property

located

whiskey,
road

drive

the
original

plan
approval
in
2003

expired.
No
building
permits

issued
within
five
years
of
the
original
commercial.

last
meeting,
there
was
a
lot
of
discussion
regarding
the
intersection
at
stratford
powder
house
and
whiskey
road
and
the
reason
why
we
have
not
had
a
second
reading
before
now.
First
reading
was
august,
10th
was
we
had
to
work
with
the
department
of
transportation
and
get
approval
did
not
want
us
coming
back
until
we
had
that
approval
from
department
of
transportation.

was
that
has
been
approved
and
the
project
is
back
to
council
for
second
and
final
reading,
and
I
know
several
questions
have
come
up
from
nearby
property
owners
regarding
advertising.
I
think
I
addressed
a
little
bit
about
the
concept
plan
and
the
curb
cut
on
stratford,
but
I
would
like
the
city
attorney
to
address
some
of
the
questions
that
all
of
council
has
received
regarding
this
matter
over
the
last
several
days.

conditions

restrictions
on
the
use
of
this
property
mentioned
two
curb
cuts
mentioned
that
certain
types
of
activities,
including
a
car,
wash,
were
not
allowed.
Under
that
concept
plan
approval,
the
council
did

many
years
ago.
I
think
it
was
the
first
concept
plan
that
was
approved
by
council.

just
wanted
councilman.
This
is
a
matter
to
amend
the
concept
plan
and
city
council
does
have
the
authority
upon
request
of
an
applicant
who
owns
the
property
if
they
want
to
attempt
to
amend
the
concept
plan
council
has
the
legal
authority
to
hear
that
request
and
make
a
decision
if
that
decision
would
be
contrary
to
the
original
ordinance.
The
council
passed
to
approve
the
first
concept
plan,
it's
okay
to
do.

whether

not
this
meeting
had
been
properly
noticed
and
the
property
itself
has
actually
been
noticed
much
longer
than
the
20
days
that
the
property
is
required
in
order
to
give
notice
to
the
public,
and
it
was

planning
commission
meeting.
It
was
noticed
before
you
had
first
reading,
and
so
this
property
has
had
plenty
of
adequate
notice.
According
to
our
zoning
ordinance
for
this
meeting
to
go
forward
tonight,
any
questions
about
any
of

hotel
came

a
stratford
curb
cut.

asked
them
to
eliminate
it
and

gave
them

north-south
curb
cut
on
whiskey

nursing
home
approached
you
and
they
also
had
a
curb
cut
on
stratford.
We
asked
them
to
eliminate
it.

not
just
stratford
drive
that
we've
got

problem
with.
We
have
asked
safety
questions
for
ourselves
so
many
times
from
lulu.
We
have
never
gotten
an
answer
we
would
like
to
know.
Are
they
aware
of
the
restrictions
for
auto
emission
for
noise
pollution,
because
in
the
other
two
locations
they've
never
been
this
close
to
a
residential
area?

just
for
part
of
my
argument
this
past
weekend
we
had
the
landscaper
for
the
community
come
in
and
trim
the
bushes.
Now
he
was
alone,
so
there
was
only
one
hedge
trimmer
involved,
but
he
came
in
in
the
morning
and
he
didn't
leave
into
the
late
afternoon
and
it
was
a
nice
sunny
day
and
my
windows
were
open
and
I
mean
everybody
in
the
house
had
a
headache
by
the
end
of
the
day.

we
only
have
to
deal
with
this
from
him
twice
a
year.

homeowners,

meeting,

questions

drainage,
noise,
lights,
etc,
could

alleviated

one
time

anyone,
I'm
aware

contacted

lulu's
they're

a
business
attracting
many
people,
whether
it's
by
good
will
I
badmouth
them
or
some
other
method
by
not
using
them.
That's
depriving
me
of
something
they
offer
but
to
live
on.

look

1998,

one

the
citizens
brought
this
up
at
our
community
meeting
the
other
night,

that

where

curb
cut
question
comes
into
play.
So
in
1998
there
were
two
cuts
allowed
on
stratford
drive
and
since
1998
they
have
been
done.
According
to
my
research,
that
is
ascot
and
that
is
lin
drive,
so
they
that
was
approved
and
they
later
and
I've
sent
those
minutes
to
you.
So
you
can
review
them.
I
sent
them
to
all
of
you.

was
also
concerned
about
the
lack
of
noticing,
if
you
look
in
your
own
ordinances,
the
city
attorney
has
let
us
know
now
that
this
is
starting
from
scratch.
So
if
this
was
starting
from
scratch,
I
would
think
that
your
zoning
would
revert
back
to
agricultural.
That's
what
they're
paying
taxes
on
it
appears
if
you
look
at
their
their
tax
bill.

as
the
city
attorney
tells
us
we're
starting
from
scratch,
this
is
no
longer
playing
commercial,
so
you
either
have
to
decide
you're
going
to
use
it
or
you're

to
not.

if
you're
going

say

it's

playing

anymore
and
we're
starting
from
scratch,
then
I
think
your
public
noticing
goes
back
to
6.1.5,
and
that
includes
a
written
notice

days.

already
at

people

been

deny

signatures
on
one
piece

paper
than
it

we

come
down

history

the
conditions

citizens
expected

uphold

for

want

happy

trust
of

many
people
that
care
about
their
property
values,

quality

safety

you've
got
traffic
concerns

not
been
addressed.

think
in
reading
one
of
the
things
there
are

accidents
at
that
intersection
in
the
past
three
years.

too
many,

better

challenging
all
of
you
to
do
better

get
a
better
outcome
for
your
citizens

listen

what
they
want

together
with

of
running

plan,

why

we

comprehensive
plan

we're
not
going

follow

planning
commission's
budget
is
quite
healthy.

if
you're

going

uphold
our
planning
commission
and

comprehensive
plan,

kind
of
a
a
suggestion
for
growth,
not
a
rule
at
least
uphold

own
zoning
ordinances
at
least
follow
your
own
rules.

what
I'm
asking

and
by
the
way

in
2003.

when
this
all

the

issues
we

is
the
origin
of
stratfor,
drive
and
and
stafford
subdivision
was
initially
started
with
morton
ted,
morton
and
edwards,
and
they
had
the
intention
of
tying
into
to
woodside.
So
the
the
initial
development
put
put
us
with
a
road
that
would
have
never
allowed
any
other
tie-ins
to
it
and
then,
when
the
new
production
reactor
went
down,
they
didn't
pull
stratford
in,
and
so
it
got
it.
It
went
back
to
edwards
and
to
morton.
They
eventually
had
lost
it
to
the
bank.

That's
when
don
schaefer
and
gerald
waters
came
in
gerald
waters
and
and
schaefer
developed.
The
property
was
during
that
period
of
time
in
98,
where
this
this
plan
came
up,
it
was
excel.
Corporation
was
going
to
develop
out
in
front
of
us
tooth
and
nail.
We
worked
with
them
and,
and
the
city
council
worked
with
us
and
we
got
the
contention
finally
for
a
two-cut
and
was
a
very
tough
time
for
us.

We
went
through
a
number
of
things,
but
one
of
the
things
is
is
that
the
property
was
advertised
with
a
private
drive
to
the
to
the
property,
and
then
we
went
to
enough
with
the
newspapers
and
all
we
tried
to
deal
with
excel
so
so
in
that
time
frame
is
where
you
saw
this
come
up
with
the
two
curb
cut
that
two
curb
cut
carried
over
to
gerald
waters.
Gerald
waters
ended
up,
buying
the
property
up
front
of
us
in
2004
and
during
the
time
to
try
to
preserve
those
curb
cuts.

tried
to
come
in
and
use
a
stub
out
in
stratford
hall
subdivision
on
antietam
to
access
his
his
developments
of
springstone
subdivision,
and
that
was
that
was
blocked
by
shaffer,
and
so
he
went
back
out.
He
tried
to
come
down
twin
lakes,
road
which
she
purchased
from
the
ransom
property
that
didn't
work
out
because
it
was
too
narrow.
So
we
ended
up
with
two
curb
cuts
out
front.
So
then
we
flash
forward
now
we're
2001
shaffer
signs
the
property
for
the
road,
the
plat
to
us,
the
homeowners
association
2004.

would
happen
with
the
remainder
of
the
property
on
the
holly
property
to
the
left
and
the
eleven
and
a
half
acres
up
in
the
front?

couldn't
tell
what
type
of
load
we
would
get
on
our
road
and

carried

weight

on
the

the
26th
of
november
city

approved
the
hotel
with
a
deceleration
lane
and
cut
off
whiskey.

agreement

and

city

expected

continue

is

with
the
situation
with
the
hotel
and
having
city
council
decide
to
remove
stratford

equation

indeterminate
number
of
vehicles
and
traffic
loads
that
would
put
on
a
residential
street,

nixed
it
and
the
conditions
and
the
rationale
they
had
at
the
time
was
not
has
not
changed.

fact,
the
conditions
have
gotten
significantly
more
impactive,
and
so
what

fiat

city
council
decision
that
hasn't
changed

the

annexation

acres

city.

was
also
the

of
phase

of
woodside,
which

the

was

of
that
annexation

and

The
concept
plan
was
amended
to
better
define
the
village
and
establish
the
plan
and
the
approvals
for
the
village
as
we
know
them

noteworthy

original
plan

close
we
have
stayed
to
this
with
the
development
given
market
changes

is
an
area,
it's
always
been
earmarked
for
residences
and
the
size
and
building

our
request

consistent.

this
original
plan,
our
development
plans

marketing

multi-family
apartment

revision
laid
the
groundwork
for
the
assisted
living
location
and
the
conversion

a
multi-family
area

and

The
plan
remained
consistent
with

and

intention
to
have
apartment

for
the
apartment,
silo
2019,
as
city
manager
laid
out,
we
approved
a
maintenance
facility.

seeking
to
better
define
where
this
residential
component

been
changed

calls

residents

retail

charming
component

buildings

could
have

with

apartments

but
instead
they
added
more
businesses
if
they
had
constructed
the
upper
floors
as
residences.

help

alleviated
the
need
for
a
large
apartment
complex
by
interspersing,
the
units
within
the
community.

end,
I
question
whether
or
not
we
will
ever
have
residence
over
retail
at
the
planning
commission.
Mr
baldwin
spoke
about
this
issue.
One
of
the
commissioners
asked:
was
it
always
designed
to
be
an
apartment
unit,
or
was
the
idea
before
always
to
be
above
retail?

which
he
responded
quote:
the
residence
over
retail
was
a
component
of
it.
Our
thoughts
on
that
was
it
just
doesn't
seem
to
be
economically
viable.

store

in
talks
with,
but
nothing
about
the
large
apartment
complex.

disclose
this
information
to

we
were
all
together

email

she
sent
after
the
planning
commission
meeting,
it
stated
that
it
is
clear
that
those
residents
who
spoke

night

adverse
reaction
to
renters.

those
speakers

one,
am
extremely
offended
that
she
made
such
an
inaccurate,
judgmental
statement.

2008
we
considered
moving

village.
That

one
of
the
areas
we
looked,
and
these
concept
plans

very
apparent.
They
we
were
made
aware
of

future
vision

the

the
village
was
to
be,
and
multi-family
was
was
the
key
word
and
so
multi-family
can
mean
different
things,
apartments
being
being
one
of
them,
and
I
and
I
understand
the

concern
of
density
and
and
yes,
the
the
shift
in
in
the
actual
plan.

these
concepts
were
just
that
was
still
a
multi-use
we
were
made.
This
is
what
we
were
told
and
shown
multi-family
use,
but
still
staying
within
that
density
and
and
every
single
concept
plan
that's
been
presented
since
2005
that's

approved,

within
that
density,
so
I
I
just
feel
like
I
need
to.
We
decided
to
to
not
move
to
the
village.
We
moved
to
woodside
for
many
reasons,
but
I
just
I
hate
that.
There's
a
disconnect
and
and
I'll
also
say
this
is
mr
steele's.

performance
speaks
for
itself.

to
a
community

the
