training,

estimates
on

terms

paying
claims
on
a
rolling
three-year
average,
which
we
do
have
in
the

work
session
packet
that
we've
had
for
this
meeting

the
prior
meeting
kind

breakout

estimated
costs
are
and,
as
you
can
imagine,
the
costs
for
employees
or
cu
and
covered
dependents.

it
is
dependent
on
the
size
of
the
department
and,
as
you
can
imagine,
the
larger
the
department,
the
the
more
costly
it
is
to
provide
health
insurance
coverage.

won
a
municipal
award

early
2000s.

set
up
a
wellness
program
which,

we
have
a
nurse
that
provides
health
benefits
well
beyond
kind
of
the
the
scope
of
what
a
number
of
our
employees.
Unfortunately,
don't
have
exposure,
don't
go
to
the
doctor,
but
the
nurse
that
saves
us
a
tremendous
amount
of
money
she
being
a
nurse
practitioner
has
the
ability
to
do
some
very
general
and
very
basic
things
that
that
save
because
employees
don't
have
to
go
to
the
doctor.
So
health
care
is
something
we're
very
conscious
of
and
cautious
of,
but
like
other
jurisdictions.

I
know
in
talking
with
counterparts
at
the
county
they
struggle
with
they're
self-insured
as
well,
and
they
work
hard
to
try
to
keep
their
costs
contained
like
we
do.
We
share
information,
one
of
the
things
they've
done
like
us
is
they
have
a
nurse
provided
through
aiken
regional
that
helps
them
keep,
try
their
best
to
keep
their
costs
under
control.
Certainly
they
have
many
more
employees
and
covered
dependents,
so
their
costs
are
greater
in
that
regard.

Mentioned
to
you
earlier
this
evening,
I'm
always
impressed
when
we
get
the
fleshed
out
version.
I
mean
we've
been
looking
at
these
numbers
for
a
long
long
time
and
talking
back
and
forth-
and
I
don't
know
mr
city
manager,
who
came
up
with
the
roots,
resilience
and
recovery,
but
I
think
that
was
excellent
for
this
past.

This
is
something
we
we
certainly
don't
take
lightly.
Council
did
ask
for
a
rate
study
back
in
2000
2017,
which
we
undertook,
and
we
know
we
have
a
that
engineering
and
utilities
has
identified
a
number
of
capital
needs
for
maintenance
of
our
utility
system.
We
estimated
when
we
first
did
the
review
that
it
was
240
million
dollars.
We've
certainly
whittled
that
down
a
little
bit
with
capital
project,
we've
subsequently
councils
allocated
funding
just
through
the
regular
budget
and
cpst
for
to
address
some
of
that,
but
we
know
there's
a
lot
left.

The
largest
single
item
is
the
a
new
a
new
water
plant
which
we've
it
has
been
something
we're
slowly
working
towards
and
as
part
of
that,
having
a
a
portion
of
this
increase
for
water
would
go
towards
getting
the
the
deck
set
for
financing.
We
know,
unfortunately,
we're
not
going
to
be
able
to
pay
cash
for
a
water
plant
and
we
won't
be
able
to
borrow
from
ourselves
to
pay
for
the
cost
of
a
new
water
plant,
so
we
will
have
to
seek
financing
from
a
third
party
eventually.

So
this
helps
put
that
in
place.
We
recognize
too,
with
a
water
rate,
increase
the
how
it
affects
our
customers,
and
we
take
that
very
seriously
the
we
try
to
keep
the
rates
and
put
some
perspective
in
with
the
rates
the
average
and
again
I'm
talking
about
in-city
residential
customers,
the
average
increase
per
month,
depending
on
the
the
type
of
use
we
view
the
average
customer.
I
guess
we
broke
it
out
into
three
tiers.
800
cubic
feet
is
historically
what
we've
used
as
an
average
user.

Those
individuals
that
average
about
800
cubic
feet
of
usage
would
see
their
rates,
water
and
sewer
increase
about
2
dollars
and
62
cents.
Individuals
that
are
on
that
either
tend
to
not
have
much
of
a
yard.
Don't
do
a
lot
of
watering
or
on
a
fixed
income
live.
You
know
that
that
don't
have
the
need
to
do
a
lot
of
laundry
or
you
know
wash
use
a
dishwasher,
for
example,
tend
to
use
a
fair
amount,
less
water,
those
rates.

it's
a

feet
use,
would
be
about
a
dollar

we

the

survey
results
of
water
rates
from
other
entities
in
south
carolina.

This
is
the
standard
list
that
we've
used
for
a
number
of
years.
I
guess
seeing
councilman
edna
out
there.
He
remembers
a
lot
of
these
and
I
know
councilwoman
price
being
on
council.
These
are
sort
of
the
communities
that
we
have
compared
ourselves
to
in
terms
of
with
rates
over
the
years
and
as
you
see,
the
state
average
is
45
percent
higher
than
what
aiken
currently
charges
or
would
would
be
charging.

I
guess,
with
this
rate,
increase
the
we
noted
in
the
green,
highlighting
the
communities
that
have
lower
rates
than
us,
but,
as
you
can
see,
of
the
30
communities,
25
of
them
have
rates
higher.
That
is
just
for
comparison.
Only
but
again,
council
council
asked
for
this
information
and
we
were.
We
were
glad
to
share
that
information.

Why
that
is
the
case
and
what
is
the
justification
of
it?
In
addition
to
so-called
industry
standard
again,
larger
meters
tend
to
produce
more
water
and
are
typically
used
for
homes
that
have
a
lot
that
have
a
need
for
large
water,
like
if
you
have
a
pretty
robust
irrigation
system,
a
lot
of
plumbing
fixtures
and
other
accessories
like
swimming
pools.
We
did
look
at
what
we
viewed
as
a
statistically
valid
group.

So
that
was
something
I
think
that
I
guess
from
a
staff
perspective
illustrated
that
what
we're
doing
is,
I
guess,
not
out
of
the
ordinary
in
that
regard,
but
those
those
were
issues
that
have
come
up
since
the
meeting
since
first
reading
back
on
may
the
24th,
and
we
hope
that
information
helps
provide
some
additional
context
to
what
we're
doing-
and
we
have
this
increase
before
you
this
evening
for
consideration.
Second

now
for
people
is
kind
of
tough
and-
and
this
certainly
is
one
that
is
going
to
be
felt
at
the
same
time.
I
don't
think
it's
this
council,
that's
raising
these
rates.
I
think
it's
historically
back
over
the
years
and
years
that
prices
haven't
been
raised,
we're
just
doing
the
catch-up
and
taking
the
hard
hit
that
the
other
councils
didn't
want
to
take.
So
we're
not
the
one
who
really
said
this.
This
is
a
historic
thing.

That's
been
brought
to
us
and
we've
got
to
correct
it,
and
so
I
I
apologize
that
we're
having
to
raise
this
rate
like
this,
but
at
the
same
time
had
this
done
incrementally
over
years
we
wouldn't
be
hitting
this
big
number
right
at
this
point,
and
so
I
think
it's
incumbent
upon
us
to
to
recognize
the
fact.
This
is
a
bad
time
for
a
lot
of
people
to
get
a
rate
increase,
but
it's
something
we've
got
to
do
and
we
may
not
want
to
do
it,
but
we're
making
up
for
lost
time.

access

shore
up,

bank
railroad
cut
bank

wilcox,
which
paid
for
a
vast
majority
of
that
project
about
70
percent
of
it.

grant

grants
