property
is
owned

the
city
at
our
east
pinelog
road
water.

that's

a
larger
track
of
15
and
three-quarters.
Acres
engineering
utilities
reviewed
this
request
and
has
no
objection
to
the
sale
as
long
as
proper
easements
providing
the
city
access
to
the
property
are
included
in
the
transaction.

offered
eight
thousand
dollars
in
a
cash
transaction
for
the
property
and,
as
we
discussed
at
our
last
meeting,
any
net
proceeds
from
the
sale
we
recommend,
since
this
property
was
purchased
sometime
back

drive
to

adrian
patterson,

title

ordinance
proving

sell
property
located
at
the
intersection
of
summit,
drive
and
burgundy
drive
to
scott
and
adrian
patterson.

park
this
property.
We
were
approached
by
these
individuals
about
purchasing
the
two
properties
and
have
offered
us
150
000
for
the
property,
with
the
understanding
and
before
it
comes
back
for
second
reading,
we're
gonna
we're
working
now
getting
it
surveyed
in
a
draft
plat
or
subdivision.

we
would
do
is
a
portion
of
that
parcel
would
stay
under
ownership
of
the
city
they
and
they
recognize
that
to
allow
for
some
parking
to
be
constructed
at
county
hill
park.
Those
of
you
that
are
familiar
with
the
park
know
it
gets
a
lot
of
use
primarily
from
residents
in
the
neighborhood.
However,
it
does
also
get
a
lot
of
individuals
driving
to
the
park
and
parking
there
to
play
tennis
play
basketball,
walk
picnic,
etcetera,
so
one
of
the
things
going
into
the
general
fund.

would
propose
that
some
of
these
these
funds
go
towards
that
of
putting
in
a
little
parking
area
and
what
we
would
envision
is
something
akin
to
what
we
have
at
hopelands.
That's
not
paved
necessarily,
but
has
that
similar
type
of
of
mesh
to
minimize
erosion,
but
also
not
put
a
lot
of
non-permeable
surface.
So
we
before
this
comes
back
at
second
reading.
We
will
have
a
the
the
plat
and
subdivision,
but
I
know
I've
been
speaking
with
the
patters
or
mrs
patterson.

mr
patterson
reached
out
to
me
some
time
back
and
it's
one
of
those
issues
we've
kind
of
been
working
on,
and
I
wanted
to
at
least
get
it
up
in
front
of
first
reading
for
council's
consideration.
The
city
has
owned
this
property
since
the
early
70s,
when
the
subdivision
as
part
of
its
development
and
and
they
plan
to
construct
a
house
there,
and
it
is
that
use
of
course,
is
consistent
with
the
use
of
that
property
as
there's
no
restrictions
on
it.

part

property
is
the
part.

up
there,

parking
lot

so

interesting

the
pattersons

think

thing's
subdivided

property
right

middle,
going
down
where
you
can
see
that
it's
very
thin
between
laurel
drive
and
the
property
line,
which
that's
the
railroad
track
wherever
the
track
is
running
to
the
south,
parallel
to
this
property,
and
there
is
a
mountain
on
top
of
it.

highland
park
comes
down
into
east
rollingwood,
which
you
can
see
on
on
that
map,
that's
where
that
area
flooded
and
all
those
houses
a
lot
of
them
down
at
that
end
were
underwater
and
the
reason
was
because
of
the
drainage
backed
up
because
of
the
railroad
track
and
they
didn't
have
proper
drainage,
so
that
was
fixed.
The
city
did
fix
that
way
back
when
and
there's
a
huge
pipe
going
underneath
there
that,
but
that
remains
in
the
flood
zone.

don't
see
why
they'd
be
interested
in
buying
that
property
yeah
I
mean
I.
I
find
it
hard
to
believe
that
it's
worth
anything,
but
you
know,
preservation
whether
we
should
keep
it
or
not,
because
I
know
there's
a
drainage
easement
going
through
the
middle
of
the
back
side
of
it.
Perhaps
you
could
use
the
stuff,
that's
up
there
on
top,
but
that's
still
pretty
low
and
of
course
those
narrow
pieces
aren't
worth
anything
and
if
you
go
back
toward
little
drive,
that's
a
drop
off.

down
like
crazy
right
there,
so
the
portion,
that's
valuable,
is
up
there
around
where
burgundy
road
runs
into
lower
drive
all
right
all.
That
being
said,
I
looked
at
some
sales
today
in
the
area
and
found
one
for
160
thousand
dollars.
It
was
over
here
off
of
highland
park.
If
you
look
there,
you
see
ridge
in
the
far
right
over
there.
It
says
ridge,
south
it's
cut
off
that
lot
right
there
sold
for
160
thousand
dollars
and
that's
an
acre
of
land.

you
compare
to
other
municipalities
along
with
state
standards,
we
are
looking
to
provide
a
revision
to
the
city
ordinance
to
offer
a
more
effective
solution.
While
meeting
state
and
federal
standards
we've
been
working
with
consultants
from
brown
and
caldwell,
and
from
thomas
and
hutton
jane
and
william,
who
are
here
and
they
have
presented
to
us,
along
with
mike
p.

We've
also
formed
two
separate
stakeholder
groups
of
developers,
as
well
as
community-minded
folks,
neighborhood
association,
folks,
soil
and
water,
environmental
folks,
with
environmental
interests,
and
both
groups
have
supported
this
direction
and
and
approve
of
this
revision,
and
the
update
since
dhec
is
updating
their
ms4
standards.
These
new
regulations
will
be
adopted
into
our
storm
ordinances
by
years
in
and
we're
by
updating
our
ordinance
and
getting
dhec
approval
to
include
their
new
ms4
program
requirements.
It
will
fulfill
this
request,
both
from
council
and
from
dheck.

We're
proposing
unified
sizing
criteria
is
our
standard
practice
to
replace
the
post-development
25-year
storm
to
meet
the
two-year
storm.
Pre-Development
runoff
rates,
the
dreaded
25
to
2
ratio
that
that
has
been
referenced
by
some
on
council,
and
this
will
provide
tools
and
criteria
that
will
create
consistency
and
design
while
addressing
water
quality
concerns,
while
protecting
downstream
channels
and
decreased
runoff
quantity
in
developed
areas.

words,
these
professionals
are
already
performing
this
type
of
calculation
and
sizing
in
the
in
this
part
of
the
state
and
and
in
the
csra,
and
there
are
other
cities
that
have
followed
a
similar
path
and
was
and
were
able
to
incorporate
this
method.
We
are
proposing
to
their
revised
ordinances
and
this
direction
that
has
been
accepted
by
dhec
is
the
unified
sizing
criteria
or
the
so-called
10
percent
rule,
and
it
is
not
viewed
as
backsliding
to
use
a
kind
of
a
vernacular
phrase.

we
have
this
draft
before
you
and
it's
being
vetted
and
it's
before
you
at
first
reading,
because
I
know
we
had
set
at
july
time
to
bring
this
in
front
of
council
and
a
second
reading.
We
will
bring
forward
to
you.
You
know
that
we'll
we'll
have
the
environmental
council
will
have
completed
his
review
as
well,
but
we
do
have
an
ordinance
to
amend
our
stormwater
ordinance
to
you
tonight
for
first
reading.

hard
to
compete
whenever

cost
of
stormwater
is
is
so
much
more
than
it
is
from
surrounding
areas,
including
everywhere
in
the
state
of
south
carolina
other
than
beaufort
the
town
of
buford.
So
this
is
comprehensive.
It's
it's
much
more
than
what
I
asked
for,
because
I
just
wanted
to
get
to
a
22,
which
is
what
our
county
and
north
augusta
and
other
surrounding
communities
are.
But
the
comprehensive
look
that
you
and
your
team
have
taken,
I
think,
is
a
really
good
product
and
I've
heard
from
developers.

in
this
process
that
this
is
actually
going
to
be
better
as
far
as
moving
forward

and
I
just
want
to
say
on
this
first
reading.

look
at
the

this
up
and
everybody
that
was
involved.

worked
really
hard
to
make
sure
we
got
a
good

we
came

june
28,
we
were
going
to
use
a
poor
190
000
of
the
15
plus
million
dollar
project
of
road
maintenance
money.
On
june
30th,
the
state
supreme
court
issued
a
an
opinion
that
unanimously,
that
said,
road
maintenance
fees
are
unconstitutional,
so
we'll
be
having
this
that
discussion
at
a
la
at
a
meeting
very
soon.

As
a
result,
that
will
mean
for
the
loan
document
that
we're
submitting
to
the
state
revolving
fund.
We
have
to
identify
all
the
sources
of
funding
to
pay
for
the
project
and
you
remember.
We
identified
190
000
of
the
funds
to
rebuild
the
road
because
we
have
to
take
that
block
of
southbound
or
he's
going
to
need
to
be
re
rebuilt
for
lack
of
a
better
term
as
well
as
dot
requested.
We
construct
a
sidewalk
and
we
were
going
to
use
road
maintenance
funds
for
that.

In
lieu
of
that,
we're
gonna
we
recommend
we
use
a
hundred
and
twenty
thousand
extra
out
of
capital
project
sales
tax
for
stormwater,
and
we
have
a
million
dollars
for
sidewalks
for
cpst-4
that
we
use
70
000
of
that
funding
out
of
the
million
allocated
for
cpsd4
sidewalks.
So
we
just
need
a
council
approval,
so
we
can
say
honestly
that
state
revolving
fund
that
council
has
approved
these
funding
sources
to
pay
for
our
share
of
the
project.

found
out
today
that
senator
graham
has
also
recommended
two
and
a
half
million
dollars
of
federal
funds.

side
sewer
a
northside
sewer
project
which
would
loop
the
line
essentially
from
our
industrial
park
near
the
airport,
down
edgefield,
highway,
highway,

towards
town,
which
would
increase
capacity
and
also
allow
additional
property
owners
nearby
to
access
it.
