the

Foundation

them

move

Wastewater
division
from
public
works
out
to
be
its
own
Department
as
a
standalone
Department
still.

city
I
want
to
be
clear:
it
is
staying
within
the
city
of
Chattanooga.
All
team
members
are
mine,
city
of
Chattanooga
employees,
with
full
benefits
and
pension,
all
those
sorts
of
things,
but
a
couple
reasons
for
this
move
one.
It
just
makes
sense
we're
removing
some
layers
of
bureaucracy
for
an
essential
utility.
So
really
we're
going
to
streamline
some
processes
for
procurement
for
hiring.

We
all
know
that
hiring
we've
had
quite
a
few
vacancies
for
this
essential
utility
out
at
Moccasin
Bend
and
so
we're
pulling
every
every
thing
we
can
to
fill
those
positions
and
so
eliminating
some
of
the
bureaucracy
to
do.
That
is
just
what
we're
doing
here.
On
top
of
that,
this
is
a
800
million
dollar
utility
and
asset,
and
it's
it
fully.

Wastewater
department,
or
are
they
still
dealing
with
all
those
storm
water
pipes?
They're
open
now
sure?
So
we
do.
We
separate
the
two
a
bit
so
storm
water
still
lives
within
Public
Works,
and
so
we
have
a
water
quality
fee
and
so
Bill
can
come
up
and
speak
a
little
bit
more
to
our
storm
water
piece
if
needed,
but
when
you
know
essentially,
as
the
water
makes
its
way
into
the
gutters.
Yes,
that
is
storm
water,
but
once
it
gets
into
the
ground.

At
that
point
we
have
a
combined
system
and
so
our
our
our
Wastewater
Utility
Services
all
of
the
underground
infrastructure
to
ensure
that
we
are
continuing
to
service
those
and
and
get
those
up
up
to
par.
So
if.

there's

portion
of
the
downtown
in
the
South
Side
area
that
are
combined
areas.
They
will
still
get
service
from
both
sections
because
currently,

Public

main
lines

run

Wastewater
division,
all
of
the
catch
basins
and
inlets,
where
the
storm
water
actually
drops
into
the

the
connecting
pipes
over

they
are
maintained
by
the
stormwater
division.
We
will
continue
to
to
perform
that
in
that
way,
once.

Community
with

Lots
Cromwell
Hills
is
just
to
the
right
there.
It's
zoned
R4
and
then
this
property
is
Zone
R1
and
the
light
yellow
and
there's
manufacturing
zones
across
from
Cane
Lane
from
the
site.

The
proposed
townhouse
development
are
in
rt1
residential
townhouse
Zone
acts
as
a
transitional
use
and
Zone
from
the
adjacent
R4
multi-use
family
uses
an
M1
industrial
uses,
transitioning
those
uses
to
the
R1
to
the
West.
There
was
opposition
at
Planning
Commission
to
this
case
from
one
of
the
manufacturing
uses,
concern
about
the
truck
traffic
that
they
have
and
then
just
try
traffic
movements
in
the
area.
The
applicant
did
speak
to
that
and
mentioned
moving.
There
had
had
mentioned
moving
their
entrance,
so
I
don't
know
that
there
is
continued
opposition
to
this
case.

Operational
concerns
the
surrounding
development
Forum
consists
of
single-family
dwellings
on
Lots,
ranging
from
a
quarter
of
an
acre
to
multiple
Acres.
The
multi-family
housing
already
mentioned
large
industrial
developments
with
large
buildings
and
parking
areas,
and
the
proposed
townhouse
development
is
compatible
with
the
very
development
form.
We
don't
have
an
adopted
plan
for
the
area,
but
the
site's
located
1800
feet
to
the
west
of
Shallowford
Road,
which
is
an
urban
Prince.
Excuse
me,
Urban
principle.

The
site's
located
in
the
city,
sewer
and
storm
water
system
has
access
to
the
greenway
and
the
development
could
provide
Workforce
housing
for
the
neighboring
industrial
businesses
located
along
Airport,
Road,
Shallowford,
Road
and
Cromwell
Road.
All
these
staff's
recommendation.
All
these
factors
make
the
site
an
appropriate
location
for
medium
density.
Residential
uses,
I
did
mention
the
opposition.
Planning
Commission
did
find
that
the
request
is
compatible
with
adjacent
land,
uses
and
development
form
and
could
provide
important
Workforce.

far
as
playing
and
location,
but
it
did
Express
the
opposition
from
the
from
the
business
that
that's
near
but
I
believe
he's
gotta
have
another
entrance
into
the
the
development
too.
So
I
think
it's
fine
going
forward.

rezone

these

form-based
code
zones.
You
are
a
three
Urban
residential
attached
to
two
other
zones,
a
portion
of
it.
The
southern
portion
is
a
quest
rezoned

northern
part

no
conditions.
So
this
did
change
during
app
Planning
Commission
with
discussion
and
Planning
Commission.

this
is
reflecting
the
revised
proposal.
Also,
the
use
was
revised
during
the
several
months.
This
was
a
Planning
Commission.
The
proposed
uses,
multi-family
residential
38
units
in
retail
and
I'm,
going
to
skip
forward
to
the
applicant,
provided
a
greater
project
description
at
the
request,
a
Planning
Commission
and
the
urm
M3.

That's
the
southern
portion
of
the
site,
I'll
kind
of
go
back
and
Orient
you,
the
applicants
proposing
multi-family
using
uses,
providing
diversity
of
Housing
and
residential
opportunities
for
a
total
of
38
units
and
then
the
portion
to
the
north,
closer
to
Main,
Street
kind
of
Light
commercial
uses
and
on-site
parking.
There
are
they're
calling
them
shotgun
houses
they're
in
that
location,
they're,
proposing
to
use,
reuse
them
for
affordable,
startup
business
incubators.

Back
the
again,
the
cx-3,
which
is
allows
those
commercial
uses
of
shotgun
homes.

For
that
live
work,
business
incubator
to
the
north,
the
residential
use
to
the
South
right
now
they
are
all
single-family
shotgun
homes
and
again
the
ones
to
the
South
would
be
removed
for
the
the
multi-family
development.

So
staff
found
that
the
the
site
is
so
there's
a
mix
of
form
in
the
area
around
the
site,
which
is
small,
Urban
Lots,
with
Town
Homes,
single-family
residences,
larger
commercial
Lots,
along
East,
Main
Street
and
the
church
with
surface
parking
and
then
the
railroad
right-of-way.
So.

housing,
but
there
is
a
mix
of
uses
in
the
area
staff
recommendation
was
developed
for
the
original
proposal.

mentioned,
it
got
refined.

was
a

bit
more
intense

it

we
