We

three
items

the

This
is
the
fourth
and
fifth
item
that
I'm
going
to
read
to
you.
It
is

resolution
approving
an
application
for
the
federal
raise
grant
program
and
the
fifth
item,
which
is
the
second
one
that
will
be
added
to
under
new
business,
the
first
reading
of
an
ordinance
approving
a
lease
of
real
estate
located
on
wire
road
to
the
south,
carolina
educational
television.

unusual,

felt
like
it
was
appropriate
to
acknowledge
this
in
this
council
meeting.
We
were
informed
recently
that
mccormick
taylor,
which
was
the
engineer
of
record
for
our
parkway
revitalization
project,
won
an
engineering
excellence
award
for
our
parkways
revitalization
project
along
park
avenue.

Essentially,
they
worked
with
staff
and
the
contractor
aos
to
redesign
the
parkways
from
newbury
street
east
to
union
street
and
also
several
cross
streets,
namely
newberry
chesterfield,
a
portion
and
a
portion
of
york
and
jason.
Hetrick
is
here
tonight
if
he
could
just
come
up
very
briefly
and
show
off
the
plaque
and
remind
council
this
project,
which
the
city
funded
with
cpst
money,
is
very
turned.
The
pack
parkways
into
passive
parkways
into
such
an
active
use.

As
a
small
project
of
the
year
award,
there

over
five
other
projects
submitted
under
that
category
and
as
of
everything
else,
kova
delayed
the
announcement
of
the
awards.
So
this
past
week
and
the
proper
revitalization
project
was
selected
as
the
small
project
of
the
year
from
the
american
council
of
engineering
companies
of
south
carolina.

the

budget
of
the
city

aitkin
for
the
fiscal
year,
beginning
july,
1,
2020
and
ending
june
30th
2021
for
emergency
repair
at
the
library
park.

rental

we

work

on
the
challenges,
with

the
lot
that,
in
this
case,
mr
oswalt
has
purchased.

fifteen
hundredths
of
an
acre
he's
offered
eight
thousand
dollars
in
a
cash
transaction
for
the
property,
since
this
property
was
acquired
well,
since
it
involves
our
water
and
department
or
water
utility,
we're
recommending
typically
proceeds
from
a
real
estate
sale
to
the
city
go
into
the
general
fund.
But,
however,
since
this
is
property
that
is
owned
and
managed
by
our
water
utility,
we're
going
to
recommend
that
it
goes
into
our
water
system,
depreciation
account
instead
of
into
the
general
fund.

the
road
cost

cheaper.

was

funding

forward,

we

send
it

it

lease
we
need
to
have
two
readings,

of
reading
this

draft
lease,

project

have
been
several
briefings

task
force

commenced.

several
briefings.

plan,
which
was
drafted
with
by
mccormick
taylor,

the
engineering
firm,
that
the
task
force
selected

the
project
called
for
a
number
of
best
management
practice
bmps
around
the
sand
river
basin,
stretching
as
far

east
as
beaufort
street,
to
as
far
to
the
west
as
where
we
are
now
at
the
end
of
south
boundary.
At
the
edge
of
the
woods,
the
project
initially
had
a
budget
of
11.3
million.

some
additional
scope,
the
project
bid
cost
was
expected
to
be
about
12.1,

million
and
after
the
bid
opening,
as
was
discussed
at
the
last
meeting
work
session,
and
at
this
work
session,
the
lowest
responsible
bid
was
fifteen
million.
Four
hundred
seventy

thousand
eighty

dollars
submitted
by
thal
construction
company
of
hillsboro
north
carolina
at
the
meeting
last
week
or
excuse
me
last
two
weeks
ago,
we
decided
our
staff
requested
that
we
continue
items
related
to
the
funding
of
the
project.
This
item

grant
and
the
loan
application.

we
staff
is
recommending
to
council,
because-
and
really
I
guess
it's
it's
my
it

my
recommendation.
I
I
looked
at
historically
and
talking
up
and
working
with
with
you,
council
and
staff
on
projects.
We
understand
that
your
goal
is
to
ideally
pay
as
much
as
we
can
up
front
to
minimize
any
borrowing
costs.

So
with
that
philosophy
in
mind,
that
is
this
council's
philosophy
and
has
been
the
philosophy
of
many
councils
prior
to
you,
we
embarked
on
what
we
could
do
in
terms
of
sources
of
funds
that
could
minimize
that
the
borrowing,
while
also
not
jeopardizing
funding
that
we
receive
on
a
regular
basis,
monthly
annually.
What
have
you
that
are
used
for
other
projects
and
normal
operations?
So
what
is
recommended?
But
again
we
can
discuss
and
adjust
it
is.
We
do
have
funding
from
the
what
I
call
covet
19,
but
it's.

The
federal
official
name
is
the
federal.
It's
the
american
rescue
plan
funding
we
received
4.3.
We
we
are
going
to
get
4.3
million.
We
have
already
received
in
hand
from
the
u.s
treasury,

Approximately,

pay

we

hospitality
tax
funds

the

paybacks.
It
is
a
30-year
loan
project.
It

ambitious
project
and
one
that
again,
we've

spent
a
lot
of
time
on
that's
an
agreed-upon
solution
from
the
task
force
with
the
the
consultant
that
was
selected
by
the
task
force
and
approved
by
the
city
for
this
project,
and
it
is
a
the
city
make
no
bones
about
it.

city
is
paying
the
the
full
cost
and
stating
that
for
the
record,
because
I
know
been
asked
recently
as
well
as
since
this
task
force
begun
responsibility
and
so
forth.
In
this
case,
the
city
is
paying
we'll
be
paying
this

recommend
to
council.
They
consider
this
lowest
responsible
bid
from
thou
construction
company
in
the
amount
stated
at
fifteen
million
four
hundred.
