property

single-family

All
other
property

block

zoned,
limited
professional
adjacent
land
uses
include
offices
operated
by
the
tri
development
center,

residential
building
that
has
been
converted
to
office
use
and
a
medical
office
building.
The
two
remaining
parcels
have
office
buildings
on
them.
The
planning
commission
reviewed
this
request
and
approved
it
at
their
february
15th
meeting
and
finally,
just
for
the
record.
The
property
is
located
in
the
historic
overlay
district,
but
is
a
non-contributing
property.

this
would
generate
an
increased
amount
of
traffic,
especially
after

whoever
buys

medical
building

opens

it's
going
to
be
a
mad
house
traffic,

new
hobby
to
pick
up
other
people's
trash.
If

street,

the
most
important
thing
of
all
is
that
this
is
an
erosion
of
the
residential
fabric
of
the
neighborhood.

neighborhood
is
slowly
eroding
and
what's
more,
this
is
against
the
comprehensive
plan
goal
number
one
of
the
comprehensive
plan
for
the
hane
avenue
corridor,
which
states
to
strengthen
the
single-family
residential
character
of
the
hayne
avenue,
character
or
hain
avenue
corridor.
I'm
sorry,
that's
goal
number
one
of
the
comprehensive
plan
so
plus
there
I
I
have
issues.
I
don't
believe
the
property
is
in
comfort.
Is
it
conforming
to
the
lp
disc,
the
lp
zone?
You
know
there.
It
falls
short
in
some
areas.

room
for

that
dogwood
stables
office
hurts
the
residential.

pretty
familiar
with
this
property
with
not
so
much

property
itself,
but
the
properties
around
it.

had
the
property
listed.

was
the
cumby
center
that
the
wyatts
bought
weight.
Excuse

wyatt,

bought
and
they
converted
it
from
an
office
to
a
house
which
really
was
better
than
what
it
was
as
an
office.
The
company
center
was
pretty
run
down
and
he
did
a
service
to
make
the
neighborhood
better
and
make
that
rather
than
an
office,
and
it
was
zoned
rs-15
and
they
had
non-conforming,
then
as
an
office.

some

screwiness
of
what
our
zoning
is
on
the
west
side
and
east
side.
We
have
all
kinds
of
things
zoned
incorrectly
and
this
one.
Actually,
I
was
involved
with
the
property
that,
when
it
sold
it
was
the
old
hitchcock
rehab,
that's
next
door
on
the
other
side
of
it,
and
that
was
zoned
rs-15.

about
the
same
time
as
the
hotel.

mean
the
hotel,
the
hospital,
the
old
hospital
it's
built
in
the
50s.

do
believe
and
somewhere
another
it
got
transposed
and
one
got
zoned
one
thing

it

listed
wrong
and
we
went
back
and
looked
at
the
records
and
realized
yeah.
That's
right!
So
we
changed
it
back
and
got
it
straightened
out,
and
the
house
ended
up
being
rs15
yeah
from
the
standpoint
of
the
the
neighborhood
does
very
well.
People
want
to
live
in
this
neighborhood.

at
the
decisions

we're
making
in
many
cases,
and
especially
with

familiar
with
the
neighborhood

neighborhood

my
questions.

want
clarity
because
it
is
residential.

hearing
that
from
our
seniors
we
have
walkability
for
them

walk
downtown,
they

eat,

we
determined

based

requests
that
we
can
change
within

meeting

an
area
is
residential
or
limited
professional
or
business
or
not.

bringing

compliance

right

we
may
differ
on
that.

requirements

the
refurbishing
is
to
preserve

many
architectural
elements
correct,
whether
it's
a
home
or
a
business.
So

that
sense,
I
just
wanted
to
mention
that,
because
it's
not
like
you're
going
to
turn
it
into
some
mini
modern
corporate
park.
You
know
that's
not
at
all,
and
I
just
want
to
make
sure
that
everybody
understands
that
so
in
preserving
the
architectural
elements
and
moving
steps
closer
to
conformity
and
the
way
the
zoning
is
applied.

water
plant
near
our

plant

dollars

on
schedule.
With
the
project
we
are
proposing,
the
issuance
of
revenue
bonds,
specifically
bond
anticipation,
notes
of
principal
amount
not
to
exceed
4.5
million
dollars
to
continue
pre-construction
soft
costs
that
include
planning
engineering
and
design
work.

These
bonds
would
be
pledged
against
revenues
of
our
water
system
and
council's
rate
adjustment
schedule
will
give
us
sufficient
funding
to
make
these
payments
and,
if
you
so
choose,
this
ban
could
be
rolled
into
the
overall
bond
issuance.

would
happen
as
we
get
closer
to
construction
start.
So
we
do
have

would

demolition

reconstruction

existing

courts.
That
would
help
us
with
our
usta
tournament
bids
and
pool
amenities.

work
is
planned
for
the
restroom
facilities,
but
that

that's
slated
to
happen
later
this
year,
but
that's
outside
of
the
scope
of
this
grant.
The
grant
is
a
50
50
match
reimbursement
grant,
with
reimbursement
being
requested
at
the
completion
of
the
project.
Total
project
cost
at
this
point
is
slated
for
six
hundred
thousand,
meaning
that
we
would
request
a
three
hundred
thousand
dollar
grant
and
match
would
be
covered.
Our
city
match
will
be
covered
with
cpsd
four
funds.

of

grant
application

formal
assurance
by
this
body
that
the
required
funds
are
readily
available
and
are
not
restricted
or
encumbered
in
any
way.

would
prevent
their
use
for
this
project,
so
that
language
is
specifically
included

and
we
do
have
our
capital
projects,
