stewardship

our

influence

our
community

many

small

belated
form

recognition
in
a
small
way
for
your
many
years
of
service,
and

acquisition

equipping

a
new
city
hall
facility
authorizing

execution

delivery

various
documents
relating
to
such
transactions,
including
the
base
lease
agreement

exceeding

purchase

agreement
for
the
construction
of
the
new
municipal
building
on
chesterfield
street,
formerly

site

regions
bank

hotel,
palmetto
federal.
This
construction
will
be
substantially
complete
this
month
with
the
closing
to
follow.

are
looking
to
close
at
least
the
financial
portion
of
the
transaction,
not
the
not
the
hand
over
the
building,
but
it
would
be
done
later
this
week.
Should
this
approve
be
passed
a
second
reading.
The
amount
of
the
purchase
is

million,

city
is
making
a
down
payment
of
five
million
twenty

thousand.

dollars

financed

of
two
and

quarter
percent

sterling

bank.

prepayment
can
be
made

years.

five,

percent
prepayment
penalty
exists
in
years,

through
eight
and
then
should
we
choose
to
pay
off
the
loan
after
eight
years,
there's
no
prepayment
penalty.

reassessment
we

adjust

set

millage
rate

we
passed
a
budget

june,

at
62
mills,
which
is
what
it
has
been
since
2012.
We
knew
that.

going

come
back

make
an
adjustment
to
the
millage
rate
because
of
reassessment,

knew
with
the
real
estate
market
performing
as
it

need

roll

reduction

60
mils
we've
not
raised
millage
since
1989,
and
this
is

six
time
millage
rate

reduced

audit

law

city
code

the
fiscal

30th

year.

are
very
pleased

report
that
they
are
giving
us
and
we
are
gladly
receiving
an
unqualified
opinion,
I.e
a
clean
opinion
with
no
material
weaknesses
and
no
instances
of
non-compliant
material
in
the
financial
statements,
and
this
acceptance
of
the
audit
is
before
you
at
first
reading
this
evening.

things
first
related
to
the
road
maintenance
fee
that
we
put

thousand
dollars
into
the

roughly

we

bills
on
motor
vehicles.

collected
about

but
we
do
have.
Obviously
we

budget

As
you
know,
we
had
a
work
session
with
council
about
the
noise
ordinance
a
long
long
long
time
ago,
over
a
year
since
then,
the
staff
attorney
that
was
working
on
it
left.

our
planning
director
left,
so
we
had
to
kind
of
re,
build
a
lot,
some
of
the
work
that
had
been
done
and
some
of
the
institutional
knowledge
and
we
believe
we're
going
to
have
a
noise
ordinance
discuss
well
at

work
session.

going
to
talk
to
you
about
the
noise
ordinance.
We've
got
a
list
of
a
handful
of
people
that
are
interested.
Have
been
interested
in
it,
be
notifying
them
and
then
we'll
move
forward.

we
looked
at
it
from

standpoint
of
looking
at
the
current
noise
ordinance
and
also
recognizing
that
some
you
know,
depending
on
you
know
whether
it's
things
such
as
loud
noises
emitting
from
cars
or
motorcycles

amplified
music.

we
need
to
sort
of
look
at
where
we
are
take
stock,
look
at
what
other
jurisdictions
are
doing
and
what
works.
But
anyway,
that
has
been
a
long
time
coming
and
we're
at
least
hitting
a
good
point
for
something
for
council
to
review.
