carolina's
future
prosperity

quality
of
life
depend
on
the
healthy
development
of
more
than

million
children
residing
in
the
diverse
communities
across
our
state

children

aitkin
county

whereas
preventing
child
abuse
and
neglect
must
be
a
priority.
That
requires
individuals,
families,
child
serving
organizations,
schools,
faith-based
groups,
businesses,
government
agencies
and
civic
leaders
to
support
the
physical,
emotional,
social
and
educational
well-being
of
all
children.

fiscal
year
2020
2021,
there
were

Founded
child
protective
services,
cps
investigations
with
15
900
980
children
in
south
carolina
and
230
investigations
with
467
children
in
aitkin
county
now.
Therefore,
mayor

city
council
of
the
city
of
aitkin,
south
carolina
do
hereby
proclaim
april
2022
as
child
abuse
prevention
month
throughout
aitkin,
and
encourage
all
south
carolinians
to
dedicate
themselves
to
protecting
the
quality
of
life
for
every
child.

that
vulnerable
children
and
families
have
many
agencies
and
organizations
to
help

year

received

grant
from
the
children's
trust
fund
to
deliver.
Thank

partner
agencies

support
children

stormwater
project
is
one
that's
a
vital
interest
to
the
community
and
to
council.
So
we
ask
staff

project
manager

quarterly
updates

also
want
to
recognize
joanna

who
is
the
incoming
president
of
the
hitchcock
woods
foundation?
Is
here
as

so
george
lots,
we
can
see
a
lot
from
the
road
and
I
know
you're
going
to
give
us
an
update
on
what
exactly
it
is.
Our
residents
are
seeing.
This
is
the.

update

the
project.
The
project
is
going
actually
very
well.
The
let's
see
here
there
we
go.
The
bmp,
6a
vault
has
been
installed
and
covered.
The
sanitary
sewer
line
that
was
located
in
the
low
place
that
bmp6
was
going
to
be
installed,
has
been
relocated
successfully,
as
has
the
storm
water
intercept
line
that
comes
down
from
the
railroad
that
will
be
capturing
the
storm
water
that
normally
goes
in
the
big
pipe
into
bmp-6
excavation
of
the
bmp
6
is
almost
completed
literally.

The
last
few
loads
of
dirt
are
being
loaded
onto
the
trucks
today
and,
and
maybe
a
little
tomorrow
and
the
retaining
wall
for
that
will
allow
construction
has
been
completed,
so
we're
all
ready
to
go.
What
I
have
is
some

the
construction,
that's
a

of
bmp6
being
installed.

it's
it's
probably
a
football
field,
long

not
quite
a
football
field

probably

half

a

feet
by
about
150
feet.

think
it's

eight
acre
feet
of
storage
will
actually
have
more.
It's
about
double
the
amount
of
the
size
of
the
bmp6
vault,
which
is
on
the
corner
of
lauren's
and
south
boundary.

excavation
is
starting
to
cover
up
the
retaining
wall,
and
here
you
see
that
literally
the
the
whole
wall
is
is
now
covered
up,
and
if
you
look
to
the
left
behind
that
pickup
truck,
that's

wall,

kind
of
cliff
that
was
right
by
hitchcock.

you

you'd,

up

you'd
see,
you

want
to
go
over
because
it
was
kind

steep,

now

filled

quite
exciting

of

we
turn

bmp
six
of
being
excavated
and
that's
the
start
of
it.

the

excavation

encountered
the
the
kalin.
As
I
was
mentioning
now.

what
we
did
was
we
investigated
how
thick
the
layer
of
kalin
was.
We
found
that
it
was
about
25
feet
of
thickness
below
the
base
level
of
the
vault.
So
what
mccormick
taylor
and
thale
construction
developed
as
a
plan
to
drill
18
36
inch
holes
in
the
base
of
the
excavation
that
will
allow
the
infiltration
to
occur.

You
know
from
into
the
sand,
and
what's
really
good,
is
that
the
sand
underneath
is.
Is
you
know
it's
like
sugar
sand?
I
mean
it's
really
really
good
to
to
to
get
out.
We
we
to
to
drain
the
water
into
what
effective
is.
You
know,
probably
the
start
of
his
hand
river.
At
least
you
know
that
piece,
just
kind
of
as
an
anecdote.

We
had
the
18
inch
holes
a
couple
of
pilot
holes
where
the
water
was
draining
after
a
rainstorm
and
it
it
kind
of
went
out
like
it
was
a
bathtub.
You
know
drain,
so
we're
we're
happy
with
the
solution
and
they
actually
drilled
half
of
the
holes
today,
and
so
they
get
the
other
half
tomorrow
and
then
they'll
start
covering
the
base
with
the
the
gravel
and
starting
mid.
Next
week
we
expect
to
start
receiving
the
the
vault
pieces
for
the
for
the
bmp6.

What
we'll
do
is
we'll
fill
them
with
gravel
the
same
gravel
that'll
be
underneath
the
vaults,
so
what
you'll
have
is
kind
of
a
continuation?
It's
almost
like
it's
part
of
the
the
vault
system.
That
is
what
it
really
kind
of
comes
down
to
and
the
all
the
water
will
come
from
all
the
different
directions.
It's
like
a
french
drain
right,
you
know
with
gravel,
and
then
the
water
will
will
find
the
you
know
the
points
where
it
will
it'll
drain
out.

we're
currently
doing
with
the
is
working
with
the
developing
kiosk
material
for
the
landscaped
area?
We
have
a
committee
of
people
that
have
helped
to
develop
the
landscape
and
they're
contin
escaping
and
they
are
continuing
to
help
us

we're
developing
information.

with
our.

have
mary,
catherine,
phillip
and
bennett
tucker
working
on
some
information
about
hitchcock
woods,
I'm
doing
some
stormwater.
We
have
others
that
are
doing
some
railroad
information
about
why
you
know
aiken
you
know
came
to
be,
and
so
one
of
the
things
that
we
suggested
was
approved
by
the
city
manager
is
to
inaugurate
a
new
painted
horse,
so
the
horse
will
have
pictures
of
flora
and
fauna.

It's
going
to
be
called
the
gateway,
because
what
we're
trying
to
show
is
that
this
location
is
actually
a
gateway
into
the
hitchcock
woods.
People
will
be
drawn
in
find
out
information
and
they'll
see
that
this
will
be
done,
that
they
can
actually
access
it
as
a
resource
here
in
the
city.
The
horse
will
actually
have
things
that
represent
the
hitchcock
woods
and
the
city
and
some
of
the
the
comia
flowers,
the
red
cockaded
woodpecker,
the
you
know,
and
so
on.

The
artist
who
did
the
begolia
horse,
that's
in
the
oakland's
garden,
is
the
same
artist.
That
is
doing
this
one.
So
we
have
a
a
picture
where
they're,
just
starting
the
painting,
there's
a
little
bit
more
done.
I've
seen,
I
just
received
a
picture
today
of
the
woodpecker
on
on
the
horse.
So
it's
it's
moved
on
quite
a
bit.

What
the
landscaping
has
has
done
is
they've
also
developed
a
a
concept
that
they'd
like
to
propose
to
council,
and
this
is
something
that
I'm
just
presenting
as
an
idea
for
you
today
and
we
think
that
it
has
quite
the
potential
for
bringing
visitors
to
aitkin
because
it
it'll
it'll
it's
it's.
It's
really
a
a
kind
of
a
a
neat
thing
and
it's
it'll
tie
into
the
recent
discovery
of
the
actual
pieces
of
the
south
carolina
canal
and
railroad
company
that
have
been
discovered
in
the
sand
river,
the
hitchcock
woods.

It
was
a
bottleneck,
quite
frankly,
to
go
up
and
down
this
incline,
and
so
that's
when
people
started
well,
they
develop
a
you,
know,
boarding,
house
and
a
restaurant
for
food,
and
you
know
for
passengers
to
wait
until
you
know
the
trains
came
and
so
combined
with
the
kiosk
information
in
the
area.
We
think
it
will
be
a
significant
potential
educational
resource
for
the
area.

You
know
original
rails
found,
and
so
this
is
quite
a
significant
historical
gem
really
having
been
found
here.
What
I
have
is
a
few
pictures,
of
course,
that
is
the
route
that
the
railroad
took
from
charleston
and
you
can
see
where
aitkin
was
some
more
facts
that
what
what
has
actually
been
found
in
hitchcock
woods
are
the
location,
the
wooden
double
track,
the
iron
capped
rails
and
then
even
some
of
the
pulleys
that
have
been
that
were
used
for
for
the
cables.
So
we
have
here.

This
is
part
of
the
archaeological
dig,
and
you
can
see
that
you
have
the
the.
I
have
some
other
pictures
that
I
think
will
show
the
incline
and
how
it
operated
and
the
concept
that
we
have
is
to
make
that
very
clear
for
people
when
they
you
know,
come
and
visit
the
site,
so
some
more
pictures
of
them
digging
out
and
that's
a
picture
of
the
pulley
that
helped
the
the
rails
move
or
the
cars
go
up
and
down
the
rails
and
there's
one
of
the
wooden
rails
that
are
capped
with
iron.

we
have
got
the
national
historic
recognition
right,
yes,
that
we
did
receive
that,
and
I
mean
this
is
significant
enough
when
you
think
about
railroad
use
in
the
world.
You
know,
there's
some
people,
thinking
that
maybe
in
the
world
you
know
historical
site
might
be
a
potential
registration
opportunity.

So
the
concept
is,
if
you
see
that's
the
area
that
bmp-6
is
located,
we
had
planned
for
the
the
lower
section
to
be
really
just
grass,
and
you
know
some
some
pollinating
garden
flowers.
You
know
type
of
things
and
as
the
group
was
looking
at
it,
we
thought
well,
you
actually
could
make
a
replica
that
people
could
walk
down
to
and
see,
and
you
know
really
understand
how
it
worked.
Why
it
was
there
and
just
you
know,
tell
the
history
and
educate
people.

So
this
is
a
rendering
of
what
it
would
look
like

You
have
the
the
you
know
the
two
rails,
one
going
up
one
going
down
and
what
you
see
at
the
top
is
kind
of
a
skeleton
representation
of
what
the
engine
house
was.

That's
the
the
exact
size
and
just
you
know
the
one
frame
just
to
kind
of
show
a
dimension
and
that's
what
powered
through
the
big
12
foot
flywheel.

and
down
the
the
ropes
you'd
have
one
car
tied
at

top
and
and
there'd
be
the
one
all
the
way
down
on
the
flat,
and
then
the
engines
would
start
up
and
it
would
start
pulling
and
the
counterbalance
was,

would
you

pull
the
the
engine
up
or
the
not
the
engine,
because
the
engines
actually
stayed
at
the
other
end.
It
was
just
the
cars
that
then
would
come
up
and
passengers
would
be
on
them.

At
the
same
time,
and
like
I
said
it,
there
was
actually
an
advertisement
that
they
have
in
augusta
that
they
were
trying
to
get
people
to
come
from
augusta
to
aiken
just
for
the
day,
because
it
was
fun
to
go
up
and
you
know,
ride
up
and
down
and
go
back
to
where
they
were.
So.
You
know
when
you
think
about
it.

We
we
do
stuff
like
that,
all
the
time
now,
when
we
have
some
fancy
new
technology-
and
this
was
certainly
fancy
new
technology,
the
engine
steam
engines
of
the
day,
of
course,
couldn't
navigate
a
13
foot
to
one
slope
and
so
what
what
we
actually
had
planned
there
was
pretty
darn
close
to
the
13
one.
So
with
very
little
change
we'll
be
able
to.
You
know,
show
that
exact
representation.

think
having
that
and
then
showing.
If
you
go
into
the
hitchcock
woods,
there's
actually
the
site
just
beyond
the
greenhouse
and
the
the
gate,
and
the
bullet
report
is
exactly
where
the
location
was,
and
so
we
envision,
you
know,
maybe
having
a
kiosk
there.
You
know
you
can
kind
of
point
them
to
that
anyway.
So
this
is
just
a
picture,
what
it
would
look
like
from
south
boundary
a
little
bit
of
close
up,
and
you
can
see
that
it
would
have
access
for
people
to
be
able
to
to
come.

Look
at
it,
so
there's
the
original
site
enhancement
and
what
was
planned
and
we're
just
really
suggesting
that
we
add
this
as
a
really
it's
an
add-on.
You
know
project
it's
it's
not
necessary
for
the
sand.
River
bmp
implementation
project,
but
it
looked
to
us
like
it,
was
a
good
opportunity
for
creating
some
tourism.
There
are
we
we
are
in
the
process
of
determining
exactly
what
the
cost
will
be.
I
have
a
meeting
on
wednesday
where
we're
looking
at
hopefully
have
a
proposal
from
fail.
We
would
like
them
to
be
the
construction
piece.

Just
it
just
makes
everything
kind
of
simpler
to
to
do
it
with
them.
Plus
we
have
the
opportunity.
We
think
that
there
are
a
couple
of
areas
where
we
might
be
able
to
save
a
little
bit
of
money,
the
road
construction
that
we
had
anticipated.
It
doesn't
look
like
we're
tearing
up
the
road
quite
as
much
as
we
were
worried.

You
know
easily
put
into
a
you
know
that
project
we're
also
recasting
the
the
some
of
the
lining
that
is
being
done
and
when
we
have
all
the
numbers
we'll
come
back
to
council
and-
and
you
know,
kind
of
give
you
a
more
of
a
business
plan,
but
the
reality
is,
I
think
the
expense
will
require
some
hospitality
tax
type
of
revenue
being
you
know
allocated
for
it.
It
is
to
be
done
so.
My
my
objective
here
was
to
pique
your
interest
so
that
you
might
be
interested
in
supporting
this
project.

Our
expectation
now
is.
It
will
be
the
first
week
of
november
contractually
because
of
some
of
the
things
that
we
found
we've
given
them
some
extra
days.
So
I'm
I'm
looking
at
like
the
first
week
in
november
for
it
to
be
completed,
and
you
know,
barring
weather,
you
know
terrible
weather
you,
you
keep
adding
a
day
here
and
a
day
there
because
of
weather.

I'm
happy
to
for
you
to
address
the
history
of
the
railroad
which,
based
on
our
earlier
discussion,
we
were
talking
about
the
interest
in
equestrian
and
tourism.
The
railroad
allows
us
another
interest
draw
for
tourists
as
well,
so
we
have
multiple
things
that
will
attract
people
to
our
great
cities.
So
thank

this

Great

and
if
I
may,
I
got
two
items
as
it
relates
to
this
project
since
george's
last
presentation
that
I'd
like
to
state
for
the
record.
First,
since
the
last
quarterly
update,
we
were
pleased,
george
and
I
went
to
columbia
on
march
1st
and
gave
a
presentation
to
the
municipal
association
and
we
were
awarded
the
as,
as
you
know,
the
municipal
achievement
award
for
public
works
for
this
year
for
this
project.
I
They
look
for
projects
that
are
innovative
and
can
be
replicated,
and
certainly
there
are
storm
water
issues
all
around
the
state
and
this
sort
of
technology,
which
is
the
first
of
its
kind
in
south
carolina,
not
the
first
of
its
kind
in
the
country,
very
common
in
the
mid-atlantic
and
new
england
areas.
But
it
is
something
that,
on
varying
degrees
of
scale,
smaller
or
larger,
can
be
replicated.
So
again,
I
wanted
to
state
that
for
the
record-
and
I
failed
to
mention
when
george
gave
his
last
quarterly
report
right
after
the
holidays.
I
You
know
this
project
would
not
have
been
possible
without
the
task
force
that
the
mayor
formed
at
the
request
of
council
back
in
2016
and
late
last
year.
One
of
the
task
force
members
passed
away.
Mr
ernst
ringel,
and
I
just
wanted
to
acknowledge.
Mr
ringle
gave
a
lot
of
contribution
to
the
task
force
and
I
met
to
acknowledge
his
passing
at
the
last
meeting
and
neglected
to,
and
I
apologize
for
that,
but
I
did
want
to
acknowledge.

This
is
the
first
ring
of
an
ordinance
to
convey
a
portion
of
the
100
block
of
newbury
street
southwest
to
rpm
development
partners
llc
by
titling,
an
ordinance
approving
the
conveyance
of
a
portion
of
the
100
block
of
newberry
street
southwest
to
rpm
development
partners.

of
the
project
that
we've
been
calling
project
pascalis
there
is
consideration
of
conveyance
of
a
portion
of
the
100
southwest
block
of
newberry
street
to
the
preferred
developer.
Rpm
development
partners
want
it,
and
the
reason
for
this
is
one
of
the
goals
of
the
project.
I
think
the
community
was
very
clear.
I
The
last
time
this
area
was
being
discussed
for
redevelopment
that
keep
the
building
heights
not
to
exceed
55
feet.
To
accommodate
this,
while
also
having
a
project
that
contains
space
for
a
hotel
of
approximately
100
keys,
approximately
a
hundred
multi-family
units
of
residency
and
a
conference
center
with
a
parking
garage.

The
portion
that
would
need
to
be
conveyed
in
this
case
is
just
a
little
more
than
three-fifths
of
an
acre
0.6,
approximately
0.6145
of
an
acre
and
the
plait.
That's
shown
on
the
screen
is
highlighted
in
yellow
to
illustrate
the
up
to
amount
of
property
that
could
be
conveyed,
as
things
are
currently
envisioned
the.
What
this
would
mean
is
should
it
be
conveyed.

It
would
not
be
two-way
traffic,
so
you
would
have
the
southbound
lane
would
be
closed
and
some
portions
would
have
a
portion
of
the
project
on
it,
and
the
balance
of
it
primarily
south
of
the
alley
or
actually
probably
perpendicular
to
the
alley
and
south
to
park
would
be
green
space
for
a
true
urban
green
space
and
some
festival
center
nfs
and
the
festival
center
would
still
be
in
be
there.
It
would
just
be
instead
of
asphalted
have
green
space.

So
historically,
there
have
been
some
buildings
and
and
development
along
the
grid.
It's
nothing
that
we
believe
is
taken

lot
of
things
would
have
to
happen
in
order
for
the
conveyance

officially
take

of
that

the

for
the
conveyance

developer

have
their
plan
approved

review

looking

trends

the

to
want

go

big
cities,
move
to
l.a,
move
to
new
york
city
move
to
austin
texas.

is
missing
right

a
space

people

under
can
gather

can

memories

downtown

alley,

with
the
colleges

tech
being

close

we

get

is
certainly

relocate

out
there,

utility
location
service
did
not
show
an
active
existing
water
line
caused
issues
both
in
that
general
area

as
you

issues

kicked
up
sediment
in
the
lines
as
far
as
downtown
and
that
wednesday
we
even
had
restaurants
that
had
to
close,
so
we've
initiated
some
new
procedures.
