we
propose
the
two
percent
precept
last
year,
we
made
a
really
strong
point
that
a
key
part
of
our
proposal,
although
we
weren't
able
to
mandate
it
because
of
the
period
it
covered.

key
part
of
our
proposal
of
raising
the
council
tax
was
that
this
reduction
scheme
had
to
be
in
place
to
make
it
more
progressive
than
it
would
otherwise
be
so
really
glad
to
see
that
it's
been
proposed.

personal

report

terms
of
the
financial
actor
and
one
that
I
think
is
worthy

comment.

behalf

the
previous
administration,
I
particularly
would
like
to
take
this
opportunity

formally
put
on
record
my
gratitude
to
all
officers
who
played
a
part
and
actually
delivering
a
balanced
budget
for
last
year.
It
was
an
extraordinary
challenge
and
I
think
an
incredible
team
effort
both
by
those
officers
responsible
for
budget
and
and
all
those
in
the
finance
team
and
I
know.

is

but
I
think
it's
right
that
we
should
put
that
appreciation
on
record.

I
would
also
just
like
to
touch
base
is
to
my
former
cabinet
colleague,
Brenda
Massey,
and
to
John
Redman,
because,
although
they
produce
the
one
major
overspending
here-
and
the
fact
is
that
it
was
nothing
like
his
major
as
we
had
feared,
it
could
be
in
the
early
part
of
the
year
and
I
actually
think
that
there
was
an
exemplary
form
of
budget
management
and
control
that
went
on
there.
There
again
should
be
recorded
and
noted
the
rest
of
the
comments.

I
make
are
ones
that
I
I
know
Marvin,
that
you
and
your
colleagues
know,
but
I
think
it's
important
to
put
on
record
that
the
fact
is
that
the
balanced
budget
was
achieved
through
a
great
deal
of
hard
work
and
the
fortune
that
we
don't
spend
our
capital
monies
as
quickly
as
we
anticipate.
We
will
and
therefore
that
produced
a
contribution
which
was
able
to
offset
the
overspends
with
the
major
capital
spends
that
you
have
in
hand.

will
not
continue
to
have
that
surplus
and
that,
coupled
with
the
present
economic
uncertainties
means
that,
as
you
know,
those
pressures
are
only
going
to
grow
and
I
can
only
say
that,
from
from
my
point
of
view,
your
administration's
ability
to
manage
those
finances
and
balance
its
budget
is
going
to
be
the
determining
factor
of
your
tenure
of
morality
and
come
back
to.
We
need
the
loyalty
and
commitment
of
the
whole
financial
team
to
deliver
that.
So
thank

giving

the

few

Well,
tonight
is
the
night

weeks
in

the
day
when
I
was
reading,
the
Highways
report
mark
I
felt
there
was
some
struggling
for
fine
examples
of
social
value
and
trees
were
suggested
by
one
of
the
Consul
teas,
and
they
are
such
a
tremendous
special
street
trees
such
a
tremendous
bringer
of
social
value
and
especially
public
health.
They
reduce
pollution
in
the
air
pollution
in
the
water.
They
reduce
the
side
effects
in
cities
from
heat
waves.

encourage
walking
cycling.
So
many
reports
I
won't
give
you
the
full
half
hour
presentation
because
I
know
you
know
that
stuff
anyway,
so
we're
looking
for
you
to
put
in
your
tender
documents,
please
mark
and
highways
to
put
in
trees
as
one
of
the
examples
that
the
people
bidding
back
could
add
in
as
social
value.

delighted

her
public
health
portfolio
has
started
with
the
planting

tree
in
Redlands,
as
we
speak,

saw
it
today,

it
can
be

it's
being
done

tender

fact
that
trees
are
an
example
of

broad-based
contract
and

capacity
of

contractors

come
forward
to
deliver
things
like

tree
pets-

particular
shame,

patch,

some
time

if
we
can
find
a
way
to
put
in
you

good
quality
as
Street
trees

long

works

all
those
other
factors,
and
that's
something
that
we
want
to
achieve.

that

keen

see
this
contract

all
other
contracts
reflect
the
social
value
act

we're

agreed

forward
plan
needs
to

information

regular
reports

key
decisions.

particular
draw
a

your

fact
that
it,
your
first
cabinet
meeting
there
were
two
items
on
that
agenda
that
weren't
actually
on
the
last
forward
plan
of
the
previous
administration,
so
I'm,
highlighting
that
as
an
example
that
those
could
not
have
been
scrutinized
because
they
were
not
notified
at
a
time
when
they
could
have
been
taken
into
the
process.
So
I
know,
there's
good
reasons
for
it.

But
actually
that
is
the
time
when
members
and
residents
the
whole
could
actually
make
a
really
positive
contribution
to
the
debate
in
the
direction
in
which
we're
traveling.
So
what
we're
really
suggesting
and
I'm
not
trying
to
put
this
around
the
azam
agenda,
but
we
do
have
a
plan
to
have
a
work
program
setting
day
in
September,
and
it
would
be
really.
It
would
be
really
really
helpful
if,
at
that
point
we
actually
knew
what
was
in
the
forward
plan
for
the
next
four
years,
so
that
we
can
actually
identify
that.

really
the
first
ask
and
the
second
related
to
it
is.
We
would
hope
by
by
the
end
of
August,
that
you
and
your
colleagues
will
have
some
clarity
on
the
proposals
for
the
finance
consultation
for
the
budget
and
the
medium
term
financial
plan,
because
how
we
work
that
into
the
scrutiny
program,
it's
probably
going
to
be
the
most
critical
part
of
the
work
during
the
autumn
and
it
would
be
helpful
to
know
the
timeframe
so
that
we
can
put
that
in
place.

build
strong
relationships,
evolve
them

ensure
that
scrutiny
plays
an
important

developing
policy

forward,

meaningful
way.

I'd
probably

recommendations

intend

satisfy

First

all,
it's

at
the
deadline
and
giving

that
September

that

to
the

that
there
we
are
in
line
with
that,

we
can
get
alignment
across
all
those
decision-making
places
from
cabinet
to
our
cell

better

City
Council

the
city
in

I
think
that
it's
certainly
when
we
met
last
week
and
Azam
came
and
joined
us
yourself
as
Steve
came
in
during
the
cabinet
for
our
away.
They,
it
really
did
anchor
home
to
me
just
how
important
that
forward
plan
is,
as
the
key
means
a
communication
between
cabinet
and
awesome
and
I
hadn't
quite
gathered
that
before
but
I
see
as
the
anchor.

know
the
real
connect,
the
key
channel
for
us
to
make
sure
that
we're
aligning
and
that
in
that
I
heard
the
opportunity
that
there
is
to
get
the
full
value
for
Muslim,
which
is
about
challenge.
But
it's
also
about
constructive
partnership
as
well
and
from
that
I
hear
what
you
say
about
that
not
just
pre
decision
but
pre
policy,
which
is
where
Azam
can
play
a
role
in
helping
to
build
the
agenda
and
join
in
that
expertise.
In
developing
our
approach,
not
seeing
ourselves
you
we
all
have
to
challenge.
A
You
will
be
reversed,
I'm,
not
taking
away
from
that,
but
the
importance
of
the
importance
of
making
space
for
Azam,
to
draw
on
the
expertise
and
to
contribute
to
our
thinking,
of
course,
cabinet
partners
and
other
city
institutions
as
well
such
as
health
and
hopefully
chamber
of
commerce
as
well,
and
the
canal,
corporate
social
responsibility
and
education
and
so
forth.
So
I
work
on
that.

also
says
we
were
working
with
the
support
team
as
well
to
look
at
the
all
of
the
commitments
around
each
of
our
cabinet
portfolios
and
those
will
be
put
into
a
forward
plan.
So
there's
the
fact,
there's
a
great
opportunity
to
have
real
alignment
between
the
forward
plans
and
deliverables
of
each
of
the
cabinet
members
and
the
forward
plan
through
which
we
communicate
with
all
them.
So
hopefully,
those
there's
a
there's
a
real
alignment
there
in
what
we're
we're
doing
and
I
appreciated
what
you
said
as
well.
A
That's
number
of
people
have
been
fearful
about
putting
things
in
a
forward
diary
in
case
it
slips
and
they
don't
meet
their
deadlines.
But
one
of
the
points
you
made,
which
is
import
for
people
to
hear
I,
think
that
if
it's
in
three
years
time
it
doesn't
have
to
be,
we
will
be
making
this
decision
in
this
month.

could
just
be
in
the
quarter
sometime
in
this
quarter,
we'll
be
focusing
on
this
issue,
but
it
allows
you
to
get
your
thinking
and
your
resources
lined
up
as
awesome,
so
yeah
the
ideas
have
a
very
constructive
relationship.

this
report
is
set
out
on
pages
7

15

the
agenda
pack.
So
I'd
now
like
to
invite
councilor,
Brenda
Massey,
chair
of
people's
scrutiny,
to
introduce
this
item
councillor
mercy.

Well,
their
strange
evening
having
to
X
capital

is
pretty
presenting
report
sleeping
beside
so
well.
Actually,
I'm
really
pleased
to
present
this
one
about
mental
health
because
it
is
so
important
and
it's
basically
the
outcome
of
two
people
scrutiny
sessions
that
were
held
last
year
and
earlier
this
year
about
mental
health
and
I'd,
really
like
to
commend
participants
and
the
offices
for
all
their
hard
work
in
pulling
it
together.

Leslie
Alexander
should
have
been
presenting
it
tonight
because
she
chaired
people
scooting
at
the
time,
but
I
believe
she's
on
holiday,
so
I'm
here
instead
and
I
do
I
believe
that
she
will
be
presenting
the
report
to
the
health
and
well-being
board
in
the
future,
and
it
will
also
be
discussed
at
an
XP
for
scrutiny.
Meeting
on
the
18th
of
July,
as
I
hope
you
will
have
seen
from
the
report.
Mental
health
in
Bristol
is
a
subject
that
scrutiny
feels
very
strongly
about.
H
The
review
would
have
covered
a
much
larger
area,
including
dementia
and
children's
mental
health,
but
in
terms
of
practicality
and
time
constraints
we
can
find
it
looking
adult
mental
health
provision.
There
are
13
priorities
that
in
the
document
that
being
identified
as
a
result
of
the
review,
and
it's
apparent
that
recommendation
of
one
is
really
King
without
a
strategy
for
the
city,
we
can
only
tinker
around
the
edges.
We
need
a
proper
strategy
for
the
whole
city.
We
also
need
to
work
closely
in
partnership
with
other
agencies,
including
the
voluntary
sector
and
the
police.
H
Both
of
these
are
often
the
first
agencies
to
be
contacted
about
a
problem.
Sometimes
when
a
relative
approaches
for
help
or
a
criminal
act
takes
place.
Sharing
information
is
essential
to
help
someone
with
mental
health
issues
and
communication
of
services
already
available
should
be
improved,
with
clear
pathways
to
existing
and
new
help
for
individuals
and
families.
In
recommendation,
5
the
opportunity
for
social
prescribing
with
the
community
within
communities
is
mentioned.
This
approach
can
take
some
of
the
strain
of
GP
practices.
H
Why
frequent
attendance
without
a
specific
physical
problem
can
be
referred
to
a
local
social
prescribing
service?
As
the
chair
of
one
of
these
local
groups,
based
in
the
greenways
center,
we
involve
representatives
from
the
GP
practices,
social
services
and
local
community
groups
to
provide
support
for
low
for
lonely,
disabled
or
elderly
residents,
who
don't
know
where
else
to
turn
with
the
intention
of
reducing
the
number
of
times
that
these
individuals
attend
their
GP
surgery
and
hopefully
freeing
up
more
time
for
appointments
for
people
with
medical
problems.

Recommend
us
in
six
onwards
suggests
ways
in
which
Bristol
City
Council
could
demonstrate
Bristol's
commitment
to
improving
the
situation
of
those
with
mental
health
problems,
including
asking
the
learning
city
partnership
to
develop
a
program
for
adult
learners
to
help
with
the
associated
issues
that
impact
negatively
on
education
and
training
for
employment.
I
appreciate
that
some
of
this
work
is
already
underway,
but
we
do
need
to
continue
with
it.

In
order
to
expedite
the
work
of
the
working
group,
the
report
is
coming
to
cabinet
before
it
goes
to
people
scrutiny,
but
I
hope
that
you
will
endorse
the
recommendations
shown
in
the
report
so
that
we
can
move
forward
with
this
extremely
important
issue
and
start
to
plan
for
implementation.

Well,
I
also
welcome
this
report.
My
understand,
as
you
were
saying,
bran
surveyor
Brenda,
that
some
of
the
recommendations
are
taking
place,
I'm
aware
of
that
mental
health
will
feature
highly
in
the
refresh
of
the
health
and
well-being
board
strategy,
which
is
good
news.
It
gets
it
out
there
and
it
does
underline
growing
concern
and
recognition
of
the
issues
surrounding
mental
health
in
the
city.
I
And
for
me,
it's
been
a
real
voyage
of
discovery
to
find
out
just
how
much
is
going
on,
there's
pharmacist
doing
social
prescribing,
having
really
quite
good
results
with
that
in
terms
of
smoking,
cessation
and
weight
loss
and
stuff,
like
that,
so
there's
a
lot
going
on,
but
it's
trying
to
sort
of
bring
it
all
together.
So
we
know
what's
going
on,
which
is
a
bit
of
a
challenge,
but
social
describing
clearly
is
something
which
is
flexible
and
is
of
enormous
benefit
to
a
number
of
people
across
the
city,
for
a
variety
of
reasons.
I
What
I'd
say
overall
was
that
my
concern
is
that
people
still
have
an
idea
that
mental
health
treatment
or
is
an
optional
treatment.
If
you
break
your
leg,
people
assume
you're
going
to
go
to
hospital.
If
you,
if
you're
suffering,
problems
in
your
mental
health,
there's
still
a
thing
about
together,
you
don't
want
to
bother
anybody,
and
we
do
need
to
change
that.
If,
if
you,
if
you
need
services,
you
need
services,
be
there
for
physical
or
mental
well-being.
I
I
We
need
to
treat
people
early,
there's
a
lot
of
work
going
on
around
early
intervention
and
we
need
to
make
sure
that
not
only
do
you
identify
people,
no
mental
health
issues,
amongst
others
early
that
there's
activity
there
and
the
treatment
is
there
to
help
people
early
on
before
it
becomes
a
wider
problem
for
both
themselves
and
others.
So,
in
brief,
I
know
I
welcome
the
report
and
we
do
need
to
get
cracking
it
really.

So
if
your
parents
are
suffering
poor
mental
health,
then
to
be
honest,
it's
very
difficult
for
the
children
as
well,
so
it
does
affect
people
at
every
age
and
I
do
think
that
the
proposals
that
are
here
if
we
can
start
implementing
them
pulling
the
to
some
extent
a
lot
of
fragmented
services
together
then
will
make
a
big
difference.
People
are
being
encouraged
to
identify
themselves
early
for
help
and
we've
got
to
make
sure
that
we
pick
up
that
opportunity
when
they
come
forward
and
that
we
can
give
them
the
services
they
need.

think

hearing
is
a
real
endorsement
for
making
sure
that
mental
health
is
a
priority
issue
for
us
in
Bristol.
So
I'm
happy
on
the
cabinet's
behalf
to
accept
these
recommendations
and
I,
therefore
ask
that
an
action
plan
is
now
worked
up
for
implementation
and
I'm
really
keen
pleased
to
say
that
we
can
do
this
with
myself,
Claire
and
fee
driverless
in
the
health
and
well-being
board
and
in
doing
so,
I
know
that
recommendations,
one
and
two
will
be
referred
specifically
for
the
health
and
well-being
boards
consideration
in
August.

8,
which
is
the
tender
of
the
new
highways
maintenance
and
associated
works
framework
and
statutory
emergency
response
contract
very
snappy
title
so
capsule,
the
mark,
Bradshaw
cabinet
member
for
transport,
will
introduce
this
report.

The
plan
is
to
commence
the
tendering
the
process
so
that
we
have
both
our
highways
maintenance
contracts
and
the
emergency
contract,
which
is
a
statutory
function
in
place
by
next
day
prophecy.
We
can't
have
arrangements,
but
the
view
has
been
taken
that
we
need
to
consolidate
these.
We
can't
have
about
32
different
contracts
in
place.
There
are
some
special
areas,
such
as
traffic
signals
and
street
lighting
maintenance,
which
is
separate
because
they're
specialist
skills
involved
in
this,
and
we
procure
these
in
a
separate
way.

But
the
aim
is
to
have
one
term
contract
covering
our
statutory
duty
with
respect
to
emergency
response,
and
then
we
have
a
single
framework
with
14
different
Lots,
covering
the
range
of
specialist
maintenance
works
that
we
require,
ranging
from
surfacing
through
to
maintenance,
cleansing
and
surveying
of
our
drainage
systems
and
water
courses
through
to
repairs,
so
hopefully
in
this
their
scope
to
it,
a
range
of
contractors
and
the
social
value
policy,
which
is
really
important
in
terms
of
all
of
our
procurement.

the
decisions
we
take.

scheme
is
enacted
by
legislation
and
the
local
authority
within
parameters
can
design
its
own
scheme
for
working-age
households
at
the
end
of
April.
This
year
the
local
council
tax
reduction
caseload
was
thirty,
eight
thousand
seven
hundred
and
seven
made
up
of
25
thousand
working
age
claims
and
13,000
plus
pension
age
claims
Bristol
is,
is
only
able
to
define
a
scheme
for
working
age
claims.
The
local
counts
of
tax
reduction
scheme
for
older
people
is
prescribed
and
therefore
there
is
no
control
over
the
expenditure.

Last
year,
the
local
council
tax
reduction
scheme
costs.
Oh
sorry,

It
is
important
to
note
that's
one
of
41
authorities
after
326
that
fully
fund
the
local
council
tax,
don't
reduction
scheme
fully
funded
is
the
term
I
shouldn't
have
used.
The
iPad

the
term
for
those
who
base
their
local
tax
reduction
scheme
on
the
previous
council
tax
benefit
and
have
not
made
any
adjustments
such
as
introducing
a
minimum
council
tax
payment
level.

Bristol
is
the
only
core
City
to
fully
fund
its
local
council
tax
tax
reduction
scheme.
Today,
I
am
seeking
agreement
to
keep
the
existing
local
council
tax
reduction
scheme
subject
but
budget
approval.
If
we
approve
this
today,
it
will
be
placed
before
full
council
in
January.
The
cost
of
the
scheme
is
estimated
to
be
thirty
nine
point,
two
million,
which
is
in
the
upper
limit
of
thirty
nine
point:
five
million
that
was
previously
agreed
in
the
last
medium-term
financial
strategy.

However,
we
do
face
challenges
with
the
impact
of
the
government's
welfare
reform
changes.
The
cost
of
the
2018-19
scheme
to
Bristol
City
Council
will
exceed
thirty
nine
point.
Five
million.
This
means
Bristol,
City
Council
will
have
to
review
its
ability
to
fully
fund
the
scheme.
This
report
outlines
costs
associated
with
retaining
the
current
scheme
and
cost
for
alternative
models.
The
purpose
of
this
report
is
not
to
identify
savings,
as
the
administration
of
the
service
will
still
need
to
be
completed
for
Housing
Benefit.

Three
options
are
listed
in
the
report
options
two
and
three
show
that
to
reduce
the
amount
spent
on
local
council
tax
reduction,
changes
and
reduction
changes
to
the
existing
reduction
scheme
would
be
needed
I'm
recommending
we
keep
the
existing
scheme
for
2017-18
to
allow
time
for
members
and
off
to
review
the
scheme
for
2018-19
and
also
for
the
medium-term
financial
strategy
to
be
set.
This
will
allow
the
council
to
know
what
funds
are
available.
If
we
don't
agree
to
this,
we
would
need
to
have
a
12-week
public
consultation
by
mid-august.

do
need
to
embark
on
a
full
and
comprehensive
review
of
this
scheme
in
order
to
provide
options
for
2018-19
following
a
joint
meeting
of
the
cabinet
and
the
chair
and
vice-chair
of
awesome
and
to
clearly
demonstrate
the
new
administration's
determination
to
be
more
open
and
transparent.
Around
governance
I
suggest
that
we
are
awesome
to
lead
on
this
comprehensive
review
in
the
first
instance,
I
seek
your
approval
for
the
existing
scheme
to
remain,
as
is,
and
to
invite
Azam
to
lead
on
the
comprehensive
review
for
the
scheme
to
present
options
to
cabinet
in
2017.

really
proud
that
the
representations
that
Labour
councillors
and
then
I
think
it
became
a
cross-party
issue
made
to
the
former
mayor
because
it
looked
like
a
simple
cup
to
they.
The
former
mayor
and
I
think
we
pointed
out
the
ramifications
of
it.
But
it's
one
of
those
things
that
you
know:
government
passed
the
responsibility
to
local
authorities
for
this,
but
without
any
resources-
and
we
are
unusual-
as
Mark
has
said-
in
in
staying
committed
to
this-
so
obviously
with
the
scale
of
cuts
that
are
facing
us.

It
is
something
that
we've
got
to
look
at
and
I
very
much
welcome
the
suggestion
that
we
use
awesome
to
do
some
of
that
work
with
us,
because
it
is
one
of
those
things.
We've
all
got
to.
We've
all
got
to
understand
what
the
the
effects
are
and
I
think
one
of
the
things
as
I
just
wanted
to
throw
out.
There
really
is,
but
it
isn't
just
about
the
vulnerable
citizens
and
the
reduction
of
it
that
they
would
have
to
find
more
of
the
council
text.

But
it's
what
they
do
with
that
money
that
they're
saved-
and
we
know
that
the
poorest
in
our
society
spend
the
money
and
they
spend
it
locally.
So,
if
you're
looking
at
the
survival
of
local
shopping
centres
and
so
on,
actually
that's
because
they've
got
a
couple
of
extra
pounds
in
their
pocket
and
can
spend
and
can
spend
it
locally.
So
we
mustn't
just
look
at
it
in
pure
finance
and
benefits
terms.
We've
got
to
look
at
it
in
terms
of
where
this
sits
within
thriving
local
communities.
I
Just
very
briefly,
just
to
reiterate
the
support
we,
as
a
green
party,
also
have
for
the
scheme
to
continue
as
it
is
and
there's
an
additional
point
in
that
the
amount
I
absolutely
thought
Helen
was
saying,
but
a
more
pragmatic
concern
is
how
much
money
we
would
actually
generate
through
this,
because
the
levels
of
non-payment
would
be
like
to
be
very,
very
high.
Indeed,
so
they'll
be
huge
amounts
of
money
spent
on
trying
to
chase
up
non-payment
of
these
funds.

areas

imagine
increase
in
poverty
for
at
least
increase
spending,
education
system,
criminal
justice

we
do

would

think

the
council's
financial
plans
for
2016-17,
along

indicative
figures
for
the
period
2017
18
to
20

best
estimates
following
analysis
of
the
government
spending
plans.
They
indicate
continued
significant
financial
challenges
facing
the
council
over
the
medium-term.
The
government's
latest
spending
review
confirmed
the
funding
cuts
will
continue
up

end
of
the
current
combined
with
increases
in
costs
due
to
inflation
and
demographic
pressures.
Further
significant
savings
will
be
required
to
balance
the
council's
budget
over
the
period
of
the
next
medium
term
financial
plan.

business
and
economic
growth
across
the
city
and
strive

the
delivery

affordable
