B
E
Thank
you
for
sparing
the
county
again
this
last
week
through
another
tropical
event,
and
you
just
lift
up
louisiana
as
they've
just
been
hit
very
hard
once
again,
and
we
just
pray
for
their
recovery
and
just
for
us
to
continue
to
remember
them
and
reach
out
to
them
and
assist
us,
and
we
just
pray
for
this
court
today,
as
we
do
the
to
work
for
the
citizens.
E
Just
ask
that
you
be
with
us
in
our
decision
making,
and
that
is
in
accordance
to
your
will.
B
Hey
beth
give
us
a
covered
19
update,
please
you're,
muted,
so
unmute
yourself.
G
G
Some
of
the
businesses,
schools,
health
care
providers
all
together
again,
our
cases
have
continually
been
going
up
over
the
past
four
or
five
weeks,
maybe
really
since
maybe
really
since
the
first
of
september,
and
so
we
just
felt
like
it
was
a
good
idea
just
to
talk
with
everyone
and
to
talk
about
some
preventive
measures,
maybe
some
mitigating
measures
in
businesses
and
schools
and
things
like
that
and
just
remind
everyone
and
just
give
everyone
a
case
up
to
date
in
the
county,
so
I'll,
just
kind
of
give
a
brief
overview
to
you.
G
G
We
had
a
long
weekend,
so
we've
been
working
this
weekend
on
cases,
but
we
don't
have
a
current
case
count
as
of
tuesday
as
of
today,
and
we
currently
have
107
active
cases
and
if
you'll
remember
we,
we
were
doing
really
well,
I
think
the
first
part
of
september
we
were
maybe
down
to
like
32
33
active
cases,
but
we're
back
up
about
107
active
bases.
G
We
do
have
a
1300
recovered
cases.
We
currently
have,
I
think,
about
12
in
the
hospital,
but
again
that's
not
updated
from
friday,
and
we
have
reported
19
deaths
and
again
this
has
increased
about
50.
Since
the
first
of
september.
G
We
do
look
at
ut
school
of
public
health
modeling,
and
I
did
talk
about
this
pretty
extensively
on
thursday
and
actually
shared
my
screen
and
showed
this.
They
do
a
fantastic
job
of
modeling
and
showing
specifically
chambers
county.
Our
county
has
been
out
of
all
the
counties
around
us
has
been
red,
which
just
kind
of
indicates
our
case.
Count
increase
proportionally
to
the
the
counties
around
us
have
really
gone
up.
Our
case
percentages,
as
well
as
our
testing
positivity
rate
when
I
recalculated
it
on
friday.
G
It
was
at
about
14.7
percent,
but
ut
school
of
public
health.
Modeling
has
this
above
like
25
and
just
to
bring
that
into
perspective.
Texas
positivity
rate
right
now
is
about
less
than
six
percent,
and
so
is
the
harris
county
region,
and
so
we
know
that
we're
not
outpacing
our
ability
to
test
in
the
county
right
now.
We've,
not
our
local
health
care
providers,
aren't
overburdened.
G
It's
just
that
we
just
have
an
increase
in
case
counts.
We've
really
seen.
East
chambers
county
has
had
an
increase
in
cases
over
the
past
two
weeks.
For
the
first
time,
they've
passed,
mid-chambers
county
in
the
total
number
of
cases,
and
then
west
chambers
county
also
has
had
an
increase
in
cases
as
well.
G
G
So
we
talked
about
the
ut
school
of
public
health.
That's
a
really
good
website
to
go
to
just
to
look
at
modeling.
They
also
do
some
predictions
and
we
don't
look
at
that
as
much,
but
they
are
pretty
kind
of
straight
in
line
as
far
as
predictions
are
concerned,
just
to
kind
of
give
you
some
idea.
The
first
of
september,
we
were
averaging
about
two
cases.
A
day
end
of
september.
G
G
So
and
that's
a
good
question-
and
I
have
that
written
up
too,
so
one
of
the
things
that
we
have
really
seen
so
we
have
family
spread,
spread
in
families.
We
also
have
indoor
gatherings.
G
You
know
those
tend
to
also
be
a
you
know,
spreader
of
covid,
as
well
as
people
riding
inside
vehicles
together,
you
know
typically
masks
come
off
and
then
people
do
a
fantastic
job,
also
of
masking
at
work
and
then
when
we
get
and
they
get
to
lunches
and
break
rooms
and
sitting
across
from
each
other.
G
That
also
tends
to
be,
I
wouldn't
say,
a
super
spreader,
but
where
we
find
when
we
do
contact
tracing,
that
also
tends
to
kind
of
go
back,
so
those
in
families
that
kind
of
just
again
you're
not
masking
really
in
families
indoor
gatherings
people
tend
to
get
closer
together
and
you
know
visit
and
things
like
that,
as
well
as
in
vehicles,
we've
really
been
trying
to
push
a
lot
of
education
to
teenagers
and
things
like
that,
as
well
as
people
riding
in
vehicles
and
then
in
close
settings,
lunches,
break
rooms,
and
things
like
that,
so
we've
been
really.
G
G
So
also
tea
is
also
has
started
posting
their
information
through
dshs.
That
was
a
collaborative
effort
between
both
of
them
so
weekly
they
put
state
as
well
as
district
level
data
on
their
dashboard,
and
so
you
can
just
you
can
even
just
google
tea
dshs
district
data.
I
also
have
a
I've,
also
put
it
together
in
a
spreadsheet,
and
I
really
don't
mind
emailing,
that
to
y'all
after
this
call
after
I
get
off
the
phone,
I
just
kind
of
add
that
together
that's
available
online.
G
We
get
a
lot
of
phone
calls
about
that.
We
don't
release
that
information,
but
tea
does
so.
As
of
last
october.
4Th,
I
think,
is
the
last
day
this
information
was
put
out
and
again
these
cases
numbers
have
changed
and
I
just
do
just
want
to
put
a
plug
out
for
the
schools.
Schools
are
working
extremely
hard:
the
school
nurses,
the
teachers,
the
staff,
the
superintendents
coaches,
I
think
they're
all
doing
a
fantastic
job
and
we
knew
that
there
were
going
to
be
cases
in
the
schools,
but
it's
listed
by
campuses.
G
G
You
can
get
on
the
tea
website
and
it'll
show
you
how
the
cases
are
broken
down,
but
as
of
october,
the
fourth
and
whack
had
one
case:
barbers
hill
had
18
cases,
and
this
is
students
and
staff,
and
these
chambers
26,
and
so
that's
as
of
october.
The
4th
and
all
I
did
was
just
go.
They
have
three
separate
weeks
listed,
and
so
I
just
just
did
a
cumulative
number.
G
The
last
thing
I
want
to
leave
you
with
is
one
of
the
things
we're
working
extremely
hard
on
right
now,
we've
been
on
a
lot
of
webinars
and
conference.
Calls
is
vaccines.
I'm
sure,
if
you
turn
on
the
news,
you
hear
a
lot
about
this.
You
know
it's
a
federal
partnership
with
the
states
that
will
be
given
to
the
local
level.
We
are
working
right
now
on
enrolling
our
local
healthcare
providers
in
a
vaccine
program
just
because
they're
on
the
what's
called
the
tvfc
program,
doesn't
necessarily
mean
they'll,
be
given
vaccine.
F
G
So
yes,
sir,
so
flu
shots
and
we've
sent
out
several
flyers,
and
we
have
done
we've
done
several
drive-throughs
for
employees
for
the
flu
shot.
Cdc
is
really
recommending
and
pushing
hard
for
the
flu
shot
every
year.
Just
because
I
mean
this
year,
especially
just
because
we
don't
want
to
overburden
the
healthcare
system
with
flu,
and
this
can
kind
of
mimic
each
other.
Some
symptoms,
everyone,
six
months
and
older,
should
get
a
flu
shot.
G
There's
just
only
a
few
exceptions
for
that,
so
we
are
pushing
that
we
do
have
the
flu
shot,
fifteen
dollars
and
it's
posted
on
the
website,
as
well
as
on
our
facebook
page,
our
availability.
We
are
doing
several
drive-through
first
responder
drive-through
county,
employee,
drive-through
walk-up.
We
have
it
curbside
any
way
you
want
it.
We've
got
it
available.
G
I
G
C
G
So
really
another
really
good
question.
I
think
there's
a
couple
of
different
strains
of
covid
and
we
have
a
whole
range
of
symptoms.
G
We
covered
from
very
mild
to
those
who
are
all
the
way
to
asymptomatic
to
those
who
can
be
the
healthiest
of
healthy
who
end
up
in
the
hospital
with
bilateral
pneumonia,
and
I
think
it's
literally
just
a
disease
process
of
covid
and
then
some
who've
gotten
really
well
and
then
have
some
lingering
symptoms
that
tend
to
kind
of
something
just
exacerbates
them
several
months
later,
and
so
I
think
it
literally
is
just
it's.
G
You
know
a
novel
virus
and
I
think
we're
just
still
trying
to
learn
more
about
it,
but
I
think
it's
literally
the
right
place,
the
right
time,
the
right
person
and
there's
it's
it's
just
even
as
a
25-year
healthcare
provider,
myself,
it's
just
something
new.
So
we're
really
encouraging
everyone
to
steal.
G
I
think
everyone
has
coveted
fatigue,
not
masking
as
much
there's
still
a
statewide
mask
order,
and
even
though
there's
new
orders
that
have
came
out
by
the
governor
there's
still
a
statewide
mass
order,
we're
still
asking
everyone
to
avoid
indoor
gatherings.
If
you
can
and
just
take
some
personal
responsibility,
you
know
hand
washing
still
doing
employee
screenings
and
if
you
need
to
go,
get
checked
or
if
you
think
you
have
allergies
or
a
new
symptom
or
a
new
something.
Please
just
make
an
appointment
and
go
get
checked
and
not
expose
everyone
else.
G
G
C
Okay,
no,
I
think
I
understand
number
39,
the
second
one
pretty
good,
but
my
only
concern
I
wanted
to
ask
about
these
would
be
protecting
the
citizens,
public
information
and
actually
on
the
one
with
the
chambers
county
public
health
department,
in
greater
houston
connect.
I
just
want
to
make
sure
that
that
would
because,
when
I
was
looking
at
it,
it
looked
like
someone
could
get
in
there
and
get
your
information.
G
Yeah
and
so
that
your
concern,
it
was
my
concern
as
well,
so
the
greater
houston
health
connect
is
the
health
information
exchange
and
it
has
really
been
we're
connected
currently
through
the
greater
health
connect
methodist
with
the
methodist
system,
and
it
has
been
for
us
a
lifeline
because
we
have
a
very
difficult
time,
sometimes
just
getting
information
on
positive
cases
just
in
general
and
so
the
greater
houston
health
connect
has
multiple
health
departments
already,
as
well
as
all
other
health
systems
in
the
region.
G
Pretty
much
signed
up
or
they're,
currently
obtaining
contracts
to
get
them,
and
so
this
was
my
concern
also
is
is
how
do
we
make
sure
this
information
is
protected
on
on
our
positive
cases?
And
so
basically,
anyone
currently,
who
has
who
currently
say,
is
a
patient
either
of
methodist
or
hermann
or
local
health
care
provider.
G
Who's
currently
part
of
that
health
information
exchange
system,
they've
already
signed
their
privacy
release
or
when
they
update
their
trust,
sign
that
and
it's
just
a
secure
network,
and
so
we
exchange
information
in
that
way
and
if
they're,
not
part
of
that
health,
health
information
exchange,
their
data
is
not
exchanged,
and
so
basically,
what
this
does
is
that
if
they've
got
a
primary
care
provider
in
sugar,
land
or
somewhere,
who
this
information
is
you
know
it's
it's
just
it's
just
directly
put
into
their
chart.
G
In
the
same
thing,
it
just
allows
us
to
share
this
information.
We
did
a
powerpoint
presentation
with
them
with
the
ceo
and
it's
just
a
great.
It's
just
like
another.
G
Of
like
my
chart
and
it's
kind
of
like
we
currently
have
our
own-
you
know
medical
records
system
here
for
chambers,
county,
employee
health
and
wellness
center.
This
is
just
on
a
larger
scale
and
it's
very
protected
health
information,
but
it
allows
us
to
be
able
to
do
our
better,
a
better
way
to
do
epidemiology
case
investigations
when
we're
unable
to
locate
that
information.
But
it's
very
secure-
and
this
does
a
great
thing
for
us-
to
connect
us
to
our
regional
health
care
system
and
it's
a
great.
C
C
And,
like
I
said
on
the
other
one,
I
I
think
understand
that.
G
Yes-
and
this
is
yes
and
that's
through
the
one
of
the
grants
that
we
received,
so
this
is
going
to
allow
the
chambers
county
health
department
to
be
able
to
use
an
electronic
medical
record
system
so
again
advancing
us
to
the
next
level
all
right.
Thank
you,
mm-hmm.
Thank
you.
H
Marybeth,
what
someone
did
ask
me
about
a
pneumonia
shot?
What's
the
difference
in
that
flu
shot
in
pneumonia
shot
do
y'all
offer
that
do
y'all
recommend
that
what
is
it.
G
J
B
All
right,
thank
you,
ma'am
and
on
the
cover
19,
you
know,
I'm
sure
you
all
heard
that
the
governor's
order
ga32
allows
bars
to
open
back
up
to
50
percent
county
judge
has
to
agree.
We
discussed
this
worked
through
it.
It
seems
like
there's
like
four
establishments,
two
of
more
wineries
and
we've
I've
approved
to
go
forward
with
working
with
dc
to
go
forward
with
it,
allowing
that
to
happen
so
it
went
out
this
morning.
H
B
B
Is
okay
all
right,
we're
going
to
economic
development
and
tourism.
B
And
go
down
to
5.4
bj's
on
without
video
bj
all
right
morning.
Judge.
Can
you
hear
me
yes,
sir?
I
can
hear
you
can't
see
you,
but
I
can
hear
you
and
then
john
lenio
you're
on
here
for
this
item
correct.
Yes,
sir
good
morning,
okay
5.4
discuss
and
consider
potential
incentives
for
project
falcon
bj
I'll.
Let
you
start.
B
Don
lineal
john
big
jack,
tell
you
john,
is
or
john
could
tell
us
who
he
is
well
yeah.
J
I'll
introduce
myself
so
I've
become
john
lennio
with
cbre
and
we
represent
the
client
in
their
site
selection
efforts
for
the
distribution
center
that
we're
going
to
talk
to
you
about.
J
B
K
D
D
B
Let's
take
five
while
austin's
working
on
that
and
we'll
come
right
back
at
10.
03
a.m:
five-minute
recess;
okay,
all
right!
So
let's
go!
Let's
go
back
to
order!
It's
now:
10
10
a.m
and
bj,
yes,
judge!
We
can
see
you
screen
now.
K
All
right,
very
good.
Thank
you,
judge
the
commissioners.
This
is
a
and
you've
already
met.
John
lineo
he's
online
cbre
he's
representing
project
falcon.
What
you
have
before
you
is
an
overview
of
project
falcon.
There's.
K
A
certain
degree
of
familiarity
with
this
project
has
been
in
due
diligence
for
some
time
looking
for
sites
in
harris,
county
chambers,
county
and
areas
in
and
around
port
houston,
and
you
know,
given
the
nature
of
the
project
and
the
process
and
the
the
prospect
which
you
know,
they've
agreed
to
to
share
who
they
are
and
john
can
give
a
little
color
as
to
to
who
the
project
representative
is,
and
you
know
why
they
are
looking
at
chambers
county,
considering
the
cedar
port
site.
K
But
the
the
entity
is
floor
and
decor
and
they
have
been
conducting
their
due
diligence
under
the
project
to
name
project
falcon
for
some
time,
so
very
similar
to
the
process
that
the
county
and
court
had
entertained
for
project
rodeo.
Another
project
that
was
in
the
same
sort
of
due
diligence
process.
K
We
provided
an
overview
of
the
project,
the
project
profile
that
you
have
before
you
and
a
recommendation
related
to
incentives
because
of
certain
characteristics
associated
with
the
project,
so
the
project
profile,
that's
highlighted
in
the
five
bullets
that
are
noted
on
the
first
page
self-explanatory.
It's
a
significant
logistics
and
distribution
project.
Cedar
port
is
a
site
of
interest.
They
have
initiated
the
formal
due
diligence
process
with
cedar
port,
which
is
probably
going
to
span
at
the
latest
of
the
longest
anywhere
from
90
to
120
days.
K
The
competing
sites
are
baltimore,
maryland
and
savannah
georgia,
where
they
currently
have
operations,
but
once
we
go
through
the
overview,
you'll
see
the
rationale
for
them.
You
know
serving
or
trying
to
serve
certain
areas
from
the
from
the
from
texas.
It's
a
build
to
suit
project
one
and
a
half
million
square
feet.
The
anticipated
job
creation
is
182
jobs
by
year,
2027.
2027
and
baitable
investment
right
at
54.4
million
dollars.
K
So
I'm
just
going
to
scroll
up
here
just
to
go
through
and
if
you
recall
this
is
a
format,
that's
very
that's
been
presented
to
court
in
the
past,
particularly
for
project
courts.
K
Consuming
you
know
in
the
county,
under
this
area,
warehousing
and
storage,
and
so
you'll
note
the
significant
impact
here
and
then
the
multiplier
effect
cbre
had
provided
some
of
their
own
internal
analyses,
but
because
of
familiarity,
we
presented
this
for
you
today
and
you
can
see
the
multiple,
the
multiplier
effect
here:
1.2
1.3
and
then
1.17
so
again,
we'll
go
through
this
recommendation
and
then
go
through
the
the
overall
overview.
K
But
given
the
industry
sector
that's
being
presented,
which
is
continues
to
grow,
this
idea
of
sector
agglomeration
we've
spoken
about
this
in
the
past
you
know
the
the
accumulation
or
the
density
of
certain
industries
you
know
provides,
for
you
know
some
economic
advantages.
K
Such
a
fancy
term
is
to
to
describe
the
economic
impact
of
having
a
certain
density
of
industry
in
a
certain
area,
and
so
this
is
happening
in
in
chambers,
county
and
so
the
home
depot
project,
the
walmart
project,
the
red
bull
project,
the
ikea
project
and
then,
if
this
project
sites
in
in
in
champions
county
the
florin
de
corps,
it
creates
certain
economic
advantages
and
competitive
advantages
that
lend
themselves
well
for
continued
growth.
K
K
We're
gonna
scroll
through
the
presentation
and
john
feel
free
to
enter.
You
know
in
interject
anyway,
anytime
you
feel
like
to
so
this
is
the
the
multi-state
coverage.
Let
me
try
to
go
to.
J
J
So
when
the
when
the
facility
is
up
and
running,
we
expect
to
basically
deliver
about
200
million
dollars
of
goods
throughout
the
10th,
see
canada,
north
dakota
all
the
way
south
to
texas
on
the
current
distribution
right
now
serving
those
states
we
serve
at
a.
We
have
a
smaller
distribution
center
in
harris
county,
and
we
also
serve
this
territory
out
of
our
savannah
dc.
K
These
are
some
of
the
potential
transportation
impacts,
drayage,
outbound
and
inbound.
You
know,
by
truck.
K
These
are
the
types
of
jobs
that
are
going
to
be
created
through
the
full,
build
out
of
2027
you'll.
Note
that
distribution,
forklift
drivers,
merchandise,
handlers,
coordinators,
very,
very
typical
for
this
sector,
the
average
wage
of
the
jobs
or
salaries
that
are
noted
here
is
right
at
52
000
a
year
and
that's
consistent
with
the
analysis
for
transportation
and
warehousing
and
warehousing
in
chambers.
J
County
and
bj
I'd
also
like
to
mention
judging
commissioners
that
labor
is
a
big
piece.
After
we
kind
of
factor
in
transportation
and
getting
product
in
and
out
of
the
port,
can
we
find
182
qualified
candidates
within
chambers
county
in
your
region,
and
the
good
news
is
you've
been
building
that
density,
and
you
know
we
found
that
there's
there's
a,
I
think,
a
good
allowance
of
people
with
the
skills
that
we
need
to
find.
So
as
bj
was,
you
know
mentioning
just
from
the
uplift
of
building
this
kind
of
industry
cluster.
K
Thank
you
john.
I
just
want
to
add
some
additional
insight
related
to
you
know
this
profile
of
job
creation,
the
the
folks
who
would
be
working
in
stockers
and
art
or
fillers
for
a
project
like
this,
you
know,
would
transition
from
the
fast
food
industry
or
those
who
are
working
at
retail
as
cashiers
folks
who
are
working
as
waiters
and
waitresses
that
are
not
working,
unfortunately,
because
of
the
pandemic
folks,
who
are
working
as
custodial
workers
or
janitors
and
hosts
and
hostesses
those
in
hospitality.
K
So
you
know
the
idea
or
the
ability
to
attract
workers,
as
john
mentioned
is
going
to
be
even
more,
I
guess
exact,
if
you
will
you
know,
and
because
of
the
availability
of
the
workforce
and
underemployment
and
unemployment
due
to
covet.
K
So
this
is
a
profile
of
the
wage
and
job
creation
over
from
2022
at
start
up
to
2027
and
you'll
note
the
basis
of
the
analysis
that
I
mentioned
earlier,
looking
at
the
annual
economic
impact
of
150
jobs
is
associated
with
the
midpoint
range
there,
but
these
average
salaries
are
for
the
floor
workers
of
those
folks
who
are
going
to
be
actually
helping
and
working
in
the
warehouse.
K
Again,
this
is
the
data
that
we
have
to
confirm.
You
know
project
salaries
for
those
folks
in
the
for
the
laborers
and
material
movers.
You
know
right
at
26
above
the
houston
metro,
so
the
starting
wage
at
39
000
is
essentially
nine
thousand
dollars
more
than
the
houston
metro,
and
you
know
this-
these
jobs
lend
themselves
to
a
good
gender
mix
as
well.
K
So,
as
I
noted
earlier,
the
competing
sites
are
existing
operations
in
baltimore
and
savannah
georgia.
The
requirement
new
construction
is
1.5
million
square
feet.
The
time
line
for
the
project
is
to
make
final
determination
in
the
fall
of
2020
start
construction
in
2021
and
then
go
live
in
2022.
john.
Could
you
give
just
a
thumbnail
sketches
to
you
know
the
competing
sites
in
baltimore
and
savannah,
and
some
of
the
advantages
that
they
have
over
the
chambers
county
side?
If,
in
fact,
that's
good.
J
Yes,
so
foreign
decor
basically
initiated
new
builds
of
right
between
a
million
and
million
and
a
half
square
feet,
both
in
the
port
of
baltimore
and
the
port
of
savannah.
J
J
There's
there's
plenty
of
available
land
should
we
should
the
client
wish
to
expand
in
the
port
of
baltimore
compared
to
chambers,
county
and
similarly
for
savannah
the
company
has
excess
land
that
it
owns
energy
expansion,
the
economic
decision
that
the
clients
looking
for
is
you
know
one
at
logistics
friendly.
So
obviously
the
port
of
houston
is
ideal
for
hitting
the
you
know
the
strip
in
the
middle
of
the
country
up
to
canada,
but
then
they
also
look
at
at
overall
cost.
J
So
tax,
rail
and
personal
property
taxes
are,
you
know
without
without
an
abatement
are
higher
in
chambers
county
compared
to
the
two
other
locations
and
in
addition,
there's
inventory
tax
in
chambers
county
that
we
don't
have
in
georgia
and
maryland
by
default.
B
K
K
This
is
a
just
another
perspective
with
respect
to
economic
impact.
You
know
based
upon
construction
and
operations
over
a
10-year
period.
John,
do
you
want
to
add
anything
here.
J
Well,
I
can,
I
could
give
you
a
tongue-in-cheek
comparison,
and
the
typical
super
bowl
is
about
500
million
in
economic
activity,
so
about
two-thirds
of
a
super
bowl
over
10
years.
K
That's
good
yeah,
yeah
yeah,
so
the
the
gap
analysis
that
john
earlier
mentioned.
You
know
when
you
look
at
comparative
analysis
between
the
baltimore
site
and
the
baytown
site.
Labor
costs
are
going
to
be
essentially
the
same.
K
Sales
taxes
show
a
disadvantage
in
the
area.
Inventory
taxes
are
going
to
be
key
because
inventory
taxes
are
going
to
be
generate.
You
know
some
offset
and
have
that
sort
of
cascading
effect
throughout
the
county,
real
estate,
taxes,
as
john
mentioned
personal
property
tax
and
then
preliminary
savings.
So
looking
at
the
competitive
analysis
between
baytown
and
the
baltimore
site,
there's
a
20.1
million
delta
which
lends
itself
to
the
request
for
abatements.
K
So
what
you
have
here
is
a
a
model
based
upon
53.3
million
dollars.
The
idea
there
is
the
assumption
is
to
discount
the
54.4
million
in
available
value
by
two
percent,
just
as
a
as
a
hedge
and
then
looking
at
appreciation
and
value
over
a
ten-year
period.
So
what's
modeled
here
is
a
net
effect
of
sixty
percent
and
so
the
the
recent
abatement
that
was
approved
by
the
court
for
project
quartz,
you
know
essentially
provided
for
a
net
55
tax
abatement.
F
K
Yes,
yeah
the
the
the
city
of
baytown,
the
only
two
you
know,
they've,
obviously,
as
john
is
hired
to
do.
They've
asked
for
more
incentives
from
various
taxing
entities,
but
the
two
that
are
going
to
be
applicable
are
going
to
be
the
the
county
and
the
city
of
baytown
and
the
industrial
district
agreement,
and
so
they've
started
dialogue
with
the
city
of
baytown.
You
know
who
they
really
understand,
given
the
economics
and
the
economy
that
we're
in
right
now
are
really
you
know,
working
with
us.
K
C
B.J
on
the
inventory
tax,
I
think
it
was
like
three
million
dollars
trying
to
grow
back
to
that
slide
of
that.
How
much
of
that
would
be
for
the
county.
C
J
K
Yeah,
let
me
do
a
quick.
Let
me
quick
john
correct
me
if
I'm
wrong,
but
these
are
these
are
taxes
based
upon
value
average
inventory
over
time
is
about
40
million
dollars,
correct
right,
yep,
so
good
question,
commissioner:
let's.
D
K
That's
216
000
a
year
for
the
county.
C
Okay
and
on
the
job
creation,
it
was
182
by
2027..
J
So,
in
our
first
year
of
operation,
2022
we'll
have
about
115.,
that's
the
majority
of
the
growth
and
then
so,
there's
an
add
of
you
know,
14
by
23
and
add
a
10
during
24
and
out
of
eight
in
2025
and
we're
expected
to
see
a
little
bit
more
of
a
annual
between
25
and
27,
as
the
business
continues
to
grow.
So
in
those
two
years,
commissioner,
that's
what
about
35
jobs
incrementally
so
starting's
115?
That's.
I
K
Sure,
if
I
get
back
through
here
and
yeah
you
again,
the
commissioners
have
seen
these
reports
in
the
past,
but
the
indirect
and
induced
jobs.
You
know
for
every
direct
job.
There
are
indirect
and
induced
effects
throughout
the
economy,
and
so
the
eight
that
are
noted
here
for
indirect
and
then
22
are
related
to
those
supporting
or
impacted
industries
that
is
driven
by
consumption.
K
And
so
this
model,
which
looks
at
sales
and
output,
makes
an
assumption
that
bringing
150
employees
into
the
county
will
cascade
through
the
county
in
retail
supplies,
the
supply
chain
and
other
entities
or
other
areas
of
the
company.
The
economy
that
have
are
impacted
indirectly
that
result
in
job
creation
and
then
the
indirects
and
induced
are
interoperable.
They
have
an
impact,
so
the
consumption
induces
other
consumption
that
cascades
through
the
the
entire
county
economy.
So
the
classic
example.
K
C
One
more
quick
question:
I
asked
and
you
know
that's
all
I've
got.
Are
we
considering
a
381
to
go
along
with
this,
or
would
it
just
be
just
a
flight
abatement.
K
K
This
consider
the
the
recommendations
consider
the
10-year
term.
What
the
what
floor
in
the
corps
is
needing
as
part
of
their
due
diligence
is
to
be
able
to
get
confidence
that
they're
going
to
be
able
to
get
the
incentives
from
the
county
and
and
the
city
is
part
of
their
due
diligence,
and
so
it's
critical
to
that.
K
Obviously,
they
can't
apply
for
abatement
anything
until
they
get
property
under
control,
but
this
would
be
essentially,
you
know
saying
that
you
know
today
the
court
took
action
in
saying
that,
upon
further
approval
that
the
court
would
move
forward
with
entering
into
an
agreement
that
resulted
in
60
debate.
C
B
Yeah
you're
proving
the
potential
like
it
says
for
10-year
abatements
yeah,
that's
for
the
abatement
right
now.
K
That
is
correct,
judge.
In
the
past
the
judge
silvia's,
the
court
has
approved,
allowed
the
the
court
to
produce
a
letter
again
pending
final
court
approval
of
the
agreement
that
these
would
be
the
term.
F
B
Second,
it
judge
question
by
commissioner
cohen
second
by
commissioner
tys.
No
other
questions.
Those
in
favor
opposed
motion
carries.
Thank
you,
john
dj.
If
you
want
to
stay
home,
we'll
get
your
other
items
all
right.
Thank
you.
Jeff
5.1
discussion
consider
partial
assignment
of
the
clay
partners
cedar
by
city
report,
phase
three
number:
one:
lp
and
clay
partner,
cedar
port
phase,
three
number:
two
and
lp
tax
abatement
agreement
to
exeter
b.j.
K
Thank
you
judge.
In
march
of
2019,
the
court
entered
into
agreement
with
clay
partners,
cedar
port
phase
three
number
one
lp
and
clay
partners,
cedar
port
phase,
three
number:
two
lp
for
property,
that's
located
in
the
clay
development,
clay
partners
for
2019
reinvestment
zone
and
so
currently
because
of
marketing
conditions,
and
otherwise
the
the
second
building
was
not
ever
started,
and
so
clay
partners
is
currently
in
negotiations
and
under
contract
to
sell
the
building,
which
is
cedar
port
phase.
K
Three
number
one
to
exeter:
five,
three,
fifty
three:
thirty
five
seed
report,
lp
or
exeter
real
estate
group.
This
is
a
international
firm,
they've
got
offices,
you
know
all
over
the
world
and
so
the
it's
anticipated
that
sale
will
close
on
or
about
october
20th.
What
they're
requesting
is
consent.
K
You
know
per
the
allowance
for
consent
to
assign,
in
section
nine
of
the
agreement,
to
assign
the
tax
abatement
and
tax
abatement
terms
to
exeter
as
part
of
the
sale
which
is
allowed
for
and
then
they're
also
requesting
that
the
current
I'm
sorry
they're
also
requesting
that
the
agreement
be
separated.
However,
there's
a
technicality
there,
you
know
the
one
of
the
stipulations
in
the
agreement
is
that
construction,
you
know,
has
to
be
started.
You
know
within
one
year
and
obviously
the
second
building
is
not
under
cons
under
construction.
K
And
then
they're
also
requesting,
which
again
is
not
allowable
because
of
the
one
year
term.
That's
expired
that
the
agreement
can
remain
in
favor
of
the
second
part.
They
wanted
to
split
the
agreement
to
two
separate
abatement
agreements
so
that
the
agreement
could
remain
in
place
in
favor
of
clay
partners.
Now
the
court
can
take
action
when
you
know,
given
that
the
intent
of
the
court
was
to
approve
the
abatement
back
in
march
of
2019
for
both
buildings,
but
technically
the
abatements
can't
be
split.
Essentially
assignment
is
being
requested.
K
If
the
court
agrees
to
the
assignment,
that's
one
action
and
then
would
amend
the
agreement
to
reflect
the
assignment
and
then
also
to
reflect
the
new
boundaries
that
are
noted
on
the
attachment
and
assignment
would
only
apply
to
building
number
one.
B
So
then,
on
five
three
would
start
the
abatement
on
the
on.
Above
I'm
sorry,
five
three
discuss
the
center
knows
the
public
hearing
to
approve
the
many
clay
partners,
so
that's
all
pertaining
to
what
we
would
do
above.
Yes,
that's.
K
Correct
yeah
the
30
day,
if,
in
fact,
the
court
agrees
to
the
partial
assignment
today
and
then
also
consider
the
amendment
to
reflect
the
assignment
and
the
separation,
if
you
will
the
notice
for
public
hearing
to
present
the
amended
agreement
to
the
public
would
start
so
essentially,
building.
B
K
Is
a
building
number
one
they're
requesting
that
consent
by
the
county
as
allowed
for
and
provided
for
under
section
9
of
the
agreement
to
assign
or
to
partially
assign
building
number
one
to
exeter
and
then
building.
F
B
All
right,
so,
let's
go:
let's
go
to
five
one
for
the
partial
assignment
of
clay
partners
and
I'll
entertain
a
motion
summer.
Second,
most
about
commissioner
cohen.
Second,
back
to
mr
ties,
any
questions
a
favor
hi,
mr
kerry's
5-2,
discuss
consider
amendment
to
the
so
we're
going
to
we're
going
to
approve
this
amendment
pending
the
public
hearing
b.j,
yes,
sir,
so
that
that's
the
motion
it
sounds
like
needs
be.
May
yes.
K
And
the
draft
judge
the
the
draft
amendment
and
the
consensus
topple
and
everything
that's
required
to
amend
and
assign
can
be
presented
at
the
next
court.
Okay,.
K
It's
a
just
discussion
topics,
commissioner,
you
know
the
the
idea
is
assignment
is
one
thing
a
men
to
reflect
the
assignment
is
another
and
then.
B
K
No,
it's
it's
a
today
starts
the
the
30-day
clock.
That's
right,
and
that
would
be.
That
would
be
the
1124
court.
Okay,.
B
All
right
so
I'll
entertain
a
motion
to
put
out
the
notice
of
public
hearing
slow
move.
Judge
second
question:
my
commissioner
second
by
commissioner
combs.
B
B
B
Good
morning,
sir,
if
you'll
introduce
yourself
for
the
record.
L
Sure
well,
thank
you,
judge,
silverman.
Thank
you,
commissioners
for
letting
me
be
here.
My
name
is
john
manning
and
I'm
a
partner
with
the
accounting
firm
of
patel
brown
and
hill
and,
if
y'all
remember
the
fy
19
fiscal
year,
the
county
went
out
for
bids
and
our
firm
was
selected
to
perform
that
fy
19
audit
and
I'd
like
to
go
over
some
of
those
that
report
now,
if
you
guys
have
time.
Yes,
sir.
C
L
What
I'm
gonna?
I
have
a
paper
copy
in
front
of
me,
so
when
I
say
a
page
number,
that's
actually
going
to
be
the
page
number
of
the
report,
not
the
page
number
of
the
pdf.
Does
that
make
sense?
Yes
great?
Well,
I'm
going
to
start
with
page
one
and
don't
worry,
I'm
not
going
to
go
over
every
page
of
the
report,
because
this
is
a
big
one.
But
page
one
starts
our
independent
honors
report
and
that's
really
the
just
of
why
we
were
here.
L
L
Unmodified
is
the
highest
level
that
we
can
offer.
It's
called
unmodified
because
we
did
not
have
to
modify
the
report
for
anything
missing
from
the
county's
records
or
transactions
that
we
were
not
able
to.
You
know
fully
understand
what
happened
or
any
sensitive
type
disclosures
that
we
couldn't
wrap
our
hands
around,
though
again
the
amount
of
grants
that
you
guys
get
and
periodically
going
out
having
an
unmodified
opinion
is
extremely
important,
and
that
has
that's
not
just
something
that
we
did
or
the
auditor's
office
did.
L
That's
something
that
the
entire
county
participated
in,
because
we
went
out
to
sanitation
golf
course.
You
know
all
the
fee
offices
and
everybody's
everything
they
gave
us
was
in
very
good
working
order.
Everybody
is
extremely
punctual
with
getting
us
things,
so
that's
a
county-wide
effort
to
get
an
unmodified
opinion,
and
I
just
wanted
to
make
sure
that
I
shared
that
with
you
guys,
starting
on
page
three
is
the
management's
discussion
and
analysis
and
if
you're,
not
an
auditor
or
an
accountant.
This
is
where
I
would
spend
a
lot
of
time.
L
Looking
at
the
report,
it's
the
only
place
anymore,
that
has
comparative
information
and
it
also
kind
of
narratively
breaks
down
what
happened
during
the
year.
Large
capital
asset
purchases,
new
debt.
It
also
had,
if
you'll
look
on
pages
six
and
seven,
as
I
mentioned,
you
can
kind
of
line
up
18
versus
19,
and
you
can
see
different
things
that
happened
during
the
year.
You
know
how
you
did
this
year
versus
last
year.
L
It
also
on
page,
eight
nine,
really
good
graphs,
showing
how
your
revenues
break
down,
and
you
know
by
different
type.
It
shows
how
your
expenses
are
by
function.
It
just
lets
the
readers
kind
of
get
a
really
good
idea
of
what's
going
on
with
converse
county
also,
if
I'm
going
through
a
part
of
this,
and
you
have
it
flagged.
If
you
need
to
stop
and
ask
me
a
question,
please
interrupt
me
and
I'll
try
to
address
it
as
soon
as
I
can.
A
A
L
Okay,
can
you
can
you
gary,
commissioner
nelson,
can
you
show
me
which
page
you're
on
so.
A
I
mean
that
I'm
on
pdf,
I'm
looking
at
page
three.
You
know,
like
the
you
know,
the
last
sentence
that
we
believe
our
and
then
says
a-u-I-t.
The
d
is
missing.
I
mean.
A
A
C
Do
you
say
yours,
one
of
those
two
yeah
I've
got
the
same
thing
and
it's
actually
throughout
the.
A
B
L
You
always
you
know,
this
is
a
team
effort.
We
help
prepare
the
kafir.
So
if
there's
some
issues
there,
you
know
every
single
set
of
eyes
that
can
look
at
this,
gets
it
as
correct
as
it
possibly
can
be,
though
we
appreciate
you
know
you
taking
the
time
to
look
at
it.
Let
us
know
just
in
case
you
know
we're
human.
Sometimes
things
happen,
but
I
I
do.
L
Well,
if
you'll
look
at
page
12
of
the
report,
this
is
where
your
actual
financial
statements
start.
This
is
a
statement
of
net
position
and,
if
you
all
recall
this
is
about
the
12th
or
13th
year
that
we've
actually
had
this
type
of
financial
statement
set
up
and
if
you
look
in
that
first
column
called
governmental
activities.
L
So
if
you
look
down
at
the
bottom
there,
you
can
see
that
that
total
net
position
is
a
little
over
almost
94
million
dollars,
which
is
a
very
good
position,
just
be
mindful
that
60
million
of
that
is
essentially
capital
assets
that
you
know
can't
really
be
turned
into
something
liquid
very
easily
a
lot
of
infrastructure,
a
lot
of
things
like
that,
but
in
your
unrestricted
you're,
a
little
over
11
million
dollars,
which
is
very
good
so
again,
everything
here,
your
cash
ended
up
at
about
48.5
million.
L
You
have
some
restrictive
cash
for
capital
projects
that
are
bond
funds
and
different
things
that
are
being
spent.
Those
are
about
28
million
dollars.
L
So
it
looks
like
on
this
level
of
financial
reporting,
your
reserves,
look
in
good
working
order
and
there's
nothing
on
this
balance
sheet
that
stands
out
to
us
as
something
that
looks
like
it's
trending
into
something
that
could
cause
a
problem.
So
you
know
for
for
a
county
your
size
with
the
growth,
your
your
debt
levels
are
good,
so
I
think
if
we
can
continue
with
that,
we
should
be
in
good
shape.
If
you
look
at
page
13
and
14.
L
This
is
an
income
statement,
but
it
kind
of
works
across
for
the
expenses
being
on
the
far
left
and
your
revenues
across.
But
if
you'll
look
there
in
the
governmental
activities
there
on
the
bottom
of
page
14,
you
were
able
to
add
to
net
position
in
both
your
business
type
and
your
governmental
activities.
L
The
governmental
activities
added
about
8.5
million,
predominantly
a
bulk
of
that
was
for
grant
funds
that
came
in
for
cdbg
and
for
some
hurricane
cleanup.
So
those
revenues
went
in
and
were
able
to
add
to
that
net
position
total.
So
again,
if
you
look
at
this
year
versus
last
year,
you'll
see
some
changes,
but
all
in
all,
nothing
stood
out
to
us
is
something
that,
like
we
said,
looks
like
a
potential
issue.
L
If
you
look
at
page
15
and
16,
this
is
more
of
the
way
that
we're
used
to
looking
at
the
financials
and
the
way
that
you
guys
work
on
your
budgets.
This
is
your
general
fund,
your
road
and
bridge
debt,
service,
capital
projects,
health
services,
tax
and
arboretum.
L
All
of
those
meet
the
financial
levels
to
be
presented
individually,
so
they're
all
shown
here
by
themselves
all
of
your
other
funds,
which
are
predominantly
records
management,
some
of
those
fee
driven
accounts
that
have
to
have
be
spent
on
certain
things
grants.
Those
are
all
here
in
your
non-major
governmental
column.
L
Again,
some
of
the
numbers
that
stand
out
here,
a
lot
of
cash
reserves
and
we
have
receivables
of
about
43
million
and
that's
because
of
the
timing
of
your
calendar.
You've
got
a
huge
property
tax,
receivable,
that's
in
there.
That
probably
doesn't
come
in
until
january.
L
Most
of
that,
so
that's
really
all
of
your
biggest
numbers
there
accounts
payable,
which
are
services
that
were
rendered
before
year-end,
but
not
paid
for
until
after
we're
about
6.8
million
and
then
again
you
can
see
that
large
deferred
inflow
liability
number
and
that's
the
offset
to
the
big
receivable
for
property
tax
receivables
that
will
come
in
january.
L
So
again,
looking
at
this,
if
you
look
at
your
fund
balances,
all
of
them
are
in
really
good
position.
Your
general
fund
is
about
19.5
million
on.
L
About
45
million
dollars
worth
of
expenditures,
gfoa
recommends
having
reserves
of
about
three
and
a
half
months
so
you're
over
that,
which
is
great,
I
mean
you,
can
see,
there's
a
lot
of
governments
that
don't
have
reserves
and
when
you
get
into
things
like
this
totally
unexpected
things
that
you
don't
know
how
long
they're
going
to
last
having
those
reserves
is
huge.
So
if
you
look
on
page
18,
obviously
some
of
the
numbers
that
stand
out
there,
your
property
taxes
which
came
in
about
50,
almost
57
million
dollars
all
funds.
L
There
also
have
some
sales
tax
numbers
in
there
as
well.
But
again,
everything
here
came
in
exactly
in
line
with
our
projections
of
you
know.
When
we
talk
to
the
client,
read
the
minutes,
see
the
things
that
occurred
at
the
county.
You
know
when
we
see
x
amount
of
expenditures
go
up.
We
were
able
to
back
that
up
with
with
documentation
showing
why
certain
things
went
up
or
down,
and
everything
looked
really
good
here,
page
21
and
22.
L
Again,
if
is
your
solid
waste
airport
and
golf
course,
so
those
are
presented
there
because
they're
generating
a
fee.
That's
how
they're
paying
for
these
services
by
generating
fees,
they're
required
to
be
shown
like
this
by
themselves
on
this
and
again,
nothing
here
on
the
balance
sheet
or
income
statement
is
out
of
the
ordinary
or
or
something
that
we
need
to
spend
a
lot
of
time.
On
one
thing:
if
you
look
at
page
59
and
60,
if
you'll
remember,
this
is
the
fifth
year
that
we've
had
to
include
the
county's
pension
liability.
L
You
know
y'all
participate
in
tcdrs,
they
take
money
out
of
your
check,
the
county
matches
it.
They
send
that
to
tcdrs,
and
then
they
they
come
up
with
an
estimated
liability
of
what's
owed
and
offset
it
with
the
amount
of
assets
that
you
guys
have,
and
then
they
call
what
they
come
up
with.
What's
called
a
net
pension
liability
and
if
you
look
over
on
page
60,
it
went
from
about
5.6
million
dollars
last
year
to
about
almost
14
million
dollars
this
year.
L
L
We've
got
some
obligations
out
there
we're
trying
to
estimate
what
those
are
going
to
cost,
but
the
only
way
this
impacts
you
in
your
budget
is
the
amount
that
they
ask
the
county
to
pay
their
rate
and
what
they
take
out
of
the
employees
check.
So
this
liability
is
kind
of
out
of
your
control
and
that's
one
of
the
reasons
why
those
liabilities
increased,
but
this
isn't
something
that
you
all
went
out
not
to
move
or
anything
like
that.
It's
more
of
a
market
reaction.
L
Same
thing,
on
page
63.,
if
you
all
remember,
y'all,
started
sending
some
funds
in
for
your
health
retirement
plan
and
if
you'll
look
this
year,
that
ending
liability
went
from
6.6
million
down
to
5.5
million,
so
a
little
over
a
1.1
million
dollar
decrease
there.
So
that's
really
good
to
see.
We
have
a
lot
of
these
plans
where
that
number
is
really
large
and
people
are
kind
of
not
wanting
to
mess
with
it.
L
This
is
a
big
deal
if
you
look
at
page
55
and
56.
This
is
your
budget
to
actual,
and
one
of
the
things
that
we
really
like
to
see
is:
are
you
guys
is
the
county
following
and
kind
of
adhering
to
the
budget?
We
know
that
during
the
year
things
change
there
needs
to
be
amendments,
done
things
like
that.
If
you
look
down
on
pages
55
and
56,
you
guys
have
positive
variances
in
every
single
department,
which
means
that
those
budget
amounts
are
being
monitored.
L
You're,
not
just
overspending.
If
there
are
areas
where
monies
need
to
be
moved,
the
court
and
the
auditors
are
making
sure
that
those
amendments
get
made.
So
that's.
This
is
a
really
good
control
document
and
as
a
as
a
as
a
member
of
the
public,
looking
at
this,
it's
good
to
see
that
there's
some
fiscal
adherence
to
the
budget
and
that
you
guys
are
staying
under
expenditure
on
that
dock.
L
L
I
don't
know
how
much
time
you'll
ever
spend
looking
at
this,
but
this
is
the
statistical
section
where
it
has
about
10
years
of
trend,
information
on
various
different
things
throughout
the
county,
debt
levels,
revenue
levels-
and
it's
kind
of
neat
to
go
through
here.
If
you
want
to
take
a
look
and
go
back
and
look
at
10
years
and
how
much
the
county
has
grown,
how
much
their
principal
taxpayers
have
changed?
L
L
There
was
only
a
few
we
make
sure
those
got
updated,
so
we
feel
strongly
that
this
report
will
again
get
the
award
for
financial
reporting
excellence
from
the
gfoa,
which
again
is
something
that
the
county
doesn't
have
to
do.
L
L
Also.
We
also
issued
a
separate
report.
That's
called
a
single
audit
and
if
you
remember,
if
you
guys,
spend
over
750
000
of
federal
funds,
we
have
to
look
at
certain
programs
depending
on
their
dollar
levels,
and
this
year
we
had
to
look
at
cdbg,
which
is
the
0.228
number
and
your
fema
grant
hurricane
mitigation.
L
Took
a
long
time
to
get
the
information,
but
once
we
got
it,
everything
was
in
very
good
working
order
and
we
did
not
have
anything
that
rose
to
the
level
of
a
significant
deficiency
or
over
material
weakness
for
the
county
in
regards
to
government
auditing
standards
or
the
spending
of
federal
dollars.
So
that's
really
really
good.
L
H
L
I'll
be
glad
to
talk
about
those
things,
but
just
know
that
the
numbers
that
you're
getting
in
your
you
know
when
you
get
updated
at
your
commission
or
court
meetings.
Those
numbers
are
very
good
because
we
did
not
have
to
do.
F
F
A
L
Good
and
and
commissioner,
this
goes
for
all
of
y'all.
If
you
get
into
that
because
I
know
it's
a
200
page
document,
there's
a
lot
of
information
here.
Please,
if
you
see
something
that
you're
curious
about
or
have
questions
on,
do
not
hesitate
to
reach
out
to
us
we'd
be
glad
to
help
as
much
as
we
can.
C
C
H
L
C
L
D
B
L
We
really
appreciate
being
selected
to
perform
the
audit.
I
really
hope
that
next
year
we'll
be
able
to
present
in
person
and
get
face-to-face
with
you
guys,
and
we
really
appreciate
you
accommodating
us
and
and
letting
us
do
this
on
zoom
at
some
point,
we'll
be
back
to
normal
and
we'll
get
down
and
we'll
get
down
there
and
present
it
like.
We
would
rather
do
in
person.
B
B
I
had
aaron
pull
some
numbers
for
me,
so
2019
we
received
36
371
dollars
to
assist
in
proving
the
engine
defense
and
we
spent
553
000
nearly
for
innogen
defense,
that
is
district
county
court,
so
judge.
C
C
Unfunded
mandates,
just
a
quick
question:
are
we
actually
participating
in
the
study.
C
C
B
Question
about
commissioner
combs
that
go
back
to
mr
tice
favor,
all
right.
Oh,
the
motion
carries
one
two
consider
proclamation
designated
october
4
through
10
2020
is
national
4-h
week
in
texas
and
command
the
4-h
development
program
of
the
texas
stadium,
agrilife
extension
service.
Commissioner
guard,
would
you
read
that
please.
H
Whereas
the
program
undoubtedly
could
not
achieve
the
success
that
it
has
today,
where
it's
not
for
the
service
of
the
more
than
22
thousand
volunteers
who
have
given
generally
of
their
time,
talent,
energies
and
resources
to
the
youth
of
texas.
Whereas
throughout
its
proud
history,
the
4-h
program
has
developed
positive
role.
Models
for
the
countless
texans
throughout
its
innovative
and
inspiring
program
continues
to
build
character
and
instill.
The
values
that
have
made
our
state
strong
and
great.
H
Now,
therefore,
be
it
resolved
that
the
texas
of
the
chambers
county
commission
court
hereby
designate
october
4th
through
the
10th
2020.
That's
national
4-h
week
in
texas
and
command
the
4-h
youth
development
program
of
the
texas,
a
m
agrilife
extension
service
and
the
many
men
and
women
who
have
made
this
program
a
success.

H
D
B
Judge
god's
done
a
good
job
for
us,
he's
represented
us
well
and
he's
represented
the
state.
Well,
so
I
know
he'll
appreciate
those
in
favor
opposed
motion
carries
all
right,
run,
bridge
corey's,
waiting
patiently
well
he's
waiting
anyway,
all
right,
3.1
discussing
setting
your
public
hearing
for
the
band
abandoning
a
thirty-five
as
well
as
a
60
foot,
right
away
on
elm
drive
and
the
7
acres
subdivisions
requested
by
maryland.
B
G
B
B
F
Cory!
Okay,
so
as
as
shown
here.
H
This
president
has
requested
this:
we've
looked
at
it
and
have
no
stanford
hearing,
judge.
E
B
E
B
F
D
B
You
got
to
get
up
here
a
little
closer.
I
guess
before.
Let's
take
a
let's
take
a
quick
recess
about
five
minutes
and
we'll
come
back.
B
B
E
All
right
so
3.1,
this
is
a
right
of
way
that
has
not
ever
been
utilized
and
we
have
no
desire
to
build
a
roadway
on
this
section.
We
have
no
issue
with
the
request
from
maryland
or
yak.
Probably
shouldn't
have
tried
that
butchered
that
I'm
sure,
but
we
have
no
issue
with
that,
so
I
would
recommend
approval
from
the
court.
C
Hey
corey
I've
tried
real
hard
to
figure
out
where
this
right
away
was.
H
H
Yeah
I'll
make
a
motion
that
we
sent
me
for
a
public
hearing.
H
B
All
right,
so
I
got
a
motion
set
for
public
hearing
by
commissioner
gore.
Second,
I
did
okay
by
commissioner
nelson
and
you
know
is
that
public
hearing
going
to
be
next
court.
B
A
B
Okay
got
a
motion;
second,
those
in
favor.
Oh,
those
motion
carries
three
point:
two
discussion:
requests
from
usa,
young
quest
industrial
park
to
exempt
from
requirement
to
remove
fences
from
drainage
and
says
bonded
upon
june
2020
between
baytown
chambers,
county
usa,
young
quest
industrial
park.
I
understand
that
must
be.
We
need
to
table
that
is
that
right,
billy
corey.
C
I
E
Okay,
so
1409
is
moving
along
pretty
well.
Currently,
we
have
spent
out
seven
a
little
over
7.6
million
dollars
on
1409
of
the
roughly
18
19
million
dollar
project,
so
it's
currently
40.44
complete
and
they've
only
utilized
25
of
their
time.
So
that
is
a
good
sign
that
it's
going
well.
We
only
have
three
change
orders.
We
have
a
fourth
one
kind
of
in
the
in
the
that
we're
looking
at
now,
but
relatively
they've
been
pretty
low
change
order
costs,
so
things
are
being
held
in
order.
E
We,
you
know,
we've
got
some
issues
with
some
utilities
out
there.
It's
gonna
be
a
bit
of
a
problem
moving
forward,
maybe
towards
the
end,
but
things
are
moving.
We've
got
some
coordination
that
we've
done
between
the
property
owners
and
txdot,
and
the
project
on
some
driveway
type
situations
that
look
to
be
progressing.
Okay,
we've
been
working
with
the
city
and
angel
brothers
on
coordination
with
where
perry
crosses
the
facility
and
just
to
make
sure
that
we're
coordinating
elevations
and
all
where
that
all
pans
out
correctly.
E
Currently,
the
schedule
shows
that
next
august,
it
would
be
we'd,
be
working
on
the
punch
list.
Basically,
for
you
know,
maybe
final
cleanup
and
so
sometime
around
probably
the
end
of
september
first
part
of
october,
looking
at
maybe
completing
the
roadway
segment
of
1409.
E
Let's,
I
guess
one
item
that
could
be
of
an
issue
that
we
need
to
probably
look
at
now.
I
know
the
commissioners
on
the
west
side
are
probably
getting
requests
with
lanai,
especially
some
of
the
issues
we've
had
recently
with
the
alumni
subdivision
being
kind
of
trapped
inside
their
subdivision
or
not
being
able
to
get
to
it
because
of
issues
on
I-10.
E
Wanting
a
alternate
route
out
they've
been
requesting
that
for
years
it
is
possible
that
the
south
segment
could
be
completed
around
february
time
frame
of
this
coming
year.
So
the
issue
would
be
if
they
complete
the
south
side
and
we
open
it
up
and
it's
open
for
what
are
you
looking
at
eight
nine
months?
E
Any
damage
that
occur
txdot
would
want
us
to
correct
or
repair
prior
to
them,
taking
over
they're
gonna,
want
it
in
perfect
condition.
So
initially
you
know
the
thought
had
been
that
we
would
get
the
base
down
and
we
would
leave
the
surface
right
to
the
end.
So
we
would
have
a
brand
new
surface
prior
to
selling
the
project
to
txdot.
E
But
I
don't
know
it's
just
something
that
I
know
that
we're
going
to
be
getting
some
pressure
from
the
public
to
to
look
at.
So
it's
something
we'll
need
to
discuss
moving
forward,
and
you
know
when
it
gets
a
little
bit
closer.
We
can
look
at
that.
The
other
thing,
so
the
I-10
bridge
for
1409
we're
still
pro
going
back
and
forth.
I
was
hoping
that
we
would
have
it
bid
by
now,
but
to
test
our
additional
items
that
they
have
pushed
back
to
us
for
finishing
it
out.
E
I've
got
some
brand
new
drawings.
I
just
got
thursday
from
dan
and
bomb
that
I'm
I've
got
to
take
over
to
txdot
this
week,
and
so
hopefully,
the
next
cycle
we
can
go
ahead
within
the
next
month,
go
ahead
and
bid
the
job
and
get
that
moving
forward.
A
I'd
like
to
see
us
open
that
roadway
up
as
soon
as
we
can,
I
mean
those
those
people
have
had
a
problem
there
for
a
long
time
and
interstate
10.
Is
you
know
with
the
construction
that's
going
on
down
there
at
99
and
construction
going
on
at
eagle
drive
they
need.
They
need
other
other
access
points.
So.
A
F
C
E
I
mean
it
is
possible.
We
have
not
made
an
official
request
to
text
after
that.
That
is
something
we
had
a
project
meeting
last
thursday,
and
that
is
one
thing
that
we
discussed
to
do
moving
forward
and
I'm
not
sure
if
that's
a
possibility.
Well,
I
guess
it
is
a
possibility,
but
I'm
not
sure
if
they
would
actually
be
interested
in
doing
it
or
not.
So.
E
Does
that
pretty
typically
on
like
like
projects
that
they
would
have
so
that's
kind
of
what
the
contractor
was
anticipating
would
happen,
but
I
mean
officially,
I
think,
in
our
mou,
our
contract
with
them
with
txdot.
It
says
that
the
roadway
and
the
bridge,
or
would
they
take
the
roadway
at
once
and
then
take
the
bridge.
You
know
another
chunk,
but
we
can't
go
and
open
it
though
no
we
can
open,
it
would
just
be
at
our
like.
I
said
it
would
be
our
liability
if
something
happens
out
there,
that
you
know.
E
J
A
E
Yeah
they'll
still
have
to
be
counted,
but
txdot
has
in
our
last
agreement
that
we
revised
with
them
or
the
amendment
txdot's
going
to
do
the
counting
twice
a
year
and
I'm
sorry
it's
annually,
they're
gonna,
do
it
in
september
of
each
year
different
sections,
each
section:
yes,
so
the
north
section,
the
south
section
and
the
bridge.
So
if.
E
E
E
I'll
start
working
on
it
when
I
take
the
I'll
breach,
start
this
discussion
with
them
this
week.
When
I
take
the
the
new
bridge
files
over
to
them
and
just
see
you
know
where
the
discussion
is,
I
don't
without
a
district
engineer
over
there,
I'm
just
not
really
sure
what
kind
of
discussions
they're
going
to
be
open
to,
but
we'll
we'll
see.
A
I
F
E
E
Like
it
says,
this
is
a
reduction.
I
actually
thought
that
we
wouldn't
need
this
based
on
it
being
a
cost
savings
to
the
court,
but
anyway,
so
just
procedural.
I
believe-
and
we
need
this
before
we
can
do
the
final
payment
so
motion
to
approve.
I
recommend
approval.
A
Entertaining
entertainment,
I
did
I
made
the
motion
to
approve.
Can
you
hear
me.
B
He
quotes
those
in
favor,
pose
motion,
carries
3.5,
discuss
and
consider
approving
kilgore
park
phase
one
final
faith
and
inclusion,
retainage
and
change
order.
Number
three:
adjustments
for
95
nine,
sixty
four
paid
the
angel
brothers.
E
So
this
you
know
we
had
been
holding
them
based
on
vegetation
and
such
and
they
came
back
and
redid
all
the
slopes.
We've
got
some
seating
out
there.
The
section
from
the
railroad
back
out
to
146
looks
great
and
then
the
the
section,
the
other
section
up
to
the
north
I
mean
all
of
it
looks,
looks
good.
The
court
approved
releasing
this
accepting
these
jobs
back
several
months
ago,
and
basically
it
was
this
change
order.
In
the
last
item
that
we
just
approved,
that's
been
holding
up
the
payment.
E
I
didn't
realize
that
so
anyway,
we're
I
recommended
approval
on
this.
Like
I
said,
we've
already
accepted
the
project.
E
H
F
C
For
it,
commissioner,
we
have
informed
them
of
the
change
orders.
The
contract
require
requires
us
to
settle
up
after
the
job
is
finished.
E
Right
and
we
we
haven't,
finished
the
second
phase.
As
of
yet
we're,
we've
done
the
punch
list.
We
had
some
punchless
items,
they're
working
towards
that
now
and
so
hopefully,
within
a
month
we'll
be
able
to
bring
that
back
with
maybe
finish
out,
have
the
the
total
tally
and
be
able
to
work
towards
that.
H
C
Okay,
now
the
one
we
just
approved
was
segment
one
and
that's
they've,
already
settled
up
on
that.
This
was
just
retainage
that
we've
been
holding,
but
on
the
second
segment
phase
two,
we
have
not
finished
that,
like
corey,
said
we're
on
the
punch
list
items
and
it
is
very,
very
close
to
finish
finished.
C
B
Post
motion
carries
3.6
discus,
consider
approval
to
change
order,
number
three
from
hk
concrete
for
parking
lots
for
39
950
to
use
lime,
treats
upgrade
and
six
inches
of
reinforced
concrete
instead
of
cement
base
and
asphalt
and
change
order.
Number
two
from
hk
concrete,
the
removal
of
trees
and
the
amount
of
fifty
eight
hundred
dollars
cory.
E
See
if
I
can
find
the
mute
button,
okay,
so
this
we
had
some
trees
that
were
along
the
edge
of
the
parking
lots
and
initially
not
in
the
way
of
the
initial
construction.
E
But
we
got
looking
at
the
root
structure
and
everything
else
most
likely
would
have
caused
some
issues
down
the
road,
especially
once
the
tree
starts
dying
because
we
paved
over
it
and
one
of
the
locations
was
on
a
property
line
with
the
house
on
the
other
side,
the
others
north,
but
regardless
fifty
eight
hundred
dollars
to
get
those
removed
and
all
the
root
structure
was,
was
something
that
we
felt
was
needed.
E
The
second
one
we've
had
some,
you
know
issues
with
soft
spots
and
the
way
they're
working
that
with
some
of
the
cement
treated
base
and
it
being
a
small
area.
They've
had
difficulty
with
it.
We've
been
through
some
challenges
and
some
negotiations,
and
I
gave
them
a
couple
options
of
you
know
basically
at
cost
for
us,
but
they
came
back
with
a
submittal
of
doing
it
with
the
concrete
and
initially
they
had
a
smaller
amount.
E
I'm
sorry
no
no
treated
subgrade
and
less
depth
in
in
concrete
and
anyway
they
I
sent
back
a
recommendation
for
for
this,
and
we
we
already
had
that
on
the
job
this
this
exact
design
for
one
little
piece
and
on
their
bid
for
that
section.
If
you,
you
know
calculate
that
out
for
the
whole
property
that
we're
we're
doing,
it
would
be
a
hundred
and
ten
thousand
dollar
change
order,
but
I
you
know
I
negotiated
with
them.
I
said:
look,
this
is
a
much
larger
quantity.
E
It's
going
to
be
more
cost
effective
to
do
it.
Give
me
your
low
price
for
being
able
to
do
this
work
and
they
came
back
with
this
39
950
to
do
all
of
it.
So,
in
my
opinion,
it's
a
great
price.
It's
me
concrete
versus
asphalt.
We
can
get
that
done,
there'll,
be
no
challenges
with
getting
the
buildings
on
top
of
it.
E
We
shouldn't
have
near
you
know.
Your
maintenance
on
concrete
is
much
less
than
asphalt.
You
know
in
the
first
you
know
20
years,
so
to
me.
I
think
this
is
a
a
definite
win-win
solution
and
I
would
like
to
see
y'all
approve
it
any
questions
you.
A
E
Yeah,
that's
a
good
point,
so
initially
it
was.
We
were
anticipating
that
the
bid
would
be
maybe
a
couple
hundred
thousand
dollars
higher
than
what
it
was.
So
the
initial
bid
was
307
instead
of
closer
to
500.
E
You
know
they
probably
lowballed
it
more
than
they
should
have,
and
I
think
once
they
realized
the
work
in
it
is
when
they
really
you
know
they
saw
that
maybe
they
should
have
bid
it
a
little
more,
but
anyway,
this
this
price
is
still
exceptionally
well,
and
it's
under
what
we
thought
we'd
have
even
for
an
asphalt
parking
lot.
So
motion.
H
E
H
E
I
believe
they're,
okay
with
it,
I
just
we
needed
to
get
through
this
portion
first
and
I'll
I'll-
confirm
that
today
with
them.
Thank
you,
sir.
Okay,
all
right.
I
E
Okay-
and
this
is
just
kind
of
a
further
discussion
from
what's
you
know-
we've
discussed
for
years
and
years
and
years
I
talked
to
billy
earlier
on
this.
You
know
we
we've
had
issues
with
some
other
industrial
locations
on
the
on
the
west
side.
E
Recently,
we've
had
some
stuff
up
in
the
winnie
area
with
mat
company
and
we've
had
other
matting
issues,
we've
had
pipelines
and
anyway,
when
they
they
come
out
of
these
long
stretches,
you
know,
with
our
soil
being
generally
clay
and
the
amount
of
rainfall
that
we
get
in
our
county.
E
It's
it's
just
a
bad
mix,
and
you
know
if
you
look
at
historically,
if
you
look
at
county
roads
and
we've
we've
had
some
issues
on
some
of
our
intersection
locations
that
we've
gone
back
and
you
know
adjusted
some
signage
and
stuff
like
that
to
improve
safety
and
then
you've
got
some
areas.
You
know
where
you
have
drunk
driving
and
distracted
driving
where
people
might
run
off
the
road
and
hit
something
like
a
fixed
object.
E
But
you
know,
with
those
exceptions,
this
you
know
having
mud
or
clay
on
the
roadway.
That's
just
extremely
slick.
I
see
people
sliding
off
the
road.
I
think
this
is
the
next
issue
where
we've
had
the
highest
amount
of
accidents,
serious
injuries
and
some
fatalities,
and
it's
it's
for
the
most
part
avoidable.
E
If
they,
you
know,
take
active,
proactive
measures
on
their
property
and
anyway,
part
of
that
would
be.
You
know,
having
a
non-erodible
surface,
either
some
type
of
pavement
and
true,
you
know
you.
The
problem
is
with
bull
rock.
Is
bull
rock's
not
easy
to
clean?
You
gotta,
basically
remove
it,
replace
it
constantly.
E
You
know
the
sandpit
location
years
back.
We
had
them
go
in
and
extend
their
asphalt
back
into
the
pavement
back
into
the
property,
which
really
did
some
help,
but
then
they
have
to
clean
that
right
and
the
same
thing
you
know
like
on
sentry:
they
don't
always
utilize
it,
but
they
have
a
wash
rack
for
their
trucks.
E
I
was
telling
billy
earlier
that
on
146
they
built
chamberstown
center.
They
had
a
series
of
railroad
ties
in
there
with
pressure
washers
on
each
side
to
wash
those
tires
before
they
came
out
on
the
roadway
and
they
had
pits
that
they
pumped
out
each
day
and
they
just
are
when
they
filled
up
and
they
hauled
that
mud
muddy
water
out,
but
it
kept
the
mud
from
ever
getting
on
the
roadway,
and
that's
I'm
just
looking.
I
don't
want
to
have
something
happen
to
one
of
our
residents.
E
You
know
well
just
one
of
the
residents,
regardless
whether
I
know
them.
It's
our
family
friends.
Whatever
have
you
I'm
just
trying
to
find
a
solution,
because
we
here
recently
we
had
another
issue
with
clay
on
on
a
roadway
and
it's
just
it's
it's
difficult
to
try
to
get
them
to
do
the
right
thing
after
it's
already
occurred
and
you
trying
to
get
them
shut
down.
E
It's
just
tough,
and
you
know
you
just
don't
know
when
that
incident's
gonna
happen,
that
you're
gonna
have
somebody
get
injured,
and
I
just
wanna
know
that
I've
been
as
proactive
as
possible
trying
to
do
something
now.
That
being
said,
scott's
advised
that
he's
not
ex
extreme,
not
exactly
sure
he
needs
to
do
a
little
more
research
on
legally,
where
my
footing
is
at
on
this.
So.
E
A
E
You
have
to
have
a
non-erodible
surface
and
if
you
have
a,
if
you
have
an
incident
out
there
sure
you
should
get
out
there
and
clean
it,
but
if
you're
having
daily
incidents,
then
that's
negligence
and
truthfully
the
law
allows
for
tickets
to
be
given
all
the
way
up
to
a
class
b.
Misdemeanor
you
talking
about
like
gpi
hey.
They
can
do
that.
Yes,.
A
E
You
have
a
shaker
on
there,
but
you
it's
it's.
You
can't
just
have
a
shaker
with
with
our
clay
because
it
sticks
to
the
tire,
so
you
actually
have
to
use
a
wash
some
type
of
washing
system
that
cleans
it
and
then
you
pump
out
those.
I
mean
it's
just,
but
you
know
I
don't
know
it's
more
cost,
but
what's
the
cost
of
a
life
you
know,
I
don't
know
it's
just
you
know.
C
Ocean
you
you,
you
were
working
with
txdoc
and
all
this
stuff
on
2354
at
baytown,
santa
clay,
and
you
know
the
sand
pits
through
there,
and
you
know
I
remember
vividly
and
we've
had
the
same
incidents.
You
know
recently
on
kilgore,
parkway
and
also
hpp
has
been
another
another
one
and
it's
always
been
you've
got
to
get
to
put
a
sweeper
on
our
road
is
not
the
right
answer
that
sweeper
needs
to
be
on
your
property
and
you're
keeping
the
mud
off
on
your
property
before
it
gets
on
the
road.
C
So
I,
in
my
opinion,
I
think
telling
them
what
to
do
or
how
to
do
it.
It
necessarily
the
right
way,
but
just
making
sure
they
do
something,
but
if
we
don't
get
enforcement
on
it,
you
know
we've
got
to
be
able
to
write
that
class
b
misdemeanor
ticket
and
do
the
prosecution.
You
know
it's
exactly
what
we
just
went
through
on
kilgore
parkway
with
the
pipeline
company.
That's
in
there
now
doing
that
work.
C
H
E
Okay,
but
the
thing
is,
is
that
it
I
mean
they
put
it
out
there
and
it's
good
for
a
while,
but
then
the
mud
tracks
on
to
the
it
coats
all
of
the
mats
and
it
coats
all
the
bull
rock
and
if
you're
not
cleaning
all
that,
then
it
eventually
tracks
from
there
on
out
to
the
roadway.
Well,
it's
so
bad
on
the
road
that
they've
got
they've
got
to
lift
the
mud
by
the
road.
For
now,
if
you
even
rains,
the
water
can't
run
off
to
the
side.
E
C
It's
I
agree,
you
know
in
the
case
on
kilgore,
parkway
corey
went
by
and
shut
them
down
in
the
morning,
and
this
is
after
we
had
already
told
him
two
or
three
times
corey
went
by
that
morning
and
shut
them
down.
I
come
back
by
two
or
three
hours
later
and
they
got
a
dozen
trucks
lined
up
and
just
I
mean
running
full
speed,
it's
you
know,
and
I
can't
you
know
I
had
a
deputy
out,
but
he
said
he
can't
write
anything
up
with
the
owner.
C
I
think
we
just
need
to
find
out
legally
how
we
can
prosecute
and
try
to
get.
You
know
our
sheriff
and
people
to
enforce
it
to
the
maximum
yeah.
E
I'm
just
looking
for
a
solution.
I
need
a
stick
that
I
can
help
protect
the
public
with
well.
B
The
county
attorney
should
be
able
to
help
you
get
that
right
and
he's
looking
we're
actually
talking
about
3.8
too.
Let
me
go
ahead
and
read
it.
Let's
consider
options
require
all
temporary
drive,
so
tower
watch
station
or
asphalt
concrete
pavement
in
order
to
eliminate
the
safety
hazard
of
mud
trucks
on
away
kind
of
talking
about
both
the
same
time.
So.
E
And
you
know
the
frontage
road
out
there
on
I-10
and
winnie
has
been
just
absolutely
horrible.
E
Yes,
there
has
been
some
tickets
written
to
the
drivers,
but.
E
Owner
of
the
property
owner,
I
you
know
brian-
has
done
a
really
good
job.
The
local
pd
offices
in
mont
bellevue,
I
know-
have
have
written
some
tickets
and
you
know
generally
once
it
gets.
E
You
know
you
have
a
sit
down
with
the
owner
and
they
really
understand
a
class
b
misdemeanor
and
what
that
would
look
like
generally,
we
started
getting
some
action,
but
the
thing
is
is
how
many
days
of
clay
have
you
had
out
on
the
roadway
prior
to
that,
and
you
know
it's
when
I
was
the
area
engineer
with
txdot.
E
A
location
along
787,
I
believe
it
was
up
in
hardin
county
just
over
the
liberty
county
line.
E
That
was
in
my
responsibility
area
and
we
kept
talking
about
the
same
thing
and
in
january
a
sweeper
was
out
there
and
a
car
came
around
that
curve
and
hit
that
sweeper
and
there
was
two
fatalities,
and
you
know
the
the
you
know:
the
company
ended
up
losing
a
couple
million
dollars
in
a
lawsuit,
but
it
didn't
bring
those
lives
back
and
I
just
I
don't
know,
it's
just
been
a
fight
that
I've
been
fighting
ever
since
you
know
I
was
already
talking
to
him
and
trying
to
get
that
corrected
at
the
time
that
it
occurred.
E
I
don't
know
it's
it's
a
tough
area
down
here
with
our
clay.
It
is,
I
mean
other
areas
throughout
the
state.
Have
that
and
you
get
rock
and
stuff
out
there.
It's
definitely
not
good
get
chipped,
windows
and
other
things,
but
clay
is
deadly,
it's
just
it
and
with
our
mix
of
how
much
rain
we
get
here,
it's
just
it's
a
tough,
tough
mix.
E
Ideas
well,
so,
actually,
when
I
was
with
txdot,
that's
when
I
went
to
the
maintenance
division
and
found
these
items,
the
the
tickets
and
the
mud,
I
actually
gave
a
presentation
and
maintenance
conference
over
this
thing,
and
this
is
this
is
how
it's
handled
statewide
through
these
same
measures
that
we're
talking
about
you
know.
The
other
thing
is
through
the
driveway.
Access
is
by
requiring
paved
driveways,
non-rotable
surfaces
and
wash
bays
they're
they're.
All
things
that
you
know
are
supposed
to
be
utilized
in
the
access
policy
and
so
text.
E
Driveway
permit,
says
you're
supposed
to
have
a
non-erodible
surface.
It
doesn't
say
say
that
it
has
to
be
concrete.
It
has
to
be
asphalt,
but
it's
not
on
a
road.
So
that's
what
we
utilized
back,
I
don't
even
billy
was
the
mayor,
I
think,
in
beach
city.
At
the
time
when
we
we
worked
with
smart
materials
on
that
driveway.
E
I
don't
remember
what
year
that
was,
but
it's
basically
the
same
measures
and
I'm
just
kind
of
I
mean.
Maybe
maybe
we
come
back
and
just
say
that
we
officially
adopt
textiles.
E
I
don't
know
I
mean
at
this
point:
it's
just
a
discussion.
So
if
y'all
have
anything,
I'm
certainly
all
ears.
A
C
E
Is
expensive
but
that
shouldn't
be
our
problem
on
the
other
side,
too
yeah.
B
Safety
issue
that
something's
got
to
be
done.
I
agree
well,
if
you
got
any
ideas,
give
us
on
it.
Let's
take
this
for
next
court
at
the
airport,
131
and
13
2.
Mr
pills
asked
to
take
the
executive
session,
so
we
are
down
to
cons
the
consent
agenda.
H
Jimmy
33
33.,
we
that's
all
out
all
that
corey.
What
do
we
do
with
that?
We
just
get
three
different
bids
and
go
with
the
cheapest
one.
E
K
E
We
will
have
this
we're
about
to
release
next
next
court,
we'll
we're
going
to
do
our
annual
bids
for
products
and
we'll
have
pipe
on
there.
This
time
around,
where
we'll
probably
accept
all
you
know,.
H
B
B
I
Office
and
she
she
came
to
us
for
us
to
help
her
with
it,
and
she
got
the
bid
and
all
that
I
can
go
back
and
talk
to
her
about
it
and
find
out
a
little
more
about
it.
I
B
A
C
Yeah
judge,
if
I
could,
on
item
number
five
job
descriptions,
can
we
talk
about
that
in
executive
session.
C
F
C
C
Yeah
16.
on
page,
if
you'll
see,
look
at
it,
says
quantity,
one
for
the
asbestos
assessment,
eight
hundred
fifteen
dollars
each,
but
then
it
comes
up
to
fifteen
hundred
dollars
and
it's
got
the
same
thing
on
the
molded
set
quantity
one
and
it
comes
up
to
800
875,
I'm
assuming
that
there's
really
multiple
quantities
on
that.
B
C
B
Okay,
yeah,
they
tested
two
different
locations:
the
airport
and
washington
avenue.
F
C
Okay,
item
number
30
corey
from
airport
parkway
we're
approving
a
comcast,
but
it
says
for
county
road
airport
parkway's.
Private
road
is
not
a
county
road.
I
don't
know
why.
We
would
approve
that
you're
muted,
cory.
F
B
B
P.M:
all
right
chairman
county
commission
court
coming
to
order
after
executive
session.
It's
now
1
18
p.m.
For
the
record,
commissioner
tys
has
left
so
he
will
not
be
on
the
end
of
this
court.
So
the
items
under
executive
session
20.12
and
three
no
action
13.2
is
tabled
I'll,
entertain
a
motion
on
13.1.
C
Judge
I'd
make
a
motion
that
we
approved
the
modified
hagar
lease
agreement
with
the
following
changes
to
be
made
by
our
county
attorney:
one
we'll
change
the
annual
payments
to
quarterly
payments
and
two
we
will
clarify
the
deposit
as
not
being
