helping

over
the

by
preparing
their
income
tax

like

point
out
that
as
a
resident
on
that
street,
if
I
could
drive
down
to
South
Boundary,
then
I
could
get
over
to
Whiskey
by
making
a
left
turn
at
the
light,
as
it
is
now.
I
either
have
to
drive
over
to
park,
drive
over
to
Chesterfield,
where
I
have
to
figure
out
how
on
Earth,
to
make
a
left
turn
there,
since
there's
no
signage
indicating
what
one
should
do
to
make
a
left
turn
on
the
divided
streets.

My
next
choice
is
to
drive
across
York
Street,
which
is
a
very
busy
street
and
dangerous,
especially
for
someone
like
me,
I
don't
see
too
well
and
I
drive
a
very
small
car,
and
it
frightens
me
to
have
to
do
that.
So
I
would
like
to
say
that
I
would
would
very
much
appreciate
if
the
bridge
could
be
reopened.

also
want
to
say
that
what
you
see
counts
a
whole
lot.
More
than
what
you
hear
said
and
I
believe,
the
fact
that
that
bridge
is
closed
has
been
closed
remains
closed,
since
a
very
strong
message-
or
at
least
it
does
to
me
that
doesn't
matter
we
don't
have
to
worry
about
it.
It's
over
there
in
that
neighborhood,
Let
It
Go,
and
who
are
we
on
the
topic
of
sending
out
messages
from
what
you
see?

This
plan
recommends
divesting
of
five
neighborhood
parks,
all
of
them
in
low-income
neighborhoods,
four
of
which
serve
the
north
side,
Scofield
Community
Association
area
a
predominantly
black
working-class
neighborhood,
that
is
part
of
a
historic
1834
Dexter
pascalis
grid
for
the
city
here
at
Bears,
mentioned
that
this
area
is
also
within
the
bounds
of
the
census
tract
214
opportunity
Zone,
where
the
property
excuse
me
where
the
poverty
rate
is
currently
at
a
staggering
41
percent.
I
would
like
to
pose
a
question
whose
future
is
being
served
by
this
strategic
plan.

The
city's
decision
to
divest
rather
than
invest
in
our
North
Side
Parks,
comes
despite
common
sense
and
Myriad
studies
showing
strong
positive
correlations
between
child
health
and
access
to
neighborhood
parks,
I'm,
providing
you
all
with
an
unabridged
version
of
my
current
statement,
which
includes
a
detailed
and
reference
discussion
on
these
correlations.
This
information
can
also
be
found
tomorrow
morning
at
aikenchronicles.com,
so
what
would
compel
a
city
to
close
and
divest
of
neighborhood
parks
in
an
area
where
the
deck
is
already
stacked
against
the
health
and
the
well-being
of
the
people
who
live
there?
M
A
neighborhood
park
is
defined
as
a
park
within
a
quarter
to
a
half
mile
radius
of
home
about
a
five
to
ten
minute
walk.
These
parks
are
not
to
be
confused
with
our
three
larger
Recreation
facilities
Odo
week,
Citizens
Park
and
Smith
Hazel,
which
are
the
anchors
in
our
city
park
system.
Neighborhood
parks
are
important
because
not
all
children
have
the
means
for
long
distance
travel.
Oh,
this
is
easier
to
visit.

Larger
facilities
of
interest
is
the
average
annual
income
75
thousand
dollars
and
up
of
the
Clemson
study
respondents
whose
input
was
used
to
determine
the
needs
of
a
neighborhood
were
the
medium
median
income
is
twenty
eight
thousand.
Also
only
eight
percent
of
these
respondents
were
black.
This
doesn't
reflect
the
demographics
of
the
city
with
33
percent
black
residents,
nor
the
opportunity
Zone,
where
60
to
70
percent
of
the
residents
are
black.
Also,
a
large
majority
of
the
respondents
68
to
75
percent,
didn't
even
have
minor
age
children.

Any
of
these
points
should
have
sent
the
researchers
back
to
the
drawing
board.
I'm
almost
done
Clemson
researchers
also
deemed
these
neighborhood
parks
underutilized
without
providing
criteria
for
that
determination.
If
these
parks
are
indeed
underused,
this
should
serve
as
a
challenge
to
Parks
and
Recreation
to
learn
why
and
to
fix
it,
not
as
a
Clarion
call
to
close
the
parks.
The
ancient
Greek
mathematician
Archimedes
famously
said
that
the
shortest
distance
between
two
points
is
a
straight
line,
rather
than
investing
in
convoluted
online
surveys
that
fail
at
their
task.

Why
not
just
go
and
visit
these
parks
to
see
how
they're
being
used
survey
the
people
who
use
them,
as
well
as
the
people
who
aren't
to
learn
their
wishes
and
needs
the
public
silence
in
these
conversations
should
not
be
taken
as
complacency
or
agreement,
but
is
a
sign
that
the
city
and
its
hired
researchers
need
to
do
a
better
their
job
of
making
these
conversations
inclusive
to
all.

no
information

ordinances
proposed

thought

incentives
for
remote
workers
to
relocate
to
Aiken.

towns

Montpellier

Vermont
that
offer
either
lumps
on
grants
in
cash
or
housing.

was
wondering
if
the
the
council
would
look
into
maybe
creating
a
task
force
or
being
open
to
hearing
a
similar
Workshop
session
of
the
one
that
we
heard
today
into
you
know
the
the
value
add
of
towns,
incentivizing
remote
workers-
and
you
know
young
successful
people
in
their
early
career
to
move
to
Aiken.

closed

parks,

what
about
bringing
all
the
parks
up
to
standards
like
over
at
Odell
weeks?
Why
not
work
in
all

neighborhoods

bring
them
up

standards?
All
kids
can
have
the
same
thing
in
their
neighborhoods
to
play
with
not
just
one
or
two
things
on
the
playground,
but
more
equipment
and
and
taking
care
of
them.

comments

the
paper
yesterday
and

happy
that
project
pascalis
is
not
moving
forward,
as
is
I
still
have
major
concerns

those
comments
that
I
read,
many
of
you
are
still
way
out
of
touch
and
I.
Think
you
have
a
huge
credibility
problem.

trust
issue

vote

abolish
the
amdc
before
this
moves
forward,
because
I
don't
think
that
they
deserve
to
have

project
and
I
was
there
when
they
said
that

canceled

in
reality
it
had
been
canceled.
We
found
out
later
two
weeks
early
by
the
developer,
and
yet
they
stood
in
this
room
and
an
oscar-worthy
performance
and
told
us
they
voted
to
cancel
the
contract
and
if
you
haven't,
read
the
pascalis
attorneys
by
Mr
Don
moniak.

should
because
it
tells
the
truth
of
how
this
happened
and
for
that
gentlemen,
to
stand
up
and
say
that
he
did
not
know
is
mind-blowing.
If
you
read
the
articles
that
show
these
emails
that
were
Unearthed

amdc
June
10th
2021,
there
were
concerns
raised
of
a
conflict
of
interest.

have
those
same
concerns
of
a
conflict
of
interest.
I've
raised
them

raised

to
the
amdc
I've
lodged
an
official
appeal
in
the
court
because
of
it.
You
know
these
are
huge
concerns.

RFP
out
after
the
official
winner
was
announced
is
not
a
hiccup

my

read
these
emails,
it
shows
that
they
knew
it
shows
that
some

you
knew

believe
is
in

indirect.
This
was
from
Mr
wood
who
gave
us
the
oscar-winning
performance

indirectly
related

concerns
relative
to

conflict

Massey
submitted

alley
proposal
on
letterhead
that
included
Gary
Smith's
name
in

concerned

Gary's
attendance
in
future
meetings

developers

a
concern
in
the
agency
way
before
citizens
brought
it
up.
Yet
you
still
steamrolled
us
when
we
brought
it
up

you
move
forward.

amdc
still
steamrolled
us

the
bigger
group
gets
the
amount
of
signatures
that
they
need.

can

beautiful

met

former
Aiken
Public
Safety
headquarters,

there
are
a
couple
things
mentioned
in
here:
one
that
the
council
met
an
executive
session
to
discuss
the
sale
of
the
property
on
September,
26th
and
Mr
bedenbach
confirmed
Wednesday
afterward
that
the
council
had
met
an
executive
session
to
discuss
a
potential
sale
but
decline.
Further
comment,
but
also
mentioned
was
that
Mr
Ben
Moss
had
the
future
of
the
building
was
not
known.

completely
honest,
I
don't
have
any
trust
in
my
city,
officials
and
my
city
government
right
now,
due
to
all
of
these
issues
that
have
Arisen
in
the
last
couple
years
and
I
think
you
all
are
going
to
need
to
really
prove
to
us
that

deserve
that
that
you
are
being
open
and
transparent
and
bringing
things
too
open
to
the
public
before
things
are
discussed
and
as
I
look
at
it.

we're
not
transparent,
we're
having
discussions
behind

scene,
then
there's
a
reason
to
not
let

public
know
about
it.

came
up

month
ago.

was
about
flushing

water
lines,

I'd
really
like
someone
to
look
into
maybe
putting
those
on
on
the
streaming
service
as
well.

up

talking
about
relocation
incentives.

just
want

put
it

perspective.
For
you,
you
can
get
a
20
000
tax
credit
on
a
down
payment
in
a
home

Morgantown,
West,
Virginia
and
people
are
actually
moving
there
to
Morgantown.
Imagine
what
you
could
do
in
Aiken
with
that
to
me.
It's
just
a
really
exciting
opportunity.
Aiken
has
amazing
internet
infrastructure.

also
have
the
site,
which
is
very
attractive
to
the
type
of
talent
that
you
could
hire
on
a
remote
based
work.
It
was
also
really
encouraging
to
see
that
none
of
the
parks
are
being
closed.
I'm
really
happy
I
kind
of
wish
that
there
had
been
a
way
to
to
communicate
that
better
before
everybody
came
here
upset,
so
you
didn't
have
to
be.
You

berated
for
as
long
as
it
happened
so
I
think.

biggest

with
it

how
all
of
the
properties
have
been
Consolidated
through
the
city.

feel
like
there's
a
lot
better
liability
and
protection
from
businesses
going
out
if
they're
owned
by
individuals.

like

back
to
business
owners
to
sort
of
hedge
against.

business

out:
it's
not
just
one
giant
conglomerate,
it's
mixed-use
buildings,
so
someone
comes
in
their
business,
thrives

fails.

in
and

budget

the
fiscal
year,
beginning
July,
1,
2022
and
ending
June
30th
2023.

that

would

approved
the
recommendations
of
the
Accommodations
Tax
committee
to
use
State
Accommodations
Tax
Grant
overage
funds
for
visit,
Aiken
and
city
of
Aitkin
tourism
related
projects.

order

spend
these
funds,
we
must
have
our
budget
amended
to
include
the
funds
in
our
revenues
and
expenditures
we
will
amend.
We
recommend
amending
the
tourism
budget
in
the
general
fund,
as
well
as
the
parks
budget,
and
this
is
before
council
tonight
for
first
reading.

The
basketball
court
will
be
relocated
within
the
park,
as
well
as
a
shade
structure.

budget
is
estimated
to
be
871
thousand
dollars,
we're

total
project
budget
of
up
to
nine
hundred
thousand
to
include
engineering,
construction,
contingency
fees
and
unknown
conditions.

revitalize

Hazel

we

programming
on

year-round

groups

showers,

non-profits

and

limit

I

this

five
minutes

1993

city
of
Aitkin
spent
75
000
on
what
was
billed

newspaper

major
facelift
to
the
Circa
1963
Smith
Hazel
Recreation
Center.
The
job
entailed
replacing
two
aging
tennis
courts,
updating
the
facade,
removing
the
fencing
painting,
the
interior,
upgrading,
the
lighting
and
repainting
the
lines
in
the
parking
lot.

this
work
occurring
as
it
did
in
the
wake
of
a
recent
decision
by
the
city,
the
in
1993,
to
invest
2.3
million
to
build
a
second
major
Recreational
facility
on
the
South
Side?
Some
saw
this
facelift
as
more
of
an
appeasement
than
an
effort
to
address
the
long-standing
need
for
more
recreational
opportunities
on
the
North
side.
Councilwoman
Leslie
Price
spoke
for
many
at
the
time
when
she
said
we
want
to
elevate
the
recreational
programs
on
Aiken's
north
side
to
the
level
of
the
south
side.

think
that
is
a
very
reasonable
statement
in
1994
1995,
the
City
built
that
2.3
million
baseball
field
and
Softball
Field
Complex
at
Citizens
Park.
Five
years
later,
another
7
million
was
proposed
for
Citizens
Park
Plus
over
3
million
in
upgrades
for
the
Circa
1975
H.O
Del
weeks
Park,
and
that
included
16
court
Tennis
complex
and
Pro
Shop,
a
new
gymnasium
and
2000.
Excuse
me.
Two
hundred
thousand
dollar
skateboard
park
in
2004
City
officials
decided
it
was
time
to
talk
about
building
a
recreational
facility
on
Aiken's
north
side.

It
was
decided
that
the
old
city
dump
would
be
a
good
place
to
do
this
and
for
the
next
10
years.
That's
where
the
north
side
park
plan
stood
10
years
once
again,
I
lost
my
place
once
again.
Clemson
did
a
study
and
learned
that,
among
the
key
requests
from
Northside
residents
was
for
a
recreational
park
facility
accessible
by
bicycle,
walking
or
car
or
car.

This
revision
of
History
could
be
overlooked,
if
not
for
the
fact
that
the
ultimate
decision
on
Aiken's
North
Side
recreation
park
was
to
not
build
one
somewhere
along
the
way
between
2014
and
15,
talk
turned
to
maybe
a
walking
trail
or
an
open
space
or
an
Amphitheater
I
can
Flash
Forward
to
the
generations
Park,
which
I've
been
out
there
several
times
and
that's
a
different
story,
but
that
is
not
what
I
would
call
a
recreation.

course
it's
not
recreation
facility
that
does
what?

Park

but
the

park

walking
trail,
a
playground
which
is

one
piece
of
equipment,
the
amphitheater
which,
despite
what
it

newspaper,
does
not
have
700
dedicated
seats.

looks
like

garden
shed

opened

bathroom

inside
looks

the

accomplished

one
thing
we
need

Ponder
is
whether,
at
the
end

that
30-year
deferment,
the
people
of
Aitkin
ever
received
the
long-awaited
recreation
park
on

North
side.

what
the
current
recommendations
are,
but
starting
with
Odell
weeks.

the
most
recent
Clemson
study
for
Odell
weeks
is
to
demolish
the
facility,
rebuild
it
to
include
four
gymnasiums:
a
multi-use
room
to
accommodate
500
people,
Fitness
and
Wellness
space
to
accommodate
aerobic
spin
cardio
strength,
function,
function,
Fitness,
an
indoor,
climbing
wall,
a
walking,
Track
areas,
rooms
suitable
for
day,
camp
programs,
locker
rooms,
restrooms
concession,
bending
retail
space,
Consolidated
offices
for
management.
That's.

they're,
also
looking
at
Mill,
ion
dollars
more
for
that
what
Clemson
recommended
for
the
generations
Park
was.
It
largely
remained
in
open
space,

this
is

last

Smith
Hazel.
After

Odell
weeks,
the
recommendation
for
Smith
Hazel
is
another
facelift
to
include
windows
and
doors
and
HVAC,
a
new
Lobby
reception,
room
and
bathroom,
a
retrofit
of
existing
space
to
accommodate
senior
rooms
and
a
fitness
area
and
a
place
to
store
tables
and
chairs.
