At Wednesday's Board of Supervisor meeting, Chesterfield County Sheriff, Karl Leonard provided the Board a Supervisors with an annual Chesterfield County Sheriff's Office update.

everyday
excellence.
It's
an
example
of
just
one
of
the
employees
of
chesterfield
county.
Just
doing
something.
Extra
special
on
behalf
of
serving
the
citizens
today
is
no
exception,
and
we
have
sheriff
leonard
here
today
to
express
his
thanks
and
really
our
thanks
in
reference
to
one
of
his
deputies
in
response
to
a
house,
fire.

recruitment
technique.

It
works
so
deputy
marshall
is
here
today
standing
behind
me
and
we're
very
proud
of
her
on
march
22nd
at
8
pm,
she
was
arriving
home
from
work
iron
gate
subdivision.
She
was
in
full,
uniform
and
while
she
was
on
her
way
home,
her
sister
called
her
telling
her
about
a
house
fire
just
up
the
road
from
her
house.

Deputy
marshall
and
her
sister,
jordan
kohl's
placed
the
children
in
the
safety
and
warmth
of
jordan's
car
comforted
them
and
immediately
began
to
provide
comfort
and
build
rapport
with
them.
This
provided
an
invaluable
tool
for
the
fire
department
and
assisted
their
investigators
in
gaining
the
necessary
information
to
better
serve
the
mother
and
her
children.

shifted
to
a
plus
status
to
highlight
improved
services,

product

increased
resources.

chesterfield
sheriff's
office
envisions
itself
in
the
same
manner
a
sheriff's
office
plus
delivering
far
beyond
the
minimum
expectations.

would
have

you
see
up
here
in
this

right
picture
is
deputy

helping
with
pre-trial
services
every
day
our
deputies
stand
in
the
hallway
and
help.
Sometimes
hundreds
of
people
fill
out
necessary
paperwork
before
appearing
for
the
judge
for
pre-trial.

This
saves
the
court
immense
amount
of
time,
because
all
the
paperwork
is
completed
beforehand,
underneath
that
is
one
of
our
deputies.
Our
canine
handlers,
our
two
canine
dogs,
one
is
explosives
and
weapons.
The
other
one
is
drugs,
get
employed
throughout
the
region
and
virginia
to
help
other
agencies,
as
well
as
in
chesterfield
county.
Really,
you
know
delivering
a
service
that
is
much
needed
throughout
our
region.

We
also
seen
a
marked
increase
in
the
number
of
public
meetings.
We
provide
provide
security,
for
I
probably
don't
need
to
tell
you
this,
as
our
citizens
become
more
engaged
in
our
community
and
rightfully
so.
These
meetings
have
increased
in
size
and
frequency
and
through
it
all
our
deputies
provide
exemplary
service
in
maintaining
the
order,
be
it
town
hall
meetings
for
various
boards
or
the
actual
board
meetings
for
school
board,
planning,
commission
and
the
board
of
supervisors.

As
you'll
see
here,
we've
been
on
a
downward
trend
for
several
years
now.
This
predates
covid
from
our
our
really
robust
years
where
we
saw
14
to
15.
000
people
come
into
our
jail
every
year,
we've
seen
a
marked
decrease
starting
to
happen
back
in
2014
or
fy14.

Now,
what
we
saw
last
year
probably
was
an
anomaly,
because
this
year
we
see
our
numbers
going
back
up
to
around
90
100.
9100
is
still
going
to
be
on
par.
I
think
what
we
see
for
the
leveling.
I
will
tell
you
that
just
yesterday,
department
of
corrections
picked
up
a
number
of
our
out
of
compliant
inmates.
We've
seen
this
happen
through
the
course
of
the
last
week,
both
here
and
at
riverside
with
our
inmates
and
our
population
numbers
are
decreasing
again,
so
we
expect
that
to
level
off
somewhere
around
nine
thousand.
I
think.

Every
year
I
will
say
from
the
intakes
we
have,
we
have
seen
a
marked
increase
in
the
issues
with
mental
health.
This
is
really
becoming
an
issue
with
us.
Every
day
we
get
people
in
here
who
are
suffering
in
mental
health
crisis.

We
have
a
great
relationship
with
miss
kelly
freed
and
her
csb,
but
the
sheriff's
office
isn't
resourced,
equipped
or
trained
to
deal
with
people
in
serious
mental
illness.
C

The
other
thing
we've
seen
is
a
marked
increase
in
a
number
of
people
trying
to
smuggle
drugs
into
our
jail.
Thanks
to
this
board
two
years
ago
were
able
to
purchase
a
full
body
scanner
that
full
blood
scanner
has
proved
immensely
its
worth
to
us
in
detecting
people
have
concealed
drugs,
paraphernalia
and
other
contraband
inside
their
person.

Our
warrants
section
delivers
or
transacts
about
34
000
transactions
a
year.
This
has
been
a
place.
We've
lagged
for
many
years
in
our
service
capabilities,
but
thank
you
to
the
board
for
this
year's
budget.

We're
able
to
increase
our
staffing
there
and
go
to
24
7
operations,
which
is
much
needed,
and
I
appreciate
that
support
our
classification
section
again.
We
had

inmates
enter
chessville
county
jail,

reviews
were

What's
that
that
went
really
big
yeah,
not
64,
000
6400
and
then
400
offenders
assigned
to
alternative
sentencing
program.
So
just
a
little
bit
of
background,
it's
not
simply
you
get
arrested,
you
come
to
jail
and
we
put
you
in
a
cell.
We
have
to
classify
you.
We
try
to
do
our
best
to
keep
violent
people
from
non-violent
people
rival
gang
members
from
rival
gang
members,
older
individuals
from
younger
individuals,
and
we
try
to
really
segregate
people
to
where
it's
best
for
their
safety
and
well-being.

As
you
know,
over
the
last
few
years,
we're
one
of
only
16
jurisdictions
nationwide
to
be
selected
for
the
esteemed
department
of
justice,
building
bridges
grant
we're
also
one
of
only
six
jurisdictions
in
virginia
to
receive
the
department
of
criminal
justice
services.
Mental
health
pilot
grant
today,
I'm
proud
to
announce
that
we
have
been
selected
to
participate
in
a
very
distinguished
research
study
being
conducted
by
harvard
university
in
conjunction
with
the
national
commission
on
correctional
health
care.
This
prestigious
study
was
limited
to
40
jails,
nationwide,
of
which
tesla
was
the
only
one
from
virginia
selected.

our

What
I'd
like
to
highlight
in
this
picture
again
from
the
support
from
the
board
is
the
top
right
picture?
Is
our
new
reconfigured
entry
way
to
the
main
courthouse
all
of
these
panels
and
glass
panels
and
and
wood
panels,
all
firearms
resistant,
but
it
also
provides
easier
access
for
citizens
coming
in.

We
are
probably-
and
I
don't
even
know-
what's
probably
one
of
the
only
safe
exchange
zones
that
is
actually
monitored
by
a
live
deputy
24
hours
a
day,
seven
days
a
week.
In
addition
to
that,
we
have
a
panic
button
and
an
array
of
camera
systems
on
it.
As
you
can
see,
the
majority
of
use
we
get
is
for
child
custody
cases,
and
infant
transfers
over
1500
occurred
in
2021,
and
that's
that's
a
snippet
number
and
then
again,
695
were
goods
were
exchanged.

After
having
been,
I
guess,
ripped
off
in
a
property
exchange
in
a
previous
transaction,
so
they
have
switched,
they
have
an
online
store
and
they've
switched
their
whole
model
to
this
being
a
part
of
what
they
do
now
and
I
think
you're,
seeing
more
and
more
of
that
get
out
there.
But
I
want
to
encourage
you.
This
is
a
wonderful
program.

It's
it's
not
something
you
have
to
sign
up,
for
anybody
can
use
it
24
hours
a
day.
We
do
have
it
monitored,
24
hours
a
day
by
a
deputy,
and
that
deputy
keeps
track
of
every
time
somebody
pulls
in
there.
I
will
say
sometimes
you'll
go
there.
You'll
see
people
actually
couple
spots
before
it
or
after
it
also
conducting
business,
because
we
have
that
many
people
using
it
now.
It's
just,
I
think,
a
very
safe
tool
that
our
citizens
can
take
advantage
of.

This

particular
on
the
top
right
is
one
I
cherish
as
it
depicts
firsthand
the
great
relationship
our
deputies
share,
with
chief
katz's
officers
in
2021,
our
members
of
our
civil
process
unit,
our
deputies
conducted
227
traffic
stops.
This
doesn't
seem
like
a
lot
but
consider
that
as
not
their
primary
job
function.

That's
a
great
point
because
I
thought
about
that:
the
other
day:
how
are
we
enforcing
how?
How
are
we
enforcing
that
so
as
to
not
be
harassing,
but
rather
educational
sheriff.

Yes,
so-
and
I
appreciate
it,
but
you
can
imagine
what
a
citizen
sees
a
uniform
deputy
standing
in
front
of
a
car,
that's
parked
illegally
in
a
handicap
or
a
fire
lane,
take
no
action.
What
they
must.
Think
of
you
know
the
sheriff's
office
and,
quite
honestly,
the
police
department,
because
many
don't
know
the
difference
and
that's
just
something
we
wanted
to
avoid
and
be
able
to
serve
what
we
could
serve.

A
community
is
very
important
to
us.
We
feel
if
it
was
not
for
the
community.
We
would
not
have
a
sheriff's
office
today,
so
we
do
invest
a
lot
of
time
in
our
in
our
community.
As
you
can
see
on
this
slide,
the
play
is
safe.
Id
inmate
outreach
court
tours
concealed
carry
handgun
safety
courses,
which
have
been
the
most
popular
we've
done
they're
at
capacity
every
month
when
we
hold
these
courses,
and
the
cost
to
go
to
this
course
is
a
food
donation
to
the
food
bank
chesterfield
food
bank.

Workforce,
as
you
can
see
here,
our
workforce
does
more
than
just
pick
up
trash.
They
actually
have
built.
Many
walkways
at
county
parks
helped
with
other
construction.
We
have
a
workforce
that
works
at
animal
control
cleans
the
facility
every
morning,
and
then
we
do
a
lot
of
the
gateway
entries
to
chesterfield
county
trying
to
keep
them
clean
with
the
fy
23
budget.

That
was
just
approved,
we'll
be
able
to
increase
these
teams
from
four
to
five
and
then
have
them
assigned
to
each
magisterial
district,
where
they
will
be
focused
on
addressing
issues
within
within
that
specific
district
once
in
place.
I
will
come
back
to
each
of
you
and
advise
you
which
team
is
assigned
specifically
to
your
district,
so
you
can
easily
reach
out
to
them
to
address
those
issues
within
your
districts,
such
as
trash,
pickups,
landscaping
and
overall
beautification
process.

them
for
that
because
I
can
tell
you
trash
traffic.
Are
the
number
one
and
number
two
and
they
reverse
themselves,
sometimes
with
the
number
one
and
number
two
complaint,
and
even
though
that
trash
is
vdot's
responsibility,
the
county
does
a
lot
of
work
through
community
enhancement
to
put
together
litter
campaigns,
but
your
organization
and
these
inmates,
quite
frankly,
do
a
tremendous
amount
to
help
improve
the
community
and
I
think
that's
a
win
for
the
citizens
and
a
win
for
them.
So
I
I
really
appreciate
that
absolutely.

that

I'm
very
much
motivated
interested
in
doing
that
in
dale.

know
certain
areas
we
need
and
we
do
get
complaints
about
trash
and
I'm
welding
a
partner
with
you
and
we're
prepared
to
provide
resources
to
help
you
to
if
you
need
them
to
make
sure
we
get
it
done,
because
the
gateways
into
the
county
are
really
critical.

have
people
coming
from
all
throughout
the
east
coast
to
our
swim
facilities
from
rva,
national
and
so
having
it
look,
pristine
and,
and
the
very
best
it
can
be-
is
critically
important.
So
what
we
can
do
in
that
area
is
critically
important.
So

that
effort.

Absolutely
one
of
the
other
things
they
do
is
they
do
sidewalk
and
driveway
snow
removal,
ice
removal
for
county
facilities
around
here,
and
they
also
are
a
big
part
of
christmas
mother
and
they
help
set
it
up
and
staff
it
and
they
really
enjoy
the
christmas
mother
program
themselves,
and
I
I
think
without
christmas
mother,
without
their
help,
chris
mother
would
would
have
a
challenge
on
its
hands.
So
I
appreciate
your
opportunity
and
the
funding
for
this
year
to
increase
that
to
five.
I
think
that's
going
to
be
beneficial
for
everybody,
our
next
program.

I
really
didn't
give
this
much
publicity.
We
launched
it
in
2021,
it's
our
soccer
program,
sheriff's
office,
community
connection
and
education
representatives.
We
wanted
to
bring
citizens
from
the
county
into
our
processes,
developing
sops
and
policies,
our
promotional
process,
as
well
as
our
hiring
process.
They
sit
at
the
table,
they
ask
the
questions
and
they
have
a
vote
and
whether
we
hire
somebody
or
promote
somebody
giving
our
citizens.
I
think
some
input
and
some
value
to
what
we
do.
It's
been
really
beneficial.

It
continues
to
be
well
received
and
I
have
to
tell
you:
we've
learned
a
lot,
especially
in
our
policies.
You
know
we
look
at
it.
You
know
through
a
one-way
microscope.
They
see
it
more
wide
and
they
say
well
what
about
this?
And
what
about
that
and
we
tend
to
incorporate
those
and
it's
been
a
very
big
help
for
us
and
then
just
very
quickly,
just
some
of
the
other
things
that
I
do
in
my
role
as
you
can
see
there,
there's
a
host
of
things
that
I
participate
in.
A
I
don't
have
a
question
necessarily
on
the
performance,
but
I
did
have
two
questions
earlier
that
I
held
didn't
realize
we
were
jumping
in
in
the
middle.
The
first
one
is:
do
you
think
the
reason
for
decrease
in
intakes
has
to
do
with
changes
in
the
marijuana
laws,
or
what
do
you
think
in
general
has
caused
the
decrease
in
intakes.

Well
again,
we've
seen
this
decrease
probably
start
seven
years
ago,
so
it
predates
the
new
criminal
justice
reform
laws.
It
predates
covid,
I'm
not
sure
why
we
started
to
see
that
decrease
other
than
I
think
chief
cats
department.
Maybe
the
good
efforts
on
his
crime
prevention
is
actually
have
an
impact
and
resulting
in
a
lower.
That's
the
only
thing
I
can
explain,
because
it
does
predate.
Obviously,
the
new
criminal
justice
reform
laws,
especially
those
that
came
out
in
the
last
year,
so.

Actually,
I
think
it's
a
combination
of
both
one
we're
able
to
catch
more
because
of
the
x-ray
machine.
Absolutely
you
know
before
that
we
relied
on
some
antiquated
ways.
We
still
use
those
it's
not
a
single
check
system.
It's
a
multi-phase
system
to
check,
however,
with
the
the
rate
of
fentanyl
coming
into
our
county
in
this
country.

Fentanyl
is
a
lot
easier
to
smuggle
in
and
we're
seeing
fentanyl
everywhere
now,
fentanyl
is
in
every
drug
and
chief
cats
can
speak
to
it
as
well
fentanyls
and
marijuana
fentanyls
and
crack
fentanyl's
in
everything
heroin.
Everything
is
fentanyl
now
and
it's
easy
to
conceal
and
easy
to
get
into
our
jail.

sheriffs,
thank

the

it
very

I
have
a
question
on
your
department's
interactions
with
our
new
public
defender's
office
that
I
met
with
just
a
couple
of
weeks
ago.
I
got
to
tour
that
so
I
know
you're
very
involved
in
it.
How
is
that
going
that
department
and
that
group
right.

I
think
it's
going
very
well.
I
will
tell
you
talking
to
the
the
inmates
in
my
jail
they're,
very
receptive
to
they're
actually
getting
to
have
some
a
lot
of
face-to-face
time
with
an
attorney
before
they
initially
appear
before
court.
We
have
worked
hand-in-hand
with
the
public
defender's
office.
We
actually
gave
them
office
space
in
our
jail.
Great
and
we've
got
a
few
more
modifications
to
make.
We
wanted
them
to
be
that
to
be
their
space.

Defense
attorneys
still
have
their
meeting
rooms,
but
now
we
have
one
room
specifically
set
aside
for
them
to
ease
that
they
are.
I
can
tell
you
they're
in
our
jail
every
day,
all
day
long
they're
doing
a
yeoman's
job
representing
their
clients
and-
and
I
think
in
the
end,
it's
going
to
be
beneficial
to
everybody.

about
how
we
serve
the
citizens,
because
we
all
actually
work
for
the
citizens
at
the
end
of
the
day,
so
I
applaud
that
all
the
citizens.

interaction
now

That

the
standard
since
february,
19th
of
this
year
through
april
13,
this
is
this
is
a
60-day
snapshot.
We
took
the
following:
people
were
released,
these
were
the
bacs
not
when
they
entered
our
jail.
These
were
their
bacs
minutes
before
they
released
from
our
jail
.14
on
a
second
dui
and
they
were
released
while
intoxicated,
meaning
that
we
could
legally
go
outside
as
soon
as
I
release
them
from
the
back
door,
arrest
them
from
being
drunk
in
public
and
bring
them
back
through
the
back
door.

It's
a
concern
because
for
their
own
safety
we
don't
want
them
stepping
out
into
traffic
stepping
off
a
curb.
We
don't
want
other
people
having
to
dodge
them,
while
they're
walking
impaired
in
a
roadway,
but
there's
also
another
concern
for
their
welfare
and
that's
one
chief
cat.
Since
his
department's
struggling
with
right
now
where
a
gentleman
in
december
was
arrested
for
drunk
driving,
he
was
released
and
he's
yet
to
be
seen.

He's
been
missing
since
december
after
being
released,
while
intoxicated
from
our
jail
and
that's
the
concerns.
We
have
there's
some
significant
ba.

People
only
to
be
released.
Five
cases

probation
violations,
five
cases

protective
order,
violations,

violations
are
very
serious.

people

hurt
and
13
cases
of
violating
conditions
of
release.

officers

they

that

the

they

they're
violating

we

complaint

the
supreme
court

virginia

or

folks

hard

provide
a
safe
community,
as
does
the
county,
attorney's
office

sheriff's

when

to
work
so
hard
to

fourth
element
of
the
criminal
justice
system,
the
magistrate's
office,
simply
releases
people.
It
becomes
very
frustrating.

comment
real
briefly
and
say
that
I
think
that
this
is
important
information
that
we
as
a
board
at
court
and,
along
with
you
folks,
with
chief
katz,
with
our
commonwealth
attorney
share

our
entire
state
elected
delegation.
Going
back
to
those
are
the
folks
that
can
change
that
and
at
that
law,
because
until
just
holding
and
looking
to
the
office
of
executive
secretary,
the
supreme
court
is
going
to
be
a
difficult.

board,
it's
incumbent
upon
us

take
action

the
appropriate
authorities
in

them
know

we
just
do
not
support

risk
because
of

that's

number
one
priority
in
this
county

a
board,
is
the
safety

welfare

citizen

chesterfield

think
we
have
to
take
action

something
different
than
what's
been
done
and
dr
casey
will
be
working
toward
that
end.

about

fall

type

legislative

again
we
don't
have
to
wait

long
if
we
can
get
parties
downtown

listening

accountability

goes
with
the
powers
that
they
have.

probably
just
happening
in
chesapeake
county,
but
probably
what
is
only
happening
in
chesterfield
county
is
taking
that
breathalyzer
reading
before
they
leave.

not
sure
other
jurisdictions
do
that,
so
they
may
not
have
the
data
we
actually
everybody
who
leaves
we
give
them
a
breath
test
before
they
leave
so.

going

not
sit

that's
not

say
enough
how
important
it
is
that
we
take
some
action
with
regard
to
what's
happening
in
this.
The
the
call
for
transparency
and
accountability
in
the
criminal
justice
system
and
systemic
failures
of
the
system
transcend
use
of
force
cases
controversial
traffic
stops.

They
are
the
entire
system,
that's
what
systemic
means
and
when
we
start
looking
at
this
and
the
outputs,
we
recognize
that
our
community
is
not
well
served
and
in
fact
those
that
we
are
arresting
are
not
well
served.
There
are
people
who
are
in
need
of
services,
services
that
are
provided
by
the
chesterfield
county
jail
who
are
denied
those
services
because
they're
released
on
their
own
recognizance.
Sometimes,
while
they're
impaired,
we
don't
argue
against
the
merits
of
bail
reform.
There
are
a
lot
of
very
good,
solid,
cogent
arguments
that
support
some
measure
of
bail
reform.

That
obviously
has
not
borne
the
fruit
that
we
wished,
and
so
now
we
want
to
make
sure
that
we're
making
you,
as
the
elected
officials
in
this
community
and
our
community
aware
of
these
significant
concerns,
because
these
are
things
that
happen
behind
closed
doors.
Nobody
sees
it,
nobody
takes
viral
video
of
it,
but
it
is
a
threat
to
public
safety.
Nonetheless,
so
appreciate
your
