chairs

scrutiny
vice
chairs

substantially
chair
our
working
groups
and
therefore
it
would
be
extremely
helpful
if
we
can
ratify
Steve
as
chair
of
resources,
scrutiny
Commission,
vice-chair
of
the
resources
scrutiny
Commission.
If
members
aren't
happy
to
do
that
to
just
tidy
up
the
position,
everybody

second
item

chairs
business
is
actually
his
self-imposed
as
far
as
I'm
concerned,
because
I
had
a
number
of
comments
after
the
last
meeting
by
those
who
obviously
enjoyed
the
length
of
time
that
it
went
on,
but
felt
that
perhaps
I
could
have
been
a
little
firmer
in
the
chairing
process
and
I'm
I
was
very
happy
to
say
to
each
of
them
that
I
felt
when
we
had
such
weighty
matters.
It
was
important.

So
I
apologize
in
advance
if,
by
any
chance,
I
could
tell
any
discussion
in
the
course
of
today
in
future
meetings
when
I
try
to
do
that
and
I
should
look
to
colleagues
to
assist
me
in
achieving
that,
because
I
want
a
full
debate,
but
I
don't
actually
want
to
go
on
for
the
sake
of
it
or
any
longer
than
we
need
to.
So
that's
what
we're
gonna,
try
and
do
and
item
six
on
the
agenda
is
public
forum.
You've
had
a
statement
circulated
regarding
a
present.

This
statement
has
also
gone
to
place
scrutiny.
The
I
have
been
informed
that
the
public
forum
and
submitter
will
not
be
attending,
but
it
has
been
circulated,
but
I
didn't
want
to
know
whether
councilor
English
might
like
to
comment
as
it
has
come
to
place.
Agree
to

asked
for
it
to
be
moved
up
to
the
mayor,
who
was
then
ostensibly
entire
charge
of
transport
in
the
next
couple
of
days,
council
Threlfall
was
appointed
as
the
transport
cabinet
member,
so
it
was
kind
of
moved
sideways
for
her
to
have
a
look
at
and
he
did
contact
her
and
she
was
kind
enough
to
ring
him
and
discuss
it,
but
actually
he's
still
really
really
not
happy,
and
neither
am
I
read.
The
reply
that
came
back
from
the
mayor's
office
was
was
kind
of
well.
We
had
a
consultation.
You
said
this,
we
disagree.

It's
not
going
ahead
for
these
reasons,
which
I
don't
think
a
good
enough
reasons
in
a
way,
it's
a
kind
of
test
of
one
of
the
few
kind
of
bits
of
traffic
planning
changes
that
we're.
Having
any
say
on
and
to
me,
it's
kind
of
reached
this
strange
point
where
we've
got
some
angry
residents.
We've
got
some
things
on
the
scheme
that
don't
seem
clear
to
me.
It
doesn't
seem
that
Public
Safety
is
being
really
looked
into.

I've
had
a
request
to
call
it
call
the
decision
in
if
it
comes
to
development
control,
you
know
so
we're
in
that
kind
of
state
of
affairs,
which
is
the
state
of
affairs
that
can
happen
in
a
change
in
scrutiny.
Process
I've
just
been
reading
some
papers
on
the
center
for
public
scrutiny,
which
point
out
that
this
is
what
can
happen
when
you've
got
like
a
mixed
system.
So
I
just
want
to
raise
my
strongest
concerns
about
this
decision.

been
dealt
with,
but
I
think
it's
going
to
have
to
come
back
to
development
control,
so
this
is
part
of
the.
How
do
you
get
better
scrutiny
under
these
conditions?
Is
the
question
that
I
and
Martin
are
in
fact
asking
how
how
can
I-
and
we
see
the
figures
that
show
that
that
decision
was
financially
appropriate,
that
that
decision
was
a
safety
decision.

mean
the
main
concern
is
that
the
original
plan
under
Metrobus
was
designed
to
make
things
safer
for
pedestrians
and
cyclists,
and
the
current
system
having
been
changed
several
times
to
save
money
it
is
suggested,
is
not
doing
the
job.
So
it
is
the
question
of
how
can
an
important
decision
that's
being
made
or
is
in
the
process
of
being
made?
You
know,
could
cost
us
a
lot
of
money
in
the
future
might
result
in
a
pedestrian
or
cyclist
or
or
a
car
driver
being
injured.
So
I
want
to
know.

It
was
then
consulted
upon
and
the
consultation
seemed
to
go
according
to
plan
and
as
a
result
of
recent
developments
and
inquiries
as
to
where
this
is,
it
has
now
been
rejected.
In
other
words,
I
I,
don't
know
what
the
full
result
of
consultation
was,
but
it
would
have
been
quite
local,
so
it
would
have
been
small
numbers,
but
it.
The
consultation,
was
expressly
presented
as
a
response
to
perceived
worsening
and
now
we're
rejecting
that.

A
kind
of
continuing
issue,
part
of
the
seriousness,
is
the
amount
of
time
and
energy
is
taken.
Members
of
the
public
to
get
this
issue
addressed.
They
you
know,
I'm
going
it's
like
feeling
of
being
ignored,
feeling
that
they
put
time
and
effort
into
a
consultation
having
to
go
to
a
Freedom
of
Information
request
in
order
to
try
and
get
access
to
the
information
about
why
the
decision
was
changed.
Asking
the
mayor
for
a
response
getting
a
response
which
is
frankly
not
satisfactory
and
then
going.
Where
do
we
go
now?

Do
we
just
roll
over
and
go
that's
at
the
end,
or
do
we
try
another
way
of
finding
out
where
to
go?
So
it's
our
system
is
not
working
in
this
instance
and
I
want
to
know
how
we
can
make
it
more
better,
as
we
are
discretely
organ
as
it
were.
So
that's
partly
you
know
it's
a
kind
of
case
study,
for.
Why
are
we
in
this
mess
and
why
people
still
frustrated,
and
why
has
a
reasonable
explanation
of
why
the
decision
was
thrown
out
not
being
given.

suggest
that
part
of
the
problem
might
be
the
change
over
a
portfolio
because
I've
had
counselors
Ralph
will
come
very
kindly
agreed
to
come
out
to
Avonmouth
yesterday
and
meet
with
residents
over
something,
and
it
was
a
really
positive
meeting
and
I
felt
a
very
genuine
promise
of
better
communications
which
hadn't
been
good
in
the
past
and
maybe,
if
we
approach
counselor,
throw
for
and
asked
attached,
you
have
a
meeting
with
the
residence.
She
certainly
was
excellent.

Know
castle
Turnbull
has
already
kind
of
had
a
phone
calls
worth
of
talking,
but
you
know
proper
meeting,
but
actually
that
meeting
also
that
meeting
needs
to
have
within
it
the
process
for
a
satisfactory
result
rather
than
a
meeting
where
she
gets
brought
up
to
speed.
And
then
people
are
you
know
round
in
the
circle
again.
So
maybe
that
is
a
way
forward.
Yeah,
but
I
think
there
were
probably
some
other
traffic-related
issues
that
are
also
caught
in
this
kind
of.
Are
we
what
happened
once
councillor
Bradshaw?

the

best
solution,
so

I
think.
If,
if
you
were
able
to
do
that
and
report
back

us

we
haven't,

positive
progress,

it

next
meeting.
We
certainly

of
us
felt
that
the
mayor's
question
time,
which
has
not
exactly
been
a
roaring
success
in
terms
of
the
questions
he's
had
and
the
period
of
time
he's
had
to
come
downstairs
and
go
back
upstairs
again.
We
actually
wanted
if,
instead
of
it
being
a
question
time
and
still
sticking
to
the
rules,
it
was
more
of
a
discussion
on
perhaps
two
or
three
or
four
topics
which
could
then
use
that
time
quite
usefully.
But
I
don't
know.
If
that's
a
constitutional
problem,
we
just
felt
that
it
could
be
more
valuable
for
everybody.

sort

the
original
set
of
changes
that
were
put
forward?
An
officer
has
now
been
delayed
regarding
the
Constitution.
That
was
actually
one
of
the
suggestions
that
the
awesome
question
time
actually
seems
to
be
a
question
time
and
become
an
hour
discussion
with
the
mayor
informally
with
other
members
on
and
on
topics
that
were
put
forward
in
advance
by
the
scrutiny
members,
and
so
that
was
one
of
the
proposals
put
forward.

Obviously,
that
hasn't
yet
been
approved
constitutionally
and,
however,
what
I
can
do
is
obviously
on
behalf
of
azam.
I
can
speak
to
the
mayor,
because,
obviously
that
was
one
of
the
changes
I
understand
he
was
in
favor
of
and
whether
actually
we
would
wish
to
implement
that
pragmatically
sort
of
now
before
a
constitutional
change.
I
can
certainly
investigate
because
I
think
that
does
seem
to
be
from
everyone's
perspective.
The
feedback
I've
had
is
that
might
be
the
best
use
of
time,
but
I
can't,
lastly,
give
that
assurance
now.

During
the
discreet,
the
workstream
workshop
that
we
wanted
to
have
the
four
I
believe
it
was
Youth
Council
manifesto
priorities
integrated
into
awesome
so
that
we
were
showing
making
kind
of
a
statement
of
us
as
growing
up
councils
are
supporting
the
Youth
Council
and
we've
just
moved
that
can
I
have
a
working
on
that.
We
just
move
that
forward
slightly
in
that
we
will
go
going
to
their
next
meeting
on
the
11th
of
October
and
just
waiting
back
to
hear
from
an
officer
about
whether
we
can
meet
to
discuss
things
with
him
beforehand.

Potentially,
we
would
sort
of
like
members
of
the
Youth
Council,
to
be
involved
in
some
of
the
work
streams,
if
they're
interested
in
that.
If
it's
something
that
ties
in
with
their
own
work,
it
may
or
may
not
work
in
terms
of
their
other
commitments.
But
it's
really
about
opening
up
communication
there.
So
there's
I
can't
report
any
meeting
checks.
We
haven't
done
that,
but
a
couple
of
meetings,
time
we'll
have
more
feedback
on
there.

don't
know
to
actually
have
to
go
to
the
effort
of
finding
out
when
it
is
tends
not
to
be
something
we
we
all
have
the
time
to
do
so
so
trying
to
develop
that
communication,
because
I
think
there
are
things
where
we,
maybe
just
a
little
bit
of
indication
from
us,
might
be
very
positively
received
from
them,
and
there
may
be
equally
be
issues
that
we
have
concerns
about.
They
may
be
able
to
help
raise
the
profile
of
so
yeah.

one
of
the
they
asked
that
I
think
every
other
meeting
is
just
youth
counselors,
so
they
wouldn't
particularly
want
other
people
at
every
one
of
their
meeting
and
that's
obviously
very
helpful
communication
and
knowledge
to
have
from
them.
So
they
would
welcome
us
at
its
some,
but
not
all
meetings,
which
is
absolutely
fine,
that
they
want
to
have
their
own
sort
of
space.
To
do
that,
and
one
thing
I'd
envisage
is
that
there's
an
improved
level
of
contact
with
in
war
between
ward
councillors
and
youth
camp.

are

there
is
one
specific
item
at
the
famous
item
at
eleven,
which
is
very
much
for
the
Youth
Council

didn't
if
that's
what
you
were
referring
to,
this
is
one
that
they
wear
as
they
could
be
helpful
with

they've
actually
got
to
be
fundamentally
out,
because
that
was
set
up
for.

The
other
thing
is
that

I've
spoken
to
Barton
James,
because
the
Youth
Council
do
not
seem
to
be,
and
they
now
are
I'm
pleased
to
say,
embedded
in
the
process

the
targeted
youth
services,
which
is
about
to
go
out
to
be
commissioned
again
and
that's
now,
being
that's
not
being
dealt
with.
I
think
that
we
could
probably
play
some
sort
of
role
in
that,
because
it's
a
very
important
part
of
the
future
right.
I
This
is
really
the
latest
stage
of
the
and
meetings
we
had
that
rose
from
concerns
from
various
councilors
that
actually
not
all
parents
knew
how
to
apply
for
places
in
schools
and
that
some
were
missing
out
on
this.
So
we
had
very
detailed
workshop
in
December
last
year
and
an
inquiry
day
in
February
this
year
and
they
seem
to
go
really
well.
I
So
this
is
the
output
from
it
with
the
recommendations
that
will
be
going
to
cabinets
in
a
couple
of
weeks
time
and
we
had
five
different
recommendations
on
there,
which
all
listed
on
the
papers
about
scrutiny.
Reviewing
school
admissions
annually,
asking
the
mayor
to
meet
with
representatives
of
the
different
boards,
including
the
academies
officers
working
with
capsules
and
community
groups,
to
strengthen
the
advice
and
support
available
for
parents
in
their
area
and
making
sure
they've
understood
how
to
fill
in
application
forms
also
about
a
campaign
to
recruit
more
BM.

There
is
a
way
of
ensuring
we
are
benefiting
from
the
work,
that's
being
done
and
taking
it
forward,
and
it's
really
important
that
we
don't
lose
track
of
that
in
all
the
changes
that
are
happening
to
our
work
program,
otherwise
that
very
good
work
will
be
will
be
allowed
to
slip
away
from
public
view
as
it
were
so,
but
no
thank
you
for
thank
you
for
championing
that
Brenda,
because
it
really
was
a
very
positive
way
of
engaging.
Does
anyone

The
other
good
outcome
from
it
was
that
I
decided.
We
should
open
it
up
to
all
members,
not
just
members
and
people
scrutiny,
because
it
actually
impacted
on
an
awful
lot
of
wards
and
the
information
that
came
out
from
it.
In
some
cases,
people
hadn't
heard
it
before
and
with
officers
walking
us
through
the
entire
process.
I
It
really
highlighted
where
potentially
there
are
issues
or
where
actually
thinks
were
working
really
well
and
for
having
spent
that
day,
working
together
and
inviting
in
representatives
from
schools
to
actually
talk
to
us
about,
as
had
teachers
George's
about
how
it
was
and
from
the
parents
side
as
well.
We
got
such
a
good
representative
sample
there
of
information
and
it
was
a
two-way
flow.
So
you
know,
as
you
said,
even
a
small
thing
like
getting
15
extra
members
on
that
panel.
That's
that's
to
me.

Sorry
to
two
quick
points
that
the
first
one
is
well
three,
because
the
first
one
is
I
think
this
is
very
good,
succinct
report.
It
was
quite
easy
reading
and
it
made
good
sense.
There's
one
specific
thing
which
talks
about
trying
to
make
better
use
of
schools
which
are
undersubscribed
that
are
not
in
Bristol
and
I
applaud.
That
I
think
that's
that's
very
good
sense,
but
the
reverse
could
also
be
true.

There
are
lots
of
schools,
particularly
specialist
schools,
and
particularly
faith
schools
in
Bristol,
where
the
intake
is
from
outside
Bristol
extensively
outside
Bristol,
and
that
is
something
I
mean
I,
realize
it's
a
it's
a
it's
a
hot
potato,
but
I
think.
If
we're
considering
the
one
we
ought
to
be
considering
the
other
as
well
and
see
where
that
takes
us,
because
it
certainly
causes
a
lot
more
traffic
movements
apart
for
anything
else
which
I
think
we
should
be
aware
of
that.

quick
point-
and
it's
at
the
top
of
page

on
the
report-
is
that
it
talks
of
this
being
referred
to
future
things
being
referred
to
scrutiny.
I
wonder
how
that's
going
to
work,
because
there
won't
be
exclusionary
commissions
to
hear
it,
and
if
you
mean
scrutiny,
I
think
we
need
to
define
what
it
means
in
the
new
context
of
overview
and
scrutiny,
because
this
would
have
been
right,
possibly
when
the
paper
was
originally
conceived.

things

not
talking
about
here,
but
it
might
be
part
of-
is
a
policy
review.
You
know
in
depth.
One
of
the
functions
is
in-depth
policy
reviews
and
I'm
speaking
about
that,
because
that's
one

things

came
out
of
our
assets
discussion
is
the
need
for
an
in-depth
policy
review
so
at
the
same
time
we're
changing
these
processes
and
structures.
We
need
to
be
changing
what
we
think
we're
doing
with
these
groups
and
I.

also
just
to
make
the
point
that
this
is
going
to
evolve
over
time
and
what
I'm
I'm
keen
that
we
keep
making
sure
we
can
respond,
and
we
have
a
slightly
unusual
situation
at
the
moment,
we're
setting
up
tasks
and
finished
groups
all
at
the
same
time.
Once
we've
got
over
this
period,
we
will
be
in
a
situation
where
actually
we
can
look
and
decide,
and
it
may
be
when
that
first
annual
report
comes
through
in.
Maybe
we
set
up
one
task
and
finish
group
of
four
people
to
actually
go
away.

there
is
no
proven
record
and
as
that
I've
only
scanned
through
those
comments
on
scrutiny,
one
of
the
dangers
is
the
various
attempts
at
scrutiny
in
all
sorts
of
different
places
haven't
effectively
delivered
a
successful
process
and
scrutiny
is
now
been
going
on
for
twenty
years
and
there
are
very
few
models
that
have
worked
well.
I
find
it
fascinating
that
the
LGA
are
interested
in
the
direction
that
word
planning
to
travel
because
they
see
it
could
be
a
constructive
way
of
engaging
and
they
want
to
know
more
of
how
this
works
so

that

if
you're
not
read

it's
really
really
interesting
and

Don't
remember
it
being

us

we
had
our

separation
of
overview
and
scrutiny,

talked
about
this
on
a
number
of
occasions
and
some
of
the
reasons
for
doing
that.

sort

we're
gonna

kind
of
the
ways
of
working
as
I'm
sure
all
members
have
noticed.
We
have
issued
the
email
to
all
non-executive
members
asking
for
levels
of
interest
in

different
tasks
and
finish
groups,
and
the
team
are
just
working
through
that
at
the
moment,
I
will
highlight
that
we
have
had
sort
of
a
response
about
the
fact
that,
obviously
this
is
at
the
end
of
the
summer
holidays.

we're
going
to
do
is
we
did
ask
for
responses
for
next
week,
but
we
will
make
an
assessment
and
if
obviously,
we're
still
missing
quite
a
few,
we
will
extend
that
and
go
back
out
to
people.
However,
one
of
the
key
items
that
we
did
want
to
discuss
today,
which
was
issued
an
email
to
you,
is,
is
about
the
chairmanship
of
the
task
and
charity.
I
do
apologize
councillor,
English
chairing
of
the
task
and
finish
groups
I
have
given
assurances.
We
will
be
using
the
word
chairing
I
do
apologise.

was
a
slip
and
in
terms
of
the
chairing
of
the
task
and
finish
group
going
forward
and
a
suggestion
has
been
put
forward
and
my
email
to
you
that
the
current
chairs
of
scrutiny
and
the
current
vice
chairs
of
scrutiny
be
approached
to
act
as
the
chairs
for
the
individual
task
and
finish
groups.
So
there
are
five
vice
chairs
and
there
are
five
chairs,
and
actually
there
are
approximately
ten
items.

too
geeky
on

recently,

gonna
have
to
bear
with
it

I
think
there's
a
fundamental
difference
between
being
the
vice
chair
on
a
scrutiny,
Commission
and
running
one
of
these
task
and
finish
groups
and
I
think
one
of
the
things
we
talked
about
with
these
hold
task
and
finish
groups
whatever
you
want
to
call
them
interventions
was
that
the
person
had
to
have
some
kind
of
passion
and
belief
and
really
want
to
do
it.

So
it's
kind
of
well
known
that
if
you
just
allocate
someone
to
do,
you
know
like
if
I
was
allocated
I,
don't
know
I'm,
just
that's
M
TFP
as
a
vice-chair
as
I'm,
not
the
sort
of
person
that
likes
that
detail
and
wherever
I
would
be
not
good
at
that
job
and
I'm
kind
of
self-aware
enough
to
know
that.
That's
the
the
condition
I
wasn't
aware
that
vice-chairs
got
an
SRA,
and
can
you
tell
me
how
much
it
is.

so
as
we're
asking
people
to
do
the
same
level
of
work
for
each
of
these
groups,
that
will
either
have
to
be
some
evening
out
of
the
SRA
or
we
will
get
the
same
situation
where
you
know
to
use
a
school
analogy.
You

you're
paying
the
bottom
break
to
the
teacher.
You
don't
expect
them
to
be
doing
you
know,
so
that's
not
going
to
work
is
it.

The
second
thing
is:
let's
take
place,
scrutiny
where
we
did
a
point
of
vice-chair
because
we
did
meet
and
we
did
reappoint
and
councillor
kerry,
and
that
was
done
very
quickly
because
we
wanted
to
appoint
and
as
a
matter
of
expediency.
Now,
I'm
not
sure
if
we
went
through
the
process
again
and
said
actually
now
you're
gonna
chair
a
task
and
finish
group
and
be
responsible
for
this,
you
know:
do
you
still
want
that
job?
There
might
have
been
more
people
wanting
to
put
themselves
forward
for
the
vice
chair,
because
we
didn't
really
do
that.

Well,
it
can
be
done
because
the
vice
chair
could,
for
example,
resign
and
then
we'd
reappoint
somewhere
else.
But
what
I'm
saying
is
the
system
needs
to
be
more
more
responsive
in
this

policing

police

under

ward

they

police
station

homeless
at
the

their

would
put
their
things

issue
with

antisocial
behavior

inability
of

council
housing
office

to
move
this
forward
within

reasonable
time

evict

people,

to

these
groups
around
the
city,

rid

it

people
are
occupying
houses
that
we
have
a
huge
waiting
list,
as
we
know
for
people
to
go
in
there
and
we
are
stuck
because
of
the
process
and
I
think
we
should.
This
is
brought
it
to
our
head
today,
but
I
think
we
should
look
into
this
and
try
and
find
out
what
we
can
do
to
at
least
alleviate
the
problems
that
their
resident,
their
neighbors,
are
experiencing.
Harassment,
all
sorts
of
things
and
I
really
do
feel
this
has
gone
on
long
enough.

that

are
small
groups
of

very
bad
tenants,
but
we've
seen
powerless

by

are
ways
that
we
can

tackle
this
issue,

of

causing

no

of

austerity

this
sort

problem.

worse,
so
it's
linked
to
poverty

to
poor
housing.

linked

families
and
that's

part

know
it's
part
of
a
much
bigger

whether
it's
something
we
can
do
anything
about

whether

when
there
are
other

make
these

three

real
problems

tenants

neighbours

police
indicated
that
they
had

our
response

it,
and
so

do
think
there
is
an
urgent
situation
here
as

the
end
of
the

why
it's
happening
as
there
is

degree
of
urgency.

think
that

we
won't
solve
the
entire
problem.

question
of
our
response
as

organized
in
this
issue,

a
danger
that

it

wide
thing

we
can't
take
it
on
at

moment,

would
like
to
know
what

we
actually
doing

police
are
coming
to
us
and
saying?

are
they
still
there?

sheltered
housing
where

number
of
a
couple

the
residents
there
have
got
terminal
cancer
and
we've
got
a
couple
who
are
still
living
there,
who
we
have
tried
and
tried
to
get
out,

there
is

problem,
sometimes
with
the
council
processes
in
that
it
goes
to
court,
and
the
solicitor
representing
us
has
not
been
briefed
in
advance.
So
the
case
falls
apart
because
they
don't
know
what
is
going
on
the
police.
As
far
as
the
police
go,
that
police
have
come
to
us
and
said
please
please.
What
can
you
do?

tried
everything.
We
cannot
get
these
people
out
and
they're
really
behind
a
lot
of
the
anti-social
behavior
in
the
neighbourhood,
as
I
said:
I'm
not
asking
for
it
to
go
to
the
top
of
the
queue
at
all.
I
understand
there's
a
lot
of
other
things,
but
when
we
did
the
hot
house
we
always
accepted
that
there
were
going
to
be
other
issues
coming
up,
that
we
couldn't
foresee
at
that
time.
So
all
I'm
asking
is,
could
we
add
it
to
the
list?

we
address
it.
