demolishing

structure,
which
was
a
ruby
tuesday
to
construct
the
zaxby's
restaurant,
which
will
be
approximately
3
000
square
feet
with
56
seats
in
a
double
drive
through.

parcel
is
currently
developed
with
an
existing
vacant
structure
and
the
associated
parking
lot.
This
building
will
be
much
about
half
the
size
of
the
existing
540
square
foot.
Building
with
the
double
drive
through,
as
mentioned
earlier,
some
parking
spaces
will
be
converted
to
planted
islands,
but
much
of
the
parking
area
will
stay
in
its
current
state
to
reduce
the
amount
of
disturbance
on
the
site.

commission
has
been
charged
by
city
council

enhance

economic
health
of
their
commute

our
community
and
one
of
the
first
items.
The
group
embarked
on

the
city
was
economic
development.
Strategic
master
plan,
which
looked
at
areas
around
the
city
but
focused
primarily
on
our
parkway
district
area,
which
we
are
defining
from
east
to
west,
is
morgan
street
to
beaufort
street
and
north
to
south
hampton
avenue
to
park
avenue
within
this
parkway
district
or
downtown
grid.

The
study
confirmed
what
many
of
us
already
know
that
ownership
is
fractured
with
many
smart
small
parcels.
With
that
in
mind,
the
amdc
chairman
has
issued
a
letter
that
was
dated
july
12
to
request
that
council
consider
the
issuance
of
bonds
or
bond
anticipation
notes
to
to
allow
for
potential
land
banking.
It
is
the
belief
of
the
municipal
development
corporation
that
any
property
acquisitions
will
have
a
multiplier
effect
as
it's
developed,
it
will
grow
the
tax
base
and
tax
revenues
of
the
city
and
the
county,
while
keeping
the
vibrancy
of
our
of
this
district
intact.

initially
had
a
couple
of
concerns
regarding
this
issuance
and
after
having
conversation
with
the
municipal
development
commission,
I
believe
that
the
land
banking,
the
movement
for
this
and
to
continue
to
move
aiken
forward.

it

greater
rate.
So
certainly
I
I
support
this
position
and
would
certainly
do
my
best
to
continue
to
move
that
forward
as
well.

fee
instituted
in
2017
was
an
unconstitutional
tax.

were
notified
of
this
opinion
the
afternoon

june
30th,
and
at
that
point
we
did
several
things.
We
suspended
any
expenditures
from
the
fund
and
also
I
did
ask
the
city
attorney
to
prepare
a
legal
review
and
recommendation
to
be
discussed
initially
with
ex
with
legal
advice
as
most
legal
advices
executive
session.

advice,
it
is
our
belief
that
our
fees
set
up
very
similar
to
greenville
counties,
set
up
instituted
in

same
year

went

effect.

was
instituted
in
2016
with
collection,

same
boat,
and
that
is,

believe,
the
prudent
thing
to
do
is

not

best
option,

the
startup
costs
and
the
ongoing
costs
with
staffing.
Another
option
is
utilizing
county
facilities
at
the
animal
shelter.
They
do
not
have
space
for
us.

fee,

would
be

of

payable
and
monthly
installments

the
financial

that
we've
had
discussions
with
