Item five on the agenda is the Lord Mayor's business, stroke announcements, it is with regret. I have to inform you of former councillor David Morris, sadly passed away last week, David of course represented a Bristol ward Stockwood, both on Aven County Council since 1993 to 96 and then on City of City Council itself from 1999 to 201. Six David's funeral will take place on the 17th of November. There will be a requiem mass from 11:30 to 12:30 at st. Bernadette's church, which is witches after work on the world. Road a private burial will follow.

Awake will then be held at the Royal British Legion, building Staunton leaned from about a one o'clock now I am sure many of you will wish to speak in memory of David, but can I first guess that we all please stand and observe a one minute. Silence.

As many of you will be aware, David stood down as a counselor in May and he was subsequently recommended by the Audit Committee to become an honorary alderman.

Sadly, David passed away before the honor had been formally conferred by full counsel as an urgent item of business. I am now going to asked council to resolve that Bristol City Council criteria for the confirming of honoree aldermen be varied to permit a posthumous award on this occasion.

Furthermore, that this change takes immediate effect so as to allow this award to be bestowed upon former city councilor David Henry Robert Morris at the especially convened meeting of the four council scheduled for Tuesday, the 29th of November 201 six, and that it is this council's wishes that the family of the said David Morris be permitted to use this honnor if ik title in any reference made to him or in connection with in at his funeral, will all those in favor, please say aye.

Had been very ill for a very long time, but his manner and his demeanor and the way he conducted himself never made us think of that particular situation. I stand here today very proud. My lord man, because a long time ago, over fifty years, I was campaigning in Stockwood and I knocked to the door and a lady came to the door and I asked. If she would support me I said yes, do you want some help, so I said big marvelous and they she called her daughter's and one came forward.

Kathryn Morris don't get confused because she was Catherine Morris, but she was David's girlfriend and they helped me and she wanted a few people. I know that never changed her name. She was a morris and she married a morris and I've known them for over 50 years and went to their wedding and saw them prosper in the way that they have and, of course, introduced him to this world that we share I.

Feel that perhaps an entry on Facebook sums up all I feel, and perhaps many of you do today and it was a entry from alderman Colin Smith, our IP David Morris, one of nature's gentleman who has passed away despite our political differences.

David was a colleague a friend and one of the most courteous and kind members of Bristol City Council. He battled long-term ill health to serve our city. He will be missed, I think across the chamber. That is the expression I would wish because I think it genuinely represents. How can I say all of us who knew him feel today and we send our condolences to the family, Katherine and, of course, Graham.

Who is a member and Robert and all the grandchildren is well I'm delighted to stand here and thank you, my lord there to be able to say. Let us remember alderman, David Morris, with all the love that we can find and feel that responsibility of a man who worked for the city and for the ward he represented. Thank you.

David's grandchildren go to the same school as my child, and so I just wanted to share a personal memory, because I think that's the best way to remember people, and my personal moment is our great joy and our headmistresses uncomfortable being exceptionally uncomfortable every Christmas when she sees the lineup of the Morris and Kent family and she goes alderman, counselor, counselor, counselor, and so every Christmas we line up to watch our little ones perform so amazingly in the Christmas nativity play and I would be there with David with Graham and then just add to the numbers we bring along Alden and Mary sites as well.

Just to really add to the comfort for for our headmistress. Okay, I will greatly miss David, he's I said actually a gentleman, a really nice guy and I mean just like his son Brian as well and I guess my thoughts and our thoughts actually go out to David's family, his wife, his children and his grandchildren, and he has been ill for many years. But still you and you never prepare for this moment. So we just send our best wishes to him and and his family.

I mean I, along with everyone else, was very saddened to hear of Graham's passing um David, supposing I'm sorry, we weren't for many years together on public safety protection and on licensing and I have to say he was a very gentle kind man and all the stories you hear about the terrible political bitterness that goes on within different political parties in this council just melts away in situations like that, and we had many hours of great fun doing public safety protection, judging taxi drivers, judging licensing code issues and we it was an absolute hoot.

So, yes, he was a gentleman and he was a very kind man and he did bear his illness with great fortitude, but he was quite a giggle as well. We shall miss him and I'm sorry that he's not on the withers.

My little mare, I think I'm going to be echoing a sentiments we should come across the chamber this evening, like others here when I heard of David's, sad and sudden death I was shocked and quite surprised that the little pang I had I thought dave was a really nice man like fee I, worked with him on public safety committee and, as fear said surprisingly, fun David had always someone who would have a little joke. He was very gentle very courteous, very friendly.

Very supportive of those of us who are new to the committee and I will really miss him and I think that those sentiments will be echoed across the chamber this evening, I'm delighted we were able to to bestow the honorary Alderman ship I'm sure his family will be very, very proud and I'd like to send our condolences to Graham and to his family and say how much we all we will all miss him in the chamber and I'm sure outside of it too.

Hiatus is important to focus their severe concerns that local residents have about the pedestrian safety on the section of Albert Road. The other sections are very wide straight down in your section of the road where the traffic travel much faster than 25 speed limit. There are play groups and schools and other community facilities kept at either side of the road. So it's an essential crossing point for all members of the community, but most notably unaccompanied young people, we've.

Worked with the neighborhood partnership, the local police, we've engaged local media. Discussion, it's actually a cultural issue, I believe that you deeply respect to culture and still question elements of that culture when that has ramifications on a global scale that affects every single culture on his planet. Protecting cultural heritage is extremely important, of course, but this is really a question of protecting global heritage, planetary stability, so that we can ultimately protect all cultures. So whilst the council owned some parcels of land within the BEM mr. green area, this is not a project that it's leading the councillors. Landowner does have an existing fixed term agreement with urbis who were promoting development of the area and I understand the urbis are in discussions with a health practice and I'm informed that the current proposals are for 8,500 square foot. Health facility I also understand that there are proposals for a dental practice within the same building.

The council also has a role as the local planning authority and any planning application submitted will have to be assessed against policy DM 14 of the Bristol Local Plan, which requires major developments to consider the impact on local health facilities and services and to propose measures to mitigate this impact.

So the modeling for business roses do to be updated in a light of the adopted temple quarter, spatial framework, but ultimately rates growth depends on what is developed on the sites and themselves. So a model of business rates growth in the temple quarter, enterprise zone was prepared by a me on consulting in 2013. This forecast that the former sorting office site would deliver approximately nine point: seven million pound rates, growth between 2019 and the end of 2027 financial year.

This forecast was based on a 2005 planning application and assumed it would be developed out by 2019, but the proposals did not feature the redevelopment of 13 cattle market Road and the cattle market tavern government funds, the cost of the enterprise zone, business rate discount scheme available in the area to make the provision of discounts cost initial to the council.

You very much I'll, probably repeat that sometime Nicky, so you know that you know we've gone back and there's a key campaign of ours, which is about very, very concerned about the shortage of affordable housing in the city and we'll be making every effort to ensure that sites that come forward provide as much affordable housing as possible or not, and I would just assure you that we've been very proactive on that then meeting commercial developers, homes, communities agency in this building as well so and really pressing issue.

There are limits that central government policies restrict our ability to do this through the planning process. However, we will be vigorous in pursuing affordable housing numbers I'm sure that the council's Development Control Committee will have due regard to the views of acorn when they meet to make a decision on this planning application. The committee will have regards to the viability review process that I referred to earlier before, coming to a decision on the application and I will say to that I. This is a challenge facing cities all over the UK and around the world.

Incidentally, from those leaders I've met, the door is open. We want people to come upstream in helping us work out and build a strong city voice and approach on this not just happen to chase after the decisions after they've already been made. In the last 50 years, we have lost approximately 90% of all large ocean predators due to overfishing with between 73 and 270 million sharks killed every year and two-thirds of things are killed for their thin alone through the international demand for shark fin. However, this does not mean that it is illegal to kill shots with their fins, and this restriction has done nothing to stop the killing of shops or the import or export of shark fins. In fact, in most areas, this restriction has led to an increase in shot mortality and the creation of new markets for shop meats and oil, resulting in more shots being killed. Currently there are nine businesses in Bristol shelling shark fin and twice as many selling shark meat, and this equates to thousands of sharks being killed every year simply in this region.

We can therefore have an impact on shark conservation locally and mitigate ecological collapse right here simply by eliminating this demand, it is extremely important that we respectfully question the necessity of consuming a soup that is fundamentally destroying ecological systems, 400 million years in the making and is creating one of the biggest disasters of our time. We have already started an extremely positive dialogue here at Bristol, and this is one of the first times anything like this has happened in the UK.

Many of the businesses here, selling shark fin, as well as some of the most respected members of the Chinese community in Bristol, fully support our campaign, but are hesitant to do so without more official support from the council. Protecting cultural heritage is extremely important, but this is now really an issue of protecting global heritage and, ultimately protecting all cultures with the Battle of the council and the adoption of a motion to condemn shark fin and our man. This is exactly the kind of engagement of positive relationship. We.

So this is physical effort. That's going on to collect these signatures and to raise awareness of this issue here in this council chamber, and so I want to say a big thank you.

I was fortunate enough to be invited to go along to shark fest, which happened a few weeks ago and and to to meet and understand this issue around shark fins, finning and shark meats and I'm really I see it's boiling down to two issues. The first one is around Public Health, and it has been mentioned in reiterated today in the chamber about the issues associated with the shark meat and shark fin in terms of the content of mercury and other substances.

The Food Standards Agency actually does have a warning and against the consumption of shark meat and swordfish, particularly for pregnant women, but also for young children, which often is not understood and I think not very explicit on the menus. This is these are positive interventions that we can. We can sort of work on. The second issue, of course, is the environmental issues and environmental impacts and I am sure others have. You may have seen this a documentary around shark finning in the process.

The very painful process in which the the shark fins are removed from the sharks bodies and the the shark has essentially throw them back into the ocean. As the rest of me, it's considered and not worth as much and the impacts on the ecosystems. At the moment there is a European directive which bans shark finning in Europe, but there are still legal loopholes in that shark meat and shark fins can still be imported into the UK, and this is an issue.

If we are seeing at European level, you know shark finning should be banned and yet we're supporting the industry in other ways, and at the moment it's only three species of shark really that are broadly protected, and that includes the great white and basking sharks and it's not and as counselors as a city council, we do have the ability to work with groups like fin factors and work with with communities that are currently using shark fin, whether it's the Chinese diaspora or whether it is the local fishmonger to really understand the the sort of environmental impact, but also and the sort of public health and safety concerns associated with eating this meat.

So just to conclude just to say a massive thank you for raising this issue within the council chamber and and I really hope. We think about how we take this forward. Thank you.

It was a great step forward when they said you had to land the entire shark, because what they were doing is they were cutting all the fins off and then allowing you to basically stack them in these large fishing vessels and there you're thrown over the carcass by making the fishermen land, which is what the Praxis land the entire carcass. You take the market out because you're taking up so much space by having these these animals, so these sharks just stack there there's so there's a little worth in it.

The problem for me becomes of what we actually do have a concern that I, don't think by law on our own is going to do what we wanted to, which essentially is the end of barbaric practice and also affect the trade and the import of the shark fins into this country, because that means to change. We need to stop this kind of mutilation. It also is a problem for us everything whether the EU rules are going to matter less and less. We start moving down the path of brexit.

We start discussing a domestic fishing policy so rather than us just say. Thank you very much for the petition. I would imagine if the entire Council say, first of all, asking for a guarantee that the existing EU rules will be preserved in any forward domestic fishing policy strengthened where possible, but also that he works with his colleagues in international trade to ban outright the importation sale distribution of shark fin. It's not right for us to say we were holier than now that we've banded in our waters, but quite happy to allow it to continue over in the Pacific or in the South Atlantic and then import the meat in.

The irony, of course, was that this campaign was brought to my attention originally because I'm the cabinet member with my portfolio covers food and I'm kind of guessing. The whole point of this is that sharks aren't actually food, but there we go hi-ho I'm still happy to support this I'm glad that marks filled us in on the EU side of things. Mark has a day drop in that. Yes, he has a day job in that area, so I kind of left that big to him. So what can we do in Bristol I?

Think a bylaw is one way forward. It's potentially problematic because, as anybody who's struggled over the years with bylaws effecting parks will know it's a long, drawn-out torturous process, and then you have to enforce it so I'm happy to look at that, but I suspect that we'll have to look at some other kind of regulatory framework to sort this one. So I'm not saying a bylaws out the question, but it's not gonna be easy, so I'm happy to go out with fin fighters.

The particular thing I think here is that not only has this been extremely well argued and I I learned a lot in in everything, I've read, but also with the questions as well. It's where some of the gaps were filled in to us to some of the debate. The great thing about this is it's not just a complaint which we very often get in this council, and certainly we get us counselors.

It's it's a structured argument with an outcome. In other words, this is, this is a problem. This is what you suggest. We might be able to do about it and, in that respect, I welcome it, because very much and I think all of us are very much about trying to solve problems rather than just talk about them and be a motive about them and all the rest.

There's a lot of appalling commercial abuse of our planet, Manila's and elephants and rhinos, and so many other opportunities that people have to try and make a fast buck out of things which are all of our property and, frankly, all of our life line, and we must be very, very vigilant about this, but I have to say, I'm, also inclined towards Mark's comments that the we need to put Pat's a bit more edge on this.

In fact, my recommendation at the end of what I was going to say was that we should actually instruct them err or request the meril, whatever we're allowed to do these days. The council and we've got to start somewhere and if we don't agree to this, and at least a pay attention to what we're being told respond to it intelligently and try to make something come out of it in our local area and hopefully escalate it to then, frankly, we're not doing our job. This is part of our role, even if it's almost not within grasping distance.

Thank you, Lord Mayor, the issue of who initiates or makes decisions in the council is vitally important, or at least those of us in this room think so under a mayoral system. We might be mistaken for thinking that the mayor decides everything just like the courts of Henry. The eighth. This report recognizes that even the most brilliant and energetic mayor could not and should not hold all the decision-making to themselves. The report reflects upon the previous administration and, in doing so I believe recognizes important lessons by setting out delegated decision-making to the cabinet members.

Devolving powers mean that more can be achieved. Major decisions will still go to the cabinet and be authorized by the mayor, but on the advice of the cabinet and I hope with the wisdom of Solomon, that the mayor will also draw upon the skills, experiences and knowledge of the backbenchers who I also believe, have much to offer the council anyone who has seen the decision-making tree which the council operates under well now it shows decisions and policies being developed by officers.

The cabinets and the mayor only enter at the ends of the process to rubber-stamp these decisions. I do not believe this is an effective system and certainly does not allow for the many vibrant voices of the back venture. In many ways.

The council reminds me of a mix of Allen Bastad and Yes Minister, with celebrity politicians living in a fantasy where they grapple for control and believed to have power, usually over things which don't really matter, whilst the civil servants make most of the decisions and the backbenchers exists to remind everyone of the importance of currying favor. This was summed up perfectly by Sir Humphrey Appleby permanent secretary for the department of administrative affairs.

When he said the traditional allocation of executive responsibilities has always been so determined as deliberates the ministerial incumbent from the administrative manoosh, I buyed evolving. The managed functions to those whose experience and qualifications have better formed them for the performance of such humble offices, thereby raising their political overlords for the more onerous and profound deliberations which are the inevitable concomitant of their exalted positions or, in other words, leave us alone to get on with it.

And if things were running well, perhaps we would be inclined to do that if the council services were managed within the budget set, we wouldn't need to delve into the finances and structures of the council if major projects and need I mentioned Metro bus at this point were managed with consideration of local people. We wouldn't need to get involved in them. If all of our constituents were happy with how the council delivered services such as waste, we would not seek to change them.

If senior officers worked in a more systemic way in planning services for the public, we wouldn't feel the need to stitch their efforts together. This report does not solve all of our problems, but this is the start of getting the balance right between mayor and cabinet's between councillors and the executive and I propose. We support the report that set out. Thank you.

First of all, is actually there is a democracy working group at the moment, looking at our Constitution in depth. One of those aspects of it is around to the delegation of powers and how the whole apparatus operates, including the relationship between councillors and scrutiny, scrutiny in officers officers and virtually everyone else and I.

Think what we're waiting for- and this is a remark directed more at Shazia- is we were told how various portfolios in the democracy group that there's going to be an officer allocated to each one of them. I haven't seen that list yet, but it'd be good. A one thing that constantly bugs me- and it is in here and it's on page 38 and suffering two key decisions- and this is a constant bugbear of mine and it's at the points of which would there is democratic, sign off on expenditure and I raises each and every time at the moment, officers can make a decision, any expenditure, variance up or down of half a million.

Now half a million in the scheme of the council's budget may not be that large, but half a million is enough to radically change parks or community or a community building. It could do an awful lot in our wards, but half a million said say: funding was removed for a community center that we were pushing in one of our wards.

An officer can just do that up to four hundred ninety nine thousand nine hundred ninety nine etc, and it doesn't require any sign-off now the reality is, they might take it for sign-off, but they don't have to and the constant issue I have when it comes to that kind of key decision. Is that actually, if you went to South Gloucestershire officer, sign-off is up to fifty thousand. It then needs executive sign-off for anything over that and I really do think.

There is a case in this city where we say that it officers got to fifty thousand and then have cabinet members sign-off between fifty and half a million, and then the mayor comes in above that threshold. The mayor's prerogatives are not changed at all, but we know that there is someone who has signed off on that democratically accountable to the public. So I welcome the report.

Yes, on behalf the green group, we welcome this document. It's great to see the areas of delegations set out on paper that we know which cabinet members are going to be responsible for what it's interesting, to see how neighborhood partnerships are kind of in here that the role of the backbencher in moving some of this stuff forwards. Obviously what I know Marvin wants it to be an important rail going forward, so I'm really keen to see how this works as part of a living document.

Obviously, that will feed in or be fed in to for the process of how we're going to reorganize neighborhood partnerships or how money is going to be reallocated, and it's going to be a challenging six months, looking in the Constitution and certainly a challenging couple of years, looking at how we change the way that people view the way we make decisions- and this is an important part of the beginning of that I- look forward to having some kind of grown-up conversations about how we engage with the public.

How we make sure that people know how decisions are made. It may be there on paper, moving who ticks off a box to spend half a million here or 50,000. There is an important thing, but really people want to know how decisions are made. Don't know we see the the force of interest that was here earlier about things that are close to people's hearts.

Democracy is a difficult thing, particularly at the moment we're going to have to make difficult decisions. We know there's no money or we know that austerity policies are going to really really hurt most of our population. Really when we get down to it, the cuts are going to be terrible. We need to explain to people why we're making decisions who's, making decisions and give them some kind of clarity on how that's how this really really happens. So I welcome the fact.

It's a living document how that really works in in reality and what the process of it being a living document I'd like to have explained to me in more detail how we really feed into this, how we really get to change it I welcome the fact that the constitutional working group and also I, know there's going to be a new Select Committee or some kind of way of dealing with the democratic engagement deficit. You Lord Mayer, but we welcome the document is a good start, no doubt about that compared to the previous administration, where all power was centralized. So I think this is a good first step in trying to be more inclusive and certainly so far. The last six months have shown a far more inclusive approach, which is good. Now. Here's, the but and I think a lot of this has been brought to and I think it is this point of where the decisions are made and there's a big but I mean I.

If I thought that the document said what I was sort of being told, it said I'd be a lot happier, but I'd take a look at a page 39 in our report. It starts off, saying strategic directors identify issues which may require a cabinet member involvement or decision. Well, what does that mean? I mean what we should have is a particular threshold here.

So if we go back in the day and I'm, not going to say back in the day, was perfect, in fact, if I got my way, we would have, we would have opened it up a lot more, but the threshold used to be a hundred thousand pounds, so that was a threshold that a cabinet member I had to have. It brought to them tactically, an officer decision when the office also needed to get the cabinet members decision signature on the paper. So at least there was some form and you're right.

Bangs also have a system of single cabinet member decision-making, and it's a published open paper before it goes to them and there's only controversy. It can be called up to cabinet fact decision to be made. I think that would be a welcome step. So I would suggest.

That's probably the next step we need to get to, and of course this is important for us, because the next paper, which is really look at members allowances, was based on, of course, an increase in cabinet members allowances on the presumption that there was going to be more decision-making and at the moment that's not here, I think the intent is there, but we haven't quite got there yet so I hope that we do over the next year. Get there briefly neighborhood partnerships and neighborhood committees. Can we look again at that?

They've sort of they've started to store, and you know until we need to move forward. There is tough I've tried it myself, trying to get the officers to let go of budgets is a tough one and trying to make sure those budgets are worth letting go of. So you actually give the committee something to genuinely influence and change is a tough one, but I think we really do need to look at that again.

If we want to improve that that engagement, not just with the public but actually with councillors, because the new system can easily exclude councillors, you know we're here as well. We've got a mandate as well as the mayor, and so include us in that. Thank you very much.

So as we create a space for that political leadership, we have to step into it with genuine political leadership.

Lord mayor, firstly can I thank the independent enumeration panel on behalf of the labor group for their hard work in coming up with the proposals. I understand it was a complex piece of work and we commend their efforts in bringing the recommendations to us it's quite possible. But what I'm about to say is so blindingly obvious to everyone in this chamber that it almost does not need to be said to me the idea of supporting an increase in members allowances. At a time when there were eminent funding, cuts to essential services is absolutely unjustifiable.

As we know, Bristol City Council has been forced to lose a huge number of staff in the past few years and is currently going through another redundancy process, meaning that there is uncertainty and anxiety among staff all around this authority. On top of this public sector pay and Pensions have been continually squeezed, meaning that many people are effectively working for less than they were several years ago, regardless of their skills or experience.

Furthermore, we are currently consulting with the people of Bristol and asking them to help us to find savings across the city to help us balance our books for the next five years. How can we possibly consider giving ourselves a pay rise that will cost the council over 120,000 pounds when we are asking every council department to tighten their belts and cut services? How can we possibly go back to our wards and explain that you might lose your library, your lollipop person, your meals on wheels, but we've given ourselves a nice little pay rise for Christmas?

No, we cannot do we need to talk about councillors and how they are enumerated. Yes, we do, and we should. We need this chamber to to reflect the makeup of Bristol in terms of class and of wealth. Politics is an expensive and time-consuming business. We need more rest aliens to be involved in local democracy.

How do we do that? Renew marae ssin may be a factor in attracting a wider pool of members. Reputation and doing the right thing may also be key. I accept our allowances. Definitely do not reflect a living wage. Given the hours most of us put into our council and ward work, however, there are also thousands of dedicated teachers, nurses, carers and, indeed, council officers across Bristol working more hours than they can count and with no hope of a pay increase anytime soon.

This is the reality of the now and we must not use our position of privilege to buck the trend. We have all chosen to put ourselves forward to serve the city and, whilst allowances excuse me, are essential capacities.

Thank You Lord Mayor I would like to add to the comments that councilor Godwin is made. I have had the privilege of holding this any number of offices in the time I've been on council, some of which have had an allowance, some of which have not, and there is no recognition I. Think from any member here that we enter this house with a view to getting paid the going rate for what we do.

We enter this house because we feel we can make a difference and, whilst we may across the house differ very strongly on what that difference. Is we still come here for that very reason now, but I would like to add some other reasons. Why I'm concerned about these proposals? I, don't disagree with anything that it's already been said, but I have a real concern about the proposals as they treat scrutiny, chairs and no one in this chamber probably recognizes the value of scrutiny any more than I.

Do in my position as chair of awesome, but I find it extraordinary that an independent proposal is suggesting that scrutiny chair should be moved up from a figure of half the allowance to three-quarters of the allowance. Actually only a little way behind party group leaders, I've done both roles. I happen to know that party group leader is something I believe for all parties presents an interesting challenge and one that involves a great deal of time throughout the day throughout the night throughout the weekend.

So far, scrutiny has not proved quite so demanding there's another bit that I feel uncomfortable with and I will embarrass my deputy councillor Pierce who's, not listening at the moment. Now now, no, no, no but I'm using Steve as an example not to embarrass him. But the fact is that Steve is deputy or vice chairman of Awesome. What's he done did not reserve a recognition for that role.

I believe every deputy chairman of every Commission and regulatory body won't do any less work as a result being recognized, but actually for me, representing the second party, chairing a major scrutiny Commission to have a deputy from the major party who actually takes that role with extreme seriousness and as a real commitment, I think deserves some recognition and I feel that that the removal of that recognition to balance the figures to a predetermined set amount is not a fair recognition of the contribution that's being given so I make this point.

My group had a debate, an interesting debate that was along the lines of this is an independent panel. They've put an awful lot of time in. We must support them because they come to that conclusion. Others of us said if a report is flawed, however much time anyone has put in and however independent they are, we can't a Pope. We can't support it, and that was the view my growth has taken. Thank you, Lord may I rise slightly wearily to speak on on this matters. It feels like I've spoken on a few times already. In my brief career I've got a real deja vu as we discuss this. Perhaps hell is an endless round of debating motions about how much we pay ourselves and the twenty mile an hour speed limit. It's only starting to feel like that and residents parking zones. Thank you. Nevertheless, here we go again and, as members will know, the the green cancers are not whipped.

In other words, we make our own minds about how to vote. It's fair to, say, there's a range of views within the party on this issue. There's three broad positions. A number of us will say: how can we, how do we take a pay rise at all when the councillors experience experience in these terrible Tory cuts, thousand people are losing their jobs looks like it's only going to get worse. We can't justify putting their own money up under these circumstances. I must admit.

I've got a lot of agreement with this view, then, as others in the group that say, a councilors role is to support our voters to engage with the democratic process and if we want quality, and especially the the diversity in the councilor group, you're going to have to give them a reasonable amount of money, we're paid less than the other comparable cities and had no increase since 2012 I'm, afraid to say. I can see this view as well. But a third group thinks that this shouldn't even be coming before us for a vote.

It should be decided independently. Well, though, I understand from Chelsea that there may be some some difficulties with this from a legal perspective. So, yes, there's a fair amount of discussion amongst us. My personal view is that the the panel have produced a cogent report. There are a number of provisions that I personally don't like or don't agree with, for example, I think that, while casting no aspersions on individual chairs, the increased SRA for scrutiny chairs is difficult to justify.

We also simply pay in rather lot of cabinet members to make decisions when we just used to pay George to make all the decisions.

Most of the recommendations there are logical and supported by evidence. I also really think we need a younger and diverse group energy in the council chamber, and we won't get that if we don't give them more money. But lastly, I have I've read Charles II as legal advice which come which came with the papers where she says the council's are required to establish and maintain an independent panel to advise on pay and quote. Local authorities must have regard to this advice.

It up there. Firstly, not only should we thank the independent panel. We should apologise to them. They had to meet on five separate occasions because they were not given clear parameters on what we would accept in what we wouldn't there was chewing and throwing which was none of their fault at all, and that's not productive, and if I was a member of that panel, I would not be happy at all. They gave very good evidence information to us about the respective importance of the different roles which we did not objective at all.

I think there is one very concerning point, and that is with regard to the pay for cabinet members, because in actual fact, they actually came up with two alternative figures: a lower one, where they're, not in actual fact making India decisions and a higher one where they are, because these are special responsibility, allowances and basically, under the wording, is actually important. The meaning is important and there's two separate figures.

Well, one was a decrease in pay, one an increase in pay and the nautical he says they actually got indications of what was going to be happening. Now we don't know what the reports said. They couldn't have known what the report said in August, because last week we couldn't get a copy of it and we've just looked at that now and at least half the people who spoke here pointed out very clearly. The cabinet members were not making clear decisions on significant amounts of significant amounts of money.

So really they do not have the the higher level of responsibility that this paper actually suggests they should have. So, even if it was not for the fact that it would be impossible for anybody in this group to vote for a big increase in total expenditure.

We couldn't support the report because of the way that that position on cabinet members as an actual fact in well I, don't think it's been accurately portrayed their views in what we've at what's actually being put in front of us and I. Think, therefore, that we need to go back to square one but, for goodness sake, I think we're gonna have a heck of a difficulty.

This weird in any members on that committee on that panel to actually sit down again and come up with another list of recommendations, because if I was them, I wouldn't be very keen. So we will be voting against this and I. Think money speak very clear attention paid to the matter of individual cabinet responsibility.

Thank you, my little mare, I'll, try not spoil it by going on for too long we're really just a couple of comments. Paragraph 15 of the covering report tells us we were going to borrow money and that we haven't and I understand exactly why we haven't and further on in the actual annual report, we talked about the borrowing pressures, but can I just fog up I would hope in the future. We would actually show some indications of our probable borrowing requirements in future years, because we know those are significantly higher and I.

Don't think I could find in the report. Comments and I recognize it's very difficult to identify when we actually do borrow the money that we need, because I have a I have an ongoing concern that, with the volatility of the economic markets, whilst we don't want to be paying significantly more to borrow money that we before we need it.

We do not want to be in a position where we have major projects under hand under way, and we have to borrow money in difficult times and I would like to see that referred to a little bit more. In the course of the report, but otherwise I'm entirely happy with what's presented. Thank you. Thank.

Thank You Lord Mayor I support this report and welcome the prudent approach. There's enough risk in everything we're facing at the moment whether it be government cuts, uncertainty over business rate retention and now the potential specter of inflation enough excitement to Saturn anyones risk-taking desires, so we'll keep Treasury prudent, but part of prudence surely involves reporting risk clearly, and in that I'm less happy about this report. You see our council has these loans called Lobos.

Lobos are a minor, miss selling episode from our ever so creative banking sector, where councils could borrow seemingly long-term debt, but lower interest rates than long term. That would normally incur a free lunch, as they would say in the city of London, but the free lunch. The lower interest comes with a risk and the risk is of higher interest rates when the renewal happens, every five years, in fact, Lobos, which are called let which are abbreviation for lender option borrow options, might not be long-term debt at all. So why is this important?

Well, our council, like all local authorities, has these lobos. We have a hundred million of them out of our four hundred and fifteen million pound debt, but they're not highlighted in this report, they're all lumped in with the long term debt, just as our bankers told us to do so when we first borrowed the money. So people like me, nerds, perhaps in some circles, who look at the interest rate and the risk going forward, can't see these because they're not shown I have to do some digging.

Why is that Treasury embarrassed or something they haven't done anything wrong? Lobos we have hundred million we're about average for a local authority. Yes, they all believe the bankers, free lunch, but I do despair where all our jobs are difficult enough without having to hand out information, that's important to our future finances and our future finances due to the cuts are pretty precarious, already well out any more shocks. So, as vice chair of audit I'm asking for a better disclosure please, so we can assess prudency and value for money.

Thank You Lord Mayor if it helps to start off with your investigation, Bristol City Council has 150 million pounds in Lobo loans rates of between 3.8 percent and 4.4 percents. Those are eight loans in total over 50 year terms, which were taken out between 2004 and 2011 you'll find that information on my Twitter account from last year. So thank you for the treasury management report. I always think it's a very good thing to bring two counts occurs. In the past we have found ourselves exposed to slightly risky lending the Icelandic banks.

Thankfully we did get most of that money back so I think it is an important thing to raise here in the chamber as far as I'm concerned we're still carrying on our prudent approach that we set up after that experience. I think that's to be welcome. I do think you make some good points about making sure that, with riskier markets to come on a potential increase in borrowing, we make sure we are in a good position now for future schemes.

And then we don't run down our reserves too far, but I perfectly understand the approach we've taken up until now, I'm going to do what Kirk's have gone up normally at this point, which is just to point out that this is fine, but we've got a major debt which we never like to talk about, which is the Aven pension fund.

Don't have a great deal to add to what Charly's said in his speech. Bristol's greetings. Don't feel that there's been enough awareness of the toll that actual air pollution has on the quality of life for people in this city, particularly the poorest and most vulnerable people. That's why we've been out in the city talking to people about air quality and its impact on our health we've conducted surveys and in a Bristol with other over 500 people.

More than half of those people, we've talked to have said that their health have been impacted by poor air quality, to increase the awareness and the demand for action. We've also supported the 38 degrees petition for clean air in Bristol. We're very grateful for everyone who signs petition, which now has over 4,000 signatures as a result of this fantastic response, we'll be able to check progress and discuss this again in full counts in a couple of months time in time for next year's budget.

It also appears that we do have some good cross-party agreement locally on the importance we attach to cleaning up Bristol's air. It's really valuable that Fang debonair is highlighting the particular affect of poor air quality, on schools close to the m30, and we're grateful that so many councilors in all of all parties are likely to be supportive of this motion at a national level.

Client hearth, successful court action against the government last week confirmed that the government's approached the management of air quality in Bristol has been woefully inadequate and that more needs to be done to ensure air pollution is not at unsafe, illegal levels. Pleasingly the Prime Minister said we're accepting the High Court judgement and will consider next steps in due course. That gives us an excellent opportunity to let government know what those next steps should be in terms of where we go.

Next Bristol has a great reputation for being a place for new ideas, but not being so hot at getting things done. Thank you, Lord Mayor and I want to start today by thanking the Green Party for bringing this today as their golden motion, but also in working with us and I submitted myself some amendments and those were and accepted by yourself within this motion. So thank you very much and I think we all agree that clean air is absolutely a right and that the government has in turn systematically failed us and communities across the UK with regard to legislation to tackle poor air quality. If this was water, we were talking about.

It wouldn't just be three million pounds that the government repeating aside, tackle this issue. There would be widespread and measures to tackle this issue and in 2015. Obviously the government was taken to court and find that their plans were illegal. The revised plans, which involved these six and clean Arizonans, of which Bristol was not considered one not due to what we were seeing, but due to the government's own data, and they were.

They were, of course told that these again, you know in the first of November were inadequate, and many of these legal and limits have been imposed by the European Union and there are no real concerns with the fact that brexit. You know this me flounder and how do we ensure that the government keeps its word and we were actually tackling this and what is simply a public health crisis in the UK? And we welcome this motion, particularly because it was one of our manifesto pledges to tackle air quality in Bristol.

Air quality does, as has been mentioned, in some of the most vulnerable communities, with an estimated and 300 deaths and per year linked to NX and particulates, and when the National Quality strategy was released in 1987, it was considered that by 2005 we would breathe breathe in clean air, and this didn't takes in account that their incentives, at the same time for diesel vehicles, which we now nor the main pollutants main cause of the Analects pollutants and due to the fact that they produce less co2 than petrol and vehicles at the time, its crazy.

My lord mayor mayor and councillors, I and my group will be supporting this motion. We are in favor of measures that help us clear our clean our air, but it should be in partnership with the city rather than dictating to them. We have had enough of that. Recently. Parts of the city are way over recommended limits, such as the m32 corridor, which gets worse by the day as delays on the construction are causing a lot of medical problems to local residents. Personally, I do not think the monitoring equipment is placed in the best places.

We need to allow enough time to ensure that commercial fleets, taxis and buses have time to adapt, and we have already failed on this with the Metro bus, because we have not yet appointed an operator, in spite of the time that the construction has been going on as the lead time for ordering the buses and delivery is two years so for quite some time, we will have to rely on European standard 6, which is not the standard. We were led to believe that we were led to believe we will be getting when the project was.

First mooted, this is particularly important in the case of buses, because if we do not go into this carefully, we will increase the risk, but sorry we will increase the costs of public transport which will hit poorest hardest and force people back into their cars and increase congestion. In addition, we need to work with the commercial operators in the city. Then we need to be urgently reconsidering the mayor's budget proposal that would lead to the closure of the freight consolidation center. This would actually hurt our ability to reduce pollution levels.

It goes without saying that we are opposed to charging private vehicles to enter the city, especially as we do not yet have an adequate alternative mode of transport. We should also note that London's low emission zone has so far failed to significantly improve air quality. As such, we do not believe that we become wedded to a particular scheme or model of delivery. Let's move the debate on from where whether to have a clean air strategy, but on to what steps we should incorporate into it to ensure that what we do will work as such.

Although this motion puts down may 2017 as the report back date, we are not precious to on this. Thank you, so it's Groundhog Day again we're all saying how much we will want an air control zone in Bristol. Great, that's great. We all do and start by saying that we support this motion and we will be voting for it. In fact, we've been saying all this stuff for years, I've been banging on about a low emission zone for over four years now, but we really have been here before and I wonder actually how many times we're going to keep doing this.

At the February budget meeting, the Lib Dems supported a Green Party amendment to put 50,000 towards getting the ball rolling on a low emission zone, but the Labor Party voted it down on the grounds that it didn't need any more money and the council should just get on with it.

Then in March, the Green Party back to Lib Dem motion within a Lysette implementation date of 2020, but again the Labour Party gutted that, on the grounds that it wasn't quick enough and Council of rofl, told us that day that the time for research and thinking was over and we should just get on with a Nellie's ed. In fact, Councilman mark Bradshaw was then in the press.

At the same time, saying labor run councils in Nottingham went on at Oxford, have already introduced low emission zones to help improve air quality and Bristol can do the same, and we completely agree. We absolutely agreed with that. That's a great idea.

Unfortunately, just a couple of months ago, the mayor reply to a formal question of mine and said there is no basis in law for Bristol to enforce a low emission zone, and therefore we would have to wait for new legislation in Parliament for clean air zones and then once the national primary legislation is in place, the council will be able to move towards making a decision on the future of a clean air zone or familiar well. That that involves a lot of waiting.

I mean it's perfectly clear: let's wait for the legislation and then, let's think about it, which is a bit different to what the Labour Party was saying just a couple of months before that which is rid of a shame. Perhaps the mayor and council of Bradshaw should take a visit to Nottingham or Oxford to find out how they have done what they done with voluntary frameworks under the existing legislation. They've got voluntary flank frameworks in place and they have been effective.

The administration's current air policy, as far as I can tell, is a bit of a trees and May policy. Don't worry, we've got a plan, but we're not going to tell you what it is. So the Green Party motion that we've got here today, if I'm, honest I, think it's a bit of an everything in the kitchen sink policy. I mean pretty much everything you could ever heard of on a low emission stuff and quality is in there and that's fine personally.

I would prefer if it was a bit more focused, but the point is: we cannot wait until clean air zone legislation is passed before we start implementing what we're going to do in Bristol and before we start telling businesses and drivers and other road users how they're going to have to come to terms with it and how they're going to have to adapt to it. We are miles behind other cities on this now and we are supposedly the green capital of this country.

So the question is what what are we not just me?

The ADI Evening Post headline will pop at a debate in this chamber, but are we really making the substance change in offering a city leadership? What I feel challenged on at the moment is when you come in coming into office and looking for those levers and looking for those plans, they were not necessarily readily available. You my lord mayor. We all know that Bristol suffers from a very high level of congestion which in turn, increases pollution levels and poor air quality, which we've just agreed in the previous motion is a very bad thing. Our transport system is so finely balanced that it only takes one traffic incident for gridlock to result. Just a couple of weeks ago, on the 24th of October, a bus broke down in the center in the early evening, and the city suffered one of its worst bouts of gridlock ever experienced.

There is very little resilience in our road system and if we want free-flowing traffic which results in less air pollution, we do need to build that resilience. The Prince Street swing bridge is a vitally important Road artery for getting people from the a for a 38 and a 370 into the business quarter around Queens Square. Since the bridge closed traffic has had to find an alternative point with much increased traffic volumes experienced in Red, Cliff and Temple Meads, especially during the week at rush hour.

The council rightly decided that it should repair the Prince Street Bridge in a way which allowed continued shared use of the bridge by pedestrians, cyclists and motorists. The officer report cited resilience as a key issue and justified the costs as a value for money. The repairs are now approaching completion. Imagine my shock and that of most Bristow Lien's, to learn that, notwithstanding the importance of building resilience into our transport system, notwithstanding, the appalling level of congestion seemed all too often in our city. Notwithstanding the taxpayers, money has now been spent.

A small, albeit vociferous, group of selfish and seriously misguided individuals are suggesting that the bridge should no longer be a shared resource, but should specifically discriminate against motorists. It's absolutely bonkers. Please please. The Prince Street bridge should not be hijacked into a facile six forum debate about the merits of cyclists versus motorists. This is about having a resilient, integrated, efficient transport network in Bristol, which needs to work for all, including the elderly and disabled, who are unable to walk or cycle and rely on cars and buses.

Reopening the bridge two cars will free up capacity at temple, needs and will allow the buses to run better. At the moment, the increased volume of traffic seen around Temple Meads has made the buses which pass through the area suffer delays which impacts on their reliability and seriously inconveniences bus users. In summary, this motion is a plea for common sense, having spent hard-earned taxpayers money to allow the bridge to reopen as a continued shared resource, having acknowledged the need for resilience in our transport system.

Thank You Lord Mayor and thank the Conservative Party for accepting our changes to the original motion on the on the older paper, I rise to speak as the ward councillor for where this bridge is actually located rather than as a as a member of the cabinet, and it's often forgotten. Actually, sometimes, actually, people live in the center of risk, so it's not just a destination for others to come to or something for people to travel to it's somewhere where people live.

Of course, Bristol name means the price of the bridge, and unfortunately, actually we haven't got enough of them in this city to actually deal with our needs of moot of moving around, and so, rather than talking about the suspension bridge. Here we have a bridge that is suspended. In fact, there are elderly members in my ward, who talked to their grandchildren about what about remembering when it was open and the idea that it may be open again sometime in the next 15 years, maybe in their own lifetimes is something that's really important to them.

Bridges can also be barriers at the moment. It is a barrier. It was a barrier to a large number of people in my ward from voting in the last election, because elderly people at the last minute, we're told that instead of voting downstairs, they had to go down across this bridge, which has got a hump on it and across to them to the yha, and this bridge at the moment is, is a barrier to people in all sorts of ways and in terms of you know, looking at what Bristol needs. It's very easy.

You know maybe I'll join half-term when all the bridges in Bristol are working to say. Well, actually, maybe we can start taking some of them out in terms of the the historic role that they have they have performed, but actually we have to think about. How will it work when there's a one bridge swinging and another one's got a bus not lead up on it? What effect does that have on moving people around around the city?

If our road network is is almost impossible in the centre to deal with at one single accident at any point anywhere within the city without snarling, the whole thing up so I've talked to people who actually live in my ward, who know it best. They see people traveling across it walls away and obviously there's a yes to reflect what we said earlier. There are a variety of you. Some people think it should just be for cyclists and pedestrians. Some people think it should be mixed.

In fact, the majority think think it should actually continue as a mixed route, but I accept the point that would be made by councillor Bradshaw if he was standing up, which is actually what we mustn't do is when we're thinking about bristol's transport infrastructure is look at each indecision individually without thinking about its knock on effects and that we have to think strategically not grab any opportunity to either close or open a facility, but say what impact will that have? Yes, not just on traffic movement, consumer.

Going to take an unusual position for a green in being touched by the wide-eyed optimism of the Conservatives and the labor group, the idea that opening one bridge two cars will somehow significantly tackle the problem of congestion in this city. I do have to break it to you that the evidence is not on your side. Back in the 1990s, the Department for Transport accepted the evidence on induced demand, which means that if you increase the capacity of the road network, more people choose to drive. So any relief of congestion is only temporary.

A great deal of studies since that time have come to the same conclusion. Adding extra Road capacity does not reduce travel time. I know some people in Bristol really depend on their vehicles because the physical disabilities or the heavy and awkward loads they need to transport to do their job every day and emergency services from buses to ambulances need to be able to get from A to B, and that is why we should focus our energies on what actually works to ease congestion.

Building more roads does not work. We've tried that for years, and all that has happened is congestion has got worse. It's a downward spiral.

People don't want to walk or let their children walk, because the traffic is so bad. It's really unpleasant to be out near it. People don't cycle because the traffic is so bad. They don't feel safe. People don't feel they can rely on the bus because the traffic is so bad. The bus gets stuck in the queue and arrives late. However bad the congestion gets, people will keep driving if they can't see any alternative.

If you really want to do something about congestion, you have to look at the evidence of what works. A number of cities have successfully reduced traffic volumes and congestion through measures in clean major investments in public transport, walking and cycling, such as Milan Stockholm, Singapore, Florence, San, Diego, and even more exotic locations such as Nottingham and Walthamstow.

It's common sense, if you make walking cycling and public transport more appealing, more people will switch to those methods, which means they won't be sitting in their car in the queue making it longer. So, instead of looking at the Prince Street Bridge as an isolated car problem, you need to fix. Why not look at it? As a step we can make in the right direction, the temporary bridge is already a busy pedestrian route. Why not reopen the bridge? It's.

Thank you, Lord Mayor, the Lib Dem group will be supporting this motion in no small part, because I know where all of them live I've been there. I was the local I was a local councillor for over a decade and honor, which has now passed on to Kai and Paul, and so I've seen the effects. The closure of this bridge can cause every route into an out of spike island is a bridge and there's just four of them, and this is one of those four spike.

Island residents are very, very possessive and and highly strung when it comes to their roots in to their front doors and on to their Island. The reality is that congestion is much worse along Cumberland Road. When the bridge is closed, residents see it outside their brinda with their window. They tell me there's a huge queue of traffic I outside my window.

Now, at a time when now it didn't used to be, and that's very clear congestion along those roads in the city centre, it means more pollution and we were just speaking about how how harmful to the city this pollution is. Now there is an argument that cycling we'll improve if the bridge is closed, I'm, afraid that is flawed, because a brand new million pound cycling route is just about to be built over the bridge and a long Princess Street Bridge and whopping Road.

That is already going to make cycling fantastic along that stretch of road it'll, be better along that stretch of road and over that bridge than he did anywhere else near it. The idea that making it a bit better in the middle of the bridge will somehow make it will. It will improve this situation. I think is a bit fanciful if you're already the best part of the cycling network, then improving more is not going to draw any more cyclists out. It's other parts of the cycling network that need to be improved now.

I pay some tribute to the excellent speech that Paul gave just a moment ago. Actually talking about the the importance of seeing the whole transport network as a whole, and the map enthusiasts will will know that is surprising. The thing about Bristol as to how few crossings of the river there really are. There are only a handful of them less than half a dozen of them between about the suspension bridge and bridge Lincoln, and the closure of the these.

Only a few just to let you know about something that we're doing within the building. You see this piece of artwork, really nice history. Behind it. So you, as councillors, are tasked with going into your wards finding pieces of art and coming in bringing the artists in with people from your community, and we can display that art from your wards on the walls of the council house, and we can change those they can rotate every two or three months or so, but it's really a way of trying to bring people and their expression and their voice into this building make sure we get city ownership.
