure
was
much
higher,
in
fact
over
60%.
In
light
of
those
figures
and,
of
course,
fair
representation,
we're
just
asking
the
mayor
and
the
council
to
identify
what
steps
they're
taking
to
protect
the
rights
of
the
EU
citizens
here
that
are
not
from
the
UK
and,
of
course,
preserve
the
right
of
respondents
to
travel
around
the
EU
and
maintain
the
environmental
protections
that
we
have
in
place.

international
networks
that
are
reaching
out
to
us,
and
we've
also
set
up
a
brexit
working
group
which

about
looking
at
the
social
and
financial
risks
that
we
face.

cities.

it's
about
making
sure
that
we're
not
just
reacting
to
what
national
government
does
or
does
not
offer
us
in
terms
of
a
service
it's
about
working
with
business
or
universities
or
health
service,
local
government,
all
those
institutions
that
have
a
vested
interest
in
what
goes
on
around
our
on
the
globe
global
stage,
making
sure
that
their
their
interests
are
reflected
so
I
assure
you
were
being
proactive,
would
always
take
we're
always
taking
calls
on
our
time.

housing

evident
in
the

appointed

offering
adequate
protections

of

wicked
issues

face

city
like
Bristol,
which

how

we

development?

we

drive
our
economy
forward
and
create
jobs
and
opportunities
for
people
without
compounding
inequalities
and
making
making
a
city
less
affordable
and
we're
seeing
communities
being
swept
out
by
increases
not
only
in
house
prices,
but
inventor
prices
as
well?
So
we
do
have
something
that
is
a
very
real
and
immediate,
but
also
at
the
same
time,
ironically
as
a
silent
crisis
going
on
in
our
city.

But
let
me
read,
let
me
just
show
with
you
that
we,
in
partnership
with
the
homes
and
community
agency,
is
currently
undertaking
a
feasibility
study
to
establish
how
a
number
of
key
sites
inside
Bristol,
including
hen,
Grove,
Park
phase
2,
can
deliver
new
homes
in
the
city.
It
is
the
intention
to
maintain
a
secure,
large,
high
quality
Park
at
Han,
Grove
Park,
the
location,
layout
and
quality
of
this
will
be
consulted
upon.

The
feasibility
study
will
investigate
delivering
medium
to
high
density
housing
with
a
range
of
flats
and
homes
meeting
a
variety
of
needs
in
line
with
planning
policy.
The
council's
vision
is
to
make
Han
Grove
Park
a
great
place
for
people
to
live
with
good
quality
housing
across
a
mix
of
tenure,
size
and
type
which
is
linked
in
to
existing
communities
with
the
required
appropriate
infrastructure.
The
feasibility
study
is
at
an
early
stage.

There
are
no
firm
plans
or
proposals,
but
we
are
seeking
to
start
a
dialogue
with
the
community
about
the
future
of
Han
Grove
Park.
The
area
has
been
designated
for
housing
for
almost
20
years
in
the
city's
local
plan.
The
most
recent
council
decision
was
in
July
2014
I
suspect
that
was
in
this
council
I'm
sitting
in
right
now,
when
the
full
council
voted
overwhelmingly
to
allocate
the
land
for
housing.

Following
the
recommendations
of
a
planning
inspector,
the
hen
Grove
Park
area
is
allocated
within
the
Bristol
local
plan
site
allocations,
document
for
the
following
50
hectare,
site
allocated
for
mix
housing
offices,
open
space,
small-scale
retail,
estimated
1,000
new
homes,
a
large
high
quality,
Park,
coordinated
approach
to
delivery,
guided
by
community
involvement,
integrate
with
phase
one
development
and
existing
play
facilities,
maintain
all
strengths
and
wildlife
Network
and
incorporate
sustainable
drainage
measures.
The
feasibility
study
will
test
how
these
requirements
can
be
met
by
producing
a
high-level
strategic
framework
to
inform
future
master
planning.

detailed
design
proposals
accompanied
by
a
financial
model
to
test
the
deliverability
of
the
proposals.
The
community
facilities
and
transport
infrastructure
area
to
support
an
increase
in
the
population,
including
health,
leisure
and

the
neighborhood
partnership
meeting
on
the
20th
of
September
to
inform
the
group
on
the
scope
of
the
feasibility
study
that
is
underway.
Consultation
will
be
undertaken
on
the
outcome
of

feasibility
study

2017.

is
the
start
of
a
conversation,
not
the
end.

core
requirement
that
we
that
these
consultations
and
these
discussions
are
well
I'm.

be
frank
with
you.
We
have
a
crisis
on
housing,
as
some
of
the
the
speakers
referred
to,
that
is
coming
out
incredible
social
cost
to
Bristol,
and
that
social
cost
is
not
just
the
tragedy
in
the
lives
of
individual
people
who
can't
get
homes.
We
can't
get
stable
homes
but
they're
turning
up
in
our
public
services,
again
compounding
the
cost
to
the
city.
So
it's
important.

But
what
I
would
say
is
we're
not
just
in
the
business
of
building
homes,
we're
in
the
business
of
building
communities,
so
the
impacts
on
existing
communities
and
how
we
make
sure
that
our
housing
developments
do
not
provide
front
doors
to
people
to
isolate
themselves
behind,
but
actually
feed
into
what
life
is
a
well-being
purpose
that
we
have
for
this
local
government.

is
going
to
be
a
core
requirement
that
I
want
to
see
front
and
center
of
any
per
plans.

in
2005
specifically
to
advise
on
tall
building
schemes
being
promoted
in
the
city
center,
any
proposals
outside

central
area
will
still
be
required

go

assessment

with
supporting
contextual
analysis.

reason
why
Bedminster
would
not
be
subject
to
the
same
criteria
governing
the
rest

challenge
here
is
that
regeneration
is
supported,

whilst
this
is
likely
to
involve
higher
densities
that
exist

moment,
it

means
that
good
quality
design,
along
with
a
mix
of
housing
types,
including
affordable
housing,
is
required.

monitors
air
quality
across
the
city
and
reviews
planning
applications

their
impacts

air
quality.
We
will
consider
this
application
carefully
against
their
quality
policies
in
the
local
plan.
When
the
application
is
made,
the
council
is
working
to
improve
air
quality
in
the
city
by
reducing
the
amount
of
traffic
in
the
city,
for
example
through
schemes
such
as
Metro
bus
and
improvements
to
cycling
facilities,
we're
also
working
to
reduce
the
pollution
from
motorized
transport
by
providing
charge
points
for
electric
cars
and
piloting
electric
buses
to
accelerate
this
process.

implementation

a

zone

will
reduce

vehicles

city

government

between
cities
in

quality
inner

developments

need

travel
by
car

increase
viability
of
public
transport.

element

a

type

issues

The
petition
is
titled,
save
51
bus,
the
wording
of
the
original
petition.
We
call
on
Bristol,
City,
Council
and
first
bus
to
urgently
work
to
save
the
51
bus
service,
which
connects
the
communities
of
Whitchurch
hen,
Grove,
Knoll
and
city
centre.
We
demanded
the
withdrawal
of
these
services
from
September
be
scrapped.
As
the
mayor
will
remember,
I
asked
a
question
about
the
unreliability
of
the
buses
in
South
Bristol,
specifically
the
36
50
and
51
routes
and
the
members
forum
on
the
19th
of
July.

My
supplementary
question
include
an
invitation
to
join
me
on
the
51
service.
Unfortunately,
circumstances
overtook
that
invitation
the
notification
that
the
51
was
to
be
withdrawn
was
received
by
the
City
Council
on
ER
about
9th
of
July
from
the
traffic
commissioner.
This
took
place
prior
to
my
question
being
asked.

Instead,
I
found
out
about
this
withdrawal
on
the
23rd
of
July,
the
following
Saturday.
When
I
did
a
routine
check
of
what
my
bus
options
would
be
to
get
to
and
from
the
council
house
come
September.
My
first
response
was
disbelief
that
a
well
used
bus
service
that
I
routinely
ride
almost
end-to-end
and
is
rarely
empty,
was
to
be
cut.

At
least
one
formal
question
for
myself,
as
councillors
still
being
unanswered,
and
so
our
very
successful
petition
intended
to
show
the
strength
of
need
and
demand
for
this
service
was
begun
by
the
Liberal
Democrat
counselors
affected
the
petition
received
over
four
and
a
half
thousand
signatures
in
a
little
over
a
fortnight.
During
that
same
window
we
meaning
the
Lib
Dem
councillors
sought
answers
from
first
who
told
us
that
the
route
was
not
economically
viable.

We
would
beg
to
differ
as
wessex
starting
to
demonstrate
and
the
council,
for
whom
we
heard
nothing
once
first
had
fused
to
reconsider.
We
were
the
ones
who
negotiated
with
other
providers
and
put
together
the
FERC
package
for
the
new
51
bus
route,
first
desire
to
try
and
consolidate
passengers
from
two
routes
onto
one
in
an
area
with
many
older
residents
and
young
families
wouldn't
have
had
the
effect
that
they
were
hoping
for.
It
would
instead
have
forced
people
back
into
private
cars.

nearest
bus
stop
in
my
part
of
the
ward
for
the
old
5150
service
is,
which
was
what
they
hoped
to
replace
the
51
with,
was
over
a
mile
half
a
mile
away
and
downhill
of
the
part
of
the
pup
Ward
in
which
I
live,
not
easy
to
manage
late
at
night
or
after
shopping
at
broad
walk.
The
suggestion
that
residents
transfer
from
the
52:36
access
board
walk
farcical
when
the
timetables
have
not
been
coordinated.

lord

I've,
had
lots
of
concerned
residents.
In
the
same
way,
we
were
very
worried
about
first
bus
actions.
I
find
it
wrong
that
first
can
just
scrap
or
change
services
purely
to
squeeze
create
a
profit
at
Bristol.
This
decision
seems
to
not
take
into
account
a
negative
impact
cost
of
the
many
bus
uses
in
the
day
in
their
daily
lives.

The
51
bus
service
provides
a
lifeline
to
residents
of
both
hen,
Grove
and
Stockwood,
Ward's,
being
the
only
service
available
connecting
the
public
transport
users
needing
to
get
to
South,
Bristol
hospital
and
Whitchurch
health
center,
as
illustrated
by
PS
17,
Josephine,
Fisher's
letter
and
Asda
in
one
direction,
and
to
the
two
banks
and
many
shops
in
broad
walk
in
the
other
direction
and
onwards
into
broad
mead
in
the
city
centre.
The
51
bus
service
also
provides
safe
access
to
two
primary
schools:
new
oaken's
and
some
Bernadette's,
and
two
secondary
schools,
Oh
John
Williams
in
st.
Y
The
service
also
encourages
many
Stockwood
residents
live
in
on
the
Wells
Road
to
walk
to
the
bus,
stop
on
fort
filled,
Road
they're,
probably
providing
the
added
Veni
benefit
of
encouraging.
Maintain
and
maintaining
their
fitness
and
mobility
rather
than
using
a
car.
The
service
also
contributes
considerably
to
reduce
in
the
traffic
congestion
on
the
extremely
busy
Wells
Road.

However,
whilst
it
is
a
victory
for
the
community
community,
it
is
also
a
short-term
respite.
The
service
to
be
provided
by
Wessex
is
for
12
months
period,
stay
of
execution
only.
It's
of
relevance.
It's
Wessex
have
stepped
up
to
the
plate
to
take
over
the
provision
of
the
51
bus
service,
which
offers
hope
for
an
alternative
operator
that
can
be
found
in
the
future,
perhaps
using
the
Metro
bus
routes
without
public
subsidy

Consider
that,
whilst
it
is
up
to
the
community
to
ensure
that
their
use
of
this
service
is
maximized
to
ensure
ensure
its
longevity,
I
would
ask
that
the
mayor
to
work
with
the
community
to
ensure
that
the
essential
local
bus
service
is
not
allowed
to
be
threatened
again
and
disappear
in
12
months
time.

services,
late
services,
extended
services,
or
indeed
the
whole
service.

the
time
to
respond

this

already
lost
the
number

crucial
link

the

it

commercial

regularly
get
contact

residents

cut
off
the
number

route
is
similarly
causing
all
sorts
of
concern
right
now,
people
feeling
cut
off.
They
may
want
to
supported
service
too,

as
operators
chop
and
change
their
services,
commercial
services
trying
to
make
a
profit.

course

It's
like
the
nine
may
need
help.

Two
ones
crossing
boundary
also
need
cooperation
from
other
authorities,
but
buses
to
the
greens
are
a
public
service,
not
just
a
business.
They
connect
the
fabric
of
our
community.
They
help
people
avoid
social
isolation,
get
people
to
work.
School
shops
reduce
the
number
of
cars
on
our
streets.
Users
of
sub
subsidized
routes
may
be
unable
to
drive.
They
may
have
a
family
to
visit
in
hospital
or
live
away
from
a
main
route
and
face
Hills
obstacles
costs
getting
around
to
places
that
some
of
us
may
take
for
granted.

let's
all
publicize
this
consultation
right
now,
you've

two

get
the
feedback

current
roots

people

they're

concerned

underestimate

people

supported

growing
homelessness

driven

they're
in
a
position

increase

were

looking

get
hold
of

suite

authority,

be
able
to
work
with
the
housing
market
as
it
actually
is,
not
as
it
was

years
ago.

registration

at
the
opportunity

powers

in
rents

Bristol

be
things
that
we
are

follow

The
conservative
group
has
long
supported
the
principle
of
an
arena
and
I'm
delighted
that
at
long
last
it
is
now
going
ahead.
It's
a
fantastic
opportunity
for
Bristol.
Apart
from
the
initial
capital
investment
of
nearly
100
million
pounds,
the
arena
will
generate
annuity
revenue
for
Bristol
on
a
year-by-year
basis,
as
well
as
providing
plenty
of
job
opportunities
for
local
people.
The
economic
benefits
will
be
both
sizeable
and
sustainable.

So,
what's
not
to
like
about
the
arena,
as
my
dearly
departed,
grandmother
often
used
to
say,
the
devil
is
in
the
detail,
if
actually
said
it
in
Greek,
but
there
we
go
for
the
Bristol
arena
to
be
a
success
and
to
enhance
the
reputation
of
Bristol.
People
need
to
be
able
to
attend
events
at
the
arena
with
as
little
hassle
as
possible.
In
particular,
people
will
want
to
be
able
to
arrive
and
depart
smoothly.

Inevitably,
arena
attendees
will
use
a
range
of
transport
options
and
we
need
to
cater
for
all
of
these.
Let's
not
be
naive
and
let's
face
facts,
many
visitors
will
come
by
car
and
we
have
to
plan
for
that.
Let's
not
repeat
the
sins
of
the
previous
mayor
who
thought
that
if
you
didn't
plan
for
cars,
they
would
simply
melt
away
they
don't
you
just
end
up
with
congestion
and
paralysis
in
our
city
centre.
We
must
also
be
mindful
that
some
marina
patrons
will
be
elderly,
frail
or
disabled,
and
their
specific
needs
must
also
be
met.

At
the
same
time,
it's
only
right
and
proper
that
the
arena
does
not
unduly
disrupt
the
lives
of
those
who
live
and
work
in
close
proximity
to
the
arena.
The
arena
must
be
an
asset
for
all,
Bristol
Ian's
and
not
a
liability
for
some
all.
This
should
be
self-explanatory
and
we
would
think
that
a
traffic
management
and
transport
plan
together
they
detailed
local
area
impact
analysis,
would
be
uppermost
in
the
minds
of
the
arena's
project
managers.

However,
at
virtually
every
stage
of
scrutinizing
this
project,
it
has
been
shockingly
apparent
that
the
detail
was
being
ignored
by
the
previous
mayor
and
senior
officers.
The
risk
is
that,
without
focusing
carefully
and
diligently
on
the
detail,
this
great
project
could
be
ruined.
Port
transport
plans
will
result
in
unhappy
customers
and
will
jeopardize
repeat
business
for
the
arena
and
if
neighbouring
residents
and
workers
are
adversely
impacted,
the
reputation
of
the
arena
as
a
great
Bristol
asset
will
be
in
doubt.
We
want
all
Bristol
Ian's
to
sing
the
praises
of
the
arena.

In
summary,
and
without
wishing
to
detract
in
any
way
from
this
glorious
vision
of
a
new
arena,
it
is
now
time
the
details
to
be
fully
worked
through.
This
requires
painstaking
work
and
careful
consultation.
It's
not
headline-grabbing
it's
not
exciting,
but
without
this
work
on
the
details,
the
whole
project
will
be
seen
as
a
mixed
blessing.
The
arena
deserves
better
than
being
a
mixed
blessing.
Let's
make
the
arena
the
best
arena
in
Britain.

service
can

long

transport
plan

Transport
plan
will

in

scheme
that
will
encourage
safe
and
sustainable

walking
cycling
and
public

the
mayor

arena
does
not
become
a
car
magnet
so
that
local
residents
will
not
be
adversely
impacted

the
many
visitors

may

wonderful

at
the

estates,

drive
up
to
the

estates,
car
parks
are
open.
Have
we
thought
about
working
with
local
businesses
and
with
local
charities?

aim

them

encourage
them

open
up
their

parks

evening

to

facilitate

early
pressure,

the

impression
is

chance

and

get

will

and

learn

debacle

it
stopped
down
and
willowmere
Hill
as
well
as
parts
of
Bedminster,
no
butter,
the
area's
likely
to
be
the
most
affected
by
the
arena
in
South
Bristol
at
least
I.
Understand
that
there's
parts
of
Bristol
West
that
also
very
concerned
ice
of
massive
importance.
They
don't
lose
out
as
a
result
of
his
construction.

I
want
the
local
area
to
benefit
from
the
area
from
the
arena
rather
than
suffer.
For
me,
I
share
the
leader
of
the
conservative
groups,
concerns
about
the
transport
plan
and,
while
I've
been
given
assurances
by
officers
and
I've,
seen
the
data
about
projections
of
traffic
flows
and
so
on,
I
remain
concerned
by
how
the
area
will
cope
with
the
huge
number
of
visitors
several
times
a
week,
pather
old
wells
rolled
on
the
three
lamps
junction
already
suffer
from
massive
amounts
of
traffic
and
with
visitors
arriving
at
around
the
same
time
as
the
rush
hour.

It's
hard
to
see
at
the
moment
how
the
existing
infrastructure
is
going
to
cope.
I
do
support
some
additional
provision
for
cars,
especially
for
drop-off,
for
visitors
and
young
people
in
particular,
and
in
particular,
I'd
like
to
see
much
better
provision
of
local
buses
and
trains
that
cater
for
people
that
live
in
Bristol,
a
wider
part
of
Bristol
who
might
otherwise
Drive
due
to
the
lack
of
existing
services,
especially
late
at
night,
as
some
people
have
mentioned,
that
Aston
access
from
the
bath
bridge
also
needs
to
be
considered
much
more
carefully.

day

hundreds

in
that

residents,
groups,

really
well
attended

that
this
level
of
engagement
with
residents
will

in
the
coming
year
or

not
going
to
rehearse
all
the
arguments
against
forced
academies
ation
because
they
laid
out
clearly
in
the
motion.
However,
I
do
want
to
reinforce
what's
at
stake
with
this
issue.
What's
at
stake
is
the
future
role
of
the
local
authority,
our
accountability
and
schools
ability
to
determine
their
own
future.
This
government
has
been
relentless
in
imposing
top-down
reforms
to
the
education
sector.

I
can't
name
them
all,
but
there's
been
curriculum
changes,
linear,
a
levels,
new
GCSE
grading,
progress,
eight
to
name
but
a
few,
and
now
grammar
schools,
but
I'm
not
going
to
mention
them,
because
my
blood
pressure
would
not
deal
with
it.
Most
of
us
are
struggling
to
keep
up,
but
what
I
find
a
stone
is
that
all
these
key
changes
are
being
implemented
against
the
advice
of
educationalists
and
are
based
on
ministers,
distant
memories
of
their
schooldays
for
once.

I
actually
agree
with
that
nick
clegg,
who
said
this
week
that
Tory
Education
Policy
is
based
on
evidence.
Free
prejudice,
pressure
on
schools
increases
daily,
a
most
staff
work
ridiculous
hours.
A
time
said
survey
this
week
said
a
quarter
of
all.
Teachers
want
to
leave
the
profession.
What
they
need
now
is
clear:
local
authority
support
and
policy
and
recognition,
not
the
threat
of
the
government
declaring
us
unviable
and
forcing
them
all
into
academies
ation.
We
should
be
celebrating
our
results
this
year,
we've
got
yet
another
year
of
really
good
improved
results.

A
few
years
ago,
we
were
fighting
with
whole
not
to
be
bottom
of
the
league
tables,
we're
in
a
completely
different
place
now,
but
that
hasn't
come
about
by
chance.
That's
come
about
because
we've
had
good
leadership.
We've
had
good
schools
leadership,
but
we've
also
had
good
local
authority
leadership,
and
we've
done
that
in
partnership.
We've
shown
that
partnership
is
the
way
that
you
do
school
improvement.

The
government
is
intent
on
removing
our
powers
as
a
local
authority
and
developing
a
complex
mixed
economy
where
unaccountable
free
schools
can
spring
up
anywhere
they're,
not
properly
regulated
by
the
DfE,
and
they
don't
necessarily
meet
local
need,
and
they
certainly
can
ask
it
exacerbate
inequality.
We've
got
a
specified
role
to
promote
the
interests
of
vulnerable
pupils.
We
can't
do
that
effectively.
AL
If
all
our
schools
are
forced
into
academies
ation,
we
need
to
make
sure
we've
got
the
right
places
for
children
in
the
right
areas,
and
children
have
fair
access
to
schools,
but
we
can't
do
that
if
our
schools
are
forced
into
academies
ation,
we
have
to
protect
the
terms
and
conditions
of
teachers
and
support
staff
and
value
the
work
they
doing.
But
we
can't
do
that
with
forced
economization.
We
need
to
develop
an
effective,
innovative
trading
with
schools
offer,
so
we
can
provide
the
expertise
schools
want,
but
we
can't
do
that
with
forced
academisation.

One
of
the
worst
parts
of
the
government's
policy
is
the
erosion
of
accountability
and
they've
already
said
that
Academy
governing
bodies
don't
need
staff
reps.
Maybe
they
don't
know
what
they're
talking
about?
They
don't
need
local
authority
reps,
and
maybe
they
don't
know
what
they're
talking
about,
but
now
they
say
they
don't
need
parent,
reps,
certainly
on
the
governing
bodies
that
I
sit
parents
give
key
insights
into
the
school
without
which
we
couldn't
make
effective
decisions.
I've
got
an
outstanding
teaching
school
in
my
area.
Whitehall
primary
is
everything
you
want
for
your
children,
excellent.

Had
teachers,
strong
governance,
good
parents
of
parental
engagement,
high
expectations
for
all
its
pupils,
why
should
it
be
forced
into
spending
precious
time
and
resources
becoming
an
academy,
and
what
value
will
that
give
to
the
role
it
already
plays?
I
urge
you
to
recognize
the
crucial
role
our
local
authority
makes
and
needs
to
continue
to
make
to
strategic
planning
and
school
improvement.
I
urge
you
to
support
the
recommendation
so
that
our
values
are
clear
and
schools
know
we
don't
want
them
to
be
forced
into
log
into
academies.
Ation,
it's
an
unnecessary,
expensive
distraction.

need
to
fit.
They
mustn't
feel
that
they
have
no
other
option.
They
need
to
feel
that
we're
not
going
to
abandon
them
to
a
free
market
and
that
we'll
do
all
we
can
to
find
a
new
structure
in
which
they
can
continue
to
be
part
of
our
maintained
sector.
Forced
academisation
is
wrong.
So
I
therefore
move
this
motion.

my
own
Ward
Avonmouth
Lawrence
Weston,
the
council
does
a
great
job
of
coordinating
all
the
schools,
its
own
academies
and
faith
schools.
Schools
have
improved
enormously
over
the
last
decade
since
I
was
elected
in
May.
The
only
concerns
regarding
schools,
which
I've
heard,
have
been
caused
by
a
lack
of
places
due
to
the
success
of
popularity
of
Siemens
primary
school.
Not
a
single
voice
has
called
for
new
management
systems
or
new
organizational
structures,
and
members
of
opposite
would
do
well
to
remember
that
now.

Everyone
in
the
sector
just
wants
to
absorb
the
changes
that
already
been
foisted
upon
them
and
to
catch
their
breath.
That
is
simply
all
this
motion
attempt
to
do.
It's
a
motion
worthy
of
the
more
traditional
manifestation
of
the
Conservative
Party,
which
merely
says
leave
well
alone
to
ideologues
and
social
engineers
as
such
I
hope
it
will
gain
favour
with
all
members
of
all
parties,
as
it
expresses
our
confidence
in
our
teachers,
administrators
and
parents.
They
are
the
professionals
they
know
best
how
to
prepare
our
children
for
the
modern
world.

lengthy
motion
with
a
focus
on
national
policy
from
the
marches
white
paper.
I
thought
it
would
be
important
to
put
this
into
local
context
so
that
councilors
debate
with
a
clear
picture
of
the
Bristol
educational
landscape,
so
I'm
apologizing
for
reading
my
speech
and
hopefully
I'll,
read
it
at
breakneck
speed
and
I
am
mindful
that
we
had
a
green
paper
presented
yesterday
in
Westminster.
Just
for
the
record,
my
life
gets
better.

Currently,
95
percent
of
Bristol
secondary
schools
are
good
or
outstanding
and
all
but
three
are
academies.
This
can
be
compared
to
2011
when
45%
of
our
secondary
schools
required
improvement
and
the
early
2000s.
When
we
were
at
the
bottom
of
the
national
league
table
as
David
Blunkett
launched
his
academies
Asian
strategy.

I've
also
received
confirmation
from
the
DfE
in
the
last
few
days
that
no
successful
school
will
be
forced
to
become
a
mat
as
a
department
and
with
the
support
of
the
mayor,
we
intend
to
explore
all
partnership
opportunities
for
our
existing
local
authority.
Schools,
including
the
possible,
is
the
establishment
of
a
local
authority
mount
with
the
only
boy,
only
city
in
England,
to
have
a
learning
city
partnership,
and
the
mayor
is
the
chair
of
the
board.

Amongst
many
issues,
its
work
includes
planning
strategically
for
our
new
school
needs.
It
has
assessed
potential
bids
for
a
new
free
school
and
put
forward
a
preferred
bidder
to
the
DFA.
It
has
also
a
challenge
group
looking
at
recruitment
and
retention
of
teachers
across
all
school
types,
I'm,
particularly
delighted
today
to
report
that
we
had
a
welcoming
event
for
a
hundred
and
twenty
newly
qualified
teachers
to
the
city.
It
is
our
intention
to
present
our
learning
city
model
to
the
Secretary
of
State.
We've
been
asked
to
apply
for
a
UNESCO
Award.

Those
governing
bodies,
hairs
and
parents
make
confident
decisions.
We
have
also
worked
with
the
schools
forum
to
achieve
effective
funding
support
for
our
vulnerable
children.
It's
also
the
plan
of
the
mayor
and
myself
to
hold
a
big
education
conversation
similar
to
the
one
that
we
held
on
housing.
So,
although
this
motion
makes
a
number
of
sailing
salient
points,
I
can't
support
something.
That's
generic
and
doesn't
reflect
the
work
in
our
city.
Bristol
is
unique.
It
prides
itself
on
independence
and
free
thinking.
It
is
in
this
spirit
that
it
will
journey
towards
educational
excellence.

privatization.
Stealth
privatization
of
schools
is
a
bad
thing.

think
we
know,
particularly
in
Bristol,
though
I
will
allude
to
the
fact
that
the
there
is
a
proportion
of
the
1.3
billion
that
it
costs
to
academies.

surprised
in
a
way
and
I'm
gonna
veer
off
my
notes
that
that
my
colleagues
over
here
don't
feel
able
to
support
this
motion
because
in
there
it
says
resolved
to
explore
the
options
for
developing
alternative
models
to
Matt's
and
I.
Believe
I
heard
you
say
quite
a
lot
about
an
alternative
limited
model
to
a
Matt.
So
if
we
have
got
excellence
in
the
city,
we
have
got
learning
partnerships.
Of
course,
let's,
let's
build
on
that.
I
really
really
would
welcome
more
support
for
the
education
in
the
city
and
I.

Green's
believe
that
education
is
a
common
good.
It's
not
a
privatized
commodity,
and
we
all
know
that
this
sort
of
Academy's
ation
is
the
slippery
slope,
the
slippery
slope
to
breaking
up
a
national
education
system,
and
it
does
not
help
the
lives
of
children.
It
doesn't
help
them
at
all.
It
really
doesn't
my
sister's
a
deputy
head
in
a
primary
school,
very
similar,
probably
to
lots
of
the
maintained
primary
schools
in
Bristol
and
she's,
been
under
a
tremendous
amount
of
stress
for
three
years.

I
mean
you
can't
make
you
don't
really
can
you
a
privatized
system
allows
that
to
happen.
Mats
are
not
always
successful.
There
are
one
or
two
that
might
manage
to
pass
the
grade
but
low
locally.
We
know
that
we've
got
a
two
that
were
on
the
list
of
seven
failing
mats
that
were
brought
to
the
attention
of
Ofsted,
for
you
know
not
managing
to
do
their
job
properly
and
it's
just
it's
just
not
going
to
be
a
successful
model.

So,
while
I
welcome
some
of
the
constructive
suggestions
that
their
mayor's
making
I
think
that
the
idea
of
working
on
what
we've
already
got
our
talents
in
the
city
is
a
fantastic
one.
I
would
welcome
a
great
learning.
You

educational
conversation
about
how
we
can
improve
standards
and
how
we
can
make
things
better,
but
I
urge
everyone
in
this
room
to
support
this
motion
and
I
really
really
hope
that
those
on
this
side,
this
particular
small
section
in
the
middle,
will
feel
able
to
join
with
us
in
supporting
this
motion.

Bristol
has
always
had
a
really
broad
range
of
options

opportunities

children,

they
go

route

education
system
in
Bristol
has
undoubtedly
got
better
since

here
previously
and
we
look
forward
to
it
becoming

even
better
City
to
educate

children
in

real
concerns.

ward
that

was
in
in
hen
Grove,
the
people
who
took
it
over
were
really
key,
well,
really
clear
that
they
didn't
want
anybody
who
was
local
on
the
governing
body.
None
of
the
cancers
were
invited
to
come
onto
the
governing
body,
none
of
the
parents,
and
it
just
felt
to
me
like
the
voice
of
local
people,
local
children,
local
influence,
has
being
taken
away
from
that
school.

it's
doing
very.

it's
very
important
to
have
that
local
voice,
that
local
color
and
of
the
community
within
that
school,
so
that
our
children
get
the
best
best
deal
that
they
possibly
can
and
we
have
improving
standards,
but
I
believe
that
working
collegiately
as
a
local
authority
and
actually
working
with
all
the
schools
rather
than
you
know
them
all
working
independently
of
each
other.

will
improve
the
educational
offer
to
our
children.

clear.

there's
supposedly
a
u-turn
around
for
stomach
atomization,
it
wasn't

real
new
term.

it
they're
still
saying
they
expect
all
schools
to
be
academies
in
the
next
few
years
so
and
I
mean
we
can
talk,
data
and
evidence
for
a
long
time.
But
the
most
recent
report
that
came
out
last
week
said
there
is
some
research
that
when
you
become
an
academy,
there's
a
slight
improvement
in
the
first
year
in
results.
But
that's
cuz,
you
get
a
whole
heap
more
money
as
a
bribe
and
what
it
says
is,
after
four
years
that
tapers
off
completely
and
a
lot
of
our
city
academies
here
are
facing
that
point.

When
they've
had
their
bribe
money
for
four
years,
they're
now
facing
a
cliff
edge
of
absolute
disaster,
because
they've
got
any
funding
left.
So
I
carry
on
saying
that
the
issue
is
about
accountability.
The
issue
is
that
we
need
to
be
able
to
have
a
strong
maintained
sector
to
work
with
our
schools
and
continue
the
brilliant
work
that
our
schools
and
the
local
authority
are
doing.
