year
fiscal

December
budget
revision,
as
required
by
Statute
and
Dr
Derek
Etheridge,
our
director
of
business
services
and
I
will
both
present
he'll
do
the
most
of
the
presenting
and
I'll
have
a
couple
of
comments
near
the
end.

as
Miss
Ferrar
talked
about
this
is
our
December
budget
revision,
and
sometimes
we
actually
don't
need
to
bring
the
December
budget
revision
to
the
governing
board.

However,
in
this
case
we
did-
and
there
are
two
reasons
for
that-
the
first
one
is,
if
you
recall,
when
we
adopted
our
original
budget
back
at
the
end
of
June,
the
legislature
had
just
finished
their
session,
and
so
on
that
budget
we
were
actually
using
some
old
forms
and
made
some
assumptions
because
we
by
Statute
we
had
to
have
it
approved
by
a
certain
day
and
since
the
legislature
hadn't
finished
their
budget.
At
that
point,
we
had
to
just
kind
of
make
some
assumptions
to
move
forward
and
aligned
with
State
Statute.

By
Statute
also
that
if
your
budget
revision,
if
in
December
your
budget
is
going
to
be
more
greater
than
one
percent
less
than
what
you
had
adopted,
you
need
to
do
a
budget
revision
and
the
reason
for
that
is,
if
you
remember
the
a
couple
years
ago,
we
moved
to
current
year
funding
so
prior
to
that
it
was
Prior
year
funding.
We
knew
how
many
students
we
were.
We
had
a
budget
and
that
lasted
us
the
entire
year.

Now
we've
changed
that
to
current
year
funding,
and
so
it
changes
almost
on
a
daily
basis
because
our
ADM
changes.
So
when
we
take
a
look
at
this,
the
legislature
I
apologize,
the
Ade
we'll
take
a
look
at
the
budget
and
they
will
figure
out
then
based
on
your
ADM,
what
your,
what
your
budget
should
be
and
again,
if
it's
one
percent
less
than
what
we
adopted,
they
require
budget
revision.
That
way
your
school
districts
aren't
over
expending
their
budget
by
the
end
of
the
school
year.

So
it's
kind
of
the
Midway
checkpoint
and,
as
we
take
a
look
at
what
we,
what
we
thought
again
back
in
June,
we
don't
know
exactly
how
many
kids
are
going
to
sit
in
the
seats
in
August.
So
what
we
assumed
was
about
thirteen
thousand
eight
forty,
seven
that
was
on
our
adopted.
What
actually
turned
out
for
our
average
daily
membership
is
actually
about
thirteen
thousand
one
hundred
twenty
six.

So
it
was
a
pretty
significant
decrease
and
if
you
recall,
even
though
we
were
a
little
conservative
on
our
adopted
budget,
we
had
the
the
study
that
showed
what
our
enrollment
was
going
to
be
and
a
few
years,
a
few
months
ago,
in
September,
when
we
presented
to
the
board,
we
showed
that
study
and
really
the
13126
was
not
really
expected
to
hit
until
about
20
24
25..
So
we
didn't
expect
the
amount,
the
level
of
decrease
that
we
actually
saw.

So
that's
another
reason
that
our
budget
was
is
decreasing,
just
a
reminder
for
our
maintenance
and
operations
budget.
This
pays
for
the
biggest
expense
for
maintenance
and
operations,
is
a
salary
and
benefits.
That's
about
80
percent
of
the
budget.
Then
we
also
firm
mnl
fuel
utilities,
just
billing
operations
and
maintenance,
as
well
as
some
supplies
and
so
taking
a
look
at
what
the
FY
23
adopted
budget
was
that
we
were
we
calculated
at
about
109.9
million,
the
carryover
that
we
assumed.
We
were
going
to
get
again.

We
didn't
know
for
sure,
because
the
fiscal
year
wasn't
closed
out.
So
we
looked
at
about
4
million,
which
brought
our
budget
to
about
113
million
900
000.,
taking
a
look
now
after
Ade
has
recalculated
and
we've
used
the
new
forms
and
we
have
all
of
the
add-in
weights
and
all
of
those
things
our
most
up-to-date
budget
is
about
104
million
300
000.

Think
that's
due
to
when
we
were
making
assumptions
back
in
June,
we
we
assumed
a
little
bit
high
on
the
EDM,
which
ended
up,
which,
of
course,
less
kids
showed
up,
but
we
also
knew
that
there
were
talks
in
the
legislature
about
adding
a
couple
of
of
Group
B
weights,
which
are
a
little
bit
of
it,
gives
us
a
little
bit
extra
money
for
depending
upon
student
population,
and
so
one,
for
example,
that
we
receive
about
a
million
dollars
on
is
a
free,
reduced
lunch.

So
if
we're
short
about
3.6
million
or
so
we
have
to
cut
that,
we
have
to
figure
out
where
we're
going
to
take
that
from
and
so
halfway
through
the
year.
We
have
some
savings
from
vacant
positions
because,
of
course,
even
if
we
filled
all
of
our
vacancies
tomorrow,
we're
only
paying
half
of
what
we
would
have
budgeted
for,
because
there's
only
half
the
year
left.
So
we
make
up
a
little
bit
of
that
savings
there.

We
also
had
to
take
a
look
at
reduce,
there's
a
special
piece
of
the
budget,
which
is
a
K3
reading
and
that
calculated
out
far
less
than
what
we
had
budgeted
for.
So
we
had
to
take
money
from
there.
That's
where
we
pay
for
our
move
on
when
reading
Specialists
and
at
this
point
what
we
have
planned
for
the
next
couple
years.
Will
we
have
Esser
funding
is
moving
part
of
those
salaries
over
to
Esser,
so
we've
saved
about
700
000
there.

So
that
is
what
balances
our
budget
for
mnl
foreign
capital
or
also
called
District
additional
assistance.
These
this
is
the
your
school
buses,
your
vehicles,
Furniture
equipment,
building
facility,
repair,
instructional,
AIDS
technology,
hardware
and
software.
All
of
those
pieces
come
from
the
district,
additional
assistance
and
I'm
happy
to
report
that
actually,
because
we
were
conservative
in
our
June
budget,
we
actually
saw
an
increase
in
our
budget
here
by
almost
a
million
dollars,
and
so
we've
put
that
in.

So
as
a
district,
knowing
that
we
can't
withstand
that
again,
we
like
to
kind
of
build
up
that
fun
just
in
case.
That
would
happen
again.
We
would
have
that
money
available
so
that
doesn't
look
bad
I'm
happy
to
report
that
I
think
that
the
our
financials
in
the
districts
are
strong.
However,
I
do
want
to
be
a
little
bit
cautious,
because
there
are
a
few
considerations
to
think
about.
First,
one
is
declining
enrollment,
so
we
know
we're
declining
enrollment,
we're
hoping
you
know
through
some
of
our
Outreach.

Our
academic
achievement
looked
great
this
year,
so
hopefully
some
of
those
will
start
bringing
back
some
of
our
students
from
the
charter
schools,
but
it
still
is
something
that
we
need
to
take
into
consideration.
Because
again
we
were
surprised
at
the
the
level
of
drop
in
student
enrollment
this
year,
so
just
kind
of
keeping
that
in
the
back
of
our
mind
as
we
we're
continuing
to
budget.

The
second
piece
is
the
aggregate
expenditure
limit.
We
heard
about
a
lot
of
this
last
year
and
unfortunately,
it's
something
that
we're
looking
at
again
this
year.
This
is,
if
you
recall
this,
is
that
limit
that
is
set
by
the
Constitution
that
schools,
as
public
schools
in
total,
can't
spend
more
than
a
certain
amount.
And
so,
even
though
we've
raised
that
Revenue,
we
have
that
cash.

We're
we're
capped
at
that
budget
limit,
and
so,
if
that's
not
overridden
by
our
state
legislature,
Cartwright
would
stand
to
lose
this
year
or
not
be
able
to
expend
this
year
20
million
dollars,
and
so
that
would
be
something
that
we
would
have
to
do.
A
budget
revision
on
April
1st
to
find
where
we
would
move.
F
Where
would
we
cut
that
20
million
dollars
from
our
hope
is
and
and
the
talks
that
we
have
is,
of
course,
because
this
affects
all
public
schools
and
it
affects
them
significantly
to
the
point
where
some
of
them
probably
wouldn't
be
able
to
operate,
that
it
would
be
bad
political
practice
to
not
override
this
expenditure
limit,
but
until
it's
actually
done,
it's
always
something
that
we
have
in
the
back
of
our
head
that
we're
a
little
worried
about
and
then
finally,
the
last
budget
consideration
is
Esser
funding.

If
you
remember,
since
it
began,
we've
set
aside
some
of
that
money
to
offset
some
of
that
student
enrollment
loss,
and
so
we
continue
to
have
that
money
available
for
the
next
two
years.
In
case
you
know,
our
enrollment
does
go
down
further
than
we
expect,
but
that
does
have
an
ending
date,
and
so
that
is
September
30th
of
2024.
So
that's
really
the
rest
of
this
year
and
next
year.
So
once
that
goes
away,
there
won't
be
that
that
net,
that
safety
net
that
we've
had
in
the
past.

School
district
is

significant
employer
of
this

decision
made

board
to
terminate
the
contract
with
sfb
at
the
end
of
the
school
year
to
immediately
end
their
managerial
rights
and
establish
an
ESP
committee
for
Solutions.
The
governing
board
previously
voted
unanimously
to
vote
in
that
favor,
but
is
now
being
pushed
to
avoid
possible
litigation.

workers
of
this
community
demand
that
this
has
to

this
take
place
and
with
union
busting
tactics,

district
has
construed
their
voices.

behind

meeting

without
public
comment.

incredibly
disappointed
the
fact
that
you
know
what
is
going
on
with
the
community
members
behind
behind
me
who
voted
for
you
who
ensured

seat
on
this
governing
board?
You
have
turned
your
backs
on
them
by
not
wanting
to
listen
to
this
voice.
Luckily,
there
are
other
board
members
who
know
the
importance
of
listening
to
the
voice
of
those
who
who
you
serve

just
it's.
It's

find
it
shameful.

find
it
offensive
and

find
it
disrespectful
that
these
women
go
through.

they
want

do
is
be

cussed

faces
because
they
decided

women

respect

workers
decided
to
take
action

set

occurred
that
day
was
the
understanding
that
managerial
rights
would

stripped
away
from
sfe
and
returned
to
the
workers
of
the
cafeteria,
because
the
motion
left
out
that
vital
piece
the
workers
were
forced
to
act.

then,
retaliation
has
occurred
by
limiting
access
to
aea
and
CA
representation
on
school
sites,
captive
audience
meetings
by
cafeteria
Managers
from
Boardman,
who
called
the
workers
stupid
and
used.
The

word

addressing

workers
just
because
they
stood
up
for
their
dignity.
With
respect
meeting
consider
has
been
revoked
by
Dr
Lawler,
who
claims
to
be
pro-union.

refuses
to
communicate

citizen.

remind
the
board
that
they
work
for
their
community.

spoke
up
for
what
they
wanted

board

not
work
for

wish
I
had

power

you
claim

have

person
take

a
disrespect

call
an
outside

disrespectful

tell
workers
that
they
should
not

taken
action

speaking
to
you
to
address
the
misrepresentation,
representation
of
cea
and
the
actions
taken
by
members
on
behalf
of
the
cafeteria
workers.

I
have
always
been
extremely
proud
to
work
in
Cartwright,
a
district
where
Administration
Works
hand
in
hand
with
a
union,
a
district
that
Prides
itself
on
open
door
policy
and
a
district
that
exemplifies
The
Motto.
One
team
una,
Familia
cea,
has
always
worked
diligently
to
handle
issues
and
concerns
with
the
district
at
the
lowest
level.
However,
since
September
communication
has
been
refused
and
collaboration
eliminated
on
process
after
another,
sadly,
as
soon
as
members
of
our
cafeteria
workers
began
to
voice
their
concerns,
our
open
door
policy
quickly
became
a
closed
door
policy.

cancellation

confer

inability
to
bargain
and
pay
bargain
for
pay
insurance
benefits
and
working
conditions

meetings

committee

inability

chosen

perform
the
Jungle
Book

week
two
hour
after
school
rehearsals,
two
Disney
trained
professional
teaching
artists
will
guide
our
Palm
Lane
teacher
team
through

process
of
fully
announcing
the
Jungle
Book,
with
up
to
63rd,
fourth
and
fifth
grade
Scholars,
also
including
a
group
of
sixth
grade
technical
advisors.

goal
is
to
create
and
perform
an
exciting
live
Disney
musical
at
the
school
in
the
spring,
but
there's
more,
it's

that

are

involve
students
of
all
backgrounds

all
abilities,

first
kind

district-wide

meeting

to

there
was

families

we
had
a
lot
of
interest
our
first
time,
so
we're
continuing
to
reach
out
to
be
able
to
provide
our
parents
with
those
resources.

American
Maricopa
County,
exemplary
principal
award
is
an
extremely
rigorous
process,

congratulate
Vivian
nass
for
advancing
through
some
of
the
phases,
although
she

not
move
into
the
final
stage.
Maricopa
County
currently
serves
more
than
1200
principals,
and
she
was
one
of
only
22
leaders
who
advanced
to
the
phase
that
she
did.

County
selection
team
was
honored
to
learn
about
our
leadership

it

very
evident
they
shared
in
their
investigation
about
Vivian
Nash

she

high
expectations
and

use
the
coil

scrape
technique
in
their
Pottery

Coils
were
used
to
form
the
container
scrape,
smooth

left
visible
dependent
on
the
artist

pot's

created
coils
scrape
Bells
symmetrical
by
designing
one
side,
then
repeating
the
design.
The
bells
were
scraped,
smooth,
scored
and
slipped
together.
The
high
fire
clay
enabled
the
sound
to

enhanced

clay
allowing

attend
the
very
first
5k
in
Maryville
created
by
Cartwright,

Cartwright

only

team

deserves,

same
but
better
than
any.
That
sounds
bad.

deserve
all
the
same
excellent

as
other
