which

and
developed
for
office
use.

progress

move
forward
on
a
new
water
plant
to
be
located
at
shaw's,
creek
and
us-1
columbia
highway.
North
the
plan
is
estimated
to
cost
42
million
dollars
and
if
everything
goes
as
we
hope,
the
construction
will
begin
by
mid-year
2023
in
order
to
stay
on
schedule.

Council's
rate
adjustment
schedule
gives
us
sufficient
funding
to
make
these
payments,
and,
if
council
chooses,
we
can
roll
these
into
the
ultimate
overall
bond
issuance
once
we
are
ready
to
construct
a
new
plant.
Next
year,
our
financial
advisor
david
cheatwood
and
bond
council
gary
pope
were
at
the
new
horizons,
retreat
january
27th
to
explain
how
this
issuance
would
work,
and
mr
pope
is
present
this
evening,
and
it
is
before
you
for
second
reading
the
bond
anticipation.

our
mayor's
members
of
council,
we
had
a
very
successful
solicitation
of
interest
from
banks.
The
low
bid
which
we
received
last
week,
I
believe,
was
a
1.05
percent
from
the
bank
of
south
carolina,
and
so
should
you
adopt
this
or
enact
this
ordinance
tonight?
We
would
move
forward
with
bank
of
south
carolina
for
a
one-year
term.

would
close
this
april
5th
and
it
would
have
a
term
of
next
april
4th
so
the
2023
and,
as
mr
biedenbach
said,
you
can
incorporate
this
into
a
larger
financing
for
the
overall
plant
or
we
could
roll
it
for
another
year
while
waiting
for
the
appropriate
time
to
do
that
permanent
financing
to
best
match
it
up.
Sure.

Certainly
so,
when
we
issue
the
bond,
what
we'll
want
to
do
is
we
want
to
match
up
the
life
of
the
bond
with
the
useful
life
of
the
plant?
So
if
you
have
a
20
or
30
year,
useful
life
of
a
plant,
you
would
want
to
match
that
up
with
the
life
of
the
bond,
to
take
advantage
of
the
fact
that
inflation
may
make
your
interest
payments
in
real
terms
lower
over
time
to
match
it
up
with
the
use
with
the
people
who
are
using
the
plant
to
actually
get
the
benefit
from
it.

need
to
incur
right
now,
but
we
don't
want
to
go
ahead
and
issue
all
42
million
dollars
right
now,
because
that
wouldn't
be
fair
to
the
citizens
or
a
good
decision
in
the
sense
that
we
don't
want
to
go
ahead
and
start
paying
interest
on
all
42
million
dollars
of
the
plant.
So
this
is
a
prudent
way
for
the
city
to
keep
reserves,
keep
cash
in
place
and
get
the
money
that
is
necessary
to
take
care
of
just
those
expenses
that
we
know
we
will
incur
over
the
course
of
the
next.

we
ended
up

we're
kind

going

that
and
we'll

a
very

how
we
got
here

point
out
several
items:
real
quick.
We
do
have
a
meeting
scheduled
for
the
it
was
going
to
be
the
21st
of
a
council
meeting,

reschedule
that
because
we
want
to
make
sure
everyone
is
here.
We've
got
a
couple
of
options
we
could
meet
on
tuesday,
the
22nd
at
five
or
we
could
meet
at
five
o'clock
the
day
of
our
next
meeting
march.

Yes
and
the
omnibus
bill
I
found
out
thursday
evening
late
around
11
o'clock,
thursday
night,
the
u.s
house
passed
the
omnibus
bill,
which
has
our
money
for
the
powder,
eight
million
dollars
for
powder
house
connector
and
two
and
a
half
million
for
the
sewer,
parallel
sewer
line,
and
it
now
needs
to
go
to
the
u.s
senate.
And
if
it
passes
with
a
simple
majority
there,
which
we're
told
it
just
has
to
get
on
the
calendar
and
and
go
for
the
vote,
then
it
will
be
signed
by
the
president.

we'll
have
those
funds
and
also
we're
monitoring
the
plutonium
funds
as
well
in
colombia.
And
that
is
right.
Now
the
house
is
debating
the
budget.
Ultimately,
we
probably
won't
have
a
definitive
answer
on
the
ultimate
disposition
of
those
funds
until
as
we
get
into
the
month
of
june,
because
there
will
most
likely
have
to
be
a
conference
committee
of
the
state
house.
