A
Well,
good
evening,
before
I
call
our
P
hack,
public
housing
authority
commission
order
together,
I
want
to
give
our
audience
a
little
outline
of
this
evening,
because
we've
got
a
separate
public
housing
meeting
in
which
we've
got
an
agenda
that
we
will
vote
on.
There's
been
a
request
for
a
presentation.
We
will
adjourn
that
meeting
and
then
call
our
study
session
to
order
and
then
have
our
scheduled
public
appearances
of
which
many
of
you
are
here
for
that.
So
if
you're
wondering
why
isn't
it
calling
us
up?
A
C
A
A
commission
please
call
the
or
take
a
role
for
the
public
housing
authority.
B
Chairman
Harkey
here
Vice
chair
Orlando
here,
commissioner
Laureen
is
absent.
Commissioner
encinas.
D
D
A
All
right
with
our
consent
agenda
there's
been
a
request
by
myself,
as
well
as
council
member
Ellis,
for
a
brief
presentation
on
the
Vash.
Oh
everyone's,
looking
there
like
it's,
not
working,
very
technical,
difficult,
okay,.
A
Okay,
all
right
Leah,
Powell,.
F
We've
been
awarded
Vash
vouchers
to
help
house
homeless
veterans
through
a
HUD
funding
notice
to
eligible
housing
authorities.
Hudvash
is
a
collaborative
program
between
the
U.S
Department
of
Housing
and
Urban
Development
and
the
Department
of
Veteran
Affairs.
The
purpose
of
these
bash
vouchers
is
to
provide
permanent,
Supportive
Housing
to
eligible
homeless,
Chandler
veterans,
the
first
half
of
this
fiscal
year
alone.
We
have
served
19,
unduplicated
veterans
and
five
unduplicated
in
our
hotel
program
here
in
Chandler.
F
F
Chandler
was
awarded
10
vouchers
and
these
vouchers
can
be
either
tenant
based
or
Project
based
and
it's
similar
to
our
administration
of
our
housing
Choice
voucher
program
that
we
currently
administer
here
in
Chandler,
the
veteran
the
VA
is
required
to
conduct
eligibility
to
determine
if
they
are
homeless
eligible
for
services
and
determine
their
level
of
Case
Management
Services
the
VA
helps
veterans
complete.
F
The
paperwork
then
refers
the
veterans
to
the
Chandler
Housing
Authority,
who
then
issues
the
voucher
and
has
the
120
days
to
find
an
available
unit
here
in
Chandler,
and
then
the
Housing
Authority
inspects
a
rental
unit
and
contracts
with
the
landlord.
Please
note,
though,
that
Chandler
housing
or
any
of
our
Outreach
teams
that
do
come
across
a
homeless
veteran
here
in
Chandler,
we
then
can
refer
to
the
VA
for
the
eligibility
processing,
and
then
we
get
that
referral
back.
F
F
There
will
be
the
liaison
between
the
landlord
and
the
veteran
and
in
this
program
the
security
and
utility
deposits
can
be
provided
to
the
veteran,
so
they
are
housed
and
ultimately
we
want
to
maintain
housing
stability
for
these
housing
veterans.
That's
what
we
do.
I'm
opening
up
to
any
questions
that
you
may
have.
A
Thank
you,
I'll
start
and
then
go
to
council
member
Ellis
who
brought
this
in
and
then
to
the
floor
here
of
our
commissioners.
So
this
is
additional
to
our
existing
and
we're
able
to
obviously
gives
us
another
tool
in
the
toolbox
and
I
understand,
there's
a
little
more
Hoops
to
run
through
with
bash,
as
opposed
to
some
of
our
others.
But
and
in
the
past
we've
been
able
to
utilize
from
surrounding
cities.
F
Mayor,
we
will
be
able
to
allow
for
that
to
occur,
so
our
10
vouchers,
if
they
all
become
used,
we
can
refer
to
other
jurisdictions
if
that
veteran
does
want
to
move
to,
say
Mesa,
Tempe
or
Phoenix
any
of
those
other
jurisdictions
that
have
that
bash
voucher.
Okay,.
A
So
this
really,
it
just
gives
us
a
little
more
availability
to
help
meet
the
needs
homeless
in
our
community.
And
specifically,
if
we
are
able
to
take
a
homeless
veteran
where
in
times
past,
we
would
use
a
normal
voucher
that
would
potentially,
if
this
works
free
up
a
voucher
for
someone
who
is
not
a
vet
that
perhaps
in
the
past
we
would
have.
Since
we
didn't
have
this
tool,
we
could
we
would
employ
them
in
those
correct
that.
A
Okay,
very
good
council
member
else.
Any
questions.
E
Thanks
mine
is
okay.
Now
it's
working!
Thank
you,
commissioner.
You
see
that
Miss
Amy
I
I'm
so
elated
that
we
received
these
10
vouchers,
but
the
main
thing
for
me
at
this
point,
I
remember
there
was
we
had
a
huge
group
of
people
working
on
this
for
a
long
time,
stating
that
by
2015
we're
going
to
be
able
to
remove
all
our
veterans
that
are
homeless
from
the
streets,
and
here
we
are
now
we're
still
talking
about
that.
E
We
have
them
in
the
street
at
this
time
with
10
I
can
see
us
doing
a
lot
of
things,
but
with
more
than
10..
How
are
we
going
to
continue
to
advance
in
that
area?
So
we
can
multiply
the
amount
that
we
have
right
now
and
then
increase
the
help
and
the
reach
that
we
can
do
at
this
time.
I
have
a
couple
more
questions,
but
if
you
can
answer
that,
I
would
really
appreciate
it.
F
Commission,
member
Ellis,
yes,
we
will
have
the
capacity
to
administer
these
10
vouchers,
specifically
and
I
will
have
to
say
in
my
communications
with
our
VA
provider
here
in
Phoenix,
that
the
Phoenix
is
the
fourth
in
the
nation
for
the
most
permanently
housed
placement
nationally.
So
I
do
think
that
there
will
be
some
additional
vouchers
to
be
had
over
the
next
few
years
here
in
our
system,
and
Chandler
will
be
poised
definitely
to
to
take
on
additional
vouchers.
If
we
see
fit.
E
Thank
you.
The
other
question
that
I
have
is
concerning
the
mental
health,
because
we
found
out
that
majority
of
our
veterans
at
our
industry
are
suffering
from
some
type
of
mental
illness.
What
is
those
vouchers?
Allow
us
to
do
at
this
time
concerning
that
I
know
they
have
their
services
with
VA,
but
a
lot
of
time.
They
don't
want
to
go
to
VA.
Do
we
have
an
opportunity
to
offer
them
some
of
the
other
providers
that
we
are
working
with
currently
with
some
of
our
other
population
to
address
that
part
of
their
mental
illness.
F
So,
commission,
member
Ellis,
we
will
always
try
to
find
other
wraparound
Services,
whether
they're
veterans
or
an
individual
that
is
experiencing
homelessness,
but
I
will
say
in
regards
to
the
Vash
vouchers,
they're
very
keen
on
making
sure
that
that
veteran
receives
all
their
support
case
management.
F
There
is
somebody
that
checks
on
them
on
a
monthly
basis
to
make
sure
their
housing
plan
is
being
moved
forward,
that
they
are
able
to
maintain
their
housing
and
really
there's
a
a
level
of
support
with
whatever
they
need,
not
only
for
that
voucher
for
the
veterans,
but
in
general,
with
our
housing
Choice
voucher
program.
In
essence,
is
we
want
to
make
sure
that
those
families
and
Veterans
and
those
that
have
disabling
conditions
are
being
met
with
whatever
case
management
or
whatever
services
that
they
they
need
to
see
successfully
housed.
Thank.
E
You
say
that
very
clearly
that
we
are
not
only
waiting
on
the
VA
to
give
us
those
transfers,
but
we
will
also
work
on
our
side
with
our
own
Navigators
that
when
we
encounter
those
those
that
are
experience
in
homelessness,
there
are
va's
that
we
will
also
send
them
to
Via
and
then
via
will
send
them
back
to
us
as
a
referral
appreciate
that.
Thank
you
again
for
all
you
guys
do
and
your
team
I
appreciate
you
all
additional.
G
F
The
commission,
member
Orlando-
that
is
a
very
good
question
in
this
program
bash.
We
do
not
have
a
waiting
list,
so
they
will
not
be
waiting
for
any
amount
of
time.
We
will
house
about
the
veteran
once
we
get
that
referral
from
the
VA.
However,
if
they
are
all
spoken
for,
then
we
will
open
up
our
regular
hcv
program
and
allow
that
veteran
to
lease
up
within
that
bash
or
within
their
hcd
program.
G
Okay,
so
I
missed
that
this
is
outside
of
the
regular
waiting
list.
So
if
I
have
okay,
correct,
understand,
I
have
an
a
a
landlord
that
has
an
open
facility
and
you
already
have
a
reading
list
for
folks
getting
to
that
facility
plus
the
bash.
Does
the
bash
go
before
that
person.
F
If
the
commission
member
Orlando,
if
the
VA
refers
a
Vash
voucher
and
we
have
availability
and
that
landlord
will
accept
the
Vash
voucher,
then
that
is
where
that
individual
or
family
will
be
placed
with
that
bash
voucher.
So
it
like
I
said
it
doesn't
neces.
It
doesn't
go
through
our
regular
hcv
waiting
list.
G
A
H
Yeah,
thank
you
so
much
being
a
veteran
I
think
this
is
so
important
to
our
better
community
and
also
knowing
that
we
did
our
point
in
time
account.
We
realized
that
19
veterans
were
experiencing
homelessness,
but
yet
zeros
on
the
waiting
list,
currently
right
now
for
this
type
of
housing,
which
is
something
that
I
can
speak
to
staff
and
just
you
know,
be
put
kudos
to
that.
We're
working
the
wrap
around
services
and
we
work
in
our
resources
like
we
should,
whether
a
veteran
or
not.
H
But
my
question
to
you
will
be
number
one:
how
what
is
the
proper
protocol
for
for
us
to
be
able
to
Market
this
meaning
that
I
know
that
the
referral
comes
from
the
VA
unit,
but
the
city,
if
you're
not
getting
those
referrals
for
the
Vash
program?
What
can
we
legally
do
to
Market
or
put
to
Market
that
we
have
this
availability?
No
I
did
knowing
that.
If
we,
you
know,
we
get
our
first
referral
from
the
VA.
F
Ction,
council,
member
or
commission
member
Harris,
we,
we
will
always
be
putting
any
of
our
vouchers
availability
on
our
website,
so
this
will
be
under
our
specialty
programs,
which
involves
both
the
Vash
vouchers,
as
well
as
our
emergency
housing
vouchers.
We
currently
have
those
two
special
programs
and
we
will
be
putting
availability
of
any
information
how
to
reach
the
VA.
What
the
process
is
on
our
website,
in
addition
to
making
sure
that
our
homeless
Outreach
teams
here
also
have
that
information,
so
they
are
equipped
to
provide
that
referral
to
the
VA.
H
F
Commission,
member
Harris,
we
will
do
it
whatever
we
can
do
if
we
see
an
individual
that
meets
the
Vash
requirements
for
this
voucher
to
refer
them
directly
to
the
VA.
We
have
a
direct
contact
there
at
the
VA
and
speaking
to
just
putting
this
program
together.
They're
very
well
aware
that
we
will
work
in
partnership
with
each
other,
especially
if
we
are
having
those
that
are
experiencing
homeless
here
in
Chandler,
to
refer
directly
to
that
VA
provider.
Yeah.
H
And
thanks
chair
last
question
that
I
have
for
you
is
when
we
with
the
veterans,
how
do
we
identify
homeless
veterans
that
actually
live
within
the
city
limits?
How
do
we,
how
do
we
measure
that
that
you
are
a
Chandler
resident
considering
if
you're
experiencing
homelessness?
F
Commission,
member
Harris,
we
will
not
necessarily
screen
for
residency
per
se.
If
the
individual
is
experiencing
homelessness
and
they
are
in
Chandler,
we
will
provide
whatever
Services
they
need.
Specifically
for
this
bash
voucher.
There
is
requirements
for
the
VA
that
the
veteran
that
will
receive
the
bash
voucher
is
an
individual
that
meets
the
statutory
requirements,
that's
an
active
military,
Naval
or
air
service
and
was
discharged
or
released
under
conditions
other
than
dishonorable
and
are
eligible
for
VA
health
care.
F
So
again,
this
is
a
regulatory
requirement
for
the
Vash
vouchers
that
those
individuals
that
would
be
issued.
Those
bash
vouchers
would
meet
that
eligibility
through
the
VA
in
terms
of
residency
again,
if
we
come
across
those
that
meet
that
eligibility,
VA
will
make
that
determination
and
then
again
will
track
that
referral
back
and
make
sure
that
we
do
get
it
back.
If
we
do,
you
know
encounter
them
here
in
Chandler
as
a
veteran
that's
experiencing
homeless.
Here
in
Chandler
and.
H
Chair
I
just
wanted
to
see
if
we
can
have
staff-
maybe
get
this
over
to
the
veterans
commission,
so
that
way
they
can
get
it
out
to
their
prospective
groups
to
make
sure
that
they
know
about
this
program
and
just
kind
of
reach
out
to
make
sure
that
you
know
our
veteran
Community.
Has
this
information
good.
A
Idea
all
right
additional
questions
that
councilmember
Poston
did
you
have
a
comment
earlier,
I
thought
no.
I
I
Franciness,
thank
you
chair
really
quickly.
Once
a
veteran
is
granted
one
of
the
vouchers
and
they
find
a
residence
and
they're
living
here
for
a
year
and
then
decide
for
whatever
circumstances
they
need
to
move
out
of
the
city.
Does
that
voucher
transfer
with
them
and
open
up
an
additional
slot
here
in
Chandler,
or
does
that
eliminate
a
slot.
F
You
are
correct
that
bash
voucher
can
be,
can
be
terrible
to
whatever
jurisdiction
that
that
veteran
would
like
to
reside
in
and
that
will
open
up
another.
The
voucher
here
in
Chandler
for
another
veteran
to
be
served.
J
A
Right
all
right,
Council,
that
was
the
one
item
called
end
or
commissioned
a
motion-
would
be
in
order.

N
Vic
started
with
the
housing
division
in
February
of
1993
working
in
maintenance
and
air
conditioning
system
repair.
He
was
instrumental
in
helping
the
housing
division
achieve
Hud's
High
performer
designation
in
2001.
He
was
promoted
to
the
buildings
and
Facilities
Division
and
promoted
again
in
2009
when
he
came
to
the
utility
as
a
senior
equipment
mechanic
at
the
airport
Water
Reclamation
facility.
N
During
this
time
he
became
the
go-to
guy
for
everything
HVAC,
as
he
spent
much
of
his
time.
Keeping
our
equipment
and
Facilities
cool
Vic
again
was
promoted
in
2014
to
utilities
electrician
and,
most
recently
in
2022
to
senior
instrumentation
technician
working
at
our
wastewater
treatment
facilities
working
at
a
wastewater
treatment
facilities.
In
addition
to
all
of
this,
Vic
has
coached
youth
soccer
for
well
over
20
years.
He
coached
my
son
Vic,
has
worn
many
hats
during
this
time
with
the
city
and
always
is
looking
to
expand
his
knowledge.
N
He
gives
110
percent
and
is
always
willing
to
go
above
and
beyond.
We
are
very
fortunate
to
have
Vic
on
team
Chandler
and
he
is
my
personal
Informer
when
it
comes
to
anything
related
to
Brazil
soccer.
So
if
anybody
has
any
questions,
talk
to
them,
congratulations,
Vic,
on
your
30
years
of
service
to
the
city
of
Chandler,.
A
A
So,
congratulations
to
Valley
Christian,
Varsity
Boys
cross
country
team
on
winning
the
state
championship
in
their
division.
This
was
the
team's
First
State
win
in
19
years.
They
also
won.
Why
don't
we
scoop
further
down
your
way?
Vice
mayor
move
your
way
mark
yeah
all
right.
This
was
the
team's
First
State
win
in
19
years.
They
also
won
three
inventationals
this
year
and
placed
third
at
the
Chandler
City
meet,
which
puts
them
up
against
much
larger
track
programs.
Congratulations
to
you
all!
Good
luck
to
your
next
season.
A
I
ran
cross
country
four
years
from
high
school
all
four
years,
and
do
we
have
someone
who'd
like
to
as
a
captain.
J
Well,
we've
ever
since
June
2022
we've
just
been
training,
training
really
hard
and
for
me
and
Jose,
we've
been
on
the
team
for
four
years
and
we've
been
dreaming
about
a
state
championship
team
like
this
and
we're
just
so
blessed
to
have
great
coaches,
coach
brecht
and
Coach
wool
and
I'm.
Just
so
grateful
for
these
guys
for
pushing
us
every
single
day
to
work
hard
through
all
the
grueling
practices,
and
then
it
was
just
so
sweet
on
November
13th
winning
it
all.
J
O
Right,
we
just
want
to
say
thank
you
to
the
city
of
Chandler
for
having
us
here
and
recognizing
us.
It
means
a
lot
to
us
and
we're
just
proud
to
represent
the
city's
Valley
Christian
schools,
and
thank
you
for
this.
Honor
I
will
just
add
one
little
thing
that
these
boys
run
at
5
30
in
the
morning
throughout
the
summer
and
throughout
the
the
hot
months,
and
so
they
have
put
in
so
much
work
and
I
couldn't
be
prouder
of
them.
A
A
A
Over
Prejudice
can
I
hear
an
amen
and
whereas
we
want
to
celebrate
the
ideals
and
creativity
of
those
whom
came
before
to
enrich
us
into
the
future
and
whereas
Carter
G
Woodson
once
observed.
If
a
race
has
no
history,
it
has
no
worthwhile
tradition.
It
becomes
a
negligible
factor
in
the
thought
of
the
world
and
it
stands
in
danger
of
being
exterminated
and
whereas
we
invite
the
entire
Community
to
take
part
in
the
celebration
of
the
African
American
community
events.
A
P
I
was
going
to
yield
to
Erica
the
younger
people,
have
more
air,
more
wind,
amen,
I'm,
getting
to
be
an
old
woman.
All
of
this
is
we
want
to
thank
the
city
of
Chandler,
amen,
the
council,
the
mayor
of
the
human
relations
commission,
everybody
that
is
recognizing
the
fact
that
there
were
good,
responsible
needed
contributions
made
by
our
people.
We
thank
God
for
that.
Thank
you,
amen,.
P
On
February
17th
we'll
be
at
the
channelson
of
the
Arts,
with
a
beautiful
black
history
celebration
program.
Speaking
about
that
was
then
this
is
now
please
come
out.
There
is
no
charge,
it's
free,
amen,
come
out
and
learn
something
be
entertained,
amen
and
learn.
Something
God
bless.
You.
A
E
A
Next
on
our
agenda
is
questions
comments
related
to
our
consent
agenda.
One
item
has
been
called
in
by
council
member
Stuart
councilmember
Stewart.
Q
Thank
you
mayor
item
number.
Five
I
just
want
to
get
a
brief
presentation
from
staff
on
safety
and
ensuring
that
the
neighbors
I
think
you
mentioned
the
neighbors
didn't
have
any
issues
with
this,
but
I
want
to
get
a
little
bit
of
a
rundown
on
the
where
these
propane
tanks
are
going
to
be
and
if
they're
safe
near
this
neighborhood.
Thank
you.
Okay,
very.
R
Good
mayor
council,
member
Stewart-
yes
very
good
question
before
you
tonight-
is
a
zoning
use
permit
for
two
one
thousand
gallon
propane
tanks
with
horsepower
Automotive,
but
this
permit
is
not
the
only
permit
that
is
required.
R
These
tanks
are
governed
by
building
and
fire
codes
and
also
need
a
building
permit
and
inspections
of
installation
from
my
department,
NFPA
58,
which
is
one
of
the
standards
that
we
have
adopted
through
our
codes,
requires
a
minimum
of
30
feet
to
a
property
line
for
these
tanks.
However,
the
nearest
property
line
in
this
case
is
200
feet
to
the
West
200
feet
to
the
East,
and
it's
1
100
feet
to
the
residential
nearest
residential
on
the
west.
These
tanks
need
to
be
protected
by
a
wall
and
bollards.
R
R
It
you
see
them,
it
is
a
it's
usually
a
steel
pole
that
sticks
out
of
the
ground.
It's
embedded
in
the
ground,
there's
usually
a
barrier
for
traffic,
sometimes
for
pedestrians
or
small
traffic.
Okay,.
Q
Thank
you
and
you've
got
a
double
wall
next,
so
the
reason
I
brought
this
forward
mayor
is,
like
I,
saw
two
thousand
pound
propane
tanks
and
I'm
thinking,
there's
a
neighborhood
a
little
bit
of
weight.
When
you
look
at
a
Google
it's
this
far,
but
you
said
it's
a
thousand
feet
or
more
so
just
want
to
make
sure
that
it's
a
safe
place
for
for
those
to
be
in
installed.
So
thank
you
very
much.
Absolutely
Council.
