seeing

issue

that's
the
transfer
of
the
Maddie
Hall
properties
to
Scott
and
Adrienne
Patterson,
which
I
think
has
been
pointed
out
in
other
sources.

is
one
in
what
appears
to
be
a
long
string
of
mismanaged
property
deals
that
the
city
has
done
where
for
those
who
don't
know
the
city
sold
four
acres
of
property
for
a
hundred
and
fifty
thousand
dollars
and
they're
currently
on
the
market
for
seven
hundred
thousand
dollars.
Two
weeks
after
the
buyer
took
possession,
the
buyer
happens
to
be
an
employee
of
the
city,
attorney's
office
and
the
properties
were
sold
without
public
bid
without
public
auction.

was
even
comment,
according
to
the
minutes
at
the
council
meeting,
that
a
lot
in
that
area
would
go
for
160,
000
and
there's
four
Lots.
So
do
the
math
wasn't
far
off
the
city
sold?
Seven
hundred
thousand
dollars
of
taxpayers
assets
for
150
000
to
an
employee
of
the
city
attorney's
office.
That's
not
a
good
show.
It's
not
the
first
time
the
city's
done
that
we
can
talk
about
the
other
things
that
the
city
has
done
at
another
time,
but

this
case,
since
the
sale
just
closed,
I
would
urge
Mr,
Patterson

urge

city

attorney

try
to
rescind
the
transaction
and
have
a
public
auction

whoever

is
not

good
precedent

council

Aitkin,
County

talking

culture,

of
the
people

area

it's

reserved

Kroger
Publix
and
Food
Lion
malls
are
to
any
of
their
adjacent
Residential
Properties.

As

long-term
developer

Woodside
and
The
Village
at
Woodside.
We
appreciate
your
consideration

us
tonight
also
is
Brad
shell

peach
properties,
our
partner
in
the
grocery
parcel,
as
well
as
bus
Rich,
who
we'll
touch
on
some
of
the
zoning
and
planning
issues
that
have
been
raised.

It
takes
four
acres
and
the
southeast
corner
of
the
village
along
Reserve
Club
Drive
in
the
drive
driving
range,
and
this
will
add
we're
going
to
convert
that
to
the
Village
Medical
area
and
it'll.
Add
additional
medical
and
office
square
footage
as
well
as
accessory
parking,
that's
needed
for
that
area
and
the
existing
businesses.

There's
an
open
space
designation
of
roughly
seven
acres
on
this
application
of
land
on
the
Eastern
side
of
Reserve,
Club
Drive,
and
backing
up
to
Magnolia
Lake
Road.
This
area
was
previously
approved
for
high
density
multi-family.
This
also
concentrates
this
move
would
concentrate
the
residential
multi-family
units
to
the
town
center
and
in
area.

But
we
see
the
developing
of
this
area
and
most
of
the
remaining
residents
Superior
in
the
plan
to
do
it
all
in
this
one
concentrated
area,
it's
more
sensible,
designation
for
the
in-units
to
be
considered
residential
units.
It's
just
a
better
idea.
The
fourth
item
is
the
grocery
area:
development
and
expansion.
The
plans
for
the
village
have
always
designated
this
area
for
a
grocery,
with
Insight
in-line
shops
since
2005.

our
applications,
in
conjunction
with
the
annexation
application
of
the
neighboring
4.72
Acres,
currently
in
the
county,
and
incorporates
it
into
the
village
we're
partnering
with
peach
properties,
they're
an
experienced
developer
of
properties
like
this
for
this
component
of
the
village.
The
following
highlights
some
important
aspects
of
our
proposal:
it'll
allow
for
a
better
grocery
site,
improved
access
from
Silver
Bluff,
as
well
as
Village
Green
Boulevard.
The
annexation
is
consistent
with
the
comprehensive
guiding
principles
and
strategies.

The
number
one
goal
is
to
incorporate
donut
holes
in
adjacent
neighborhoods
and
Commercial
areas
in
the
city,
with
a
priority
on
those
having
connectivity
to
the
multiple
to
the
municipal,
Services,
Water
and
Sewer.
The
grossing
related
buildings
fall
under
the
covenants
conditions,
restrictions,
including
the
Architectural,
Review
and
controlled
by
woodside's.
Our
covenant's
restrictions
for
the
for
our
commercial
area,
it'll
be
built
in
a
manner
consistent
with
the
existing
development
we've
done
so
far,
I
think
most
people
are
pretty
happy
with
that.

We've
been
careful
and
patient
in
developing
this
grocery
area,
it's
vital
to
our
development.
It's
critical
that
the
operator
be
High,
Caliber,
financially
sound
and
a
good
fit
with
our
village
Vision.
Over
the
years
several
groceries
have
been
considered
and
rejected.
They
didn't
meet
our
profile
for
the
right
match.
This
operator
does
all
right
as
expected.
There's
concerns
and
objections
I've
been
raised
regarding
scale
traffic
light
and
sound
impacts.

Let
me
share
our
thoughts
on
those
concerns
scale
like
other
this
grocery,
like
other
Enterprise
in
The
Villages,
intended
to
serve
more
than
just
the
village.
It's
the
whole
PR
Zone
woodside's
over
300
acres,
3000
acres-
excuse
me,
so
are
the
surrounding
areas.
It's
always
been
the
intention
of
the
village
and
all
the
other
businesses
to
serve
more
than
just
318
units.
That's
ridiculous.

The
traffic,
the
the
added
access
points
will
improve
traffic
it'll,
actually
reduce
it.
It'll
give
access
to
this
parcel
from
three
different
points:
more
convenient
location,
Less
in
and
out
and
a
reduced
traffic.
We
feel
on
Whiskey
Road,
Dougherty
Road
and
Silver
Bluff
Road,
the
commercial
intensity,
all
of
Woodside
in
the
village
or
Zone
PR,
all
of
it.
This
combined
with
other
areas,
commercial
developments,
less
than
1.8
percent
of
the
acreage
that
we
have
excuse
me
now.

working
in
conjunction

talk
a
little
bit
more
specifically
about
the
grocery
site,
about
some
of
the
things
we're
doing
to
address
what
I've
heard
as
concerns
and
answer
any
questions
that
you
all
may
have.
First
I
know
everyone
would
love
to
know
who
it
is.
We
cannot
say
I'd
love
to
be
able
to
tell
all
of
you
all
that.

Just
we're
not
allowed
to
say
I
can
say,
though
it's
an
upscale,
it's
a
high
quality,
Regional
grocer.
They
are
attached
to
the
project.
This
isn't
a
speculative
project.
We
have
a
specific
tenant
Woodside,
as
Camp
said,
it
always
had
the
ability
to
turn
down
a
grocer
if
they
didn't
think
it
was
compatible
with
the
use-
and
that's
certainly
not
the
case
here.

Additionally,
it's
been
a
long
time
since
a
new
full-service
grocery
store
has
been
in
Aitkin,
and
this
is
a
great
example
of
the
new
store
latest
prototype.
How
the
drive-through
Pharmacy
a
variety
of
prepared
foods,
fresh
options,
organic
options,
everything
that
you
would
expect
from
a
nice
new
grocery
store
additionally
for
a
PR
Zone,
only
a
10-foot
buffer
is
required
at
the
property
lines
and
we
are
proposing
a
50-foot
buffer
all
around
this
project.

The
back
area
of
the
property
is
heavily
wooded
and
at
the
closest
sort
of
segment
of
the
site
plan
to
the
some
of
the
closest
residential
from
the
corner
of
the
store
to
our
property
line
is
212
feet
from
the
loading
dock
in
the
backup
Store
to
our
property
line
is
200,
there's
320
feet.
Excuse
me,
the
comp,
the
compactor
for
trash
and
the
emergency
generator
are
on
the
far
end
of
the
store
away
from
the
residential
and
there's
been
some
discussion
about
lighting
too.

With
every
project
there's
going
to
be
a
photometric
plan,
that's
going
to
be
done
and
the
goal,
and
often
the
requirement
of
that
is
at
our
property
line
for
the
foot
candles
to
be
either
0.5
or
zero,
meaning
they're
not
cast
they're
casting
very
little.
If
any
illumination,
beyond
the
property
lines,
the
parking
lot
lights
can
be
made
face
directly
to
the
ground.

addition,
we're
proposing
a
new
traffic
light
at
the
intersection
of
pascalis,
where
the
fire
station
is,
and
currently
that
intersection
without
a
traffic
light,
performs
poorly
from
a
DOT
perspective.
At
certain
times
of
the
day,
you

making
trying
to
make
a
left
turn
in.
There
is
particularly
problematic
with
the
light
there.
That
problem
will
be
alleviated,
so
it
won't,
it
won't
be
trending
towards
failing
like
it
has
been.

large-scale
commercial
grocery
strip
mall
plus
there

future

going

mixed
residential
and.

other

is.
This
thing
is
inconsistent

they've
done
in
the
village,
at
Woodside,
they've
been
pretty
responsible
developers
and
all

a
sudden
we've
gone
Gaga
and
we're
doing
it
right

Silver,
Bluff
Road,
the
new
traffic
signals
and
the
new
traffic
we've
already
got
the
apartment
complex.
That
was
mentioned.
That's
going
to
come
online,
increasing
traffic,
we're
going
to
have
the
increased
traffic
from
this
we're
going
to
have
another
curb
cut,
we're
going
to
have
a
new
light,
all
within
two
tenths
of
a
mile.

Anybody
that's
been
an
Aiken.
Very
long
knows
that
this
stretcher
road
is
a
dangerous
stretch
of
road
that
historically
has
had
numerous
deaths.
We've
just
made
some
improvements
here
now.
What
are
we
going
to
do
we're
going
to
increase
the
complexity,
we're
going
to
increase
the
traffic,
and
we
talk
about
a
traffic
study?
How
about
getting
the
dog
on
traffic
study
done
before
you
guys
vote
on
it?
How
about
getting
a
lot
of
these
things
done
rather
than
putting
conditions
on
stuff
and
making
believe
it's
all
going
to
be
all
right?

say
that
I
think
this
developers
to
be
commended
for
the
excellent
development
that
they
put
together.
They've
been
so
great
about
maintaining
about
about
sticking
to
design
and
I.

Think
what
they've
created
at
the
Village
of
Woodside
has
been
really
nice
when
I,
when
I
decided
to
invest
in
the
property.
One
of
the
things
I
liked
was
the
concept
plan
that
had
been
approved.
The
idea
that
we
were
going
to
have
a
solid
grocery
to
help
generate
traffic
I
would
say,
contrary
to
what's
been
suggested
about
property
values
going
down.
I
think
it's
going
to
be
quite
the
opposite.

think
it's
going
to
when
done
well
with
the
right
amount
of
buffer
and
I,
don't
know
how
you
could
have
more
than
300
feet
of
buffer
and
be
that
concerned.
That's
the
entire
football
field
with
a
whole
lot
of
trees.
Between
the
nearest
point
of
the
building
to
the
closest
residence
hard
to
have
a
whole
lot
more
buffer
than
that
in
today's
world
of
development
and
I,
do
commercial,
real
estate
development,
the
lighting
and
the
things
that
they
go
and
I
think
you
guys
know
this,
because
you
work
with
the
developers.

The
Technologies
is
so
much
better
than
it
used
to
be
to
be
able
to
project
the
light
and
write,
keep
it
out
of
the
light
out
of
the
residential
areas.
They've
they've
moved
the
trash
compactors
and
things
to
the
other
side
of

building
and
to
me
this
is
absolutely
consistent
with
the
overall
development
design.
It's
somewhat
of
an
expansion
of
of
the
size
of
of
the
grocery,
but
I
also
say.

know
various
grocery
anchors
to
see
who
might
come
in,
and
in
this
case
the
best
opportunity
they
have
is
to
is
to
bring
in
one
of
of
this
particular
size.
When
you're
worried
about
an
expansion,
you
should
be
worried
about.

it

it
change
the
use
of
the
overall
plan?
This
one
doesn't
is
still
consistent
with
the
grocery.

going
to
do
nothing
but
help
the
entry
into

the
development,
and
so
I
would
just
say
that
the

concerns
there's
a
little
bit
of
hyperbole
concerns
about
this
all
becoming
the
Aiken
I
mean
the
whiskey
Corridor

the
rest
of
the
property.
That's
that's
heading
down
with
Silver
Bluff
is
not
zoned.
That
way.
That's
that's
not
going
to
happen.

consistent
with
what's
already
been
approved,
and
it's
well
buffered
and

would
just
highly
recommend

suggest
that
you
approve
this
and

would
say
that
would
be
consistent
with
the
expectations
of
the
residents
that
live
there

business
owners

have
moved
there
and

think
what
the
community
is
expecting.

Woodside

17
years

Guess
we
moved
there

plan
together
with
Woodside.
Develop
I've
always
been
impressed
with
how
Woodside
lays
out
their
plans
and
then
almost
follows
them
to
a
t
when
the
will,
when
the
village
was
empty,
was
just
parcel
just
earn
marked
for
certain
industry.

You
know
they
had
one
parcel
earmarked
for
retail
one
for
condos
offices,
Senior
Care
Etc,
then
you
can
watch
them.
As
the
years
went
by
they
came
together.
Benton
House
moved
into
the
senior
care
we
saw
several
retail
places.
We
have
health
and
wellness
centers
restaurants,
a
pilates
studio,
a
spa
and
there's
actually
room
for
several
more
cool
businesses
to
come
into
the
village.
The
Village
provides
parks,
open
spaces,
multi-use
trails
that
are
available
to
the
public,
not
just
to
the
members
of
Woodside
residents
and
members
of
The
Village.

When
you
look
at
some
of
the
other
development
projects
in
the
area,
notably
the
mall
is
kind
of
refreshing
to
see
a
developer.
Who
does
what
they
say,
they're
going
to
do
an
inequality,
timely
manner,
and
we
can
and
it's
been
consistent.
They
we
can
measure
how
they've
done
Council.
You
also
need
to
consider
the
other
businesses
in
the
village
I'm
a
small
business
owner,
and
my
one
of
my
favorite,
my
most
fun
business
is
the
bike
shop
in
the
village.

know,
we've
been
there
just
over
three
years
and
there
were
a
lot
of
reasons.
I
wanted
to
move
the
bike
shop
to
the
Village
one
one
big
one
was
I
can
ride
my
bike
to
the
shop
every
day.
Another
one
is

multi-use
pass
in
the
village.
We
don't
have
them
anywhere
else
in
the
in
town
and
my
customers
can
Trout
the
bikes
without
having
to
be
on
the
same
road
as
cars.

finally,
the
biggest
one
was
that
I
looked
at
the
plan
before
I
decided
to
put
my
business
there
I
knew
that
there
was
a
grocery
store
that
had
been
planned
there
for
years
and

You
know
I,
anticipate
growth
and
that's
why
we
put
our
business
there.

don't
just
service
people
in
Woodside
in
the
village
by
any
means.
My
customers
come
to
me
from
Charlotte.
They
come
from
Florida,
you
know
all
over
and
then
you
know
we
have
a
great
area,
but
in
closing
this
is
developers,
land
and
also
I.

Think
if
we
get
in
a
habit
of
hamstringing
a
developer
after
this
many
years,
they've
been
putting
into
a
project
and
don't
let
them
get
to
the
Finish
Line,
that's
going
to
detract
distract
other
businesses
from
wanting
to
come
and
put
their
businesses
in
a
certain
area,
because
you
know
why
am
I
going
to
come
here
if
all
of
a
sudden,
the
rug's
going
to
be
pulled
out
from
underneath
you
after
you
get
your
business
started.
But
anyway
this
is
developers
land.
They
have
an
excellent
history
of
making
our
city
better.

quick
points.
The
and
Coker
just
made
this
kind

concept
plan
of
Woodside.
This
is
not
the
first
version
of
it.
It's
been
amended
six
or
eight
different
times.
The
grocery
store
concept
has
always
been
in
it,
so
anyone
who
bought
in
Woodside
since
2002
it
was
about
when
it
started,
knew
that
there
was
going
to
be
a
growth.

is
it's
a
bigger
version,
but
it
still
was
there
and
the
five
acres
that
talk
about
being
annexed
now
was
always
there.
So
anyone
who
bought
property
near
that
had
to
know
that
at
some
point
that
property
was
going
to
be
developed
in
some
fashion.
This
can't
be
a
surprise
to
anyone.
It
is
in
the
county
and
of
course,
currently
it's
it's
on
rud,
which
allows
apartment.
So
if
you
don't
like
this
project,
if
they
put
a
couple
hundred
Apartments
into
it-
or
you
really
really
like
that,
any
better
I
wouldn't
think
so.

the
comprehensive
plan
and

the

project
to

elevation

open
space

that's
inside
the
community
of
Woodside.

anything

talks

stormwater,
because
with
Future
Property
you're
going
to
cover
a
lot

dirt

the
zoning
appeals
board
for
the

something
that
we
worry

how
the
storm
water
is
going
to
affect
people
that
live
nearby.
There's
only
one
retention
pond
in
there
now
and
the
trees
are
not
really
as
as
deep
as
you
think,
even
though
I
know,
there's

foot
ordinance
for
buildings
to
houses
so
and
of
course,
somebody's
already
talked
about
the
dot
survey.

most

people
in
Woodside,

live

far

would

to
this
grocery

not
sure
I
see
that
the
rationale
for
this,

small
specialty,
grocery
store,

thought
was
applicable

favor

what
they're
proposing
right

traffic

Bluff

getting
in

out.

Boulevard

resident

only
way

exiting

cross
over

Green
Boulevard,

islands
all
the

turn

to

Bluff.

the
only
way
to
get
out
of
the
village,

vice
versa.

design
and

as

it

something

their
