couple

points
I
wanted
to
make,
but

the
first
in
particular,
is

addressed,
accounts

peers,
because

the
last
few
years,
the

role
that
you
took
in
scrutiny
in
ensuring
that
it
was
seemed
to
be
objective
and
constructive
in
the
process

it
played

important

one
I

cabinet
members,
they're,
much
respected
and

you

much
set
the
way
in
which
I
would
orbit

That

hope

manage,

replicate

repeat

build
upon

behalf
of

it

it's
that
it's
interesting

that
we
have

three
new
counselors
as
members
of
this
board
and
at
least
one
counselor,
who
is
only
for
one
year
and
to
me
that
is
actually
really
important,
because
there's

danger
that
those
of
us
who've
been
around
for
longer
use
terminology
and
become
conditioned
to
think
in
a
certain
way.
So
I
very
much
welcome
any
contribution
and
I
do
make
the
point.
There
is
no
such
thing
as
a
bad
question
or
a
wrong
way
of
doing
things.

Scrutiny
and
actually
what's
happened
since
the
meeting
and
we've
also
following
a
crest
from
the
other
members
added
on
to
that
full
coat.
Full
council
motions
as
well
so
I
think
the
feedback
that
we
had
last
year
was
that
members
found
is
very
useful.
You
know
just
as
a
kind
of
reminder
of
where
we're
at
with
things
and
to
make
sure
that
actions
and
resolutions
didn't
kind
of
get
lost.
You
know
we're
always
open
to
feedback.
I
Yes,
thank
you,
chair,
I,
think
the
report
actually
is
largely
self-explanatory
and
therefore
components.
First
of
all,
the
Commission
is
asked
to
notes
for
me
your
terms
of
reference
which
were
approved
by
the
full
council
at
their
annual
meeting
in
May.
Secondly,
the
proposed
meeting
dates
to
the
commissioner
says
out.
Thirdly,
you're
asked
to
make
the
arrangements
for
the
mayoral
question
time
watching
the
first
one
of
which
we
had
evening
and
finally,
the
Commission
is
asked
to
before
we
sent
out
the
calling
subcommittee
for
the
head.

There
is
one
technical
problem
with
the
Constitution,
which
bizarrely
requires
that
when
we
hold
a
meeting,
we
have
to
precede
it
with
a
mayoral
question
time,
which
means
in
theory.
We
can
only
hold
a
meeting
if
the
mayor's
available,
but
it
would
seem
to
me
that
that
is
not
the
reason
for
us
needing
to
hold
extra
meetings.
It's
actually
because
we
need
to
monitor
the
scrutiny
process
and
see
what's
happening.
So
my
suggestion
is
that
we
overcome
by
holding
an
extraordinary
meeting
in
December,
which
does
not
require
the
mayor
to
be
in
attendance.

If
I
might
on
that,
I
would
I
would
like
to
just
sang
the
Commissioner,
because
I
think
we
if
we
are
to
be
effective
in
managing
scrutiny,
and
that
means
actually
ensuring
that
we
are
achieving
the
maximum.
We
can

may
need
to
meet,
as
you
say,
Steve
more
often
and
I
can
see
those
benefits
of
having
informal
meetings.
My
slight
concern
on
our
ongoing
basis
with
informal
meetings
is
they
are
not
in
the
public
domain
and
there
are
not
public
minutes
of
those
meetings
which
actually
means
whatever
we
agreed.

is
no.
There
was
no
way
of
actually
enforcing
it
and
making
it
and
making
it
happen.
So
I
would
in
there
is
a
review
of
the
Constitution
going
on
at
the
moment,
and
my
instinct
is
that
I
would.
Rather,
we
had
four
quarterly
meetings
of
Meral
question
time
and
in
between
that
for
further
meetings
that
were
not
part
of
the
mayoral
question
time
where
woman
was
able
to
review
and
discuss
the
scrutiny
process,
and
that
was
all
part
of
the
public
record,
and
that
would
be
my
ultimate
aim.

my
suggestion
would
be
until
the
Constitution
is
revised
and
reformed
that
we
should
have
informal
meetings
and
that
part
of
those
meetings
would
start
off
with
the
the
scrutiny
chairs
and
then
be
joined
by
the
rest
of
the
Commission
were
able
to
come
along
to
join
into
that
process.

a
reasonable
way
of
dealing
with
that
problem
until
we
can
get
the
Constitution
amendment
through,
possibly
at
the
end
of
the
year,

regular

taking
a
decision

whether
to
ratify
the
government's
offer
of
a
devolution
deal
and,
at
the
same
time,
North
South,
Gloucestershire
and
vanes
council
will
be
meeting

taking
parallel
decisions
about
whether
to
ratify
the
deal
as
since
the
paper
was
written.
I
think
you
know
that
North
Somerset
have
met.
They
have
decided
that
they
do
not
want
to
be
part
of
the
current
offer
of
a
deal
which
is
on
on
the
table.

Now
the
papers
for
council
go
out
on
Monday
on
the
21st
of
June
and
those
cancel
papers
will
include
the
cover
note.
It
will
include
a
governance
review
and
it
will
include
details
of
what's
called
the
scheme,
which
is
basically
the
document
which
will
land
the
devolution
deal.
It
translates
the
if
you
like
that,
the
the
document
which
was
in
the
original
offer
into
the
legal
language
to
identify
where
the
powers
are
coming
from
and
to
and
the
legislation
would
be
required
to
do
that.

that
as
well
the

at
the
end
of
this
meeting,
rather
than
closing
the
meeting,
we
will
adjourn

27th

reason

it
actually
gives
us

members

sufficient

report

government's

that
we
can
name

a
full
scrutiny.

looked

public

this

this
is
very

misunderstand

plain,

baffled

we're

to
talk
to
the
public
about
this,
because
my
conversations
on
the
door,
stat
means
that
opinion
is
split
and
this
whole
devolution
thing
is
badly
misunderstood.

point
following
on
from
that:
well,
I

think
there
is
a
problem
in
what
you're
suggesting
what
you're
suggesting,
because
we've
just
gone
through
and
adopted
the
process
for
calling
and
if
it's,
if
it
was
even
if
cabinets
calling
itself
in
it's
got
to
come
to
a
calling
committee
to
decide
whether
it
goes
back
to
cabinet
or
to
Council.
So
I
cannot
see
how
that
process
works
and
I,
whereas
I
do
see
how
what
I
thought
was
gonna
happen,
works,
which
is
that
cabinet.

cabinet
meeting
is
convened
for
the
moment,
council
adjourns
and
the
mayor,
then
I
could
formally
in
front
of
Council
take
the
decision
that
council
has
arrived
at
and
I
could
see
that,
but
Colin
I
believe
is
fraught
because
we've
just
decided
that
we
don't
decide
who's
on
the
calling
committee,
which
has
to
be
called
with
five
days
and
Doty's,
and
so
on.
I'm
slightly
amused.

council
decided
one
thing
and
then
everything
went
the
other
way
anyway.
I'm
not
saying
we
have
a
different
man
now
it
may
be
a
different
thing,
but
the
point
is
in
terms
of
of
how
the
public
are
going
to
view
this

we'll
have
a
lot
of
difficulty
convincing
the
rest
of
the
councillors,
how
this
is
going
to
work
and
I
do
quite
like.

what
Charlie
was
suggesting
that
if
there
are
going
to
be
some
safe,
some
conditions
on
our
acceptance
of
devolution,
that
that
should
be
open
to
discussion,
and
if
we
felt
that
one
condition
was
needed
beefing
up
or
needed
to
be
altered,
or
you
needed
an
extra
condition
about
how
something
would
safeguard
something
in
Bristol
or
whatever
it
was.
We
wanted
to
do
that.

should
be
the
potential
for
votes
on
individual
recommendations
that
go
along
as
well,
but
yeah
for
the
most
part,
I
think
we're
I
can
imagine
about
64
glazed-over
sets
of
eyes
and
the
other
six
people
being
quite
engaged
in
it.
If
they
understand
how
the
process
is
working
and
quinton
time
and
say,
I'd
like
it
to
be
a
nice,
clear,
straightforward
one
and
also
I've,
the
principles
of
have
called
in
I
does
either
it's
a
call
in,
or
it's
not
a
call

I'm.

but
that's
just
how
I
work

decision
is
made

gets
called

committee

we
could
schedule
it
if
you
want
the
cabinet
to
meet
directly
after
the
full
council
meeting,

calling
committee
could
meet
for
five
minutes
directly
before
the
full
council
meeting
and
refer
it
to
the
full
council.
That
will
happen
immediately
afterwards,
but
I
think
that
would
be.

allowed
to
do
that,
we

the

the
point
of
us
being
there,
we
must
be
able
to
make
amendments
having
sent
in
by
the
way
involved
in
the
public.

mean
the

minister
responsible
for
this
hasn't
even
replied
as
far
as
I
know,
to
the
local
parties
and
was
more
than
one
who
brought
in
saying.

think
the
public
should
have
a
say
in
this
which
of
course,
they've
been
completely
excluded
from
from
having
any
say
we're
going
to
have
a
position
where
we
know
the
Baths
of
North
East
Somerset
are
not
happy
with
this
deal.
They
want
it
to
be
to
go
through
in
an
amended
form
if
it
goes
through
at
all.
We
know
that
South
Gloucester
will
not
go
for
it.
If
it's
a
to
power
to
council
situation,
they
will
not
wear
it.

In
fact,
now
a
lot
I
was
told
only
matter
weeks
ago,
my
chief
officer
that
a
to
counsel
situation
was
feasible
and
we're
now
told
that
it's
not
and
quite
right
too,
because
it
would
be
quite
farcical,
I
put
in
seven
or
eight
questions,
because
we
hadn't
had
a
briefing
for
our
group
and
they
were
not
complicated.
They
were
not
difficult
to
senior
officers.
I
got
the
replies
earlier
on
today
and,
quite
frankly,
they
were
in
a
number
of
cases.

It
wasn't
that
they
weren't
prepared
to
answer
the
questions,
but
they
just
left
huge
gaps
like
the
money.
That's
going,
the
would
go
to
the
combined
Council.
Where
is
it
coming
from?
Is
it
how
much
of
it's
coming
from
us?
How
much
is
it
coming
from
government
what
grants
etc?
Is
it
replacing
that
simple
sort
of
stuff
and
no
answers
a
bluntly
how
the
heck
we
can
act
lis
rubber
stamp,
something
under
those
circumstances
without
knowing
the
facts
just
beggars.
Belief.

I
just
make
a
couple
of
comments
just
just
listening
to
some
of
the
discussion?
First
of
all,
I
think
we're
in
the
debate
we're
confusing
or
we
collect,
conflating
the
discussion
about
the
decision
making
and
the
process
for
the
decision
making,
which
I
think
Phil's
going
to
take
away
and
clarify.
But
fundamentally
the
principle
of
the
decision
making
is
that
full
council
are
involved
in
that
decision
with
actually
what's
in
the
deal
and
how
you
communicate
that
deal
to
your
residents.

What's
the
new
money,
which
would
be
the
gain
share
and
potentially
any
business
levy
that
were
raised
as
against
what
money
is
currently
central
government
money
which
would
be
coming
down
and
the
details
about
the
amounts
of
those
money
that
those
monies,
so
that
is
all
clearly
set
out.
If
anyone
does
have
any
questions,
we
are
doing
a
with
doing
our
best
to
answer
them
all
at
all
the
briefing
sessions
and
through
written
answers.
But
please
letters.
Letters
have
those
questions
and
we'll
we'll
carry
on
responding.

a
constitutional
expert
and
but
I'm
guessing.
There
must
be
a
way
that
this
can
be
a
report.
We're
full
counsel
is
making
a
recommendation
to
the
mayor
rather
than
it
being
a
call
it
out
there.
The
court
more
I
think
about
this
calling
sort
of
those
worthy
of
they
come.
It
can't
be
that
I
think
it's
just
a
report
making
recommendations
that
we
at
full
council
could
add
recommendations.

we
had
under
previous
legal
officers
advice.
Oh
no,
you
can't
amend
reports
and,
quite
frankly,
that's
just
not
acceptable
in
a
situation
like
this

mean
we've
discussed
this
with
colleagues
in
other
counties,
other
neighboring
councils
as
well-
and
there
is
equally
disturbed
about
the
situation
as
we
know
it
really
is
and
ugly.
As
for
saying,
the
questions
have
been
answered.

only
the
only
issue
I
can
see
is
that
the
scope
for
amendment
is
going
to
be
challenging
because
it
would
be
possible
to
put
in
a
spoiling
amendment
with
a
proposal,
for
example,
that
they
that
we
accept
it
as
long
as
there
isn't
a
metro
man,
not
that
anyone's
thought
of
saying
that
already
and
that
effectively
means
the
deal
doesn't
happen.
So
so
I
I
think
that
I
can
see.

There
is
a
problem
that
amendments
for
things
that
would
make
the
deal
not
work
would
would
present
a
challenge
but
I,
but
I'm
equally
concerned.
If
members
don't
have
the
ability
to
express
opinions
about
the
direction
of
travel
in
the
course
of
the
debate
through
amendment,
so
I
think
there
is
an
issue
here
that
we're
not
qualified
to
deal
with,
but
I
would
have.
I
would
have
thought
between
between
legal
and
the
whips
is
an
issue
that
needs
resolving
to
make
sure
that
the
meeting
is
constructive,
but
it
has
to
be
I.

Thank
You
chairman,
my
apologies,
if
I
confuse
things
by
trying
to
help
the
process
is
intended
to
be
one
shared
by
all
the
three
councils
involved.
Clearly,
one
of
them
has
a
committee
systems,
though
slightly
different,
but
certainly
this
council
and
Baynes
to
follow
the
same
process
on
the
same
night.
The
view
taken
to
date
has
been
one
of
cabinet
making
a
decision
and
then
that
decision
in
effect
being
and
I
put
it
across
in
the
confusing
way,
but
in
effect
being
subject
to
the
views
of
council.

Now
there
were
ways
of
dealing
with
that
which
is,
as
you
say,
potentially
having
an
adjourned
extra
cabinet
meeting
afterwards.
Should
things
not
go
according
to
cabinets
plan
that
might
be
a
better
alternative
than
having
the
two
meeting
swapped
around,
but
that's
clearly
an
alternative
go
back
and
discuss
it
with
the
other
councils
so
that
we
can
try
and
align
the
processes.
So
this
it
is
as
clear
as
possible
and
involves
as
many
members
as
possible,
but
still
ensures
that
the
mayor
in
government
makes
the
decision.

Fundamentally,
as
as
the
deal
was
developed
with
working
with
the
leaders
of
the
other
authorities
in
the
mayor,
we
agreed
that
the
type
of
growth
that
was
wanted
that
part
of
this
was
about
tackling
the
issues
of
congestion,
housing
shortages
and
costs
of
housing,
issues
about
making
sure
that
people
have
the
right
skills
for
the
jobs
that
are
need,
and
so
on.
The
things
that
are
holding
our
economy
back
and
meaning
that
our
economy
is
flattening.

We
in
a
way
which
tackles
inequality
and
protects
the
environment,
and
so
that's
how
it
will
build
build,
be
built
in
if
you
like
about
what
sort
of
growth,
because
fundamentally
the
growth
that
you
will
get
through
prioritizing.
Those
sorts
of
things
will
be
about
increasing
local
prosperity
of
all
the
people
in
the
area,
so
making
improving
access
to
jobs,
either
physically
improving
access
or
making
sure
that
local
people
have
the
skills
for
getting
those
jobs
rather
than
it
just
being
about
growth
at
any
price.

The
the
negotiations
to
get
in
effect
in
equality,
built-in
and
the
protecting
the
environment
that
was
agreed
between
the
mayor
and
leaders,
a
series
of
meetings
and
and
have
been
agreed
with
government
in
terms
of
building
in
further
measures.
One
of
the
problems
is,
if
you
make
these
models
too
complicated,
you
can
actually
end
up
undermining
your
other
aims.
So
I
think
the
focus
would
need
to
be
on
in
building
the
model
and
identifying.

Look
at
this,
how
the
the
detail
might
actually
transfer
into
delivery,
how
it
might
actually
be
used,
how
the
powers,
what
they
might
actually
do,
and
that
would
certainly
help
in
terms
of
translation
for
the
public
as
an
idea,
because
you
know
if
we're
gonna
be
granted
powers
and
people
that
were
gonna.
Have
this
and
then
they're
not
gonna,
be
used
effectively.
It's
sort
of.
A

Will
say
something
about
fundamentally,
the
powers
that
have
been
asked
for
are
around
a
package
of
things
to
tackle
the
challenges
of
the
region.
So
it's
a
package
of
powers
which
will
enable
a
systems
approach
to
thinking
about
how
we
tackle
transport
issues,
housing
issues,
skills
issues
to
develop
the
sort
of
place
that
we're
trying
to
develop
so
that,
in
effect,
we
get
that
that
good
growth
in
terms
of
the
bus
franchising
powers
they
are
built
in
as
a
power
into
the
scheme
and
that's
been
negotiated
through
with
the
other
leaders

that
was
wanted
through
the
bus
franchising
was
actually
about
smart
ticketing,

to

franchising
is
a
powerful
negotiating
tool
with
the
bus
companies
and
if
we
can
get
what
we
want
in
terms
of
improving
the
public
transport
system
without
using
it,

will
do

if
the
bus
companies
will
not
respond
in
the
way
that
we
want,
then
we
have
that
tool
in
our
armory
and
will
we
will
use
it
in
agreement
with
the
neighboring
authorities
and
the
mayor.

opportunity

which,

don't
grasp,

no
idea
whether
anything
will
get
remotely
near
what's
on
offer
now,

might
be
available
for

deals

about
divvying
the
money
up
between
the
three
partners
who
had
formed
the
combined
authority.

is
about
focusing
the
investment
on
those
areas
that

to
deliver
the
good
growth
in
the
best
way
as
as
outlined.

delivery

needs

commitment
to

joint

the
authorities

they

would
look
for
a
deal
without
a
metro
mayor
well,
but
that's
not
on
offer
at
the
moment
government's
been
very
clear
about
that.

the
scrutiny

commissions
all
wanted
to
a
work

What
you
were
seeing
or
the
recommendations
that
were
made,
the
last

Obviously,
traditionally,
we've
had
two
sets
the
work
program,
usually
about
June
time
following
the
elections
when
we've
had
a
lot
yearly
elections,
and
then
we
then
had
to
set
a
work
program
and
then
run
very,
very
swiftly
through
and
so
sort
of
the
pre-election
period
its
proposed,
and
this
was
agreed
by
awesome
last
year.

So
we're
looking
for
your
agreement,
discussion
and
input
on
this
rather
than
trying
to
hold
a
one-year
work
program
and
set
the
work
program
in
June
time.
We
actually
delay
setting
the
work
program
until
the
September,
which
obviously
will
enable
us
to
respond
to
the
fact
that
we
have
a
new
administration.
It
will
give
us
more
time
to
bring
together
the
evidence
to
bring
into
that
work
program,
particularly
around
there's
vision
and
budgets
and
all
of
the
work
that
is
to
occur
with
that,
and
so
basically
there
are.

question
is:
is
whether
members
are
happy
to
set
the
work
program
more
formally
in
September
and
in
the
interim
we
will
continue
to
obviously
have
scrutiny,
for
example,
for
arising
issues
such
as
devolution.
And
how
do
we
focus
on
the
scrutiny
over
the
course
of
the
summer
that
focuses
on
arising
issues,
but
also
focuses
on
the
development
of
the
work
program
and
also
potentially
recognizing
a
large
number
of
new
members
in
the
wider
scrutiny
group
as
well,
who
are
now
with
us
for
four
years
on
kind
of
training
and
development
opportunities.

also
have
to
recognize
that
the
scrutiny
of
the
budget
in
the
medium
term
financial
plan
is
potentially
going
to
take
a
very
significant
amount
of
scrutiny
time
in
the
autumn,
and
therefore
it
seems
to
me
to

starting

our
work
plan
in
September.
It's
a
very
practical
thing,
because
it
will
give
us
opportunity
to
assess
and
plan
the
way
ahead
by
then,
as
we
discussed
earlier

Marvin,
we
will
have
a
clearer
idea,

for
both

medium
term
financial
plan,
consultation
and
the
budget.

view

see

ensuring

we

with
better
decisions

opinion

it's
constructive
and
playing
a
part
in
the
process
and

think
that
that
has
been
happening
over

year

it's
important

we
continue.

vein,
the
view

we

are
not
talking
about
having

humps,
when
there
is
bad
news,
were
actually
talking
about,
making
officers
feel
and
indeed
cabinet.
Members
feel
that
if
there
is
bad
news,
if
they're,
honest
and
open,

will

in
the
same
vein,
because
otherwise
there
will
be
a
reluctance
to
share
information
with
scrutiny.
If
it
has
a
problem
attached
to
it,
and
we
actually
have
to.
We
have
to
work
to
ensure
that
openness
is
recognized
and
rewarded,
not
punished.
So
I
think
that
that
is
to
me
also
an
important
process.

hope
that
we
can
make
sure
that
we

all
work
both
in
our
individual
Commission's
and
and
through

to
make
sure
that
we
are
able
to
do

keep
officers
and
cabinet
members
aware
that

particular
problem

it
in

constructive

it's
great

encourage
officers
to
be
more
than
honest
if
there
are
issues
going
on
in
departments,

that
actually
does
mean
that,
ultimately
they
will,
everything
will
run
more
smoothly.

addressed

they
become
more
significant
problems.

But
I
also
would
like
to
just
flag
up
that.
It
would
be
great
if,
on
certain
things
that
particularly
where
we've
got
a
lot
of
stuff
coming
through
in
the
future,

do
a
development
in
Bristol,
which
will
be
council
owned
developments
or
so
run,
developments
that
the
council
is
is
strict
about
expecting
of
its
own
applications,
the
same
standards.

would
expect
of
an
independent
application
from
a
private
developer
or
whatever,
because
I
think
there
have
been
attempts
at
rushing
things
at
times,
which
would
be
big
chunks
of
public
infrastructure,
money
that
would
be
spent
on
funding
them
and
the
primary
sample
was
the
arena
there.
So
in
Gary
was
there
at
that
meeting
as
well
and
funnily
enough,
it
was
a
an
earlier
awesome
meeting
that
fed
into
that
that
made
a
better
decision
come
out
of
it
because
had
been
scrutiny
of
travel
concerns
about
the
arena
site.

a
joint
audit
resources
and
place
agenda
item

you're
touching
a
nerve
there

think
well,

lot
of
members
would
feel
needs,

attention
and

resources

capital
asset
of

monitor
the

budget
for

involving

could
make
a

change
in
the
past
to
try

particular
when

Melnick

encouraging
the
raising
of
revenue
by
the
council

attracting

investment
from
outside
sources

amount

investment
from
outside
sources
that

into
cultural

to
be
the
model

government
