affordable,

the
work
words
workforce
housing

we're
going
to
have
working
people
working

making
salaries

cannot
afford
the
high
rates

other
developments
may
be
charging
for
someone

family

council

aitkin
county
is

process
of
a
property
reassessment
this
year
and
we
will
not
have
results
of
the
reassessment
until
the
fall.
That
is
normal.

So
what
we
will
have
to
do
is
we
set
the
budget
in
order
to
under
the
millage
in
order
to
have
a
budget
by
july
1st,
but
we
we
set
it
at
62,
but
we
will
come
back
and
make
an
adjustment
potentially
to
the
millage
rate
in
the
fall.
So
it'll
match
the
expected
revenues,
as
you
know,
there's
state
law
which
doesn't
allow
for
windfalls
and
and
all
that
sort
of
stuff.

We
do
expect
that
well,
the
value
of
our
tax
digest
has
gone
up
just
in
the
last
year
and
with
reassessment
we
do
expect
that
to
occur.
Unlike
the
reassessment
in
2016,
when
40
percent
of
our
property
saw
a
proper,
a
value
decline
that
was
coming
out
of
the
great
recession,
we
don't
expect
that
to
happen,
but
again
those
folks
that
have
not
moved
that
have
stayed
in
their
home
since
the
last
reassessment,
the
values
capped,
so
it
cannot
go
up
a
tremendous
amount
and
also
the
county
allows
for
appeals
processes.

But
then
we
go
back
and
adjust
the
millage
and
what
we've
done
been
able
to
do
most
years
since
1989
or
most
reassessments
is
lower
the
millage
or
keep
the
millage
the
same
last,
you
last
time
in
2016.
You
might
remember.
We
kept
the
millage
at
62
because,
as
I
mentioned,
40
percent
of
the
properties
lost
value.
So
most
people
a
lot
of
people,
especially
in
higher
more
expensive
properties,
saw
their
taxes
go
down
substantially.
I
Other
the
middle
priced
and
lower
price
properties
actually
saw
a
little
bit
of
an
increase,
but
again
because
of
all
the
safeguards
in
place
by
the
state.
The
taxes
typically
don't
go
up
or
just
go
up
a
few
dollars
just
to,
and
literally
like
you
know,
five
or
ten
dollars
per
year
after
a
reassessment,
but
that
is
the
the
unique
situation
we're
in
and
we're
in
every
five
years
due
to
reassessment,
that's
dictated
by
state
law,.

way
it
works
is
they
will
do
their
assessment
based
on
2020
and
before
so
anything
that
occurs
after
20
january.
1St
2021
won't
be
figured
into
this
reassessment.
It's
always
done
in
five
years,
so
2016
was
based
on
2015
and
before,
and
they
had
a
lot
of
catching
up
to
do
because
in
2010
they
didn't
make
any
adjustments
at
all
and
they
really
had
to
catch
up.
That's
why
it
went
down
in
2016..

constitute
the
budget

city

aitkin.

a
little
bit
of
prerogative
in
addition
to
I
guess,
reading
the
budget
message,
which
is
traditional,
we
were
going
to
talk
a
little
bit
about
a
few
items
in
the
budget,
so
if
council
wishes,
we
can
talk
about
that
tonight,
including
some
directional
fire
fees,
and
you
know,
talk
a
little
bit
about
health
care
costs.
I
know
it
were
some
sort
of
hanging
issues,
so
let
me
take
a
sip
of
water.
I
This
budget
still
has
the
after
effects
of
the
covet
19
pandemic,
but
I
believe
much
milder
due
to
council's
proactive
stance
to
help
small
business
fiscal
year.
2020
2021
turned
out
to
be
a
positive
year.
Our
on-time
tax
collection
and
water
collection
rates
were
at
the
same
percentage
levels
that
they
were
in
previous
years.
I
I
know
last
year
at
this
time
we
did
have
some
concern
expressed
that
that
would
not
be
the
case
based
on
goal-setting
sessions
and
new
horizons
meetings
that
we've
had,
I
believe,
council's
provided
staff
with
a
clear
path
forward
for
fiscal
year.
2021-2022
below
are
some
fundamentals
for
the
proposed
budget.
The
general
fund
has
no
millage
increase.
Our
millage
rate
is
62
mils,
as
it
has
been
since
fiscal
year.
2012-13
and
the
city
of
aitkin
has
not
increased
its
millage
rate
since
1989-90.
I
This
is
particularly
attributable
to
good
stewardship
by
city
council
over
the
last
32
years
and
prior
that
continues
to
make
aiken
viable
for
growth,
while
maintaining
its
attractiveness
as
a
place
to
live
the
value
of
a
mill
for
fiscal
year.
2021
22
is
estimated
to
be
185
450,
which
is
approximately
4.1
percent.
Higher
than
fiscal
year
2020
21,
this
is
attributable
to
the
strong
real
estate
market,
which
we
just
alluded
to:
enterprise
funds
for
solid
waste
at
twenty
dollars
and
thirty
eight
cents
a
month
and
storm
water
at
seven
dollars.
I
I
I
Currently,
the
past
year
has
seen
its
share
of
coven
19
related
challenges,
but
our
staff
has
continued
to
answer
the
challenge
of
working
through
a
pandemic
that
no
one
working
for
the
city
or
serving
on
its
council
today
has
ever
seen.
I
applaud
all
the
work
our
staff
has
done,
showing
up
every
day
to
serve
our
customers,
and
I
especially
want
to
complement
our
utilities,
workers,
public
safety
officers,
prt
facilities,
staff
and
our
accounts,
receivable
staff,
all
of
whom
I
want
to
note
about
accounts.
I
Receivable
are
almost
all
part-time
for
providing
top-notch
face-to-face
customer
service
during
these
most
unusual
times.
Funding
for
public
safety
is
paramount
in
this
year's
budget,
which
allows
continued
funding
of
critical
needs.
Council
did
recognize
the
importance
of
public
safety
officers
by
giving
a
four
percent
mid-year
pay
increase
to
all
sworn
officers
in
the
fiscal
year.

2021
budget
as
well.
Our
commitment
to
economic
development
continues.
With
this
budget.
We
utilize
funding
to
address
recommendations
in
our
economic
development,
strategic
plan,
which
we
will
see
later
this
summer.
I
I
In
keeping
with
our
council
order
great
study,
we
are
recommending
a
seven
percent
water
rate
increase
which
will
keep
up
with
the
cost
of
operating
a
quality
utility
and
continue
to
provide
a
funding
base
for
our
new
for
a
new
water
plant.
We
are
recommending
a
sewer
increase
of
seven
percent.
This
increase
will
allow
us
to
continue
maintenance
of
a
fundamental
asset
for
the
city.
I
Our
aging
sewer
infrastructure,
these
recommended
increases,
will
add
2.62
cents
to
an
average
residential
customer's
monthly
bill,
which
is
classified
as
using
800
cubic
feet
of
water
and
sewer
service
per
month.
Our
general
fund
will
see
some
flat
revenue
numbers
due
to
copen
19,
primarily
in
business
license.
I
However,
I
believe
several
of
the
fundamental
elements
of
our
general
fund
will
stay
stable.
The
collection
of
real
property
taxes
will
stay
consistent
if
not
slightly
rise.
This
is
born
out
for
several
reasons.
First,
in
a
review
of
real
property
tax
collections
during
the
great
procession
which
I
classify
as
2008
through
2011,
these
collections
rose
slightly
each
year.
The
current
recession
is
not
caused
by
problems
in
our
financial
system.
This
should
give
us
some
optimism.
This
line
item
consists
of
29.2
percent
of
our
anticipated
general
fund
revenue.
I
Again,
our
collections
this
past
year
were
on
track
with
what
we
saw
in
previous
years.
Second,
is
the
collection
of
franchise
freeze
from
our
elect
electric
utilities?
4.6
of
our
general
fund
revenue
is
a
million
for
60
140
million.
The
amount
we
receive
is
based
on
what
utility
providers
bill
account
holders
not
what
they
collect.
I
This
will
come
out
of
our
cdbg
funding
that
we
receive
from
for
covered
money
for
repairs
and
maintenance
at
several
of
our
parks
and
prt
facilities.
This
budget
contains
a
one
percent
cost
of
living
increase
for
employees
that
would
go
into
effect.
First
payroll
after
january,
1st
2022
and
a
2
compensation
plan
increase
for
all
employees
who
make
an
appropriate
score
on
their
annual
employment
evaluations,
which
are
given
around
the
time
of
their
employment
anniversary.
I
We
have
two
primary
discretionary
funds
that
we
have
watched
closely
during
covet.
19.
hospitalities
tax
revenue
was
strong,
frankly
pre-pandemic
levels
strong
throughout
fiscal
year
2020-21.
So
this
gives
us
reason
to
put
this
revenue
back
up
at
pre-pandemic
levels.
Accommodations
tax
revenues
have
exceeded
revenue
projections
which
we
cautiously
set
at
50
percent
of
pre-pandemic
levels
for
fiscal
year.
2020-21
revenue
exceeded
expectations
to
date.
In
this
fiscal
year,
we've
already
exceeded
our
budgeted
revenue.
We
are
cautiously
budgeting
revenue
and
expenditures
for
accommodations
taxed
to
80
percent
of
pre-pandemic
levels.
I
The
budget
for
fiscal
year
2021-22
shows
a
rebound
and
I
believe
staff
has
implemented
council's
version
of
a
conservative
budget
that
funds
our
residents
and
business
owners
expectations
of
a
safe
community
support
for
small
business,
with
solid
utility
infrastructure
for
council
considerations.

the

2021-2022
budget.
I
We
ran
out
of
time
during
the
work
session,
so
we
weren't
really
able
to
discuss
a
couple
of
things,
and
we
can
I
mean
I
guess
we
can
incorporate
that
as
we
see
fit,
because
certainly
this
is
sort
of
reading
akin
to
by
title,
only
just
to
keep
us
on
schedule.
So
we
can
hopefully
have
a
budget
passed
in
next
month
by
the
council.
I
In
the
interim
we
know
last
meeting
we
began
discussion
of
fire
fees,
mr
mayor
for
non-city
customers
in
our
fire
district.
You
remember
we
rolled
back
our
fire
fees
after
they
were
raised
about
a
year
ago.
We
rolled
them
back
in
october
to
pre
july
1st
2020
levels
council
at
that
time
directed
staff
to
bring
to
you
some
recommendations
to
try
to
equalize
what
water
customers
pay
versus
non-water
customers
pay,
who
were
not
in
the
city
and
on
fire.
I
I
I
would
say
our
expectation
in
making
our
fire
fee
system
equitable
to
those
non-city
customers,
whether
they're
on
order
or
not
over
several
years
is,
I
do
believe
over
time.
The
revenue
will
stay
f.
Well,
that's
assuming,
of
course,
no
growth
or
no
new
parcels,
which
we
know
won't
happen.
I
mean
there
will
be
some
growth
over
time,
but
I
think
what
we
could
expect
in
the
short
term
with
that
is
that
our
out
of
city,
fire
fee
collection
rate
will
decline
some
and
here's.
Why?
I
Right
now,
our
water
customers
pay
on
their
water
bill,
so
we
collect
97
to
98
percent
of
those
fees
every
month
from
those
individuals
they're
paying
up
to
41
dollars
a
month
depending
on
the
value
of
their
house,
the
individuals
that
live
not
in
the
city
and
not
on
city
water,
we're
billing
quarterly
and
they
pay
up
to
28.75
a
quarter
115
dollars
a
year.
Our
collection
right
there,
as
we,
I
think,
shared
back
when
we
had
this
discussion
is
around
70
percent.
I
So
as
we,
the
the
amount
of
effort
and
money

rules
for

expenditure

covid
relief
funds
one-time
money-

almost
five
million
dollars-
is
for
four
million
nine
hundred
and
eighty
thousand
dollars
and
change
so,
but
but
we'll
just
say,
five
million
dollars
for
easy,
easy
math.

We
will
receive
right
as
our
work
session
started
at
five.

received
an

know
signed.
You
know
we
had
to.
This.
Is
administrative
just
had
to
sign
a
document,
so
the
the
money
can
begin
being
deposited.
We
expect
approximately
half
of
that
money
to
be
delivered
to
directly
to
us
from

treasury

fiscal
year.
Certainly
it's
unbudgeted
money,
but
we
will
need
to
have
some
discussions
with
council
on
how
we
can
spend
that
fund
those
funds.

I
literally

get

minutes

council
meeting

sort
of
the

treasury

what
we
can
spend
it
on.
A
lot
of
stuff
does
not
apply
to
us,
but
some
of
it
does
certainly
you
can
use
it
for
lost
again
it's
I
do
wanna,
let
just
reiterate
to
you
and
and
to
the
audience.
It
is
one
time
money.

So
certainly
we
it
is
not
reoccurring,
so
we
wouldn't
necessarily
want
to
memorial
up
annualize
or
minimize
any
annualization.
We
do
of
it
yeah,
and
the
categories
include
we
can
use
it
for
water
and
sewer
projects
we
can
use
it
for
support,
quote
support
of
the
public
health
response,
and
it
lists
a
number
of
examples
of
what
that
is
addressing
negative
impacts,
called
economic
impacts
caused
by
the
public
health
emergency.

hardest-hit,
communities
and
families
replacing
lost
public
sector
revenue
and
as
I'm
providing
premium
pay
for
essential
workers
and
they
define
essential
workers
as
nursing,
home
health
care
staff,
workers
at
farms,
food
production,
restaurants,
grocery
stores,
janitors
and
sanitation,
workers,
public
health
and
safety
staff,
etc,
truck
drivers,
child
care,
workers
and
social
service
staff,
and,
as
I
mentioned,
water
and
sewer
infrastructure
and
broadband
infrastructure,
so
not
everything
applies
to
us.
We
can.
We
do
need
to
have
that
conversation.

finance

As
we
did
last
year,
we
would
not
want
to
make
the
fees
and

if
we
make
adjustments

want

plenty
of
time
for
notification
of
all
affected
folks
there's
approximately
4
000
parcels
that
parcel
owners
that
would
need
to
be
notified.

we

build
them
anyway,

that's
not
a
difficult

think
by
the
well
I
mean,
I
guess,
the
estimate
we
have
is
about
a
year
nine
months
to
a
year
old,
but
I
think
to
renovate
was
more
costly
than
to
build
new,
but
but
yes,
that's
again
we
have
to
kind

live
with
the
known
knowns.
We
know
this
federal
money
is
a
known
known
now,
but
for
a
while
you
know
we
had
to
operate
under
the
assumption
that
it
wasn't
again.

Well,
yes,
our
road
program
is,
as
you
know,
we
have
three
types
of
roads
in
the
city.
Roads
maintained
by
the
state,
which
is
75
almost
75
to
80
percent
of
our
road
inventory
is
state
maintained
about
20
to
22
percent,
is
city
maintained
and
then
the
balance
is
private
roads,
primarily
in
woodside.
So
we
don't
have
any
responsibility
for
the
private
roads
and
the
state
roads
we
don't.
Typically,
we
don't
do
maintenance
of
them.
We
we
will
assist
at
times
with
dot,
we're
frankly
more
responsive
on
some.
I
You
know
odd
little
things
here
and
there,
but
we
do
have
with
the
road
maintenance
fee
money
also
from
the
county
transportation
fund.
I
believe
we've
spent
all
of
our
1
percent
capital
project
sales
tax
funds
for
paving,
but
we
have
identified
some
roads.
I
know
you've
got
some
city
maintained
and
state
roads.
You
mentioned
to
me
and
the
washington
circle
area
we've
pinpointed
and
reported
to
the
d.o.t,
because
I
think
a
lot
of
those
were
the
state
maintained
to
the
state
does
get
with
the
gas
tax.
I
Money
gets
more
funding
for
road
paving
and
we
do
see
more
and
more
unexpected
paving
of
roads.
They'll
they'll
tell
us,
they're
they've
got
funding
to
pay
some
additional
mileage,
but
we
do
submit
kind
of
a
priority
because,
frankly,
there's
a
lot
more
roads
that
need
to
be
paid
at
one
time
than
there
is
funding,
but
dot,
thankfully,
does
listen
to
staff.
When
we
say
we'd
like
to
see
you
know
this
road,
you
know
it
two
roads
being
equal,
they'll,
give
us
kind
of
the
preference.

The
the
concerns
that
I
have
experienced
in
the
district
that
that
I
represent
is
that
residents
will
see
one
road
of
paved
and
then
two
ropes,
two
streets
over
another
street
and
they're,
saying
that
the
entire
area
has
not
had
pavement
for
almost
50
years,
so
they
were
expecting
everything
to
be
paid
at
one
time.
But
I
recognize
that,
based
on
what
the
state
is
saying,
we've
got
to
operate
sometimes
within
their
realm
of
payment
priorities.
So
that's
kind
of
hard
for
them
to
understand
that
we
don't
control
that
they
do
awesome.
I
Just
one
other
thing
I
know,
we've
talked
also
about
health
costs.
I
know
the
the
issue
we've
we're
we're
facing
is
not
unusual
with
other,
like
other
entities,
we're
also
running
into
issues
with
some
of
the
the
the
type
the
the
way
the
information
has
been
requested
because
of
hipaa
we've
been
advised
that
that's,
we
can't
really
drill
down
like
that
like
we
can,
but
I
do
I
can
to
give
to
council
that
information
due
to
health
care
privacy.
I
know
we
had
that
conversation.
I
I
We
work
with
a
third-party
claims,
administrator
and
they're,
constantly
searching
for
the
best
treatment,
but
we
are
no
different
than
any
other
entity
with
I've
talked
to
other
self-funded
entities,
for
example
the
county.
I
know
they're
in
similar
straits
the
county
used
to
be
on
the
state
health
plan,
and
then
they
tried
another
provider
and
they've
been
self-insured
for
several
years
themselves,
similar
to
us
and
and
other
self-insured
folks.
I've
spoken
with
and
our
claims
administrator
tells
us
it
kind
of
is
a
national
issue.
I
It's
a
small
number
of
covered
fo
individuals
that
drive
a
lot
of
the
cost.
I
think,
in
our
case
we're
seeing
just
a
little.
You
can
count
on
one
hand
the
the
folks
that
are
driving
a
large
percentage
of
the
cost.
We
do
have
what
we
call
you
may
know
it
as
reinsurance
or
stop
loss
where
on
a
single
individual
claim,
we
are
capped
at
a
certain
amount
of
money.
Individuals
that
are
that
do
drive
costs.
I
They
are
having
to
work
with
the
claimants
to
excuse
me,
with
our
claims
administrator,
to
make
sure
that
the
costs
their
health
care
costs
are
kept
under
control,
while
they're
receiving
the
treatment
that
they
need.
So
it's
it
is
kind
of
a
balancing
act,
but
we
do
see
that,
for
the
national
average
is
about
twelve
thousand
six
hundred
and
sixty
six
dollars
and
our
plan
recovered
runs
about
thirteen
thousand
two
hundred
and
seventy
nine
dollars.
So
it
is
something
that
we
do
evaluate
having
self
insurance,
which
we
have
been
self
insured.
I
I've
been
with
the
city
for
over
10
years
and
I
think
we
were
self-insured
a
good
while
before
then
we've
done
things
to
address
and
help
with
the
cost.
Certainly,
employee
premiums
have
gone
up.
The
tight,
the
deductibles
for
the
individual
covered
has
gone
up
over
the
years.
So
there
are,
I
think,
a
good
effort
is
made
by
the
by
our
claims
administrator
and
our
staff.
I
I
think
which
has
helped
us
is
council
has
allowed
us
to.
We
have
a
nurse
practitioner
instead
of
just
a
nur
a
registered
nurse.
Our
registered
nurse
worked
very
well
with
us,
but
the
nurse
practitioner
saves
our
plan
money
because
she
can
diagnose
some
basic
items,
basic
issues
that
happen
to
our
employees.
She
can
write
some
very
basic
prescriptions
like
if
you
need
an
antibiotic,
something
along
those
lines,
a
basic
amoxicillin
type.
She
can
do
that.
I
That
saves
sending
an
employee
to
the
doctor,
which
you
know
again
costs
our
plan,
so
council's
been
very
proactive
helping
us
with
this.
But
again
you
know
health
care
costs
are
something
that
we
just
continue
to
monitor.
I
do
think
I
think
what
this
has
also
brought.
Is
it's
been
a
long
time
since
I've
been
with
the
city
that
we've
probably
maybe
had
our
claims
administrator,
come
and
just
sort
of
talk
in
general
about
the
the
x's
and
o's
so
to
speak
of
our
health
care
plan.

believe
in

were
some
things
in

could
do
that

spending

grant
does

and
we

received
notice

the

weeks

grant
no
match

city
for
the
airport,
so
it
isn't
