a

how
nice

the
main
agenda
items,
but
to
joy.

to
a
couple
of
housekeeping
issues,
first,
to
run
through
the
emergency
evacuation

this

My
name

I'm,
chair
of
Bristol,
music
trust,
and
this
statement
is,
on
behalf
of
the
board,
in
support
of
the
release
of
1.6
million
investment
in
the
Colston
Hall
phase
2
project.
So
my
statement
in
view
of
the
time
constraints,
I
can
only
focus
on
a
single
issue:
that
of
the
constraints
of
the
consequences
of
not
proceeding
with
the
release
of
the
1.6
million.

If
these
funds
are
not
approved,
we
anticipate
a
loss
of
over
20
million
pounds
of
external
funding
to
the
city.
That's
20
million
pounds,
that's
10
million
earmarked
by
the
Arts
Council
5
million
from
the
Treasury
4.75
million,
from
an
application
to
the
Heritage
Lottery
Fund
and
various
donations
from
trusts,
donut,
foundations,
corporates
and
individuals.

know,
generations
of
a
Bristol
people
know
and
love
Colston
Hall
they've
sung
in
the
school
concert
or
attended
an
international
gig
over
15,000
have
now
signed
up
to
support
our
campaign.
Let's
get
on
with
this
development
I
urge

take
this
opportunity
and
ask
the
city's
wholehearted
and
unequivocal
support
to
realize
this
ambition.

know
it's
high
stakes
for
the
city
and

states
for
the
venue

we

there
are
no
public
questions
on
this
occasion,
so
we
will
move
on
to
councillors
statements
so,
first
up
in
support
of
the
capital
development
of
cultural
venues,
with
particular
focus
on
cost
and
whole
cash.

support
the
proposals
of
the
set
out
before
you,
I
see
them
as
key
to
delivering
both
for
the
Old
Vic
and
for
sin
George's,
but
most
significantly
for
the
Colston
Hall
and
it
is
I,
recognize
a
very
difficult
way
of
putting
words
together
to
deliver
what
both
we
need
as
an
authority
and
what
the
music
trust
requires
to
deliver.
But
it
is
absolutely
fundamental
that
we
find
a
way
of
working
together.

good
that
Henry

it's
a
good
opportunity,
I
think
for
cabinet
to
put
on
record
its
appreciation
of
the
work
that
the
music
Trust
is
doing
in
preserving
the
Colston
Hall
as
a
venue
and
I
see.
This
is
a
really
sound
compromise
because
it
provides
the
funding
to
enable
the
project
to
get
underway.
It
shows
a
positive
affirmation
to
the
Arts,
Council
and
I'm
delighted
that
it
is
being
forward
in
this
way
and
I
look
forward,
Marvin

it
receiving
your
endorsement
later
on
this
afternoon.

importance
of
fit
for
purpose,
culture,
use
that
contribute
to
the
way
poster
about
weather,
live
and
that's
cultural
offer

funder
link

infrastructure

any
healthy
economy
to
stand
out
and
get
ahead
at
least
or
fence.

can
distinctive

We

support
our
major
organizations
to
ensure
culture

thriving

organizations

buildings

plans
for

improvement
projects

next

institutions
are
key
to
ensuring
culture
continues
to
thrive.

city,

projects,
are
required
to
enable
the
organizations
to
alter
private
in
new
economic.

acknowledge

think

of
those
teams
can
actually
probably
come
up
later
on
actually
hear
from
our
pre
cabinet
meeting,
so
we'll
make
sure
they
were
dressed
properly.

and
devolution
proposals
cancel
the
mark
Western.

sit
on
West
of
England
partnership
scrutiny,
committee
environments,
and
it's
debatable
whether
it's
strong
scrutiny,
but
it's
absolutely
vital
that
we
have
that
for
the
devolution
the
combined
authority
going
forward,
and
to
do
that,
it's
obviously
got
to
have
that
the
appropriate
level
of
funding
to
make
it
happen.
And
it's
not
clear
to
me
at
least
in
the
reports
that
it's
absolutely
as
good
as
it
should
be.
That's
it
for

is
councillor:
Cleo
Lake
and
support
for
capital
development
of
cultural
venues,
with
particular
focus
on
customer.

question
of
renaming
Bristol's
main
music
venue
is
a
recurring
one
that
is
once
again
gaining
momentum
behind
the
scenes,
not
just
amongst
grassroots
individuals,
but
also
in
academic
circles
in
part
due
to
the
Rose
must
fall
campaign
Oxford,
given
that
Bristol
City
Council
is
the
landlord
of
the
Colson
Hall.
Could
I
ask
the
mayor
about
position
regarding
renaming
of
the
Costin
Hall?
Well,
it's
not
a
raising
history.

The
rename
would
be
a
symbolic
gesture,
helding,
a
new
era
and
also
would
allow
greater
access
to
the
world-class
venue
boycotted
as
it
is
by
a
number
of
notable
residents.
Residents
and
artists,
including
massive
attack.
I
noticed
that
Bristol
music
stresses
25
year
business
plan,
which
includes
the
3.3
million
income
related
to
naming
rights.
Could
the
mayor
explain
how
the
cost
and
poor
may
be
renamed
and
how
this
might
work
with
the
business
plan?
If
money
is
of
greater
importance
than
moving
the
city
on
in
terms
of
its
controversial
past?

I'll
share
the
answer.
I've
got
the
night.
I
may
show
a
bit
more
of
a
personal
answer.
Okay,
so
the
hall
actually
has
no
his
start
link
with
costing
himself.
It
wasn't
his
money
or
idea,
but
the
hole
was
the
hole
was
built
on
Colston
sheet
and
a
name
is
stuck
and
as
Castle
Lake
knows,
the
Bristol
music
trust
have
the
naming
rights
as
part
of
their
fundraising
strategy
for
the
development
of
the
hall
officers.

Tell
me
that
the
music
trust
would
have
no
issue
with
the
changing
of
the
name,
but
they
need
to
see
the
financial
return
they
have
forecast
for
it.
Otherwise
it
leaves
a
hole
in
our
fund.
If
this
month
does
not
come
from
naming
rights,
it
may
well
have
to
be
found
from
elsewhere,
so
we
are
working
with
the
trust
to
secure
a
suitable
name
in
sponsor
which
will
then
change
the
name.
Anyone
interested
anyone
a
bit
money
should
speak
to
the
trust,
but

here's
my
challenge
with
that
cleo
and
I'll
be
frank
with
you
and
I
I've
not
been
advised
to
do
this,

I'll
share
it
with
you.
Anyway.
There
are
a
number
of
forms
in
which
this
discussion
is
being
had
about.
The
naming,
I
think
you'll
know
that
in
a
number
of
those
forums,
one
of
the
concerns
is
with
me
being
the
first
mayor
of
athlete
descent
that
this
question
wasn't
brought
to
me,
particularly
in
light
of
a
context
that
breaks
it
at
the
moment
in
a
city.

So

is
the
question
I
feel
incredibly
uncomfortable
and
I'm
a
little
bit
disappointed.
It
would
be
brought
to
me
because
I
think
the
it
doesn't
help
with
my
position
position
in
the
city
at
the
moment,
so
I'm
quite
disappointed
in
that
what
I
would
say
is
that,
as
I
said,
am
I
what
do
I
feel
about
the
name?
I
do
often
feel
quite
wounded
about
the
idea
of
a
venue
named
after
Edward
Costner
in
the
city.
Is
it
top
of
my
priorities
in
Bristol?
A
No,
it's
not
my
priorities
around
economic
inclusion,
social
justice,
equality,
sustainable
development
and
making
Bristol
work,
but
it's
not
something
that
at
this
point
in
time,
I
lose
sleep
about
it's
a
it's
a
personal
issue
but,
like
I
said,
I
think
it
would
have
been
good
to
to
have
a
think
about
the
question
and
and
its
placement
on
my
shoulders
at
this
particular
point
in
time.
In
this
context,
in
Bristol.

purely
that
the
the
trustees
are
very
open
to
consider
the
name
irrespective
of
naming
rights.
We
believe
this
is
done
over
sort
of
consultation
period
and
that
it
would
be
best
done
for
2020
when
we
reopen

time
to
consider
it
a
point
of
clarification
on
naming
rights
of
the
bulk.

input

crucial

both
counselors
and
local
communities
have
the
opportunity

proposal
in
a
meaningful
way.
Consultation
is
the
only
meaningful
if
there
was
an
ability
for
it
to
alter
the
content
of
the
deal.

consultation
exercise

to
commence
the

the

2016

for
six

process
sent

government

the
summary

the
responses,

representations

members,
must
be
provided
to
the
Secretary
of
State.

in
the
22nd
of
August
2016,
the
secretary
of
states
will
consider
the
responses,
and
if
he
is
satisfied
with
the
consultation,
he
will
agree
to
proceed
with
the
laying
of
the
order
to
create
the
mayoral
combined
authority.

order
will
be
agreed
by
each
capsule
through
the
appropriate

decision-making
body
in
the
case

Bristol
City
Council.

mayor

party
cabinet
and
with
the
full
council
as
appropriate.

all
key
decisions
will
be
put
into
the
mayoral
mayor's
forward
plan.

be
an
element
to
taste
to
see
we're
going

consultation
and
through
that
consultation
process

really
pin
down

establish

the
level
of
engagement

Council

results

the
EU
referendum
and

whether
this

relevant

objectives
which
sound
very
encouraging,
but
my
worry
is

There
is
a
term
called
good
growth
which

voting
as
part
of
the
agreement
later

different
groups.

dilemma

we

growth
in
the
way
that
strengthens
communities
strengthens
the
planet?

big
growth?
Is
there
as
a
concept
that

gaining
more
and
more
attention

acknowledgement,

origins
arise

discomfort
around
using
GDP
is
the
sole
measure
of
a
healthy
economy.

support

the
Greens
conservatives,
Liberal
Democrats,
all
parties
in
assuring
that
the
idea
of
good
growth
is
not
lost
in
this

central
to
this
agenda.

investments

likely
social
environmental
impacts,

as
the
economic
impact
to
produce
good
growth

mayor

ensure

pursue
achieves

mayor,

concern

neighbors

the

to

able

sure

they

get
forced
upon

work

is
not
just
about
a
discussion
between
local
authorities.

is
a
Health
Service.
There
is
a
Chamber
of
Commerce

vibrant,
voluntary
community
sector.

is
a
police
service
that
cross
our
areas
and
none
of
those
institutions
benefit
from
bad
growth
in
fat,
bad
growth,
jobs
up
there
and
all
those
services.
It
makes
people
more
sick,
more
mentally
and
physically
unwell,
less
able
to
work
more
likely
to
be
absent
for
work
more
likely
to
end
up
in
a
criminal
justice
system.

As
we
know,
the
correlation
to
import
mental
health
and
and
people
entering
criminal
justice
system,
so
I
think
what
we
would
have
to
actually
have
to
do
as
well
as
made
sure
that
it's
not
just
local
authorities
but
we're
mobilizing
the
self-interest
of
all
those
sectors
right
across
our
patch
to
put
pressure
on
the
combined
authority
to
make
sure
it
delivers
the
growth
that's
going
to
make
not
only
good
such
or
justice
sense,
but
I'm,
making
financial
sense.

the
mayor

cabinet
from
scrutiny
commissions.
Now
we
have
to
scrutiny
referrals
to
consider
the
awesome
board
met
on
Monday
evening
to
give
consideration
to
both
of
the
reports
on
today's
agenda.

Before
today's
meeting
the
report
set
out
the
proposed
BCC
support
to
allow
the
venue
to
meet
the
threshold
for
further
funding
support
and
most
particularly
Arts
Council
and
Heritage
Lottery
funding
members
were
fully
supportive
of
the
proposals
but
working
to
emphasize
how
interval
that
the
music
Trust
was
as
part
of
the
organization.
Members
also
highlighted
how
important
it
was
to
ensure
that
the
Colson
Hall
in
particular,
the
lease
arrangements
were
negotiated
in
the
most
appropriate
and
sensible
manner.

one
point
that
is
not
in
my
written
statement
but
I
I
mentioned
to
to
you
this
morning,
was
one
member
of
us
and
was
particularly
concerned
about
the
the
equalities
impact
assessment
and
that
it's
not
really
acceptable
there.
On
page
15
of
the
report,
the
the
wording
says
a
fully
a
full
equality
impact
assessment
is
not
needed.
I
think
I
trust
all
members
the
cabinet
would
agree.
There
is
never
a
circumstance
where
it's
not
needed.

If
I
move

to
the
devolution
proposals,
the
largest
section
of
the
report
deals
with
the
scrutiny
process.
I
don't
propose
to
go
through
that
now,
I
think
it's
far
too
exciting
for
cabinet
and
that
I
will
save
that
for
Council
later.
The
second
part,
I
will
go
through
briefly,
but
I
do
apologize,
both
the
cabinet
and
members
of
council,
because
you'll
hear
me
saying
the
same
things
later
on
this
evening.

Absolutely
fundamental
and
I
make
the
point
that
proper
resourcing
of
scrutiny
isn't
just
for
officers
to
do
it's
actually
for
each
of
the
authorities
to
ensure
that
members
of
sufficient
interest
and
and
knowledge
are
also
willing
to
take
part
in
the
scrutiny
process
and
make
it
work.
So
both
of
those
are
fundamental
to
delivering
what
is
required.

The
Metro
Mayor
issue
is
one
that
members
would
prefer
there
wasn't
the
Metro
mayor,
but
Austin
did
not
see
that
as
a
showstopper,
because
we've
got
to
this
stage,
and
we
know
that
that
is
the
only
way
this
is
being
offered
to
us.
But
it
didn't
stop
members
from
Express
the
opinion
and
the
consultation
process.

Inequalities
impact
assessment
was
not
needed
when
we've
been
very
clear
over
the
last
couple
of
months
that
our
commitment
to
Bristol's
cultural
offer
is
is
tight
is
inseparable
from
our
commitment
to
a
more
inclusive,
more
Jerse,
more
equal
City,
and
our
challenge
to
Bristol's
cultural
community
was
to
deliver
on
those
more
fundamental
social
challenges
we
face.
So
it
would
seem
to
me
that
absolutely
inequalities
impact
assessment
has
to
be
sewn
into
everything
and
that
we
do
on
devolution.

take
your
point
on
scrutiny.
We
had
a
very
good
meeting
this
morning,
and
hopefully
we
could
take
the
spirit
of
our
meeting
this
morning
on
the
relationship
between
scrutiny
in
the
cabinet
and
expand
the
principles
of
that
out,
so
that
so
that
is,
it
is
a
review
of
what's
gone
on,
but
more
than
that,
we
provide
opportunities
for
scrutiny
at
the
combined
authority
level
to
be
a
constructive
participant
with
the
development
of
policy
as
well.

launching
a
piece
of
work
to
look
at
the
impact
of
the
impact
of
our
brexit
on
the
region
as

and

hopefully
we

that

kind

preliminary
preamble
of
this
just

explain
what
this
is
about.
So
this
report
seeks
approval
to
continue
to
support
the
Bristol,
Old
Vic,
st.
George's
and
costs
and
all
phase
2
capital
projects
and
create
a
city
with
world-class
cultural
venues.
I
The
redevelopment
of
Carson
Hall
in
particular,
which
is
Bristol's
largest
concert
hall,
aims
to
transform
the
hall
into
a
resilient,
fit
for
purpose
music
venue
for
the
21st
century
and
to
enhance
the
cultural
offer
of
the
city
as
a
freehold
of
the
building.
The
castle
will
lead
and
be
responsible
for
delivering
castlemore
phase.
Two.
The
reports
specifically
seeks
approval
for
a
1.6
million
investment
in
the
cotton
Hall
Phase
two
development
to
progress,
design
work
and
to
enable
a
detailed
planning
application
to
be
submitted.
I
So
the
specific
recommendations
for
the
mayor's
approval
are
first
to
provide
the
financial
support
for
the
delivery
of
the
further
capital
projects
at
both
Bristol
Old
Vic,
a
st.
George's
in
accordance
with
the
terms
authority
at
appendix
one.
Secondly,
to
approve
a
deed
of
variation
to
the
out-of-date
service
level,
agreement
between
Bristol
City
Council
and
crystal
music
Trust
in
order
to
reflect
revised
arrangements.
I
So
just
to
respond
to
some
of
the
points
that
have
been
made
in
questions
and
indeed
by
the
mayor,
a
full
equalities
impact
assessment
will
be
undertaken
at
the
cost
of
all
reporting
not
later
than
May.
2017
I
do
understand
that
the
Colson
Hall
is
already
committed
to
supporting
a
range
or
equalities
issues.
For
example,
musicians
to
performers
with
disabilities
have
a
particular
investment.
The
Colson
Hall
I
myself
saw
the
wonderful
extraordinary
bodies
for
forwards
just
a
couple
of
weeks
ago,
so
we
are
aware
of
a
cost
and
Hall
has
already
committed
to
doing
that.
I
But
we
want
to
make
that
very
visible
and
so
that
it
is
transparent
and
accountable.
Now
the
funding
is
alongside
Arts
Council
and
Heritage
Lottery
funding.
So
this
is
not
only
a
Bristol
City,
Council's
investment
and
I
think
we
do
need
to
invest
in
the
cultural
infrastructure
of
our
city,
not
just
things
like
transport
and
housing
infrastructures.
I
think
we
need
to
ask
what
cities
are
for
and
who
they're
for
and
in
particular
person
in
the
context
of
of
the
potential
impact
of
brexit.
I
I'm
aware
that
there
may
well
be
potential
concerns
about
prioritizing
these
venues,
given
the
nature
of
the
limits
to
our
budget
and
I
just
want
to
reassure
cabinet
and
others
in
the
room,
but
we
are
committed
to
ensuring
culture
provision
is
ported
across
the
whole
city,
not
just
to
central
music
venues.
It
is
just
for
those
of
the
things
that
we're
talking
about
on
this
particular
occasion.
I
So
what
we're
doing
here,
then,
is
we're
seeking
to
build
in
the
mayor's
priorities
on
equalities
and
diversity
as
part
of
the
venue
offer
of
all
three
venues
and
as
part
of
their
governance
as
part
of
a
process
of
approval,
and
that
means
that,
in
addition
to
the
requirements
on
the
Colson
hall,
for
that
equalities
impact
assessment
were
going
to
award
st.
George's,
have
grant
a
six
hundred
thousand
pounds.
But
that
will
be
a
link
to
specific
conditions
around
equalities
and
diversity
provision.
I
So
they
too
will
be
asked
to
be
accountable
and
robust,
and
we
will
also
be
having
robust
conversations
with
the
Old
Vic
about
their
equalities
and
diversity.
Provision
and
I
think
about
the
governance
procedures
linked
to
those
institutions.
So
I
can
guarantee
that
those
conversations
will
be
had
and
that
issues
of
equality
and
diversity
are
at
the
forefront
of
the
cultural
provision.
But
this
particular
administration
so
pause.

It
brings
together
parents
and
carers
and
the
young
people
and
the
teachers,
and
these
venues
are
essential
for
for
making
our
young
people
flourish
and
making
them
feel
part
of
the
city.
So
it's
not
an
it's,
not
just
the
Colston
Hall.
There
are
some
Georges
as
well,
absolutely
fantastic
for
our
young
people
to
feel
part
of
the
city
and
also
can
I
just
endorse
that
education
hub.
If
you
look
at
the
plans,
it's
going
to
be
amazing,
it
really
includes
it
really
is
seeking
to
have
inclusion
for
special
educational
needs
for
disabilities.

cancer

that
I've
got
no
plans
to
turn
the
coast
hall
into
an
apartment
block
or
anything
like
that,
and
that
my
my
only
Crest's
in
being
a
member
of
this
local
authority
is
not
just
to
build
housing
on
everything.
I
was
very
concerned
about
her
comments
about.
You
know
that
the
city
is
more
than
housing.

I've
had
the
pleasure
really
and
be
very
proud
in
the
last
couple
of
months
to
see
my
son
who's
nine
years
old,
playing
in
school
concerts
in
the
Colston
Hall
in
the
main
auditorium,
and
you
know
it's
difficult
to
express
really
and
I.
Certainly
couldn't
do
it
what
it
means
to
a
young
child
to
play
in
such
a
prestigious
venue
in
the
center
of
the
city
to
a
to
a
packed
house.

mentioned
the
arena
and
I
think
there's
a
person
who's
been
given
the
responsibility
for
delivering
the
arena.
It's
really
important
to
say
that
if
you
look
at
most
other
leading
cities,
they've
got
one
of
those
and
one
of
those
they've
got
a
concert
hall
and
they've
got
an
arena
and
they
don't
conflict.
They
actually
complement
each
other
and
I.
Think
bringing
more
music,
particularly
but
performance
of
all
kinds
to
the
city
can
only
enhance
the
reputation
of
our
city,
so
I've
got
particular
interests
in
the
costume
Hall
because
it
was
in
a
former
administration.

did
the
costume
hall.
Foyer
and
I
can
remember
many
people
at
the
time
saying
well.
Why
build
the
foyer
when
the
actual
building
is
falling
down,
but
I
think
we've
already
seen
that
over
the
last
few
years,
when
the
4a
has
been
there,
the
additional
spaces,
then
that
buzz
that
you
get
when
you
go
to
a
concert
and
there's
other
things
going
on
outside
and
in
terms
of
accessibility.

of
you
who
remember
how
it
used
to
be
going
into
the
costume
hall
before
the
4a
was
built
is
for
anybody
with
any
mobility.
Problems
is
like
Mount
Everest
as
soon
as
you
got
in
those
snares,
so
it
has
made
the

building
much
much
more
accessible
and
given
those
additional
spaces
and
I
know
that
the
trust
is
working
on
a
whole
variety,
a
menu
of
things
that
will
go
on
in
those
spaces
and
the
old
bar,
which
is
now
the
the
lantern
room
being
another
another
space
within
the
hall.

to
extrordinary
history

vibrancy
of
the
Old
Vic,
which
is
you

the
oldest
working
fish
in
the
country
currently
celebrating
250
years
of
full
of
performance
and,
of
course,
the
Colson
Hall
assault,
which
has
that
extraordinary
diversity
of
range
that
we're
all
been
talking
about
and
I
think
we
should
be
really
proud
of.
Bristol
has
this
incredible
range
of
venues
in
the
city
and
we
are
soon
to
have
a
an
arena
as
well,
so
it's
something
I
think
we
should
all
celebrate
and
and
be
glad
about.

we
have
the
opportunity
to
be,

you

a
national
leader
when
it
comes
to
music

music
education
for
people

there's
a
lot

big
venues
in
the
center,

taking
away

venues

our
community

but
a
part

our
approach
to
push
those
cultural
offer

inclusion,
equality,
delivery,
almost

fundamental
challenges,
and
that
means
investing
in
social
capital
as
well
in
our
in
our
community
particular
priority
communities.
So
the
challenges
of
venues
such
as
malcom-x
encumber
would
not
be
lost
on
us,
I
I
think
so,
I
wouldn't
think
about
the
equalities
impact
assessment.

is
not
just
about
our
big
venues,
doing
some
things
for
people
who
don't
usually
turn
up
in
this
city.
We
need
to
look
at
the
question
of
power
and
representation
in
leadership
so
that
we're
not
going
out
to
consult
always
to
get

right
answer,
but
actually
a
diversity
of
thought
available
to
our
leadership
bodies
is
there
on
a
daily
basis,
so
I
think
it
would
be
something
to
be
talking
to
the
venue's
about
who's
representative
and
at
decision
making
tables
and
that
shape.
Therefore,
the
future
lives
of
those
those
venues,
I'll
absolutely
agree.

need
city
anchors
and,
as
Paul
said,
and
as
Council
that
sort
of
councillor
Smith
and
councillor
his
court
said
you
know
these
are
city
anchors
in
the
lives
of
and
the
development
of,
our
children
and
young
people
in
Bristol
and
their
way
to
adulthood
so
yeah.
So
today's
report
sets
out
a
proposal
for
1.6
million
pound
investment
in
Colston
Hall
phase
2,
which
will
enable
the
detailed
design
work
on
this
project.

I'm
very,
very
excited
about
this
work
and
look
forward
to
cabinet
receiving
the
full
business
case
by
next
May
at
the
latest.

very
much
welcome
the
proposal
set
out
to
support
the
Bristol
Old
Vic

very
clear
demonstration

the
commitment
this
administration
has
to
ensure
in
Bristol's.

offer

terms
of
the
decision
to
be
taken
today,
I'm
delighted
to
approve

recommendations
as
set
out
in
a
report.

councillor

on
behalf

have
also
received
a
noted,
a
number
of
questions
and
statements,
and
are
also
aware
of
the
statements
that
have
been
submitted
to
this
evenings.

council
meeting
in
a
moment
cabinet
will
debate
the
report
and
give
initial
consider
to
the
recommendations
once
we
have
done.
That
is
my
intention

this
meeting

the
cabinet
will

council

in

this
is
going
to
get
repetitive
if
we
go

all
of
the
arguments
now
and
it's
very
important.
I
think
you've
already
made
the
point
that
we
want
to
hear
from
Council,
although
it's
an
executive
and
a
mayoral
decision,
and
so
we're
going
to
rerun
the
discussion
that
has
already
been
had
at
awesome
and
councillor
briefings
many
times
over
the
last
couple
of
months
about
the
developing
picture
and
it's
I
mean
many
of
I.

Think
we
all
feel
that
many
of
the
concerns
that
people
have
got
about
what's
being
presented
and
the
speed
at
which
it's
got
to
be
agreed.
All
of
those
things
are
very,
very
well
understood,
but
for
me,
there's
a
real
big
question
at
the
heart
of
this,
which
is:
do
we
think
that
we're
big
enough
and
bold
enough
to
take
control
of
more
of
the
decisions
about
what
goes
on
in
our
city
and
in
the
neighboring
authorities?

And
it's
not
good
enough
really
for
councillors
over
many
years
and
I've
been
a
counselor
for
long,
a
long
time
now
to
moan
about
the
centralization
of
our
country,
and
we
know
that
that's
been
government's
of
all
colors.
That's
not
a
particular
point
about
this
government
or
the
previous
one,
or
that
one
before
that,
and
then,
when
the
chances
are
put
in
front
of
us
to
to
run
away
and
say:
oh
no,
it's
a
bit
too
difficult.
We
can't
we
can't
do
it.

So
I
think
that
it's
going
to
be
a
very
important
step
that
we
take
tonight
and
I
think
that
we
can't
we
have
to
be
very
clear
about
taking
those
more
strategic
decisions
in
a
joined-up
way
and
closer
to
where
people
are.
Some
people
worry
about
this
about
powers
going
up
from
the
mayor.
I
know
that
people
have
said
to
Marvin.
You've
just
got
yourself
elected.
Why
do
you
want
to
have
a
metro
mayor
sitting
above
you
taking
those
decisions,
but
are
thinking
your
answers
to
Charlie
Bolton's
questions
earlier
you
made
it
very
clear.

Those
key
decisions
are
tougher.
Bristol
to
take
will
still
be
taken
by
Bristol
they'll,
be
in
the
forward
man.
It
won't
be,
as
we
now
sometimes
feel,
and
I've
been
one
who's
criticized
it
myself,
that
the
NDP
takes
decisions
at
the
moment
and
yet
that
isn't
transparent.
It's
up
to
us
to
make
the
new
arrangements
transparent
and
to,
as
somebody
said
to
me,
there's
no
point
bringing
their
powers
down
the
m4
to
Bristol
or
to
the
West
of
England.

If
people
have
still
got
no
more
influence
over
them
as
they
had
when
when
they
were
in
Whitehall,
so
the
influence
the
local
shaping
is
is
the
key
thing,
and
it
speaks
to
very
many
of
the
issues
that
the
mayor
had
in
his
manifesto.
So
it
speaks
to
housing
in
particular,
better
infrastructure,
and
we
know
that
some,
you
know
congestion.
We
don't
have
to
look
at
the
Evening
Post
to
see
that
the
reminders
are,
at
the
time,
congestion,
the
highest
here
so
putting
transport
infrastructure
in
bringing
the
skills
agenda
much
closer
to
home.

One
of
those
things
are
really
key
to
delivering
on
on
the
mass
agenda,
so
I'm,
hoping
that
we're
going
to
have
a
robust
discussion
about
it
tonight,
but
that
people
will
understand
that
this
is
the
only
game
in
town.
It
isn't
as
if
we
say
to
government
well.

idea

the
900
million
is
is
great,
but
could
we
have
it,
but
not
sign
up
to
some

absolute
tenets
that
they're
very
clear
about
that

change

us
power
to
go
back
to
government
and

know

joined
up

remember
thinking
back
to
when
we
developed
a
Grove
Park

ambition
was
to
have
the
hospital
and
the
leisure
center
actually
as
one
building.
That
will
be
a
kind
of
shared
reception,
and
you
will
have
that
connection
between
what
went
on
in
the
hospital,
particularly
people
recovering
from
strokes.

All
that
sort
of
thing
and
being
able
to
have
the
physical
exercise
offer
right
next
door
and
the
only
reason
why
those
two
buildings
are
separated
is
because
the
Department
of
Health
and
the
DC
algae
couldn't
agree
to
work
together,
and
so
it
is
about
us
driving
the
kind
of
behaviors
and
the
innovative
things
that
councils
all
around.
The
country
have
been
able
to
do
with
devolved
budgets
recognizing
that
they're
reduced
devolved
budgets.
They
are.

can't
shy
away
from
that,
but
actually
it
gives
us
the
power
to
to
deliver
in
a
much
more
innovative
way
into
US
government.
Why
they're
not
reforming
Whitehall,
so
you
can
probably
tell
I'm
quite
a
fan
of
this
sort
of
stuff
and
I
hope
that
we
will
be
able
to
listen
to
people
tonight,
but
to
keeping
in
mind
the
the
the
bigger
goal
and
that's
what
I
think
the
West
of
England
will
turn
now.
That's
its
peril
really,
especially
within
the
back
of
the
brexit
boat.

It's

find
it
that
much
of
an
easy
one,
I'm
reminded
slightly
of
where
strangers
bearing
sweeties.
Whether
mothers
always
told
us
to
keep
away
from
such
people,
and
we
have
got
30
million
sweeties
a
year
on
offer
here,
which
is
a
lot
of
money
clearly,
but
it
is
in
the
context
of
being
told
to
cut
twice
that
from
our
budget
and
that's
just
from
Bristol's
budget.
So
when
you
put
it
in
that
context,
it's
not
an
enormous
wad
of
money.

is
very
much
given
with
one
hand
and
taking
over
the
other,
and
we
are
all
suffering
the
effects
of
austerity.
So
it
is
money
and
we
can't
ignore
it-
I'm
looking
at
counts
of
training
here,
but
there
was
a
thorny
issue
of
democracy.
I
know
that
we
as
counselors
have
been
briefed
repeatedly
over
the
previous
months,
but
there's
been
very
little
real
engagement
with
us
and
certainly
absolutely
pitifully
little
with
the
general
public,
and
this
is
going
to
impact
on
the
people
in
the
West
of
England.

Again,
it's
back
to
the
point
you
made
councillor
Holland
about
the
speed
with
which
this
has
been
enacted,
but
it
has
left
a
lack
of
understanding
amongst
people.
I
know
that
this
deal
it's
difficult
and
it's
thorny
and
it's
hard
to
understand
and
I
suspect,
pretty
much.
Everyone
in
this
room
has
struggled
at
some
point
or
another
to
get
their
heads
around
it,
but
nonetheless,
I
think
we
do
need
to
make
sure
that
we
bring
more
members
of
the
public
more
of
our
residents
on
board
with
us.
But
clearly
it's
not
all
bad
news.

mean
there
are
issues
around
Transport,
which
and
and
housing
as
well,
which
will
be
very
positive.
Although
when
I
say,
transport
I
should
just
make
clear
that
we
don't
mean
some
massive
Road
superhighway,
we're
thinking
more
about
public
transport
in
the
green
group.
But
these
are
powers
of
which
we
will
get
from
this
deal,
so
I'm
glad
that
we're
not
being
asked
to
vote
at
this
point,
because
I
do
really
think
we
need
to
listen
to
counsel
before
we
come
to
a
vote
afterwards
and
I'm
going
to
be
consulting.

we
realize
how
important
it
is
to
have
a
skilled
workforce
and
with
a
budget
devolved
to
the
city
and
region,
we
can
focus
on
skilling,
our
young
people
and
upskilling
our
existing
workforce
so
that
we
are
a
region
that
is
open
for
business,
that
we
will
be
attracting
business
because
we
have
a
skilled
workforce,
but
also
our
citizens
will
be
able
to
access
those
jobs
that
are
coming
down
the
line.
If
you
look
at
the
temple
quarter,
the
Enterprise
Zone
we've
all
said
we
want
our
citizens
to
access
those
jobs.

Let
us
not
underestimate
that
this
is
not
as
much
as
I
would
have
liked
it
to
be
I'm
under
no
illusion
that
this
is
you
know
it's
not
fantastic,
but
it
is
the
best
offer
we're
getting
and
I
just
think
it
is
the
opportunity
for
us,
as
a
city
and
region,
to
shape
this
city
so
that
it
goes
forward
economically
on
a
really
sound
footing
that
you
know.
You've
mentioned
good
growth
and
that's
what
we
want.
We
want
our
citizen
to
be
able
to
access
those
jobs
yeah.

I
just
want
to
sit
on
my
record.
Might
my
caution
of
it
I
think
it's
in
the
media.
It's
easy
to
get
carried
away
with.
Well,
it
was
a
billion
that
it
was
in
the
media.
900
million
is
a
little
bit
less,
but
in
fact
the
commitment
here
is
to
150
million,
because
there's
only
really
a
five-year
deal
on
the
table
after
five
years.
There's
a
review
and
half
of
that
is
revenue
and
half
of
that
is
capital.
So
we're
then
left
with
75
million
of
capital,
which
is
about
1%
of
what
it's
estimated.

We
need
to
deal
with
Bristol's
transport
problems,
so
in
terms
of
a
fitness
of
danger
of
getting
overexcited
about
the
amount
of
money
involved,
because
the
amount
of
money
involved,
as
has
already
been
said,
is
less
than
this
case
already
spends
in
a
year
over
the
30
years
and
the
the
amount
over
the
three
authorities
is
less
than
we've
got
to
cut
from
this
year's
budget.
As
fee
said,
I'm
back
to
first
names
is
its

a
metro
mayor
which,
based
on
the
Baynes
vote
that
they
had
recently,
people
don't
want,
and
what
have
we
got
to
show
for
it
and

real
problems
with

way

this

presented

solution
to
all
of
our
rails.

know
nobody
around
this
table
saying
that,
but
certainly
in
some
of
the
ways
in
which
the
Chinese
whispers
were
in
terms
of
the
information
that
comes
out
to
people
through
the
media.

some
things
where
those
caveats
aren't
placed
and
that
that
also
concerns
me
a
bit
I
mean
without
you
becoming
a
bit
too,
though
paragraph
41,
which
talks
about
the
mayor's
strategic
planning
powers.
Some
of
those
powers
it
says,
has
to
be
agreed
by
all
the
Constituent
councils,
but
some
of
them
it
doesn't
so
it
doesn't
say
that
calling
on
planning
applications
has
to
be
agreed
by
all.

precedent
of
this
agreement
in
relation
to
other
things
being
by
agreement,
is
a
little
bit
worrying,
because
the
power
to
amend
this
document
lies
mainly
with
the
Secretary
of
State
and
with
Parliament,

so,
whilst
now
it's
in
terms
of
trying
to

reshape

public
transport
map
for
the
city
and
for
the
city
region

at
the
good
transport
plan
that
was
published

couple
of
months
ago,
there
was
a
direct
retreat
across

aspirations

that
plan
and
some
of
the
powers
and
the
abilities
in
this
deal,
which
are
actually
extremely
important
about
how
we
better
integrate.
