making

does
it
fit
in
value
for
money
in
anything
else?

absolutely
fit
in
because
we

don't
want
this
to
happen
in
an
abstract,
so
you
know
that
the
the
work
we're
entering
into
about
about
the
long
term
city
plan
as
well,
so
certainly
for
my
perspective,
the
arena
has
to
fit
within
that
it's
one
of
the
assets.
We
think
we
need
to
deliver
for
the
the
profile
than
the
strength
of
our
future
economy
or
the
you
know
the
jobs
in
the
economic
uplift
it
will
bring,
but
actually
the
impact
on
transport
on
the
way
people
get
around
the
city's.

factor
we
want
to
consider
so
will

you

sustainable
transport.
The
ability
of
you
know
connectivity
to
mass
transit
networks
wherever
it
is,
will
be
our
high
on
our
list
of
priorities.

deny

there's

attractiveness
of
the
arena
island
site,
we're
not
saying
any
any
site
is
I'm,
saying
good
or
hundreds
am
bad,
but
we
are
not
confident
that
the
the
the
the
range
of
questions
in
the
depth
of
question
and
needed
to
be
asked
about
that
particular
site
were
asked.

want
people

this

what

money

Bristol
for
having

site

something

you
stack
that

if
it
was
moved,
the
site
was

money

developments

there's

whole
range
of
kind
of
like
configurations
that
can
be
considered
that
that's
I
want
this,
this
value
for
money
to
be

be
pushing
out
now

a
second-hand
car

taking

bet

going

current
costs

risk

price
and
then
halfway

they

million
in
here
that
actually
eclipses

increase

construction

you
were.

trying

avoid
by
getting
in

judgment.
We're
making

think
that
the

lower
risk
and

public
money

think
we
need
to.

want
to
take
charge.

don't
want

risk
averse
to
the

not
doing
anything,

level
of
risky

avoid.

situation
is

given
the
salary
levels
in
the
marketplace,
are
you
happy
that
we
are
going
to
be
able
to
recruit
at
the
levels
that

prescribed
in
the

the
pay
policy,

I

On
the
one
hand,
we
don't
we've
got
to
keep
our
salaries
bills
bang
to
come
within
a
budget
envelope,
but
I
also
conceived
it
to
achieve
what
we
need
with
the
demands
on
our
senior
officers.

concern
here
because
I
think
I
think
we
need
to
make
some
space
to
have
a
quite
mature
conversation
about
the

the
ability

manager,

billion
plan
investment
projects
and
bring
that
money
into
the
city
and
someone
who
can't
and
now
we
do
have
a.
We
do-
have
a
history
in
the
city
of
non-delivery
of
major
infrastructure,
where
we
have
no
mass
transit
system.
We
don't
have
a
great
record
track
record
on
building
houses.

You
know
we
need
a
whole
new
secondary
school.
We
haven't
managed
to
secure
when
I
came
in.
We
had
no
pitchbook
about
being
in
festival
opportunities
from
text,
a
sustainable
energy.
You
know-
and
this
this
is
about.
This
is
about
an
absence
of
skill,
and
this
is
the
feedback
we've
been
getting
both
from
the
market
from
sources
of
investment
and
from
other
cities
around
the
country.
So
we
can
enter
into
a
false
economy.

saved

pounds

on

salary,

we
miss
our
two
billion
plan
of

investment
in
the
kind
of
stuff
we
need.
So
we
need
a
bit
of
a
grown-up
conversation
around
that

some
of
the

the
political
commentary
and

what
passes
for

political
journalism
in
the
city

not
been
very
helpful
in
helping
us
get
what
we
need
to
get
done.

want

keep

in

Premiership
and
that's
that

really

the
kind

absolute
nowhere

kind
of
major
dilemma
we
face
as
a
local
authority
with
brexit
coming
along
with
a
government,
that's
absent!

many
ways
I
think
is
dropping
the
ball
on
on
national
and
international
policy
is
failing.
Why
Cannot,
making
falen
win-win
winning?
Would
investment
fail
on
brakes
it
failing
with
Democrat
legitimate
legitimacy,
kept
failing
on
climate
change
cities
after
step
up
with
viable,
not
with
it
with
it,
with
a
leadership
class
that
have
the
ability
to
operate
at
the
national
and
international
level?

sums

the
caliber

offices

get
to

time

hoping

permanent

pressures

that
context,

will
cost
us

dear

this

was
because
there's
so
much
in
the
media
minute
about
the
NHS
winter
crisis
and
demands
for
a
lot
of
money
to
go
into
the
NHS
to
solve
the
problems
and
when
I
talk
to
people
locally
and
I've,
been
speaking
to
some
of
the
MPs
offices,
they're,
saying
that
what
they
hear
from
the
hospitals
is
that
a
lot
of
the
problems
of
the
in
the
A&E
are
lack
of.

You
know
all
the
problems
within
the
services
that
are
run
by
the
council,
which
is
sort
of
social
care
and
housing
provision
for
vulnerable
people.
They've
got
to
get
a
lot
of
homeless
people
into
a
A&E
because
they
haven't
got
anywhere
else
to
go
and
they're,
not
getting
the
support,
so
I
think
we
I
suppose
you
have
really
answered
because
we
I
think
we
all
recognize
that
council
services
are
crucial
to
the
hurt
to
the
health
system.
I,
suppose
it's
just.

can
we
do,
specifically
that
might
get
that
message
across
clearer
and-
and
you
know,
particularly
in
our
local
health
negotiations
with
the
it
within
the
STP-
is
there
anything
more
that
we
can
any
more
ways
that
we
can
add
to
get
people
to
recognise
the
importance
of
council
services
in
the
whole
health
system?
So
a
bit
of
a
meandering.

You
have
to
be
careful,
it's
percentages,
but
there's
a
there's,
a
very
there's,
a
powerful
paper
talking
about
tackling
health
inequalities
with
Public
Health
moving
into
local
government,
and
it's
said
actually,
the
only
ten
percent
of
population
health
outcomes
are
down
to
health
services
in
terms
of
sickness
services.
Actually
I
think
it
shows
up
the
national
debate
around
NHS
is
distorted.
It's
a
disproportionate
amount
of
attention
on
hospitals.
Actually,
the
debate
needs
to
shift
the
public
health
and
prevention.

30
percent
Advanta
behaviors,
but
40
percent
are
down
to
social
policy
so
actually
put
in
public
health
in
touch
with
those
those
key
areas
and
with
social
policy
shades,
which
is
in
local
government,
with
criminal
justice
system
and
and
all
the
other
people
that
shape
the
city
as
well.
But
local
government
is
clearly
there
make
sense
in
that
sense,
but
it
has
to
come
over
with
power
and
it
has
to
come
over
with
resource
and
it
hasn't
the
conversation
we
had
with
with
the
public
health
team.

other
day
was
was
actually
how
do
we
even
up
their
game?
So
there's
a
lot
of
emphasis
in
the
public
health
team,
I
think
on
behavior
change,
smoking,
cessation,
physical
activity
and
that's
were
really
important,
but
what
we
need
to
do
is
give
them
the
platform
and
their
resources
to
be
able
to
get
involved
in
policy.
And
again
that's
what
we'd
asked
our
conversation.
How
can
we
go?

can
we
mobilize
resources
to
get
into
the
policy
and
strategy
teams
so
that
no
no
area
goes
through
in
Bristol,
without
public
health
having
a
finger
prints
on
it?
The
second
thing
so
vehicles
for
doing
that.
I'll
say
a
couple
of
things.
One
is
we
just
realize
you
we're
relaunching
the
health
and
well-being
board
not
been
flipped
for
purpose
people
sit
around
people
come
they
present
four
or
five
papers.
Take
some
ten
fifty
minutes
to
present
them.

The
board,
listen
discuss
it
for
10-15
minutes
stamp
and
we
move
on
that
is
not
grabbing
the
city's
health
by
the
scruff
of
the
neck.
What
we
want
to
do
is
change
that
board
so
that
actually,
who
sits
around
the
table
or
the
chief
execs
at
our
big
providers
and
criminal
justice
system
education
system,
all
those
places
where
the
levers
for
help
population
health
are
being
pulled
from
early
intervention
and
prevention
right
up
to
acute
services
and
begin
to
run
health
as
a
city
system.

That
relaunch
is
in
train
I'm
a
bit
disappointed
because
last
year
we
had
around
three
seminars
to
do
that.
Right.
We
did
two
there
myself
and
Robert.
Willie
chief
executive
UHP
went
up
to
see
Simon
Stevens.
He
absolutely
endorsed
our
approach.
Interestingly
asked
us
what
we're
doing
around
housing
policy.
That
was
his
key
area
of
interest,
and
then
we
came
back
for
a
third
and
and
confirmed
that
what
we
were
gonna
do
was
relaunch
with
all
the
chief
execs.

Something
happened.
It
wasn't
delivered,
but
it
will
be
delivered
this
year,
but
that
have
more
bimple
to
be
a
fantastic
vehicle,
begin
to
get
that
genuine
system
join
up,
and
obviously
one
of
the
key
expressions
will
be
the
city
plan.
I
said
health
and
well-being
board
at
being
tasked
with
writing.
That
33
year
journey
up
to
2050
for
the
city's
population
health.

What
outcomes
don't
want
to
be
able
to
describe
what
scale
of
service
do
we
need
to
be
delivering
that
and
what
needs
to
happen
in
other
areas
like
transport,
housing,
educational
skills,
economic
inclusion
to
deliver
the
health
outcomes,
we're
saying
that
we
want
liver
so
that
that
work
is
it
is
underway
now.
What
I
think
that
will
also
do
is
give
us
the
basis
of
a
conditional
offer
to
government
and
Simon
Stevens.
We
we
may
say
that
we,
one
in
four
adults,
have
a
mental
health
condition
today,
I
think
there's
some
time
and
arrived.

We
want
out
to
be
one
in
seven
by
2026,
but
these
are
all
the
things
that
need
to
happen
for
us
to
be
able
to
deliver
that
and
reduce
the
cost
to
future
health
services.
Well,
that's
the
basis
of
our
negotiation.
This
is
what
your
investment
will
produce.
You
know,
but
in
the
moment,
because
we
don't
have
that
plan,
we're
working
in
a
vacuum
and
when
we
don't
have
that
plan,
it
gets
filled
in
by
Westminster.

specific
nature,
but
I'd
say
two
things:
one
is
the
I

actually
we
had
a
congestion
task
group
meeting
today,
Steve
was
in
there
the
ideas
that
we
pulled
together,
I
mean
in
that
room.
We've
got

strands.

University
professor,
were
connected
transport
first
destination,
bristol
network
rail
highways
England.
The
idea
is
to
pull
together
a
group
of
big
brains
around
transport
in
Bristol
to
begin
to
shape
to
to
craft
the
city's
transport
response.
It's
not
about
labor
members
going
away
and
coming
up
with
the
dream
list.

It's
not
even
just
about
council
officers
coming
away,
come
with
a
dream.
This
is
about
pulling
on
the
the
intellectual
expertise
and
the
practical
Esprit.
These
are
people
who
are
in
the
business
and
they're
in
the
area
of
research,
for
Bristol,
sir,
and
and
and
what
I
say
that
plays
over
to
into.
Is
that
what
we
know
we
need
and
what
we've
asked
them
to
crack
is
delivering
a
transport
system,
an
integrated
transport
system,
one
that's
complementary,
and
not
a
batch
and
mend
project
here
and
project
there.

That
doesn't
do
enough,
and
actually
my
opening
remarks
at
a
CTD
today
was
to
remind
them
of
my
my
request
that
they
write
the
33
year
transport
plan
for
the
city.
What
needs
to
be
in
place
at
what
scale
connecting
which
communities
by
when
and
I
think
there's
a
great
piece
of
brain
power
around
it's
able
to
to
get
that
done.
Why
hope
is
that
we'll
iron
out
any
kind
of
conflicts
or
all
difficulties
that
are
being
referred
to
a
likely
to
arise?

The
food
route
service
and
what
we
have
in
Bristol,
certainly
with
buses
and
certainly
with
trains,
is
a
radial
local
system
and
I'm
quite
convinced
that
Metro
bus
will
change
the
nature,
particularly
the
of
the
other
bus
services
and
I
wanted
to
be
sure
that
we
were
thinking
now
as
to
how
we're
going
to
make
all
of
those
other
services
that
I've
mentioned.
Integrate
with
Metro
bus,
because
Metro
buses
has
been
the
infrastructure
ease
is
here
to
stay.

and
what
one
invite
I'd
make
is
bring
that
challenge,
so
the
congestion
Task
Group.
That's
why
we've
pulled
all
these
big
brains
together
is
to
take
on
that
kind
of
challenge,
and
you
can
do
that

thorough

we've
also
had
Alex
Perry
seconded
to
us
from
first
as
well
who's
lending
his
brain.

put
a
firewall
up
between
him
and
you
know
around
the
arrangements,
but
it's
been
great
a
convening
that
group
of
transport
experts
in
the
city-
and
you
know
your
challenge-
be
welcome,
but
certainly
you
know:
I
have
no
desire
to
see
a
fragmented
transport
system.
We
think
is
absolutely
critical
to
our
aim
of
producing
a
inclusive,
sustainable,
Bristol,
City
region
economy.

say
that
actually
I
did
have
a
conversation
with
vari
every
day
about
the
combined
authority
that
we
think
it
needs
to
move
a
little
bit
more
pace
and
spending
some
money,
and
so
I
said
before
you
know
actually
to
talk
with
you
Stephen
and
our
neighbors
across
the
boundaries
in
let's
write
down
what
we
want
our
bus
system
to
look
like
and
we've
gone
for,
the
combined
authority.
That's

just
make

observation
on

Obviously
many
of
the
mass
transit
services
that
we
have
in
Bristol
are
all
in
one
pocket
and
I.
Think
that's
going
to
make
this
problem
just
that
little
bit
more
complicated,
particularly
if
one
of
those

people
who
wears
one
of
those
pockets
is
actually
on
your

and
should

confirm
