we
take
towards

European
Capital
of
Culture

keep
our
policy
process
alive,
particularly
drawing
on
the
expertise
and
evidence
that's
available
through
our
universities.

accessible
transport
network
for
Bristol
to
take
us
forward
is
at
the
top
of
my
agenda.
Councillor
Claire
Campion
Smith,
unfortunately
can't
be
with
us

but
she's.
My
cabinet
member
for
people
and
she'll
be
working
closely
with
the
the
council
directorates
and
making
sure
that
the
political
leadership
is
in
place
in
local
authority,
clausura,
Craig
Cheney's,
my
cabinet
member
for
finance,
governance
and
performance
and
councillor
fee
hunts.

cabinet
member
for
health
and
well-being,
and
particularly
excited
about
working
with
thee,
particular
as
we
think
about
the
the
challenges
of
population,
health,
health
inequalities
and
making
sure
that
our
approach
to
health
works
right
across

wider
determinants

both
physical
and
mental
health
in
Bristol
castle.

real
desire

look

the
top

at
the
community

partnerships
and
our

of
voluntary

hard

my
council,
my
cabinet
member
for
education

skills,

we've
already
shared
so
much
about
our
passion.
To
really
see
social
mobility.
To
make
sure
that
every
every
young
person
in
Bristol
gets
off

best
possible
start
in
life.

access
to
good
quality
work
experience
as
well,
partnering
with
public
sector
business,
voluntary
sector
as
well
so
I
think
we're
looking
forward

a
fantastic
working
relationship
and
the
head
in
Holland
needs
no
introduction.

cabinet
member

place
and
Helen
obviously
brings
a
huge
amount
of
experience
and
expertise
and
insight,
not
just
around
Bristol
but
around
local
governments.

cabinet

for
Homes
and
Communities,

you
know,
we've
made
an
absolute
priority
of
tackling
our
housing
crisis
in
Bristol,
making
sure
that
people
have
places
to
live,
that
they
are
secure
and
that
there
are
foundations
that
they
can
launch
from
to
bring
up
their
families
and
build
the
communities
so
I.

travel
transition
funding
is
good
news,
but
we
still
have
the
issue
of
better
coordination
between
the
council's
one
of
the
things
in
the
past
has
been
quite.

lot
of
the
funding
has
been
as
a
result
of
separate
initiatives
by
separate
councils
and
in
one
or
two
cases,
they've
actually
worked
against
each
other,
so
we
actually
need
to
be
think
the
evolution.
We
need
greater
freedom
for
Bristol
and
its
surroundings
to
make
their
own
decisions.

We
would
also
welcome
the
emphasis
of
the
new
mayor
on
social
inclusion.
Public
transport
may
be
about
economic
efficiency
and
environmental
stewardship.
It's
also
about
fairness,
opportunity
and
social
justice.
All
of
these
are,
in
fact
related,
particularly.
We
would
welcome
any
initiative
to
develop
Bristol's
buses.
That
should
be
complementary
with
rail,
but
there
is
a
task
in
hand
in
their
own
right.

We
know
that
gbbn
and
showcase
routes,
and
also
metro
bus,
but
that
alone
will
not
be
enough.

exciting
ideas
for
this.
We
really
would
welcome
an
opportunity
for
dialogue
with
the
council
to
help
make
our
buses
appropriate
from
modern,
progressive
city,
in
particular.
For
instance,
we
would
like
consideration
the
revival
of
the
round
table
group
transport
that
you
convened
Marv
in
prior
to
the
election,
or
perhaps
opportunity
for
some
direct
meetings
with
mark
to
discuss
these
issues.

too
much
detail
because
I
don't
want
to
keep

you
from
your
other

but
you'll
notice
that
the
pledge
which
is
in
the
FA's
bura
papers
in
their
submission
talks
about

bus
strategy.

things

be
relatively
easily

cheaply
achieved.

would
like
to
be
talking
about
these
soon.

cars

another

there's
the
matter
of
that
Bristol
East
junction,
which
is
needed
for
the
Metro
West
local
services,
so
I
think
as
well
as
the
devolution
that
idea,
which
is
working
across
the
region.
There
needs
to
be
a
kind
of
upward
relationship
with
zft,
that
department,
transport
and
network
rail
and
with
Great,
Western,
Railway
and
and
that
sort
of
needs
to
be
quite
a
solid
relationship
where
that,
where
L
can't
just
turn
around
and
say-
oh,
oh
sorry,
we're
slightly
over
budgets,
you
know
it's
just
going
to
have
to
slip
and
then
these
fierce
offensive.

you
can't
say
that,
because
we're
the
west
wing,

you're

think

mean
we've
heard
recently
that
Network
rather
asking
for
more
money.

understand
this

get
that

good
at

for
getting
people
and
talking
to
each

problem

somebody
worries
with
devolution,
I
think

worries
of,

you
like,
escape
slip
in
the
in
the
budget
itself,
so
they're
promising
and
Cersei
million
a
year
for
30
years.
The

that
depends
whether
it's
going
to
be
on
you

be
asked

existing
schemes,
the
money
coming
in
now
and
how
long
they'll
be
carrying

that

it

the

of

big
happy
family.

recommend
rail
people

always
keen
on
having

railway
station
when

might
not
be
keen
on
other
sorts
of
thing
put

yeah

think

done
right
now

Metro
s,

2,

obviously
discussions
on
devolution
and
then
phase
3

that.

properly
funded

ways
forward.

realm

funded

Bristol

Cardiff.

is
the
problem.

Metro
West,
is
funded,
signed
off
and
funded,
but

rest
of
it
is
not
and
that's
where
our
problem
starts
and
without
really
a
combined
Authority
in
the
devolution
deal.

moment

fourth
in
line

deal
with
government
with
Treasury
for
money
for
devolved
powers
for
buses
and
trains
under
the
buses
bail.
We
have
powers
to
franchise,
Paris
quality
contracts,
Paulo
powers
sought
more
the
buses
out

job
on
buses,

on
that
so
say
same
character,
different
mayor.
So
we
congratulate
that,
but
the
issue
is
gonna,
be
if
we
don't
do
it,
the

We

three
weeks

decide
whether
we
really
want
to
be

the
West
Country
powerhouse.

backwater
down

climber

Cornwall
by
the
corn
was

devolution
deal,
so
things
are
quite
serious
tonight
in
North,
Somerset

that's
a
different
issue.

they
don't
go
with
it,
where
do
we
go?

they
exiting
the
west
of
Union
partnership?

option
tonight
is
to

disaster.

need

get
them
around
the
table

urgently
because
we
can't
run
a
transport
system
with
an
airport
outside
the
city,

port's
outside
the
city
and
with
a
chunk

our
rail
network
outside

city
network.

to

absolutely
clear:
where
do
we
go?

we've
got
they've

to
be
in.
You
cannot
run
the
system
without
them.

the
bus
network,
the
bus,
no

park

right

North

We
rely
on
them
for
the
contract.

we're
parking
rights
not
in
it,
where

we
go
from
there?
Our
bus
contracts
are
across

unitary
authorities,

brings

working-class
people
understand.

taught

public
transport

lost
our

bus
routes.

growth

city
region,

the
biggest
bed
busts
growths
thanks

work

with
George
you
need
to
be
carried
on.
We
are
on
a
massive
growth
on
the
buses.
What
we
tagged
do
is
fund
the
orbitals
fund,
those
routes
that
go
round
south
Bristol
serve
the
poorest
states
and
served
the
north
of
the
city
and
Kingswood.

west

has
got
to
work.
It's
got
to
work
as
a
city
region
and
whether
you
have
a
metro
mayor
or
we
have
a
Transport
Commissioner
or
a
Planning
Commission

if
you
want
to
name
him

her.

seal
this
deal
and
get
on
with
it.
But
people
will
never
forgive
people
if
we
don't
complete
Metro
bus.
We
don't
get
on
with
the
local
rail

very
ambitious
projects

just
like

get
on
with
the
ones
we've
got
booked
even
through.

doing
to
begin
with

extend
that

loop

mouth
and
we've

four

ticketing.

have
you

good
start

the

thing

appalled
that

East
Bristol
working

still

not
employ
any
black
employees
on
the
Filton

LGBT
members.

women
on
that
project,

the
biggest
project.

going
to
be
a
very
difficult
solution
for
Bristol
City
Council
as
one
small
Authority
within
four
and
I.
We
need
to
get
the
deal
so

talk

them
about
how
we
get
this
deal
through
and
obviously
talk

three

the

regional

and

come

decide
so
again
from
the
beginning.
When
we
were
talking
about
transport,
we
absolutely
want
to
talk
about
transport
and
accessibility
and
and
because
getting
around
a
city
is
about
physically
getting
around,
but
it's
also
about
culturally
as
well
and
economically
getting
around
Bristol
as
well.

So
the
full
understanding
of
access
to
Bristol
needs
to
be
incorporated
into
our
approach
to
you
to
transport
and
movement
around
Bristol.
In
terms
of
my
approach
and
where
this
sits
as
a
priority,
you'll
see
the
way
we've
put
the
cabinet
together.
So
we
have
four
cabinet
leads
who
are
committed
to
the
directorates
the
City
Council
directorates.
But
what
we
also
did
was
appoint.
A
Four
cabinet
leads
to
those
cross-cutting
issues
that
we
just
want
to
take
and
we
have
to
take
direct
action
on
housing,
education
and
skills,
health
and
transport
in
mark
Bradshaw,
and
what
we
really
wanted
to
do
was
to
make
sure
that
mark
didn't
have
to
worry
about
anything
else.
He
could
just
focus
on
transport
cracking
through
on
transport
that
he
would
have
the
profile
in
the
platform
and
all
the
soft
power.

So
so
it's
it's
about
the
it's
about
the
the
title
and
the
position,
and
it's
about
making
sure
that
the
cabinet
members
you
see
around
the
table
are
in
a
position
to
make
real
decisions
and
offer
a
real
leadership
in
Bristol
and
obviously
bring
that
expertise
to
the
table
as
well
and
on
devolution
I
mean
there
are
legitimate
questions
to
be
asked
around
it.
I
I
had
a
conversation.

Last
week
and
I
shared
my
concern
that
the
devolution
conversation
has
become
focused
on
politicking
structures
and
a
metro
mayor
and
and
has
drifted
away
from
what
we
can,
what
we
can
get
access
to
now
there
are,
you
know
there
are
legitimate
questions
to
be
asked
of
and
around
the
model
and
I
have
questions.
I
would
ask
questions
about
whether
the
focus
should
have
been
on
a
political
structure,
all
the
kind
of
behaviors
they
want
to
see.
But
what
I
would
say
is
we
know
it's
the
game
in
town
I'm
really
concerned.
A
If
we
don't
go
ahead
with
it,
we'll
be
made
an
example
of
and
other
people
will
have
resources
thrown
at
them
and
will
be
staffed
just
as
a
warning
to
other
nations,
other
cities
and
regions
that
that
don't
play
ball.
So
my
my
ask
was-
and
it
is
something
that
maybe
mark
and
pick
up
my
my
ask
was
give
us
give
us
something
that
we
can
point
to.
That
is
beyond
just
a
new
structure,
but
it's
how
people's
real
lives
will
change
in
terms
of
housing
and
transport.
A
If
we
go
through
with
this
deal,
and
we
have
a
window
of
opportunity
to
make
sure
that
story
is
told
and
understood
and
again,
there
are
very
legitimate
questions
to
be
raised.
But
but
what
we
want
to
press
for
this
side
of
the
vote
is
to
make
sure
that
we
begin
to
secure
what
that
future
story
for
the
West
of
England
could
look
like
as
a
reward
for
going
ahead
with
the
deal.
But
can
I
offer
some
space
to
you
Marty
to
respond
to
some
of
the
issues
that
have
been
raised.

I
think
that
all
the
statements
have
a
consistent
theme
in
that
we
all
have
been
chasing
little
pots
of
gold
over
the
last
six
years
and
last
five.
Six
years
to
do.
You
know
small
scale
schemes
and
what
we
really
need
is
the
funding
to
follow
through
on
the
very
big
work,
around
integration,
ticketing,
more
capacity
on
public
transport,
but
kind
of
interchanged,
a
physical
interchange
as
as
well
as
a
real
step
change
in
how
we
do
transport
in
the
city
and
it's
the
current
interconnection
between
transport
and
what
Paul's
doing
on
housing.

But
what
Helens
doing
in
terms
of
region
what
she
is
doing.
The
public
health
is
such
an
inter
committee.
This
year,
around
transportation
I've
already
been
having
conversations
with
colleagues
across
boundary,
there's
actually
a
meeting
in
the
morning
we're
talking
around
planning,
housing
and
transportation
issues.

You
know
I
hope
that
we
can
continue
to
work
together.
You
know
most
of
the
half
billion
pounds
that
has
been
awarded
to
the
city
region
over
the
last
year
560.
This
has
come
through
joint
beds,
even
going
back
to
cycling
city
back
in
2009.
It
was
a
joint
bid
says
a
lot
of
good
work
that
we've
done
together.
It
would
be
so
unfortunate
and
so
damaging
if
that
was
to
break
apart.
A
Thank

I
mean
your
point
should
be
taken
on
whether
it
is
a
top
priority
for
us
and
and
I
hope
that
some
of
that
is
just
initially
shown
by
the
fact
that
we've
got
a
specific
cabinet
member
committed
to
this,

we
all
stay
in
touch
with
you.

really
appreciate
the
fact
that
you're
not
just
coming
to
making
a
statement
but
you're
offering
to
work
with
us
on
developing
our
approach,
and
we
will
take
you
up
on
that
offer.

there's
been
no
questions
received
from
members
of
the
public,
so
we're
now
deal
with
statements
from
counselors
I
received
a
late
statement
from
cats
on
a
right
which
has
not
got
onto
the
agenda
on
apologies
because
of
the
deadline,
but
I
will
respond
briefly
now
so
mark
raised
concerns
about
the
lack
of
consultation
regarding
the
Bristol
Harborside
Festival
tender.
So
we'll
say
it's
true
that
the
council
did
not
consult
the
cats,
because
the
council
were
in
a
pre-election
period.

So
the
very
specific
point
I'm
referring
to
is
that,
despite
all
the
commitments
of
support
for
cycling
and
so
on,
we
have
active
enforcement
action
against
15
cycle
storage
sheds
in
the
city
at
the
moment
untold
purposes,
and
the
point
of
that
is
that
if
you
put
a
structure
in
the
front
garden
in
front
of
your
house,
it
will,
and
if
someone
complains,
then
an
enforcement
officer
will
send
a
letter
addressed
to
the
occupier.
Ask
them
to
remove
it.

What
they
didn't
do
in
their
case,
in
my
ward
was
say
you
could
get
permission
how
you
could
get
permission,
what
the
guidance
would
be
not
to
have
refusal
to
have
a
cycle
storage
shed.
The
relevance
of
this
is
we're
busy
agreeing
tonight
a
fund
that
will
promote
cycling,
promote
people
to
try
cycling,
to
borrow
bicycles,
to
get
lonesome
icicles,
to
get
training
on
bicycles,
to
cycle,
to
work,
to
cycle,
to
shops,
to
leisure
and
they
get
home.
If
they

is
that
we

absolutely
committed
to
making
sure
that
social
value
is
an
integral
part
of
what
we
do
and
will
be
strongly
encouraging.
People
who
want
to
do
business
in
Bristol
to
be
talking
to
us

our
partners
particularly
cross.

community
set

organisations

say
what

need

ensure
opportunities
made
available

the
widest
possible
range
of
rest
aliens
and
not
just
young
people,
I
want
to
see
older
people
having
those
opportunities

we
often
talk
about
giving
chances
young
people,
which
is
absolutely
right
and
proper,
but
we
also
need
to
think
of
it
about
how
we
incorporate
everybody
into
that.

spending
aim

a
recommended
ten
pounds

head

cycle

tiny
fraction
compared

budgets,
but
it's
a
suggested
figure
to
ensure
there's
adequate
infrastructure
developed
across
the
city.

the
first

secondly,

keep
pressing
the
government
so
that
there
are
funds
for
safer,
low-carbon,
clean
transport,
central
in
transport
planning,
because
there's
been
a
big
switch
back
to
road
building
in
government
funding.

view

need
both
soft

hard
measures.

some
of
the
conversation
we
had

around

We
were
discussing
the
impact
that
some
of
the
soft
interventions,

budding

increasing
cycling,
but
I
also
appreciate
at
the
point
that
we
need
to
kind
of
have
a
broad
approach
to
encourage
that
modal
shift.
It's
a
sustainable
modes
of
transport,
so
we've
been
long
underserved
by
a
public
transport
network.
I
appreciate
that
delivering
a
world-class
integrated,
an
accessible
or
sustainable
public
transport
system.

recognize
this
absolutely
essential
to
our
futures.
We've
been
hearing
since
the
beginning
of
this
meeting
and
underpins
our
our
broader
economic
prospects
and
ability
to
tackle
the
economic
and
social
isolation
and
monetization
of
many
of
our
communities
experiencing
that
I
think
both
in
terms
of
our
position
we
are
committed
to
tackling.

we
do
want
to
address
this,
both
for
again
Bristol
moving
from
promoting
cycling
to
planning
for
new
chav
Hubbs
that
help
to
join
up
our
city,
and
the
majority
of
funding
that
the
City
Council
receives
from
government
for
cycling
is
for
infrastructure
improvements.
Significant
investment
is
currently
being
realized
through
the
cycle.
Ambition
fund
to
the
local
growth
fund,
Metro
bus
improvements
and
the
revolving
is
infrastructure
fund,
among
others.
Combined.

projects
amount
to
a
current
spend
per
head
of
approximately
15
pounds,
excluding
section
106
commitments,
so
the
the
sustainable
travel
transition
year
fund
is
our
critical
source
of
funding
for
soft
measures
in
2016-17
and
the
bidding
guidance
issued
by
the
Department
for
Transport.
For
this
competition
emphasized
that
the
funding
was
intended
for
revenue
projects,
so
the
council
continually
works
with
central
government
to
ensure
that
sustainable
transport
is
high
on
the
national
and
local
agenda,
and
this
this
in
our
response
to
central
government
fallen
the
phone
call
I
had
just
last
week.

again,
I
appreciate
the
argument
that
what
we
need
is
a

visible
chapter,
changing
the
way
we
understand
and

transport

Bristol
rather

incremental
change
and
improvements,

through
devolution
to

we

the

well

transport

does

us

keep
together
our

brought

findings
and

that
other
councils

revamping
strategies
or
bigging
themselves
up.

there's

thought

maybe
we
should
be
doing
something
along
those

economy

cultural

has
a
gross
value
added
overturned
in
sixty

four
million
pounds.

it's
all
big
stuff
recommendations.

the

Bristol
City
Council

the

meeting

that
we
should
be
trying
to
maintain
expenditure

culture

far

account

difficult
financial
environment

groups
or

see
every
ward
in
the
city
having
some
kind
of
contribution
to
make,
we
will
tap
into
people's
natural
creativity,
will
draw
on
what's
already
happening
in
Bristol
and
shout
about
it,
but
it
won't
be
exclusive.

be
inclusive,
you'll
both
be
diverse,
and
it
will
be
absolutely
equal
in
its
aims
and
objectives
so
links
about.
Then
there
are
differences
in
what
we
mean
by
community.
There
are
communities
of
interest,

course,

well
as
communities
of
place,
so
it
won't
only
be
defined
by
spaciality.
It
can
be
defined
by
who
we
think
we
are
how
we
engage
with
each
other
and
that
may
well
be
across
the
whole
city,
not
simply
in
terms
of
our
wars.

we
tend
to
think
about
it
in
those
zones
that

of
relate
to
by
particular
groups
and
particular
part
of
the
city,
but
actually
many
of
us
have
interests
which

extend
well
beyond

need
concrete
ways
in
which
we
achieve
this,

we
want

ask
the
people
of
Bristol
what
they
want
from
Bristol
sculptural
offer
as
well.

isn't

be
just
about
giving
people
things

we
think
good
for

reaching

your
identity

relation
to

culture

central

key
recommendations
in

report

work
begins

cultural
strategy
for
the
city,
which
would
also
be
key
to
our
bid,
as
the
stellar

our
capital
of
culture.

will

revamp

be

ask
this
emergent,
steering
group
to
review
the
report
and
consider
the
suggestions
for
the
key
themes
that
the
cultural
strategy
must
cover.

piece
of

point
out

there
were

so
this
is
basically
a
report
on
the
Harbor
festival
tender
for
2017
to
2022
22
Bristol
Harbor
festival
is
regarded
as
a
flagship
festival
for
the
city.
It's
been
running
for
more
than
forty
years.
The
festival
is
delivered
on
behalf
of
Bristol
City
Council
by
an
external
contractor
and
I
believe
that's
just
been
going
for
the
last
three
years
and
that
contract
now
ends
in
2016.
H
H
It
celebrates
Bristol's
Harborside,
we're
very
proud
of
our
maritime
history
and
the
fact
the
harbour
side
is
a
space
where
people
can
gather
to
go,
celebrate
that
and
to
enjoy
themselves
and
it's
linked
in
with
a
general
program
of
arts
and
cultural
activity
and
also,
of
course,
provides
businesses
and
communities
and
cultural
organizations
and
artists
with
an
opportunity
to
come
together
and
participate
in
a
large-scale
celebration
of
the
city.
Now
the
event
has
attracted
over
250,000
people
to
the
city
centre
over
three
days
and
it
delivers
over
9
million
pounds
of
inward
investment.

It
takes
place
over
a
2
mile
stretch
of
brittles
waterfront
and
surrounding
parks
and
venues
as
I'm
sure.
Many
of
you
are
aware,
I'm
sure
that
many
have
attended
it
and
approximately
between
65
and
80
percent
of
local
people
attend
as
well,
of
course,
as
drawing
people
into
the
city
from
the
region
from
the
nation
and
perhaps
even
internationally
as
well.

So
costs
to
operate,
the
festival
are
increasing
and
investment
from
Bristol
City
Council
has
remained
the
same,
however,
in
the
past
five
years,
and
it
is
managed
by
the
culture,
arts
and
events
team.
So
the
actual
management
of
the
contract
is
done
by
that
a
contractor
is
required
to
deliver
a
safe
and
successful
event
and
to
retain
and
develop
the
festival's,
artistic
and
cultural
content
and
just
to
say
a
little
bit
more
about
that.
So
one
of
the
embassies
this
year
on
the
tender
in
the
tender
has
been
altered
slightly
is
to
re-emphasize
the
family-friendly.

That
was
in
a
very
sort
family-friendly
day
by
the
time
we
get
into
the
evening,
it's
slightly
dominated
by
alcohol
consumption
and
the
atmosphere
kind
of
changes
in
ways
which
families
don't
find
so
agreeable.
So
that's
one
of
the
most
important
elements
is
going
to
change
this
year
and
whoever
is
award
of
a
tender
will
be
required
to
to
look
at
that
and
to
manage
that
process.
So
alcohol
management,
improving
accessibility
and
also
developing
the
event
to
be
as
representative
Bristol's
diverse
population
as
possible.
Those
the
quick
three
key
embassies
in
the
tender
document.

So
we
want
to
make
sure
that
people
can
get
to
and
from
the
the
festival
easily
mark
and
I
are
going
to
be
meeting
with
Peter
man
to
talk
about
public
transport
to
the
festival.
I
do
have
anecdotal
knowledge
of
my
ward
members
finding
themselves
stranded
for
two
hours
waiting
for
a
best
to
get
back
to
LA.

It's
going
to
be
dance
going
on
there,
so
we
want
to
make
sure
that
space
is
accessible
to
families
in
ways
which
make
it
really
pleasurable
and
enjoyable
are
those
the
kind
of
free
main
which
will
be
changed
by
the
tender
this
year
and
I
hope
and
we're
confident
that
it
will
mean
that
it
could
be
very
successful
in
in
the
future.

related
harms
are
on

Approval
is
being
sought
to
go
out
to
tender
for
an
external
contractor

delivery

the
festival,
from
2017
to
2020,
with
an
option
to
extend
for
two
or
more
year,
two
years
to
2022.

we
hear
about
the
good
numbers
that
it
brings
into
Bristol,
but
looking
at
the
impact
on
the
city
economy
as
a
whole,
what's
the
cost
to
our
health
services
and
criminal
justice
as
well,
so
it
very
important
for
us
to
take
that
into
account,
show
we'll
respect
in
our
city
partners
and
I'm
just
taking
him
for
granted.
So
in
terms
of
the
decision
to
be
taken
today,
I
approve
the
recommendations
are
set
out
in
the
report,
as
we
shared
earlier
councillor
right
as
expressed
concern.
That
consultation
was
not
undertaken,
as
I
explained.

However,
I'm
pleased
to
announce
that
they
will
now
be
undertaken
and
it
will
go
through
the
festival
period
and
councillors
were,
will
brief
you
on
that.
As
I
said
earlier,
councillor
rights,
so
it's
vital.
We
we
get
right
the
social
value
of
the
Bristol,
Harbor
festival
and
all
publicly
funded
events,
so
ensuring
these
events
help
us
achieve.

our
aims,
as
we
talked
about
in
a
cultural
strategy
of
increasing
opportunity
for
all
people
in
Bristol
young
people
up
to
older
people
through
employment,
apprenticeships
paid
internships
is
something
that
we
are
committed
to
doing
and
we're,
of
course
limited
by
some
aspects
of
the
law.
But
we
can
also
deliver
these
provisions
through
good
relationships
with
our
partners
and
making
sure
they're
clear
on
what
we're
looking
for
and
what
we
stand
for
as
a
city.

we
also
hope
that
these
public
events
can
can
also
bring
together
our
public
health
partners
to
ensure
that
these
are
positive,
family-friendly
events
where
people
can
have
a
good
time
responsibly
in
the
way
that
doesn't
cost
our
partners
and
the
earth.

it
does
continue
Bristol
on
its
path
to
being
carbon
neutral
and
to
run
on
a
hundred
percent
renewables
by
2050,
which
was
one
of
the
commitments
in
your
manifesto,
and
we've
heard
a
lot
about
infrastructure
in
the
earlier
part
of
the
meeting
that
sometimes
the
infrastructure.
That's
forgotten.
I
There
is
about
the
heat
networks,
and
actually
the
UK
is
quite
far
behind
in
this
but
Bristol
come
can
you
know,
forge
a
path
and
show
how
it's
done
so
in
the
UK
in
general,
only
two
percent
of
heat
is
provided
through
heat
networks.
But
if
you
look
at
a
city
like
Copenhagen
90%
of
the
housing,
there
is
provided
by
heat
networks.
I
So
this
is
about
actually
spreading
the
benefit
of
us
becoming
a
greener
city
to
those
people
who
most
need
cheaper
heat
and
cheaper
energy,
and
the
infrastructure,
of
course,
will
also
be
very,
very,
very
much
an
offer
to
business
and
to
developers
who
want
to
come
and
develop
in
the
city
center
in
particular,
so
new
office
blocks.
If
we've
got
the
infrastructure
there
in
place
and
they
can
just
link
into
it,
that's
going
to
be
a
real
attraction
to
them.

we
know
know,
as
has
been
pointed
out
to
me
just

whole
campaign.
You
know,
there's
no
prosperity,
there's
no,
tackling
inequality
on
a
dead
planet
who
we
have
to
meet
our
commitment
as
a
city
to
beyond
the
fall
that
the
forefront
of
our
of
doing
development
in
a
way
that
is
responsible
and
not
only
minimizes.
Our
impact
on
the
planet
but
actually
begins
to
build
resilience
into

our

know

face

major
changes

understand

environmental,

social
justice

the

city

direct

interventions
towards

the
report
gives
an
update
of
the
energy
services
progress,
developing
and
delivering
a
citywide
heat
networks
and
to
seek
approval
to
include
the
city
center
heat
network
phase,
one
in
Tier
one
of
the
corporate
capital
program
and
allocate
five
million
pounds
of
capital
funding
to
the
project.
Heat
networks,
essential
to
the
council's
decarbonisation
agenda
and
Elena
Elena
investment
program.

As
with
Copenhagen,
a
citywide
heat
network
will
be
a
key
factor
in
achieving
Bristol's
aim
of
being
a
carbon
neutral
city
by
2050,
and
the
interim
carbon
reductions
target
sets
out
in
a
traffic
climate
and
energy
security
framework
at
2015.
So
in
terms
of
the
decision
to
be
taken
today,
I
approve
the
recommendations
are
set
out
in
the
report.
Now
we
as
a
council
have
taken
its
decision.
We
can
begin
to
encourage
the
Bristol's
universities
and
hospitals
to
work
with
us
so
that
we
can
ensure
Bristol
achieves
its
ambitions.

certainly
again,
it
really
want
to
emphasize
that
last
point
that
we
do
need
the
cooperation
of
partnership
of
other
key
institutions
in
Bristol
working
with
us.
So
we
move
on
now
to
the
last
item
on
today's
agenda.
Sustainable
travel
report,
castles
and
what
Bradshaw
cabinet
member
for
Transport
will
introduce
this
report.

Bristol,
our
noble
authorities,
you've
done
very
well
out
of
the
local
sustainable
transport
fund
and
in
total
I
think
we
received
a
thunder
30
million
pounds,
and
this
was
very
much
around
walking
and
cycling.
Infrastructure
supports
to
schools
and
the
business
community
and
it
was
really
focused
on
a
switch
to
more
sustainable
ways
of
of
traveling
and
we've
built
up
a
really
strong
track
record
of
getting
smarter
travel
schemes
in
place
both
these
hard
measures,
but
also
the
the
software
encouragement
and
advice.

The
bespoke
advice
around
changes
in
how
people
travel
why
they
travel
when
they
travel.
You
know
it
can
be
linked
to
a
significant
change
in
someone's
life.
You
know,
they're
starting
a
new
school
visit,
a
house
mover
they're,
starting
a
new
job,
and
this
perhaps
these
people
more
open
to
consider
their
journeys
journeys
that
they
make
on
a
regular
basis
and
looking
at
other
ways
of
traveling.
Very
much
linked
to
the
previous
report
run.

Reducing
the
amount
of
carbon
in
our
city,
improving
air
quality,
particularly
particulates
PM
tones
which
are
hugely
damaging,
particularly
to
younger
children.
So
we
welcome
the
2.2
million.
It
is,
in
fact,
a
bridging
grant
for
us
to
manage
the
transition
between
the
fund,
which
has
been
so
important
for
Bristol.
You
know,
you'll
see
across
Bristol
and
an
increase
in
both
ability,
I
think
over
8,000
children
and
many
adults
have
been
through
bikeability
through
two
new
bus,
shelters
and
passenger
information
screens,
which
have
gone
up
on
some
of
the
key
routes
of
the
city.

Okay,
so
thank
you,
so
Mars
really
outlined
its
report,
which
brings
cabinet
up
to
date
with
proposals
to
deliver
the
sustainable
travel
transition
year,
grant
project
for
2016-17
in
partnership
with
the
West
of
England
unitary
authorities.
The
projects
proposed
will
promote
sustainable
travel
and
support
economic
growth,
thereby
reducing
travel
by
private
car.
This
will
contribute
to
improving
air
quality
and
reducing
greenhouse
gas
emissions.
The
joint
local
transport
plan
objective
is
to
promote
a
low-carbon,
accessible,
integrated
and
health
enhancing
transport
network,
which
is
both
efficient
and
reliable.
A
This
will
be
achieved
with
more
people
traveling
sustainably
for
local
journeys
by
walking
cycling
using
public
transport
and
car
sharing
in
terms
of
the
zune
to
be
taken
today.
I
prove
the
recommendations
as
set
out
in
the
report,
but
also
bearing
in
mind
what
we
said
earlier
on
that
we're
absolutely
committed
leadership
and
looking
at
what
might
be
available
to
us
through
devolution.

are
looking

real
chapter
change,
so
