Chesterfield County, Virginia / Excerpts from Board of Supervisors meetings

The Community Enhancement Department provided their annual update to the Board of Supervisors. Dan Cohen Community Enhancement Director covered a wide range of responsibilities and activities of the Community Enhancement department. It included code enforcement, community engagement, community cleanups, federal funded programs and projects, and blighted properties.

This work session covered a range of finance topics that are on the May agenda and/or are being teed up for action in June. Specifically, the session focused on the approval of the bond resolution that will allow for the sale of the first 2022 referendum bonds and the background for two June public hearings (one on the ARPA program and one covering year-end budget amendments) that are being set for advertisement as part of the consent agenda.

First Tee representatives provided the Board of Supervisors with an update on accomplishments, operations and planned initiatives.

Sheriff Karl Leonard provided the Board of Supervisors an update on accomplishments, operations and planned initiatives

Rebecca Worley, VDOT Chesterfield Residency Engineer, discussed their seasonal operations and provided the Board of Supervisors an update on other items of interest.

The Chair of the Chesterfield County Planning Commission, Tommy Owens, and Director of Planning, Andrew Gillies presented the Planning Commission's Annual Report summarizing the accomplishments and activities of the Commission in 2022 along with upcoming work program items for 2023.

Chesterfield County Chief of Police Jeffrey Katz provided the Board with an update regarding accomplishments, programs and planned initiatives.

Chesterfield County General Services Director John Neal provided the Board with an update regarding private haulers' implementation of program model
changes for curbside recycling.

This work session was a comprehensive review of the County Administrator's Proposed FY2024 Budget and
FY2024-FY2028 Capital Improvement Program. Budget staff presented an overview of the plans to include
year-to-year changes; five-year plans; and proposed funding for new facilities, renovations, and expansions of
existing facilities. Details of both plans and an update on current projects were reviewed at the work session.
The public hearing for the Proposed FY2024-FY2028 Capital Improvement Program and FY2024 Budget are both scheduled for March 22, 2023, at
6:15 p.m. and 6:20 p.m. respectively. The County Charter requires adoption of both plans by May 1st.

School Board and school administration representatives presented a review of the approved plan and discuss the next steps loving forward.

Kelly Fried, Executive Director, Chesterfield County Mental Health Support Services presented information on the Federal 988 initiative and State Marcus Alert Legislation including impacts to Chesterfield County.

Matt Harris, Deputy County Administrator for Finance and Administration and Director of Budget and Management, Gerard Durkin presented a FY2024 Revenue update to the Board of Supervisors.

This work session provided a comprehensive review of the Utilities Department's proposed FY2024 operating budget and FY2024-2033 Capital Improvement Program. Proposed increases in the water and wastewater commodity charges and the water capacity charge will result in a monthly combined water and wastewater increase of $1.80, or 2.96 percent, for an average residential customer using 7 CCF's per month. There are no increases proposed for the water and wastewater capital cost recovery charges.

Katherine O'Donnell from Richmond Region Tourism provided an update to the Board of Supervisors on the status of the Tourism Improvement District initiative in Chesterfield County.

This work session covered a range of budget related topics including a preview of the CIP and operating budget, an update on real estate revaluation, school enrollment, and an overview of the Superintendent's budget proposal. This work session marks the kick-off of the FY24 season and it is purely informational in nature.

Segment (2/3) Environmental Engineering provided the Board with an update on various environmental stewardship topics that include reservoir update, RPA projects, tree canopy ordinance and anti-litter/ beautification efforts.

Segment (3/3) FOLAR Trails provided the Board with an update on various environmental stewardship topics that conserve, protect, and promote the Appomattox River for all to enjoy.

Segment (1/3) General Services provided the Board with an update on various environmental stewardship topics that include energy management, fleet programs, recycling and convenience center operations, upcoming events and Lego facility sustainability.

January 25, 2023 - Valor Award Recipients - BOS Meeting

Commissioner of the Revenue Jenefrer Hughes and staff provided the Board with a demonstration on the new citizen portal and other recent activities, successes and future initiatives.

Matoaca District Supervisor Kevin Carroll presented a Central Virginia Transportation Authority update to the Board of Supervisors on recent activities, successes and future initiatives.

Planning Director Andy Gillies provided the Board with an update on the new Enterprise Land Management (ELM) tool and other recent activities, successes and future initiatives.

Parks and Recreation Director Neil Luther provided the Board with an update on recent activities, successes and future initiatives.

This work session covered a range of finance topics including a report from the County's external auditor, a preview of FY22 year-end budget topics, a discussion of the Spring Rock Green financing that was on the consent agenda, and a preview of December's tax rate/relief topics.

Mary Martin Selby, Director of Human Resources, Kristi Brittle and Candace Lackey, Assistant Directors, presented Human Resources' FY22 Annual Report to the Board of Supervisors.

Richmond Region Tourism and Sports Backers staff provided the Board with an update on recent activities, successes and future initiatives.
