The Stegmaier Public Service Fellowship was established in honor of the late James J.L. Stegmaier, who served as the county administrator from 2007 until 2016. Mr. Stegmaier began his career in the Budget and Management Department of Chesterfield County in 1979 to eventually become the county administrator in 2007. Not only was Mr. Stegmaier a leader, but he served as a mentor to many within the county and the community. He lived a life of principled achievement, one of service to others, ethical leadership, and constant personal growth and learning. Mr. Stegmaier passed away in 2022. It was said of Mr. Stegmaier, “Ever humble about his talents, he was quite skillful and provided evenhanded, thoughtful, analytic leadership that was
exceptionally useful in a changing world.” It is with this focus in mind that this two-year fellowship was named in his honor. Ms. Margot Stegmaier joined the Board of Supervisors as they introduced the first Stegmaier Public Service Fellow, Mary Romanello. Mary is a graduate of Christopher Newport University and holds a Bachelor of Arts in Political Science. Mary
is currently working in the Constituent and Media Services Department.

FY2024-FY2028 Capital Improvement Program. Budget staff presented an overview of the plans to include
year-to-year changes; five-year plans; and proposed funding for new facilities, renovations, and expansions of
existing facilities. Details of both plans and an update on current projects were reviewed at the work session.
The public hearing for the Proposed FY2024-FY2028 Capital Improvement Program and FY2024 Budget are both scheduled for March 22, 2023, at
6:15 p.m. and 6:20 p.m. respectively. The County Charter requires adoption of both plans by May 1st.
