Description
Special City Council Meeting
May 5, 2021
5 PM
CALL TO ORDER
NEW BUSINESS: Consideration of:
1) Consideration of a Resolution to Terminate the City's Face Covering Ordinance No. 11192020.
A RESOLUTION DECLARING THE TERMINATION OF THE CITY OF AIKEN FACE COVERING ORDINANCE, ORDINANCE NO. 11192020.
Adjournment
A
A
A
We're
thankful
for
this
day
we're
thankful
for
this
time.
We
thankful
for
the
city
that
we
get
to
represent.
We
pray
that
your
wisdom
would
be
upon
this
council
tonight
and
we
pray
lord,
that
everything
that
is
said
and
done
in
this
meeting
would
be
pleasing
to
you
and
done
in
the
spirit
that
would
please
you.
We
just
asked
your
blessings
upon
our
city
and
our
health.
In
your
name.
We
pray,
amen,
amen,
chief,
good.
A
All
right,
we'll
go
over
the
guidelines
of
our
meeting.
Meetings
of
aiken
city,
council
or
public
forums
in
which
many
opinions
are
expressed
in
the
business
of
the
city
is
conducted
as
such.
Disciplined
honorable
and
professional
decorum
is
paramount.
Courteous
and
respectful
communication
is
expected
during
public
hearings,
questions
and
statements
from
the
public
shall
be
directed
to
the
chair.
A
Each
speaker
will
be
given
five
minutes
to
address
an
issue
and
may
only
address
an
issue
once
unless
questions
from
counsel
opposed
to
the
speaker,
and
then
this
is
a
resolution
that
will
probably
be
somewhat
limited
more
so
than
with
an
ordinance
in
public
hearing,
but
I'm
proud
that
we've
had
five
full
public
hearings
on
on
mass,
so
relevant
information
has
certainly
been
conveyed
to
council,
but
with
that
we'll
move
out
down
to
item
number
one.
A
E
D
E
D
September
10
2020
meetings,
council
passed
emergency
ordinances
in
effect
for
61
days,
requiring
mandatory
face
coverings.
On
november
19
2020
city
council
passed
an
ordinance
memorializing
face
coverings
until
either
one
of
two
things
happened:
number
one
governor
state
of
emergency
related
to
covet
19
or
number
two
city
council
passage
of
a
resolution
rescinding
the
ordinance.
D
The
face
coverings
ordinance
at
that
time
was
felt
needed
by
a
super
majority
of
city
council
to
combat
the
spread
of
cobia
19,
as
vaccines
become
more
readily
available
and
warmer
weather
is
with
us.
Our
number
of
infections
are
declining
on
april
28th,
governor
mcmaster,
called
on
cities
and
counties
to
rescind
face
coverings.
Ordinances.
D
D
The
week
of
january
21st
down
to
53
the
april
22nd.
I
believe
it's
up
slightly
the
the
following
week.
The
number
of
individuals
vaccinated
in
south
carolina
with
one
dose
as
of
april
27th
is
a
million
seven
hundred
thousand
five.
Seventy
check
today
and
it's
up
to
now
to
a
million
seven
thirty,
eight,
nine
twenty
eight.
Those
individuals
with
two
doses,
as
of
today,
is
higher:
it's
a
million
three
hundred
thirty
one
thousand
eight
hundred
and
sixty
nine
and
in
the
zip
codes
of
two
nine
eight,
oh
one
and
eight.
D
D
When
shift
change
begins,
we
do
believe
we've
got
prepared
an
email
should
this
pass
to
go
to
business
license
holders
all
in
this
that
have
a
city
business
license
informing
them
of
this,
as
well
as
a
press
release,
and
the
resolution
would
not
preclude
an
individual
business
owner
from
continuing
to
require
face
coverings
and
would
encourage
citizens
to
continue
wearing
masks
and
is
under
consideration.
This
resolution
this
evening.
A
All
right,
thank
you
with
that
I'll,
open
up
comments
from
the
audience
and
before
I
do
I
want
to
say
I
think
we
have.
I
think
councilwoman
diggs
has
arranged
for
dr
jane
kelly,
who's
from
d
heck.
Are
you
do
you
have
her.
A
D
Dr
kelly,
can
you
hear
us
you
were
on
speaker
to
the
city
council
of
aitkin,
south
carolina
and
those
in
the
room.
F
E
F
First
of
all,
as
we
look
at
the
number
of
new
cases
of
covet
19,
I
am
glad
to
be
able
to
say
that
we
have
had
a
drama
tremendous
decrease
since
the
january
surge,
the
post-holiday
surge
of
new
cases.
However,
since
early
march
this
has
plateaued,
this
is
flattened
out.
We
are
still
seeing
about
600
or
more
case
new
cases,
new
diagnoses
of
covet
19
per
day.
F
If
we
look
at
our
vaccine
dashboard
again
available
on
our
website,
I
can
report
that
about
32.2
percent
of
south
carolina
residents
have
completed
vaccination,
that's
about
on
par
with
the
average
across
the
nation.
That's
a
little
better
than
some
of
our
neighboring
states,
but
it's
a
long
way
off
from
completely
protecting
us
from
circulation
of
this
virus
and,
worse
circulation
of
new
variants.
F
F
The
more
opportunity
it
has
to
mutate
right
now,
vaccines
work
against
those
three
variants
I
mentioned,
but
if
this
virus
continues
to
infect
unmasked
people,
people
who
are
susceptible
not
vaccinated,
that
worry
is
that
it
may
mutate
into
a
variant
where
vaccine
doesn't
work
or
with
some
of
the
medications
that
we
have
don't
work.
I
don't
mean
to
be
fear-mongering.
F
F
He
does
not
work
for
stanford
university
stanford
has
come
out
with
a
public
statement
and
the
publication
that
published
that
paper
around
masks
face
masks.
A
health
hypothesis
has
since
retracted
it.
They
have
said
that
this
has
no
existing
scientific
evidence.
I'm
happy
to
remain
on
the
line
to
answer
questions.
My
main
point
to
this
group
is:
we
don't
want
more
variants,
emerging
tasks,
testing
and
masks
are
pillars
of
code
19
control
right
now,
vaccines,
work
against
our
variants,
but
delaying
masks
or
discontinuing
mask
wearing
now
sets
the
stage
for
more
mutations
to
arise.
A
E
A
E
A
G
G
G
G
G
G
This
least
the
children-
if
we
were
all
over,
don't
y'all
wish
you
were
six.
We
would
all
be
unvulnerable
totally
unvulnerable
to
this
disease.
They
are
not
vulnerable
they're,
the
least
vulnerable
six-foot
spacing
is
ineffective
period.
It's
just
ridiculous.
To
think
that
that's
if
you
were
five
feet,
oh
boy,
if
you
were
seven
feet,
oh
you're,
too
far,
it's
ridiculous!
It's
the
old!
It's
a
catch!
22.
G
G
G
G
G
G
Without
it
I
mean
look
at
the
things
that
have
been
approved:
the
drugs
genevia,
I
mean
name
them
five.
Ten
years
ago,
you
see
what's
happening
now,
all
kinds
of
ads
on
the
new
on
on
the
news
on
the
box,
rather
all
kinds
liability.
Why?
Because
of
the
side
effects,
my
god
johnson
johnson,
is
making
a
vaccine
and
the
whole
time
they
knew
that
there
was
that
powder
that
babies,
women
specifically
used.
They
knew
it
caused
cancer,
and
yet
they
didn't
say
anything
but
we're
going
to
take
their
vaccine.
That's
not
been
approved.
G
A
H
H
People,
I
know
people
you
know
andrea,
they
are
happy
to
wear
the
mask.
They
are
tired
of
the
mess
we're
standing
at
the
track
and
field
like
when
are
they
going
to
get
rid
of
it?
I
have
my
vaccine.
I
have
you
know
you
know
I'm
whatever
I've
had
covet.
Can
we
stop
wearing
it?
People
are
wearing
it
half
the
time
when
they
go
to
the
store
they're
getting
together
in
groups,
we're
having
birthday
parties
we're
having
graduation
baths
baths.
We
have
kids
setting
up
their
own
proms
100
kids
at
these
prompts.
H
H
I
understand
yeah,
I'm
just
saying
I
think
our
bodies
and
our
population
between
natural
immunity
and
the
vaccine
are
fine,
it's
time
to
take
them
off
a
good
chunk.
The
population
already
is.
J
Good
afternoon,
jane
paige
thompson,
240
knox
avenue,
I
believe
in
civil
liberties,
and
this
violates
that
I'm
an
adult
with
wisdom
and
patience,
and
I
can
determine
whether
or
not
my
health
risks
require
me
to
wear
one
of
these
or
not
my
job,
my
clients,
the
people
around
me
ask
me
to
wear
one.
I
have
friends
that
get
mad
at
me
because
I
do
wear
one,
but
it's
my
choice.
J
J
J
To
two,
maybe
maybe
it'll
be
three
to
four,
whatever
the
math
is,
but
when
you
all
pass
the
receiption
of
this
ordinance
today,
I
ask
you
to
do
two
more
things
because
of
the
civil
liberties
we
all
have.
Please
do
not
enact
a
vaccine
mandate
or
passport
requirement
at
any
of
our
parks.
J
Because
I
am
highly
susceptible
to
chickenpox
shingles,
I've
come
to
you
all
and
said
this
to
you
before.
I
think
ms
price
will
remember
that
sorry,
mr
mayor,
but
I
don't
ask
everybody
in
my
world
to
cover
up,
because
I
could
get
chicken
pox
or
shingles
from
them,
because
I've
never
had
them,
because
I'm
allergic
to
the
vaccine.
For
that,
so
please
don't
violate
my
hipaa
protections
by
making
me
tell
you
whether
I've
been
vaccinated
or
not
in
order
to
use
the
part
that
my
tax
dollars
pay
for.
J
J
Invariably,
what's
going
to
happen,
is
the
the
the
owner
of
the
business
is
going
to
get
the
email
from
the
business
license
office?
It's
going
to
go
their
spam
filter,
their
employees
aren't
going
to
know
about
it.
Somebody's
going
to
go
in
the
employees
is
going
to
get
mad
at
them.
There's
going
to
be
a
big
thing
on
facebook.
J
Well,
some
of
us
are
really
tired
of
big
things
on
facebook,
and
so
I
just
suggest
that
the
city
be
as
diligent
as
they
were
about
passing
out
the
posters
and
about
getting
the
word
out
that
there
is
a
mandate
doing
the
same
thing
now
that
you've
reversed
it
so
that
unnecessary
arguments
between
store
keepers
and
restaurants
and
all
that
don't
happen
and
aiken
can
go
back
to
being
the
incredibly
wonderful
town
that
you
all
serve
so
beautifully.
Thank
you
thank.
A
A
I
would
insert
that
there's
no,
no
discussion
or
plans,
or
have
there
been
a
mandate
mandating
vaccinations
nor
vaccination
cards.
Thank
you
for
saying
that,
but
that
I
mean
no
one.
No
one
has
said
that
so
just
to
clarify
that,
ladies
first
and
then
caught
up
yes
ma'am
good
afternoon.
Thank
you
for
being
here
today.
E
My
name
is
case
stepler.
I
live
at
5453,
west,
pleasant
colony
drive,
and
I'm
also
here
to
ask
you
to
please
rescind
and
get
rid
of
the
mass
mandate.
I
I
do
want
to
make
a
comment.
After
the
the
physician
spoke,
I
mean
we
all
have
many
bureaucrats
with
md's
behind
their
names
and
their
bureaucrats.
First
and
they're.
I
think
they're
pushing
an
agenda.
E
I
it
you
heard
the
the
audience
laugh
audibly
when
she
said
she
wasn't
fear-mongering,
but
I'm
afraid
it's
not
just
her
and
I'm
not
just
picking
on
her
alone,
but
I
think
there's
been
a
lot
of
bureaucracy
and
fear-mongering
coming
from
physicians
who
are
not
practicing
and
for
every
bureaucratic
physician
with
an
md.
You
can
find
a
lot
more
practicing
physicians,
who
are
treating
the
disease
who
have
opposing
opinions,
but
the
media
doesn't
give
them
the
same
level
of
respect
just
because
they're
not
in
a
position
of
an
institution.
E
So
please
don't
be
swayed
by
someone
who
comes
at
just
because
they
got
an
md
behind
their
names.
They
also
have
other
agendas
behind
them.
I
really
think
that
the
mask,
because
there's
they're
not
worn
properly
and
the
types
of
mask
as
other
people
have
already
pointed
out,
are
not
the
kind
that
are
medical
grade
that
really
do
protect
the
individual
or
others
around
them,
because
they're,
not
the
n95
mask,
so
you
see
people
wearing
the
mask,
but
it
really
is
not
it's
very
ineffective.
E
A
I
know
she
was
safe.
I.
C
K
Yeah,
thank
you
cloud.
O'donovan
135
elwood
drive
aiken
south
carolina.
I
love
it
been
here
14
years.
The
good
doctor
was
passionate
with
what
she
said,
but
I
just
calculated
out
it's
point:
zero,
zero,
zero,
one,
three
percent.
How
many
other
things
have
we
got
out
there
that
are
higher
percentage
of
that
and
we're
not
doing
anything
about
them?
We,
our
bodies,
are
equipped
to
take
care
of
this
type
of
stuff.
K
The
unintended
consequence
there's
a
plethora
of
research
out
there
saying
the
unintended
consequence
of
wearing
these
masks
is
going
over
the
long
period,
we're
going
to
see
some
terrible
things,
and
so
I
sooner
we
can
end
it.
You
know
where
I
stand
on
the
sooner.
We
can
end
it
the
better.
I
hope
that
it
will
will
out
here
today
that
you
will
in
fact
rescind
this
and
let's,
let's
go
back
to
some
sense
of
normalcy
in
aitkin
south
carolina.
Thank
you.
L
L
I
have
to
disagree
with
the
doctor.
I
have.
I
can't
speak
to
the
specific
study
she
was
talking
about,
but
I
have
read
numerous
studies
about
looking
at
masks
with
and
their
efficacy
with
flu
and
also
a
couple
with
covid19,
and
there
have
been
no
studies
that
have
shown
any
significant
effectiveness
of
mass
in
real
world
situations.
Yes,
the
n95
will
protect
it,
but
most
of
us
don't
wear
it
and
you
cannot.
L
You
can
look
in
the
grocery
stores
and
see
how
many
people
have
their
mask
down
below
their
noses
and
other
such
things
so
masks
do
not
work.
There
have
been
about.
There
have
been
11
either
confirmed
or
probable
deaths
from
covet
19
in
aitkin
county
in
the
eight
weeks
since
march
1st,
I
got
these
from
the
dhec
website
today
for
comparison
purposes
in
the
last
reported
year
was
2018
and
there
were
1903
deaths
in
all
of
aitkin
county,
so
a
little
over
36
a
week.
L
So
for
the
past
eight
weeks
from
covid
we've
had
a
little
over
less
than
one
and
a
half
deaths
versus
38..
This
is
not
a
health
emergency
situation.
At
this
point.
In
addition,
statewide
there
are
only
376,
coveted
patients
hospitalized
right
now.
This
is
only
4.3
percent
of
the
of
the
beds.
This
is
down
from
a
high
of
over
2
000
in
january,
so
from
over
2
000.
It
could
have
even
been
2500
down
to
376.
L
L
Since
the
implementation
of
all
the
coveted
restrictions,
according
to
an
article
in
the
aitkin
standard,
last
fall.
Mental
health
has
also
suffered
greatly
because
of
all
the
coveted
restrictions,
according
to
a
cdc
study,
there's
four
times
higher
symptoms
of
depression
than
previous
years.
One
in
ten
have
considered
suicide.
This
is
a
hundred
percent
increase.
L
13
percent
have
had
increased
substance
abuse
in
in
order
to
counteract
this
stress,
we
need
to
do
things
to
lower
the
stress
level
and
removing
the
mask
ordinance
will
be.
One
good
thing
to
do
in
our
county
residents
are
better
educated
about
covet.
L
M
Good
afternoon
my

and
I
have
written
to
you
every
occasion
that
you've
met
to

the
mass
mandate.
I
don't
care
about
the
the
statistics.
I
don't
care
about.
Any
of
that
patrick
henry
said:
give
me
liberty
or
give
me
death,
our
liberties
are
being
trampled
on.
M
M
We
have
put
in
place
mandates
that
have
harmed
our
economy
that
have
harmed
us
that
have
harmed
local
businesses.
We
don't
know
the
results
of
that
and
yes,
people
have
died
from
this,
and
I
understand
that.
But
I
ask
you
early
on:
don't
make
this
mandatory,
give
us
a
choice.
I'm
just
like
the
woman
there,
I'm
smart
enough
to
know
what
to
do.
M
M
What's
more
horrible
than
that
is,
we've
had
older
people
who
are
stuck
in
a
nursing
home,
amen
and
guess
what
they've
died
alone
because
their
family
couldn't
come
in,
but
we
could
get
somebody
to
come
in
that
works
there,
but
the
family
couldn't
go
and
visit
them.
There
are
people
who
are
in
the
hospitals
who
have
died,
who
have
had
children
all
alone,
because
we've
taken
away
what
their
rights
we
are.
American
citizens.
M
Freedom
is
very
important
if
you
don't
think
so.
You
need
to
go
back
and
look
at
history.
My
son
taught
english
as
a
second
language
in
the
czech
republic
and
they
remember
they
remember
the
russians
who
came
in
and
took
their
freedoms
away,
you're
taking
my
freedom
away,
and
I
resent
that
I
resent
it.
M
M
And
let
me
ask
just
say
this
because
I
know
I'm
being
timed,
but
that
doctor
that's
the
second
doctor
that
we
heard
and
they
all
oh,
we
need
to
keep
the
mask.
We
need
to
do
this.
We
need
to
do
that.
Where's,
your
doctor,
who
says
anything
against
it
and
if
you
haven't
noticed
every
platform,
the
social
media
people
who
oppose
this
are
being
de-platformed,
they're
being
thrown
out,
they're
being
told
they're
idiots,
I'm
sorry,
but
it
is
time
that
we
do
something
reasonable.
M
M
This
should
not
even
be
an
issue.
It
shouldn't
even
be
an
issue.
We
shouldn't
even
be
here.
If
people
want
to
wear
the
mask,
let
them
wear
it
because
when
you
mandated
it,
I
asked
you
give
people
a
choice.
People
were
wearing
it
anyway,
so
I
just
say
you
need
to
really
think
about
the
people
out
here.
I
have
tons
and
tons
of
friends
who
are
fed
up
with
this
they're
over
it
they're
ready
for
it
to
be
over
the
vaccine.
M
Now
I
heard
them
say
you
know
you
got
to
get
two
doses.
A
vaccine
is
something
that
stops
a
person
from
getting
the
covet.
These
vaccines
are
not
like.
She
said:
they're
not
approved,
they're,
not
approved
it's
for
emergency,
it's
an
experimental
vaccination
and
no
one
has
to
take
it,
but
people
are
flocking
to
it
anyway.
M
H
N
Is
debbie
lybrand
and
I
live
at
128
pinehill
drive
here
in
aitkin
I
didn't
plan
on
speaking
today.
I
came
basically
to
look
and
listen
and
see
what
would
be
the
decision,
but
there
was
a
couple
of
things
I
saw
today
in
the
news
that
I
thought
were
very
important
that
I
wanted
to
say
that
haven't
been
said
already.
Many
of
the
things
that
the
speakers
have
expressed
reflect
my
own
feelings,
but
when
I
look
at
the
news
media
today,
what
I
see
is,
I
see
some
councils
that
have
taken
some
very
bold
actions.
N
The
way
that
god
intended
us
to
live,
he
did
not
deliver
us
from
a
womb
with
a
paper
mask
or
a
cloth
mask
over
our
faces,
and
it's
not
the
way
we
should
be
living.
So
I'm
very
proud
to
say
that
I'm
seeing
people
in
my
state
stand
up
and
do
it
for
the
right
reasons
and
not
due
to
fear
mongering
not
due
to
pressure
from
others,
but
perhaps
looking
within
themselves.
N
N
Okay,
there
are
people
who
wanted
to
come
today
who
wanted
to
express
their
opinion.
I'm
sure
there's
people
still
on
the
street
that
couldn't
come
in
because
of
limitations.
Here
you
represent
a
very
large
and
diverse
group
within
this
county,
and
it's
not
the
people
who
are
here.
It's
a
lot
of
people.
When
I
look
around,
I
honestly
don't
see
a
minority
here.
I
see
minorities
on
this
council.
Where
are
the
people
that
you
represent
they're
no
different
than
these
people?
N
They
couldn't
be
here
today,
maybe
because
they're
still
working,
because
they
have
child
care
issues
because
they're
afraid
to
come
in
here
and
speak
to
their
government
officials.
I
don't
know,
but
I
know
that
when
I
speak
in
my
community,
a
lot
of
people
are
like
me:
they're
frustrated
and
they're
angry.
They
don't
believe
that
they
represented
government
officials
to
make
these
kinds
of
decisions
for
them.
N
When
the
lady
spoke
before
me-
and
she
said,
where
are
the
doctors
talking
about
things
like
good
health,
good
food,
vitamin
supplements
going
out
into
the
sunshine
playing
doing
those
kinds
of
things
that
are
activities
that
promote
a
healthy
system?
That's
what
your
constituents
want
from
the
government.
They
don't
want
you
to
tell
us
what
not
to
do.
They
want
you
to
give
us
good
advice.
They
want
you
to
seek
solutions.
N
N
It
is
important
that
you
recognize
it's
not
always
angry
people
or
people
who
are
pissed
off
basically
about
this
whole
mandate.
Who
are
going
to
stand
here
or
catch
you
on
the
street
or
talk
to
you
because
you
go
to
a
convention
and
you
don't
have
a
mask
on.
There
are
people
who
just
want
to
live
life,
they
want
you
to
live
your
life
and
they
want
you
to
listen
to
them
when
they
say
we
want
our
freedoms
back,
we
want
not
to
be
angry
with
each
other.
N
Do
you
know
what
this
mandate
has
done
to
your
city
and
to
your
county
and
your
full
community?
As
you
have
half
the
people
who
want
masks
and
half
who,
don't
you
have
people
who
are
almost
violent
with
each
other
in
the
grocery
store,
because
someone
decided
not
to
have
their
mask
over
their
nose?
This
is
what
we
have
brought
ourselves
to.
N
There
is
a
level
of
inhumanity
about
where
we
have
pushed
this
issue
and
it
needs
to
stop,
and
I'm
going
to
implore
you
tonight
not
only
to
think
about
what
lexington
district
5
has
done
for
their
children.
Also
on
the
news
today,
hilton
head
island,
another
community
that
welcomes
tourists
from
all
over
the
united
states
has
made
the
decision
on
may
the
10th
that
they
will
no
longer
have
a
mandatory
mass
mandate.
N
Is
aiken
county,
not
progressive
enough
to
stand
up
and
be
of
the
same
caliber
as
the
lexington
district
5
and
the
hilton
head
island
community
and
remove
this
mass
mandate?
Please
let
your
citizens
make
the
decisions
for
themselves.
If
you
want
to
wear
a
mask,
your
mandate
can
be
simply
we
remove
it.
We
highly
recommend
it.
We
would
love
for
our
community
to
continue
this,
but
allow
your
citizens,
the
freedom
and
the
flexibility
of
their
own
choice,
allow
them
to.
O
I'm
angela
grigsby,
I
am
a
nurse
and
a
veteran.
I
know
I've
emailed
you
guys
before
I
fought
for
our
country
and
our
freedom
and
honestly
I
never
thought
that
our
country
and
our
city
would
be
feeling
the
oppression
that
I've
seen
in
other
countries.
Under
the
guise
of
this
health
and
safety.
O
As
patrick
henry
stated,
our
constitution
is
for
document
to
of
the
government
to
restrain
document
for
the
government
to
restrain
the
people.
It
is
the
instrument
of
the
people
to
restrain
the
government.
O
I
say
this
to
lay
the
groundwork
so
that,
if
you
as
the
elected
officials,
are
not
doing
the
will
of
the
people,
you
are
allowing
and
not
allowing
sorry,
I'm
not
used
to
getting
up
in
front
of
people
miss.
O
Okay,
take
a
breath,
it's
okay,
okay
and
allowing
the
people
their
constitutional
rights.
You
are
bowing
to
the
role
of
tyrannical
dictators.
This
can
never
happen
again.
My
rights
as
a
human
as
an
american
do
not
end
where
your
fear
begins.
O
Masks
do
not
work
and
there
has
not
been
any
conclusive
science
that
proves
that
they
do
work.
There
has
been
plenty
of
science
to
disprove
their
ineffectiveness,
and
I
know
that
I
sent
all
of
you
the
letter
of
the
ineffectiveness
of
the
masks
and
the
potential
harm
that
they
pose.
So
read
a
portion
of
the
letter
so
that
the
others
and
the
citizens
can
see
just
how
ineffective
they
are.
A
single
viron
of
the
sparse
covid
ii
is
about
60
to
140,
nanometers
or
one
or
0.1
microns.
O
The
pore
size
of
a
surgical
mask
is
200
to
1000
times
that
size.
So
your
masks
are
not
stopping
the
virus
from
getting
in
it's
sucking
it
right
through
their
mask
and
it's
getting
in
to
your
lungs.
So
there
are
has
been
hundreds
of
mass
studies
related
to
influenza
transmission
done
over
several
decades.
O
It
is
well
established
the
fact
that
mass
do
not
stop
viruses.
Part
of
that
evidence
shows
that
cloth
mass
actually
increase
influenza
linked
illnesses.
Bacteria
are
50
times
larger
than
virus
particles,
as
such
virus
particles
can
enter
through
the
masked
pores
in
bacteria
remain
trapped
inside
the
mask,
resulting
in
the
mass
square
continually
exposed
to
the
bacteria.
O
O
O
Mascus
for
viral
transmission
prevention
is
authorized
for
emergency
use.
Only
emergency
youth
authorization
by
the
fda
means
that
the
products
are
investigational
and
experimental.
Only
the
statute
granting
the
fda
the
power
to
authorize
a
medical
product
for
emergency
use
requires
that
the
person
be
administered
the
unapproved
product
be
advised
of
his
or
her
right
to
refuse
the
administration
of
the
product.
O
The
statute
further
recognizes
the
well
settled
doctrine
that
medical
experience
or
clinical
research
may
not
be
performed
on
human
subjects
without
the
expressed
informed
consent
of
the
individual
receiving
the
treatment.
So
again
that
even
says
right
there,
they
have
the
right
to
refuse
their
treatment,
so
these
masks
need
to
be
optional,
not
forced
upon
people.
So.
O
And
when
the
doctor
spoke
earlier
and
everybody
was
getting
wound
up
about
the
variance
from
my
research,
viruses
replicate
every
10
minutes.
Viruses
have
been
around
for
from
the
beginning
of
time,
we're
not
going
to
stop
viruses
they're,
going
to
continue
to
replicate
because
they
replicate
every
10
minutes.
O
Since
I
mean
just
from
since
2020,
there's
already
been
40
different
variants,
but
the
only
ones
we're
hearing
about
right
now
are
just
the
top
three
that
are
making
in
the
media.
So
so
for
me,
I
think
it's
clear
to
see
the
risk
of
continuing
to
use.
The
mask
far
outweighs
the
use
of
using
them
both
for
health
reasons
and
for
the
legal
ramifications.
A
And
and
thank
you
for
your
service
to
our
country
as
well,
all
right,
that's
going
to
conclude
our
public
hearing
portion
we're
going
to
move
the
comments
from
council
at
this
time.
So
are
there
any
comments.
A
G
P
Studies
have
since
suggested,
however,
that
a
mass
over
the
nose
and
mouth
works
as
a
physical
barrier
by
absorbing
respiratory
droplets
that
can
carry
and
spread
the
virus,
though
applause
covered
and
alone
may
not
be
able
to
completely
prevent
someone
from
acquiring
it.
It
makes
it
possible
to
contain
the
virus,
and
I
know
early
in
the
game.
We
heard
that
virus
was
a
hoax,
that
it
would
go
away
in
certain
seasons,
and
that
didn't
happen
now
we
are
here
the
last
time
we
were
here
the
first
time
we
were
here.
P
A
Q
I
have
a
question
and,
and
then
a
comment
we
had
to
enact
this
with
the
super
majority.
Do
we
have
to
have
a
super
majority.
R
Had
a
provision
in
it
paragraph
nine
of
the
ordinance
the
face
covering
ordinance
that
stated
that
this
ordinance
would
automatically
terminate
upon
the
occurrence
of
one
of
two
events.
R
Either
the
governor
of
the
state
of
south
carolina
would
rescind
his
emergency
executive
orders
or
city
council
would
pass
a
resolution
and
that
resolution
would
save
what
is
in
the.
I
don't
have
the
verbatim
in
front
of
me,
but
the
finding
that
the
threat
that
was
such
that
it
was
okay
to
rescind
the
mass
coordinates
at
this
time.
D
Q
Okay,
thank
you
and
the
other
thing
is
when
we
were
making
motion
we
jumped
right
into
the
talking.
I
wanted
to
say
and
councilwoman
diggs
has
already
said.
Q
A
So
the
amendment
is
being
offered
to
make
it
may
28th
effective
date
instead
of
may
6
correct,
okay
and
you're
seconding
that
councilwoman
price.
Okay,
we
have
a
motion
and
a
second
for
an
amendment
on
the
original
motion
with
that
I
open
it
up
for
discussion
among
council,
so
councilwoman
price.
You
want
to
say.
S
S
I
know
too
well
how
tough
it
is
to
not
to
embrace
your
family
members,
have
fellowship
with
your
friends
and
family
and
not
sit
close
to
each
other
as
you
dine
and
as
you
see
your
friends,
some
of
you
have
refrained
from
going
to
restaurants
because
you
can't
dine
in
comfort,
and
I
can
appreciate
that
and
know
what
that
is
like
too.
We
want
to
return
to
as
well.
S
Someone
said
in
the
audience
what
we
feel
as
normality,
and
I
am
acutely
aware
of
the
impact
that
this
has
had
on
our
businesses
and
most
of
all
the
lives
of
others.
I've
lost
two
relatives,
and
I
know
I
don't
know
whether
any
of
you
have
or
not.
You
may
have
been
blessed
not
to
have
lost
anybody,
no
friends,
anything
as
a
result
of
kovic,
but
I
have
lost
relatives
and
friends.
Many
classmates
because
of
covet
19.,
but
I
want
to
make
something
perfectly
clear
perfectly
clear:
I
am
in
support
of
removing
this.
S
S
S
That
has
limited
some
of
these
folks
from
even
making
the
effort
have
a
friend
who
owns
a
funeral
home
this
past
week,
she
told
me
she
had
four
bodies
all
from
the
same
family
members
that
have
died,
we're
sitting
right
now
are
covered.
There
are
so
many
dying
in
one
family
that
cremation
is
taking
place.
They
cannot
afford
to
bury
that
many
family
members-
and
I
thank
the
lady
in
the
back,
who
made
her
conscious
awareness
that
we
don't.
S
S
S
So
I
hope
again
that
you
will
consider
these
few
weeks
and
if
this
resolution
passes
this
evening
for
immediate
removal
of
the
face
covering
know
that
I
receive
it
positively
with
a
positive
spirit
and
hope
that
the
numbers
continue
to
decline
in
deaths
and
levels
of
exposure
to
covet
19
within
our
town.
S
But
if
it
doesn't,
I
pray
that
god
will
bless
you
and
protect
you,
because
you
feel
that
you're
protected
already
and
that
we
will
leave
here
in
an
aimable
spirit
and
move
on
and
just
know
that
we
really
care
about
each
other
and
want
to
do
the
best
for
each
other.
B
I
just
look
at
the
community
in
general
and
say
here:
we
are
in
the
city
of
aitkin
and
in
the
entire
county,
whether
it's
new
wellington
or
beach,
island
or
jackson,
or
wagner,
or
windsor
or
ridge,
spring
much
less
edge
field
anywhere
in
edfield,
county
or
in
bernoull,
county
or
in
north
augusta.
None
of
them
have
a
mandate
and
of
ordinance
that
says
you
have
to
wear
a
mask
and
they're
no
different
than
what
we
are
here.
We're
kidding
ourselves
if
we
think
this
is
just
making
everything
better
along
those
ways.
We've
made.
B
Made
a
lot
of
progress
and
things
are
going
well
and
we
should
be
celebrating
that
I
don't
support
extending
it
three
more
weeks.
If
we
extend
three
more
weeks,
we
pretty
much
annoy
everybody
here
tonight
and
we
annoy
all
the
people
who
want
it
to
go
on
forever,
because
they're
not
gonna,
be
happy
in
three
weeks
either
it's
time
to
get
it
over
with,
let's
pass
it
as
written.
C
C
Thank
you,
mr
mayor.
You
know
we
have
this
graph
here
and
if
you
look
at
it
after
we
in
july
passed,
our
mass
coordinates
numbers
went
way
up
when
we
made
it
full
time
in
november.
Numbers
went
way
up,
so
I
don't
have
a
problem
with
anyone
that
wants
to
wear
this.
I
have
the
problem
with
making
it
a
law.
I
think
my
fellow
council
person
felt
the
same
way.
C
C
C
We
did
not
do
that.
The
entire
country
did
it
backwards
if
we
had
protected
those
vulnerable
people
like
my
mother,
who
was
in
assisted
living-
and
it
hurts
me
to
almost
say
this
today,
but
I
was
so
glad
she
passed
away
right
before
all
of
this
started,
because
she
would
not
have
understood
why
I
could
not
be
there.
I
went
every
day,
but
she
would
and
other
people
like
her.
It
wouldn't
have
just
been
the
covet
if
she
had
gotten
bronchitis,
pneumonia,
the
regular
flu,
a
kidney
infection.
C
We
talked
about,
I
know,
people
get
all
wired
up
about,
you
know
civil
liberties
and
our
freedoms
and
stuff,
but
I
don't.
I
have
lived
overseas
twice.
I've
mentioned
this
before
I
don't
want
to
belabor
it,
but
I
lived
in
germany
before
the
berlin
wall
fell
down
was
taken
down
by
ronald
reagan
and
everyone
that
I
met.
I
made
about
half
dozen
friends
that
were
very
close
and
every
time
we
gathered
their
mantra
was
don't
give
up
your
freedoms
a
bit
at
a
time.
C
That's
that's
what
this
is
and
the
gal
that
served
in
the
military.
That
said,
you
know,
government
is
works
for
us
and
we
need
to
remember
that
and
we
need
to
be
respectful
during
all
of
this.
What
someone
mentioned
everything
that
has
happened,
the
divisiveness
that
has
happened-
and
I
said
before
the
veil
of
civility
there
is
none.
There
is
none.
Both
sides
feel
that
they
can
attack
each
other
with
impunity,
say
anything
they
want
call
names
and,
and
that
has
been
horrible
and
we've
all
lost
either
relatives
which
I
have
or
friends.
C
So
none
of
us
are
immune
and
none
of
us
are
non-caring
about
this.
So
for
all
those
reasons
that
we
heard
tonight,
I
I
cannot
vote
for
an
extension
for
this.
It's
there's.
No,
it's
not
doing
anything
it.
You
know.
If
you
want
to
wear
your
mask,
I'm
I
encourage
it.
I
say:
hey,
there's
no
law,
but
we
encourage
you
to
wear
the
mask
if
you
feel
vulnerable
or
uncomfortable.
A
B
A
A
You
want
to
amend
the
amendment
well.
If
your
first
wants
to
agree
with
it,
then.
S
A
A
I
A
To
it
would
it
would
terminate
the
city's
face
covering
ordinance
but
move
the
date
from
may
6,
as
in
as
presenting
the
resolution
to
june
1st
so
before
that
all
those
in
favor
of
the
amendment
which
would
change
it
to
june
1st?
Please
raise
your
hand
okay,
so
that
is
councilman
waltz,
councilwoman,
price,
councilwoman,
diggs,
four,
all
those
opposed
councilwoman
gregory,
the
mayor,
councilman
bell
and
councilman
jodo.
A
That's
and
it's
not
necessary
guys.
Thank
you,
but
it's
not
necessary.
That's
not
what
we're
here
for
that's!
Not
what
we're
here
for
we're
all
doing.
What
we
think
is
right
for
the
city
and
thank
you
for
observing
that.
So
the
amendment
fails
from
a
lack
of
majority.
We
now
go
back
to
the
original
resolution
as
presented,
which
is
may
6
as
as
the
date
end
in
the
amendment
and
and
before
we
vote.
I
do
think
it's
important
I'll,
ask
our
city
manager.
A
D
Yes,
right
up
until
right,
before
five
o'clock,
we
had
received.
D
Emails
from
individuals-
and
I
think
we've
received
one
in
favor
and
one
again
since
the
meeting
has
started
so
those
in
favor
of
removing
the
mask
mandate.
It
was
13
and
those
in
favor
of
keeping
the
mask
mandate.
It
was
10.
A
A
I
Thank
you
mayor.
Yes,
so
on
on
the
week
of
april
19th,
I
requested
this
could
be
brought
to
the
table
for
the
may
24th
council
meeting,
because
I
do
believe
it's
time.
I
I
think
we've
we've
reached
the
end
game
and
I
feel
confident
that
we
will
leave
here
with
the
resolution
to
rescind
this
mandate
with
that
being
said,
I
so
appreciate
councilwoman's
prices
comments
about
extending,
because
I
do
think
that
three
weeks
or
whatever
will
help
creep
up
vaccination
numbers
we're
at
42
and
a
half
percent
of
one
single
vaccination
dose
and
it's
it's
looking
like
we're
trending,
pretty
good
to
be
at
50
within
this
state,
and
that's
a
great
statistic:
I'm
not
going
to
base
it
on
that
statistic
right
now,
because,
quite
frankly,
as
I
sit
here
and
we
rescind
tomorrow
or
we
rescind
on
the
24th.
I
I
really
don't
even
see
the
point
of
why
we're
in
a
special
meeting
to
be
quite
honest
with
you,
but
we're
here
now
and
we
need
to
set
it
in
motion,
and
so
that's
what
I
want
to
say.
As
far
as
what
ms
jane
page
mentioned
earlier,
let's
communicate
this
police
staff
to
our
city
to
our
small
businesses.
I
Ideally
we
would
have
waited
till
the
24th
and
we
would
that
would
have
given
us
the
two
or
three
weeks
to
communicate
properly
to
everybody
so
nobody's
arguing
and
misinformed
and
all
of
that
stuff.
So
I
hope
that
as
a
city
and
a
staff,
we
could
be
proactive
and
not
only
email,
this
communication,
but
somehow
physically
or
flyers,
or
something
get
this
information
out.
But
we
have
to
remember
that
aiken
county
public
school
district
have
their
own
mask
rules.
I
City
of
again
does
not
touch
that.
We
have
to
remember
that
big
box
stores
in
aitkin
have
their
own
face,
covering
rules.
City
of
bacon
can't
supersede
that
retail
now
is
up
to
them
if
they
request
a
face
covering
just
be
considerate,
and
if
you
can't
wear
one,
you
can't
wear
one,
but
please
spread
spread
the
word
positively,
councilman
gerardo
so
nicely
and
eloquently
put
it.
I
We
should
be
celebrating
that
we,
after
a
year
of
so
many
unknowns
and
us
really
just
trying
to
do
the
right
thing
as
difficult
as
that
has
been
despite
our
opinions
and
our
views
and
everything
we
should
be
celebrating,
because
now
we
do
know
more,
and
we
are
on
the
other
side
of
something
that
really
through
everybody
for
a
loop.
And
so
I'm
grateful
that
we
are
able
to
sit
here
and
discuss
this.
I
I'm
grateful
that
yes,
we'll
have
a
choice,
but
we
still
should
be
vigilant
and
cautious
and
move
forward
responsibly,
and-
and
I
want
to
thank
my
colleagues
here
on
council,
because
again,
whether
or
not
we
agree
or
disagree,
we
have
been
able
to
navigate
these
scenarios
and
topics
in
a
very
mature
and
appropriate
manner
as
a
team.
And
so
I
appreciate
each
of
you
for
listening
for
understanding
and
for
being
objective
to
the
differences
in
opinion
across
the
board.
So
thank
you.
S
I
want
to
add
that
I
I
believe
that
everyone
here,
everyone
that's
living,
is
blessed
to
some
degree
we're
all
blessed.
S
You
have
nothing
to
do
with
that.
I
know,
but
I
ask
that
you
keep
those
folks-
and
I
know
you're
sensitive
to
that.
You
know
about
some
of
these
conditions
that
people
live
with
poverty,
and
I
know
your
hearts
you've
got
good
hearts.
I
think
I
know
a
lot
of
you
out
there.
Just
keep
them
in
your
prayers
pray
that
their
circumstances,
circumstances
will
change,
and
I
know
that
you
will,
but
thank
you
for
your
kindness,
your
patience.
I
think
all
of
us
voted
our
hearts
this
evening.
S
A
Thank
you,
councilwoman
price.
I
appreciate
your
comments.
Ms
gregory
appreciate
your
comments
as
well.
We
we
come
to
the
original
question.
A
resolution
declaring
the
termination
of
the
city
vacant
face
covering
ordinance
ordinance
number
1119,
two
zero,
two
zero.
This
time,
all
those
in
favor
of
the
resolution
resolution
declaring
the
termination.
Please
raise
your
hand,
that's
councilwoman,
gregory,
the
mayor,
councilwoman
bro,
councilman
jaredo,
all
those
opposed
councilman
waltz,
councilwoman
price,
councilwoman
diggs.
The
motion
passes
as
originally
written.
A
Our
resolution
will
go
into
effect.
Mr
beanball
look
at
you.
I
know
it's
may
6
what
time
6
a.m.
6
a.m.
It
goes
into
effect.
I
want
to
thank
everyone.
Who's
been
here
a
lot
of
faces.
I've
seen
this
is
your
sixth
time
here,
I
believe
about
this
particular
or
issue.
So
I
want
to
thank
you
for
being
here.
I
want
to
take
a
moment
too
not
to
bel
the
lingerie
meeting,
but
I
want
to
thank
this
council.
Everyone
who
voted
their
convictions,
their
hearts.
