There
are

occasion

agenda
item
six
and
I'm.
Sorry
that
feels
just
so
processing
just
to
go
through
that
quickly
moving
through,
but
we
do
have
just
the
one
item
on
the
agenda.
Obviously,
agenda
item
six
consideration
of
the
establishment
of
the
West
of
England
mayoral,
combined
Authority,
as
I
think.

We
only
have
two
statements
from
the
public
which
I'll
come
to
shortly,
but
so
I'd
like
to
introduce
the
report
to
cabinet
on
the
29th
of
June,
after
taking
into
account
the
views
of
full
council
and
of
the
overview
and
scrutiny
management
board.
Meeting
cabinet
resolved
to
proceed
with
the
devolution
deal,
disagreed
to
the
proposed
government
governance
scheme
for
a
mayoral
combined
authority
for
the
areas
of
Bartha,
North,
East,
Somerset,
Council,
Bristol,
City,
Council
and
South
Gloucestershire
council,
and
that
the
scheme
would
be
published
for
public
consultation.
A
This
report
today
provides
cabinet
with
an
update
of
the
actions
taken
since
29th
of
June
and
the
results
of
the
public
consultation.
The
report
notes
that
the
consultation
across
the
and
broadly
supported
the
creation
of
the
West
of
England,
combined
Authority
secretary
of
state
is
of
the
opinion
that
the
order
is
likely
to
improve
the
exercise
of
statutory
functions
in
the
area
of
the
proposed
combined
Authority
and
has
regal
regard
to
the
need
to
reflect
the
identities
and
interests
of
the
local
communities
and
secure,
effective
and
convenient
local
government.
A
The
overview
and
scrutiny
Management
Board
met
on
the
24th
of
August
and
considered
the
outcomes
of
the
public
consultation
process.
The
board
also
considered
whether
it
would
wish
to
submit
further
comments
to
the
Secretary
of
State
and
whether
there
should
be
an
extraordinary
full
council
before
final
consent
was
given
by
cabinet,
which
is
up
today.
The
board
resolved
one
to
note
the
consultation
with
no
further
comments
and
to
that
they
were
not.
There
would
not
need
to
be
a
further
full
council
meeting
on
the
issue.
A

report
therefore
seats
consent
to
the
draft
order
establishing
the
West
of
England
combined
authority
and
related
matters.
For
those
of
you
that
aren't
aware
bath
or
North
East
Somerset
have
passed
the
report
this
afternoon
as
South
Gloucestershire
are
meeting
this
evening.
So
I
now
move
on
to
questions
and
statements.
Then
there
were
two
statements
submitted,
but
I
don't
see
our
statement,
er
out
you
your
reading
the
statement.
Okay,
please
please,
can
we
get
the

to
come

we
can
make
sure
it's

This
is
a
joint
special
kind
proposals
which
have
been
consulted
on
the
deadline:
17
19th
of
December
and
they're
allocating
1
billion
to
rail,
which
were
obviously
very
happy
with,
and
the
point
is
that
the
just
a
transport
side
will
be
7.5
billion,
which
means
that
the
devolution
funds
won't
be
enough
to
cover
the
joint
spatial
plan.
Objectors,
which
means
that
you
know
all
this
money
that
supposed
to
be
a
lot
of
money.
It's
suddenly
not
a
lot
of
money.
I
think
I've
got
a
feeling
it's
because
they
want
to
they.

When
we
challenge
them
on
this,
basically
they're
they're,
letting
Network
Rail
talk
them
out
of
you
to
lies
in
the
local
rail
network
and
they're,
claiming
that
that
net
local
renege
was
up
to
capacity
and
I
just
I
I'm
really
concerned
in
this
combined
authority,
there's
no
power
over
Network
Rail!
There's!
No
there's
no
agreement
with
net.
Well,
there's
no
rail
powers,
I
think
I
mean
Davies.
That's
worth!
They've
wrote
well
uses
this
word
a
lot
rail
powers,
but
there's
got
to
be
something
in
there
that
you
can
tell
Network
Rail.

We
want
no
stations
in.
Do
it,
don't
just
tell
us
it's
not
possible.
If
you
look
at
our
questions
to
whet
single
partnership,
we
asked
them
about
timetabling.
We
asked
more
sort
and
they're
always
over
just
awaiting
the
response
from
network
well
they're
allowing
Network
Rail
to
just
talk
them
out
of
anything.
That's
value
for
money,
because
the
national
rail
network
is
there
it's
it's
utilizable.
You
just
have
to
put
more
carriages
on
the
electrification,
deferring
nitrification,
actually
good
news,
because
we
get
we
get
cascaded
to
diesel
stock.

you
know
I
think,
there's
a
lot
of
potential
that
they're
not
going
to
be
exploring
because
they're
so
afraid
of
Network
Rail
talking
and
I
really
think
before
you
agree.
This
there's
got
to
be
more
than
one
word
about
rail
I.
Think
the
only
mention
of
where
I've
seen
is
in
the
very
last
bit
and
I'll
try
and
find
it
for
you,
because
I
really
I've
only
had
a
quick
look
through,
but
I
did
try
and
read
it.

the

it
says

network.
The
mayor
will
be
granted
strategic
planning,
functions,
planning,
applications
and
it
says
infrastructure
defined
as
roads
public.
Where
are
we
bridges?
Bus
lanes,
rail,
Rapid,
Transit
and
that's
the
only
mention
of
rail,
so
I
really
would
ask
that
that
we
just
look
at
this
there's
another
aspect
and
you
could
help
with
the
the
combined
Authority
we're
really
good
if
you
could
get
devolved
powers
to
grant
development
standing
all
this.

that
calls
the
development,
DCO
development
consent,
orders
right
so
what's
holding
up
Metro
space,
one
which
is
proposes
head,
is
having
to
have
a
development
consent
or
that
takes
18
months.
Okay,
now,
if
it's
a
combined
Authority
could
do
development
consent
orders
as
part
of
its
mayoral
powers
and
suddenly
we
can
speed
up
metros
phase,
one
we're
not
faffing
around
for
18
months
waiting
for
someone
in
government.
So
please
put
that
in
we
put
all
of
this
in
to
the
consultation
we
focused
a
consultation
document
I

circulated
and
I
was
told.

It
was
too
late
for
today
and
we
put
this
into
the
sector
of
state.
He
seems
to
take
knowledge
blind
bit
of
notice
and-
and
we
know
what
net
will
rather
play
play
games,
because
we've
tried
to
get
polling
station
footbridge,
replaced
and
they're
completely
ignored
as
and
they're
getting
away
with
it,
so
just
rain
in
network.

just
just
don't
take
it
from
them
that
there's
plenty
of
capacity
I'm
going

don't
spend
lots
of
money.
I'm

schemes

Marvin
has
got
lots

other
plans
for

we've
shared

concerns,
there's

guarantees
that
this
will
work
for

We've
got
to
make

structure

an
opportunity.
There
are
risks
within
that
structure
an
opportunity.

job
is
to
make
sure
that
we
put
the
resources
and
expertise
in
place
to
make
that
structure
work
and
to
make
sure
that
the
form
it
ultimately
takes
because
it
all
is
at
the
moment,
is
a
skeleton,
but
the
form
it
ultimately
takes
is
one
that
delivers
for
the
region
of
a
Bristol.
So
we
know
we
need
to
do
that
work.
What
I'd
also
say
is
what
we've
always
said
is.

you
don't

but
if
I
can
give
you
a
bit
of
a
heads
up,
Barrow
I'm
going
to
come
to
cabinet
and
to
get
their
comments.
But
could
we
come

you
after

If
you
get
some
thoughts
together
about

some
of
the
kind
of
technical
responses
there,
so
you'll
have
a
bit
of
space
in
between
cabinet
comments.
So
can

what's
being
put
on
the

that
we
all
know
that
in
people's
minds
eyes,
this
money
has
been
spent
many
times
over.
Everybody
thinks
it's
going
to
be
spent
on
their
priority
and
my
concern
I.
Don't
really
agree
with
what
Tina
said
about
welcoming
the
decision
to
put
back
electrification,
because
I
think
that
that's
concerning
and
I
think
what
would
be
even
more
worrying
is
if
any
of
this
money
was
then
we
were
then
required
to
put
some
of
this
money
into
tempting
Network
Rail
to
complete
the
the
promised
route.

want
the
whole
of
the
environment
and
energy.
Are
carbon
neutral,
pledge
all
of
those
things
to
form
part
of
Devo
too,
so
that
we
can
deliver
on
those
things?
I
think
the
other
thing
to
say
is
that
two
thousand
people
responding
from
a
region
of
a
million
people,
shows
that
we've
got
a
problem
and
we're
not
alone
in
that
I
was
with
some
other
local
authority
leaders
recently
and
I.

Think
some
of
them
had
even
less
responses
to
theirs,
and
so
for
me,
that's
another
big
issue
about
devolution
because
finding
ways
of
engaging
people
in
the
big
strategic
agendas
and
how
the
city
region
is
going
to
move
forward.
We
said
this
when
we
have
the
cabinet
report
about
launching
their
joint
spatial
plan
consultation.
It's
really
really
tough,
but
we've
got
to
be
the
intermediaries
about
bringing
the
powers
down
to
West
of
England,
but
they're,
making
sure
that
more
people
engage
more
people
in
communities,
residents,
businesses,
voluntary
sector,
environmental
groups
that
they
all
engage
in.

Sharing
that
that
challenge
with
us-
and
hopefully
when
it
comes
to
consultations
about
future
Divo
deals,
we
we
get
more
than
me
I.
Think
I
worked
out
that
that's
not
point
naught
2%
of
the
population
that
we
engaged
in
it.
It's
not
really
good
enough.
Is
it
I?
Don't
blame
us?
It's
very
tricky
stuff
for
people
to
get
their
heads
around,
but
we
do
need
to
find
ways
of
engaging
with
much
much
much
wider
communities
around
the
future
of
the
city
region,
but
otherwise
I
welcome
it.

If
we
I'm
sure
we
are
going
to
agree
this
tonight,
you
know
I
want
to
be
reassured
that
we
have
very
strong
governance
structures
in
place.
Scrutiny,
structures
in
place
and
I
was
looking
at
another
devolution
area
where
they
had
actually
recruited
an
independent
to
drive
their
audit
and
standards
so
ensuring
that
they
had
an
independent
somebody
selected
individually.
That
could
provide
the
assurance
that
it
finances
the
processes,
programs,
etc.
I
managed
to
a
high
standard
and
I
think
we
definitely
do
have
to
do
something
about
ensuring
that
we
engage
much
widely
with
local
communities.

I
mean
clearly
you
know.
I'm
gonna
talk
about
housing,
just
as
a
just
to
give
you
a
clue
really
in
in
the
devolution
deal.
That's
in
front
of
us
has
agreed
there
really
isn't
anything,
that's
going
to
help
us
deal
with
the
housing
crisis
within
Bristol.
That
isn't
a
reason
to
say.
No
to
this.
Do
it's
a
reason
to
start
negotiating
on
the
second
and
third
deals,
but
obviously
one
of
the
one
of
the
critical
issues
is
actually
trust
in
local
communities.

Ie
local
authorities
in
this
instance
to
be
able
to
define
what
is
the
housing
need
and
where
housing
funding
needs
to
be
directed.
So
at
the
moment
we
have,
through
the
Homes
and
Communities
Agency
a
a
funding
program
which
is
solely
concentrated
on
home
ownership
through
starter
homes
and
shared
ownership
schemes.

That
can
only
be
done
if
the
government
is
prepared
to
devolve
those
authorities
down
to
us
a
local
level
and
and
in
Westminster.
You
know
they
can't
be
expected
to
understand
the
housing
needs
of
every
area
of
the
country
so
actually
having
a
Devo
2
or
a
Devo
3,
which
actually
starts
to
transfer.
There's
some
of
the
levers
to
solve
our
local
housing
crisis.
Cp,
o
Paris,
is
another
one
that
would
be
very
helpful
at
the
local
level.
I
think
would
be
a
significant
step
forward.

only
wanted
to
make
a
quick
comment.
It
was
when
we
talked
about
adult
education
and
I.
Do
recall
a
conversation
with
an
officer
a
couple
of
months
ago,
actually
and
I
think
the
officers
have
negotiated
well
on
our
behalf,
but
basically
she
was
saying
they
got
all
they
could,
but
there
were
gaps
but
I
think
her
feeling
was
so
once
you
start
on
this
process.

It
tight
I
just
for
the
record
rail
is
very
important
to
us
in
relation
to
a
response
to
the
transport
needs,
as
is
all
rail,
road
and
sustainable
transport.
Clearly,
I
think
there's
a
real
important
issue
here
that
securing
influence
over
national
infrastructure
is
is
is
never
an
easy
thing
to
do,
whether
that's
the
National,
Grid
or
or
national
roads,
or
a
national
rail.
A
I
I
think
that
we,
both
within
our
our
various
political
groups
and
at
full
council
and
over
the
last
few
months,
we've
had
quite
a
healthy
and
an
honest
discussion
about
devolution
I
mean
I.
I,
must
admit.
I
was
challenged
by
what
happened
around
electrification,
but
I
think
actually
on
reflection
that
plays
it's
Watts
plays
itself
both
ways.
One
was
it
concerned
me
that
a
major
decision
or
a
decision
of
major
I've
heard,
certainly
in
a
public
mood.
A
An
image
was
made
without
talking
to
us
in
a
way
that
we
were
promised
that
that
this
process
would
make
sure
that
we
had
the
government's
here.
The
flip
side
of
that
is
that
we
need
to.
We
need
to
do
the
job.
We
need
to
do
to
make
sure
that
that
doesn't
happen
again,
and
that
means
going
down
that
journey
of
securing
the
resource
and
the
power
locally
and
I.
A
You
know,
while
there
are
risks,
I
think
this
is
the
path
to
take
us
down
to
make
sure
that
we
are
in
a
position
where,
where
decisions
like
that
are
not
made
about
us
without
us
into
the
future,
I
I
think
we.
We
must
go
down
that
pathway
again,
it's
not
going
to
be
a
pathway
without
challenge
of
securing
the
powers.
A
We
need
to
make
sure
we
get
what
we
call
good
growth
in
the
same
way
as
you
Paul
spoke
to
that
our
understanding
of
our
local
housing
need
in
the
powers
we
need
to
meet
our
our
local
housing
challenges,
because
we
have
the
local
intelligence.
We
also
know
we
need
out
how
we
need
the
local
economy
to
grow
and
again
we
need
the
powers
to
be
able
to
get.

We
make
sure
that
we
get
alignment
between
between
what
national
governments
are
saying,
what
the
various
local
authorities
are
saying,
what
our
local
institutions
are
saying
and
what
we
know
the
populations
needs
are
based
on
real
evidence
and
research,
not
just
they're,
not
just
opinion,
so
I
think
walking
down.
That
route
is
absolutely
essential.
We
know
we
need
coordination
across
the
patch.
It's
been
a
challenge
in
terms
of
our
brand
in
London
that
we
haven't
been
able
to
get
it
together
as
it
were.
A
This
is
in
many
ways
a
you
know,
a
first
step
as
we
as
we've
said,
there's
two
three
and
four
to
come:
I
think
that
I
take
the
point
made
by
both
Helen
and
Asha
about
the
need
for
accountability
and
legitimacy,
that
one
of
the
criticisms
from
the
public
is
it's
another
layer
of
politics
and
we've
got
but
I
would
say
on
on
deals
like
this.
There
is
never
any
guarantee
there
are
only
other
structures
and
opportunities
and
challenges,
and
we
need
to
make
sure
those
work
minimizing
the
risks
are
maximizing
the
the
benefits.
A
So
that's
the
piece
of
what
we
do
and
I
hope
to,
but
as
we
do
begin
to
go
down
this
path,
we
will,
as
I
said
at
the
out,
earn
the
right
to
take
a
very
robust
stance
in
it.
I
think
working
with
our
core
city
neighbors
with
the
key
cities,
networks
and
with
other
mayor's
around
this
city
and
actually
around
the
war
as
we
as
we
require
more
power
to
be
taken
to
be
shared
from
central
governments
and
given
out
to
cities
in
particular
and
regions
in
general.
A
But
this
conversation
would
go
on
and
we
will
make
this
work
for
us
and
work
for
the
region.
But
in
light
of
our
conversation
today
in
previous
council
meetings,
I'd
say
that
I
approve
the
recommendations
as
set
out
in
this
report.
So
thank
you
all

your
contributions
this
evening,
and
that
is
the
end
of
today's
business
and
therefore
the
end
of
this
meeting.
