and
welcome
to
the
first
part
of
this
evenings
meeting,
which
is
mayor's
question
time
can
I,
apart
from
welcoming
all
of
you
particularly
welcome
Marvin,
and
welcome
our
interim
chief
executive
Stephen
Hughes
welcome
the
question
from
councillor.
Brooks
is
available
on
the
screen
in
front
of
us
and
is
on
the
internet
for
those
who
are
viewing
the
webcast
so
Marvin.
If
I
may
hand
over
to
you
to
answer
and
then
Tom,
you
will
have
a
supplementary.
The

Thank
you,
so
disposal
and
acquisition
of
buildings
has
been
a
continuing
part
of
the
council's
operations
over
the
last
years.
As
an
intrinsic
components
of
the
capital
program,
the
council
owns
a
portfolio
of
investment
properties
which
can
contribute
annual
rental
income
to
support
the
council's
activities.
Currently
about
11
million
pounds
per
annum.
This
portfolio
is
safeguarded
to
protect
and
grow
the
returns
due
to
the
character
of
the
lease
arrangements.
The
portfolio
does
generate
opportunities
to
release
capital
periodically.

The
nine
million
pounds
now
available
to
invest
in
housing
delivery
vehicle
was
released
by
selling
the
reversionary
freehold
in
the
portland,
with
no
reduction
in
the
council's
income.
As
part
of
the
strategy
from
managing
the
revenue
gap,
we
will
be
seeking
to
find
new
investment
opportunities
that
generate
income.
The
council
owns
a
large
operational
estate
occupied
for
service
delivery
purposes.
This
does
not
produce
income
and
if
those
total
operation
costs
of
the
order
of
40
million
pounds
per
annum,
there
is
a
key
overall
drive
to
challenge
efficiency
of
the
council's
operations.

This
includes
the
efficiency
of
property
assets.
We
are
striving
to
achieve
savings
from
these
properties,
and
this
includes
selling
surplus
property,
where
a
pro
with
you
carefully
consider
the
opportunities
with
surplus
property
for
reuse
income
returns.
We
also
require
property
where
needed,
such
as
for
new
schools.
The
council
also
owns
areas
of
land
allocated
for
development,
particularly
housing.
One
of
our
main
priorities
is
to
improve
the
development
of
additional
housing
for
the
city.

This
may
involve
sayed
of
land
as
part
of
the
development
process.
Although
we
are
looking
to
retain
land
for
development,
as
you
acknowledge,
with
your
reference
to
engine
shed
to
the
council,
is
working
in
innovative
and
productive
ways
in
relation
to
land
and
property.
Liberal
management
of
property
was
reviewed
at
scrutiny
last
year
with
no
recommendation
to
change
the
way
individual
sales
or
purchases
are
approved.

proactively
thinking
about

information
and
decision-making
through
the
council,

well

look

the
way,
information
and
flows
so
that
we're
proactive
in
thinking
about
scrutiny
as
a
body
that
scrutinize
is,
but
also
as
a
as
a
place
where
we
could
begin
to
the
proactively
develop
policy
and
test
ideas
that
we're
going
to
be
bringing
to
the
city.
So
we
want
that
we
want
to
really
develop
and
nurture
that
relationship
more
broadly.
